ord leader Raila Odinga has opened another scathing attack against the Jubilee administration accusing it of secretively implementing a disastrous mega project in the country.

Mr Odinga warned if fully implemented, the water project dubbed ‘ northern collector tunnel’ will turn parts of the country in to a desert within the next five years.

He questioned why the government ignored has put it under secrecy and under heavy security with a total disregard of environmental regulations and public participation.

He now wants the project stopped until all environmental assessment issues are addressed based on all necessary data and impacts.

I will not curtail Media Freedom, judge Visram tells JSC panel MONDAY, OCTOBER 10, 2016

Court of Appeal judge Alnashir Visram has assured members of the fourth estate that he will not curtail their freedom should he make it to the Supreme Court as a judge.

Visram who was the first to be interviewed in this morning as the interviews for the Supreme Court judges kicked off, said he will not use his office to curtail the freedom of the media.

“I will not use my office to curtail media freedom,” he said. His confession is of utmost significance given that he has been viewed as not tolerant to the industry.

The appellate judge, known for having a flair for making landmark rulings, ruled a case in favour of former powerful minister Nicholas Biwott who had sued the Standard Newspaper for defamation, awarding him Sh30 million in the process.

Visram also highlighted the need for Judiciary to safeguard its independence when handling political matters, exemplifying incidences of previous meddling between the He acknowledged that despite concerted efforts by former immediate CJ Willy Mutunga, there exists a lack of adequate dialogue between the Supreme Court, Court of Appeal and the High Court.

He noted that more still needed to be done to increase interaction among the three courts without having to wait for the annual colloquium that brings them together.

Road users who fail to observe traffic lights, the zebra crossings or any other public directional signs will be penalised up to Sh50, 000, if a proposed law at the Nairobi City County Assembly becomes law.

The bill dubbed ‘Nairobi City County Public Nuisance Bill 2016’ proposes a raft of measures aimed among other things bringing to an end the perpetual flouting of traffic and recurring misconduct of Matatu touts soliciting for passengers at undesignated areas especially within the Central Business District(CBD).

KNH Nurses down their tools over their colleagues arrest Nurses at Kenyatta National Hospital today downed their tools as three of their colleagues were charged in court over the murder of a patient late Cosmas Mutunga.

They opposed to the arrest of their three colleagues and a KNH support staff member in connection to the cadaverous murder of a patient last year November.

Cosmas Mutunga, cancer patient who was admitted on November 8, was found with several stab wounds and his eye gouged out. Mutunga’s right leg was also broken between the knee and the ankle.

The workers were arrested after DPP Keriako Tobiko agreed with police recommendations for charges against them.

This followed investigations into the death of 42-year old cancer patient Cosmas Mutunga on November 29, 2015.

The management of Kenyatta National Hospital was pushed in September to give a public report on internal investigations concerning Mutunga’s death.

KNH had not received the CID’s report, 11 months after the mysterious death.

The hospital had termed the case an isolated one and pledged to fully cooperate with investigators.

According to Hospital chief executive Lily Koros the patient underwent the usual “hourly observation”, which included turning him from side to side because of his state of health.

But the government pathologist’s September report released showed Mutunga may have been sedated before he was killed, as he did not call for help.

His family sought compensation from the hospital.

Kaparo wants tribal associations in Universities banned

Tribal associations and groups in both public and private universities should be banned as part of the measures to end tribalism in the country.

Chairman National Cohesion and Integration Commission Francis Ole Kaparo (pictured below) has urged University administration not allow students to such groups as they only promote tribalism.

The Republican nominee denied ever sexually assaulting women, but turned his fire on ex-President Bill Clinton in a bitter US presidential debate. “There’s never been anybody in the history of politics that has been so abusive to women,” he said. Hillary Clinton refused to address his comments about her husband. Mr Trump’s attack on the Clintons came after moderator Anderson Cooper asked him about a 2005 video recording released on Friday that revealed Mr Trump bragging about groping women.

But when pressed by moderator Anderson Cooper on whether he had engaged in sexual misconduct with any women, he denied doing so and instead focused on Mr Clinton’s previous indiscretions.

No criminal charges have been brought against Mr Clinton in any allegations of sexual assault.

Mrs Clinton said the explosive video, which has sparked an exodus of Republicans denying support to their presidential nominee, showed

He joined three women who allege the former president sexually assaulted them and called the women “very courageous”.

The Republican was under immense pressure after making obscene comments about women in the video.

At least 33 senior Republicans - including senators, members of Congress, and state governors - have withdrawn their support since the video surfaced on Friday.

CRA accuses Senators and MCAs for derailing devolution

The Commission on Revenue Allocation (CRA) has accused Senators and members of county assemblies (MCAs) of derailing and sabotaging devolution by starving counties of any additional funding.

In its annual report to Parliament, CRA says its frequent altercations with senators over its push for higher allocation to counties is because they are afraid of direct control of resources handled by county governors.

“Just like MPs, MCAs, Deputy governors and national government officials, senators have chosen to undermine devolution after realising that direct control of resources has handed Governors a lot of influence, ” CRA states in its report.

The commission said in the just ended financial year 2014/2015, the Senate frustrated its bid to raise the portion of revenue that devolved units would have received in the next three fiscal years starting July 2017 based on the development

factor. CRA had proposed to allocate 23 percent of 2016/17 shareable revenue to counties as their equitable share as a single and unconditional block grant to carry out devolved functions.

In their wrangling with the commission, senators cut the weight of development factor in the shareable revenue sharing formula to just one per cent.

Shareable revenue is mainly tax revenue collected locally, sometimes also called “ordinary revenue which comprises income, VAT and other taxes collected by national government. However, shareable revenue does not include loans or grants.

Under the Constitution, senators are supposed to defend devolution but the commission that recommends the basis for sharing revenue between the national and the county governments, said the senators have shown little commitment in executing their responsibilities.

“We took senators on retreat in Naivasha and

Mombasa but we could not convince them to embrace our formula,” lamented the commission’s chairman Micah Cheserem (pictured).

Cheserem urged senators no to fight devolution but instead develop a willing heart to defend

devolution and the interests of the counties.

Cheserem accused MCAs of holding governors at ransom. The commission disclosed that governors who differ with MCAs are constantly under threat of impeachment.

The commission also accused the national government of undermining devolution by retaining the provincial administration in its old form and failing to surrender the roads function to the counties.

The commission said that roads function is still being managed by the national despite it being devolved by the constitution.

In thwarted proposal to the senate, CRA had pointed out that the Kenya Rural Roads Authority (KERRA) and the Kenya Urban Roads Authority (KURA) were still carrying out devolved functions and recommends that their budgets (nearly Ksh 28 billion, based on 2016/17 projections from the current year budget) be included in the equitable share to counties.

The Government has committed Sh2 billion to support over 750,000 young people working within the agriculture sector, President Uhuru Kenyatta has said.

The Head of State says the Youth Fund would be used to train young people in new farming techniques.

“It will also be spent on new technology and management, so that through the entire agriculture value chain, from the farm to your plate our youth have a chance to grow a business and to earn a living,” the President said.

Kenyatta added that the programme would benefit more than 750,000 youth within five years, saying the government is in talks with development partners, is set to raise Sh7 billion by the year 2022.

Speaking during the just concluded Nairobi International Trade Fair, the Head of State urged youth to embrace agriculture and assured them of his government’s commitment to support them.

He expressed concern that the average age of a Kenyan farmer today is 65 years, saying more young people need to emulate their elders so that the skills and productivity gained over the years are not lost.

Amref Health Africa Group CEO Dr. Githinji Gitahi, stressed the importance of making healthcare a profitable venture for private sector through public private partnerships (PPPs).

“Close to 50 per cent of expenditure in African healthcare comes from private sector. There is a clear opportunity for private sector, what we need to do to tap into this opportunity is to ensure that private sector gets a reasonable return on investment,” said Dr. Gitahi.

He confirmed that private sector has started playing a new vibrant role in African healthcare, often working in partnership with

donors and governments, to provide better healthcare solutions and increased access to medicine at affordable prices.

“PPPs are the model that will work. We need a clear framework for partnerships, one that serves the interests of government, private sector and non-governmental players,” he said, adding that an emphasis by the government on Universal Health Coverage was a precondition for profitable private sector engagement in healthcare.

The call comes at a time when health experts have warned that more of Kenya’s young

generation is likely to suffer from heart attacks and related diseases over the years.

Medicl practitioners have therefore called for greater awareness to reduce these numbers.

Non-communicable disease are on the increase, eating deeper into low income Kenyans’ wages, a trend projected to skyrocket to unprecedented rates should key players take it for granted.

Over 1,000 people die from heart illnesses, while cardiovascular diseases such as heart attacks are seen as the number-one cause of death in adults over 30.

Local non-bank financial services provider Sanlam Kenya Plc has confirmed its readiness to retain a share of the Sh30 billion Marine Cargo insurance market by providing specialist maritime general insurance covers.

Ahead of the new Marine Cargo Insurance (MCI) regulations seeking to place marine business exclusively with locally-registered insurance underwriters, Sanlam Kenya, has moved to reiterate the availability of a value filled risk solution courtesy of its association with the leading Pan African financial services firm, the Sanlam Group.

More than 1.6 million to benefit from Sh28 billion water project MONDAY, OCTOBER 10, 2016

Over 1.6 million people living in some of the country’s poor urban areas are set to benefit from a Sh28 billion water project between Germany and Kenya.

The deal would see Germany commit Sh28 billion (250 million Euros) that will ensure the development of clean water over the next two years, according to Berlin’s Ambassador to Nairobi, Mrs Jutta Frasch has said.

Mrs Frash said that negotiations for the funds between Kenya and Germany were concluded last month and the money would be expended in 2017 and 2018.

The Ambassador said that water was one of the sectors that would greatly benefit from the funding. She was speaking at the opening of first ever Kenya-German Water Week at the Kenya Water Institute.

Water and Irrigation Cabinet Secretary Eugene Wamalwa, who officially opened the conference, said that accelerated involvement of the private sector in water provision would enable the country to address its water scarcity.

“Kenya is a water-scarce country.

Barclays unveils stock brokerage subsidiary Barclays Bank of Kenya has launched its stock brokerage subsidiary, Barclays Financial Services Limited (BFSL), which will be led by local stock brokers. Jeremy Awori, the Bank’s Managing Director, said the Kenyan brokerage will be bringing a range of new investment products and services to the country’s vibrant financial market.

BFSL will offer cash equity trading services, fixed income and bond trading and derivatives.

“BFSL is set to bring far more to the Kenyan market than a solid capital base, embedded continental reach and a market leading brokerage team. We have combined these elements for a purpose, and that is to launch new services, new investment options and a new level of research in our stock broking market,” Awori said.

It will also offer a key research portal, Barclays Live, providing global research, indices, data and analytical tools, and client sectorbased research across agriculture, business services, commodities,

financial institutions, global development organisations, healthcare manufacturing, transport and logistics. The new brokerage subsidiary is also planning to launch Exchange Traded Funds (ETFs), working closely with the Capital Markets Authority (CMA) and the Nairobi Securities Exchange (NSE) under the new NSE rules.

As a wholly bank-owned subsidiary, BFSL will have foreign desks in nine other African markets including Botswana, Ghana, Mauritius, Mozambique, Seychelles, South Africa, Tanzania, Uganda and Zambia.

“We believe that this will contribute to the rise in the competitive position of the Nairobi Securities Exchange,” Awori said.

Kenya is currently the third largest stock-market hub in Sub-Saharan Africa after the South African JSE and Nigeria’s SEC, but its move into ETFs is poised to make it an even more competitive investment hub.

Njoroge named Central Bank Governor of the Year Central Bank of Kenya Governor, Patrick Njoroge has been named Central Bank Governor of the Year in the Sub Saharan Africa at the 10th African Banker Awards.

The award was in recognition of Njoroge’s efforts in cleaning up the Kenyan banking sector and his efforts in steering transparency in Kenya’s banking sector.

The CBK Governor emerged top for his integrity where Judges praised him for curbing inflation and re-establishing order in Kenya’s banking industry.

The ceremony was held in Washington DC. The awards are held annually as part of the Annual Meetings of the African Development Bank (AfDB) to celebrate the continent’s excellence in banking and finance. Honours are given to governors who successfully transform their countries’ financial sectors through proper regulations and policies.

Winners of this year’s awards were selected from over 200 entries from across the continent. Njoroge emerged top despite a June crisis where lending institutions appeared to be curcling the drain with lenders such as Chase Bank closing their doors.

NIC Bank to issue fewer credit cards NIC Bank will issue fewer credit cards and may demand collateral in some cases due to the recently-introduced government cap on lending rates, CEO John Gachora has said.

The government capped commercial lending rates at 400 basis points above the Central Bank’s Benchmark Rate (CBR). The CBR, which is now at 10 per cent, seeks to rein in banks which it said were making increased profits at the expense of clients.

A number of the country’s 45 lenders have reduced their unsecured loans to customers deemed risky, since the rate cap while privately-owned Family Bank, has offered its staff voluntary early retirement packages in a bid to cut costs.

Gachora said it was now riskier to issue cards. His sentiments come at a time when the credit card business accounts for Sh100 million of NIC’s annual revenue. Gachora said it had been growing fast before the rate cap as more Kenyans had disposable income in line with the expanding economy.

KEBS, ARSO to sensitize scholars on standardization practices The Kenya Bureau of Standards (KEBS), in collaboration with the African Organization for Standardization (ARSO), is for a fourth time, inviting undergraduate and graduate students at Kenyan universities and colleges to participate in an essay contest on standardization.

The Essay competition, themed “Role of Standardization in Facilitating Human Rights with particular focus on the Rights of Women”, aims at reaching out to students and educating them on Women’s rights and how standards play a role in protecting these rights.

Chris Brown puts on show stopping performance despite earlier furor

US singer Chris Brown had fans begging for more after his set at the Mombasa Rocks Festival last Saturday. The show was one of the most star-studded affairs to grace the country this year and will definitely be a tough act to follow. England Captain Wayne Rooney received a rude shock after the Wembley crowd jeered him alluding to his performance Saturdays’ match against Malta.

Despite the booing, England managed to carry away the three points with a 2-0 win over lowly Malta with Daniel Sturridge giving an early lead and Dele Alli securing their win in the second half.

France head coach Didier Deschamps insists his France side will not cautiously aim for a draw as they travel to play Netherlands in World Cup qualifying.

Monday’s clash in Amsterdam could be pivotal in the race for the one automatic qualification spot and Deschamps is adamant France are only interested in attacking the game and earning three points.

“Concerning the result, when I prepare my team for a match, the first goal is to win,” he told a news conference.

“We start the game with the target to give everything to win. Nobody can know how it will happen. If the result is draw, we will take this draw. But I will not start the match by saying that we must not lose. We will play with the intention of winning.”

France took on Netherlands in March, winning 3-2 with Dimitri Payet starring after nine months out of the side, and Deschamps has enjoyed the West Ham star’s continued progression since that performance.

“I am aware of what Payet is capable of. He did it with his club, but before that game his performances were too irregular with us. Song is Alive, recuperating at a France hospital MONDAY, OCTOBER 10, 2016

Football legend Rigobert Song is not dead despite reports that he had passed away coming out of Cameroon that he passed away last week.

The former Liverpool and West Ham defender was taken seriously ill on Sunday when he slipped into a coma in his home country.

He was taken to Yaounde Central Hospital in Cameroon after he fell unconscious. He was in a coma for two days before he was transferred to a hospital in France for further treatment.

He was seen waving at fans outside the Yaounde facility as he was taken to the airport for the journey to France.

Yaounde Emergency Centre director Dr. Louis Joss Bitang A Mafok said the 40-year-old had suffered a “cerebral hemorrhage”.

Cameroon Health Minister Andre Mama Fouda told the press: “Song has departed to Pitie Salpetriere hospital in Paris, where he will continue treatment. I am grateful to the Head of State for instructing the government to take the necessary measures to ensure that Song recovers.

“We hail the professionalism of medical doctors in Cameroon and we continue to pray for a safe trip for

Rigobert Song and that he should recover very fast.”

On Tuesday, Dr Mafok said Song had “come out of his coma and the oxygen has been disconnected”.

He added: “His high blood pressure has returned to normal and the cerebral haemorrhage has been controlled”.

But on Friday, word started to spread on social media that Song had died. It appears to have been started by a report on the website African News Today, which claimed he had passed away in France after suffering a stroke.

The site even quoted his ‘brother’ Alex Song as saying “Our beloved passed on this morning. At this moment the family is bereaved.”

Of course, Alex Song, the former Arsenal, Barcelona and West Ham midfielder, is not Rigobert’s brother, but his nephew.

Song, capped 137 times, played in four World Cup finals and a record eight African Nations Cups as well as winning Olympic gold in 2000.

No other outlet reported the news and now African sports journalist Gary Al-Smith, who has worked for the BBC and CNN among others, reported this morning that Song is NOT dead and was even able to speak.

uropeans championship semi- finalist Wales suffered a setback in their World Cup qualifying spree after they were held to a 1-1 draw by low placed Georgia at Cardiff city Stadium on Sunday.

Despite languishing 127 places below Wales in the world rankings, Georgia had demonstrated their ability to frustrate loftier opponents with a battling display in their defeat by the Republic of Ireland on Thursday.

They also had a strong record against Wales, winning all three of their previous encounters, including a 5-0 thrashing in 1994 which Coleman described as his “lowest moment” in a Wales shirt.

Having initially set up to contain Wales, Georgia grew in confidence as the match wore on and sensed an opportunity to claim a notable scalp.

Wales looked tired as they tried in vain to salvage victory, lacking inspiration in midfield in the absence of Allen and Ramsey and demonstrating vulnerability in defence which may have been exploited more ruthlessly by stronger opposition.

And despite being without injured midfielders Joe Allen and Aaron Ramsey, Wales seized early control of the encounter as they stretched Georgia with quick and incisive passing.

From that point, however, the intensity and pace of the match diminished as Wales seemed content to rest on their one-goal lead.

They became ponderous in possession and sloppy in defence, and they were punished when Okriashvili found space in the Welsh penalty area to head in and silence a dumbfounded Cardiff City Stadium.

Despite using all three substitutions and hurling bodies forward, Wales were ragged at both ends of the field and were fortunate not to suffer the ignominy of a home defeat against Group D’s bottom seeds.
