Church offers to mediate as Cord piles pressure on government The Catholic Church has now offered to mediate between teachers and government over their salary dispute which has paralysed learning in schools across the country. Catholic Bishops say they are concerned by the hard line positions so far taken by both sides saying it will not solve the crisis. “We the religious leaders are ready to mediate in this process in order to find amicable and lasting solution to the current impasse in order to enable normal learning to resume in our schools,” the bishops said in a press statement read on their behalf by the chairperson of Kenya Conference of Catholic Bishops Philip Anyolo. They said the current stance taken by the government and the teachers is regrettable and is setting a bad example to students who view teachers as their role models. “Both sides, the Teachers Service Commission and the teachers unions must step back from the brink of industrial confrontation for the sake of the country and children,” they said. The clergy said the current standoff witnessed between teachers and the government, should be a wake-up call that threats and intimidation do not solve any problem and that dialogue should be given a chance. “We call upon all education stakeholders to come out and help in the mediation process as it is time to let our children go back to school and resume learning,” the Bishops appealed. They faulted the government and

the Teachers Service Commission (TSC) for resorting to threats and intimidation in resolving the current stalemate. “At this point there is no room for threats and intimidation as such has proved futile and we must now resort to dialogue,” Anyolo said. Anyolo said the current teachers strike is a national problem affecting all Kenyans and there is a growing concern that it should be brought to an end.

President Uhuru Kenyatta has already ruled out any pay increment to the teachers saying it’s untenable at the moment due to economic constraints. But teachers unions have stood their ground insisting that the educators will not resume work unless they are paid the 50 to 60 percent increment which was awarded by the court. Schools have already been closed as the strike bites and the teachers have further threatened to boycott

supervising and marking of national exams scheduled to begin next month. Meanwhile pressure continues to mount for the government to honour the court order with the opposition holding a rally at Uhuru Park to show their solidarity with the striking teachers. There was heavy security presence at the park early today with dozens of police officers patrolling the area and other strategic places as crowds

began to gather for the meeting. Nairobi Police chief Japheth Koome warned against any forms of violence during the meeting which was to be addressed by top opposition leaders including Raila Odinga and Kalonzo Musyoka “We would not like people with criminal intentions to take over this meeting and start destroying property. We are not going to allow any destruction of property.” Nairobi Police Commander Japheth Koome warned.

Senate Education Committee is receiving various views from education stakeholders and will table its report in the Senate for debate before the House adopts a common stand on the same. While admitting that indeed the teachers’ strike is a national crisis, Ethuro did not give his opinion over the proposal by Namwamba, saying he cannot make a decision on behalf of the Senate. Ethuro said any senator commenting over the matter in public is doing so in his private capacity and that his views does not represent that of the Senate. “I am yet to get a report from the Senate Education Committee over teachers’ strike, but they will soon

present it in the House for debate,” he said. Ethuro remained noncommittal whether he is ready for a 50 per cent pay cut, saying it’s the Salaries and Remuneration Commission (SRC) that determines State officers’ salaries, therefore he has no powers to change that. “Once SRC determines what State Officers earn, I have no power to change it because the commission is independent,” said Ethuro. “I love my salary as determined by SRC because I work hard and the government adequately rewards me for that, but teachers also deserve good pay,” he added. National Assembly Speaker Justin Muturi has already dismissed Namwamba’s motion saying the Budalang’i

legislator is just pulling a populist move. “I do not want to be drawn into individuals seeking cheap publicity and want to take advantage of the crisis in the education sector,” he said. Some legislators have also dismissed Namwamba’s proposal, saying it was not well thought out and that

it was only meant to excite unnecessary passion. Addressing the press on Monday at parliament buildings, Namwamba said he is aware that the move he has taken is unpopular but it’s the best move to solve the perennial teachers strike. Should Namwamba succeed in his quest, top public officers will have to forego their hefty allowances such as mileage claims, travelling allowances among others in order to raise funds to pay teachers. Ethuro however said teachers have a genuine case in their salary demand but urged that the matter should be left to the Teachers Service Commission (TSC), teachers unions and the Judiciary.


Karua to sue Kuria today Narc Kenya party leader Martha Karua is set to file a case against Gatundu South MP Moses Kuria today. Speaking in Gichugu, Kirinyaga county last evening, Karua said she has instructed her lawyer Gitobu Imanyara to file a case against Kuria for linking her to the case facing Deputy President William Ruto at the ICC. “I have instructed my lawyer to file the case against him so that he can explain what he knows, I will not sit back and watch him defame me,” she said. Karua, however, insists the MP is acting on behalf of somebody else. “When a dog barks, there must be the owner. My lawyer will deal with the dog as I look for the owner, and I know the owner is the Deputy President himself,” she claimed. Her decision to move to court comes after Kuria refused to apologise after Karua, through Imanyara gave him 24 hours to do so.

The controversial legislator yesterday vowed to stand by his remarks, saying he is ready to meet Karua in court and even furnish the court with supporting evidence over his allegations. “I have seen a nice gift from Karua here, yet it is not my birthday, but let me reiterate that I stand with my remarks

and is I am ready to provide evidence in court, I do not want her to deny me the chance,” he told the media. Meanwhile, International Criminal Court (ICC) prosecutor Fatou Bensouda says she will open charges against individuals giving false evidence or interfering with ICC witnesses. In a

statement, she said the court takes seriously any attempts to obstruct the course of justice as stipulated in Article 70 of the Rome Statue. “The office of the prosecutor takes any attempts to obstruct the course of justice seriously and will not hesitate to prosecute the culprits,” read the statement.

CJ appoints bench to hear Rawal’s case Chief Justice Willy Mutunga has appointed a five-judge bench to hear an application by her deputy Kalpana Rawal challenging her retirement. The bench will be headed by Justice Richard Mwongo, a Principal Judge of the High Court. Last week, Justice Isaac Lenaola referred the matter to the Chief Justice for the empaneling of a bench Lenaola ruled that Rawal had convincingly demonstrated that her case goes beyond an employer- employee dispute and has raised questions of law. Rawal wants the Judicial Service Commission stopped from continuing the process of securing her replacement, arguing that she was employed prior to the promulgation of the Constitution, and should therefore retire at 74 and not 70 years of age. The JSC had served Rawal with a retirement notice and invited suitable candidates to apply for her position. JSC wanted the recruitment to begin and conclude early to avoid a vacuum when Rawal leaves on January 16, next year.

City businessmen man short dead in Parklands An Asian businessman was last night shot dead by a thug in Parklands area, Nairobi. The businessman was driving into his compound when a lone gunman who had been waiting struck. The gunman shot him twice before escaping on a waiting motorbike without stealing anything from him. Police have termed the incident as murder. The victim was rushed to the nearby MP Shah hospital where he was pronounced dead on arrival. Police say they are investigating the attack although no arrest has been made. A team of detectives is investigating the incident. Elsewhere, police are investigating an incident in which the body of a woman found dumped on a railway line in Sinai, Nairobi. Police said the woman might have been killed elsewhere before her body being dumped at the railway line. The body was wrapped in two sacks by the time it was discovered.

Genitals found in freezer in SA South Africa’s police are appealing for information after arresting a Danish man alleged to have stored pieces of female genitals in his freezer. Peter Fredekrisen, who owns two gun shops in Bloemfontein, is facing charges including sexual assault, intimidation and domestic violence. The 58-year-old allegedly sedated his victims before operating on them, the police said. Fredekrisen was not asked to plead at his first court hearing on Monday. The suspected genital parts were found in his freezer, all neatly labelled in plastic bags with a date, the name of a woman and where she was from. Police believe most of his alleged victims may have come from neighbouring Lesotho. He had been arrested last week following a tip-off.

Lying children have better memories than their honest counterparts, new research has revealed. Scientists have discovered that the fibs they tell help them build on their cognitive skills. The study claims young children tend to be better liars if they have good memories. The research drew its conclusions from a study of more than 100 children. One published report states that the best liars were able to make and maintain polished cover stories for their lies without

getting caught. It involved a quiz in which six and seven-year-old children were tempted to cheat by peeping at an answer written on the back of a card. A number of children looked at the answers on the back of the card. They were later asked to explain how they knew the correct responses to the questions they were asked. The liars, it seems, were able to construct intricate stories to justify their stories. The children who got the answer right, and claimed they

had not cheated, were tested with questions, which were based on the written answer and accompanying picture. “This research shows that thought processes, specifically verbal working memory, are important to complex social interactions like lying because the children needed to juggle multiple pieces of information while keeping the researcher’s perspective in mind,” one Doctor from the US-based University of North Florida, said.

Obama welcomes Pope to US Pope Francis has begun his tour of the US, where he is expected to greet millions of American Catholics and address thorny issues such as climate change and income inequality. US President Barack Obama welcomed the pope as he landed on Tuesday to begin a six-day visit in the country- a rare honour for a foreign dignitary. The pontiff will visit Washington DC, New York and Philadelphia. Before he departed Cuba on Tuesday, he called on its people to live a “revolution of tenderness”. In the final Mass of his four-day visit to the island, with President Raul Castro attending, he urged thousands of Cubans to serve one another and not an ideology. On the trip from Cuba to the US, the Pope held a news conference and answered those who said his criticisms of capitalism went too far.

“I have never said anything that is not in the social doctrine of the Church,” he told reporters. “Maybe I have given the impression of (being) a bit leftist, but that would be a mistaken interpretation.” When he landed at Andrews Air Force Base, the Pope was greeted by Obama and his family along with VicePresident Joe Biden and his wife. The crowd, which included a military honour guard, schoolchildren, politicians, and Roman Catholic clergymen, chanted: “Welcome to the USA! Hello! Hey!” After a brief chat with Obama, the pontiff rode away in a small charcoal-gray Fiat as part of a motorcade bound for the Vatican diplomatic mission in Washington. President Uhuru Kenyatta who is due in New York this week is also expected to meet with the Pope ahead of the Pontiff ’s visit to Kenya in November.

Kenya scientists top list of Unesco africa scholarships

Kenyan scientists yesterday appeared in the international limelight after scooping 20 of the 100 scholarships to attend the prestigious annual global UNESCO-Merck Africa Research Summit (MARS) in Switzerland. While congratulating the winners, Rasha Kelej, Vice President and Head of Global Business Social Responsibility and Market Development, said the annual summit will build research capacity in the African research community, with special focus on Ebola and other emerging infectious diseases. “It also aims to identify scientific research priorities for evolving health needs and opportunities to capitalise on HIV Research Capacities for emerging infectious diseases,” he said. The summit is sponsored by MARS, UNESCO, Cambridge University

and University of Rome and is slated for October in Switzerland. It will showcase innovative research taking place in projects, programmes and initiatives across African universities to empower young African researchers. The Kenyan researchers, who won the award, are drawn from African Population Health Research Center, University of Nairobi, Kenya Medical Research Institute, Jomo Kenyatta University of Arts and Technology and Baringo

County Referral Hospital. Kelej said the research partnership will conduct the UNESCO- MARS to map out ways of turning Africa into an international hub and scientific innovation. MARS brings together researchers from across Africa to discuss the generation, sharing and dissemination of research data to help identify development opportunities that will accelerate access to innovative health solutions and sustain innovation in Africa.

KRA seeks agents to get landlords remit incomes

The Kenya Revenue Authority (KRA) plans to recruit agents across the country to capture data on property development as it tightens its grip on property owners to comply in remitting taxes. KRA Commissioner General John Njiraini said lack of effective database on property development is limiting the authority’s work to rope in landlords in the tax net adding that KRA will partner with county governments to collect rental income taxes and land rates. “We are in talks with county governments to see if they can do both collections, and the money can then be transferred to the Treasury,” Njiraini explained. To create awareness and enhance voluntary compliance by landlords, the taxman has launched a nationwide campaign for rental income aiming to bring 20,000 new landlords on board who will be expected to pay at least Sh 3billion in revenue valid to June 30 2016. The amnesty include 100 percent waiver on

principle, penalties and interest for 2013 and 100 per cent waiver on penalties and interest for 2014 and 2015 respectively. The amnesty aims at benefiting landlord who shall voluntarily disclose all undeclared rental income for both 2014 and 2015 submitting tax return via iTax and pay principal due. Despite of the challenges affecting compliance, the taxman has so far netted a total of 20,000 landlords into tax bracket and has realized an additional revenue of Sh 85 billion. Huge back taxes, poor record keeping especially on expenses, informational practices and complex tax system were some of the major challenges affecting the compliance forcing the government to introduce the amnesty in the Finance Act 2015 for landlords. However, as from January 1, 2016 the government has simplified the rental income tax on a flat rate of 10 percent of gross rents received.

El niño rains could disrupt food prices MPC warns The forecasted El niño rains could disrupt food prices thereby disrupting the rate of inflation, the Central Bank’s Monetary Policy Committee (MPC) has warned. As inflation, which is a general increase in prices and fall in the purchasing value of money, falls towards its medium-term target, the Central Bank of Kenya has held its benchmark lending rate at 11.50 per cent for the second time in a row. The move comes just as experts warn that cost of borrowing is likely to rise as the Central Bank of Kenya comes under pressure to increase the current rates. The MPC said earlier this year that due to market instability, the bank may be forced to raise the lending rate for the first time since 2011. The Central Bank made an earlier announcement that its benchmark lending rate would remain unchanged. The committee said in a statement released on Tuesday that the measures it had taken in previous sittings had helped lower inflation towards its target of 5 per cent, which is a reprieve for consumers. “However, the forecasted El Niño rains could disrupt food supply chains and exert pressure on food prices in the short term,” the Committee said. On the other hand, the MPC warned that sustained instability in global financial markets and the probable heavy rains threaten the outlook for inflation, Reuters reports.

Invest in Africa’s mining industry, Australia tells its private sector The Australian government has encouraged the country’s private sector to invest in Africa, instead of providing economic aid to the region a recent report has revealed. The state has urged investors to focus specifically in the mining sector. Australian Foreign Affairs Minister Julie Bishop said the country’s government had been working hard to strengthen trade and business investment partnerships with Africa. Speaking on the last day of the Africa Down Under Conference, an event aimed at highlighting opportunities in the continent, the Minister noted that the value of Australia’s trade with Africa grew to A$10 billion (Sh723 billion) in 2014, up from A$7 billion (Sh520 million) in 2009. “While much of the continent has, in the past, attracted the major companies, a new era of joint ventures is taking place from Ghana in the north-west, to Kenya in the east,” adds the statement. A report released earlier this month by Mining Weekly has revealed that Africa is home to 30 per cent of the world’s mineral resources. “Mining companies have been scaling up their investment in Africa for many years now,” said Bishop in the report. The Minister cited Australia as a world leader in the mining sector, noting that the country “can bring much-needed expertise to local operations overseas.”

The farm has domesticated over 200 rabbit breeds and 300 birds but the way the farm is housed is the shopping window for international visitors. He does not depend only on aesthetic value of the rabbits to rake most profits but also sells the animals at a good price where a single rabbit goes for as much as Sh 4000 while its meat retails at Sh 600 a kilo whereas rabbit manure hit Sh 300 per 50kg bag. “That is the other beauty of rearing the rabbits. It means there is so much you can earn from the rabbit. I also sell the urine

and the skin. By the time you are selling the rabbit and its components, you have will have earned something to the tune of between Sh6, 000 and Sh8, 000,” he said. “But it is not always rosy in this venture. One needs to know that these two livestock are the most sensitive to feeding and hygiene,’’ he said. To further utilize his farm and take advantage of any remaining space, he grows vegetables like onions, spinach and strawberries trough plastic pipes where he mixes soil with manure and fills them into those plastics and water them for farming an innovation that has seen him earn over Sh 20,000 a month from the sale of vegetables and strawberries. “It is an open secret that we no longer have enough land. But we have to keep our people fed. So the idea is to get smart and learn to optimize small pieces of land. Demand for food is rising. We need to focus on how we can meet it despite dwindling land for cultivation,” he said.

ICRHK to hire Research Assistants for Whisper Project The International Centre for Reproductive Health Kenya (ICRHK) has announced plan to hire Research assistance as part of its latest recruitment drive. The Centre, in collaboration with the non-profit group FHI 360 and the Burnet Institute, will be implementing studies to develop, test and evaluate appropriate health interventions aimed at addressing family planning and contraception issues among women in Mombasa. “We are seeking

dedicated and talented research assistants to participate in data collection,” the group said in a statement. The research assistants will work closely with the project team to ensure that all the study procedures are in line with the research protocols, a spokesperson for ICRHK has confirmed. The group is also looking for individuals with 3 years’ practical experience in the collection and analysis of qualitative data. The Centre is looking for

applicants with excellent verbal, written and visual communication skills. Potential recruits are advised to send an application letter stating their expected salary and an up-to-date CV with the names and addresses of three referees and their telephone contacts. On the far west side of the globe, women have broken the internet using #shoutyourabortion to tell the whole world how procuring an abortion at a particular point in their life has made them the successful women they are today! If you think this sounds outrageous, then you are the exact audience targeted by Lindy West and Amelia Bonow who got the hashtag up and going in response to a parliament bill to defund Planned Parenthood in the US. After several brave women came out of the abortion closet, many more joined in from across the globe, sharing how safe abortion has impacted their lives and musing on how different things would have been had they opted for dingy procedures so as to hide from the abortion critics. In just a matter of hours, the hashtag had created an online community of women with the unifying factor of either having had an abortion or being in support of empowering

women to realize that they have the right to choose when it comes to their bodies and their life. Shocking revelations came up as the hashtag set twitter on fire, with confessions of women having undergone up to four abortions and others having started terminating pregnancies from as early as ten, swearing by their right to have control over their bodies. The most pertinent issue unearthed from an in-depth analysis of tweets in favor of #shoutyourabortion is that among women who have had at least one abortion, the feeling of relief surpasses that of guilt and in fact, the stigma and shame surrounding the issue of abortion is what causes stress and regret amongst these women. Ideologically, reconciling African and western values has always been an almost impossible undertaking, especially in issues involving the delicate topic of life, where Africans believe that only God has the right to take away life while the western values stand for self-preservation. In Kenya, some activists such as DR John Nyamu have tried championing for safe abortions for women, only to end up in prison cells as an indirect consequence. KOT caught on the fire and had a lot to say, although by the look of it they still wanted women to carry pregnancies to term.

Diego Costa banned for three matches

Chelsea was left ‘disappointed’ after Football Association (FA) handed Diego Costa a three-match ban after he was found guilty of violent conduct. Costa, 26, put his hands in Arsenal’s Laurent Koscielny’s face before clashing with Arsenal defender Gabriel Paulista, who was sent off, but had a three-game ban overturned yesterday. Costa’s ban covers Chelsea’s Capital One match at Walsall on Wednesday along with Premier League matches against Newcastle and Southampton. Having confirmed the match officials did not see the incident between Costa and Koscielny, the FA supplied video footage to a panel of three former elite referees. Each had to independently rule on Costa’s actions to be an instant red card for the FA to proceed with the charge. Gabriel was sent off by referee Mike Dean for violent conduct after raising his leg and catching Spain international Costa. But FA decision came under criticism with Stoke manager Mark Hughes, who saw winger Ibrahim Afellay’s ban for slapping West Brom’s Craig Gardner in August only reduced from three to two games after an outcry. Hughes said he is left “scratching his head” by the FA’s decision to overturn Gabriel’s ban. “I’m not sure why Afellay had a twogame ban when I see news of other situations which seemed to be deemed violent conduct and they get wiped off,” Hughes was quoted on BBC Sport. “We keep asking for explanations from the FA about why they came to decisions against us - or we are getting different ones to other clubs. This is a prime example of that. We are bemused by it.” The FA has charged Gabriel with improper conduct for failing to leave the pitch immediately after being sent off and both clubs with failing to control their players. Meanwhile, Chelsea doctor Eva Carneiro has decided to leave the club - six weeks after clashing with manager Jose Mourinho. Kenya to enter two teams in Safari Sevens Kenya will finally have two teams in the Safari Sevens Rugby tournament set to kick off on October 3-4 at Safaricom Stadium, Kasarani.
