Speaking on the sidelines of the COP22 conference in Morocco, Mr Kenyatta said that Mohamed’s experience will allow her to build Africa’s voice in multilateral trade negotiations and agreements. According to him, Ms Mohamed has an intimate knowledge of the International Criminal Court as an institution and a process, an experience that will her to ensure Africa is treated with more respect and understanding. he Judiciary will not carry the blame for other institutions’ failure in the fight against corruption, Chief Justice David Maraga has warned. The CJ while sending a strong message to agencies involved in the fight against corruption in the country asked them to ensure quality investigations before case are taken to court. Maraga urged the Ethics and Anti-Corruption Commission (EACC), Directorate of Criminal Investigations (DCI) and the Office of the Director of Public Prosecutions (ODPP) not to bring up cases to the judiciary that are designed to fail. “I have made a public commitment that fighting corruption will form a significant part of my transformation agenda and I am determined to succeed, so don’t fail me,” Justice Maraga said. “The quality of investigation and prosecution must improve as should the quality of adjudication. Please don’t bring up cases to the judiciary that are designed to fail,” he added. He said he has asked judicial officers to make commentary on cases of corruption so that the blame can lie squarely where it should. The Chief Justice was speaking during the 18th National Council on the Administration of Justice (NCAJ) meeting in Nairobi yesterday. CONTINUED ON PAGE 2

CJ on Graft: Don’t blame judiciary From Page 1 The Judiciary has been widely accused as being the major impediment in the fight against corruption with claims that it slows down the cases, dismissing them for lack of evidence or issuing unnecessary injunctions. During the State House summit on Corruption last month, EACC, ODPP and the Director of Criminal Investigations all accused the courts for frustrating their efforts in the fight against corruption. The institutions claimed that most of corruption related cases that they take to court are dismissed for lack evidence or on other ‘flimsy’ grounds. But Maraga said the Judiciary will not carry anyone’s and promised to work on the institution internal weaknesses to absolve it form blame. “The Judiciary will not carry any institution’s cross even though we are working on our own internal weaknesses that are in some instances quite acute, the blame should not be entirely on us,” he said He said he is already having discussions with Judges on injunctions, delays in litigation processes, frequent adjournment, poorly considered decisions on bail, bond and sentencing issues that have exposed the courts to abuse by those accused of corruption. The Chief Justice said he has also instructed the Anti-corruption Court to create a master cases data which will be electronic based and will be used for tracking the status of cases. “We do not want cases to disappear in the system,” he added. PSC in closed door interviews with candidates for top EACC post
The search for the next chairperson of the Ethics and Anti-Corruption Commission (EACC) began today with the interviews held in closed door sessions. Six candidates shortlisted for the top seat were all line up for interview today at the Public Service Commission (PSC) offices at Harambee House in Nairobi. PSC advertised for the vacant post following the resignation of Mr Philip Kinisu in August after he bowed to pressure on him to quit after a firm associated with his family was mentioned in theft of millions at the National Youth Service. Among those to be interviewed were immediate former Anglican Church of Kenya (ACK) Archbishop Eliud Wabukala and William Kipkemboi who served as the Managing director of Agricultural Development Corporation. Others are former inspector-general of State Corporations Peter Bita Ondieki, Commission on Revenue allocation’s Commissioner Rose Bosibori Osoro, Commissioner at defunct Commission for the Implementation of the Constitution, Philemon Mwaisaka and Erastus Iguna Rweria. PSC was scheduled to issue a press statement on the interviews at 4pm today after the conclusion of the process. Treasury promises to pay City Hall its accrued debts

Smart driving licence to be rolled out in June next year Kenyans will begin using digital driving licences by mid next year in a bid aimed at tightening road enforcement and digitization of the transport industry. The smart driving licneces will allow for the storage and monitoring of drivers’ habits and violations of road regulations (if any) through a centralized IT system hosted by the National Transport and Safety Authority (NTSA). In a speech read on his behalf by Transport Cabinet Secretary James Macharia during yesterday’s Matatu Owners Association National Delegates Conference, President Kenyatta said the move will reduce road carnage and limit corruption currently rampant in the industry. “We plan to launch digital driving licences by mid-2017 and I have directed the transport CS to ensure this is done within the stated timeframe,” President Kenyatta said. The licences are part of an integrated automated management system that will include new generation number plates aimed at controlling the road sector from a centralized point. Delays in introducing the automated system have been brought about by tendering tussles for the Sh2.3 billion contracts for supplying the six million licences, NTSA said. The system is to be implemented by Chinese techno firm Huawei and Copy Cat Limited. The licences will have a driver’s personal identification number, contacts, past driving offences, fines previously paid and warnings. @harrison_x254
The long standing battle between Nairobi County government and the national government over outstanding bills could soon be over after National Treasury promised to pay City Hall. National Treasury Cabinet Secretary Henry Rotich (pictured) said he is yet to receive any formal notification from Nairobi County over the unpaid dues but is ready to sort out the matter as soon as he is alerted. Nairobi Governor Evans Kidero said the National Government owes them Sh69.4 billion which makes it the leading institution in debt. Speaking yesterday during the 5th annual public forum of Chairpersons of Constitutional Commissions and holders of independent offices held at Charter Hall, Rotich said his office has only been getting the news in the media. “I have just been hearing Kidero complaining in the media on the amount of money the national government owes the county government but the request to pay has not been formally brought to my office. We will settle the matter once we get the request,” Rotich said. On the eve of Mashujaa Day at a rally in Nairobi, Kidero threatened to sue the national government over the unpaid
dues. “The national government owes my government Sh69 billion in parking and license fees among others. We have gone to court but it has failed to pay. I have instructed my lawyers, including James Orengo, to return to court,” he said then. Kidero had also presented the matter to the senate Public Accounts Committee. He said the national government owes the county government Sh46 million on land rates alone.
The governor asked the committee to help the county government get the money to offer essential services to Nairobians. “Nairobi City County is bleeding because of the debts owed. The little money we get from government goes to payment of workers as well as other issues of running the county thus leaving us with no money for development,” Kidero told the committee. Kidero also appeared before the senate Legal and Human Rights Affairs committee last week and petitioned them to compel the government to pay the Sh61million owed to City Hall by the Department of Defence. Kidero said the national government has been using parking areas around the Office of the President, Deputy President along Harambee Avenue, Jogoo House, and Treasury without paying yet the facilities belong to the County government. Yesterday Kidero complained of the meagre annual allocation to his county considering the population it accommodates on a daily basis, which he estimated to be at five million during the day and 4 million at night. @sam_x254

Court to continue with death sentence convictions Courts will continue to commit capital offenders to death sentences until 2019 when the State Law office is expected to adopt a new law regarding capital punishments. Power of Mercy Committee chief exe1zcutive Micheal Kagika said today that the office of the Attorney General has started seeking public and expert opinions on having an alternative prescription of punishing capital offences. Mr Kagika admitted that while there has been need to abolish death row convictions, there has been conflict of contentious laws within the constitution that needed to be addressed first. He said that the convicts are at the mercy of the president who can invoke article 133 of the constitution to commute the inmates or pardon them for release. “The process we are in may run up to 2019 when we expect to have a clear prescription on whether to abolish death row sentences or not,” said Mr Kagika. He was speaking during an expert meeting on the death penalty and public opinion held at the Intercontinental Hotel. The experts are expected to come up with resolutions that will prescribe alternative punishments and abolish the death penalty. While addressing the same forum, Kenya National Commission on Human Rights (KNCHR) chairperson Kwagiria Mbogori appealed to the Attorney General to speed up the process saying that it was torturous and inhuman to subject anyone to a death sentence. She welcomed the president’s decision to commute death convicts to life imprisonment even as she emphasized on the need of its abolishment. “The president did what many would expect of him but we appeal to the AG to move with speed change the law,” said Ms Mbogori. Last month, President Uhuru Kenyatta commuted 2747death sentences to life jail terms. The number includes 2,655 men and 92 women, who will be removed from death row to serve life sentences. Another commutation of death sentences to life imprisonment was made in 2009 by then President Mwai Kibaki. Invoking the Power of Mercy provided for under Article 133 of the Constitution, President Kenyatta also signed a pardon warrant and released 102 long-term serving convicts. The reprieve for the 102 convicts came after a thorough vetting by the Power of Mercy Advisory Committee. The Power of Mercy is a prerogative power conferred on the President by the Constitution and entails granting pardon to reformed and rehabilitated convicted criminal offenders deserving early release from prison. @wilson_x254
Clinton talks her frustration with losing election to Trump Hillary Clinton has laid bare her disappointment at her election defeat to Donald Trump in her first public appearance since she lost a week ago. The Democratic candidate said in a speech in Washington DC that she had never wanted to leave the house again. She told a children’s charity that the election had prompted soul-searching for many Americans. Mrs Clinton won the popular vote but was beaten to the presidency in the all-important US electoral college. “Now I will admit coming here tonight wasn’t the easiest thing for me,” she said as she was honoured by the Children’s Defense Fund. “There have been a few times this past week when all I wanted to do was to curl up with a good book and never leave the house again.” She continued: “I know many of you are deeply disappointed about the results of the election. I am, too, more than I can ever express. There was little ceremony and no sign of security for the former presidential candidate who is known simply as “Hillary” in this circle of friends. The audience were on their feet and chanting her name as she took to the podium. When she talked about her disappointment, murmurs of agreement spread through the room in waves. That murmur grew louder as she urged those listening not to lose heart - this was an emotional plea for action. “I know this isn’t easy. I know that over the past week a lot of people have asked themselves whether America is the country we thought it was. “The divisions laid bare by this election run deep, but please listen to me when I say this. “America is worth it. Our children are worth it. Believe in our country, fight for our values and never, ever give up.” The event was entitled Beat the Odds, which offers hope for some of

Russia quit International Criminal Court Russia says it will withdraw from the International Criminal Court (ICC) under a directive signed by President Vladimir Putin. The Russian Foreign Ministry said the ICC had “failed to meet the expectations to become a truly independent, authoritative international tribunal,” in a statement released Wednesday. It described the ICC as “ineffective,” adding that “during the 14 years of the court’s work it passed only four sentences having spent over a billion dollars.” Russia also criticized the court’s handling of the country’s five-day conflict with neighboring Georgia in 2008, saying “we can hardly trust the ICC in such a situation.” ICC spokesman Fadi El Abdallah said in a statement that “membership of the Rome Statute is a voluntary and sovereign decision which is the prerogative of all states,” adding “the ICC is respectful of each states’ sovereignty.” Under Wednesday’s directive, President Putin instructed his Ministry of Foreign Affairs to inform the UN Secretary General that Russia
no longer intends to become a state party to the Rome Statute, the treaty that established the ICC. Russia signed the treaty in 2000, but did not ratify it, according to the Russian Legal Information Agency. The Rome Statute has been ratified by 123 countries. The US also previously signed the treaty, but under the Bush administration told the United Nations in 2002 it had “no intention” of ratifying it. Based in the Hague, Netherlands, the ICC comprises 124 states from around the world, Kenya included. It is the “court of last resort” and tries four types of crimes: genocide, crimes against humanity, crimes of aggression and war crimes. Russia’s move came just days after the ICC published a damning verdict on the country’s actions in neighboring Crimea. The ICC said in a report released Monday that “the situation within the territory of Crimea and Sevastopol factually amounts to an ongoing state of occupation.”
Russia annexed Crimea, a territory in the former Soviet republic of Ukraine, in 2014 following tensions with its neighbor. World leaders managed to install a shaky peace deal in 2015. But violence continues in the conflict zone in eastern Ukraine, and 2016 has seen an increase in casualties. President Putin’s directive also follows suggestions from French President Francois Hollande last month that Moscow was guilty of war crimes in Syria. Putin canceled a trip to Paris after Hollande told French TV station TF1 that those behind the bombardment of Aleppo, alluding to Syria and Russia, had committed “war crimes” and should be held accountable at the International Criminal Court. Russia has carried out airstrikes in Syria since September 2015 in coordination with President Bashar al-Assad’s regime. South Africa, Gambia and Burundi have also taken actions to quit the International Criminal Court.

Government invests in hermetic bags to ensure food security
Cereals farmers in Kenya are set to benefit from a recently launched campaign seeking to reduce postharvest loses that farmers have been facing, especially during this harvest season. As part of the campaign, farmers will be required to store their cereals in new containers called hermetic bags, which are designed to lock out pests, rodents, birds and fungi but do not require the use of additional insecticides. Agriculture Cabinet Secretary Willy Bett says the hermetic bags can store maize, beans and wheat for two years, making them disease and pest free for a longer time, thereby boosting the country’s food security. “The introduction of these bags comes at a time when we are harvesting our cereals. The new technology seeks at eradicating the post-harvest losses which has been one of the country’s major hindrance to food security,” he said. A 2014 survey by the Food and Agriculture Organization (FAO) shows that current post-harvest losses in Kenya are at least 15 per cent in strategic maize production zones, and much higher in some of the food-insecure areas. The new storage facilities were launched yesterday after years of trials and will costing Sh250 for a bag. Other key purposes of the improved storage technology is to reduce infestation levels of post-harvest pests,

StanChart announces plan to sack 300 employees as lender moves service centre to India At least 300 Standard Chartered Bank employees risk losing their jobs following a decision by the lender to migrate its Shared Service Centre operations in Nairobi to its Global Shared Services Centre in Chennai, India. The firm’s Managing Director, Lamin Manjang says the migration is in line with a decision made at Group level to centralize all Shared Service Centre operations globally into the three Global Shared Service Centres based in India, Malaysia and China. “Efforts are ongoing to absorb some of the staff into other areas within the Bank. For those that will not be redeployed, a redundancy exercise will be carried out in line with local labour laws,” he said. The Shared Service Centre in Nairobi provides operations services to several Standard Chartered Bank subsidiaries, including Botswana, Zambia, Uganda, Tanzania, South Africa and Kenya. He says phase one of the migration will see shared services in the five countries - excluding
Kenya - move to Chennai. Manjang noted that the relocation of the centre operations will enable clients in Africa to enjoy the benefits of centralized processing in a worldclass processing facility. “Standard Chartered Bank’s commitment to Africa and Kenya, in particular, remains very strong. The Group has made substantial investments in Africa in the last year, and Africa is now at the front of the queue for future investments,” he added. Kenya’s largest lender by assets began a redundancy process in 2014. Under the theme ‘Growth Opportunities in Kenya’s Manufacturing Sector’, the three-day Expo and Summit is aimed at promoting business partnerships and identifying

PKF urges NGOs to mobilize resources locally, support sustainable development Financial services firm, PKF Kenya has urged NGOs to mobilize resources locally. PKF hosted non-governmental organisations (NGOs) from across the country for a seminar on financial sustainability with the main focus of the seminar being ‘mobilizing domestic resources to build self-reliance and sustainability’. The forum mainly focused on addressing the current financial sustainability challenges by NGOS besides charting the way forward in strengthening capacities and preparedness in mobilizing resources locally and from other alternative sources. Speaking during the forum held at Boma Inn Hotel, Kenya Red Cross Society (KRCS) Secretary General, Dr. Abbas Gullet, who was the main speaker, noted that it is important for NGOs in Kenya and Africa at large to learn more about the different strategies for resource mobilization that are available to them. “As a society, we need to challenge the prevailing orthodoxy of the aid system, which creates more and more dependency on foreign resources, and retards the development of an indigenous citizen resource base. A sustainable NGO is one that
can continue to fulfil its mission over time and sustain the needs of its key stakeholders with less reliability on donor funding,” he said. PKF’s Patrick Kuria, while speaking on the importance of governance, said that the existing pattern of support for NGOs, which is largely based on foreign funding, is neither desirable nor sustainable. “The dependency on foreign aid has unfortunately led to many NGOs looking internationally not only for resources but also for solutions to their local problems. As a result, many NGOs have not been able to perform functions that are valuable to society and many of them have no put effort at mobilizing resources locally,” he said. James McFie from Strathmore University, who spoke on money laundering law, urged NGOs to adhere to money laundering policies that require reporting and heinous activities as required by law. Expansion of digital economy may lead to income inequality THURSDAY, NOVEMBER 17, 2016
The digital economy offers phenomenal opportunities to engage more individuals and small businesses in the global arena, but it also risks opening up new divides and inequalities unless infrastructure issues are addressed, UNCTAD Secretary-General, Mukhisa Kituyi has said. Speaking on the sidelines of a telecommunications meeting in Bangkok, Dr. Kituyi, said global trade is undergoing a revolution, driven by new information and communications technology (ICT). Against a background of sluggish global growth, the value of online trade accelerated upwards, between 2013 and 2015, from $16 trillion (Sh1.6 quadrillion) to $22 trillion (Sh2.2 qudrillion). “ICT has a phenomenal ability to engage different pockets of production with the global economy and to raise productivity,” Dr. Kituyi said, adding that the internet connects goods and markets, reduces overheads, and cuts out middlemen too thus seeing it as a great enabler to un-bottle a lot of the energies that exist in different economic sectors. “If you look at new jobs in the service industry, most of them are driven by ICT, and there is a greater participation even without affirmative action and enabling of women and young women in the ICT-driven service industry than in other industries,” he said. “And unlike traditional jobs, ICT-based jobs are gender-blind in remuneration,” he added, soon after announcing UNCTAD’s participation in the Equals campaign whose mission is to reach gender equality online by 2030. Dr. Kituyi noted further opportunities to use the digital economy.

Dr. Kituyi has said the digital economy risks opening up new divides and inequalities unless infrastructure issues are addressed. “For the digital revolution to fulfil its promise of poverty reduction, national governments and others will have to make more efforts,” Dr. Kituyi said. Fixed broadband penetration is still 30 times higher in Europe than in Africa; and mobile broadband penetration is almost five times higher.
In most developing countries, average broadband speeds are lower, while costs are high. In July, UNCTAD launched the e-Trade for all initiative in Nairobi, bringing together 15 international organizations, including the conference hosts, the International Telecommunications
Union (ITU), and 22 private sector actors, easing developing country access to cutting edge technical assistance and giving donors more options for funding. @enock_x254

German tech supplier in plan to link ‘jua kali’ artisans to mainstream markets
Bosch Group, a German-based multinational supplier of technology and services is looking to introduce an initiative that seeks to create, up-skill and grow small Jua kali businesses and bring them into the formal, mainstream economy. The organization plans to schieve its goals through the use of their ‘Bosch Power Boxes’ (BPB), tools that are used to scale up production. The move is a long-term project designed to foster entrepreneurship given that each BPB has managers, technical staff and trainers, all of whom have received dedicated training from Bosch. In essence, artisans will now be able to buy, lease or rent the very latest power tools developed by the world’s market leader and to be used at Bosch Power Boxes. The Group believes that this will significantly improve the quality of products manufactured, while increasing efficiencies, thus assisting artisans in growing their businesses. “There are these modern machines coming into the system. Uncertainty as Ushuru rallies to avoid last day relegation Kenya Premier League side Ushuru FC must get at least a point against Posta Rangers this Saturday when they clash at Kasarani Stadium in the season’s final fixture to secure their safety in the top flight. The taxmen are three points away from relegation but risk going down if they lose on Saturday and Sofapaka win against Thika in Machakos. Ushuru are currently 14th on the 16-team log and the three points separating them with Sofapaka could have given them good cushion. However, Ken Kenyatta’s side have an inferior goal difference which gives Batoto ba Mungu massive hopes of staying up if they win on Saturday and Ushuru lose. Ushuru have won only five of their 29 games this season and drawn 11. They have scored a paltry 23 goals in that run while conceding 39, leaving them with a goal difference of minus 16. Sofapaka has a goal difference of minus 10. Ushuru have established themselves in
the top flight after earning promotion in 2013 as a stubborn mid-table team. But they have not won in their last five matches, including their latest 0-0 stalemate with City Stars that saw their chance to guarantee their KPL status ahead of the international break evaporate. Mathare United did them a favour by rescuing a point in added time during their thrilling 2-2 draw with Sofapaka that gave Ushuru the easier assignment of forcing Rangers to a share of the spoils on final day as opposed to going for an outright victory. Kenyatta knows too well they have to pick a point on Saturday or face the unforgiving axe. “I know we can do better than the way we are doing right now and we have to go and review our performance, evaluate ourselves and rectify where we went wrong. But we have to get good results in the four matches remaining,” Kenyatta said on Thursday morning. Nevertheless, Kenyatta cannot afford to hang on to tight margins especially when playing against another former
international, Zedekiah ‘Zico’ Otieno who has experienced final day heartbreak. Otieno was on the verge of winning the title with Gor Mahia, the side he captained to the 1995-league glory, in 2010 when Ulinzi Stars beat him to the crown on the final day of that season. Backed by a strong budget from sponsors, Kenya Revenue Authority and experienced side, one of the great mysteries of the 2016 KPL has been why Ushuru have flirted with relegation. Kenyatta (pictured) has been on the receiving end in the past few seasons for his hardline methods, and has been accused of singled handedly ‘running’ the club which has not gone down well with his players. “I mean everyone is demolished in the team, the sudden abject results don’t come as surprise. The players are trying to send a message. He is not only a coach but also the finance person, team doctor, team manager, disciplinarian, the judge and the jury. I feel it is right to delegate duties and let others do the roles,” a senior player who sought
anonymity disclosed to X-Sport. Despite a huge financial backing the players feel they have in most cases been denied their bonuses because the coach said so or was trying to implement his hardline rules. “Sometimes we feel that the club needs to professionalize more, what we witness in most cases is someone managing a Sunday league club, just maybe relegation to the lower tier will clear the mess,” another player disclosed without mincing his words. @amos_x254
Congo Brazzaville have sacked coach Pierre Lechantre with 17 months left on his contract with the Red Devils. The Congo Football Federation (Fecofoot) confirmed his sacking on Tuesday, following the team’s poor recent results, the latest being a 1-0 defeat by Uganda in a 2018 World Cup qualifier on 12 November. The Frenchman (pictured below), who replaced his compatriot Claude LeRoy in January, oversaw the Red Devils’ shock failure to qualify for the 2017 Africa Cup of Nations. “After the meeting on Tuesday, November 15, 2016 at 11:00 am, Fecofoot and Pierre Lechantre, coach of the national team, agreed an amicable breakup of the contract that binds both parties,” Fecofoot said in a statement. The 66-year-old has coached Cameroon and Mali in the past, helping the former to a third African Cup of Nations title in 2000. Congo are bottom of group E after two consecutive defeats in the race for the 2018 World Cup in Russia. They lost 2-1 at home to leaders Egypt in October before Saturday’s defeat to Uganda in Kampala. He took charge when Congo were top of their group for 2017 Africa Cup of Nations qualifying, ahead of Zambia on goal difference after two matches. But under his watch the Red Devils slipped and failed to qualify for the 2017 Nations Cup in Gabon after they finished behind Guinea-Bissau, from the tiny former Portuguese colony in West Africa. Congo are now looking for a new manager before back-to-back World Cup fixtures against the Black Stars of Ghana in August and September 2017.

International cricket returns to Nairobi This will be the first time Kenya is hosting an International Cricket Council (ICC) event since July 2011 when they hosted United Arab Emirates in the ICC Intercontinental Cup and the World Cricket League matches. The country had failed to host international matches due to insecurity. Kenya will play Hong Kong at the Nairobi Gymkhana the home of Kenya cricket on Friday 18th and Sunday, 20th November, in the 4th round of International Cricket Council World Cricket League Championship. The top four countries in the World Cricket League will qualify to play in the 2018 world cup qualifiers. Kenya is currently 5th in the league standing with 6points, 3 points behind 4th placed Hong Kong. If Kenya wins both matches, they will add four points taking them to 4th position. Hong Kong on the other hand can go to third if they beat the hosts in a white wash. The Kenya team is banking on the inclusion of Alex Obanda who is making a comeback after missing the third round of the ICC World Cricket League Championship (WCLC). Coming straight from a successful Nairobi Provincial Cricket Association (NPCA) season, Obanda will be tasked to set a solid base for the rest of the Batsmen. His blistering attitude and Irfan Karim consistency will be something to watch. In the absence of Elijah Otieno experienced Nehemiah Odhiambo and Nelson “Mandela” Odhiambo will lead the pace attack with
Shem Ngoche commanding the turn. Hong Kong is coming to this match straight from a 2-1 ODI win against PNG and will heavily rely on the leadership of 24-yearold Babar Hayat. This will be his first time oversees assignment as captain. The Inclusion of Hong Kong born Perth Western Australia based batsman and pace bowler Christie Kyle is something to watch and on the other hand could be a pressure reliever ingredient for Babar Hayat. Coach Thomas Odoyo says playing at the Nairobi Gymkhana club would provide boost his side, which is currently fifth in the competition. “It’ pleasing for us that we are coming back to play in the conditions we are used to” said Odoyo, a former national team all-rounder. “This gives us an advantage over our rivals, Hong Kong who are playing here for the first time.” The attacks followed Kenya’s decision to send troops to Somalia to battle the Shabaab militant group, which had threatened the country’s tourism sector. arcelona president Josep Maria Bartomeu is “convinced” Lionel Messi will end his career at the club. The four-time Ballon d’Or winner, whose current deal expires in the summer of 2018, is yet to agree new terms. Bartomeu said: “All of Barca believe this is how it has to be, because he is the player that in the last few years has brought us sporting success.” He was speaking at the announcement of a new shirt deal with Japanese retailer Rakuten that could rise to over £200m. With add-ons the deal could become the highest in football sponsorship history. The 29-year-old Argentina forward has scored 433 times in 456 appearances during his time at the Nou Camp. Reports in Spanish newspaper suggested the club legend had rejected an offer of a new contract. But the Barcelona president added: “I believe we’ve got a team with incredible players, all of them. “There is nonetheless a leader of course, Leo Messi, he is well known and popular all over the world. “We’re all convinced, we’re all positive Leo Messi will end his sporting career in Barca.”

Ushuru in unfamiliar battle for survival
Captain Wayne Rooney has “unreservedly” apologised to interim England manager Gareth Southgate after pictures emerged showing him at a wedding at the team’s hotel while on international duty. A statement issued on behalf of Rooney, 31, called the images “inappropriate”. The Sun published images it said showed Rooney drunk at a party late on Saturday night - a day after England’s World Cup qualifying win over Scotland. The FA, meanwhile, says it will review its policies around players’ free time. Thursday’s edition of The Sun claims that policy review was launched because 10 England players were at a nightclub until 04:30 GMT on Sunday, just a day after their World Cup qualifying win over Scotland. The statement from Rooney’s management continued: “Naturally Wayne is sorry that pictures taken with fans have been published. “Although it was a day off for the whole squad and staff, he fully recognises that the images are inappropriate for someone in his position. “Earlier today Wayne spoke privately to both Gareth Southgate and FA technical director Dan Ashworth to unreservedly apologise. “He would like to further extend that apology to any young fans who have seen these pictures.” Rooney missed Tuesday’s 2-2 friendly draw with Spain with a minor knee injury. Rooney’s apology came as the FA issued a statement saying “England personnel have a responsibility to behave appropriately at all times”. The governing body added: “We will be reviewing our policy around free time while on international duty.” But the Manchester United skipper has received backing from new QPR manager Ian Halloway who said he was free to celebrate England’s victory over Scotland at the weekend. “I do not know how many photos they have got, I do not know how long ago they took those, I do not know how many times that happened because all of us have a drink mate. Maybe we do not stay up until 5 o’clock in the morning to have a drink, but how do we know that?” posed the former England international.
