The minister said no student should claim they could not access training due to lack of funds as they can get loans from the Higher Education Loans Board (HELB).

Emotions run high as families identify Mandera attack victims WEDNESDAY OCTOBER 26, 2016

It was an emotional scene at the Chiromo Mortuary on Wednesday as families of the 12 people killed in the Mandera attack went to identify their bodies.

Many broke down as they saw the bodies of their relatives while others were silent and tense as they waited to hear the names of those who lost their lives.

The Kenya Red Cross Society has also set up a tent to give physiological support to those affected by trauma.

Interior Cabinet Secretary Joseph Nkaissery said that security agents are working hard to restore normalcy in Mandera following the incident Nkaissery pointed out that they are collaborating with the Kenya Defence Forces to set up a border command unit to counter the infiltration of Al Shabaab terrorists into the country.

Deputy President William Ruto said the Government is building capacity in TTIs so that they can be better placed to equip Kenyans with the relevant technical skills.

Ruto observed that the government realized there was need to train more Kenyans in technical fields, a move aimed at utilizing the country’s human capital.

He said the Government is keen on training the right number of people in the right fields so that the country can have adequate technicians and artisans to propel Kenya into an industrial country.

“Unless we have people with the relevant skills and competence, Vision 2030 can easily be vision 3020,” DP Ruto said.

He added: “We have to align the training that we have with the needs of the market, based on the agenda and the vision we have set out for ourselves.”

The Deputy President appealed to the youth to take advantage of the equipped TTIs across the country to acquire skills that will give them an edge in the job market.

He urged them not to look down on the technical courses noting that some of the jobs they stand to get after graduation pay better than some degree courses.

Agencies yet to submit reports on tenders to youth and women

Commission opposes Lenaola’s nomination as Supreme Court judge The National Gender and Equality Commission wants the Judicial Service Commission (JSC) to rescind its decision on the appointment of Isaac Lenaola as a Supreme Court judge saying it contravened the two thirds gender rule.

In a statement, Chairperson Winfred Lichuma says with Lenaola on the bench, the two thirds rule will not be adhered to as the composition translates to a 28.6 percent in favour of the female gender against 71.4 percent for the male gender which is unconstitutional.

She indicated that should the JSC not take appropriate measures to comply with the law, the Commission will urge the National Assembly to reject Justice Lenaola’s nomination.

“We are dismayed that the Judicial Service Commission despite our advise on the compliance with the not more than two thirds gender principle as far as the composition of the Supreme Court bench is concerned failed to adhere to Constitution and has contravened the law by nominating a man as Judge of the Supreme Court,” she said.

She stated that Article 27(8), a provision in the Bill of Rights, provides that the State shall take legislative and other measures to implement the not more than two-thirds principle of the members of elective or appointive bodies.

“We hereby urge the Judicial Service Commission to rescind it’s decision and take appropriate measures to comply with the law failure to which we are left to urge the National Assembly to reject Hon. Isaac Lenaola’s nomination as judge of the Supreme Court,” she said.

Justice Lenaola was yesterday proposed for appointment as judge of the Supreme Court by the Judicial Service Commission to replace Justice Philip Tunoi who retired in June.

His name will be forwarded to the Committee on Justice and Legal Affairs before it is presented before Parliament and then to the President for formal appointment. www.capitalfm.co.ke

Both the national government and the county governments have failed to meet the 30 percent procurement threshold set aside for youths, women and people with disabilities (PWDs).

Similarly, only 94 of all the public procurement institutions including county governments, ministries and state parastatals have submitted their reports to the Public Procurement Oversight Authority (PPOA).

PPOA Director General Maurice Juma also told MPs that youths, women and persons with disabilities got 2, 914 contracts awarded between January and June in the 2015/2016 financial year, with a total worth of just Sh1.436 billion.

Under the Access to Government Procurement Opportunities (AGPO) law 30 percent of the tenders are supposed to be for the three groups as directed by President Uhuru Kenyatta at the start of his regime. According to the report tabled before the Joint Parliamentary Committee on National Cohesion and Equal Opportunities yesterday, youths got 1,313 contracts valued at Sh620.33 million, Women got 1,304 contracts worth Sh591.42million and PWD got 219 contracts valued at Sh166.77 million.

The report said that some 78 contracts valued at Sh57.77 million were awarded to unspecified groups. “We are worried with the laxity and disinterest with which public procurement entities are treating this issue,” said committee chairman Johnson Sakaja.

MPs to probe Bidco in Sh4.3 billion tax evasion scheme

Bidco Africa limited is on the spot for failing to remit over Sh.4.3billion as tax to the Kenya Revenue Authority.

In a public petition presented yesterday to parliament by Kiambu Town MP Jude Njomo, the company has been accused of evading paying taxes.

In addition, Njomo also alleged that the company has been mistreating its workers, subjecting them to poor working conditions and failing to remit their statutory dues.

Speaker of the National Assembly Justin Muturi directed the petition to committee of Finance to probe the tax evasion bit and the committee of Labour and Social welfare committee to check on the alleged mistreatment of workers.

“The two committees can work together and probe the allegations in the petition and report to the house within 14 days,” Muturi said. The firm reportedly evaded tax by labelling its imports as raw materials while they were finished goods and falsely stating the contents of its imports.

In the petition filed by 12 individuals, Bidco’s workers are subjected to poor labour conditions at its manufacturing plants countrywide. The petitioners wrote that more than 2,500 of its employees are classified as causal workers contrary to the labour laws. Members led by Opiyo Wandayi (Ugunja) said that tax evasion is tantamount to economic sabotage and crime.

“This is a very serious matter that should be probed and facts presented to this house for immediate action,” Wandayi said. Kiminini MP Chris Wamalwa called for stern measures be taken against Bidco should the claims be proven.“For this country to avoid depending on foreign donors, we must pay taxes,” he said.

MPs have failed Kenyans in the war against corruption and should not blame President Uhuru Kenyatta over the menace, Juja MP Francis Waititu has said.

Waititu argued that parliament plays an oversight role over arms of government and other state agencies but has failed to execute that mandate. He says instead of his colleagues blaming the presidency, the August House should be on the fore front summoning and questioning all those implicated in mega corruption scandals.

In interview, the legislator said that under the current constitution, parliament has more powers than the president and should be blamed for lack of taking initiatives in this fight. “We have the National Assembly Public Accounts Committee (PAC) which is mandated to be a watch dog of public funds, they are the ones supposed to investigate corruption scandals and summon the suspects which the president cannot do,” he explained.

The Gambia says it will pull of the International Criminal Court (ICC) after accusing the tribunal of persecuting and humiliating Africans.

The small West African nation joins South Africa and Burundi in withdrawing from the court.

The ICC was set up to try the world’s worst crimes but has been accused of unfairly targeting African leaders.

Gambian Information Minister Sheriff Bojang said the court had ignored Western war crimes.

He said the ICC, for example, had failed to indict former British Prime Minister Tony Blair over the Iraq war.

Speaking on state television, he said the ICC was “an International Caucasian Court for the persecution and humiliation of people of colour, especially Africans”.

The ICC’s chief prosecutor, Fatou Bensouda, is a former Gambian justice minister.

President Yahya Jammeh has ruled The Gambia since taking power in a coup in 1994.

Elections are due in December, but opposition leader Ousainou Darboe and 18 others were jailed for three years earlier this year over an unauthorised protest.

The country has been unsuccessfully trying to have the European Union indicted by the court over the deaths of thousands of African migrants trying to reach the continent by boat.

South Africa said last week that it had formally begun the process of withdrawing from the ICC because it did not want to execute arrest warrants which would lead to “regime change”.

Last year, a South African court criticised the government for refusing to arrest Sudan’s President Omar al-Bashir, who is wanted by the court.

Burundi has also said it will leave the court, while other Africa countries like Kenya and Namibia have said they might.

All but one of the ICC’s 10 investigations have been Africa-based.

Russia is a nuclear country, but a country where the nukes work as opposed

Trump has not laid out a clear strategy for combating ISIS or addressing the globally destabilizing conflict in Syria, which has killed hundreds of thousands and pushed millions more to flee their homes.

5.85 million businesses operating without licenses, says KNBS report At least 5.85 million Small and Medium-sized Enterprises (SMEs) across the country are operating without licenses, a recent survey by the Kenya National of Bureau Statistics (KNBS) has revealed.

The analysis, dubbed ‘Micro, Small and Medium Establishment report 2016’, indicates that the country has over 7.41 million active SMEs’ with only 1.56 million SMEs licensed. ‘’The findings of the survey shows that total number of persons engaged was approximately 14.9 million with the unlicensed enterprises contributing 57.8 per cent with paid employees in licenced businesses being 4 million,’’ stated the report.

The survey adds that a majority of the businesses that are not licensed include wholesale and retail trades, business dealing in the repair of motor vehicles and those in the motorcycles sector.

The survey further shows that the total number of employees in unlicensed enterprises stood at 8,617 at the time of survey with male employees dominating accounting for 42.9 per cent of that number. ‘’This indicates that the growth in male employees was higher than those in female employees in unlicensed establishments mostly in wholesale and retail trade, repair of motor vehicles and motorcycles sector,” said the study.

However, the report ranked Nairobi County the leading region in terms of licensed businesses, accounting for 27.8 per cent of the enterprises engaged.

A majority of the businesses that are not licensed include wholesale and retail trades, business dealing in the repair of motor vehicles and those in the motorcycle sector.

Speaking during the official launch of the Micro, Small and Medium Establishment report 2016, Chair of the Board of Directors at the KNBS, Prof. Terry Ryan said the 57.8 per cent businesses operating without licenses are impediments to the Kenya Revenue Authority’s (KRA’s) set collection target.

“The value of SMEs output is estimated at Sh3.370 billion against a national output of Sh9.971 billion representing

a contribution of only 33.8 per cent in 2015,’’ he said.

Kenya ranked world’s third most conducive business environment

Kenya has been ranked the world’s third most conducive business environment and Africa’s most reformed country for the second consecutive year. This is according to a World Bank’s Doing Business 2017 report, which states that the country climbed 21 places to 92nd from 113th last year.

The report attributes the significant step to the country’s implemented regulatory reforms aimed at enabling local entrepreneurs to do business in the country.

“Much as Kenya’s gains were associated with efficiency-related measures such as fewer procedures, shorter time periods and lower costs, the quality of regulation influenced Kenya upward score of 61.22 in doing business 2017 from 57.50 in doing business 2016,” stated the report.

Speaking in Nairobi during the launch of the report, President Uhuru Kenyatta described the country’s achievement as a vindication of successful pro-business reforms in pursuit of the national development agenda.

“The improvements we have made this year are as result of the hard work over the past two years when we instituted alongside our World Bank partners and private sector to improve the efficiency of government operations through regulation and legal reforms meant to improve the reality of business operations on the ground,” said the President.

Crediting the reforms across the regulatory and legal indicators, the Head of State said the country is already halfway to achieving its target to be among the most reformed. @enock_x254

We are not yet ready to borrow funds from international capital markets, says CS Rotich Kenya is not yet ready to borrow funds from the international capital markets, Cabinet Secretary for The National Treasury, Henry Rotich (pictured) has said.

“We will enter at an appropriate time to supplement the financing for this financial year and in the medium term,” Rotich said.

The government has set a budget deficit of Sh691 billion, 9.3 per cent of Kenya’s GDP, for its fiscal year starting last July and it plans to borrow Sh150 billion of that from external commercial sources.

He was speaking at a news conference, held jointly with officials from the International Monetary Fund (IMF) on Tuesday.

In an earlier announcement, Rotich confirmed that Kenya seeks to raise revenue to 25 per cent of GDP from the current 20 per cent in the next five years.

He noted that this will be through tax reforms, especially the modernisation of income tax with the Bill expected to be ready in the first half of 2017.

Rotich says other avenues of raising money will be targeting the informal sector as well as areas of transfer pricing.

“We plan to bring in more Kenyans in the tax bracket so as they

contribute to building the country especially the informal sector,” he added.

Also speaking yesterday, Director of the African Department at the IMF, Abebe Selassie said it was important for Kenya to stick to the government’s fiscal consolidation plan in the medium term.

Kenya issued its debut Eurobond in 2014, borrowing a total of $2.75 billion (approximately Sh278.86 billion) in an initial issue and a subsequent tap sale. It has said it was considering a second international debt issue and has not ruled out the Eurobond route.

CS Rotich said the government had a long term plan of boosting tax collections to fund infrastructure projects without driving up debt, and also cutting out wasteful spending.

Kenya’s passenger car market to match South Africa’s by the year 2026, says VW WEDNESDAY, OCTOBER 26, 2016

The Kenyan passenger car market will match the size of the current South African car market within the next decade, vehicle maker, Volkswagen has confirmed.

VW South Africa’s Chairman and MD, Thomas Schaefer, said annual new vehicle sales in Kenya totalled about 19,000 new vehicles, of which 3,000 were passenger cars while about 360,000 cars would be sold in the South African market this year.

Volkswagen (VW) is currently establishing a car assembly operation in Kenya.

The VW Group announced last month that it planned to further expand its production presence in Africa by commencing the assembly of the Polo Vivo in Kenya by the end of this year,

using vehicle kits exported to Kenya from its Uitenhage plant in South Africa.

Schaefer said production of the Vivo would commence on December 22, but the plant would halt production the next day and commence full production from January.

He said VW had promised the Kenyan government it would commence production this year and would honour that commitment. Schaefer said they were planning to produce 1 000 cars in the first year.

VW last year launched a semi-knocked down (SKD) assembly operation in Nigeria.

Schaefer said Kenya could possibly play a leading role in the car market in east Africa, with production focused more

on the lower end of the car market.

Schaefer said DT Dobie, VW’s importer and general distributor in Kenya, owned a 30 percent shareholding in Kenya Vehicle Manufacturers, a multiband assembly facility that would assemble the Vivo on a contract basis.

He described the assembly project in Kenya as “an industrial experiment” that would be managed by VWSA. “We realised it was much more important for us to make it successful than the guys in Wolfsburg (VW head office). They can do 1 000 cars in a day so it’s not really important for them. But for us, it’s our future and it’s important we make it successful,” he said.

Schaefer highlighted two important issues if VW’s production volumes were to increase in Kenya, the imposition of restrictions on used car imports and the availability of vehicle finance.

He said the Kenyan government had started restricting used car imports to seven-year-old vehicles, while other African countries still allowed 15-yearold imports.

“Kenya has a plan to push it year by year to younger vehicles and with that you automatically increase the new car market,” he explained.

Schaefer noted that only about 5 per cent of vehicle sales in Kenya now and none in other African countries were

financed because of high inflation and about 80 percent of the population did not have an address.

The VW chief said the Kenyan government was working on attracting vehicle financiers into the market.

Schafer added that the Kenyan government was in a dilemma, because it could not restrict used car imports completely because it was the only cheap source of supply for mobility.

He mentioned that there was no local manufacturing that could replace used car importation and they had to phase it out, with new cars produced eventually being the source of supply to the used car market. @Dennis_x254

10,000 households to benefit from KBL water project Up to 10,000 households in Kiambu County are set to benefit from newly installed water projects, undertaken in a partnership between Kenya Breweries Limited and AMREF Health Africa.

The projects comprise a 4km water distribution line, rehabilitation of a 225,000 litre water tank and installation of a water kiosk to benefit up to 5,000 domestic households in Kerwa, Sigona.

The brewer also drilled a new borehole in Nduma area, which it is estimated, will benefit another 5,000 residents.

Kenya Breweries Limited (KBL) has injected Sh12 million in the two water projects in Kikuyu Constituency, as part of EABL Foundation’s 10 by 10 water commitments, launched last year.

Speaking during the commissioning, Group Corporate Relation Director, Erick Kiniti noted that the water project will enable access to clean water to over 10,000 households in Kiambu County.

“At KBL, we are cognizant that access to clean water is a basic human right and as a responsible corporate citizen,

are passionate about doing our part to respond to this societal need. That is why KBL, through EABL Foundation is committed to implementing water projects within water-stressed communities such as this one and partnering with them for long-term sustainability of the same,” said Kiniti.

Under the 10 by 10 project, Kenya Breweries limited has rolled out water projects in Siaya, Murang’a and Nyeri counties, benefiting more than 50,000 people.

The company has invested in the installation and management of 73 water and sanitation programs in East Africa, reaching over 5 million households.

Kikuyu Constituency Member of Parliament Kimani Ichung’wa emphasized the water challenges faced by the area in recent years and their search for a lasting solution.

“For many years, Kiambu residents have suffered from lack of sufficient water and this has placed an enormous strain

on thousands of families in the area.

We approach organizations such EABL and AMREF Kenya for partnerships that will enhance water access to serve Kerwa, Nduma and the neighboring villages. We are thankful because this project will truly transform this area and greatly improve the standards of living,” said Mr Ichung’wa.

KBL’s water projects come in the wake of the National Water Master Plan 2030, which was launched by the government last year. The Plan’s key objective is to assess and evaluate availability, reliability, quality, and vulnerability of country’s water resources.

A study completed by the Ministry of Environment, Water and Natural Resources indicated that renewable water resources per capita increased from 647 cubic metres in 1997 to 1093m3 in 2010. However due to increase in population, this is expected to decrease to 475m3 in 2030. @Dennis_x254

same town of Mandera. Reports to the BBC state that the group wanted non-Muslims to leave what it regarded as Muslim areas, “This must have been planned over a long period... It was executed with a lot efficiency,” Mr Shiswa said in a BBC interview.

If tensions were not already high following the attack, the government confessed to having intelligence of the attack before it happened. This hesitation to act that has been shown by the government numerous times paints a rather deplorable picture of the state of security not just in the North East but all over the country. Due to the close proximity of the region to a conflict-ridden Somalia, when news of a terrorist incident hits the headlines, it becomes the norm.

32-year-old backup dancer Shirlene Quigley who had vanished at the Port Authority Bus Terminal in New Jersey over the weekend has been found.

Pep still waiting for Toure apology Manchester City manager Pep Guardiola wants to recall midfielder Yaya Toure but is still waiting for an apology from the player’s agent.

The Ivorian, 33, has played just once this season, in the Champions League play-off round. He was then left out of the competition’s group stage squad.

Dimitri Seluk claimed Toure had been “humiliated” by the decision.

Asked if Toure could play in the EFL Cup tie at Manchester United, Guardiola said: “You know the situation.”

The Spaniard said in September Seluk “must apologise” if Toure is to play in the first team again, but the agent told BBC Sport at the time: “What do I need to apologise for? He should speak to Yaya, who is doing his job.”

But with no apology forthcoming, a stand-off remains between the manager and player.

Guardiola, speaking ahead of today’s Manchester derby at Old Trafford, added: “I would like to take Yaya (with the team), believe me, I would like, but you know the situation.”

FKF in talks with KDF over dependable Starlets striker

Harambee Starlets forward Neddy Atieno enjoys in celebration after scoring for the team in a past match. Football Kenya Federation has opened talks with KDF to allow the player back into the team.

Football Kenya Federation (FKF), has opened talks with the Ministry of Defence in an attempt to allow dependable striker Neddy Atieno to participate in the upcoming Africa Women’s Cup of Nations (AWCON), before she joins the military.

Atieno has left the women’s national team Harambee Starlets with a mini-crisis after she opted to join the Kenya Defence Forces (KDF) at a time she was hitting the heights in her football career.

The 24-year-old played a key role in helping Starlets secure their maiden appearance at the Africa Women’s Cup of Nations (AWCON) which is scheduled to kick off in Cameroon between 19 November and 3 December 2016.

She is among the first names in coach David Ouma’s team sheet and has been traveling the distance with the national team as they build up for the biggest game in their lives.

Atieno, however, has decided to take a career u-turn, terming the opportunity ‘a bird in hand worth two in the bush.’

A winger who can also play in the center forward position, Atieno is one of a few women players in the country to have plied their trade abroad despite her stint with Nigeria Women Football League (NWFL) side Sunshine Queens being short.

She is expected to report for military training immediately.

FKF president Nick Mwendwa said they had ‘written to KDF to see if they’ll release her (Atieno).” Mwendwa however added that should that not happen, they will travel to West Africa without the former U20 captain.

Meanwhile Starlets’ international friendly clash against North African heavyweights, Egypt, scheduled for Friday October 28, has been moved back to the Moi Kasarani Stadium despite FKF initially communicating that the match had been shifted to the Nyayo Stadium.

The local football governing body had initially communicated that Nyayo Stadium will host the 7pm kick off following a huge outcry on social media where most fans expressed their fears over security at Kasarani.

However, in its latest statement, FKF confirmed that the match will be battled out at Kasarani.

“We wish to state that due to circumstances beyond our control the match has been moved back to Kasarani as Nyayo stadium will not be available on the material day. All other details, say for the match venue, remain as earlier communicated,” said a statement from the federation.

Manchester United defender Eric Bailly says he hopes to be back within two months after suffering a knee injury.

The 22-year-old Ivory Coast defender tangled with Eden Hazard during Sunday’s 4-0 defeat at Chelsea and was substituted in the 52nd minute.

After the game, manager Jose Mourinho said he was “afraid” it was “a bad injury.”

“I hope to be able to play again for United and The Elephants before two months,” Bailly said on social media.

Bailly had played every minute in the league for United before Sunday’s match at Stamford Bridge.

The centre-back signed from Spanish side Villarreal for about £30m in the summer.

Rooney still influential, says England boss

England caretaker boss Gareth Southgate says captain Wayne Rooney is still “hugely influential”, despite the forward’s poor Manchester United form. Rooney, 31, missed United’s 4-0 defeat by Chelsea on Sunday through injury.

He was a substitute for the previous three Premier League games and has scored only once this season.

Southgate, who omitted Rooney for E n g l a n d ’s World Cup qualifying draw in Slovenia this month, said his leadership was “hugely impressive”.

Southgate added: “He’s the England captain and, although he didn’t start in Slovenia, to me he is a hugely influential figure in that group and that won’t change. “I thought his leadership qualities in the 10 days with us shone through. I could see how he’s held in the eyes of the rest of the players and the positive influence he has in that environment.”

United seek to bounce back against City rivals in Cup tie

Jose Mourinho will be hoping his Manchester United side bounce back from their weekend humiliation at Chelsea with an improved display against rivals Manchester City in the EFL Cup fourth round tonight.

It was a nightmare return to Stamford Bridge on Sunday for the former Chelsea manager, who watched on helplessly from the sidelines as his side were soundly beaten 4-0,, conceding after just 30 seconds.

The second Manchester derby of the season comes only a month after Mourinho last faced off against Pep Guardiola and it was the latter who came out on top in that encounter, as his side won 2-1 at Old Trafford.

“I would prefer to play (next) in the Premier League. It’s a bad feeling in the Premier League. With the combination of results, the gap to the top is six points,” Mourihno said “We have had a very difficult period of matches. We lost points this week and, even in the match when we played phenomenal against Stoke (a 1-1 draw), we lost points then. Now we need to win matches.”

City are without a win in five games in all competitions after Sunday’s 1-1 draw at home to Southampton, while United have won just once in their last four matches and were

humiliated last time out, a result which ended a six-game unbeaten run.

Playmaker Kevin De Bruyne has been ruled out of the game.The Belgian suffered a calf injury in the draw with Southampton on Sunday, while Pablo Zabaleta (foot) is unlikely to return and fellow right-back Bacary Sagna (hamstring) is still out.

Willy Caballero is set to play in goal and captain Vincent Kompany could be rested with manager Guardiola planning to rotate his squad.

Eric Bailly will miss out for Manchester United after he confirmed he will be ruled out for two months with a knee injury and questions remain over Wayne Rooney’s fitness.

Midfielder Marouane Fellaini came off at half-time due to a knock sustained in a clash with David Luiz, so the Belgian will also be assessed.

United captain Rooney missed the match with an unspecified muscle injury, while Luke Shaw, Memphis Depay, Morgan Schneiderlin and Henrikh Mkhitaryan were among those fit but omitted from the squad at Stamford Bridge. Phil Jones remains out with a knee injury.

Despite winning the competition in 2014 and 2016, Man City haven’t reached the League Cup quarter-finals in back-to-back seasons since the 1978-79 campaign.

In all competitions, Guardiola has failed to win his last three away games with Man City.

He’s only ever gone four away games without a win once in his managerial career (March 2009).

Both sides need a win. Mourinho might be looking at this knowing he needs it to buy himself some time.

It’s turning into a really awkward moment, to an extent which Mourinho has probably never come across. He’s got a pretty average team which doesn’t play the way he likes; Bailly injured, Rooney out of sorts because he’s tried to fit Pogba in his position and Zlatan Ibrahimovic looking more and more frustrated.

As for City, Kelechi Iheanacho can come in after scoring again. They are playing well, of course they are, but they’re making so many mistakes that we have to focus on the problems.

razil legend Carlos Alberto, the captain of the 1970 World Cup-winning side, has died aged 72. He scored one of the greatest goals in World Cup history in the 1970 final against Italy, rounding off a sublime team move with a powerful low finish.

Right-back Alberto was capped 53 times by Brazil and won domestic titles with Fluminense and Santos, for whom he made more than 400 appearances. He died in Rio de Janeiro following a heart attack. The 1970 Brazil side that won the World Cup, which also contained greats Pele, Jairzinho, Tostao and Rivelino, is regarded by many as the finest in history. Alberto was named in the world team of the 20th Century in 1998 and the Fifa 100 for the greatest living players in 2004.

After finishing his playing career in North America with New York Cosmos, he managed 13 clubs and Oman and Azerbaijan. He won the 1983 Brazilian Championship with Flamengo and finished his coaching career with Azerbaijan in 2005.

Sturridge, Ox grab braces in Reds, Gunners Cup victories

oth Daniel Sturridge and Alex Oxlade-Chamberlain scored twice each to help their clubs ease into the League Cup quarterfinals with wins over Tottenham and Reading respectively.

Sturridge who was an unused substitute for Liverpool in Saturday’s win over West Brom, needed less than 10 minutes to turn in instinctively from six yards.

Jurgen Klopp made 11 changes from the weekend, one more than Mauricio Pochettino, and it was Liverpool who created more in a scrappy affair.

The impressive Divock Origi laid on two clear chances that Sturridge wasted, but the pair combined again for the England striker to be sent clear and slide his second under Michel Vorm’s body.

Spurs, who started with eight players aged 23 or under, were by no means overawed but struggled in attack until Vincent Janssen slammed home a penalty when

substitute Erik Lamela was fouled.

Sturridge curled against the bar with the outside of his left foot late on and substitute Danny Ings saw a one-on-one chance saved as Liverpool moved into today’s draw.

“The game was what I expected, in a positive way for us. Then, for part of it, we lost concentration and caused our problems by ourselves. Overall, the summary is very positive - a deserved win,” Klopp said after the match.

The latter stages at Anfield saw Pochettino on his knees in frustration as Spurs exerted pressure but wasted opportunities.

In truth, had Sturridge taken his chances the game would have been out of their reach much earlier.

Even so, with 21-year-old Origi and 18-year-old Ovie Ejaria playing either side of him, Sturridge stepped up to perhaps make a case for starting against Crystal Palace on Saturday. His lack of a league strike this season has prompted questions

over his contribution but he showed a clear nose for goal to pounce when 20-year-old Serb Marko Grujic scuffed his effort.

Janssen is also without a league goal since his £17m summer move from AZ Alkmaar, prompting some observers to draw parallels with Roberto Soldado’s struggles at White Hart Lane.

But Pochettino has publicly said he will be patient with a 22-year-old finding his way in England. On this showing, Janssen showed enough to give Spurs’ fans hope.

“I’m pleased with the performance but not the result. We fought until the end and created chances. It was a great experience and we can take a lot of positives. This will improve our confidence for the future,” said Pochettino.

At the Emirates, Alex OxladeChamberlain scored twice as Arsenal extended their unbeaten run with a hard-fought win against Championship side Reading.

The England midfielder opened the scoring when he skipped into the box and drilled into the bottom corner.

Reading almost equalised when Callum Harriott’s deflected shot landed on top of Emiliano Martinez’s goal. Arsenal dominated after halftime, with Oxlade-Chamberlain’s deflected shot completing a 14th game without defeat.

The 23-year-old has struggled to claim a regular starting place in Arsene Wenger’s first-choice side during their fine start to the campaign and has completed 90 minutes on just two occasions this season, but staked his claim for a bigger role with the standout performance in a much-changed Arsenal team.

“Alex has looked nervous in front of goal and now we hope this will build his confidence. He has been working really hard in training. That is now showing on the pitch,” Wenger said after the match.
