Treasury boss Henry Rotich says although the government is willing to pay teachers the salary increase as was awarded by the court, they cannot effect the orders because there is no money to do so. “It’s not that the government has refused to address this issue, it is not fiscally sustainable at this point in time to address a sector-wide review without us identifying the source of money,” he said last evening. Mr Rotich urged teachers to go back to school as the government attempts to resolve the standoff over their pay increment. “They should be teaching as we address a review process that is structured and all encompassing; what we want is to achieve harmony and fairness as per the Constitution until that time the economy is able to support higher wages, which we will be ready to review,” he added. Governors warned about borrowing The Commission on Revenue Allocation has warned Counties against borrowing from financial institutions saying it’s unconstitutional. CRA commissioner Rose Osoro said a number of counties have violated the law by borrowing cash from banks and other financial institutions, a situation that raises the national government debts. “The laws of County Revenue Allocation as currently constituted does not allow the county government to borrow,” Osoro said in Naivasha.
Osoro said CRA is currently racing against time to draft a new sharing formula for counties after the first formula was rejected by the senate. Osoro said the expiry date of the current sharing formula was November, insisting that a new formula needed to be approved in three months’ time. The initial formula by CRA was rejected by senate and now CRA says a new formula needs to be approved in three months, downplaying a possible cash crisis if they failed to get a nod from the Senate. Osoro said that the new formula
will allow the county government to borrow within the law. Most Governors have often resorted to borrowing in order pay salaries of County staff due to delay of funds by the National Treasury. The County chiefs say they are forced to in order to save the counties from plunging into crisis. Former chairman Council of Governors Issac Ruto said any delay of release of funds by the national treasury affects the county staff as some of them have bank loans. “The delay is worse for employees who have bank loans because of the
high interest loans, so we are forced to borrow to cushion them against this,” Ruto said. Wajir Governor Ahmed Abdulahi blamed the delay of funds to the bureaucracy at the treasury. Abdulahi said County officials at times camp at the national treasury waiting for funds but get frustrated when nothing comes out leaving them with borrowing as the only option. Kakamega Governor Wyckliffe Oparanya blamed the constant delay of funds to the County governments to the closure of the Intergraded
Financial Management system. Counties at times go through cash crunch forcing the County governments to seek the approval of the County Assembly to borrow. Currently Vihiga County has already written to its assembly seeking permission to borrow Sh200 million to keep activities of the counties running. Treasury has however defended itself from the constant delay of funds saying some Counties are unable to use funds allocated to them at once.

Stringent penalties proposed for vandals Days of criminals who destroy important infrastructure such as power lines, telecommunication cables and distribution lines could come to an end soon following the drafting of a Bill to tame such obliteration. Any member of the public found culpable faces a fine of not less than Sh5 million or a jail term of not less than 10 years. The proposed legislation calls for stringent penalties to members of the public who will be found liable for destruction of ICT infrastructures. Speaking when the draft Infrastructure Protection Bill was handed to him yesterday, ICT Cabinet Secretary Fred Matiang’i said the proposed Bill will deter members of the public from destroying infrastructure facilities. Matiang’i said destruction of infrastructure facilities cost the government and investors sh2 billion every year for repair and replacement of certain gadgets. “This figure does not include indirect losses such as loss of business or losses arising from the denial of citizens of essential services, which would aggravate the situation,” the CS explained “We cannot be putting so much to build these critical infrastructures like pipelines and we do not know how to protect the same,” added

Currently the deployment, maintenance and protection of these critical infrastructure is done in an independent and uncoordinated manner which has often been linked to disruption of essential services and losses. It has also proposed creation and maintenance of critical infrastructure register with a database of all infrastructures that stakeholders can refer to. The draft Bill will soon be presented to the Attorney General Githu Muigai for refining before being passed over to Cabinet this month and Parliament before the end of the year for debate.

We don’t believe there is no money,” an angry Sossion said on a TV interview last night. He dismissed any possibility of sitting
down again to find a way forward. “Dialogue was lost at the table. This is a matter that has been effectively dispensed with by the courts. You cannot negotiate a court order. And we are not about to sit down and negotiate an order that has been upheld by three different courts,” he said. And as a way forward, Mr Sossion urged the Treasury boss to fix loopholes through which people evade taxes and use the money to pay up. He cited a report released last year which shows the government is losing about Sh137 billion annually through tax evasion. As the standoff continues, teachers kept away from schools for the third day with learners being told to remain at home until the dispute is resolved. President Uhuru Kenyatta has been urged to step in and end the standoff which is threatening to rope in more public servants. Only yesterday, the umbrella union of public servants, the Trade Union Congress and COTU threatened to join the teachers in striking if the government fails to pay the teachers.

Drunk-Drivers blameD for increasing roaD crashes The National Transport and Safety Authority (NTSA) has attributed the increasing cases of accidents involving public service vehicles to drunk driving. This comes a couple of days after the police report indicated that the number of people killed in road accidents in the country rose by 5 percent to over 1500 in the first half of the year compared to 1 300 who died last year in the same period last year. According to NTSA Deputy Director of Communications, Dominic Kabiru, statistics show that majority of the
accidents on the roads have been caused by drunk drivers. “We have nabbed more than 10 drunk PSV drivers who were driving with innocent passengers on board. It is very sad that we are losing innocent Kenyans to accidents because of such drivers who work under the influence of alcohol,” he said in Nakuru during an operation in which more than 10 PSV drivers were found to have exceeded the recommended alcohol limit. He noted that such cases are common in Nairobi but they
will extend the operations to other towns so as to curb accidents. “Statistics do not lie; we want to work towards reducing accidents on the roads all over the country. To curb such rogue drivers, we will not relent. We will extend our operations to other towns,” he said. Traffic Police Commandant, Charlton Muriithi had earlier told journalists in Nairobi that motor cyclists, pedal cyclists and pedestrians are the highest casualties in the accidents occurring around the country.

DISASTER MANAGEMENT: County Council employees work on a drainage along Uhuru Highway last year when heavy rains hit Nairobi.
Kenyans have been asked to brace themselves for heavy rains and flooding from next month as the weatherman predicts the country will experience “above normal rains.” The Meteorological Department has also asked those living in low lying areas to move to higher ground to avoid flash floods that are likely to come with the rains. Prediction by the department indicates the country will start experiencing the heavy rains from October through to December. However, the department’s deputy director Peter Ambenje said it is still too early to tell whether it would be like the El Nino experienced in 1997. “El Nino means the Christ boy and therefore it will be in full maturity in December when Christ was born,” he said. “The implication of above-normal rains during the season is floods and flash floods and enhanced water levels in rivers,” he added. Flash floods have often caused havoc in various parts of the country with Narok and Nairobi counties reporting deaths last May. Nairobi Governor Evans
Kidero however says they have put enough measures in place to deal with any flash floods to be experienced this time round. “What we have done is that we are clearing blockages, we are clearing riparian encroachments and we will make sure that there is free flow of water and again if you check there are buildings in Kahawa which we brought down since they were interrupting water flow and we will continue with the exercise to ensure there is no flooding,” he assured. The Ministry of Interior through the National Disaster Operations Centre has also called on counties to ensure their drainage systems are unclogged and a rapid response team is put in place to deal with cases of obstruction. “When we’ve had heavy rains we’ve experienced fallen trees, electricity poles and even bill boards. We need to have a team in place to deal quickly with the safety and traffic concerns this raises,” NDOC Director Nathan Kigotho said at the release of the weather projections.
Police pounce on Kayole gangs
More than 100 members of the criminal gang Gaza and 24 Mungikis have been arrested in a police operation within Kayole area, Nairobi. Police said they recovered training materials and books of financial contributions from the Mungiki gang. Kayole OCPD Ali Nuno said they arrested 54 members of Gaza on Tuesday morning before taking them to court where they faced various charges including possession of marijuana and being members of a criminal gang. Last night, the officers also arrested 80 more
suspected members of Gaza in a similar operation in the area. They also separately arrested 24 men they believe are members of Mungiki. They are all expected in court tomorrow to face various charges. Mungiki activities had gone down following persistent police operations in which tens of them went missing or were found dead since 2007. Gaza is a criminal group that operates in Kayole area and has been linked to several murders, robbery, kidnapping and extortion claims.

Man killed in Kariobangi saving his girlfriend A man was last night stabbed to death as he tried to save his girlfriend from robbers in Kariobangi, Nairobi. The victim was stabbed in the chest and died as he was being rushed to hospital. Police say the two had parked their car and were walking into a social joint when a gang of three confronted them and grabbed a bag that the woman had. The man then dashed to her rescue by wrestling with the gang. It was in the fight that one of the attackers stabbed him several times in the chest. The gang escaped with the bag that had personal belongings. No arrest has since been made. Kariobangi is notorious with such gangs marauding in the area attacking motorists and pedestrians.
Businessman shot in city carjacking A businessman was last night shot and seriously wounded in an attempted carjacking incident along Ojijo Road in Parklands, Nairobi. The victim was injured in the shoulder by a bullet fired by a gang of three that tried to hijack his car. He managed to drive himself to hospital where he is in a stable condition. In Majengo slums, a suspected thug was shot dead by police in a botched robbery. The suspect is said to have been in the company of three others and tried to rob pedestrians when an alarm was raised alerting police. The body was taken to the mortuary and police say they recovered a homemade gun from him.
Nigerian drones to fight oil theft Nigeria is to deploy drones to monitor the movement of ships in an effort to curb the rampant oil theft in the country, the state oil firm confirmed. Nigerian National Petroleum Corporation (NNPC) said it wants to end crude oil theft in the next eight months. Nigeria is Africa’s biggest crude producer but its revenue is severely reduced by theft and attacks on oil pipelines. President Muhammadu Buhari also vowed to clean up the industry. Oil generates around 70 percent of government revenues as Africa’s biggest economy. A 2013 report by think tank Chathham House said that 100,000 barrels per day were being stolen.

A recent take on the subject has revealed that since the dawn of the ballpoint pen, scribes, letterers and other writers have seen the beauty of their handiwork wane over the course of several generations. Many writers have not picked up a fountain pen in years and others prefer the convenience of scribbling down their work with a ballpoint or biro pen. A trending piece, published in The Atlantic has confirmed that the art of handwriting is, indeed being “killed” by the popularity of the ballpoint pen as it continues to outshine the more classic fountain pen. It cites the work of handwriting expert, Rosemary Sassoon,
who argues that ballpoint pens require more effort than fountain pens when pressed against a sheet of paper. “We must find ways of holding modern pens that will enable us to write without pain,” says the scholar. “We also need to encourage efficient letters suited to modern pens. Unless we begin to do something sensible about both letters and penholds we will contribute more to the demise of handwriting than the coming of the computer has done,” she adds in an excerpt from her book, “Teach Yourself Better Handwriting”. “Fountain pens want to connect letters. Ballpoint pens need to be convinced to write, need to be pushed into the paper rather than merely touch it,” ” explains The Atlantic.
Shock as migrant found hiding behind car engine A West African migrant entered the Spanish territory of Ceuta from Morocco curled up next to a car engine and another hidden behind the back seat of the Mercedes-300 car. The CS further noted that the government has requested KQ to provide a detailed restructuring plan before receiving any financial assistance. According to Mutahi Kagwe, the board should have resigned just like in other countries but the CS noted that he needs to know how the management handled the shocks the airline experienced and how they were able to adapt to them, and

Barclays Bank has enhanced the capabilities of its ATMs to allow for real-time card-less cash deposits into its accounts by both customers and noncustomers. The first-in-market service is an upgrade of the real time cash deposit system the bank launched in November 2013. “This is a demonstration of our commitment to meet our customers at their point of need by providing them with diverse channels through which they can conduct their banking services at their convenience,” said Mr Jeremy Awori, Managing Director,
Barclays Bank of Kenya. The service will allow customers to process cash deposits from anywhere, meaning a person will for instance deposit funds via the ATM in Mombasa into an account in Eldoret. The new feature is expected to significantly reduce waiting time in banking halls with the bank investing more than half a billion shillings to integrate more services into its ATMs to support its goal of providing customers with 24 hour banking services through multiple channels. The Group says this move is
ideal for small and medium sized enterprises as customers will have the ability to deposit up to Kshs.120, 000 per transaction in batches of Kshs. 40,000 and can make as many transactions as they want. “We have initiated wideranging measures aimed at enhancing the convenience of our banking services with the most profound changes and biggest investments being around our digital channels where we have rolled out new functionalities in tandem with trends and customer needs.” Awori said.

Doom for job-seekers in Sub Saharan Africa The population of Sub-Saharan Africa is set to double to two billion by 2050, bringing with it challenges for young people joining the job market. In countries like Kenya and Nigeria, the competitive employment sector is already a challenging concept for many college graduates and job seekers, a recent study from GE Reports has revealed. GE Reports, a product of research and innovation hub, GE Africa says that the vast majority of Sub-Saharan Africa’s growing population will be young. In fact, within the next decade, the region will be home to around a quarter of the global population aged 24 and younger. “To capitalize on its youthful populace and boost economic growth across the region there will need to be strong and sustainable job creation to match the demographic boom,” says on report from Quartz. It mentions that between the year 2000 and 2008, Africa created 73 million jobs, but only 16 million of those opportunities landed in the hands of young people. Vihiga farmers turn to books to improve production A local farmers’ organization specialized in offering extension services has initiated village farming libraries in Vihiga County to help smallholder farmers improve food production. Fitted with relevant agriculture publications, libraries are helping farmers acquire knowledge on both crop and animal husbandry that greatly contribute to food insecurity in the region. According to Dick Morgan, MFAGRO Activities Coordinator, a farmer pays Sh 5 to read several books but those willing to go with books pay as low as Sh 20 per day. He adds that the move has revolutionized new farming techniques like replacement of maize and bean farming which rendered soils infertile with high value crops.
“Farmers in rural areas barely access vital information especially on farming hence poor farming practises that hugely contribute to poor yields hence food insecurity,” Morgan explained. According to him, over 1000 members of MFAGRO have embarked on nitrogenous fixation programme using the knowledge acquired from reading field days more often conducted by the organization. “Our farmers now produce over 2.5 tons of improved legume seed per season which we sell to our partners in manufacturing sector and export some to Ethiopia,” said Morgan. The Coordinator said that the county is experiencing the power of information and urged stakeholders in Agriculture sector to
work towards enlightening farmers if food security has set up a demo farm at Munugi primary school where farmers learn different farming techniques. Alliance for a Green Revolution in Africa (AGRA) reported that the lack of modern farming skills amongst smallholder farmers was blamed for poor yields despite the availability of enough publication on farming though farmers were not accessed to information high illiteracy and high costs. The report further hailed the internets as the alternative source of information to farmers though only 5 per cent of small holder farmers across the continent can access it while a whopping 90 per cent of them are computer illiterate.

IAAF defends scale of drug testing in Beijing More than 1,400 drug tests were carried out at the World Athletics championships in Beijing, the sport’s governing body says. Just two positive tests were recorded - although the IAAF says hundreds of samples still need to be analysed. The run-up to the event saw allegations of widespread doping in the sport. The IAAF was also criticised for the scale of its testing plans in Beijing after admitting it would test only a third of athletes - 600 to 700. But the governing body has defended its programme, saying: “The doping control programme implemented by the IAAF in Beijing was the largest implemented in a single sporting event by any sport.” It also stressed it had focused on “targeted” testing of athletes. “Thousands of samples were collected out of competition in the lead-up to the event, and the IAAF then implemented an intelligence-led programme in Beijing,” a spokesman said.
Double taxation talks at athletes’ luncheon Kenyan athletes are expected to table their displeasure with the double taxation system when they meet President Uhuru Kenyatta Thursday during a luncheon organised by State House. The Kenya team that finished top with 16 medals, seven gold, six silver and two bronze returned home yesterday to a warm reception by a government delegation led by Deputy President William Ruto. Going gets sticky on Kenyan hockey as warring factions engage in legal battles The Kenya Hockey Union (KHU) will know their fate on September 15, 2015 as to whether they should continue running the affairs of the sport in the country even as they wait for their certificate of registration from the Sports Registrar. John Ohaga, Sports Dispute Tribunal chairman will deliver the ruling in which Hockey Kenya Federation HKF, a new body registered by former Multimedia University Hockey Club head coach, John Jalang’o challenged the eligibility of KHU, which had failed to beat the July 31, 2014 deadline when all sports federations and clubs were required to register a afresh in line with the Sports Act 2013. In a full hearing of the case Tuesday evening, Lawyer Edward Rombo representing KHU which has been joined in the suit as an interested party punched holes in the complainants submission orders where HKF sought an injunction to stop Sports Registrar from proceeding with the registration of KHU until the case is determined. Edina Arati who is representing HKF also wants
KHU to be declared ‘unlawful and unfit’ to hold office, arguing that they lack an ‘audited account of financial boost, have not held election in the last 16 years, and that their constitution has never been amended in over 20 years contrary to the Sports Act. “We have seen them purporting to be registered which is not true. When we sought to determine whether they were registered as at July 31, 2014, we received a list of old officials. There was nothing new to show that they were registered.” HKF also wants KHU to be declared ‘nonexistent’ as per the law and that they [HKF] be recognised as the duly registered body mandated to run hockey in the country. Arati also wants the Tribunal to ‘order Sports Ministry to stop any further funding of KHU and freeze their accounts’ arguing that KHU failed to beat the July deadline which automatically rendered them obsolete. “KHU is unfit and lacks capacity to run hockey affairs. At the time of registration, that was a requirement that they did not meet,” Arati stated. “In summary, KHU doesn’t constitute any
threshold and should not be recognised as a sports body,” said Arati who also wants the order by Sports Registrar to Parklands OCS that Jalang’o to be arrested should he step foot at City Park Hockey stadium which houses KHU secretariat, be lifted. “I have a right just like any other Kenyan to be a member of any association but I felt defamed when the registrar (Sports) wrote to the police to arrest me if I ever step foot in Parklands,” Jalan’go told the Tribunal. “Parklands is a very big area your hounor and if I am found at a public place like Aga Khan (Hospital) seeking medical treatment, then I can be arrested through that order,” he argued. But Rombo said that the claims were premature arguing that the purpose of the petition is mischievous. “Those of very personal issues. I believe this petition has more mischief than it’s attainable and it’s therefore premature and ought to be dismissed,” challenged Rombo, himself a former rugby player.

Durban named Commonwealth Games’ first ever African host The South African city of Durban has been selected as the host for the 2022 Commonwealth Games at the Federation’s general assembly in New Zealand on Wednesday. The coastal city was the only bidder for the multi-sports event after the Canadian city of Edmonton withdrew from contention in February, citing falling oil prices. Organisers said the Games would be held from 18 to 30 July, opening on the birth date of the late South African President and anti-apartheid hero Nelson Mandela. “It gives me great pleasure to welcome
the South African city of Durban as proud hosts of the 22nd Commonwealth Games,” the outgoing CGF president Prince Tunku Imran said. “As a movement we stand together to support the very first games on African soil.” The Commonwealth Games are held every four years and feature athletes from over 50 countries, mostly former British colonies. First held in 1930, 2022 will mark the first time the Games will be held in Africa, a move that could pave the way for South Africa to make another attempt for the Olympics after Cape Town finished

This year’s summer transfer window was the richest in Premier League history as total spending for the calendar year which surpassed Sh87b (£870m) by 4% up on the record set last year when it hit record high over a 100 billion (£1bn) for the first time. The biggest spenders, Manchester City, paid the two biggest fees, Sh5.5b for Kevin De Bryne from Wolfsburg and Sh4.9b for Raheem Sterling who was lured from Liverpool. Manchester United’s Sh36b signing of Monaco teenager Anthony Martial was the biggest deadline day move. Since the introduction of the transfer window system in 2002, gross transfer spending has exceeded Sh7.3b, with over 80% of this being spent in summer transfer windows, according to financial analysts Deloitte.
