IEBC unveils grand plans for 2017 polls

he Independent Electoral and Boundaries Commission (IEBC) today moved to assure Kenyans of a credible and fair elections next year as they unveiled their operations plans for

the polls. Both IEBC chairman Isaack Hassan and the Commission’s

chief Executive Ezra Chiloba both said they have been working on the challenges experience in 2013 General Election to help weed out any incidences that may injure the credibility of the elections. They said the commission has spent a considerable amount of time to evaluate the flaws that befell it and is

now well prepared to deliver a credible elections. “The management of elections is difficult not only in Kenya but in Africa, however, as a commission we want to assure the public that we are prepared and ready to deliver a credible elections,” Hassan said. CONTINUED ON PAGE 2

Civil Servants eying elective posts in the 2017 General Election must resign by February 9 next year, Independent and Boundaries Commission chairman Issac Hassan has said. Hassan made the remarks this morning at a Nairobi Hotel during the unveiling of the commissions’ Elections Operations Plan. Politicians have in the past complained that public officers take advantage of their influential State offices to entice voters with money and appointments, to the chagrin of serving political leaders. Hassan said IEBC is currently engaging Parliament to pass the new regulation on public finance to curb the amount of money a political party nor a candidate can spend in campaigns. “We are working with Parliament on these new regulations and we will publicise them once they have been passed by the National Assembly,” he said. According to Section 43(5) of the Elections Act, 2011 which states that a public officer must resign seven months before a by-election date if he or she wishes to contest, has always been a hindrance. Some of the former civil servants that resigned from the Executive to join politics in the last General Election include Mutahi Kagwe Information minister who was chairman of the Multimedia University College of Kenya Council.
