New law seeks to tame violent MCAs

embers of County Assembly (MCAs) who engage in fist fights and physical confrontations while conducting business in their respective assemblies will be suspended from house sittings and their monthly salaries and allowances withdrawn, if President Uhuru Kenyatta assents into a new law passed by Parliament yesterday. The County Assembly Powers and Privileges Bill 2014 proposes a raft of measures to bring to an end the perennial indecent behaviour exhibited by MCAs when carrying out their assembly businesses in the counties. New law seeks to tame violent MCAs

The Bill now sets the stage for establishment of a disciplinary mechanism that will punish the MCA’s for their misconducts while at the precincts of county assemblies. The disciplinary committee that shall be known as ‘Committee of Powers and Privileges’ shall either in its own motion or as a result of a complaint made by any person, inquire into the

conduct of a member whose conduct is alleged to constitute a breach of privilege in terms of section 16 of the act, within fourteen days of receipt of a complaint. “Where a county assembly finds that a Member has committed a breach of privilege, the county assembly may, in addition to any other penalty to which the Member may be liable under this Act or any other law,” the bill read in part. “Institute removal or suspension for a specified period of time of the Member from any a county assembly position occupied and impose huge fine in terms of the Member’s monthly salary and allowances as the House may determine,” it adds. While adopting the Bill, the MPs criticized the county lawmakers for derailing devolution by constantly engaging in supremacy battles with the governors. Kiharu MP Irungu Kang’ata regretted that MCAs were busy engaging in fist fights and creating chaos instead of debating and resolving issues affecting their electorates.

MPs have hinted at grilling the Director of Public Prosecutions Keriako Tobiko after his name was yesterday dragged into the probe on theft of millions at the National Youth Service. The National Assembly’s Public Accounts Committee wants Mr Tobiko to explain why he advised that suspended senior deputy director general at NYS Adan Harakhe should be treated as a witness and not a suspect in the theft of Sh791 million from the youth agency. This is after it emerged yesterday that the DPP overruled a recommendation from the Directorate of Criminal Investigations which wanted Harakhe to be prosecuted. CID boss Ndegwa Muhoro yesterday told the committee that they had recommended Harakhe be prosecuted but the recommendation was ignored by the DPP who instead advised that he be treated as a witness. “Our recommendation which was

based on material facts is that Harakhe should face prosecution. The DPP however advised that he remain a witness. Our stand however has not changed,” Muhoro said. “I don’t know the reason why the DPP chose to treat him as a witness while our investigations revealed that he was a key mastermind in the loss of millions at NYS. It is upon the committee to get the reasons behind it,” Muhoro added. Muhoro said he would not wish to question the constitutional mandate of the DPP on his decision to disagree with the investigations carried out by CID officers. The committee’s vice chairman Jackson Kiprop (Kipkelion West) who chaired yesterday’s session wondered why Harakhe was being treated with gloves in the NYS saga. “This man Harakhe, why is he receiving all these preferential treatment, the other day he told us that he is on full pay despite being interdicted and now we are being

told the DPP said he be treated as a witness and not prosecuted as recommended by the DCI?” asked Kiprop “I think as a committee we need to see if we can call Tobiko for this explanation on Harakhe,” he added. Timothy Bosire (Kitutu Masaba) said the committee will seek an explanation on what happens when a person is treated as a witness instead of being prosecuted. “As a matter of just learning, we need to know the difference in terms of investigations what it means when a person is referred as a witness,” Meanwhile Josephine Kabura who was adversely mentioned in the NYS scandal failed to appear before the committee yesterday for the third time. JSC Chairperson Margaret Kobia then disqualified Rutenberg who was the only male candidate remaining in the race after another opted out last week. Ms Kobia said he did not possess the requisite Constitutional 15 year minimum experience in the legal field. His request to continue on grounds that he had 4 years as a distinguished academic and 11 years as a legal practitioner fell on deaf ears as the JSC wound up the interview. Senieor Resident Magistrate Judith Wanjala is the final candidate slated to appear before the panel. The two-week interviews ended today, having seen 16 applicants interviewed to succeed Justice Kalpana Rawal who retired in June. Two of the applicants Justice Pauline Nyamweya and lawyer Surinder Kapila did not face the panel.

MP charged with using fake papers

Kapseret MP Oscar Sudi (pictured) has denied using forged academic papers when he was seeking nomination during the 2013 elections. Appearing at the Milimani Law Courts, he also denied that he provided false information and making false declarations to public officers. He has been released on a 300,000 cash bail pending trial. Six people killed in another Mandera al-Shabaab attack

Six people were killed in Mandera early today in an attack blamed on al-Shabaab terrorists, police and local authorities have said. The attack occurred at a village near Bulla Public Works that had a total of 33 non-locals, according to the authorities. “There was an attack in Mandera and unfortunately we lost six people,” Police chief Joseph Boinnet told Capital FM on telephone. He said the “attack occurred near the border and was targeting non locals but our officers moved swiftly and rescued 27 others.” Mandera Governor Ali Roba said one person had also been seriously injured in the attack that targeted non-locals. “We have suffered yet another attack in Mandera and sadly we have lost 6 people,” Roba said. The attackers used a grenade to break in and then shot at those inside. “From the nature and style of the attack, it will obviously be al-Shabab,” Governor Roba told Reuters news agency by telephone. “If not for the quick response by our security forces, we would be talking of many more casualties now.” A senior police officer from the region said “there is no doubt

this is the work of al-Shabaab who crossed back to Somalia but we will get them.” The attack was the first in the region in the last one year, authorities said.

The area had been a target for Al Shabaab terrorists who launch attacks mainly targeting passenger buses, often killing non-locals or non-Muslims. Similar attacks were

US woman killed in Ethiopia attack

A US citizen has been killed in Ethiopia amid large anti-government protests. A van travelling on Addis Ababa’s outskirts was hit by stones “thrown by unknown individuals”, the US embassy in the capital Addis Ababa said. A woman passenger was struck by a stone and died later from her injuries. A wave of protests have killed hundreds of people in Ethiopia since November 2015, but it is unclear if the American’s death is connected to them. The Associated Press news agency reported the woman was an “agricultural expert” working in the troubled Oromia region. It quoted a local official as saying the group had not asked for police protection. The embassy did not provide additional details about the incident, but the region has been hit by violent protests over the rights of the Oromo ethnic group. Many roads were blocked after protests on Tuesday night, and there is a heavy police presence on the streets.

Nigeria to sell presidential jets Nigeria is selling two of its 10 presidential jets in a bid to “cut down on waste”, President Muhammadu Buhari’s spokesman has said. Adverts for the Falcon 7X executive jet and Hawker 4000 are to appear in newspapers, Garba Shehu said. Some of the other presidential aircraft are be handed to the Nigerian air force to boost its operations, he said. The country is one of Africa’s leading economies but it is now suffering from its worst economic crisis in years. In a Facebook post, Mr Shehu said the downsizing of the president fleet had been a campaign promise made by Mr Buhari before his election last year. The president had requested a compact and reliable aircraft for transporting government officials on special missions, he said. “This exercise is by no means complete,” the spokesman added. Correspondents say the advert for the jets will ask potential buyers to bid in US dollars, not the local naira currency. Nigeria’s economy slipped into recession in August. The government depends on oil sales for about 70% of its revenues - and the slump in global oil prices has hit the West African nation hard.

Two million urged to flee as Hurricane approaches US As Hurricane Matthew sets its sights on the US, more than 2 million people have already been urged to flee their homes, with more evacuations likely as the deadly storm makes its way past the Bahamas. State officials in Florida, South Carolina and Georgia cautioned residents not to hunker down at home if they live in the hurricane’s potential path. Not all of the millions of people in Matthew’s path have been ordered to leave, but the mandatory evacuations are the largest since Hurricane Sandy struck the East Coast from North Carolina to New York in 2012. Early today the hurricane, which already has killed at least 26 people in several Caribbean countries, was about 100 miles (160 kilometers) south of Nassau, Bahamas, and 295 miles (480 kilometers) from West Palm Beach, Florida. The National Hurricane Center isn’t saying that Matthew will make landfall in Florida, but that the center of the storm will get “very near” the Atlantic Coast, possibly as a Category 4 hurricane. Matthew was packing 115 mph (185 kph) winds as the eye neared the Central Bahamas, the National Hurricane Center said. President Barack Obama warned Americans in the storm’s path to pay attention and take any evacuation orders seriously. He said if the core of the storm strikes Florida, it could have a “devastating effect.” Florida Gov. Rick Scott warned 1.5 million residents they had 24 hours to get ready, or better yet, get going. Scott has repeatedly warned that a direct hit by Matthew could lead to “massive destruction” on a level unseen since Hurricane Andrew devastated the Miami area in 1992. He has activated 1,500 National Guard members in preparation for the storm. The voluntary and mandatory evacuations currently stretch from the Miami area all the way north to the Florida-Georgia border. St. Johns County officials ordered 14,000 residents in St. Augustine, the oldest city in the US, to evacuate ahead of Hurricane Matthew starting at 6 a.m. ET Thursday. Many residents found long gas lines Wednesday. However, Scott said the state is not experiencing any gas supply or distribution shortages. He also warned of the potential for prolonged power outages. The South Carolina Department of Transportation changed the directions of eastbound traffic lanes to accommodate the exodus of people leaving coastal cities like Charleston. North Carolina Gov. Pat McCrory declared a state of emergency for more than half the state’s 100 counties. So far, though, the governor has not urged residents to evacuate. The changing forecast now predicts the storm won’t have as great an impact on the state as once feared, and Matthew might even turn around before it gets there. We’re just going to have to play it by ear and have our resources ready,” the governor said. Officials are still concerned areas in eastern North Carolina that were recently flooded will see drenching rains from Matthew. Georgia Gov. Nathan Deal has declared a state of emergency in 30 counties on or near the Atlantic Coast. In six of those coastal counties; Chatham, Bryan, Liberty, McIntosh, Glynn and Camden, Deal urged more than 500,000 residents to voluntarily evacuate. “Remain calm, be prepared and make informed, responsible decisions,” Deal said.

Sons born with fertility treatment ‘inherit problem from fathers

Boys born to fathers who needed help conceiving have poorer sperm quality as adults than peers conceived without help, a study suggests. The study, in Human Reproduction, looked at men conceived using Intracytoplasmic sperm injection (ICSI). The researchers said it confirmed the theory boys would inherit poor fertility from their fathers. But a UK expert said the study was “reassuring” because the sons’ results were not exactly like their fathers’.

In ICSI, a single, good quality sperm is selected and injected directly into an egg. The technique was developed in the early 1990s to help men with a low sperm count, abnormally shaped sperm or sperm that does not move well. This study, carried out by a team from the Universiteit Brussels - where ICSI was developed - looked at 54 men aged 18 to 22. They were compared with 57 men of the same age. Men born from ICSI had almost half the sperm concentration and a two-fold

lower total sperm count and motile sperm - that can swim well - than men of a similar age whose parents conceived naturally. They were also nearly three times more likely to have sperm concentrations below the World Health Organization’s definition of a “normal” level - 15 million per millilitre of semen - and four times more likely to have total sperm counts below 39 million. Prof Andre Van Steirteghem, who led the study, said it had been the first chance to test

the long-held theory that sons would inherit sperm quality issues. But he said it was a more complex picture than might have been expected: “Semen characteristics of ICSI fathers do not predict semen values in their sons. “It is well established that genetic factors play a role in male infertility, but many other factors may also interfere.” Prof Richard Sharpe, leader of the Male Reproductive Health Research Team at the University of Edinburgh, said that since most cases of male

infertility were unexplained, it was uncertain that the father’s fertility problems would be “inherited”. He added: “Importantly, the results are a reminder to us that ICSI is not a treatment for male infertility, but simply a way of bypassing a problem and leaving it for the next generation to deal with - something my generation seem horribly adept at doing.” But Allan Pacey, professor of andrology at the University of Sheffield, said the findings were “reassuring”.

Continental Free Trade deal will not meet 2017 target, warns Kituyi Economic integration is the key to Africa’s long-term success and African nations must work towards enforcing it, UNCTAD Secretary-General Mukhisa Kituyi has said. Speaking at a session on inclusive trade at the World Trade Organization (WTO) public forum Mukhisa warned that a trade agreement seeking to deepen these ties is falling behind schedule. He said despite doubts in the political global arena, countries in Africa are moving ahead with deeper economic integration. “Africa has to know that there is no part of the world which has been successful in trading globally without learning first to trade with its neighbours,” Dr. Kituyi said. “Africa is widely noted for its low levels of intra-regional trade, but in fact the levels are much higher when North Africa is removed from the analysis,” he added. In East Africa, intra-regional trade is closer to 26 per cent, the same level as in Latin America. Meanwhile, preparations continue for the Continental Free Trade Area (CFTA), bringing together more than one billion people in 54 African countries with a combined gross domestic product of more than $3.4 trillion (Sh344 trillion). Dr. Kituyi said the CFTA was unlikely to happen in 2017 as originally planned, but the target had helped to move the project forward. “I had the privilege to visit 16 African presidents to talk to them about the CFTA and I am satisfied that a large number of the political leadership believes in the future and the need for

Kenya Revenue Authority begins implementation of Cargo PreClearance system

The Kenya Revenue Authority (KRA) has begun the roll out of the Pre-arrival Cargo Clearance System (PVOC) aimed at speeding up the movement of cargo from the Port of Mombasa to intended destinations. The move seeks to ensure timely delivery of raw materials and other goods, including essential supplies to the market. KRA Commissioner General Mr John Njiraini described the move as a very important step in the Authority’s quest to continuously make Mombasa’s Port more attractive and reduce the cost of doing business for investors. The move will allow the residents of Kenya and the region to eventually enjoy lower costs of living, as timely delivery of raw materials enables firms to lower their costs of production and pass the benefits to consumers. The Commissioner General said the Authority is fully committed to the implementation of the 2014 Port charter that requires 70 per cent of cargo imported through the port of Mombasa to be cleared under the Pre-arrival Cargo Clearance System by 2017. Speaking at the Port of Mombasa after holding a consultative meeting with executives from the shipping industry at the Kenya Ports Authority headquarters, Mr Njiraini explained that the Government decided to facilitate importers to have their Cargo cleared before arrival at the Port of Mombasa to save time and costs for investors. He was accompanied by the Commissioner of Customs Mr Julius Musyoka, and Kenya Revenue Authority Southern Region Coordinator Mr Nicholas Kinoti. @kevin_x254

The new pact, signed on Wednesday, gives the lender jurisdiction to handle the assessment and disbursement of staff loans on behalf of the leading micro insurer. “Our core competence is providing insurance and related services, and this is where we would like to excel. By partnering and outsourcing non-core services to like-minded organizations like KCB, we greatly improve our efficiency,” CIC Group CEO Tom Gitogo said during the signing ceremony. Following the agreement, CIC staff will get enjoy negotiated loan facilities of 6 per cent per annum on reducing balance

Kenya has secured a seat at the International Civil Aviation Organisation (ICAO) table, granting the country more influence in the aeronautics industry. Kenya won its seat after garnering 159 votes, during elections for membership to the International Civil Aviation Organization Council held on October 4, 2016 during the ongoing 39th ICAO Assembly at the Organisation’s Headquarters in Montreal Canada. Kenya’s Ambassador, Bishar Hussein, was re-elected Universal Postal Union (UPU) Director General for ICAO, a move that was recognized by Information, Communication and Technology Cabinet Secretary Joe Mucheru. “I am very delighted for the support and confidence that member countries have expressed to Kenya and our candidate, Ambassador Bishar Hussein, whom you have granted another opportunity to

Mombasa could be an attractive destination, but it will only live up to its potential if it manages to tackle inefficiencies in the port,” added the analysis. As such, the Housing for East Africa Forum prepares property developers for upcoming legislation in East Africa and its effect on property investment. Principal Secretary of the State Department of Housing and Urban Development, Aidah Munano delivered the opening address at the event, which marks the second annual Housing for East Africa Forum. Dubai conglomerate signs Sh14 bn MoU with Kenya’s Hashi Energy THURSDAY, OCTOBER 6, 2016

S.S. Lootah International, the global arm of Dubai-based conglomerate S.S. Lootah Group, has signed a memorandum of understanding (MoU) worth half a billion dirhams (about Sh13.8 billion) with Kenya’s Hashi Energy on the sidelines of a trade mission to Nairobi this week led by Dubai Chamber of Commerce and Industry. The cooperation agreement was signed between the two parties on Wednesday in the presence of H.E. Majid Saif Al Ghurair, Chairman, H.E. Hamad Buamim, President and CEO, Dubai Chamber and members of the trade delegation comprising of UAE businessmen and investors. In its quest to strengthen bilateral economic ties between Dubai and Kenya, the Dubai Chamber of Commerce and Industry-led business delegation met President Uhuru Kenyatta during their current visit to the East African country. ShowMax partners with Safaricom to pioneer new video service ShowMax, a South Africa-based subscription video on demand service, has launched a two-tier service for watching TV shows and movies via the internet. The service provider has described this as a first-of-its-kind video concept that directly addresses the needs of Kenyan internet TV consumers. TV viewing habits are changing with more than 100 million people worldwide subscribing to internet TV services. These services allow users to pick exactly what and when they want to watch, and do this without intrusive advertising breaks. Usage levels in Kenya, however, have been low. ShowMax, in conjunction with Safaricom, is set to change this with the launch of the mobile video concept that directly addresses the needs of Kenyan customers.

ShowMax Select, priced at Sh330 per month is a mobile-first, data optimised product that offers reduced data consumption with savings of up to 75 per cent, has a specific focus on local content, and is paid for using M-Pesa. Kenya is the first country to have this second tier added to ShowMax. ShowMax Premium, priced at Sh880 per month, has a full range of international and local content. Both tiers allow subscribers to either stream content or to download up to 25 shows to watch offline. Downloaded content is valid for 30 days. Democratic and Republican party VP nominees, Tim Kaine and Mike Pence, respectively, both played characters that night and the only distinguishing factor would be who played his better than the o t h e r.

Democratic nominee Tim Kaine stuck to the tactic of questioning and attacking Pence’s potential boss, Donald Trump on his policies and the myriad of offensive comments he has made during the campaign trail. Mike Pence on the other hand kept a cool head and dodged most of the queries. From the opinion poll results it seems that Mike Pence’s approach of seeming composed might have paid off. Although the Republican VP nominee might have done little to defend Trump, squinted his eyes and outright lied on occasion, his calm demeanor must have struck a chord with voters considering the rollercoaster that the Trump campaign has proven to be. Russia and Qatar World Cups ‘best thing for football’ The decision to award the 2018 and 2022 World Cups to Russia and Qatar “may be the best thing” for football, says Fifa vice-president Victor Montagliani. Since the tournaments were awarded in December 2010, widespread corruption has been exposed in the global game. Prominent figures, including then Fifa president Sepp Blatter, have been banned. “I think that was the tipping point for things to happen,” said Montagliani. “If Russia and Qatar had not got these World Cups, would we be in this situation now with an opportunity to clean the game? “If England and the US had got the World Cup, maybe we would’ve had status quo. “Maybe the best thing that happened in football was Russia and Qatar.” Montagliani (pictured below) was elected president of the Confederation of North, Central American and Caribbean Association Football (Concacaf) in May. Chile travel to Quito to face hosts Ecuador in one of the most daunting trips of the South American World Cup qualifiers. The visitors are attempting to get their faltering 2018 World Cup qualification campaign back on track but face a herculean task in doing so at a venue where they have never won. Uruguay currently top the standings with 16 points after eight rounds of matches while Brazil and Argentina occupy second and third slots respectively with 15 points. Brazil has a superior goal-difference to their neighbours. Colombia are fourth on 13 points, same as erstwhile leaders Ecuador. Paraguay are sixth and Chile lie seventh going into the clash at Quito. Ecuador has held the top spot of the

qualifying tournament’s overall standings during the first few weeks of competitions after winning their first four matches. Then a draw with Paraguay in Matchday 5 snapped their winning run. From there, La Tricolor is now on a threegame losing slide which dropped the team to the fifth spot of the CONMEBOL table. Only the top four teams at the end of the tourney will outrightly qualify for the global showpiece in Russia. Head coach Gustavo Quinteros’ side is coming off a stunning 1-2 defeat to lowly club Peru at the Estadio Nacional in Lima on Sep. 6. Peru winger Christian Cueva opened the scoring with a penalty kick at the 19th before Ecuador defender Gabriel Achilier leveled the count at the 31st to reach the

halftime break tied at 1-1. However, the hosts netted the winning goal at the 78th, courtesy of a strike from midfielder Renato Tapia to hand the Yellows their third consecutive loss. Meanwhile, Chile has continued its struggles in the World Cup qualifiers after dominating the Copa America Centenario last June. La Roja was held by lowly Bolivia to a 0-0 draw on Sep. 6 at their own home stadium of Estadio Monumental David Arellano in Santiago for their fifth winless game in the tourney. Chile is now at the seventh spot of the 10team table, but they still have a chance of instantly advancing to the World Cup if they can string better performances in the second half of the qualifiers.

Rooney ‘getting tired of England question’ England Captain Wayne Rooney has said he is getting tired of being asked about his place in the England men’s national football team. Rooney, England’s leading all-time goalscorer with 53 goals, has recently lost his place in the Manchester United starting XI and his place in the England side has been under scrutiny since their failure at Euro 2016, where he played in midfield. Asked where he thought he would play for England under new boss Gareth Southgate, Rooney said: “It is getting tiring, that question. I have answered it many times. “It is the same answer. I will play where the manager wants me to play. I have never picked myself.” On Monday, Southgate who succeeded Sam Allardyce confirmed that Rooney will remain as England captain, describing the Manchester United forward as “the outstanding leader in the group”. Rooney said: “With Sam, there was a lot of talk over whether I would be captain. It was good Gareth put that to bed early and there was no unnecessary speculation.” Rooney was also criticised for his display in the 1-0 win over Slovakia in the World Cup qualifier in September, Allardyce’s only game in charge. “I actually thought I’d done quite well, especially in the second half,” said Rooney. “It has all been blown up.” Asked after that game why his captain kept dropping deep, Allardyce said: “Wayne played wherever he wanted to.” But Rooney said on Tuesday: “It couldn’t be further from the truth. I play to instructions. “I suffered from that, but I thought Sam’s change in putting Dele (Alli) on allowed us to win the game,

He will lead the country for the next four matches, the first of which is against Malta at Wembley on Saturday. “It is an opportunity to show what he can do at senior level,” said Rooney. “He has worked with a lot of the players at under-21

level, which will be good for them. “He will bring his own way of working so it will be good to see how that is in the next week. “We have to buy into his ways and take his ideas on board and put them on the pitch.” Allardyce left his post as England manager by mutual agreement with the Football Association last week after only one match and 67 days in charge. It followed a newspaper investigation claiming he offered advice on how to “get around” rules on player transfers. “It’s a shame. Everyone could see how excited Sam was for the job and he came in and showed that enthusiasm to the players,” said Rooney. “It’s a shame it’s happened and I’m sure he deeply regrets it. “It was a decision for the Football Association to take. As a group of players we need to stick together and concentrate on the football. “For the FA I’m sure it has been a tough couple of weeks but for the players we’ve been with our clubs and we have to focus on the games.” When Southgate was questioned about the football corruption investigation that led to Allardyce’s departure, he said he is “involved in a sport I love and an industry that, at times, I don’t like”. Rooney told BBC Sport: “As a football player, I love football, but there are some things that don’t belong in it. “As a kid growing up, you just want to play football. You don’t realise all the things around it. In every sport there are other sides, which sometimes aren’t the best for the sport to progress.”

Italy, Spain renew rivalry in qualifier

Italy and Spain will this evening launch six days of World Cup action when the two European giants face off in Turin looking for a place in Russia 2018. It is the first meeting between the two sides since they clashed at last 16 stage of the Euro Championships in France in the summer. Italy won the match 2-0 with goals from Giorgio Chielini and Graziano Pelle leaving the Spaniards dethroned as Champions of Europe. And it seems the two sides will pick up from where they left in France. Italy defender Leonardo Bonucci expects Spain to “come seeking revenge’ for the loss in France. “We are expecting a different Spain side with respect to the one we faced at the Euros,” Bonucci said ahead of the clash at the Juventus stadium in Turin. The meeting is largely being touted as the game of the week given the two sides are the strongest in their group and any slip up could prove costly to reaching the World Cup finals in Russia given that only the top finisher is guaranteed of a place in the 32-team tournament. While revenge could be the top sub-plot to the clash, it will also be interesting how the two coaches arrange their sides given that both countries have changed managers since the Euros. On that Monday evening at the Stade de France,

Antonio Conte’s rampant Italy made Spain look spent and stale, but the wonder now is whether that has turned. Conte’s replacement Giampiero Ventura hasn’t yet had the same effect with the side, after two laboured performances in a 3-1 defeat to France and 3-1 win over Israel. This week Ventura praised how Julen Lopetegui had restored “adrenaline and conviction” to Spain since succeeding Vicente del Bosque. The deposed European champions did only beat Luxembourg in the first competitive game of the new regime, but it was impossible not to notice more movement to the side and a greater intensity. There was just a different verve about them. “We have to step up a gear with respect to how we played against Israel,” Bonucci conquered. Asked if Spain are the favourites, he added: “Totally yes. And if we’re to upset predictions we’ll have to play like we did at the Euros, with pace, commitment and by being clinical in front of goal.” Spanish midfielder Sergio Busquets while issuing the rallying call for his teammates also sounded a warning to their hosts. “It’s not a decisive match for us but it is important to fight for the top spot especially as we are the strongest sides in the group,” he said.
