he Council of Deputy Governors now wants the Senate to devise mechanisms to tame ‘rogue’ governors. Speaking in Naivasha, Laikipia Deputy Governor Gitonga Kabugi called on the Senate to expedite the formation of the reconciliation committee that will address the between them and their bosses as well as tame them for ‘high handedness.’ “As deputy governors, we urge the Presidency and the Senate to speed up the process of forming the reconciliation committee to end our troubles with our bosses. We want them tamed,” said Kabugi. He said most of his colleagues have been in turf wars with the county governors because the Constitution has not clear roles and duties for them. Gitonga, who is among those who have fallen out with their governors, said the issues raised must be handled with urgency. AU leaders set to endorse ICC walkout plan

Deputy President William Ruto enjoys a hearty moment with deputy governors during a retreat at the Enashipai Resort in Naivasha yesterday. The deputy county chiefs want their ‘rogue’ bosses tamed to end wrangles in the devolved units.

Deputy governors want their rogue bosses tamed

From Page 1 His Nyandarua counterpart Waithaka Mwangi said many of them are in “darkness” as to what their bosses are doing. Speaking at the same function, Deputy President William Ruto admitted the Constitution has not clearly defined the roles and duties of the deputy governors. He urged the Senate to address the two bills before it which seek to set the roles and duties of the deputy governors. “I am happy that the issue is before the Senate and we hope that we shall get a lasting solution so that service delivery can improve,” he said. The two bills by Elgeo Marakwet Senator Kipchumba Murkomen are the County Government amendment Bill and Intergovernment Relations Act, 2015.

Ruto also stressed that there was no need for competition or confrontation, saying consultation was the only way forward. “If you undermine your bosses, be ready to be undermined by others,” he said. The council is proposing the formation of a five-man committee to identify affected counties and resolve the differences was proposed while also calling for the establishment of a council of elders to resolve the stalemate. “The Council of Governors should constitute a reconciliation committee to resolve the differences in the affected counties,” he said. Murang’a Deputy Governor Gakure Monyo and his Nairobi counterpart Jonathan Mueke said the leadership of many counties has been rendered dysfunctional because of the never-

ending wrangles. Monyo said the current difference are a result of some governors seeking new running mates ahead of the 2017 General Election. Mueke urged Devolution ministry to intervene, adding that there is need for rules and regulations on how the leaders should work. “There is need to tame some governors. I also appeal to my fellow deputy governors to respect their bosses,” he said. Nakuru Governor Kinuthia Mbugua, who attended the meeting, promised to present the issues to the Council of Governors. Devolution PS Mwanamaka Mabruki called for inter-governmental relationship and for consultations at all levels of the county and National government. wilson_x254

The African Union (AU) summit is tomorrow set to adopt a report recommending a collective withdrawal of African States from the Rome Statute that establishes the International Criminal Court (ICC). AU Executive Council that comprises foreign affairs ministers from the continent has already adopted the report that highlights Africa’s misgivings with the court. The cases against Deputy President William Ruto and journalist Joshua Sang and the one against Sudan president Omar al-Bashir are key among items straining ICC’s relationship with Africa. The report that was unanimously adopted on Thursday ahead of the AU Summit on Saturday said the decision by The Haguebased court to apply Rule 68 that allows use of recanted testimony in the case against Ruto and Sang was against the “basic principles of law and the rule of natural justice”. Kenya’s Foreign Affairs Cabinet Secretary Amina Mohammed said the ICC had shown no regard to the Assembly of States Parties (ASP) that reaffirmed the none retroactivity of the rule during its 14th session held in November last year. “The first thing the court said was that whatever the ASP had agreed was irrelevant. What business do we have

being in an institution that has no bearing on anything?” Amina posed. The report wants the Summit to adopt the reaffirmation of the application of the controversial rule by the ASP in order to stamp Africa’s position on the matter. Africa has expressed its reservation about the court saying it has disregarded Africa’s position on several matters. And now, the continent feels it is unfairly being targeted by the ICC saying worse atrocities have been committed elsewhere around the world yet the court has not taken action. “There are cases in Iraq, Syria and Palestine and we see none in that court,” said South Africa’s Foreign Affairs Minister Maite Mashabane. Ethiopia’s Foreign Affairs Minister Tedros Adhanom said Africa is reviewing its relationship with the court as a result of open disregard of the continent’s concerns. “All that we see is humiliation and nothing about justice,” he said. President Uhuru Kenyatta was expected to leave Nairobi for Addis Ababa today to attend the summit. Nigerian President Mohamed Buhari who was on a threeday state visit to Kenya left Nairobi at about 10am for Addis Ababa.

Matiang’i defends slum school Bridge International Education Cabinet Secretary Fred Matiang’i has defended Bridge International Schools, saying despite the challenges they are doing a good job in providing basic education to children. In his impromptu visit to Wami and one of the Bridge International School in Kawangware yesterday, Matiang’i gave the schools thumbs up, but insisted that the government will make sure they comply with the set education standards. “Let’s be true to ourselves, these schools are doing fairly well in making sure our children get basic education,”

he said. Bridge International Schools came under scathing attack on Tuesday this week during the release of a report dubbed “Students Before Profit”, in Nairobi by education stakeholders. The education stakeholders including Transparency International, Action aid Kenya and other Civil Societies urged education Cabinet Secretary Fred Matiang’i to crack the whip on schools that thrive on cheap labour, watering down quality of education. In a joint statement read by Knut secretary general Wilson Sossion, the stakeholders

said most of bridge schools do not employ trained teachers, a factor they said is compromising the quality of education they offer. “The expansion of Bridge schools is a manifestation of the growing commercialisation and privatisation of education in the country, which are the greatest threat to the achievement of the UN sustainable development goals,” said Sossion. The Knut boss said registration of schools must be conditional on full compliance with minimum sam_x254 standards.

Kamanda woos Central voters to Nairobi Starehe MP Maina Kamanda has urged people from Central Kenya who reside in Nairobi to be voting in the city so as to elect leaders of their own in the capital. Kamanda lamented that during elections, people from the region usually travel back to their home counties to cast their votes; forgetting that there are also candidates from their community contesting in the capital city. Speaking in his home constituency of Kangema, Murang’a County, Kamanda said 60 per cent of businesses in Nairobi are owned by individuals from central region thus the need for their people to elect one of their own to lead the county government of Nairobi. “We know other communities have for years benefited through big representation at Parliament and Nairobi county government and yet we are the majority in the city with no proper representation,” he asked. “We need to change this scenario as we head to the 2017 General Elections, we must have one of our own at the helm of Nairobi City County,” he added. Kamanda revealed that they are planning to have one of their own to run for the Nairobi gubernatorial seat in 2017, reiterating that it will be only be achieved if those who reside in Nairobi voted within the city. Already, three aspirants from Central Kenya have declared interest in the Nairobi governor seat. State withdraws church regulations The government finally bowed to pressure and withdrew the proposed Religious Societies Rules following a meeting between President Uhuru Kenyatta and religious leaders. The Thursday meeting held State House, Nairobi, agreed that the proposed Societies (Religious Societies) Rules, 2015 should be immediately withdrawn. “This will pave way for a process driven by the religious stakeholders with the participation of the government and the general public in structured consultation,” a statement from State House said. The agreement paved way for development of firm and fair regulations to ensure religious groups enjoy their freedom anchored on democratic principles provided in the Constitution. “The government wishes to reassure all Kenyans that it remains steadfastly committed to do everything necessary to facilitate a free and open society conducive to a vibrant religious environment and remains committed to an open, transparent and accessible government where public participation and consideration of a broad range of views is paramount,” the statement added. economy had a torrid 2015. As the oil price tumbled from its mid-2014 peak of over $100 a barrel, Russia’s exports and government revenues, heavily dependent on oil and gas, collapsed. GDP shrank by nearly 4%; inflation ran close to 13%. Having lost half its value against the dollar in the second half of 2014, the rouble dipped a further 20% in 2015. Its decision reasserts the BoJ’s willingness to take aggressive action to drive inflation to 2 per cent and highlights its concerns about the economic slowdown in China and a rise in the yen. However, the BoJ will keep paying positive interest on the vast majority of bank reserves, so the move is unlikely to have much direct effect on the sluggish Japanese economy. BoJ governor Haruhiko Kuroda has been on a three-year quest to rescue Japan from decades of on-off deflation with a huge programme of monetary stimulus. Kenya to develop counter extremism policy

Somalis march in protest along the beach in Mogadishu where al-Shabaab militants killed some 20 people two weeks ago. They have denounced the group.

Somalis in peace rally to denounce al-Shabaab A group of Somalis have held a peace rally at the site of last week’s militant Islamist attack in the capital, Mogadishu. Fighters from al-Shabab killed 20 people when they targeted the popular Lido beach resort. The demonstrators, who turned out to support the victims, shouted slogans including “al-Shabab has no religion”. Lido beach’s popularity has been seen as a sign of a return to normality in Mogadishu after years of conflict. It attracts thousands of mostly young Somalis who come to relax and enjoy the beach and the surf.

Al-Shabab said it targeted the resort’s restaurants because they are frequented by government officials. A spokesperson for Mogadishu’s city government, which organised the rally, told BBC Somali that people had gathered to show their “defiance”. “They wanted to show their disapproval of what happened here, which was a massacre of innocent Somali people,” Abdifitah Omar Halane said. Al-Shabab, which is part of al-Qaeda, was ousted from Mogadishu in August 2011, but still has a presence in large areas of southern Somalia.

Eritrea appalled by hoax polygamy story A satirical story that Eritrean men have been ordered to marry at least two wives, which has been shared across Africa, has upset Eritrean officials. “Even a madman in (the Eritrean capital) Asmara would know that this story was not true,” an Eritrean official told the BBC. The story said that to make up for the shortage of men in the country, following the civil war with Ethiopia from 1998-2000, every man must marry at least two women or face imprisonment. It has been trending on

Twitter in Nigeria, Kenya, South Africa and other countries, for several days with people sharing links to the Eritrea’s visa application documents. Eritrea’s Information Minister Yemane Gebremeskel tweeted that “the media frenzy to parrot this ludicrous, fabricated and trite story... is appalling”. In another tweet Mr Yemane said “the story illustrates the vileness of the dark forces of disinformation and proclivity of others to readily embrace the negative narrative on Eritrea”.

Kenya is set to have its first-ever National Counter Violent Extremism (CVE) policy in March this year, Director of the National Counter Terrorism Center Martin Kimani has announced. Kimani said the document is currently being fine-tuned by relevant government bodies and will be in place by March. “We are just fine tuning the document to make sure the input of the government, religious leaders and the private sector are included but in less than two months it will be ready for use,” he said. Kimani was speaking on Thursday during a private sector consultative forum on Countering Violent Extremism which was organised by the Supreme Council of Kenya Muslims.

“When it comes to CVE’s strategy, which many of you participated in putting together, we are essentially ready but we would very much like a good launch where Government is cognizant of the strategy,” he said. He said the policy will be used with other laws in the war against terror and to offer proper teaching to the youths in order to fall prey of radicalization by al Shabaab. “Our young people have been duped by these terror groups that they will be given jobs and good pay, but I’m happy that most of the returnees have actually confirmed that all these are lies,” Kimani said. Kimani said terror groups have taken advantage of poverty, marginalisation,

and unemployment and drug abuse among the youth to recruit them in the illegal outfit. “All that our young people have met in the hands of the terror group is brutality, abuse and teachings contrary to what they believe in,” he said. Kimani said violent extremism in the country is a very sensitive topic and urged the civil organisations to be extremely cautious while conducting civic education to the members of the public. “Once this policy is out, it will provide clear guidelines on how civic education should be conducted by the civil organisations because we are dealing with a very sensitive matter here that does not require distortion of information,” he said. sam_x254

Ministry of energy promises to light up public primary schools

The National Public Lighting Project is on course and shall be completed by February 2017, the Ministry of Energy has confirmed. Energy Cabinet Secretary Charles Keter says the programme was designed to enhance national security, sanitation and to stimulate a 24-hour economy in counties by providing modern street lighting infrastructure. “By the time the project is completed early next year, we expect 52 cities and towns around the country to be lit. Nairobi, Mombasa, Kisumu, Kwale, Kilifi and Nyeri and a number of other towns have already been covered,” he said. Keter’s statement echoes that of President Uhuru Kenyatta, who said in an earlier address that the government has made progress in lowering the cost of electricity “We commit to keep the momentum, to see that these tariffs are maintained at affordable levels so that the country remains competitive,” the President promised in a statement last year as he launched a Sh7.6 billion street lighting project in Mombasa. Kenyatta has since called for closer collaboration between the National Government, county governments and Kenya Power to ensure the project is accomplished by February this year. “My government promised to provide adequate power at affordable tariff, and ensure all Kenyans have access to electric power. I am happy to say we have made significant strides in

Energy Cabinet Secretary Charles Keter says the National Public Lighting Project is on course and shall be completed by February 2017 achieving this objective,” he said. He said by doubling the number of connected customers, the Government has achieved in two years what had been achieved in 90 years. But the President urged the Ministry of Energy and all key players in the sector not to bask in the glory of the achievement. “To raise connectivity to 70 per cent by 2017, and reaching universal access by 2020, is a

monumental task requiring us to remain focused,” he said. He urged Kenya Power to hasten the implementation of the “Last Mile Connectivity project” that will increase electricity access to rural and peri-urban areas. To ease the financial burden on county governments, President Kenyatta said the national Government has reduced the tariff for street lighting from Sh11.25 to Sh4.35

per kilowatt-hour. Keter has now stated that the project, which involves the installation and repair of streetlights, lighting up public and informal settlements, was launched in July 2014. The initiative will cost about Sh7 billion in its entirety. Keter said that the cost will be covered by the government. enock_x254

Japanese construction company, World Kaihatsu Kogyo, will spearhead the construction of Ngong Road to a tune of close to Sh1.3 billion, Kenya Urban Roads Authority (Kura) has said. The road that has been cited as one of the most notorious with traffic jams will be reconstructed in to a dual carriage way begining April. Kura acting director-general Silas Kinoti said Phase One of the project will cover 2.6km and will start from the Kenya National Library to Kilimani Ring Road Junction. “Phase One of the project will commence in January targeting to over 2.6 km,” said Kinoti. He said the project, sponsored through a grant from the Japanese government through its Economic

Co-operation Programme Project, will be supervised by Katahira and Engineers International. Conversion of Lang’ata Road into a dual carriageway is also underway. Kaihatsu emerged the lowest bidder, beating two other prequalified companies, Konoike Construction Company and Toda Construction Company. Kinoti said the project will provide a median to be developed later for Bus Rapid Transport (BRT) or light railway, adding that it will also include the installation of street lights, traffic signals and walkways for pedestrians. “We are also targeting to construct a Bus Rapid Transport in the near future,” added kinoti. A BRT is a bus-based mass transit.

Keg, spirits drive EABL Sh5.5bn, Uganda, Tanzania sales flat East Africa Breweries Limited (EABL) has today announced its half year results for the six month period ended December 31 delivering 16 per cent growth in profit after tax driven by a net sales growth of 8 per cent. Kenya alone delivered a 22 per cent net sale growth, mainly driven by a good performance from senator keg and spirits though innovations by Chrome Vodka, Kenya Cane Coconut and Allsopps stout also contributed to the growth. According to EABL Group Managing Director, Charles Ireland, the Sh 5.5 billion profit was majorly driven by adouble-

digit growth in five out of eight products segments and recovery in Senator Keg following the review in duty remission in Kenya. ‘’We have delivered solid performance despite the challenging economic environment in East Africa,’’ Said Ireland. ‘’We have delivered business volatility and foreign currency challenges across the region, however, we have a clear strategy and will continue to build on new opportunities to drive our business growth,’’ he said. Selling, distribution and administrative expenses

increased by 10 per cent compared to the same period last year. However, net sales in Uganda and Tanzania remained flat in local currency terms. The company attributed the decline to volatile environment in South Sudan, weaker economy in Uganda and a soft economy in Tanzania. According to Mr Ireland, cash flows on the other end increased by a 51 per cent to Sh 11.4 billion as a result of efficient management of working capital. The total profit surge by 67 per cent to Sh 7.7 billion inclusive of the contribution from the

The announcement, said the company’s Board of Directors, is based on the firm’s unaudited financial statements “The core business operations have experienced sound growth in the year supported by a robust operating model” the group said in a statement. “There was a general decline in the values of market-to-market financial instruments (listed equities and fixed income securities) in the market in which the group operates. Ass a result, there was a decline in asset values which negatively impacted the investment income when compared to the previous year,” said the Board.

Mbuvi also sits as the chair of the African Airline Association (AFRAA).

Africa will be the ‘Cloud First’ continent, says Node Africa Node Africa, the latest entrance in the cloud and infrastructure space in Kenya believes that Africa could be the ‘Cloud First’ continent across the globe. Cloud First refers to a policy centered around Cloud Computing, the practice of using a network of remote servers hosted on the Internet to store, manage, and process data, rather than a local server or a personal computer. Speaking during the launch of Node Africa, the founder and CEO Node Africa Phares Kariuki said his company will mainly focus on how to collect, manage, preserve, store and deliver information to ensure the ‘black’ continent emerge the cloud first continent. The firm says it has realised that IT is not a core focus for many companies in Kenya, yet it remains a huge cost and

administrative centre. ‘’We have combined the right set of skills in software development, DevOps and support to ensure that we have the skills required to give the customer peace of mind,’’ he said. ‘’As Node Africa, we have the necessary experience in monitoring and managing these systems so we would be able to give better SLAs than you would get if you went directly to a cloud provider or run the infrastructure internally,’’ he added. Node Africa has called upon medium companies that have already made some investments in infrastructure that it would provide a roadmap to a fully managed cloud environment whilst ensuring high availability. enock_x254

Netflix faces ban in Indonesia following Kenya opposition

Netflix, the American multinational provider of on-demand Internet streaming media, has been blocked by Indonesia’s biggest internet service provider just days after the firm faced opposition in Kenya. Telekom Indonesia, the state-owned telecoms firm said it had concerns about the content Netflix was offering and accused it of failing to have a necessary business permit. The US company announced earlier this month that it had added 130 countries, including Kenya and Indonesia, to its service - taking it almost worldwide. Telekom Indonesia said Netflix needed to work with it to ensure objectionable content was removed, the BBC reports. “The issue is about the permit. They don’t follow the rules. They also display violence and adult content,” the firm’s consumer director Dian Rachmawan told the Jakarta Post newspaper. The country’s government said that it was not behind the move.

‘Brookside ready for West African market’ Brookside Dairy’s target of breaking into the West African export market got a boost with a visit of its Ruiru processing factory by Nigerian President Muhammadu Buhari. Brookside executive chairman Muhoho Kenyatta said the dairy will start exporting to the Economic Community of West African States (Ecowas), having already covered the East African market. “Having been able to considerably satisfy the East African market with our products, we are keen in casting our vision and scope wider by venturing into the West African market,” said Muhoho. He said that the processor wants to establish a partnership with the Ecowas member states in the dairy sector in order to boost revenue. “It is our hope that together we can help to realise the same dream of dairy farming with our West African brothers and sisters,” he said. Buhari, who is in the country on a three-day State visit, toured the Brookside plant Thursday “to learn from Kenya’s dairy experience and transfer the same to Nigeria.” “I am here with my minister for Agriculture so that we can learn the achievements of Brookside for us to borrow a leaf from it,” said Mr Buhari. The Nigerian President said he

had instructed his minister of agriculture to start making plans on how to build a milk processing plant in Nigeria, saying that he would present a budget for the same in the coming financial year. Africa’s richest man Aliko Dangote in 2014 said he would establish a dairy plant in Kenya aiming to boost milk supplies in Nigeria. Sani Dangote, the brother to Aliko and vice-president of the Dangote Group, said the firm would put up a processor that would produce powdered milk, commonly known as a dry plant, to feed export markets, especially Nigeria. The Dangote Group is currently importing more than 4,000 tonnes of powdered milk per month for the Nigerian market from Europe worth an equivalent of Sh105 million. “Nigerians consume a lot of powder milk more than any other milk product. It is because of this that we would like to start a drying plant here to tap the ready market back at home,” said Mr Dangote in an earlier interview. In 2014, the Nigeria chamber of commerce had announced that Brookside Dairy was planning to open shop in the West Africa nation. Brookside has a 45 per cent share of the market in Kenya. Kevin_x254

IMF set to effect 2010 reforms The International Monetary Fund’s (IMF) has officially announced that the conditions for implementing the International Monetary Fund’s (IMF) 14th General Quota Review, which delivers changes to the governance and permanent capital of the Fund, have now been satisfied. The amendment to the IMF’s Articles of Agreement creating an all-elected IMF’s Executive Board (Board Reform Amendment) entered into force earlier this week. The Board Reform Amendment was part of a broader package of quota and governance reforms, which also included a doubling of IMF quotas under the 14th General Review of Quotas and a major shift in quota shares toward dynamic emerging market and developing countries. The quota increases under the 14th Review, which were conditional on the entry into force of the Board Reform Amendment, are expected to come into effect in the coming weeks. The Fund has said the reforms represent a major step toward better reflecting in the institution’s governance structure the increasing role of dynamic emerging market and developing countries. The entry into force of these reforms will reinforce

the credibility, effectiveness, and legitimacy of the IMF. For the first time four emerging market countries (Brazil, China, India, and Russia) will be among the 10 largest members of the IMF. The reforms also increase the financial strength of the IMF, by doubling its permanent capital resources to SDR 477 billion (about US$659 billion). “I commend our members for ratifying these truly historic reforms,” IMF Managing Director Christine Lagarde said. “These reforms will ensure that the Fund is able to better meet and represent the needs of its members in a rapidly changing global environment. Today marks a crucial step forward and it is not the end of change as our efforts to strengthen the IMF’s governance will continue.” The entry into force of the Board Reform Amendment approved by the Board of Governors in 2010 required the acceptance by three fifths of the Fund’s members representing 85 percent of the total voting power. The entry into force was also a general effectiveness condition for the quota increases under the 14th General Review of Quotas. With the entry into force of the Board Reform Amendment and all other general effectiveness conditions met, members can now

pay for their quota increases to make them effective. This process is expected to be substantially completed within one month. The 2010 Quota and Governance reforms were approved by the IMF’s Board of Governors in December 2010.The main outcomes of the 2010 Quota Reforms are such that the quotas of each of the IMF’s 188 members will increase to a combined SDR 477 billion (about US$659 billion) from about SDR 238.5 billion (about US$329 billion). Further, more than 6 percent of quota shares will shift to dynamic emerging market and developing countries and also from overrepresented to under-represented IMF members. Four emerging market countries (Brazil, China, India, and Russia) will be among the 10 largest members of the IMF. Other top 10 members include the United States, Japan, and the four largest European countries (France, Germany, Italy, and the United Kingdom). Also under the reforms, the quota shares and voting power of the IMF’s poorest member countries will be protected and for the first time, the IMF’s Board will consist entirely of elected Executive Directors, ending the category of appointed Executive Directors.

Ethiopia drought relief needs Sh51 billion: WFP The drought relief effort in Ethiopia needs about Sh51 billion ($500 million) to fund programmes beyond the end of April to support 10.2 million people facing critical food shortages this year, the UN World Food Programme has said. Ethiopia is battling one of its worst droughts in decades that in parts of the country eclipses the 1984 crisis, when rain failures and conflict caused famine that killed an estimated 1 million people. “We are really on the cliff ’s edge as we speak,” WFP Country Director John Aylieff told Reuters, saying the Sh51 billion ($500 million) had to be raised by the end of February so resources could be in place by the end of April. “It’s a really tall order for donors to suddenly mobilise the immense amount of resources needed for the Ethiopian crisis this year. I would also say it is a tall order for the mother in the highlands of Ethiopia to watch her children waste away.” The scale of this drought, blamed on the El Nino weather phenomenon, is even overwhelming those measures. The government, WFP and a group of charities such as Save the Children are working on the relief effort. The government is already spending about Sh 30 billion ($300 million) and other funds have come from the United States, Canada, European

states and others. About Sh 3 billion ($38 million) was committed this week, the WFP said. An estimated Sh 143 billion ($1.4 billion) is expected to be spent in 2016 to cover relief food and other requirements in Ethiopia though experts say that estimate may prove inadequate, after rains failed in 2015 and with the 2016 outlook unclear. Ethiopia has tried to prepare for such times, given 80 percent of its people rely on farming, mostly rain-fed. One initiative is the Productive Safety Net Programme, which helps about 7.9 million people deemed to be chronically food insecure by providing food and cash transfers in return for community works. The government has dug into strategic food reserves, but the cost of the effort is a major burden for a nation which is still one of the poorest per capita in Africa despite a fast growing economy. Aylieff said the relief effort had stabilised the situation from August when there was a spike in new cases of malnutrition, with 43,000 children admitted for treatment for severe acute malnutrition in a single month. “Unless we can sustain a solid relief response in Ethiopia, we risk going back to a situation of spiking severe acute malnutrition,” he said.

I know there is talent in Kenya in fact a lot of talented people are here and all they need is an opportunity to showcase what they can do. Is there more that needs to be done to nurture this talent? Most definitely there is a lot. One of the things is to set up talent academies around the country that have a link to the direct world where one can get specialized training and is absorbed into the system. What challenges are in the industry? You are as good as your last project and at times those can be few and far between. W h a t are your prospects for 2016? You could find this extremely useless and counterproductive, and you might be tempted to try to break in and put a stop to it. ARIES Mar 21 - Apr 19 Frustration and upset with others in your circle could tempt you to go out and get rid of that energy by spending a lot of money. You might overindulge in food or drink, or you could give in to impulse buying. Instead, get some exercise or throw your passions into creative pursuits.

TAURUS Apr 20 - May 20 You’re probably feeling especially energetic, with little if any outlet for that energy, Taurus. On days like this you might want to consider jogging, going to the gym, or taking an aerobics class. This can both provide an outlet and produce some endorphins that override the stress and strain. Go to it! GEMINI May 21 - Jun 21 A conflict between career obligations and home responsibilities could present itself today, Gemini. You’re likely to feel totally powerless in the situation, so it could cause you to feel irritable and be more snappish than usual. Avoid the temptation to quarrel with others. CANCER Jun 22 - Jul 21 Long-distance phone calls from people living in distant states could bring some rather disconcerting news your way. This might arouse some anger within you, and you might be tempted to take it out on the caller. Don’t do this! The person is probably only the messenger. LEO Jul 23- Aug 22 Nightmares that come your way today are likely to cause you to wake up feeling extremely angry for no tangible reason. You might want to take a close look at your dreams and try to analyze them so that you’ll learn the source of your ire and how best to expunge it. VIRGO Aug 23-Sep 21 Bear in mind that this person’s mood probably has little if anything to do with you, Virgo, or anything you’ve said or done. Just stay out of their way until they’re over it! This isn’t a good day to give or attend social events or even accept invitations. Wait until tomorrow! LIBRA Sep 23 - Oct 22 Pace yourself and don’t panic if you have to let some of them go for today. You’re probably feeling more sensitive than usual, Libra, so you might also pick up some moods from the people around you. Take periodic breaks and go out for a walk. SCORPIO Oct 23 - Nov 21 Emotional levels run high among members of a group you’re affiliated with as disagreements turn into quarrels. Stay out of this, Scorpio, it won’t do you any good. Write down your impressions and share them with the others at another time when tempers have cooled down. SAGITTARIUS Nov 23 - Dec 21 Pressures to get unfinished tasks completed and new ones begun cause emotions to run high. Everyone, yourself included, is likely to feel nervous and stressed out, and quarrels may break out. This keeps your blood pressure down and reassures those you want to impress.

YOURSAY Fight against graft needs more than laws, agencies It is a pity that Kenya still ranks as one of the most corrupt nations worldwide, despite the many laws and anti-graft agencies put in place to tame graft. It is also saddening to note that the country falls below the global and Sub-Saharan Africa’s average mean of corruption index. This demonstrates that the efforts to tackle corruption have borne no results as rhetoric on how to fight the scourge grows day by day. In my view, there is more that needs to be done either to the laws and more so to the attitude and willingness to eradicate the vice. In order to propel the fight against corruption, the initial step should be to review the laws governing the fight and repeal those that are redundant. Secondly, there should be an independent audit of corruption complaints that have been handled by the Ethics and Anti-Corruption

Commission (EACC) since its inception. We need to understand what they have achieved, what is expected of them and measures put in place to achieve their targets. The same measures should also be applied to the office of the Director of Public Prosecutions (DPP) and the Directorate of Criminal Investigation (DCI). This will help to unearth hurdles to successful investigations and prosecutions. The Executive should pave way for this robust measures by creating the required political will to deal with corruption cases, by enforcing convictions and asset recovery, lifestyle audits supported by a wealth declaration system. As such corrupt culprits will be held accountable as lost public assets get retrieved back to the national coffers. —Nderitu, Makongeni

Yatani should stop intimidating political opponents Marsabit Governor Ukur Yatani should realise there is nothing wrong with Boranas meeting and choosing their preferred candidate. Marsabit is a cosmopolitan county and I am perturbed by the remarks made in one of the dailies attributed to Yatani. I was surprised that he took issue with the National Hospital and Insurance Fund (NHIF) chairman Mohamud Ali being endorsed for a second time to challenge him. In Marsabit, politics are tribal just like in most parts of the

country and I do not see what was wrong with the Borana meeting in Sololo, Moyale to chat their destiny ahead of 2017. In Marsabit all communities including the Borana, Rendille, Gabra, Burji and Garre have political meetings. All communities are strategising for the 2017 General Election especially for the gubernatorial seat because the current leadership has failed to fulfil its pledges to the electorate It is hypocrisy at its best when Yattani accuses his

challengers of promoting tribal politics when he is a product of similar tribal meetings after being endorsed by his Gabra community at Kalacha in 2012, just before the 2013 polls. At the shores of Lake Turkana, locals have complained of we bad roads and lack of storage facilities to for the delicious tilapia fish. Governor, do not panic. Campaign well and let the voters decide. — Cosmos Adou

Naming a road after Fidel Odinga a big joke For the first time the Opposition led by Mombasa Governor Ali Hassan Joho has become trivial to name a road after the late Fidel Castrol. Before the Governor could make the decision, he could have exactly let us know what the late son to the Cord leader Fidel Castrol did for the people of not only Mombasa County, but the nation at large. History tell us

that there are so many heroes in the region who deserve that honour. Even Fidel’s grandfather Jaramogi Oginga Odinga did more than enough to the nation, but has never been honoured and one wonders why honour him. Kenya is a blessed nation with more important people who have left names in our history books such as Koitalel Arap Samoei, but have never

received such honours before. Opposition leader Raila Odinga could have advised Governor Joho otherwise as the move could erode Cord’s political gains and dent their image ahead of 2017. It is time for Kenya as a country to focus on more significant things that would benefit poor citizen not few well known families. — Legal hustler, Nairobi.

Governors have failed in matters devolution Back in 2010, majority of Kenyans overwhelmingly voted for the new Constitution which in its dispensation was to offer devolution as its greatest reward. Many hoped that the new constitutional dispensation would institute development programmes faster than the previous central governments had done. They saw it as a way to have a say what to prioritise as their immediate development agenda and where the devolved resources should be invested. However, five years after it was adopted, very little or none of these dreams have been achieved as a result of widespread corruption involving governors and their county officers.

In the spirit of the Constitution, governors were expected to hold a high level of integrity and openness in running affairs of the counties as the custodians of the devolved resources. In most counties, the county heads have been accused of being involved in questionable spending, illegal tendering processes, inflating the cost of projects and supplies to benefit either themselves or those close to them. More sickening is cronyism, nepotism, corruption and opacity in the distribution of resources and awarding of contracts that have largely thrown out transparency and accountability in the counties. — Kamotho, Starehe

Hiring experts to pick candidate could backfire The idea by Cord to hire foreign experts to help them pick 2017 presidential candidate out of the three co-principals is quite judicious that any other political party would stoop to admire. It’s a wait-and-see scenario because it never happens in our land, but when handled with remarkable modesty and decorum, the presuppositions will be lifted and it will prove the best method ever. My worry is, we are still the very Kenyans prone to discontentment. Whether foreign or IEBC, few if not none of our politicians concede defeat. Perhaps

this is just a ploy by the three principals to cynically manipulate gullible enthusiasts of their followers, knowing all the while that the preferred candidate has been agreed upon by the trio in a boardroom. The move could prove dangerous for Cord, especially at the eve of next General Election if not well handled. Any seed of disgruntlement will automatically escalate into permanent disintegration and there will be nothing like Cord in 2017 General Election. Believe me. — Phabian Jr-Orobi

Murray to face Raonic in Australia Open semis

Britain’s Andy Murray will take on Canada’s Milos Raonic on Friday for a place in Sunday’s Australian Open final. Fourtime runner-up Murray is attempting to reach his fifth final in Melbourne, where Novak Djokovic awaits. Bigserving Raonic, the 13th seed, is chasing a spot in his first Grand Slam final having seen off Frenchman Gael Monfils in the quarter-finals. Murray, 28, and Raonic, 25, have played each other eight times on Tour, with honours even. By his own admission, Murray has struggled to keep his mind on the job in Melbourne, despite advancing to the last four of the season’s first major. The world number two’s father-in-law, Nigel Sears, collapsed earlier in the tournament, while his wife Kim is heavily pregnant back home in Britain. Murray shrugged off the distractions to beat tough Spaniard David Ferrer in four sets in the quarter-finals but Raonic, who is in the form of his career, could pose a bigger threat.

Whistle-blower gives evidence in Blatter suit A whistle-blower has given evidence that may be “very helpful” in the criminal case against the banned Fifa president Sepp Blatter, Swiss prosecutors has said. Blatter was banned from football for eight years for making a “disloyal payment” of £1.3m to Uefa president Michel Platini, and is also under investigation by Swiss state lawyers for alleged criminal mismanagement. “The Swiss Attorney General’s office received valuable information from a testimony that might be very helpful,” a spokesman told BBC Sport. Blatter, 79, is suspected of signing a contract that was “unfavourable to Fifa”.

The contract is thought to refer to a 2005 TV rights deal between Fifa and Jack Warner, the former president of Concacaf, the governing body of football in North and Central America and the Caribbean. Blatter, who has always denied any wrongdoing, is appealing against his ban from football. But Fifa’s ethics committee hopes to increase his punishment to a lifetime ban. H e won a

fifth Fifa presidential election in May, but his 17-year reign at the top of the game’s global governing body is set to come to an end in February when the organisation elects a successor. Platini, who received the money from Blatter in 2011 for work the pair say he did between 1998 and 2002, has also been suspended from football for eight years. He too is appealing against the punishment. The Swiss criminal investigation against Blatter is ongoing, with German media reports suggesting formal proceedings may start in late 2016 or early 2017.

Wario now denies registering any group as FKF interim officials Sports Cabinet Secretary Hassan Wario (pictured) has termed untrue claims that his ministry has registered interim Football Kenya Federation (FKF) officer bearers. He said the ministry has not endorsed the group led by FKF presidential aspirant Gor Semelang’o, Sammy Shollei and Mahmud Abbas, terming the reports misleading. “The allegations in the media that the Sports registrar has registered Gor Semelang’o’s group as FKF officials are false. What the registrar did was to receive application forms submitted by these individuals December 1 last year and ratified

the same,” said Wario, adding that acknowledging receipt of the forms is not registration. Wario, who maintained FKF is yet to comply with the Sports Act, hailed the work being done by the federation’s Electoral Board, having conducted both the sub-branch and branch election peacefully. “We feel the board has done a tremendous work in managing the sub-branch and branch elections,” he said. He urged football supporters to ensure peaceful and credible elections to improve the standards of soccer in the country.

SPORTS CABINET SECRETARY DISMISSES CLAIMS SEMELANG’O-LED OFFICIALS HAVE TAKEN OVER FKF

p15 SENSING THE SACK: Manchester United manager Louis Van Gaal has said a loss tonight against championship side Derby could see him sacked. Below, dejected United players leave the pitch after Sunday’s Premier League loss to Southampton at Old Trafford.

Sack fears hover over Van Gaal in clash with Derby Manchester United manager Louis van Gaal says an FA Cup defeat at Derby on Friday could get him sacked - for the fourth time this season. The Dutchman, 64, said speculation he offered to resign after the 1-0 loss to Southampton was “awful and horrible”. In a swipe at the media, he claimed journalists had “sacked” him three times already this season, and would do so again if United lose at Derby. “Maybe then you have written the truth because sometimes it happens,” he said. United are 10 points behind Premier League leaders Leicester, five points adrift of Tottenham in fourth place and out of the Champions League. Speaking before Friday’s fourth-round match with the side fifth in the Championship, Van Gaal said questions about his future were being asked in a “disrespectful way”. “You make your stories and people believe it,” he said at a news conference. “I am concerned they are believing it. You can write what you do. “It is the third time I am

sacked and I am still sitting here. Now I cannot lose any more - then for the fourth time I have been sacked.” Van Gaal praised the “fantastic” support of executive vice-chairman Ed Woodward, but said it brought “more pressure” to “fulfil the expectations that they have of you”. And the former Ajax, Barcelona and Bayern Munich boss reiterated his desire to “continue to the end” of his three-year contract, which runs until the end of the 2016-17 season. Famously, former United boss Sir Alex Ferguson was under pressure three years into the job at Old Trafford and United were plummeting towards the old First Division relegation zone when they faced Nottingham Forest in the FA Cup third round in January 1990. It was believed that a defeat would see Ferguson sacked. They won 1-0 and Ferguson went on to become English football’s most successful manager. Asked whether the FA Cup could become his saviour, Van Gaal said: “Of course.”
