Regular Police leads on torture of civilians-report T

he Regular Police have been singled out as the most dangerous law enforcement agency in inflicting torture and tormenting civilians. In a survey report released by the Independent Medico-Legal Unit (IMLU) earlier today, 61 per cent of Kenyans have singled out the Regular Police as the most dangerous law enforcement agency. Another 14 per cent quoted the Administration Police, five per cent indicated the Kenya Defence Forces (KDF) while another four per cent said that they had been tortured by the county government officers. The report revealed that most of the incidences are reported to occur in Nairobi and the Coastal regions. The survey indicated that security apparatus have are the major perpetrators of inflicting torture and tormenting civilians as the menace is on an upward trajectory. Other agencies reported include the prison warders, special police squads, private militia funded by the state and the National Intelligence Service (NIS).

CS Nkaissery warns senior politicians in illegal businesses Interior Cabinet Secretary Joseph Nkaissery has warned senior politicians and leaders engaging in the illegal importation of ethanol urging them to either quit the trade or face charges. Nkaissery says the government is aware of the involvement of political bigwigs in cartels that import ethanol from Tanzania which finds its way in Kenyan industries. “There are senior politicians that import ethanol from Tanzania through border points throughout the country. Investigations are being carried out and appropriate legal action will be taken against them,” he said. The ethanol is believed to be used in the illicit production and consumption of spirit based alcoholic beverages, denying the Kenya Revenue Authority (KRA) millions of shillings in taxes. Nkaissery further warned county commissioners against allowing bars to continue operating outside the legally set hours. Last week, agents from the Ethics and Anti-Corruption Commission (EACC) and the taxman conducted a sting operation in Nairobi’s Embakasi Area which unearthed a front for the illicit trade in a warehouse belonging to

Spectre International, associated with a senior Opposition politician.

Embakasi where they discovered crates of ethanol intended for the making of cheap illegal liquor. The ethanol had been earmarked for export to Uganda. Gatundu South MP Moses Kuria called for the arrest of the top honcho, accusing Inspector General of Police Joseph Boinnet of taking too long to initiate the process. The anti-graft agency has stepped up efforts to fight the trade since last year, nabbing ethanol and contraband products worth nearly Sh1 billion in the process. President Uhuru Kenyatta has also lent his voice for the crusade, saying the illegal importation allows for the manufacture of cheap liquor that compromises on the safety of its partakers. The president earlier this year witnessed the torching of 64 containers of ethanol valued at Sh288 million and other contrabands in Mombasa. He also read the riot act to officials of KRA who abet the vice saying his administration would not tolerate unscrupulous businessmen out to deny the country revenue through lost taxes. @harrison_x254

Torture of civilians on the increase in police cells From Page 1 A majority of Kenyans at 72 per cent argues that the trend is on the rise with cases of beatings, strangulations, extra judicial killings and prosecution on false charges being the most reported. “The 2016 survey findings reveal that the regular police remain the main perpetrators of torture. The trend is on the rise as other agencies like the KDF being reported for the first time,” reads part of the report conducted by research institute Infotrak. Notably 64 per cent of the cases were reported in urban centres compared to 44 per cent in pre urban and 28.6 per cent reported in rural areas. Most of the tortures were carried in police cells where victims had been booked, others on their way to the police stations and during the time of arrest. More than half of those tortured claim to have sustained physical injuries and were denied access to medical and legal redress as required by the law. Speaking during the release of the report, IMLU executive director Peter Kiama said the trend is worrying as many cases have gone unreported or are stopped at the police Occurrence Book as most victims are unaware of their rights. “Despite the law enforcement agencies undergoing comprehensive reforms from a force to a service, a majority of Kenyans are victims of the police ghost,” Kiama said.

But Police Spokesman Charles Owino dismissed the report blaming the figures on unverified reports and that which targets to portray the National Police Service (NPS) in a bad light. “The levels of impunity in this country within the public is growing from bad to worse. As much as torture must be punished the background and evidence of torture must be on record. You cannot just dismiss the police with false figures,” Owino said. Owino however admitted of a few cases

of police torture known to him but was quick to blame the Independent Police Oversight Authority (IPOA) for doing little to prosecute the alleged perpetrators. “IPOA was created for such accusations but they are now seemingly fighting us. Let them do their work,” added an agitated Owino. APs came in to the limelight after four officers were allegedly involved in the abduction, enforced disappearance and killing of lawyer Willie Kimani, his

client and their taxi driver in July. IMLU issued a similar report in March where security forces were behind at least two-thirds of gun-related deaths in Kenya between 2013 and April 2016, with a total of 563 deaths. The organisation recorded 199 killings by police in 2014. IMLU said the number of people killed by police between January to December 2015 was 126 of which 97 were summarily executed, 20 shot to protect life and nine killed in unclear circumstances. @wilson_x254

ODM to scuttle any government effort of withdrawing from ICC

The Orange Democratic Movement party (ODM) has vowed to oppose any efforts by the Jubilee administration to re-introduce a motion in parliament seeking to withdraw Kenya withdraw from the Rome Statute. ODM Chairman John Mbadi has termed the move as ill-conceived and malicious saying such a move can only be done through a referendum. “Kenya’s withdraw from the Rome statute is not an individual resolution such a move can only be done through a referendum,” he said. Mbadi said the country is facing a lot of problems which should be the main focus of the government and not withdrawal from ICC. Mbadi said the motion which is being prepared by majority leader Aden Duale, is misplaced and President Uhuru Kenyatta should first address the level of corruption that has been witnessed in jubilee government, drought and famine that has ravaged some of the country. Duale on Friday that the Bill to repeal the International Crimes Act will be considered during tomorrow’s House Business Committee meeting. “I will ask the House Business Committee to consider this Bill for debate in the coming week. Ultimately, our decision to leave the ICC is there. The spirit is there and I’m one of those who believe we have no business being in the ICC,” he said. Duale said that Parliament will seek to repeal the Act, which incorporates the Rome Statute in the Kenyan Constitution and obligates the government to cooperate with the ICC.

Government releases 2017 term dates for schools and colleges The government has released the term dates for schools and colleges for next year. According to circular dated October 21 released by the ministry of education, first term of all public institution will begin on January 4. The first and second term for pre-primary and primary schools will run for 14 weeks each, while third term will only go for nine weeks to allow for the sitting of Standard Eight and Form Four national examinations. Bill in pipeline as Parliament seeks to empower pathologist Parliament is seeking to strengthen and empower the government pathologist by enacting two bills to ensure credible and independent medical investigations for all unnatural deaths. The Prevention of Torture Bill, 2016 and the National Coroners Service Bill,2016 will be tabled in parliament next week amid the increasing concerns of cases of police harassment and extra judicial killings. Kibra MP Ken Okoth who is sponsoring the bills argues that the government pathologist lacks sufficient authority in carrying out his mandate leading to interference and coercion from state agencies. “ We need to have a more independent pathologist who carry’s out his mandate more independently without interference by state agencies hence the need of the bills,”MP Okoth said. MR Okoth who is also the convenor of the Human Rights Watch Parliamentary caucus spoke at the sidelines of the National Torture Survey Launch in Nairobi. The bills will also seek to empower both levels of government to introduce urgent interventions to ensure that the most vulnerable to torture are protected. “ We envisage a situation whereby the country, more specifically the devolved units have mechanisms to handle and protect the vulnerable from torture,” he added. Amnesty International director Justus underscored the need to have enhanced collaboration between the state and civil societies in the fight against torture and ill treatment. “We need collaborations between the state and non state actors to address this challenge. Law enforcers are human even when we accuse them. They need to be heard too,” he said. Article 29 0f the 2010 Constitution provides for the right to freedom and security of every citizen which includes the right not to be subjected to physical or psychological torture. @wilson_x254

NEWSBRIEFS

Thirteen die in California tour bus crash Thirteen people have been killed and more than 30 injured in southern California after a tour bus ran into the back of a lorry, media reports say. Most of the passengers are reported to be from Latin America. The crash happened on Interstate 10 close to the resort town of Palm Springs in the early hours of Sunday morning. Investigators are examining the cause of the crash, which happened as the bus was bound for Los Angeles. Rescuers used ladders to climb into the bus windows to remove bodies. Five of the injured passengers are in critical condition. The accident has been described as the deadliest in California for several decades. It said that the bus careered into the rear of the truck at high speed, mangling the front third of the bus. Most of those who died were apparently at the front of the bus with the driver among the fatalities. Officials said that identifying the victims could take days, because some were not carrying identity cards or had lost their belongings when they were taken to hospital. They have warned that it may not be possible to determine exactly why the accident happened because of the driver’s death. Investigators will assess whether he might have fallen asleep or had a heart attack, in addition to determining if there was a mechanical failure or some other kind of emergency. The westbound lanes of the interstate were closed near the crash site but are now reported to have been reopened. The tour bus, run by US Holiday, was coming from Red Earth Casino, near Salton City in California.

Death toll in Cameroon train crash rises to 70 The number of people killed in a train crash in Cameroon on Friday in Eseka has risen to 70, with another 600 injured. The train was travelling between the country’s mains cities, Douala and Yaounde, when it came off the tracks. The train was overcrowded because a bridge on the road connecting the two cities had collapsed after heavy rain. Witnesses say carriages were added to accommodate extra passengers. An investigation into the cause of the derailment is under way. President Paul Biya, who is abroad, wrote on his official Facebook page: “I instructed the government to provide full assistance to the survivors.”

We survived by eating rats, freed Somali pirates says

A group of sailors who were held hostage by Somali pirates for nearly five years survived in part by eating rats. One of the sailors Filipino sailor Arnel Balbero said they were also only given small amounts of water and felt like “the walking dead” by the end of their ordeal. The 26 sailors were seized on board their ship in 2012 and were eventually taken to Somalia. They were freed on Saturday, reportedly after a ransom was paid. The sailors were from China, the Philippines, Cambodia, Indonesia, Vietnam and Taiwan. Mr Balbero was among the crew of the FV Naham 3 when it was captured by Somali pirates south of the Seychelles. One crew member was killed during the capture, according to nongovernmental organization Oceans. A year later, the ship sank and the crew were brought onshore in Somalia. Two sailors subsequently died of illnesses. Mr Balbero narrated that the last four and a half years had left him and his compatriots “like walking dead”. Balbero said the pirates only gave them small amount of water but not food forcing them to resort to eating rats which they cooked in the forest. “We just eat anything, anything. You feel hungry, you eat.” Balbero said He also spoke of their difficulties adjusting to life after their ordeal, saying: “I don’t know what is... outside of this world when this finish, so it’s very

the men were freed after a ransom was paid by the ship’s owner as well as groups contracted to negotiate with the pirates. The ship was Omani-flagged but owned by a Taiwanese company.

We are behind but not out, Trump declares Republican Presidential candidate Donald Trump (pictured) has admitted that he lags behind Hillary Clinton in the US Presidential elections but exuded confidence that he is not out of the race yet. “We are behind. She has some advantages,” said his campaign manager Kellyanne Conway, who added: “We’re not giving up. We know we can win this.” On Friday, Mr Trump made a rare admission that he could lose. New polls suggest Clinton remains well ahead nationally and in several battleground states. Her campaign

has predicted this is going to be “the biggest election in American history”. With just 16 days until the election, much of the recent focus has been on controversies linked to his campaign. Campaign manager Robbie Mook yesterday said “More people are going to turn out than ever before.” Polling in Republican strongholds like Utah and Arizona suggest these states could back a Democrat for the first time in decades. The polls may be wrong in Arizona but if they are correct, it may be the start of a Democratic trend that

doesn’t just put the state in play in a Clinton 2016 rout scenario, it makes Arizona a legitimate swing state in coming elections. “The demographics in the state are continuing to change,” says Arizona State University political science professor Richard Herrera. “If there is another increase in Latino voters, which there almost certainly will be, followed with an increase in party registrants, this could become a real battleground in future elections.” For Democrats, that’s a dream scenario, giving them new and plentiful paths to electoral success. For Republicans, it could mean the start of a long-term political nightmare. That apparent change to the electoral map has prompted a shift in strategy for the Clinton camp, which is spending money on helping Democrats running in close House or Senate races. Mrs Clinton said she didn’t even bother responding to Trump anymore and would instead spend time “emphasizing the importance of electing Democrats down the ballot”. Mr Trump’s campaign manager said the Clinton team had a huge financial advantage in how much they could spend on negative ads against Mr Trump, and high-

profile campaigners. “She has a former president, who happens to be her husband, campaigning for her. The current president and first lady, vice president, all much more popular than she can hope to be,” said Kellyanne Conway. But this election does not feel over when you realise the depth of support Mr Trump has on the campaign trail, she said. However, Mr Trump reflected on defeat for the first time on Friday when he said that - win, lose or draw - he would be happy with himself. A day later, he announced a raft of measures for his first 100 days in office, that include used curbs on lobbying and new trade and climate change negotiations. On Saturday, he promised to sue every woman who had accused him of sexual misconduct. He also repeated his claims that the election is rigged, because of voter fraud at polling booths and media bias. On Sunday, Eric Trump, Mr Trump’s son, said his father would accept the outcome but only if it was a “fair” election.

Sidian Bank seeks tier 2 status as lender moves to cut costs Over 108 Sidian Bank employees have been urged to apply for early retirement, a move the lender says will help it save up to Sh70 million. Speaking at a Nairobi hotel this morning, Sidian Bank Managing Director, Titus Karanja said the move will further help the bank achieve its target of becoming a tier two bank by the year 2019. He said the lender is willing to give those employees who will be ready to go for voluntary retirement enough credit to help them become successful entrepreneurs who can help others through job creation. “We want our employees to become entrepreneurs and employ other youths outside there and as such, we have allowed those willing to go for voluntary retirement,” he said. He added that those willing to step down will only be given credit if they meet a set of pre-established requirements requirements. “We shall only be giving credit access to those who have access to dara that enables effective credit score and own secured businesses as a basis for funding,” said Karanja. He noted that the move will be done in a good will, stating that the decision was reached after the lender invested heavily in technology. He said after the successful roll out of innovative and successful IT system, there would be need to reduce the number of employees. Currently, the lender has 560 employees and should the 108 decide to go for early retirement,

combat drought and ensure food security The government has embarked on a number of initiatives and projects in a bid to address challenges posed by desertification and drought. Cabinet Secretary for Ministry of Environment and Natural Resources, Prof Judi Wakhungu has said these programmes will be integral in achieving food security. Principal Secretary, State Department of Environment, Mr Charles Sunkuli said Kenya is implementing a programme on promoting drought resistant tree species such as Melia volkensii to increase the country’s forest cover. The PS was speaking on CS Wakhungu’s behalf during the official opening of the Fifteenth Session of the Committee on Review of the Implementation of the Convention (CRIC 15) at the United Nations Offices in Nairobi. Prof Wakhungu told the over 1,000 delegates representing different countries party to the United Nations Convention to Combat Desertification (UNCCD), civil

societies and partners, that there are active initiatives to tackle the issue. Kenya, in partnership with JICA, Senegal and UNCCD, has launched the African Initiative for Combating Desertification

and Resilience to Climate Change in Sahel and Horn of Africa. In her statement, the CS called for support of development partners and relevant organisations in the implementation of those noble initiatives. Hosted by the Ministry of Environment and Natural Resources, the Conference seeks to combat desertification and mitigate the effects of drought in countries affected through effective action at all levels. CRIC 15 was a special intersessional session which allowed parties, through interactive sessions, to discuss key elements for a new Strategy, findings from the optional reports and future modalities for reporting, and progress in delivering land degradation neutrality (LDN) targets for those Parties engaging in the LDN target setting exercise among others. The session was preceded by regional consultations of implementation annexes that did not have the opportunity to meet and discuss items on the agenda of CRIC 15.

The new development will be a circuit that guests rotate through either coming from Nairobi, Mombasa or Amboseli,” said Hotel Royal Orchid Azure Nairobi, Chairman, Parbat Pindoria. The 60-bed capacity development is located near Talek River and will comprise of 12 luxury tents, five-star cottages and ‘sizeable’ conference facilities. The facility will be Royal Orchid’a first Hotel in Mara after it made its debut in the country two years ago. KNBS reports low credit uptake despite reduced lending rates MONDAY, OCTOBER 24, 2016

There is low uptake of loans, especially for Small and Medium enterprises (SMEs) a move that is killing the growth of the sector, a new survey from the Kenya National Bureau of Statistics (KNBS) has revealed. The survey indicates that over 62 per cent of SMEs saw no need for loans while 12 per cent said the loans are too expensive for them, further hindering the growth of their businesses. Speaking in Nairobi today morning, KNBS Board Chair Prof. Terry Ryan confirmed that inadequate collateral further hindered SMEs from applying for loans to support the growth of their businesses. The report found that the rate at which SMEs are applying for loans is projected to further deteriorate despite a move by industry players to lower lending rates to 4 percentage points above the Central Bank rate. The report further highlighted lack of market and local competition among SMEs as impediments hindering the growth of the sector. However, Devolution Cabinet Secretary Mwangi Kiunjuri confirmed that the Ministry through the 2016 Small and Medium Establishment Survey will work harder to ensure the sector is back to its feet. “SMEs play a major role in not only our economy, but also create jobs for our youths,” said CS Kiunjuri who officially

launched the report. He said the launch comes at a time when the sector is struggling and will provide the required support needed to bolster the industry. The SME sector has over 7.5 million

stakeholders and contributes over 28.5 per cent of GDP to Kenya’s economy. The CS said the report will extend credit access to most of SMEs, adapt new innovations and highlight role of the

government in policy formulation to ensure the sector remains a vibrant tool in the country’s economy. @enock_x254

KBL awards Subaru winner in multi-brand consumer promotion

A 37-year-old entrepreneur is the winner of the Grand Prize in the “Wina-Ride consumer promotion launched by Kenya Breweries in August. The promotion sought to recognize and appreciate consumers of the flagship Smirnoff, Baileys and Johnnie Walker brands. Owen Karanja Kirumba, who runs a printing business from Nairobi’s Central Business District, drove off in a brand new Subaru XV valued at Sh4.2 million with a one-year comprehensive insurance cover. This brought to an end the 8-week consumer promotion in which over 11,000 consumers won daily, weekly and monthly prizes. “We had a get-together with my former school mates and we bought Smirnoff. Luckily, I had seen the campaign’s advert on a billboard, so I scratched the bottle, sent the code and forgot about it. I was therefore surprised when I received a call from KBL last week, informing me that I had won the grand prize of a Subaru XV,” said Kirumba. “I was over joyed and immediately called my wife to share the good news. Although I have always desired to have a newer car, I never imagined that I could be the owner of a brand new car this soon. I intend to keep it as an asset that will not only ease my movement, but also help grow my business”, he added. @Dennis_x254

DFID, UNICEF to offer Kenyan innovators Sh33m in funding The Department for International Development (DFID), in partnership with the United Nations Children’s Fund (UNICEF) and the United Nations High Commissioner for Refugees (UNHCR), has called on Kenyan organisations, along with their global counterparts, to apply for a Sh33.1 million grant aimed at supporting educational development. DFID is currently accepting applications for its second cohort of the Humanitarian Education Accelerator (HEA) program. This program will help in understanding how to transform good pilot projects into scalable educational initiatives. The program aims to identify effective methods to scale educational programs to expand quality educational access to refugees and displaced communities worldwide, by developing a cohort of successful humanitarian innovators. “We are looking for cutting-edge education innovations that are ready to scale in emergencies. Applications for support under the Humanitarian Education Accelerator (HEA) should focus on education in emergencies projects that demonstrate innovation, effectiveness, and scalability,” the organization said in a statement. “A project is innovative if it provides

a new approach to address existing problems in education in emergencies. A project is effective if it provides evidence of a proof of concept that can be linked, through a credible theory of change, to improve education outcomes for children and youth. A project is scalable if it is relevant and pertinent to the context, financially

and institutionally sustainable, and adaptable. All projects should be affiliated with a recognized, legally constituted organization with existing programming capacity,” the statement read in part. The Humanitarian Education Accelerator aims to improve education by assisting existing education in

emergencies projects in improving how they measure, evaluate, and scale their impact. It seeks to enlist expertise from external evaluators to build a robust evidence base on which approaches are most effective in this area, and which factors enable effective scale. Selected candidates will benefit from:

Tailored mentorship on the scaling process and on evaluation; Annual bootcamps to build organizational capacity and enable peer-support; A fully-funded external evaluation and; Up to £300,000 (Sh33.1 million) to strengthen evaluation capacity within their organisation.

Ineffective labour laws leading to cases of modern day slavery

BUSINESS 9

MONDAY, OCTOBER 24, 2016

Ineffective labour laws are contributing to what experts have described as modern day slavery in Kenya, a new report has revealed. The analysis, dubbed the Modern Slavery Index, put together by the risk consultancy group Verisk Maplecroft, looks at which countries practice modern iterations of the age-old practices of servitude, human trafficking, and forced and compulsory labor. The index, which ranked instances of slavery into four risk categories (low, medium, high and extreme), found that companies continue to face exposure to practices of slavery within their business operations and supply chains in a 115 countries, which is almost 60 per cent of the world’s nations. Kenya fell into the “high” risk category. While many companies are trying to ensure that slavery does not occur among their first tier of suppliers, challenges persist lower down the supply chain, at the commodity level, or amongst subcontractors. The countries with the highest estimated prevalence of modern slavery by the proportion of their population are North Korea, Uzbekistan, Cambodia, India, and Qatar. The number of people subjected to some form of slavery has reached an estimated 45.8 million, which is nearly equivalent to the entire population of Kenya.

Gold miners hard at work. A report from consultancy group, Verisk Maplecroft states that the risk of modern slavery is especially high in African and Middle Eastern nations. The report revealed that over 80 per cent of countries in sub-Saharan Africa are also featured as high risk, including Kenya and Nigeria, two of the region’s three largest economies. Countries that top the list in Africa are also important natural resource hubs or countries where the state is unable to enforce laboUr laws or is actively violating them. It stated that the risk for modern slavery is especially high in African and Middle Eastern nations, while countries in the Americas and

Eurasia are typically at medium or low risk. Many of the countries most at risk have also experienced some type of conflict, which has exacerbated poverty and corruption levels and weakened the state’s ability to protect citizens. The report also found the practice rife in big export economies such as India and China. Côte d’Ivoire, the world’s largest producer of cocoa, is ranked 13th in the index, while Kenya, a huge tea producer, also falls in the high-

risk category. Eritrea, which has been accused of using its national conscription program to provide forced labor at its mines, is also listed as a high-risk nation. Poverty, unemployment, and hereditary bondage practices, have made workers in the highest-risk countries even more vulnerable, driving them into accepting exploitative conditions. This is especially true when they have migrated across borders or internally.

KTB, KWS launch domestic tourism training programmes The Kenya Tourism Board (KTB), in conjunction with the Kenya Wildlife Service (KWS) have today launched their scheduled Domestic Tourism Training programmes for Kisumu. The programmes were announced during last week’s Nyanza Western Tourism Forum, attended by among others, Acting CEO of the Kenya Tourism Board, Jacinta Nzioka. The Forum served as a platform where tourism stakeholders discussed ways to develop the sector in the aforementioned regions. “With Lake Victoria, Cruise-Tourism exploration is vital for our region,” said Kisumu County Governor, Jack Ranguma, who was also at the Nyanza Western Tourism Forum. The Forum came a day before Tourism Principal Secretary Fatuma Hirsi headed to Garissa for a tourism stakeholders capacity building event for Kenya’s Northern Tourism Circuit. The Tourism Ministry has been ramping up its efforts to develop the sector and inject new life into the industry. Last month, the Kenya Tourism Board said it will be investing Sh20 million in a six month long marketing and promotional campaign targeting India. India is the country’s thirdlargest source market for tourists after the U.S and the United Kingdom. Nzioka said the move is aimed at positioning India as a key market with the potential to grow numbers further. “We have a line-up of activities targeting consumers as well as trade in this market whose accessibility to Kenya has been enhanced by seamless connectivity by KQ and other airlines,” Ms Nzioka said.

Gates Foundation urges local researchers to apply for grant The Bill & Melinda Gates Foundation and its funding partners in the Grand Challenges family of grant programs are inviting innovators to apply for its Grand Challenges Explorations (GCE), in order to foster earlystage discovery research to expand the pipeline of ideas for solving the world’s greatest global health and development challenges. Grand Challenges is a family of initiatives fostering innovation to solve key global health and development problems. Each initiative is an experiment in the use of challenges to focus innovation on making an impact. Individual challenges address some of the same problems, but from differing perspectives. The deadline for applications is November 9. Launched in 2008 with an initial $100 million commitment from the foundation, Grand Challenges Explorations grants have already been awarded to more than 1200 researchers in more than 65 countries. Applications are accepted based on

topics that: assess family planning needs, develop novel platforms to accelerate contraceptive drug discovery, design new solutions to data integration for malaria elimination and accelerate development of new therapies for childhood cryptosporidium infection. Awards of $100,000 (Sh10.1 million) are made in Phase I of the Grand Challenges. Phase I awardees have one opportunity to apply for a follow-on Phase II award of up to $1 million (Sh101 million). GCE is open to both foreign and domestic organizations, including non-profit organizations, forprofit companies, international organizations, government agencies and academic institutions. The Bill & Melinda Gates Foundation (or the Gates Foundation, abbreviated as BMGF) is the largest private foundation in the world, founded by Bill and Melinda Gates. It was launched in 2000 and is said to be the largest transparently operated private

foundation in the world. The primary aims of the foundation are to globally enhance healthcare and reduce extreme poverty, and in America, to expand educational opportunities and access to information technology. The foundation, based in Seattle, Washington, is controlled by its

three trustees: Bill Gates, Melinda Gates and Warren Buffett. Other principal officers include Co-Chair William H. Gates, Sr. and Chief Executive Officer Susan DesmondHellmann. Christopher J. Elias, the former president and CEO of the Program for Appropriate Technology in

Health, also known as PATH, a nonprofit organization that improves global health leads the foundation’s efforts to combat extreme poverty through grants as president of the Global Development Program. The cash call comes just days after Melinda Gates reaffirmedthe foundations ongoing efforts to support Kenya’s development. “We have plans to scale up our investments in financial services for the poor, and using mobile phones to do that. We have put a quite a bit of money on those programs, and we’re trying to get the digital rails and regulations changed around the world: India, Bangladesh, the Philippines, Ethiopia, Tanzania, Kenya,” she said. “We feel like working on the backbone of this. Then you can push the kinds of digital cash transfers you’re talking about through a system like that. And the benefits for the government is that there’s a lot less graft, but you have to get the rails and regulations changed first,” she added.

Kanye West declares he’ll skip GRAMMYs if Frank Ocean is not nominated

ever one to mince his words, rapper Kanye West made another announcement at a concert following last week’s admission that he and fellow rapper Jay Z are not in the best of terms. During a stop in Oakland while on his Saint Pablo Tour the rapper made a case for his friend and singer Frank Ocean taking an example from pop artiste Lady Gaga. “Gaga wasn’t nominated for Best New Artist, right? But they wanted her to perform at the show; they wanted her to open. So the Grammys secretly changed something about the nominations in order to nominate her, in order for her to perform in the show. Now, Frank Ocean, on the other hand, is very vocal that his album wasn’t nominated for the Grammys, right? Since he’s vocal, no one wants to say nothing about it,” he continues, “If his album’s not nominated in no categories, I’m not showing up to the Grammys.”

win big at the 2016 MAMAs Sauti Sol have once again clinched another win for themselves as the band walked away with the Best Group award at the recently concluded MAMA awards. Going head to head with Afro pop groups from all over the continent; Mi Casa, Navy Kenzo, R2Bees and Toofan, the quartet beat out the competition to claim the top spot. The band was also nominated in the category Best Collaboration in partnership with Absolut for the song “Unconditionally Bae” with Alikiba but lost to DJ Maphorisa feat. Wizkid & DJ Bucks for “Soweto Baby”. Although the awards show was dominated with West African artistes Sauti Sol emerged as the only East African act to win an award at the show. They also performed a rendition of the song ‘Africa’ with Nigerian sensation Yemi Alade at the Ticketpro Dome.

RE: TUAL Rapper ‘STL’ Releases Self-Titled EP ‘STELLA MWANGI’ Kenyan-Norwegian singer/rapper and performing artiste Stella Mwangi released her anticipated self-titled EP on Friday 21st October 2016. Speaking about the new EP, Stella Mwangi says, “This project is a collaboration between me and my long-term Norwegian producers: BIG CITY in collaboration with choicetracks. com & positionmusic.com,” adding, “It means a lot to me that they really love my music and have chosen me to be their main artiste to push for a couple of months.” On the new EP Stella has produced and created songs with action vibes, attitude, boost and energy to make listeners turn up. Her mix of Swahili and English in European songs is a great way of expressing her diverse identity. She says, “The EP continues the vibe I had started some years back with the single “Lookie Lookie”—its’ all about entertainment and massive energy!”

lthough resistance against oppression has taken a large portion of our history as African and largely black people, suffering does not define our existence. That was the takeaway from last Saturday’s edition of the RE: TUAL. Titled ‘The compelling story of Kinjeketile Ngwale.’ The RE: TUAL paid homage to the spiritual backbone of the Maji Maji rebellion. History has shown that results of the rebellion might not have been the greatest representation of the African willpower but the soul clearly reverberates over 100 years later. The beat united the crowd as a renewed freedom was the name of the game, double dutch and card games notwithstanding. Which was a completely new spin on the entirely hackneyed ‘event’ trope. Although the mood was festive almost none of it was necessitated by the eventual stimulating effects of a good binge. Music was played, rugs were cut and maybe in this ‘post-racial’ world we live in Kinjeketile Ngwale’s is more relevant than ever.

MUNGU PEKEE

016 is his year. After the massive success of ‘Now You Know’ comes ‘Mungu Pekee.’ Blending his rap skills with a laid back and somewhat throwback hook he sings over a soaring instrumentation. The song also has a few heavy hitters behind its production, Polycarp of Sauti Sol provides the strings and the song engineered by CEDO of Pacho Entertainment. Yes, Nyashinski is very much back.

NO WOMAN NO PARTY Even hotter than their previous release ‘Utamu wa Life’, No Woman No THE KANSOUL Party is an upbeat club anthem that according to the band is ‘a tune to celebrate the role of the young, confident woman in any party scene. You know no party is worth going to without the presence of females.’ Whichever way, The Kansoul is back in fighting from with this track. Produced by RedREPUBLIK the hook jumps in between mentioning a number of girls’ names and a confession that if there’s no women around then there’s no party to be had.

Bazokizo’s interesting title and colourful video should not distract from the fact that Collo still has it. The rapper maintains his playful and quick witted demeanor throughout the song as he lands some memorable punchlines. Even as he leads a dance battle against a group of children the Collo we all know and adore is still very present. Produced by Jack on the Beat at Pacho Entertainment Studios the song does come off a tad ‘worn’ at times but still a very fun listen.

Kogalo Earn Derby Revenge, as Tusker Stagger MONDAY, OCTOBER 24, 2016

Gor Mahia’s chase for an unprecedented fourth consecutive league crown was given a tremendous lift after they emerged 2-0 winners over archrivals AFC Leopards in a Kenyan Premier League (KPL) match played at the Nyayo National Stadium on Sunday. The champions struck two second half goals to cut Tusker FC’s lead at the summit of the log to four points after the Brewers were held to a shock 1-1 draw by bottomtable side, Nairobi City Stars. For the Leopards the loss meant a forgettable season turned to the worse as they dropped one position down the standings, dropping to 13th on 30 points after Thika United (31) beat Ushuru FC 1-0 to dislodge Ingwe. The second Mashemeji Derby of the 2016 Kenyan Premier League season had it all. The thrill, the fan, some stones, some teargas, a couple of flying tackles, ecstasy for the losers (read AFC Leopards) and unrivalled thrill for the winners (read Gor Mahia). It was a game that was decided by a penalty and a beauty of a strike from a substitute. 2-0 it ended to visiting Gor Mahia as they not only avenged the painful 1-0 defeat they were handed in the first leg but ensured that their title campaign didn’t grind to a halt at the hands of their biggest enemy in football. Once upon a time, August 23 2015 to be exact, the second leg of that season’s Mashemeji Derby never lived to see its end. It was brought to a premature conclusion when a section of Leopards fans made it impossible for the game to continue in protest over a penalty that their opponents were awarded. Meddie Kagere was supposed to be the taker, but he never did. Fast forward to October 23, 2016 and the same player stood in front of Lucas Indeche, having an opportunity to take yet another penalty. Jacques Tuyisenge had been felled in the box by Eugene Ambulwa who failed to keep his adrenaline in check inside his own box. The referee pointed to the spot without hesitation, despite the magnitude of the occasion.

Yego says he is fine after dreadful accident World men Javelin champion, Julius Yego despite cheating death with a whisker when his vehicle collided with a trailer on Sunday night. The African champion was rushed to Eldoret’s Mediheal Hospital after his vehicle that he had only recently acquired braved the massive impact as he emerged unscathed but shaken. The visibly shaken Olympic silver medalist took to social media to break the saddening but relieving news. “I would have been past tense, there is this guy who was driving a trailer and he suddenly made a U-turn in the middle of the road. I slammed so hard on the brakes and I thought I had broken my leg. “There was no way I could avoid him, I only picked the car last week and if it was a small vehicle, then there is no telling what would have happened but I’m fine,” Yego, who was greatful to God after surviving the near-death experience said exclusively. He was driving a Toyota Prado 4×4 vehicle at the time of the accident and he took to his Facebook wall to express gratitude he had lived to see another day. “God is living and great!am ok my people ! Derby revenge: Forward Meddie Kagere of Gor Mahia fights for the ball with an AFC Leopards player during the mashemeji derby yesterday. He scored from the spot in his team’s 2-0 win.

It was a pressure penalty. One that had the capacity to decide the game as well as Gor Mahia’s title campaign. Big players dine on such occasions and Kagere, big for Kogalo last season but not anywhere close this season, stepped forward. This was his moment to show the Green Army why he’s needed in that team. And so he picked the ball, put it on the spot, gave Indeche the look and calmly slotted home, leaving the keeper rooted to his spot. The Green Army went into a delirium, Tuyisenge, the penalty taker danced his body away. Unlike on the previous occasion when rioting fans stopped Kagere from taking the penalty, they showed their disgust after the act, bringing the game to a halt for at least 10 minutes. When matters resumed, Kogalo put daylight between them and their hosts thanks to a belter from

substitute Enock Agwanda. Erick Ouma, outstanding from kickoff in his first derby bow, whipped in a cross from the left and the ball fell at the feet of an unmarked Agwanda who hit it one time into the roof of the net. No sooner had Agwanda’s goal went in than a section of Leopards fans started leaving the stadium, perhaps too embarrassed to continue watching the proceedings. The visitors won 2-0, clean and fair and the sight of players huddling together and fans calmly trudging towards the exit gates was beautiful to see. The first half ended even but the visitors must have felt they deserved more. They were better on the ball during the early exchanges. Meddie Kagere was at the end of the game’s first chance just two minutes after kick off when he rushed to the byline but

then ran out space to cut the ball back into danger. At the Afraha Stadium, City Stars rallied from a goal down to peg Tusker back after Ekaliani Ndolo had given the 2012 Champions an early first half lead. Robert Ndungu broke the hosts’ hearts five minutes after the restart to claim a valuable point for the Kawangware-based side who, nonetheless, remained stuck at the bottom of the table on 18 points. Elsewhere, Joseph Mbugi and James Omino were on target as Chemelil Sugar and Posta Rangers played to a 1-1 draw while Western Stima’s on-form striker Wesley Kemboi cancelled out John Kago’s opener as to pull Stima one point away from Mathare United – who were 3-1 winners over Bandari FC on Saturday – into fourth on 43 points, one behind third-placed Chemelil. @amos_x254

Africa best Sundowns oust Zamalek MONDAY, OCTOBER 24, 2016

Mamelodi Sundowns held out after being under siege for almost 90 minutes to be crowned as the African champions for 2016 after restricting hosts Zamalek of Egypt to a 1-0 win in the second leg of the Champions League in Alexandria on Sunday. It meant Sundowns won 3-1 on aggregate after a convincing first leg triumph in Atteridgeville last Saturday. It was a first triumph for the South African club, whose only previous final appearance came in 2001 when they lost to Zamalek’s arch rivals Al Ahly. Zamalek got their only goal after 62 minutes from Stanley Ohawuchi despite dominating the game and bombarding the Sundowns goal. But stout defending and a little luck meant Sundowns were able to hold onto their healthy first leg advantage. Zamalek came out itching to get back into the tie with Bassem Morsi gesturing to the crowd to turn up the volume as the game kicked off. But it was Sundowns who got in the first effort of the night with their Zimbabwean striker Khama Billiat shooting over the top of the Zamalek goal in the fifth minute. Zamalek should have been ahead in the 12th minute when Ohawuchi, only recently added to their squad, sliced through the defence but put his effort wide, catching Sundowns on-rushing

goalkeeper Denis Onyango on the ankle in the process. As a result of the injury, Uganda international Onyango was forced to leave the field on a stretcher not long thereafter, with back up goal-keeper Wayne Sandilands brought on after 28 minutes. But he did not have to make a save until some 15 minutes later when a dive at the near post blocked a forceful shot from Captain Ahmed Tawfik. Zamalek kept up the pressure through the first half but met with solid resistance from a strong Sundowns defence and were always susceptible on the counter attack. Billiat, Percy Tau and Anthony Laffor all had chances to score for the South Africans on the counter attack, particularly in the eight minutes that were added onto the first half for the lengthy delay when Onyango needed treatment. In the second half, Zamalek’s Ramzy Khaled hit a free kick into the wall just after the break before Ohawuchi caught Sandilands out with a stinging shot from outside the penalty area. Suddenly, by pulling a goal back, Zamalek began to believe and threw on two more attacking players in Emmanuel Mayuka and Shikabala. But Mayuka had a header cleared off the line and Ohawuchi a headed chance

saved by Sandilands as the South Africans held out for a famous win. After saying that the crowd at the Borg El Arab Stadium would be restricted to just 20,000 for security reasons, Egyptian authorities obviously relented with the 86,000 capacity at least threequarters full to provide a rollicking atmosphere.

Zamalek made four changes from the first leg with goalkeeper Ahmed El Shenawy and centre back Islam Gamal both axed after being criticised for the own-goal that the Egyptians gave away in Atteridgeville last Saturday. Ramzi Khaled was brought in at right back to allow Ahmed Tawfik to push up in a more attacking formation that also

included the addition of a third striker in Mostafa Fathi. Captain Shikabala was dropped. But while the changes were necessary to allow Zamalek a more attacking approach, it was not enough to work back a large deficit.

The wreck of Julius yego’s car after horror smash

J

ose Mourinho was humiliated on his return to Chelsea as his former club blew away his Manchester United side at Stamford Bridge. The Blues, who sacked Mourinho for a second time last year, led after just 30 seconds when Pedro capitalised on slack defending to roll in. Gary Cahill smashed in the second after United allowed Eden Hazard’s corner to bounce in their box. United offered little sign of making a comeback, falling further behind when Hazard drilled in a precise 15-yard strike. N’Golo Kante skipped around a static defence to slot in and seal victory as Chelsea moved within a point of Premier League leaders Manchester City. The comprehensive win lifted the Blues above Tottenham into fourth, with just one point separating the top five. United stay seventh as the gap between them and the early pacesetters widens to six points, with almost a quarter of the season gone. Mourinho was making his first return to Stamford Bridge since he was sacked in December 2015, leaving when the defending champions were 16th in the Premier League. The Portuguese boss said before the match he was unsure - and also unconcerned - about the reception he would be given by the home fans. Unsurprisingly, for a man who delivered seven trophies in his two spells at the club, it turned out to be largely positive. Hundreds gathered to greet Mourinho as he walked off the United team bus, while he received a warm embrace from former skipper John Terry before kick-off. That is where the Blues’ hospitality ended. Instead, it was his United team who provided the generosity. And the home fans could not resist a cheeky dig at their former boss - chanting “you’re not special anymore” to the self-proclaimed Special One. Mourinho said before the game he would not “celebrate like a crazy kid” if his new team scored at Stamford Bridge. Unfortunately for him, there was little sign of that resolve being put to the test as Chelsea capitalised on his side’s defensive deficiencies.

Chelsea thrash Man Utd on Mourinho’s return

Chelsea’s Eden Hazard celebrates after scoring the 3-0 goal during the English Premier League match between Chelsea FC and Manchester United at Stamford Bridge in London, Britain, 23 October 2016.

Man City held by Saints after Stones error Manchester City returned to the top of the Premier League despite seeing their winless streak extend to a fifth game as Southampton earned a deserved draw. The visitors led when John Stones’ sloppy pass allowed Nathan Redmond to round Claudio Bravo and slot in. City improved after being booed off by some home fans at the break, equalising

when half-time substitute Kelechi Iheanacho prodded in Leroy Sane’s low cross. Pep Guardiola’s side controlled the second half as they searched for a winner, but Saints keeper Fraser Forster produced splendid saves to deny Ilkay Gundogan and David Silva. City’s inability to grab a second goal means ex-Barcelona and Bayern Munich

boss Guardiola has failed to win in five successive matches for only the second time in his managerial career. However, the point was still enough to lift the Blues back above Arsenal and Liverpool to the Premier League summit. Southampton stay eighth after extending their unbeaten league run to a fifth game. City’s recent

struggles are barely believable after the swaggering start they made to the season, when they won all of Guardiola’s opening 10 matches. The former Spain international had been forced to defend his tactics following Wednesday’s 4-0 Champions League defeat at his former club Barcelona, which came after their first loss of the season at Tottenham.
