student at Multimedia University and two security guards will have to live with bullets lodged in their bodies, after they were shot by police during last week’s demonstrations against rogue drivers plying the Nairobi city center – Rongai route. The student has a bullet in his chest, while the two guards has bullet lodged under the armpit and in the neck respectively. According Nairobi Women’s Hospital medics, Rongai branch, it is safer to have them live with the bullets to avoid more health complications. “Metallic objects can cause no harm in the body if at least they’re not moving or likely to cause bacterial infection,” a medic who sought anonymity told Capital FM News. Their condition, in case the bullets are removed, will be ‘50/50, “that’s why they are better off with them.” They were among six people including three students who were shot by police officers during the September 27 protests. Lost Sh791m NYS cash was paid to Kabura
National Assembly invites public views on CJ nominee
WEDNESDAY OCTOBER 5, 2016
All the Sh791 million lost in the National Youth Service was paid to companies belonging to Josephine Kabura, the Directorate of Criminal Investigations has revealed. DCI director Ndgewa Muhoro today told the Public Accounts Committee that their investigations has so far revealed its Kabura who was solely paid all the cash through her three companies that did business with NYS. Another 22 companies were also found to have done business with the national youth agency and were paid another Sh999 million. Those companies, Muhoro said, are still under active investigations. The two payments add up to the total Sh1.8 billion which the Ethics and Anti-Corruption Commission told MPs could have been lost in the NYS scandal. The CID boss also rubbished claims made by suspended senior Deputy Director at NYS Adan Harakhe that his password was hacked and fraudulent payments made in the NYS suspicious deals. According to Mr Muhoro, the IFMIS password cannot be hacked and that it would have been impossible for someone to have stolen it from Mr Harakhe. “IFMIS password cannot be hacked and can only be used if the real owner gives out his password to another person,” Muhoro submitted. Muhoro said there was no wrong attempts to log into the IFMIS system further confirming that the system was

not hacked. Chief Inspector Ruto from the CID told the committee that IFMIS payment can be made from anywhere so long as the computer is an IFMIS integrated one rendering the claims by Harakhe that the system can only be accessed from the office incorrect. He explained to MPs that the IFMIS is a very secure system and cannot be hacked. He also doubted the computer literacy of Mr Harakhe.
Mr Muhoro further revealed that they had recommended that Harakhe be charged as a key mastermind but the Director of Public Prosecutions advised he be treated as a witness and not a suspect. “I can’t speak for the DPP on why he wanted Harakhe to be witness and not suspect as we recommended in our report that we forwarded to him,” Muhoro said. @sam_x254

The government has dismissed reports of unlawful killings linked to the police. Interior Cabinet Secretary Joseph Nkaissery castigated the report labelling it biased and a palpable misrepresentation of facts. He was alluding to an investigative piece published on a local daily purporting that the police have killed 122 people in the last eight months alone. The report further claimed that in 2015, more than 140 people died in the hands of police officers with a cumulative of about 250 innocent civilians in the past 20 months. But Nkaissery dismissed the claims and instead alluded to a conspiracy by nonstate actors to undermine the work of the government in securing the country by glorifying criminal acts. “The author of the report appears to be suffering from confusion and a lack of understanding of facts. It is obviously biased. We know who are behind this wild report,” a viciously agitated Nkaissery told journalists outside his Harambee House office in Nairobi today. He was flanked by Inspector General of Police Joseph Boinnet, National Police Service Commssion chairman Johnstone Kavuludi and Interior PS Karanja Kibicho. While dismissing the presence of a special

squad to carry out the killing, he maintained that the use of firearms by law enforcers was clear in the law. He said there was no policy allowing police officers to engage in extra judicial killings and asked members of the public to front such evidence to the Independent Police Oversight Authority (IPOA) if they suspected such an occurrence. He however acknowledged that there could be a few rogue police officers who overstepped their mandate. “Like any other department, the police harbours a few rogue elements. But a few rascals do not justify condemnation of an
entire service,” said the CS adding that such officers will be prosecuted. According to the CS, 77 per cent of the extra judicial killings submitted to IPOA were found to be baseless. “The report acknowledged that IPOA had received 5784 complaints of police harassments and unlawful killings. On record 4454 of the cases were baseless,” he noted. IPOA reports indicate that out of the 1330 cases found to contain evidence were being investigated, 116 files submitted to the Director of Public Prosecution (DPP) with another 163 closed by the same office.

MCA behind Gov. Kidero impeachment motion stripped of committee duties A Nairobi MCA behind the impeachment motion against Governor Evans Kidero has been stripped of his committee duties. Viwandani ward representative Samwel Nyaberi Nyang’wara has been removed from the Assembly’s committees of House Business, Health and Trade and Tourism. Nairobi County Assembly’s Majority Leader Elias Otieno has written to Speaker Alex Magelo notifying him of the changes. “Pursuant to Standing Orders 157(1), I do hereby discharge Hon Samwel Nyaberi Nyang’wara from the herein listed County Assembly Committees with immediate effect,” Elias said in his letter before listing the three committees. The move is largely seen as an attempt by Nyang’wara’s party, Orange Democratic Movement – ODM, to punish him for his decision to table the motion. Both Nyang’wara and Governor Evans Kidero belong to the same party and ODM has said it would have expected the MCA to first raise his queries against the governor with the party before going ahead to table a motion on his impeachment. The motion was finally tabled before the County Assembly yesterday amid chaos after a similar attempt was thwarted last week. Trouble started when Speaker Alex ole Magelo began the session by criticising the behaviour of the MCAs for disrupting last week’s session during which Nyang’wara was also roughed up.
Senators angry as Mutua fails to appear before committee Machakos Governor Alfred Mutua today failed to honour a summon to appear before the Senate Public Accounts and Investments Committee to answer to audit queries raised by the Auditor General. Instead, a delegation led by the county’s executive for Finance Elizabeth Nzyoka represented him and explained to the committee that he was on an official trip out of the country. Nzyoka told senators the governor had notified the senate clerk of the same upon receipt of the letter of the summons. “Dr Alfred Mutua, is already out of the country and will not have returned by Wednesday, 5th October, 2016. It is practically impossible for him to appear personally,” read the letter addressed to the Senate Clerk Jeremiah Nyengenye by Machakos Acting county secretary Grace Munguti. But the county officials made the admission an hour late during which the committee had been waiting for the governor. Senators Kimani Wamatangi (Kiambu) and Mong’are Bwo’Okongo (Nyamira) were angered at the governor’s decision saying he was playing hide and seek with them. “The governor cannot take this committee for granted. Action must be taken for refusing to honour our summons and wasting our time this morning,” Senator Mong’are said. @hillary_x254

And yesterday, as chaos started building up, Magelo ordered Eastleigh East MCA Nelson Masiga out of the House. But the MCA refused to heed the order and proceedings were halted as a scuffle between the Sergeants-at-Arms and his colleagues ensured.
“The needles attack on the person of the honourable Samuel Nyang’wara which occasioned a scuffle witnessed by all present and as reported by the media houses via a captured video was indeed despicable and shameful. What transpired here last week is now public
knowledge and I cannot say otherwise but to condemn it,” he stated. After some time, Masiga eventually walked out and the motion was tabled even as CORD MCAs attempted to grab the mace in a bid to disrupt proceedings. Nyang’wara is accusing Kidero of violating the constitution by failing to implement the Ward Development Fund. He is also accusing the Governor of ‘suspicious’ deals he approved including a revenue collection tender awarded to JamboPay E-jiji pay and an agreement with Chinese car maker Forton to supply garbage trucks. Following the scuffle last week and yesterday, the Ethics and Anti-Corruption Commission has summoned Mr Magelo tto explain what transpired. The commissions’ Deputy Director Michael Mubea said they have summoned Magelo to assist them with more information over physical fight witnessed in the county assembly on the two occasions. “Magelo is expected to shed light on the fist fight that led to adjournment of the session, we all know the conduct of the MCAs violates the code of conduct of public officers,” Mubea said. The commission has also written to the clerk of Nairobi County Assembly Jacob Ngwele to provide CCTV footage and explain what transpired on that day. @peter_x254

Keep close eyes on county affairs, EACC urges Kenyans The Ethic and Anti-Corruption Commission (EACC) has called on members of the public to keep a close eye on county affairs and whistle blow on corrupt deals. Speaking during the Kenya Leadership and Integrity Forum (KLIF) EACC chief executive Halakhe Waqo said that the gains made through devolution would be lost if public participation was not properly exercised. He urged citizens not to shy away from exposing corrupt dealing in the counties. Mr Wako maintained that despite the challenges facing the commission, his team would not relent in its quest to foster good governance and building a culture of integrity in all public institutions. “All of us as members and citizens of this country have a mandate to whistle-blow on corrupt dealings especially at the county level. No one should shy away or else we will lose the gains achieved through devolution,” Mr Wako said. The forum brought together leaders from various state departments to draft the Kenya Integrity Plan (KIP) 2015- 2019 aimed at strengthening legislation on corruption including the Anti-Corruption Laws (Amendment) Bill 2016, the Whistleblower Bill and the False Claims Bill. Addressing the same forum, Attorney General Githu Muigai observed that the Plan was a reflection of the hopes and aspirations of both the leadership and people of Kenya as espoused in the Constitution and Kenya’s development blue print of Vision 2030. “The objectives of KIP are multi-faceted. We need to combat and reduce the incidences of corruption and unethical conduct as well improve institutional and business ethics for transparency and accountability while seeking to enhance efficiency in service delivery. This must be coupled by strengthening our policy and legal framework,” Prof Muigai stated. @wilson_x254

US election 2016: Trump ‘fool’ and Clinton ‘weak’, VPs say in debate Donald Trump was likened to a “fool or maniac” while Hillary Clinton was dismissed as “weak and feckless” in a punchy vicepresidential debate. Democratic Virginia Senator Tim Kaine and Republican Indiana Governor Mike Pence clashed on a series of topics ranging from abortion to Russia. But they focused their sharpest exchanges on Mrs Clinton and Mr Trump. The running mates tangled at Longwood University in Farmville, Virginia, 34 days before Americans go to the polls. It set the stage for a second presidential debate this Sunday in St Louis, Missouri, where Mr Trump needs to rebound from a wobbly performance in the first match. In Tuesday’s 90-minute duel, the usually lowkey Mr Kaine went on the attack from the beginning. But while the two frequently talked across each other, Mr Pence seemed imperturbable. Mr Kaine invoked Republican President Ronald Reagan when talking about the dangers of nuclear weapons under a Trump presidency.
He said Mr Reagan had once warned that nuclear proliferation could lead to “some fool or maniac” triggering a “catastrophic event”. Mr Kaine said the Republican commander-inchief had been referring to someone like Mr Trump. The 58-year-old senator also criticised Mr Trump’s temperament, saying he “can’t start a Twitter war with Miss Universe without shooting himself in the foot”. In one of the more heated moments, Mr Kaine sharply criticised Mr Trump’s complimentary remarks about Russian President Vladimir Putin. Mr Trump praised dictators, said Mr Kaine, and had a “personal Mount Rushmore” made up of Mr Putin, Kim Jong-un, Saddam Hussein and Muammar Gaddafi. “If you don’t know the difference between dictatorship and leadership, then you’ve got to go back to a fifth-grade civics class,” Mr Kaine said. But 57-year-old Mr Pence contended Mr Putin would respect Mr Trump because of his strength, “plain and simple”.
He added that “the small and bullying leader of Russia has been stronger on the world stage than this administration - that’s stating painful facts”. That’s not an endorsement of Mr Putin, he said. “That’s an indictment of the weak and feckless leadership of Hillary Clinton and Barack Obama.” The two candidates also clashed on Mr Trump’s tax arrangements, which have come under scrutiny in recent days. The property tycoon has refused to release his tax returns, but the New York Times reported he may have avoided paying taxes for the last 18 years. Mr Pence said his running mate had “used the tax code just the way it’s supposed to be used, and he did it brilliantly”. Mr Kaine shot back: “I guess all of us who do (pay taxes) are stupid?” The debate was hosted by CBS News’ Elaine Quijano and followed last week’s presidential debate, which drew a record 84 million viewers, according to Nielsen.
Varsity student, two guards to live with bullets in their bodies
Continued from page 1
The protests that began peacefully turned chaotic when police lobbed teargas and opened fire to disperse the agitated students who had blocked sections of Magadi Road outside the university, paralyzing transport for hours. It was after the death of a first year student, 18 years old Cynthia Akoth following a road accident that left three others dead and seriously injured dozens others. One of the security guards, 24 years old Edwin Kiprono during an interview with Capital FM News at his hospital bed, explained how the shooting happened. “I was at the main gate where most students were standing… Some were throwing stones at police, “he recalled. “Things turned chaotic after antiriot police officers started moving in a bid to push the students further. Some were throwing teargas at them while others were firing live bullets. I decided to take cover but in the process, I was hit by something which I came to realize later was a
bullet. ” He has called on the Inspector General of Police Joseph Boinnet to ensure that the officers involved are held culpable. Kiprono also wants the National Police Service to compensate him and take care of his medical expenses. “I was not among the protesting students, ” he said. “What they did was unacceptable and worrying since they were supposed to restore order and not to shoot live bullets at the students.” Emmanuel Waswa, a fourth year Mass Communication student has a bullet lodged in his chest, and just like in Kiprono’s case, it cannot be removed, at least not for now according to doctors. Waswa also wants NPS to cater for his medical expenses as well as put to book the officers who opened fire at the students. The incident attracted condemnation from right groups who accused police of using excessive force against the students. It comes a time when the National Police Service is struggling with a dented image that’s coupled
with mistrust from the members of public, over extra judicial killings claims. According to Independent Medico – Legal Unit, more than 100 people have been killed by police since January this year. Interior Cabinet Secretary Joseph Nkaisserry however in defence of police said some deaths were justifiable since ‘suspects’ could have posed a threat to officers. “The allegations are clearly unsubstantiated and given in bad faith to undermine the efforts made by police and other security agencies in managing and controlling crime in this country,” the Interior CS said on Tuesday. Among the victims of police brutality include lawyer Willie Kimani, his client Josephat Mwenda and their cab driver Joseph Muiruri. Police in an ongoing case were accused of torturing the three before killing them. “There is no policy whatsoever within the National Police Service to engage in extrajudicial killings,” he said. “Kenya is a country
that is governed by law and the police are no exceptions.” Interior Principal Secretary also shares Nkaissery’s sentiments saying that, “There’s no policy with the National Police Service to engage in extra judicial killings.” It is a trend that has led the Independent Medico Legal Unit to develop a mobile application – RIPOTI – that will boost the voice of victims of torture in any part of the country, without exposing them to the obvious threats. Through the app, Kenyans will now be able to report any incident of torture and related incidents using their phones. The application, will allow Kenyans to either record audio, video or a short narration of an incident. With advancement in technology and continued uptake of phones, the rights group hopes to reach more Kenyans, with a positive impact expected. www.capitalfm.co.ke

Political risk in advanced economies has emerged as the biggest threat to the global economy, the International Monetary Fund warned on Tuesday as it lowered its growth forecasts for the US and other rich economies. Low growth and a slow recovery from the 2008 crisis were fuelling “political tensions [which] have now made advanced economies a major locus of policy uncertainty”, the IMF’s chief economist, Maurice Obstfeld, said as he unveiled the fund’s latest World Economic Outlook. The IMF said it now expected the US economy to grow just 1.6 per cent this year and the UK’s economy to in 2017 to grow at half the rate it predicted before the June vote. www.ft.com

KCB Bank, Oracle announce pact to link job seekers to job creators KCB Bank and global technology giant Oracle, have signed a deal that will link thousands of youth seeking employment to potential employers. The partnership would further develop new solutions that will drive the lender’s digital banking agenda. Speaking during an event dubbed the Hackathon Challenge Summit where the two firms hosted over 200 technology developers drawn from across Africa, KCB Chief Executive and Managing Director Joshua Oigara noted that the deal seeks to solve a growing unemployment crisis among graduates. “The goal of this project is to enhance entrepreneurship competencies to create jobs and reduce poverty. We have therefore envisioned a program along these lines that will facilitate growth of each business and create additional employment opportunities,” said Mr. Oigara. Commenting on the same, Oracle Kenya Country Director, Dr. Gilbert Saggia said innovations are the key drivers of a country’s economy, driving digital transformations across Africa’s public and private sector organizations. “The Developer Day event is a manifestation of Oracle’s commitment to encourage innovation, support local businesses and tech entrepreneurship in Africa, with the aim of empowering them to create Made in Africa solutions to address local challenges on the continent,” he said.

Paint manufacturer pledges support for elephant conservation initiatives Crown Paints has pledged to support conservation of elephants as the country grapples with frequent cases of poaching. The number of elephants in the country has plummeted drastically from a population of over 167,000 that was recorded in the 1970s to about 35,000 at present. The Kenya Wildlife Service states that over 200 elephants are killed every year across the country for their ivory. Elephant poaching activities in Kenya are driven by a growing demand for ivory in the Asian markets, which attract high prices for the illegal commodity. The Paint Company has partnered with the Africans for Elephants Initiative, with an aim of bringing together like-minded individuals and companies to stand up against the rapid decline of the elephant population by contributing to lasting solutions to the humanwildlife conflict and poaching. “We need to create a sense of pride and awareness about the importance of elephants as a national heritage”, said Akinyi Adongo, founder of the Africans for Elephants Initiative. She made the comments while addressing
guests during a black-tie gala event at the Village Market, sponsored by Crown Paints, to raise funds for the David Sheldrick Wildlife Trust and The Walk with Rangers Initiative. Crown Paints Chief Executive Officer, Rakesh Rao, called on all communities to learn to coexist with wildlife due to the significant role it plays in promoting the country’s tourism sector. He said tourism was the second-largest source of Kenya’s foreign exchange and there was need to protect wildlife as a national heritage. Rao noted that the partnership with Africans for Elephants Initiative was part of a long term Corporate Social Responsibility Programme to help preserves the country’s wildlife heritage and also safeguard all those who earn their livelihoods through the tourism industry. In addition to Sh2 million raised at the event towards the cause, Crown Paints also announced that it would donate a percentage of proceeds of sales of its recently launched eco-friendly Zero VOC paints to support the cause. @kevin_x254

Cement producers move to diversify product range Local cement manufacturers have begun exploring alternative market opportunities to guarantee their survival in a globalized and increasingly competitive market. Savannah Cement Managing Director says local cement manufacturers will need to up their game by providing a diversified range of value added products. Such diversification will include raising the volume of ready mix concrete deliveries for small to large construction projects to complement the existing bagged cement sales. Speaking at the ongoing Totally Concrete East Africa Conference and Expo, at the Laico Regency Nairobi, Ndegwa confirmed that cement manufacturers are evaluating various market possibilities in the face of increased local an international competition. At Savannah Cement, efforts he said are already underway to encourage a consumer shift to bulk cement deliveries and adoption of premix concrete supplied onsite beyond the current 50kg cement bag purchases. “We are alive to the market dynamics and I can assure you that at Savannah Cement, we are not resting on our laurels as we continue to explore the possibility of diversifying our product range,” Ndegwa said. Savannah Cement, he said has already moved to formulate a Hydraulic Road Bidder (HRB) product, which is a specialist cement type used in road construction and related works. He added that the firm may soon set up a value added products factory for precast cement products. @kevin_x254
CBK extends IBL receivership by six months as depositors pile pressure on directors The Central Bank of Kenya (CBK) has extended the appointment of Kenya Deposit Insurance Corporation (KDIC) as receiver of Imperial Bank Limited (IBL) for a further six months. “The Central Bank of Kenya hereby extends the appointment of KDIC as the receiver of Imperial Bank Limited for a further six months from October 13, 2016,” CBK said in a statement. The regulator says the postponement follows a request by KDIC for an extension to offer the best resolution strategy as the 12 month receivership term nears its end. “KDIC will maintain the management and control the bank and advise CBK of a resolution strategy as soon as it is practicable and not later than six months from October 13, 2016,” read the
statement in part. The regulator said the extension was done in the interest of the Bank’s investors and the general public. “The appointment was carried out in the interest of the bank’s depositors, creditors and members of the public. Since the appointment, progress has been made towards a resolution of the bank’s receivership with the objective of safeguarding the interest of Depositors creditors and the wider public interest,” the Central Bank said. The announcement piles more pressure on IBL directors following a new suit in which the directors face a freeze on their assets as the regulator moves to help the lender recover from a Sh45 billion loss that sent the lender into receivership.
Reports reveal that the assets were stolen through a well-orchestrated scheme, organised by the late Imperial Bank Founder and Managing Director, Abdulmalek Janmohamed. CBK Governor Patrick Njoroge said in an earlier statement that the regulator is doing a forensic audit and those found culpable shall face the wrath of the law. CBK is currently moving to seize all the known property and assets of stakeholders and directors in Kenya. KDIC was appointed to take over the management of the bank on October 13, 2015 due to unsafe and unsound practices. Since the lender was put under receivership, depositors have accessed a portion of their money as resolutions continue. @enock_x254

Kenya Power to adopt new transformers, curb vandalism WEDNESDAY, OCTOBER 5, 2016
Kenya Power has urged transformer suppliers to replace copper windings on transformers with aluminium ones, a move that would eradicate transformer vandalism and improve the quality of power supply. The new specifications are further envisioned to increase durability of transformers while making them less attractive to vandals. As part of the changes, suppliers will be required to provide a list of critical raw materials and their sources in order to ease traceability of parts and control the quality of the equipment. “The new guidelines require that a supplier provides a warranty of six years and five years from the date of delivery and commissioning respectively. This will help reduce transformer failure rates and compel manufacturers to take responsibility for any manufacturing defects,” read a statement from the power distributor. “This is one of deliberate steps being undertaken by the company to ensure that we offer the best service to our customers. In the past, the challenge of vandalism has adversely affected our business thus calling for innovative ways of tackling that problem,” Kenya Power MD & CEO Dr Ben Chumo said. Chumo added that by ensuring transformer manufacturers reveal their sources of raw materials, the company will be in a position to avoid low standard equipment that could compromise the efficiency of the network. “The new requirements are expected to contribute to improving the quality of power supply by reducing outages
The new requirements are expected to contribute to improving the quality of power supply by reducing outages resulting from vandalism. resulting from vandalism,” Chumo said. Kenya Power recently signed an MoU with Toshiba Transmission & Distribution Systems (India) Private Limited (TTDI), a subsidiary of Toshiba Corporation, for the pilot installation and trial of a new type of transformer with the aim of enhancing efficiency and helping to significantly reduce distribution losses.
An internal analysis by Kenya Power shows that cases of transformer vandalism have been on a decline, helped by constant surveillance on the network, enhanced penalties and jail terms for vandals as well as the deployment of other innovative measures to crack down on the vice. Last year, 222 transformers were vandalized, resulting in a loss of Sh86 million for the company,
compared to 268 transformers vandalized the previous year, costing the service provider Sh100 million. At the moment, there are about 59,000 transformers in the distribution network. This figure is expected to rise significantly with the implementation of the Last Mile Connectivity Project, part of which involves increasing the number of transformers. @enock_x254
Bamburi Cement signs MoU with National Construction Authority to bridge industry skills gap and create jobs
(Seated)Bamburi Cement Commercial Director Geoffrey Ndugwa and National Construction Authority CEO Arch. Daniel Manduku assisting them is NCA’s Corporation Secretary Samson Lukoba.
Bamburi Cement has signed a memorandum of understanding with the National Construction Authority (NCA) to improve skills and competencies in the building and construction industry. Following the agreement, the two will work together to bridge the skills gap in the building and construction industry by developing curriculum for training of construction site and contractors in Kenya. Additionally, they will hold joint training sessions, as well as certify qualified workers and site supervisors across the country. “This agreement is born out of our shared objectives of improving quality standards in the industry,” said Geoffrey Ndugwa, Commercial Director Bamburi Cement. The move comes at a time when the NCA has been stepping up its endeavors to professionalize the industry as the country continues to experience an increase in the number of incidences of buildings and other structures which claim the lives of many people. NCA plans to train and accredit 1,500,000
skilled construction workers in various trades in the construction sector. “We will work together to improve artisans skills and professionalism by developing curriculum and offering them formal training, and through this in turn aid to promote safe construction and job creation in the country,” said Arch. Daniel Manduku, CEO of NCA. Under the agreement, Bamburi will also avail its Mobile Concrete Laboratories to NCA for use around construction sites in the country. The Mobile Labs conduct on-site testing of materials and also offer technical advice. Through its program, dubbed ‘Builder’s Academy’, rolled out twelve years ago, Bamburi has been training masons on site planning, drawings, setting out and foundations, mix designs, causes of building defects and how to avoid them as well as on-site safety procedures. The company has so far visited 200 towns and villages across the country, held over 500 seminars and interacted with more than 200,000 masons. @Dennis_x254
Liquid Telecom Kenya to roll out new IP addresses as crisis looms Leading Internet Service Provider Liquid Telecom Kenya is rolling out the new Internet Protocol version six (IPv6) addresses to all its customers in Kenya. The service provider warns that Africa is set to run out of the oldstyle IPv4 addresses in 2017, causing serious setbacks to the continent’s Internet growth and security. Africa is the last continent with available IPv4 addresses, but it is now also running short. Yet the uptake of the new IPv6 addresses is proving so slow in Africa that Liquid Telecom’s roll out in just the first two of the 12 countries it services across Africa, being Kenya and Zimbabwe, has more than doubled the use of IPv6 across the continent. As IPv4 addresses run out, it will become increasingly difficult and more expensive for networks to add new devices and users to their networks, as well as triggering additional Internet security issues. “Africa’s population is growing fast with Kenya expected to be 62 million people by 2030. This is then multiplied by the growing number of internet devices we are all carrying. All these devices need an IP address and if Africa mismanages the transition to the new IP addresses, it will affect our cyber security, the ability to add any new devices, which are vital to our continent in continuing to achieve a higher level of Internet penetration, and thus prosperity,” said Mr Ben Roberts, CEO of Liquid Telecom Kenya. “IPv6 has been rolled out seamlessly to our home user customers and we are working with our business customers to help them exploit this technology on their office networks,” he added. Transiting to IPv6, which has been a global issue, is now well advanced in the rest of the world, following from the limitations of IPv4, designed in 1981. With Africa now the only continent left with IPv4 addresses, this has raised concerns about ISPs from elsewhere in the world seeking addresses from Africa. However, the galloping growth in Internet use in Africa itself is anyway rapidly moving the continent to the point of running out of the current IP version 4 Internet addresses. “We are almost eating into the last block of 16 million addresses of the IPv4 space that the regional internet registry for Africa, (AfriNIC) has available,” said Liquid Telecom Group Head of IP strategy Andrew Alston. AfriNIC has been working with governments, universities and corporations to drive up the rate of deployment, with the allocation of Ipv6 addresses to providers proceeding as expected, but few providers yet deploying them. @Dennis_x254

Calvin Mbane Alfayo 2
016 is apparently the year of Ken wa Mwangis cropping up all over the place. It’s stunning that in this day and age child molestation is something to share and celebrate with all and sundry on social media. Calvin Mbane Alfayo aka Mohammed Alfayo aka probably one of the vilest Kenyans to stalk the internet, posted his exploits with a child online and the word shocking does not even begin to describe the update. In a couple of pictures that show the aforementioned Alfayo with a child in a location covered with greenery, Calvin Alfayo captions the pictures, ‘Today I had sex in the bush with a standard 4 gal….Unaweza penda mtu lakini ukose kupendwa….so take my lovley b****es’. Besides this there is a picture of a girl exposing her breasts to the camera. It’s odd that Facebook didn’t ban the criminal’s account instead for waiting on KOT to do the dirty work. Mohammed Alfayo’s account is not only disgusting, it’s worrisome and that post only highlights one of the more extreme updates that he has put up for the entire world to see. His Facebook posts are filled with derogatory, poorly-worded, mostly belligerent remarks about women and their appearance. He offers this word of advice to women, ‘If u r a lady aged between 35 n 45 n u r seriously looking for a soulmate.... seriously speaking u r a prostitute... u r too old to
enjoy a faithful lover..... it’s not the end rather an opportunity to build ur future... invest now.... old age is knocking... be blessed good b****es...’ also this gem that makes little sense, ‘90% of gals are so ugly like warthogs only 8% have self confidence in themselves n attitude that they are so fly n beautiful n the rest of these chimpanzees they have names like cheptoo, akinyi n yes all the female names that have letter E.... Good day b***es...’ The worrisome part comes in when it is apparent that some of his comments have tens of likes. Exactly who is co-signing this ‘man’s’ posts is beyond comprehension. Although it has been said that Kenyan men do not treat their women with the respect they deserve. KOT donned their capes and masks and swooped in to save the day by posting his face and phone number all over the micro-blogosphere. Calvin Mbane Alfayo is reportedly the son of an MCA in Nyamira County, which only exacerbates the situation. Although he has been arrested one Twitter user pointed out a valid point, ‘#ArrestMohammedAlfayo will go nowhere when ALFAYO turns out to be a Son of a prominent politician.’ @christine_x254

Olunga on target as Stars stun DR Congo in friendly From Page 16 As early as the first minute, Botaka managed to break away from Omar, delivering a cross into the box which Brian Mandela nearly turned into his own net but Boniface Oluoch covered for the error with some good reflex. Kenya had their first chance in the 13th minute when Michael Olunga found some space on the right, floated in a cross but Rama Salim’s connection went just wide. Salim again had an effort in the 20th minute with a long range shot which went wide. Mathare United’s Eric Johannah tried his luck with a free-kick from almost 40 yards out but Joel Kiassumbua in Congo’s goal made an easy catch. Bolingi Mpangi had several good chances on the other side for Congo, but he could not hit the target. In the 27th minute his diving header from Botaka after some little skill to nutmeg Jesse Were went wide while a minute later, his connecting shot from a Mulumba through ball was too weak to trouble Boniface Oluoch. Eight minutes to the break, Ibenge pulled out the misfiring Bolingi for Bollasie as he sought some punch in the attack line. The Everton man’s runs brought a different dimension of attack for the ‘Red Devils’ and his combination play almost bore the home side’s first goal in the 44th minute but Firmin Mubele’s attempt with a header unmarked inside the box was awry. At the start of the second half, Ibenge made two changes, bringing in in his first choice keeper Matampi for Kiassumbua while Lomalisa came on for Vital Nsimba. Five minutes into the half, Stars had a decent chance with Salim breaking free on the right, but his cross from the weaker left foot went way over the bar with Olunga lurking inside the box. The hosts continued with their dominance and on the hour mark came close with Jacques Maghoma sending Mubele through, but the latter could only shoot into the side netting under pressure from Mandela. And after Kenya scored, Ibenge threw in another five minutes later in search for an equalizer with Dody Lukebakio coming on for Paul Jose Mpoku. They continued pushing and Botaka continued his torment of Omar, but the final ball was always lacking.
With quarter of an hour left, the Charlton Athletic man wriggled inside the Kenya box before unleashing a stinger of a shot which Oluoch spilled, but the defense was well placed to clear. Five minutes to the final whistle, Okumbi made his final change, handing Chemelil Sugar midfielder Victor Majid his national team debut coming in for Johannah, a change seeking to solidify the midfield and shut out spaces for the Congolese. They kept pounding the Kenyan 18-yard area and came close again with three minutes left with Lukebakio curling a leftfooted free-kick just inches above the bar. Stars managed to guard their rare with Oluoch well protected, holding on for the vital morale boosting win. Ibenge will have much to think about before they play Libya, but he will l a y

Legend Rigobert Song now out of 2-day coma
Former Cameroon international Rigobert Song has come out of a two-day coma and was due to be flown to France for treatment last evening. The 40-year-old was admitted to Yaounde Central Hospital on Sunday after falling unconscious. “He has come out of his coma and the oxygen has been disconnected,” Dr Louis Joss Bitang A Mafok, director of the hospital’s emergency centre confirmed. “His high blood pressure has returned to normal and the cerebral haemorrhage has been controlled.” Dr Mafok also explained that a plane was to arrive in Yaounde from France to transfer Song on Tuesday. “A medical aircraft will be in Cameroon in (Tuesday) he morning, we will have a working session with the French team and then he will be flown to France,” he explained. It is not yet known whether Song has already been flown to France. Song played 137 times for his country and had spells with English clubs Liverpool and West Ham. He has been working as a coach for Cameroon’s football federation following his departure as Chad coach. Former Cameroon team-mate Samuel Eto’o tweeted in French: “I wish you courage and a speedy recovery big brother.” Ex-Liverpool players Jamie Carragher, Stan Collymore and Robbie Fowler have also sent messages of support, while the Anfield club tweeted: “Our thoughts are with Rigobert Song and his family at this time.”
Di Matteo disappointed by Aston Villa sacking
Sacked Aston Villa manager Roberto di Matteo says he is “deeply disappointed” not to be given enough time by the struggling Championship club. The Italian, 46, was sacked on Monday after only 124 days in charge. Speaking for the first time since, he said: “My coaching staff and I have worked tirelessly to rebuild the squad. “I have seen enough over the opening games of the season to suggest that the team we built will start converting draws into wins and climb the table.” Villa are sixth from bottom, having won only one of their opening 11 league games. In a statement issued via the League Managers Association, Di Matteo added: “I fully expect the players we have brought in to start delivering results in the weeks and months to come. “I am sure that the work we have done over the past four months will contribute to seeing Villa back in the Premier League in the near future.” Whoever succeeds Di Matteo will be Villa’s fifth man to pick Villa’s team in 12 months.

Rooney ‘getting tired of England question’ WEDNESDAY, OCTOBER 5, 2016
England Captain Wayne Rooney has said he is getting tired of being asked about his place in the England men’s national football team. Rooney, England’s leading all-time goalscorer with 53 goals, has recently lost his place in the Manchester United starting XI and his place in the England side has been under scrutiny since their failure at Euro 2016, where he played in midfield. Asked where he thought he would play for England under new boss Gareth Southgate, Rooney said: “It is getting tiring, that question. I have answered it many times. “It is the same answer. I will play where the manager wants me to play. I have never picked myself.” On Monday, Southgate who succeeded Sam Allardyce confirmed that Rooney will remain as England captain, describing the Manchester United forward as “the outstanding leader in the group”. Rooney said: “With Sam, there was a lot of talk over whether I would be captain. It was good Gareth put that to bed early and there was no unnecessary speculation.” Rooney was also criticised for his display in the 1-0 win over Slovakia in the World Cup qualifier in September, Allardyce’s only game in charge. “I actually thought I’d done quite well, especially in the second half,” said Rooney. “It has all been blown up.” Asked after that game why his captain kept dropping deep, Allardyce said: “Wayne played wherever he wanted to.” But Rooney said on Tuesday: “It couldn’t be further from the truth. I play to instructions. “I suffered from that, but I thought Sam’s change in putting Dele (Alli) on allowed us to win the game,

with me and Eric (Dier) controlling it and winning the second balls, getting balls into dangerous areas. “He knew he had made a mistake. That’s part of being involved at this level. He understood that quite early and unfortunately he doesn’t have the chance to rectify that now.” Meanwhile, Rooney believes Southgate has a chance to stake his claim to become England manager on a permanent basis.
Southgate, 46, vacated his role as Under-21s boss to take temporary charge of the senior team following the departure of Sam Allardyce last week. He will lead the country for the next four matches, the first of which is against Malta at Wembley on Saturday. “It is an opportunity to show what he can do at senior level,” said Rooney. “He has worked with a lot of the players at under-21
level, which will be good for them. “He will bring his own way of working so it will be good to see how that is in the next week. “We have to buy into his ways and take his ideas on board and put them on the pitch.” Allardyce left his post as England manager by mutual agreement with the Football Association last week after only one match and 67 days in charge. It followed a newspaper investigation claiming he offered advice on how to “get around” rules on player transfers. “It’s a shame. Everyone could see how excited Sam was for the job and he came in and showed that enthusiasm to the players,” said Rooney. “It’s a shame it’s happened and I’m sure he deeply regrets it. “It was a decision for the Football Association to take. As a group of players we need to stick together and concentrate on the football. “For the FA I’m sure it has been a tough couple of weeks but for the players we’ve been with our clubs and we have to focus on the games.” When Southgate was questioned about the football corruption investigation that led to Allardyce’s departure, he said he is “involved in a sport I love and an industry that, at times, I don’t like”. Rooney told BBC Sport: “As a football player, I love football, but there are some things that don’t belong in it. “As a kid growing up, you just want to play football. You don’t realise all the things around it. In every sport there are other sides, which sometimes aren’t the best for the sport to progress.”

Michael Olunga scored the decisive goal as Harambee Stars shocked hosts DR Congo in an international friendly played in Lubumbashi last night. The on form IF Djugardens forward netted the solitary to hand coach Stanley Okumbi a huge win against a team ranked 51st in the world and sixth in Africa. DR Congo were using the friendly encounter as part of their preparations to their World Cup qualifier against Libya on Saturday. But the defeat came as a shocker for the Florent Ibenge coached side. Despite missing skipper Victor Wanyama, Kenya still showed superb fighting spirit, even when the hosts dominated for most of the match and created more clear-cut chances. Wanyama could not make it for the friendly after missing a flight from his base in North London and in his absence, Zesco United defender David ‘Calabar’ Owino took over the captaincy duties while Las Palmas’ Ismail Gonzalez took up the role in midfield, alongside Anthony Akumu. Rama Salim making a return to the side after four years was handed a role behind the twin attacking pair of Jesse Were and Michael Olunga. Ten minutes after the re-start, Okumbi made a change in his midfield. Gonzalez was withdrawn and central defender David Ochieng took up his position giving Antony Akumu a more-free role to venture forward. Eight minutes later, Stars made another change Okumbi this time withdrawing Salim and
replacing him with the speedy Paul Were. And it did not the former AFC Leopards man long to assert himself into the game with his pace and in the 66th minute, played a huge role in Olunga’s goal. The winger who plies his trade in the Greek second tier took on a daunting run on the left before unleashing a shot that hit the upright with Olunga picking the rebound and slotting into the net. “I thank God for this victory,” Olunga said after the match adding; “It is a very big victory for the national team and the fans.” He also paid tribute to his teammates for putting a brave show against their host who are placed 40 positions ahead of them in the Fifa rankings. “It is not about Olunga only, but the entire playing unit, the technical bench and even the players who did not make it to Kinishasha for one reason or another,” added the former Gor Mahia lynch man. DR Congo had named a relatively strong side though some of htheir key players started on the bench. Everton’s Yannick Bolasie, regular starting keeper Ley Matampi, left back Joyce Lomalisa and defender Marveille Bope all started from the bench. Newcastle United defender Chancel Mbeba started as well as French based midfielder Remy Mulumba who turns for Gazélec Ajaccio. All through the opening half, Jordan Botaka had given Aboud Omar a tough time on the left side of defense with his pace and trickery on the ball. CONTINUED ON PAGE 14
