EACC declines fresh probe on Eurobond injured soldiers airlifted for treatment
Defence Cabinet Secretary Rachel Omamo leads an injured KDF soldier to a waiting van at Wilson airport last evening. The soldier is among four who were airlifted to Nairobi for treatment following last Friday’s attack at their camp in Somalia by al-Shabaab militants.

he Ethics and AntiCorruption Commission (EACC) has dismissed demands by the Opposition to open fresh investigations in to the individuals named by Cord leader Raila Odinga as ‘beneficiaries’ of the alleged misappropriated Eurobond proceeds. EACC chief executive officer Halakhe Waqo said there was no need to institute fresh investigations as an earlier probe conducted by the commission failed to establish any loss of funds. Waqo said he had already ordered the Director of Public Prosecutions (DPP) to close the files on the Eurobond probe as the EACC had certified that all transactions were done above board and that no money was lost. “EACC has already carried out thorough investigations into the Eurobond saga and concluded that, contrary to some politicians’ claims, there was no misappropriation of funds. All transactions were above board,” said Waqo.

Youthful city businessman trounces old guards in Kericho senate race Youthful Nairobi businessman trounced old guards to win in the Jubilee Alliance Party (JAP) ticket for Kericho by-election set for March 7. Aaron Cheruiyot, 30 clinched the nomination after emerging victorious in Saturday’s primaries. He beat seasoned politicians among them former Roads minister Franklin Bett, Former Energy assistant minister Magerer Langat and former National Housing Corporation chairman Sammy Chepkwony to the ticket. Cheruiyot garnered 17,565 votes against Sammy Chepkwony’s 17,081 while Bett came in third with 16,914 votes. Mr Langat who also represented Kipkelion in the 10th Parliament got 14,059 votes. Although it appears to have been a close contest, Cheruiyot insists he could have won by a greater margin. “The contest was not that close, I just did rookie mistakes,” he said while appearing on Citizen TV’s Breakfast show today morning. The race for the JAP ticket had attracted a total of six candidates who all conceded defeat and vowed to rally behind Cheruiyot in what will give the party a huge head start in the campaigns. After 12 hours of vote counting following the Saturday exercise, JAP Secretary-General Veronica Maina announced in the wee hours of Sunday morning that Cheruiyot was the winner. The seat fell vacant after Senator Charles Keter was appointed

Energy Cabinet Secretary by President Uhuru Kenyatta in late November. While appearing on Citizen TV’s
breakfast show today morning, Cheruiyot thanked the voters for believing in him. “I thank everyone who voted for
me, and also those who gave me a chance and listened to me,” he said. “I also thank my competitors for good competition devoid of
propaganda and intimidation,” he added. Cheruiyot will face off with former Cabinet Minister and Bureti MP Paul Sang who is being fronted jointly by KANU and Bomet Governor Isaac Ruto’s Mashinani Development Party of Kenya (MDPK). Sang contested the seat in 2013 and lost to Keter. But Cheruiyot is optimistic he will inflict another pain on the former lawmaker. “I have no doubt that I will make my case and the people of Kericho will see that I have something to offer,” he said. Cheruiyot began his politics in campus, but was unlucky to get a chance at the Moi University Students Organisation where he twice vied for the position of Secretary General. He was at one time suspended from campus after being accused of ring-leading students’ protest that ended tragically with the death of a colleague. After his suspension, Cheruiyot returned to complete his Bachelors in Language and Literary Studies before eventually graduating in December 2011. And his request now is for President Uhuru Kenyatta and his deputy William Ruto to help him campaign for the seat. “I will appreciate if the President and the Deputy President come to campaign for me,” he said at the end of the interview. EACC declines to open fresh probe on Eurobond From Page 1 He dismissed Odinga’s claims that more than Sh100 billion could not be accounted for asking him and other leaders to desist from politicising the war against corruption and instead provide tangible evidence to support their claims. Odinga, who is set to appear before the National Assembly Public Accounts Committee (PAC) this week to shed more light on the Eurobond scandal, last week named some of the suspected ‘beneficiaries’ of the proceeds, sparkling a new debate on the Eurobond debacle. He named Secretary to the Cabinet and Chief of Staff Joseph Kinyua, Treasury’s Cabinet Secretary Henry Rotich, the Principal Secretary Kamau Thugge, Central Bank of Kenya chairman Mohammed Nyaoga, former CBK governor Njuguna Ndung’u, Accountant-General Bernard Ndung’u and CBK’s financial markets director John Birech and his financial management colleague
Moses Muthui as the ‘persons of interest’ in the grand saga. Although Odinga has fallen short of producing any evidence to prove any cash was lost, he has repeatedly called for investigation of key officials in the National Treasury and CBK. The EACC declaration comes at a time when some of the government officials who were on Friday singled out by the Cord leader came out to defend themselves. Rotich defended his office, saying there was a mix-up of reference numbers on letters directing the Central Bank of Kenya to transfer Eurobond billions to the Consolidated Fund and is no more than an administrative issue. “The referencing is a clerical issue and I just need my staff to tell me how they were filing it but this is just an administrative issue and it does not point to any loss of money. The letters were internal memos to the Central Bank. The principal issue in this matter is if money was lost or

not. But records are very clear that all the money was accounted for,” said the CS. His Principal Secretary Kamau
Thugge maintained that no money was missing and that the ministry officials are waiting for the outcome of investigations by independent bodies to prove their innocence.

KFCB launches media literacy campaign among youth The Kenya Film Classification Board (KFCB) has kicked off a countrywide media literacy programme to create awareness among school going children on the impact of negative media. In the campaign dubbed ‘We Are What We Consume’, the board expressed confidence the campaign will make young learners and teachers aware of the dangers of ‘exposing themselves to inappropriate media content’. Speaking at Mama Ngina Girls Secondary School in Mombasa on Friday, KFCB chief executive Ezekiel Mutua decried the evolution of technology, saying it is making it difficult for the board to rein on incorrect content posing a threat to the country’s national values. “Evolution of the information, communication and technology sector is posing a major challenge to control on infiltration of inappropriate media content” said Mutua. “And since the potential to generate positive and negative effects on the minds of our young people, there is need to minimise exposure to inappropriate contents that could harm them,” he added. Mutua said school children and the youth needed to be protected from cyber abuse and awareness created on characteristic underlying online dangers in the ‘digital era’. “Young people are turning to social media and befriending total strangers on Facebook, twitter and Instagram which pose immeasurable risk,” he said adding that immorality among the youth was being exacerbated by social media. @hillary_x254
Canine detectors sniff smuggled ivory bound for China at JKIA Ivory detection dogs deployed at Kenya’s Jomo Kenyatta International Airport led authorities to ivory hidden in luggage on four separate occasions last week. Trained by the African Wildlife Foundation (AWF) and part of Kenya Wildlife Service’s (KWS’s) Canine Detection Unit, the dogs and their handlers found smuggled ivory in the luggage of four passengers, all traveling to China. Three of the arrested were en route to Guangzhou, where the Chinese government destroyed six tons of confiscated ivory last year. At least two of the travelers were transiting through Kenya from Ghana and Mozambique. “Four ivory busts in one week is ridiculous,” said Dr Philip Muruthi, vice president of species protection for the African Wildlife Foundation. “This should put all travelers attempting to smuggle wildlife products from Africa on alert. We are working toward zero tolerance for wildlife trafficking.” Most of the seized ivory had already been fashioned into necklaces, bangles, rings and other ornaments, and in some cases had been stuffed into empty cigarette boxes. An impala skin was also seized. Last July, seven KWS rangers and six rangers from Tanzania’s Wildlife Division graduated from AWF’s Conservation Canine Programme following two months of intensive training. They worked alongside specially trained dogs to detect ivory hidden in luggage, shipping containers and vehicles. The Kenyan canine teams were deployed to airports in Nairobi and Mombasa, and it was one of these units that detected the ivory in last week’s busts. “These busts are the clearest demonstration that the detection dogs are effective in finding smuggled ivory,” said Will Powell, African Wildlife Foundation’s Conservation Canine Director. “It’s a testament to how well trained these dogs and their handlers are that they were able to detect such small amounts of ivory tucked away in luggage.”
Uhuru: We’ll not allow fake preachers to rob Kenyans The government will safeguard freedom of worship, but is determined to get rid of fake preachers, President Uhuru Kenyatta has said. The President, who supported self-regulation in ensuring only genuine religious leaders are allowed to preach, emphasised that unscrupulous preachers will not be given room to swindle Kenyans of their hard–earned money in the name of spreading the Gospel. “Our Constitution accords every Kenyan the right to worship and I fully support that position. But we will not allow thieves to use religion to steal from Kenyans,” President Kenyatta said. The President said he directed Attorney General Githu Muigai to ensure the draft Religious Societies Rules 2015 are subjected to further vigorous public consultations so that they in no way undermine the fundamental values and principles enshrined in the Constitution. President Kenyatta spoke yesterday when he joined Anglican Church of Kenya (ACK) faithful in Malindi for a Sunday service. He urged the Church to work together with the government in rooting out people using religion to enrich themselves. “We must work together to root out people who use the Church to enrich themselves. These thieves and must be treated with the con-

tempt they deserve,” he said. Uhuru commended the Anglican Church in Kenya for complementing the government’s effort in development in addition to their core work of spreading the gospel. “They are playing an active role in boosting education and providing health services. They are not just preaching the gospel, they are also seeing how they can improve the lives of Kenyans. They have become good partners of the government in uplifting the lives of our people,” he said. On security, the Head of State called on all Kenyans to
play their role to ensure the country is safe. “Let’s work with the security agents to expose those with evil intentions so that they can be dealt with before they harm us and threaten tourists,” he said. He also urged citizens to stand together and pray for Kenyan soldiers who work day and night to keep the country safe. “Let us pray for those who lost their lives in Somalia and their families, and wish quick recovery to those who were injured,” he said. Responding to Kilifi Governor Amason Kingi, who
sought the National government’s help in paying bills for electricity consumed via the street lighting project, President Kenya said the county government has a duty to pay the electricity bill for the service. He said the cost of lighting has already been subsidised from Sh11.25 to Sh4.35 per kilowatt–hour. Governor Kingi, who also attended the service, had thanked the President for the street lighting project in the county, but requested to be helped to pay the electricity bill.
Lobbies raise alarm over school land grabbing Lobbies have raised the alarm on the threat of public school lands being grabbed by unscrupulous entities because of lack of title deeds. Close to 29,000 public schools, both primary and secondary, do not have the legal documents to as proof of ownerships a factor that has made it hard to restrain land grabbers. More than 4,100 of the schools have cas-
es in court or have reported their cases of land contestation, encroachment or grabbing to the National Land Commission (NLC). While releasing the ‘Shule Yangu Alliance’ 2015 status report, the lobbies Director Irungu Houghton said no school has received a lease certificate in compliance with the presidential directive to have all the public institutions titled

following the chaotic land grabbing and reclamation on Lang’ata road Primary school land last year. “We are concerned that one year later no school has been titled as a way of battling the systematic stripping of public school land following the presidential directive,” said Houghton. The report comes in the wake of recent land grabbing attempts on the Lavington and Jamhuri primary schools late last year. Houghton said schools drawn from urban areas had become more prone to the vice due to the rapid growth of housing and need for real estate prime lands. “High speculative prices and demand for housing are eating up any vulnerable public space increasingly, more so to our public schools,” he said. The reports indicates that more than 5,000 schools have applied for assistance to determine their boundaries, surveying or awarding of title deeds as a result of turf war- relationship with their neighbours and private developers. @wilson_x254

US Democrats spur on gun control in debate Frontrunners for the Democrats ticket Bernie Sanders and Hillary Clinton during last night’s presidential debate in South Carolina last night.
Candidates for the Democratic race for the White House have clashed on gun control and healthcare in their liveliest TV debate so far. Hillary Clinton attacked Bernie Sanders’ record on gun control, and said his healthcare plan risked derailing recent legislation. Mr Sanders accused Mrs Clinton of being in the pocket of financial institutions responsible for the 2008 crisis. While Mrs Clinton leads nationwide, Mr Sanders is a threat in key states. Hours before the debate in South Carolina, Mr Sanders - a Vermont senator - had unveiled a healthcare plan for all American citizens. This was the final Democratic debate before caucuses in Iowa on 1 February show who the state’s voters prefer as their candidate. Former Maryland Governor Martin O’Malley, who is trailing Mrs Clinton and Mr Sanders in polls, also took part
in the lively debate in which personal attacks were few and far between. Mr Sanders announced his universal healthcare plan two hours before the debate started. Mrs Clinton said any moves to scrap the current Affordable Healthcare Act risked plunging the Democrats into “contentious debate”. Instead, the party should work on improving the programme, known as Obamacare. Mr Sanders responded: “Nobody is tearing this up.” He said he wanted to build on Obamacare. Gun control was the first subject in the two-hour debate, that was held near a church in Charleston, where nine parishioners were shot dead in June 2015. Mrs Clinton released an advertisement this week attacking Mr Sanders for his attitude towards gun control. His home state, Vermont, has one of the highest rates of gun ownership in the US, with
close to one in two households owning a weapon. In the debate, she again highlighted legislation she said showed that Mr Sanders supported the gun lobby. But Mr Sanders told the debate he had a “D minus voting record” from the National Rifle Association, and fully supported moves by President Obama for tougher background checks on gun buyers. Mr O’Malley pointed out restrictions he passed against combat assault weapons in Maryland, adding: “I have never met a self-respecting deer hunter who needed an AR-15 (semiautomatic rifle) to down a deer.” Polls indicate Mrs Clinton and Mr Sanders are neck-and-neck ahead of the caucus in Iowa, where voters will decide who they want as their preferred candidate. She had once commanded a large lead. In New Hampshire, Mr Sanders holds a lead in polls ahead of voting in the primary there eight days later.
World richest 1pc own more than all the rest, says report The richest 1 per cent now has as much wealth as the rest of the world combined, according to Oxfam. It uses data from Credit Suisse from October for the report, which urges leaders meeting in Davos this week to take action on inequality. Oxfam also calculated that the richest 62 people in the world had as much wealth as the poorest half of the global population. It criticised the work of lobbyists and the amount of money kept in tax havens. Oxfam predicted that the 1 per cent would overtake the rest of the world this time last year. It takes cash and assets worth $68,800 (about Sh7 million) to get into the top 10 per cent, and $760,000 (some Sh77 million) to be in the 1 per cent. That means that if you own an average house in London without a mortgage, you are probably in the 1%. The figures carry various caveats, for example, information about the wealth of the super-rich is hard to come by, which Credit Suisse says means its estimates of the proportion of wealth held by the 10 per cent and the 1 per cent is “likely to err on the low side”. As a global report, the figures also necessarily include some estimates of levels of wealth in countries from which accurate statistics are not available. Oxfam said that the 62 richest people having as much
wealth as the poorest 50 per cent of the population is a remarkable concentration of wealth, given that it would have taken 388 individuals to have the same wealth as the bottom 50 per cent in 2010. “Instead of an economy that works for the prosperity of all, for future generations, and for the planet, we have instead created an economy for the 1 per cent,” Oxfam’s report says. The trend over the period that Credit Suisse has been carrying out this research has been that the proportion of wealth held by the top 1 per cent fell gradually from 2000 to 2009 and has risen every year since then. In fact, it is only in the 2015 figures that the proportion held by the top 1 per cent overtakes the share taken by them in the first report in 2000. Oxfam calls on governments to take action to reverse this trend. It wants workers paid a living wage and the gap with executive rewards to be narrowed. It calls for an end to the gender pay gap, compensation for unpaid care and the promotion of equal land and inheritance rights for women. And it wants governments to take action on lobbying, reducing the price of medicines, taxing wealth rather than consumption and using progressive public spending to tackle inequality.

Timed to coincide with this week’s gathering of many of the superrich at the annual World Economic Forum in Davos, the report calls for urgent action to deal with a trend showing that 1% of people own more wealth than the other 99% combined. Either way, the pro and anti campaigns are gearing up, starting by raising cash. Reforms in global sector shake up oil market as Kenya ready to export fuel The steep decline in world fuel prices in the last quarter of 2014 slashed oil price subsidies for 2015 and will have a continuing effect in the current year, new data has revealed. The information comes ahead of Kenya’s ongoing plans to start exporting oil, despite the current global downturn. Kenya’s Energy Ministry is hard set on exporting fuel and has began a massive push to speed up the construction of its famous inter-state pipeline, a tool that will make all this possible. However, a number of hurdles have kept the government from realizing this goal. “Commercially viable oil reserves were discovered in 2012 but to date nothing has happened which makes Kenyans wonder what happened. We are confident that the PowerAfrica initiative will help us realize our pledge to Kenyans,” Energy Cabinet Secretary Alfred Keter said just as multinational oil and gas company Tullow Oil made recent fuel discoveries in Kenya’s Lokichar Basin.
Kenya’s Energy Ministry is hard set on exporting fuel and has began a massive push to speed up the construction of its famous inter-state pipeline, a tool that will make all this possible. The Power Africa initiative is a drive that was launched by US President Barack Obama to bring together technical and legal experts, the private sector, and governments from around the world to work in partnership in order to increase the number of people with access to power. Now, following the decline
in world fuel prices, several governments have responded by announcing that they would remove subsidies for one or more fuels and move to market-based pricing with full cost recovery, the World Bank reports. The global lender states that some governments took advantage of low world prices to increase taxes
and other charges on fuels in a bid to raise their revenue. “However, the decision to move to cost recovery and market prices, ending budgetary support, has not been implemented consistently across countries,” said the Bank in a recent report. These developments come just as Kenya is positioning itself to

China National Building Materials Ltd. signed a Sh 163 billion ($1.6 billion) agreement with a UK unit of Hong Kong-based Welink Global Limited to develop solar power projects and energy-efficient housing in the UK. China Triumph International Engineering Corp, a technology unit of China National Building Materials, will also work with British Solar Renewables in the deal to deploy more than 130 megawatts of solar panels in 2016, according to a statement from Welink Energy. The companies are pressing ahead despite Prime Minister David Cameron’s efforts to roll back incentives for the renewable energy industry, including scrapping a target for all new homes to be “zero carbon” by 2016 and reducing support for rooftop solar.
“Today’s announcement proves that low carbon homes are commercially viable and are attractive to new home owners,” said Nina Skorupska, chief executive officer of the Renewable Energy Association. The companies plan to build 4,000 houses by 2018 using the energy-efficient Barcelona Housing Systems approach, designed by architects Cesar Martinell & Associates. They will feature rooftop solar panels, waste-toenergy and power storage
technologies, according to the statement by Welink. A further 4,000 houses could be built after 2018 depending on demand. “Given the scalability of our BHS solution and the near zero energy buildings that are constructed in combination with the engineering, financial and strategic support of our Chinese partners, we believe we can expand rapidly to fulfil the appetite for the development of affordable housing in the UK,” said Barry O’Neill, Welink Energy CEO.
become an oil producer in the coming years following recent fuel discoveries in parts of the country Policy announcements have varied across various countries with Kenya making its own reforms against a volatile fuel market. The cost of fuel in Kenya fell marginally according to Energy Regulatory Commission (ERC) officials who announced a Sh1.42 drop in the price of super petrol and a fall of Sh1.81 and Sh7.14 per litre in the prices of diesel and kerosene respectively. The ERC said last week that the price review had fully taken into consideration the increase in excise duty of Sh2.061 per litre on diesel which became effective on December 1, 2015. Following the announcement, motorists will now purchase a litre of super petrol at Sh88.64, diesel at Sh76.70 and kerosene at Sh46.13 in Nairobi. In Mombasa, super petrol will retail at Sh85.34, diesel at Sh73.43 and kerosene at Sh43.44.
World Bank raises “poor index” amid poverty level The World Bank has updated the nominal poverty line from $1.25 (Sh125) to $1.90 (Sh190) per day, but the incidence of global poverty remains largely unchanged. The nominal change in the dollar value of the line mainly reflects changes in the estimated purchasing power of the dollar in poor countries. The World Bank measures global poverty by setting an absolute international poverty line and seeking to keep the line’s real value constant even as relative prices change. Collecting data on global poverty levels helps measure progress towards the goal of eliminating extreme poverty by 2030. For more than 35 years, the World Bank has estimated the number of people living in extreme poverty by setting a global poverty line and collecting data from households around the world. In 2015, more than 700 million people were estimated to be living on less than $1.90 daily.

Microcredit hurting poor, destroying informal businesses, report reveals Microcredit is hurting the poor and destroying informal businesses, according to a new report. Small loans may seem like a solution to poverty and appear to support development on a macroeconomic level, but new data suggests that they are detrimental to both. According to Milford Bateman, a visiting Professor of Economics, from the Juraj Dobrila University of Pula in Croatia, African nations risk underdevelopment when they embrace microcredit systems. These developments come when Kenya has already fast-tracked initiatives within the microcredit sector. A variety of banks and financial institutions have already embraced the system. Kenya, which is also a world leader in mobile money, had integrated the small loans system into the country’s cell phone market, allowing users to access microcredit through their mobile devices. Bateman, using South Africa as a case study, argues that the expansion of microcredit and the informal microenterprise sector was one of the policy responses of the country’s first democratically elected government. “This was how it was going to deal with the legacy of poverty and high unemployment in the black community,” Bateman explained in a recent report. “But evidence shows that microcredit didn’t create large numbers of sustainable jobs. Nor did it raise incomes in the poorest communities. Instead, the deployment of microcredit precipitated a major disaster,” he added. Bateman’s research has found that South Africa saw a dramatic fall in average incomes in the informal

This was brought about by a modest rise in the number of micro enterprises in townships and rural areas driven by greater availability of micro credit, along with little additional demand due to the austerity policies of the government. “What then happened was that the self-employment jobs created by the expansion of the informal
Nairobi to hold WEPEX expo in February Nairobi is expected to host close to 4,000 delegates who will be attending the Water, Electricity and Power expo (WEPEX), which is set to take place between February 2 and 4. Organisers of the expo says that there is growing demand for reliable water and power connectivity from the growing population in the region. “As population grows, there is need for more sustainable power, more clean water, more electricity, and more renewable and safe energy. That is what WEPEX brings
to Kenya, technology that moves with time in the three sectors,” said Florence Sugut of Ikapa Media East Africa, one of the event organisers. She added that the expo would also attract delegates and exhibitors from Africa, Middle East, Asia and Far East looking for opportunities in Kenya’s renewable energy sector. The participating countrieswill also showcase their latest technologies and equipment in a bid to lure investors and new markets. wilson_x254
sector were offset by the fall in average informal sector incomes. Increased competition softened prices and reduced turnover in each microenterprise as existing demand was simply shared out more widely. Poverty inevitably spiked,” Bateman stated in a report that was also published in The Conversation. The data asserts that the microcredit movement has therefore helped plunge large numbers of South
African’s into deeper overindebtedness, poverty and insecurity. Similar problems were found in places like Latin America, which have inadvertently embred microcredit with little or no concern for its repercussions. According to Bateman, the international development community argues that microcredit is desperately needed to create an
African entrepreneurial class. However, development economist Ha-Joon Chang points out that this argument is entirely bogus. He argues that Africa already has more individual entrepreneurs than perhaps any other continent. Many more are being created thanks to rafts of new microcredit programmes initiated by commercial banks. In reality, Bateman says that the arrival of microcredit induced the oversupply of tiny “buy cheap, sell dear” trading operations. This, he explains, led to high levels of displacement as jobs were killed in other competing microenterprises. It also led to the exit of many more failed microenterprises. Also, the financial sector in Africa has switched into supporting the much more profitable microcredit sector. Informal microenterprises and consumption spending get support while formal small and medium businesses do not. “They are much riskier and can only pay low interest rates. But they are much more important in reducing poverty and underpinning longer term development,” Bateman says. Lastly, microcredit has created a situation where the market share grabbed by rafts of largely “here today and gone tomorrow” informal microenterprises. This has worked against patient capital accumulation and organic growth by better placed formal enterprises. Bateman argues that the microcredit model “actually sends developing countries off in completely the wrong direction. It does this by absorbing the financial resources, time, effort and policy attention which should have gone into supporting the most productive enterprises.”
Tata to cut 1,000 jobs at steel plants in wake of price plunge UK-based steel company Tata Steel has announced that it will cut 1,050 more UK jobs, with most of the redundancies to be in Port Talbot, the UK’s biggest steelworks, the BBC reports. The move comes amid hundreds of cuts announced by Tata last year, which it blamed on plunging steel prices. Around 750 of the latest job losses are expected in Port Talbot to help save the Welsh site, according to BBC business correspondent Joe Lynam. Tata said it would not comment on the plans. Port Talbot, which currently employs 4,000 workers, is the biggest steel plant in Britain in terms of
workforce and output, but is understood to be losing Sh 146 million ($1.43m) a day. The cuts could be confirmed as soon as Monday morning, the BBC understands. A government spokesman said: “While this remains unconfirmed by the company, these reports are concerning and we are monitoring the situation closely. The government continues to engage closely with Tata on how we can help during this difficult period for the sector.” Adding; “The government has taken clear action to help the industry, through cutting energy costs, taking action on imports, government
procurement and EU emissions regulations, meeting key steel industry.’’ Thousands of steel industry jobs were lost last year with cutbacks and the closure of plants in England and Scotland involving Tata and other companies. Trade unions and local politicians have called for urgent actions from the UK government to prevent further job lose. In October, the Indian firm announced roughly 1,200 roles to be axed in Scunthorpe and Lanarkshire. However, Unions believe more should be done and will use any announcement from Tata as proof that further action is needed.

MICHELLE OBAMA IS 52 H
appy Birthday, Michelle Obama! The First Lady and fashion icon turned 52 yesterday and what a year she’s had! Join us in celebrating her special day by taking a look back at her most memorable moments from her 51st year. It’s Michelle Obama’s birthday! As she turns another year older, let’s remember all that went down over the past 365
days. There isn’t a moment when Michelle doesn’t look spectacular. No matter if she’s promoting a good cause, attending an event, or escorting her husband, Michelle is bound to wow in both appearance and spirit. In celebration of her big day, let’s take a look at some of her best moments from the past year, shall we? As part of Michelle’s Let’s Move! program,Cooking Light declared Michelle the “First Lady of Food” and featured her on the cover of
their February issue. This was an important moment in Michelle’s year because she was able to promote the issue of childhood obesity, a cause close to her heart, to a wide audience in a very down-to-earth, personal way. But perhaps Michelle’s most hilarious moment of the year was when she laid it down and showed us even First Ladies can rap! In her viral video with Saturday Night Live star Jay Pharoah, Michelle spit some rhymes while promoting college education.
But not only did Michelle DO amazing things, she also LOOKED amazing doing them! And let’s not forget the epic gown she wore in Sept. 2015 to the Chinese State Dinner held in Washington D.C. Her curvehugging, off-the-shoulder dress was perfection, and the rest of the world agreed. Yes, Michelle has proven time after time that she is a superstar of a First Lady. So once again, happy birthday, Michelle! A visit to London in June.

YOURSAY It is high time Kenya withdrew troops from Somalia Allegations from the media and the United Nations that the KDF soldiers engage in illicit sugar and charcoal trade and other illegal, the government came out guns blazing and blatantly dismissed the claims without any probe just like it did with stolen money in NYS and now with Eurobond. If the allegations against KDF are anything to go by, seemingly our soldiers have converted the enemy’s territory into a comfort zone, a holiday resort. What do you expect if you are fighting an enemy in his own backyard, but instead of concentrating on the war, you get engaged in other activities? Rest in peace the fallen soldiers. We must remember the US engaged the al-Shabaab, but quickly withdrew after realising that it was a tricky affair. Our soldiers must pack their war artilleries and
arsenals and come back home to guard the borders instead. For how long shall we be saying RIP for our brothers and sisters who die in the hands of al-Shabaab because of KDF presence in Somalia? I remember when the Grand Coalition government took our soldiers to Somalia, it was as a result of abduction of foreign tourists by the al-Shabaab in Coast region. By then there were no deaths, if any very minimal. Hell broke loose the moment our army entered Somalia. I still believe the US has a hand in our woes. They are using our sons and daughters to fight their war. The kind of funding the government receive from the US to send troops to Somalia must be so huge that the government is adamant to withdraw soldiers. I rest my case. — Felix Mc’Ouma via mail
On Eurobond saga, Raila allegations could be true The incessant calls by opposition chief Raila Odinga for a serious probe on the alleged mega corruption on the Eurobond must not be ignored. He has remained steadfast and brave seeking clarification on all transactions to an extent of naming the suspected beneficiaries of alleged lost proceeds. Drawn from either of the rival political divides, any patriotic Kenya should read mischief from the government’s failure on their defensive approach on the grand saga as well as its inconsistent explanations. On its part, the National Treasury has failed to account
accordingly on the money that has turned the country in to a pit of debts. Worsely enough, there are hints that Treasury plans further borrowing, adding to the unpaid and unaccounted monies. It’s wrong for a country to sink into further debts while the tax payer is already paying interests of loans which ended up in individuals’ pockets. Treasury books shows that it has already paid Sh25 billion in interest. If we borrow more, we shall pay more interests and most likely the cost of local borrowing will hit painful heights affecting the taxpayers
who are supposed to pay back the syndicated loans. The hefty borrowing and other mega corruption in government if not tamed will be Jubilee’s waterloo as in the Moi and Goldenberg and Kibaki’s Anglo leasing. All Kenyans should support Raila without political inclinations and ethnic approaches to kill this corruption nightmare. The citizenry ought to remember that they shall face the high cost of living, high cost of local borrowing and pay for syndicated loans that never imparted the economy. — Nderitu, Mathare
Electorate becoming wiser as 2017 poll nears As the country heads to the 2017 General Election, Kenyans have started to experience a new breath of politics going by the just concluded Jubilee Alliance Party nominations for Kericho by-elections. In a hotly contested party nominations, a youthful aspirant Aaron Cheruiyot beat the seasonal and moneyed politicians including Former Roads Minister Franklin Bett and former ODM Executive Director Magerer Langat to clinch the party nomination. The defeat of the two once influential political bigwigs marked the end of the so called ‘Politics of the rich and their money’ and ushered in a new era for fresh, vibrant and
youthful leadership. Over the decades, the rich have dominated the political scene in the region making it hard for the youth to penetrate. But Aaron’s victory brings a new kind of political wave in the region and by extension the whole country. The writings are on the wall for seasoned and aspiring politicians that is not going to be business as usual but business unusual. The next elections will be a break from the past, we will vet each individual and rate them on their suitability. Besides, we will not be swayed by the ‘money bags’ politics, but politics based on ideas. My gratitude and appreciation goes to the people of the great
Kericho County for showing us the way to political freedom. Indeed, you have taught the entire Kenyan youth that the youth are able and idea of political recycling is long gone. It is the time for youths to stand up and push this country forward with great and new ideas. Lastly, I applaud the democracy employed by the Jubilee party for ensuring a free and fair nomination. At least you have shown other parties that the will of the people should be respected but not imposing a candidate on the electorate. —Mageka, Dagoretti.
Intelligence must wake up after attack on KDFcamp Terrorism remains the worst enemy in the continent and the entire world. The attack on Friday on the African Union military camp in El-Adde in the Gede region, Somalia inflicting an unknown number of casualties on the Kenya Defence Forces (KDF), adds to the list of inhuman attacks by the extremists. This being the first mass casualty attack on the KDF since they launched the operation Linda Inchi in Somalia in 2011. It’s a time of sorrow that demands a moment of reflection in the coming days. In a considered view, a military camp especially in an enemy zone should be the most secure place. The attack thus indicate that there were serious lapses from the intelligence front, which allowed such killings.
The Amisom troops ought to craft new strategies to combat the extremists. They need to re-look into their intelligence measures and weaponry. More global funding should be channelled towards fighting terror as other sectors have been monied. On their revenge mission, they need to be mindful of other camps and the civilians. The international community should ensure there is no flow of finance or weapons to the militants. Of importance, the government should not put all their eyes on Somalia and forget its citizenry who are also under threat. As Kenyans we need to remain united more than before aimed at defeating terrorism. — Kamotho, Donholm

Williams wins tough Australia Open match Defending champion Serena Williams reached the second round of the Australian Open with a tense 6-4 7-5 win over Italian Camila Giorgi in her first tour match in four months. The American, seeking to equal Steffi Graf ’s Open-era record of 22 Grand Slam titles, shook up knee injury in the build-up to participate and win. But the 33-year-old world number one came through a testing match unscathed. Sixth seed Petra Kvitova beat Luksika Kumkhum 6-3 6-1 on a scorching day. The two-time Wimbledon champion has also had problems, with a stomach virus forcing her out of two warm-up events. “I’m very pleased how I played and handled the nerves and everything else,” said the Czech. “I had an interrupted lead-up and lost some weight but I’m feeling much better now.” Italy’s Sara Errani, the 17th seed, had injury problems during her match and became the first women›s seed knocked out, losing 1-6 7-5 6-1 to 21-year-old Russian Margarita Gasparyan.
Australia recall bowler ahead of India series
Fast bowler Shaun Tait has been recalled by Australia after an absence of almost five years for the three-match Twenty20 series against India. Tait, 32, last played for Australia at the World Cup in India in 2011, but has been in good form for the Hobart Hurricanes in the Big Bash League. All-rounder Shane Watson and off-spinner Nathan Lyon have also been named in the squad for the three games. They will seek to stake their case for the World Twenty20, starting in March. “Shaun Tait returns on the basis that he is the quickest bowler in Australia at the moment and he offers us that explosive option,’’ chairman of selectors Rod Marsh said. “Shane Watson has earned his recall through a combination of his experience, especially in short-form cricket, the allround package he offers and the fact he is bang in form.” Lyon joins leg-spinner Cameron Boyce and spin-bowling allrounder Glenn Maxwell among the slow bowling options.
DRC beat Ethiopia 3-0 in CHAN match
The Democratic Republic of Congo began their bid for a second African Nations Championship (CHAN) campaign with a comfortable 3-0 win over Ethiopia in the opening match of Group B. DR Congo, who won the inaugural CHAN tournament in 2009, dominated the match in Butare, Rwanda, with Guy Lusadisu putting them ahead after 44 minutes. Heritier Luvumbu headed in for a 2-0 lead, just a minute after the break before Meschack Elia added a third nine minutes later. The win left Walia ibex of Ethiopia still searching for their first point in the history of the competition. They lost all three of their group matches in their first appearance at a CHAN finals in South Africa two years ago. In Group B, Cameroon beat Angola 1-0.
Female jockey, Sercombe floors men at Britam Guinness main race Female jockey Lesly Sercombe ridding Horse Chenny floored all men, including pre-race favourite James Muhindi to clinch the Sh278, 040 prize money for the 16000m Britam Kenya Guineas main race yesterday at Ngong Race Course. Self-trained Sercombe shook off a scare from second placed Knighthood, Jockey by Richard Kibet to stop the clock at 1:14 and third of a second to snatch the trophy from Patrick Mungai. Mungai denied Sercombe three consecutive title when he broke her two year dominance in this distance last year. The new champion, Chenny, running on the inner lane, led from the barrier until 13000m when she was overtaken by Knighthood, but recovered the lost distance on the final stretch to win by two length of a distance. Public Hero jockeyed by South African Joe Greyling beat Sword Bearer by four and a half metres of a length for third place. Muhindi on the back of Hatton Gardens and who prior to the main race had bagged a treble came distant fourth. Defending champion Gideon Moi-owned Autophocus jockeyed by Mungai finished last. While this was Sercombe’s first win of this season, she took her Kenya Guinness titles
to three having won it in 2003 and 2004 with Westonian and the Nutcracker respectively. Patrick Mungai was the defending champion Muhindi started the day on the right foot, guiding both Rifle Range and River King in the second and third races respectively. But he disappointed majority of betters who put money of his Horse when the big moment arrived when he finished a distant fifth in the main race. In the previous races, Rifle Range jockeyed by Muhundi needed

Wazalendo joins Police, Butali at league summit The Kenyan Hockey Union Premier league title race became a three-horse race after Wazalendo joined leaders Kenya Police and defending champions Butali Sugar Warriors at the top of the log. Wazalendo was the biggest mover in the weekend’s matches-jumping three places, from eighth to third in the Premier League. The patriots only needed three goals in two matches against Kenya College of Accountancy University (KCAU) and Kenyatta University (KU) whom they beat 2-0 and 1-0 on Saturday and Sunday respectively. Coach-player Fidhelis Kimanzi and Eric Ochieng were on target in their 2-0 win against KCAU while Stanley Chege lone strike in the 69th minute against KU was all they needed to move within 11 and 10 points adrift
of Police and Butali on log. The win will pile more pressure on Police separated by a point with Butali, who has game in hand. Green Sharks, who were occupying third place ahead of the weekend matches were stunned by host Nakuru 1-0. This was Nakuru’s second win in two weeks, pushing them to 10th with 19 points. It wasn’t the best of the weekend for the accounting students, who suffered their second loss of the weekend when they went down 3-0 to Parklands, who also played a 4-4 draw with KU. Despite collecting four points, Parklands are still languishing third from bottom, just above Mvita XI and Mombasa Sorts Club. Meanwhile, Strathmore University dislodged Sliders from second spot of the national
women’s league thanks to their 6-1 thrashing over Jomo Kneyatta University of Agriculture (JKUAT). Angela Mayaka and Carol Njoki hit a brace for the Scorpion with Mitchell Achieng and Ruth Adhiambo scoring a goal each to move within eight points with leaders and 17 time winners Telkom Orange. Rehab Nyuthe scored JKUAT’s consolation in the 50th minute. Strathmore has 31 points while Sliders who has surprised many with their performance has 29 point. Vikings, fourth on the table has 20 points. Douglaus Nyerere double against University of Nairobi helped Impala registered their second win of the season of the national men’s pool B Impala.
Suarez grabs hat-trick against Athletic Bilbao Luis Suarez hat-trick against a 10man Athletic Bilbao helped Barcelona move within two point with La Liga leaders Atletico Madrid thanks to their 6-0 win yesterday. The visitors had goalkeeper Gorka Iraizoz sent off early on for bringing down the Uruguay forward, with Lionel Messi converting the penalty. Neymar chipped a second before halftime, with Suarez and Ivan Rakitic making it 4-0 after the break. Suarez slotted in Arda Turan’s pass, then headed the sixth to leave Barca two points behind Atletico Madrid who have 47 points. Barcelona’s bid to retain their La Liga title stumbled during December and early January with a run of three draws in four matches either side of the Christmas break. With leaders Atletico securing a fourth successive victory by beating Las Palmas 3-0 earlier on S u n d a y, L u i s
Enrique’s side knew at kick-off that they could not regain top spot - and so it was all about a statement of intent. Their job was made significantly easier by the horrendous defensive mix-up that allowed Suarez to nip in behind centre-back Xabier Etxeita and win the penalty that Messi converted. Barcelona, though, took advantage of that early break to swat Athletic aside with some sumptuous football. Messi, named the Ballon d’Or winner on Monday, only played for the first 45 minutes before being substituted amid concerns that he had suffered a minor muscle strain. Suarez grabbed the opportunity to take centre stage, and became the leading scorer in Europe’s top five leagues, with 29 goals in 29 games in all competitions this season - but he also got a whack in the face for his troubles. Television pictures showed Etxeita glancing o v e r towards Suarez
before catching him with a forearm, well away from the ball. The defender may face retrospective action. The competition for the Pichichi - the Spanish golden boot - intensified on Sunday, with all four of the leading contenders scoring. After Cristiano Ronaldo and Karim Benzema had both taken their La Liga season totals to 16 by scoring twice each in Real Madrid’s 5-1 win over Sporting Gijon, the pressure was on Neymar and Suarez to keep pace. Both players responded positively, with Suarez providing three excellent second-half finishes to move to the top of the league goal charts on 18. Suarez capitalised on Etxeita’s hesitation to win the penalty from which Messi gave Barca the lead, before playing in Neymar to score his 16th La Liga goal of the season with a perfectly judged chip. The Brazil forward returned the compliment by playing Suarez through to slide in a third goal early in the second half, and then showed wonderful footwork as he darted to the by-line and provided a low cutback for Rakitic to make it four. Suarez added a fifth with a stylish finish, controlling Arda’s diagonal pass before nudging a shot beyond the goalkeeper, and secured the match ball with a header from Sergio Busquets’ cross. Athletic Bilbao and Barcelona meet again on Wednesday, this time at the San Memes Stadium, in the first leg of their Copa Del Rey quarter-final. After that comes a return to league action, with Barca travelling to Malaga next Saturday before Athletic host Eibar on Sunday.

Global tennis body hit by match-fixing scam International Tennis Federation ITF is the latest sports body to be hit by a mega scandal. BBC Sports has reported of a secret files exposing evidence of widespread suspected match fixing at the top level of world tennis. Over the last decade 16 players who have ranked in the top 50 have been repeatedly flagged to the tennis integrity unit over suspicions they have thrown matches. All of the players, including winners of Grand Slam titles, were allowed to continue competing. The Tennis Integrity Unit - set up to police the sport - said it had a zerotolerance approach to betting-related corruption. The cache of documents
passed to the BBC and Buzzfeed News include the findings of an investigation set up in 2007 by the organising body, the Association of Tennis Professionals (ATP). Its job was to look into suspicious betting activity after a game involving Nikolay Davydenko and Martin Vassallo Arguello. The two players were cleared of violating any rules, but the investigation developed into a much wider enquiry looking into a web of gamblers linked to top-level players. BBC alleges that they have in their possession, the documents which show the enquiry found betting syndicates in Russia, northern Italy and Sicily making hundreds of thousands of pounds betting on games
investigators thought to be fixed. Three of these games were at Wimbledon. In a confidential report for the tennis authorities in 2008, the enquiry team said 28 players involved in these games should be investigated, but the findings were never followed up. Tennis introduced a new anti-corruption code in 2009 but after taking legal advice were told previous corruption offences could not be pursued. “As a result no new investigations into any of the players who were mentioned in the 2008 report were opened,” a TIU spokesman said. In subsequent years there were repeated alerts sent to the TIU about a third of these players. None of them was disciplined by the TIU.

Don’t ignore United in EpL title race: LVG
Manchester United are still in the Premier League title race, says manager Louis van Gaal. The Red Devils beat Liverpool 1-0 on Sunday to move back into fifth place, seven points adrift of leaders Arsenal and second-placed Leicester City. “We have a lot of matches still to go,” said Van Gaal when asked if his side could mount a late charge. “We have to continue, which is not so easy. But we can do it because we show every week we can do it.” United closed the gap on Arsenal and Leicester after both sides could only draw at the weekend, although third-placed Manchester City and fourth-placed Tottenham picked up maximum points. Arsenal missed the creativity of Mesut Ozil, who was injured, but had chances to win the game only to be denied by Jack Butland. Stoke keeper tipped over Alex Oxlade-Chamberlain’s longrange strike, before denying Olivier Giroud’s header at point blank. Stoke finished strongly as Jon Walters had a late header cleared off the line by Aaron Ramsey. The draw means Arsenal move ahead of Leicester on goal difference. Stoke remain seventh. poised to challenge for a first league title in 12 years, and key to their impressive form this season has been Ozil. The German, who tops the Premier League assist chart with 16 is nursing a foot injury and his absence was undoubtedly a big blow for the Gunners. It did, however, provided Oxlade-Chamberlain with the chance to step up. He certainly looked like he had a point to prove, forcing Butland into a fine one-handed save with a curling strike midway through the first half. However, he was also guilty of losing possession at times and became increasingly anonymous as the game wore on. If he is to prove himself an able deputy for Ozil, he will need to a show a lot more than he did on Sunday. Arsenal may never get as good a chance to win the league as they will this season, with the challenge from their traditional title rivals faltering. Arsenal were looking for their first win at the Britannia Stadium since 2010, so a victory at Stoke - especially without their talisman Ozil - would certainly have underlined their credentials as genuine title contenders. Meanwhile, Swansea will host Watford tonight Monday at the Liberty Stadium in surely a bigger tie for Swansea than Watford. The Hornets have enjoyed a fine return to the top flight, but a run of four games without a win has seen them slip back into mid-table. @elvince_x254
