MP Outa freed on Sh100,000 cash bail Nyando MP Fred Outa has been released on a cash bail of Sh100,000 after spending Tuesday night in jail. Senior Principal Magistrate Julius N’garn’gar alternatively granted him a surety bond of Sh300,000. Outa was arrested on Tuesday for allegedly inciting students at Ahero Girls High School to strike, leading to the indefinite closure of the school. He was also charged with causing the destruction of school property and causing disturbance. The MP denied all the charges. The students were protesting against the interdiction of their principal who is alleged to have embezzled funds, when the MP joined them and questioned police presence. This is the third interdiction of the principal, after the Teachers Service Commission reversed the earlier two interdictions. In the meantime, Kisumu leaders led by the Governor Jack Ranguma called for a healthy working relationship between the security officers and elected leaders in the county. Ranguma promised to initiate dialogue between the MP and Nyando Sub County deputy county commissioner following the alteration that led to the arrest of the legislator.

usalia Mudavadi’s Amani National Congress (ANC) has emerged as the biggest beneficiary of current defections as some 90 elected leaders ditched the newly formed Jubilee party. At least three governors, two senators, seven MPs and more than 80 ward representatives have notified the Registrar of Political Parties Lucy Ndung’u that they are quitting Jubilee. The newly launched outfit is the vehicle President Uhuru Kenyatta plans to use in his re-election bid next year. At least 11 political parties dissolved to join Jubilee in a move that has left those opposed to the party shopping for other political outfits. President Uhuru Kenyatta has hailed the State visit by South African President Jacob Zuma saying it heralds a new chapter in the relations between Kenya and South Africa. Mr Kenyatta said stronger bilateral relations between Kenya and South Africa will also benefit the whole of Africa since the two countries are already playing pivotal roles in the continent. He spoke when he hosted a state banquet in honour of the visiting South Africa President Jacob Zuma and his wife Sizakele Zuma at State House, Nairobi, last evening. He pointed out that the continents leaders need to cooperate and collaborate with each other to provide solutions to problems challenging the people of Africa. “We need to recognize that it is our role to find African solutions to our African problems and no longer accept that it is others from outside this continent who will direct the future agenda of this continent,” said President Kenyatta. He said Kenya and South Africa are already working closely on many issues including their shared push for peace in Africa. “Our mutual desire to bring lasting peace to countries such as Somalia, South Sudan, Burundi and Central African Republic has seen us consult each other ever more closely,” he added. MPs warn South Sudan leaders
Members of Parliament have strongly warned South Sudan leaders over the ongoing war in the country. The National Assembly Joint Committees of Internal Security and Defence in a joint press conference today at Parliament buildings specifically warned former South Sudan Vice President Riek Machar against plunging the young nation into war again. They said he risks being banned from Kenya again if he continues to propagate war instead of pursuing peace. Led by Asman Kamama, Chairman Parliamentary Committee on Security and Defence and Foreign Relations counterpart Ndung’u Gethenji, the MPs said they will soon sponsor a motion in parliament to issue the rebel leader with sanctions saying Kenya will longer tolerate any kind of violence in South Sudan. “South Sudan has suffered a lot, children and women have no food yet the likes of Machar still wants to cause more havoc to the country, we will not tolerate such characters in our country,” Kamama said. Kamama said they are concerned over the deteriorating situation in South Sudan as there is already an influx of refugees at Kakuma refugee camp. “Already Machar has told his soldiers to go back to the tunnels, war is almost starting again and that is what we condemn. Machar must use diplomatic channels to solve his grievances as the people of South Sudan have suffered for long,” Kamama said. Kamama also called on the leadership of East Africa to stand up and condemn Machar “we don’t want any form war within Eastern Africa as already we are dealing with serious problems in Africa such as Alshabaab and Boko Haram in Nigeria,” “We want the region to advise Machar that it’s not time for war, it’s time for peace,” Kamama said. Kamama said they will come up with tough sanctions for Machar and his allies should he start war again in South Sudan. Gethenji said Kenya will not allow leaders of South Sudan to enjoy peace and their wealth in Kenya while the people of South Sudan continue to suffer back home. “Those financing war in South war will be issued with sanctions, we cannot continue to provide safe haven for them and their children go to our school peacefully while back home they don’t want to make peace,” Gethenji said.

It is worth noting that the leaders were elected on UDF tickets with Musalia Mudavadi then as the presidential candidate of the party. Mr Mudavadi (pictured) later fell out with the party leaders and ditched it to form his own ANC. Some 55 MCAs, many of whom come from the western region, have also decamped to ANC. The move has re-energised the party ahead of 2017 according to its secretary-general Godfrey Otsosi. “It is politically significant that ANC is the major beneficiary of new political and legal developments,” he said Mr Osotsi explained that following the development, ANC became the most
popular party in Vihiga County Assembly and minority party in Lamu, Kakamega, Nandi and Meru counties. “We also have Migori, Bungoma and Wajir as some of the counties where over 60 MCAs defected to our party. ODM gained its biggest number of MCAs from Western, while Kanu received leaders in the North Rift, especially from Baringo County. The defections were occasioned by the merger of 10 parties into Jubilee Party, a political outfit that President Uhuru Kenyatta and his Deputy William Ruto will use to seek his re-election in next year’s polls. Following the merger, those who did not wish to join Jubilee Party were given 30 days to decide which political vehicle they would use. Vihiga senator George Khaniri and Kakamega’s Bony Khalwale are the other leaders who have notified the registrar of their intentions to defend their seats on a different party.

Nairobi shoppers to pay for plastic bags Shoppers in Nairobi will soon start paying for plastic bags used to carry shopping goods if Governor Evans Kidero signs into law a Bill approved by MCAs. Members of the County Assembly have approved the Nairobi County Plastic Control Bill 2016 which wants the county’s Environment department to set the price for the use of plastic bags based on quality and size. They argue that charging the fees will encourage shoppers to re-use the bags and in the end reduce littering in the city. In addition, it has prescribed a raft of measures to help the Governor Kidero led administration in its fight against pollution which has widely been blamed on litter, garbage and untidiness. “The objective of this Bill is to outline legislative measures to provide for control on the manufacture, usage and disposal of plastic carry bags and other plastic products so as to conserve, restore and maintain a clean environment and control pollution within the precincts of Nairobi City County,” the Bill that was sponsored by Umoja I MCA Njoroge Maina states. MCAs unanimously passed the Bill yesterday to discourage the entire retail chain including supermarkets, large stores, small corner shops and grocery stores from using the plastic bags and instead devise other alternative modes of carrying or packaging their commodities. “No retailer shall make available to consumers any plastic bags free of charge,” the Bill says. “The relevant department shall prescribe the price of the plastic bags depending on their quality and size which covers their waste management costs,” it adds. The passage of the act simply means venders must not provide their customers any recycled
Auditor general blames Parliament for inaction
Auditor General Edward Ouko has castigated parliamentary oversight committees for frustrating his efforts in the implementation of audit reports. Mr Ouko said today that the Public Accounts Committee (PAC), the Public Investment Committee (PIC) and other departmental committees have done very little to fully probe queries on the use of public resources. He expressed his frustrations arguing that a number of reports submitted by his office to Parliament have not been discussed or adopted by the responsible committees. For instance, he claims to have questioned and gave recommendations on the Integrated Financial Management Information System (IFMIS) that is now alleged to have been used in siphoning millions under the NYS scam. He has however promised to issue a comprehensive report on each county’s spending for the last three years. “My office have submitted several reports to the relevant parliamentary committees. What happens there we cannot explain. All we hear are summons that have no results and mostly politicised especially by the Senate,” Ouko said. He was speaking at the Sarova Stanley Hotel during the launch of a guide by civil societies dubbed ‘Understanding Audit reports’ aimed at ensuring an effective understanding of audit reports that are issued by his office. @wilson_x254

However, the inclusion of corner shops and grocery stores creates a book-keeping nightmare since most of them do not offer receipts. The by-law also stipulates stiff penalties for any person who shall be found contravening the law by abandoning the bags. Retailers in breach of the law risk a jail term not exceeding one year or a maximum fine of Sh3
million or both. “No person, shall throw or cause to be thrown in any drain, ventilation shaft, pipe and fittings connected with the private or public drainage works or at any public place or any place open to public view any non-biodegrable garbage or plastic or in any non-biodegrable bag,” the Bill warns. Introduction of the fee will further choke households already struggling to make ends
meet. However, the sale of plastic bags will offer retailers an extra revenue stream. An earlier version of the Bill had required them to remit the proceeds to City Hall for use in environmental management but the current Bill has struck out that provision. Minority Leader Abdi Hassan, who sponsored the previous bill, explained that the withdrawal is to allow for more consultations with manufacturers, retailers, consumers and the public. The passage of the bill will now align Nairobi with other capital cities of other countries such as Wales, Northern Ireland and Scotland had earlier introduced fees on the bags and reported drops of 76, 71 and 80 per cent respectively in plastic bags use. The Kenya Association of Manufacturers (KAM) had earlier opposed the bill urging the assembly to drop it as it duplicated a number of other regulations by other agencies such as KRA, KEBs and NEMA. If passed into law, they argued, the bill will create avenues for possible harassment by county officers. The sector proposed the need for more emphasis and investment in plastic waste management as opposed to regulations that risk watering down investment strides realized over the years. “The regulation will not only have a negative impact on the industry, but also on the common Mwananchi who mainly relies on plastic packaging for carrying household goods,” they stated. In the 2016/2017 national budget, the treasury increased the excise duty on plastic bags to Sh120 per kilogram, further complicating the matter. @hillary_x254

Russia opposes South Sudan arms embargo
Russia says it will veto any move by the UN Security Council to impose an arms embargo on South Sudan, despite UN chief Ban Ki-moon reporting that the government had done little to allow more peacekeepers to be deployed to the country, Reuters news agency reports. It quoted Russia’s Deputy UN Ambassador Petr Iliichev as saying: “Our opposition (to an arms embargo) doesn’t change. Yesterday we were discussing Central African Republic, where an arms embargo is in place but the country is just inundated with weapons.” In a letter to the council, Mr Ban said South Sudan’s government had agreed to the deployment of 4,000 troops to bolster the current 12,000-strong force but “these commitments have not yet translated into concrete actions on the ground,” AFP news agency reports. The 15-member council raised the possibility of an arms embargo in August after heavy fighting broke out between forces loyal to President Salva Kiir and rebel leader Riek Machar.
US warns Ethiopia over crackdown
The US has warned Ethiopia that the state of emergency it imposed on Sunday will be a “self-defeating tactic” if it leads to dissent being suppressed, AFP news agency reports. It quoted US State Department spokesman John Kirby as saying the government needed to clarify how it intended to implement a state of emergency which authorised “detention without a warrant, limitations on free speech, prohibitions on public gatherings and the imposition of curfews”. Mr Kirby added that “even if these measures are intended to restore order, silencing independent voices and interfering with the rights of Ethiopians is a self-defeating tactic” that could worsen the situation. However the US welcomed the government’s promise “to address some of the grievances raised by protesters such as land rights and electoral reform”. Hundreds of people have been killed in the worst unrest to hit the country since the government took power in 1991.

US President Barack Obama has urged senior Republicans to formally withdraw their endorsement of Donald Trump as their presidential candidate. At a rally in support of Democratic contender Hillary Clinton, Mr Obama said it didn’t make sense to denounce Mr Trump’s controversial remarks while still backing him for the White House. Many top Republicans have distanced themselves from Mr Trump over a video in which he boasts of groping women. Mr Trump accused them of disloyalty. He was particularly scathing about House Speaker Paul Ryan whom he described as a “weak and ineffective” leader. Addressing a campaign rally in Greensboro, North Carolina, on Tuesday evening, Mr Obama questioned how senior Republican politicians could still want Mr Trump to be president. “The fact is that now you’ve got people saying: ‘We strongly disagree, we really disapprove... but we’re still endorsing him.’ They still think he should be president, that doesn’t make sense to me,” he told the crowd. Mr Obama said Mr Trump’s crude comments about women would disqualify him from even
working in a shop. “Now you find a situation in which the guy says stuff that nobody would find tolerable if they were applying for a job at 7-Eleven,” he said. Mr Obama was interrupted several times by anti-Clinton campaigners but seemed unfazed, saying: “This is democracy at work. This is great,” The hecklers were escorted from the venue by security officials. In another development, Hillary Clinton’s Campaign Chairman John Podesta has said that Russia was behind an apparent hacking of his emails and may have been colluding with the Trump campaign. He said on Tuesday that the FBI was investigating the hacking of the emails that were published by WikiLeaks. The 2005 video released on Friday revealed Mr Trump describing how he had sought to have sex with a married woman and making other sexually aggressive comments about women. Nearly half of the 331 incumbent Republican senators, House members and governors have condemned the lewd remarks on the video and about 10% have called for Mr Trump to drop out of the race, according to Reuters news
agency. On Monday, Mr Ryan said he would not defend Mr Trump over the remarks. He told fellow House Republicans he would instead focus on congressional elections to ensure Republicans could maintain legislative control. Mr Trump fired back in a string of tweets, saying the “shackles” had been removed, allowing him to “fight for America the way I want to”. He also attacked Senator John McCain, who has denounced Mr Trump’s conduct and faces a close re-election battle in Arizona, as “foulmouthed”. Despite a widening divide within the Republican Party, some members insist they are sticking by Mr Trump. New Jersey Governor Chris Christie said he was “really disturbed” by Mr Trump’s comments about women but still planned to support him, saying the election was “about bigger issues than that”. Texas Senator and former rival Ted Cruz also said he would still cast his ballot for Mr Trump, telling a Texas TV station that Mrs Clinton was an “absolute disaster”. A recent PRRI/Atlantic poll suggested Mrs Clinton holds a 49-38 lead over her opponent.
DR Congo stability at extreme risk, United Nation warned The Democratic Republic of Congo is at “extreme risk” of descending into widespread violence, the UN Security Council has been warned. UN envoy Maman Sidikou said threats to the 18,000-strong peacekeeping mission there outstripped its capabilities. Violent protests have broken out over the postponement of presidential polls. The opposition accuses President Joseph Kabila (pictured) of trying to cling to power beyond the end of his term, which is due to expire in December. Dozens of people died in antigovernment violence in the capital Kinshasa last month after the electoral commission said it could not hold polls in November.

Kenya Airways Pilots’ strike could disrupt tourism, transport sectors Kenya Airways (KQ) Management will today issue a statement in response to yesterday’s strike notice given by pilots, which experts have warned could disrupt the country’s tourism and transport sectors. Over 450 Kenya Airways pilots belonging to the Kenya Airline Pilots Association (KALPA) yesterday issued a seven-day strike notice demanding an overhaul of Kenya Airways’ top management officials. As part of their grievances, the pilots want KQ’s Chief Executive Mbuvi Ngunze and Chairman Ambassador Dennis Awori to resign immediately for alleged mismanagement. Kenya Airways has been reducing and modernising its fleet, selling land and cutting jobs to recover from losses caused by a slump in tourism. Economists warn that the strike could further exacerbate the slump since the sector is still on the road to recovery. KALPA Secretary General Captain Paul Gichinga said that they want Board Chairman Dennis Awori and CEO Mbuvi Ngunze to resign, arguing that they have no confidence in their ongoing turnaround strategy. “We wish to inform all the airline’s stakeholders that KALPA members will from 5am local time, Tuesday 18 October 2016 down their tools until a comprehensive change of guard at Kenya Airways is effected,” Gichinga told journalists. Gichinga said that failure by the two to resign will see pilots down their tools on

The announcement comes even as the management continues to assure shareholders and the public that there is a constructive strategy to revive the airline which has made over Sh50billion losses in two consecutive financial years.
The airline reported a net loss of Sh26.2 billion for 2015/2016 financial year, up from Sh25.7 billion in the previous financial year. During the Annual General Meeting (AGM) last month, Awori told the shareholders that the management had received a Forensic Audit Report that will play a key role in guiding them to bring Kenya Airways back on its feet. But KALPA maintains

Jumia Travel unveils new service for to boost efficiency Hotel booking website Jumia Travel has launched a service dubbed the Web Extranet as it seeks to further empower its hotel partners across all markets. The platform is a web version of the previously launched Extranet App on Android. The web-based solution facilitates sharing of information and independent operations by hotel partners and is expected to boost seamless processes between the booking portal and hotel managers. The tool allows hotel managers to confirm and view their incoming Jumia Travel reservations, allows for secured access to necessary guest information and offers the ability to change their rates and update availability on a real time basis from any connected location. Chief Operating Officer, Charles de Moucheron says the portal is working on direct integration with existing partner hotel systems to manage bookings, update rates and availability. “After integrating the first channel managers in earlier in the year, we are now integrating multiple hospitality software solutions for our hotels partners so as to improve and simplify operations. The Web Extranet is built on the latest technology that delivers the shortest loading time currently available in the market. This is customized to accommodate even markets where internet speed is still limited,” he said. TAP vows to protect city hawkers NIC Bank Limited shareholders approve reorganisation drive at EGM
Thirdway Alliance Party (TAP) aspirants have issued a 14 day notice to the Nairobi County Government regarding the safety of hawkers and city traders. TAP claims that the County Government has failed to deliver on promises it made to hawkers since the traders have not been given tangible, durable and acceptable options and solutions to their plight. As such, TAP has requested an immediate dialogue between the County Government of Nairobi and the hawkers, while urging traders to refrain from encroaching on restricted areas during these discussions. TAP has also asked County officials, officers and representatives to stop harassing traders forthwith. TAP further says it needs a binding memorandum of understanding between both parties to govern traders’ activities within the Central Business District. “We demand that a long-lasting solution be put in place to address the hawkers’ plight and wish to suggest that the following be undertaken within the next 14 days starting today,” the Party said in a statement. TAP says failure by the county government to
address the above raised issues within the said period will see them move to court and take serious action against the perpetrators. The announcement comes barely two weeks after city officers attacked a number of hawkers, leaving over 10 traders with serious injuries. “We at the Thirdaway Alliance, cannot passively sit back and watch our brothers, parents and sisters savagely attacked, assaulted and embarrassed by city askaris in the name of keeping law and order,” the group said in a statement. “It is equally the exclusive duty of the government of Kenya to protect its citizenry and its resources. Instead, the city askaris are causing unimaginable strife among traders who for lack of better options have had to conduct their businesses in constant risk and fear of being swept off the street by the city askaris anytime,” added the Alliance. Commenting on revenue collections, the party urged the Nairobi County Government to embrace technology, a move that would eradicate theft and fraud as well as widen the County’s revenue base. @enock_x254
NIC Bank Limited shareholders have given the nod for the listed lender to reorganise its business to create a Non-Operating Holding Company. The shareholders gave their approval at an Extraordinary General Meeting (EGM) held at KICC to pass the resolutions. The move paves the way for NIC Bank, one of the oldest listed firms on the Nairobi Securities Exchange, to convert into a nonoperating holding company to be known as ‘NIC Group PLC’. The reorganisation will also include the creation of a new wholly owned subsidiary, ‘NIC Bank Kenya PLC’. NIC Bank Chairman, James Ndegwa told shareholders that the reorganisation was driven by the need to support the Bank’s medium and long term strategy through a structure that facilitates optimal use of capital, better strategic
management, more effective risk management and improved governance of the subsidiaries. “We are grateful to our shareholders who have supported the vision we have for this institution to increase its footprint in the region. The new structure will support the Bank’s ability to meet its long term ambitions of regional expansion and to ring fence the various businesses resulting in better alignment of the proposed NIC Group PLC’s resources, and better equity value for our shareholders,” said Mr John Gachora, Group Managing Director of NIC Bank. He noted that the reorganisation would have minimal impact on shareholders, customers, employees and the regulators. The reorganisation is in line with the Central Bank of Kenya regulations, issued in 2013, which recognizes
the concept of a banking group that comprises of non-operating holding company that owns controlling stakes in licenced banking and other financial institutions as well as non-banking entities. “The Bank’s strategy to grow its Retail and SME segments is bearing fruit and we expect to continue seeing growth driven by the various investments we have made including growing our branch network. Despite the recent changes we have seen in our industry, NIC Bank is well positioned to continue growing and the reorganisation will ensure we are able to better capitalise on various growth opportunities,” said Mr Gachora. International Information Technology solutions provider, Huawei Technologies has extended its corporate support for a digitization programme geared at enhancing economic empowerment for rural women in Kenya. J ared Ratemo, a courier services entrepreneur in Nairobi is the newest millionaire to walk away with the Sh19 million mCHEZA Jackpot. Ratemo, who has run a delivery business with his partner since 2012, kept silent about his prize until he received a call from mCHEZA confirming that he had won. Speaking during a press conference to receive his winnings, the 37-year-old father of two said that he had spread his luck to increase his chances of winning. “On Sunday, I was left with 800 to play for the jackpot. I have some knowledge of how Spanish and Italian leagues play, but one of the games proved challenging. I wasn’t sure I had won though, and even when the message came I was filled with doubt and excitement that I had won. I went to bed quietly, waiting for my call in the
morning,” said Ratemo. Ratemo said he will send some of the money to the church and buy land to set up rental houses. His recent win would also help him repay loans from various Savings and Credit Societies which have funded an ongoing construction project back in his home village in Kisii. he second Presidential debate of the 2016 US election will probably go down as arguably the most unpleasant thing to air on television in the United States of America. The town hall debate that happened last weekend was an attempt to sway undecided voters into whichever camp that suited their personal ideologies but both candidates ultimately failed at this pursuit. What was supposed to be an opportunity to clear the air and speak on the issues at hand ended up as a sparring match and a war of words between Donald Trump and Hilary Clinton. Emphasis on the debate seemed to be not so much on each other’s capabilities as a potential President but on their characters as people. Strength of character is important in running a country but not in the way it was presented in the debate. Moderators Anderson Cooper and Martha Raddatz, of CNN and ABC News respectively, did a better job of steering the HILLARY ship than Lester Holt did at last month’s CLINTON proceedings. The two journalists have received praise from observers and pundits for asking probing, relevant questions and even controlling the crowd at various points during the debate. Although Trump felt at one point or another that both the moderators were ‘ganging’ up on him. “One on three,” he grumbled after feeling that he had been
interrupted. The biggest matter at hand would be the leaked video that surfaced in the media two days before the debate. In the clip, Trump is heard discussing about women in a derogatory manner including his attempts at wooing a married woman, who has now been identified as TV host Nancy O’Dell. Although the Republican Party presidential nominee apologized and dismissed the offending words ‘locker-room talk’ it was till an issue that needed to be addressed. Anderson Cooper broached the subject by asking, “You bragged that you have sexually assaulted women — do you understand that? Have you ever done those things?” Trump tried to deflect the question at first but stated that he had not. Trump’s wife Melania, on the other hand caused a stir with her fashion choice. She donned a pink shirt with a ‘pussy bow,’ ironic, in light of her husbands ‘grab them by the p***y’ comment. The personal attacks between the candidates started soon enough with Trump taking jabs at Clinton saying that she “would be in jail” because of an email scandal the Democratic Presidential nominee has fended off, if he were to become the President while Clinton had some choice words for Trump’s tactics “Anything to avoid talking about your campaign and the way it’s exploding.” Which might prove to be true. According to the Wall Street Journal, ‘dozens of prominent Republicans, including at least 11 GOP senators, had withdrawn their support for Mr. Trump, with many saying he should withdraw or that they planned to vote for someone else.’ With matters of policy taking a back seat at this debate it seems the number of undecided voters continues to rise as @christine_x254 Election Day draws closer.

Superb Joe Hart saves England blushes England were thankful to the brilliance of goalkeeper Joe Hart and large slices of good fortune as they escaped with a draw from a torrid World Cup qualifier in Slovenia. Hart, on loan at Torino in Serie A after becoming surplus to requirements at Manchester City, saved interim manager Gareth Southgate from an embarrassing loss to the team ranked 67th in the world with a succession of outstanding saves. He twice denied Josip Ilicic when he was played in by poor backpasses from Eric Dier and captain Jordan Henderson - but the highlight was a world-class reflex save when he turned Jasmin Kurtic’s header on to the crossbar seconds after half-time. Kurtic also hit the post in the first half as England’s three-year run of wins in qualifiers came to an end. They deserved no more as Slovenia were the more dangerous side and even the introduction of Wayne Rooney, dropped by Southgate, for the last 18 minutes could not rouse a disappointing England, who at least still top Group F. Rooney had a shot just wide and Jesse Lingard forced a fine save from Jan Oblak late on - but an England win would have been harsh on the hosts. Southgate’s bold decision to drop captain Rooney and the measured manner in which he handled the prematch inquisition on his move drew many plaudits. Once the action started in Slovenia, Southgate was at the centre of England and international football’s real world as they struggled to match the pace, verve and energy of the home side. case to be Sam Allardyce’s full-time successor and after a colourless win against Malta at Wembley, this was a tough night as England struggled desperately for large phases of the game. He can at least say he has kept England unbeaten and on course in what should ultimately be a comfortable 2018 World Cup qualification from Group F - but there has been nothing impressive yet. To put Southgate’s very brief tenure in context, England’s opening win in Slovakia came courtesy of a 95thminute winner from Adam Lallana at the end of a largely wretched performance under Allardyce after the failures of Euro 2016.
Southgate is working with a squad in transition and recovery after the European Championship - but he will be hoping for much better in his remaining two matches, a qualifier against hapless Scotland at Wembley on 11 November and the subsequent friendly against Spain. Hart has suffered the most traumatic period of his career after two highprofile errors against Wales and Iceland in England’s Euro 2016 debacle and being bundled through the exit at Manchester City by new manager Pep Guardiola. It was redemption time for Hart, as the 29-year-old produced a magnificent performance to spare England’s
embarrassment in Ljubljana. Hart, who was the clear man of the match in this game, looked back to his best, rescuing Dier and Henderson when dreadful backpasses let in Ilicic. The best moment came seconds after the restart when he produced arguably one of the finest saves of his career to claw Kurtic’s header on to the bar before reacting in an instant to clear the ball to safety. It was a world-class moment. For a player whose cast-iron confidence - and indeed his credibility - had been questioned after his struggles in France this summer, this was compelling evidence that he can still be a high-
class keeper. He was also seen going among his nervous, unsettled colleagues offering encouragement deep into the second half. Is this the night the real Joe Hart returned to England? “It’s my best game for a while, but it was down to a few errors from us. My body is in pieces, I’ll struggle to get up tomorrow. I landed on the frame of the goal,” Hart said after the match. England’s current standing was put into perspective by a Slovenia side that are alongside Burkina Faso in Fifa’s world rankings - and yet for long periods they had Southgate’s side on the run. The errors by Dier and Henderson would have been punished by opposition of a higher calibre and England threatened to crumble in the early moments of the second half - only to be saved by Hart. Winger Theo Walcott produced his second disappointing England display in succession and was substituted, while striker Daniel Sturridge suffered a similar fate after an off-colour performance. Defender John Stones was a rare composed figure and forward Marcus Rashford at least showed a spark when he came off the bench. There were few positive points as a run of 14 straight qualifying wins came to an end with a largely colourless and uninspired England effort. “The overall objective is to qualify so long term that could be an important point. Everyone can see we could be better but their chances came from our mistakes or set-pieces. We owe our goalkeeper really for getting a point. He was fantastic,” acknowledged Southgate.

Argentina stunned as Brazil powers to top

razil powered to the top of the table in South America’s 2018 World Cup qualifying race early today with a 2-0 victory over Venezuela as Argentina suffered a shock defeat at home to Paraguay. Goals from Manchester City teenager Gabriel Jesus and Chelsea’s Willian secured a 2-0 win over Venezuela in a match interrupted by a lengthy floodlight failure that plunged Merida’s Estadio Metropolitano into darkness. The victory was Brazil’s fourth consecutive win of the qualifying campaign and left the five-time world champions on top of the standings with 21 points after 10 games. The win was the latest evidence of Brazil’s resurgence under new coach Tite, who took over following the sacking of Dunga in June after the Selecao’s Copa America Centenario flop. It is the first time since qualifying began that Brazil have led the standings, and the team look firmly on course to maintain their record of never having failed to qualify for a World Cup. But the acid test of Brazil’s renaissance is likely to come next month when they play old rivals Argentina, who stumbled to a 1-0 defeat at home to Paraguay in Cordoba. A superb counter-attacking goal from striker Derlis Gonzalez on 18 minutes was enough to give Paraguay all three points as the hosts once again struggled to cope with the absence of Lionel Messi. Argentina have taken just two points from a possible nine in their past three matches, all played without the Barcelona star. The hosts’ response was strong and they came close to equalising seven minutes later but Di Maria’s effort hit the base of the post with
Marcos Rojo blazing over shortly after. Their best chance to get back on level terms came within a minute of the restart as they were awarded a penalty when Paulo Da Silva handled Gonzalo Higuain’s flick on. However, Aguero, playing through injury, was far too nonchalant with his spot kick and allowed Justo Villar to make an easy save down to his left. Back came Argentina and the Manchester City striker spurned another fine chance moments later when Villar again came to the rescue as he kept out a low effort at the far post while Higuain somehow missed from close range. They thought they were level in the 54th minute as they scrambled the ball home from a set-piece, but the linesman incorrectly raised his flag. Paulo Dybala tested Villar’s handling from range while Aguero missed one more chance - a free header -- as Argentina were booed off by their home fans after failing to make the breakthrough. But with Paraguay goalkeeper Justo Villar in defiant form between the posts, the visitors held on for a battling victory which revives their hopes of snagging one of the qualification berths. The win left Paraguay just one point behind Argentina in the standings after 10 games. Argentina occupy the fifth qualifying spot in the table with 16 points, with Paraguay just behind on 15 points. Chile, meanwhile, remain outside the qualification places despite their 2-1 victory over Peru in Santiago in the regional derby known as the “Clasico del Pacifico.” CONTINUED ON PAGE 15
