DP Ruto tells off Cord, says there won’t be violence after 2017 election Deputy President William Ruto has warned the Opposition against engaging in violence should they lose the 2017 general election. Speaking at Tononoka grounds in Mombasa at the end of his four day tour of the Coast region last evening, Ruto told the Coalition of Reforms and Democracy (CORD) that Kenyans would not let them unleash violence in the country once they lose the August 2017 election. He said the government was aware of the ‘machinations’ by the opposition to engage in violent activities so as to make the country ungovernable after the elections and that it will take appropriate action to stop such an eventuality. “We are telling CORD to stop their jokes, Kenyans do not want to experience post-election violence again and will not give them the leeway to wreak havoc in the event they lose,” Ruto told the crowd. Governors oppose hiring of health workers to counties The Council of governors (COG) has opposed a plan by the national government to recruit health workers to be deployed to the counties. In a protest letter to the Health ministry, governors want the national government to stop the recruitment and allow dialogue before the process can kick off. “While we recognise that the national government has constitutional responsibility to offer capacity building and technical assistance to the counties, this does not mandate your ministry to unilaterally and without any consultation proceed to recruit staff for the counties,” Council of Governors Chairman Peter Munya said in the letter dated November 18 and addressed to Health Principal Secretary Nicholas Muraguri. Last week on Thursday, the ministry of Health through the office of the principal secretary advertised for applications for emergency deployment in emergency and child-health services. “In essence, it is not contemplated under this function that devolved
powers are exercised by the ministry. We urgently call upon your office to immediately withdraw the advert.” Munya demanded. The county bosses argue that the health functions, excluding national referral facilities, had been fully transferred to counties by the Constitution. Munya who is also the Meru Governor reminded the ministry that Articles 6(2) and 189 create compulsory obligation for one level of government not to interfere in the other’s exercise of its constitutional functions. He maintained that the national government must always consider consulting the devolved unit before any activity is done by it. “In this regard, the county governments enjoy human resource recruitment autonomy. It is not constitutionally permissible for the national government to recruit staff for devolved health,” he said. Governors in the recent past has been at loggerheads with the national government, the latest being the controversial roads bill 2015.

He said it was unfortunate that people in the Coast region had been misled that the Jubilee leadership will not resolve their land matters and specifically the squatter problem. “We have issued 1.2 million title deeds in the Coast region and resettled squatters on the controversial Waitiki farm and now they have title deeds of their land,” he added. He went on to say that the government had pumped some Sh5 billion in the construction of the Airport-Port Reitz-Changamwe road whose work is ongoing. He said: “We have put another Sh12 billion in the road to terminal II at the airport and work construction work on Dongo Kundu bypass to link the mainland to the south coast begins next year.” Leaders who spoke at the meeting including Kwale Governor Salim Mvurya, his Murang’a counterpart Mwangi wa Iria, Nairobi Senator Mike Mbuvi Sonko, Nominated Senator Emma Mbura and a host of MPs cautioned the electorate against backing the opposition which they said has nothing useful to offer. He said the assembly in working on a bill, the ‘whistle blowers Bill’, which seeks to create avenues for reporting corruption cases within East Africa’s member states. On the withdrawal of troops by Kenya in South Sudan, Kidega appeared diplomatic saying the matter should be left for generals to deal with it. “The reason for the withdrawal of troops in South Sudan by Kenya is beyond my sphere of understanding and the matter should be left to Generals to deal with it,” he said. Kenya had protested against the move by UN Secretary-General Ban Ki-moon to sack the Kenyan general Lt-Gen Ondieki based on a special report that accused the force of failing to protect civilians during the July violence in Juba that lasted for four days between July 8 and 11. A report compiled by the team accused peacekeepers of deserting their posts and failing to come to the defence of aid workers who were attacked in a hotel that was not far from them. It also accused the leadership of being ill-prepared to deal with the violence. Citing serious shortcomings in the leadership, the UN chief ordered immediate replacement of the force commander. The move angered Kenya with President Uhuru Kenya saying “...and I say now that we will discontinue our contribution of troops to the proposed regional protection force. “…for our part, we will no longer contribute to a mission that has failed to meet its mandate and which has now resorted to scapegoating Kenyans.” Kenyatta faulted Ban Ki-moon’s sacking of the Kenyan general, accusing him of using Kenya a scapegoat. But Kidega called on all Heads of State to attend to the crisis in South Sudan. “As an assembly we are concerned about the political crisis in our newest member South Sudan and Burundi. It is our objective that all countries within the East Africa should be peaceful and secure for all civilians,” he said. The Speaker said once South Sudan is fully integrated into the East African Legislative Assembly, they will use all available means to end the crisis. Members of the East African Legislative Assembly are in Nairobi for the 3rd meeting of the 5th session of the Assembly for two weeks. The meeting will be officially addressed by President Kenyatta next @sam_x254 Tuesday.
Universities that flout the Commission of University Education regulations risk being stripped off their Charters, Education Cabinet Secretary Fred Matiang’i has warned. Similarly, universities that admit and allow unqualified students to graduate will also lose their charters. Dr Matiang’i also warned the higher institutions against granting politicians certificates that they are not qualified for ahead of next year’s elections saying they will be not be spared. He expressed concern that some universities have created programmes which lacked the academic and professional rigour associated with University education. He warned the government would not tolerate such practices. “University Charters system is not a licence to do anything. We shall take away the charter from you if the university is doing wrong business. If we get you doing monkey business with it we shall take it away,” Dr Matiang’i warned at the Cooperative University in Nairobi Sunday. He asked CUE to undertake an enrolment audit of all Students in Kenyan Universities saying that the commercialisation of University education had created the risk of admission of students who have no qualifications to undertake undergraduate education. He said commercialization of University education was hurting universities by giving degrees to people who did not qualify to join universities. University Education, saying some university were expanding beyond their capacity to provide quality higher education. “We will not approve satellite campuses of existing Universities. The existing ones must abide to all the set regulations without compromise,” he said. The CS said the government would not accept shortcuts whether they were happening at lower or higher levels of education, saying universities should deal with examination cheating among their ranks. He said plagiarism and outright cheating hurt the image of the country, saying CUE should clamp down the vice. He expressed concern that professional students had set up bureaus which wrote term papers and even research work for students.
He also challenged Chancellors of Public Universities to provide energetic leadership to the management of Universities, saying their offices were not titular or ceremonial. He said the leadership was especially urgent as public universities suffered from governance problems. He expressed concern that some universities with a strong population of students on parallel degree programmes could be broke when they had received billions of shillings from the students. He said the institution needed proper and effective practice in university administration to be in apposition to manage resources prudently for the sake of providing quality higher education. @wilson_x254

Demand equal treatment on the global stage, Kenyatta urges African states
President Uhuru Kenyatta has called on African countries to demand equal treatment when engaging with other countries on the illegitimate and the unfair international order. Mr regretted that while African countries accepted the sovereign decisions of other countries, their rights to exercise sovereignty and democratically set aside international commitments which no longer work for them should be respected. “I cannot think of any African I know who did not accept that the United Kingdom had the right to choose to leave the European Union. But if Africans attempt to exercise their sovereign will, we hear a barrage of voices which tell us we can’t,” Mr Kenyatta said. The President who spoke Saturday night in Kampala during the 2nd annual Diplomatic Forum organized by the diplomatic corps in Uganda, said global peace and stability will be realized when countries engage as partners. “Even in the face of an international order stacked against us, built on our backs, Africans have made painful progress. For our partners from around the world, let it be clear that we are partners. Mutual respect is what we seek”, he added. He told African countries to open borders, connect people, increase trade, support innovation and promote African knowledge in their collaborative approach to successful competition with the rest of the world. “As we seek to make the most of our potential now, we will need to drive the Pan-African agenda as a tremendous ideological wave that will lift all the boats of African socioeconomic transformation,” Mr Kenyatta said. He said rapid sustainable development, being the last agenda of Africa’s freedom struggle, requires Africans to unite and to speak with one voice. “Let us therefore strengthen the bonds of brotherhood and solidarity throughout Africa. At the same time, let us engage abroad to ensure that our voice is heard and interests secured,”

he added. He underscored the important role African diplomats’ play in the vanguard of Africa’s modern iteration of the freedom struggle. Obama may weigh in on Trump after leaving White House
US President Barack Obama has said he may speak out after leaving office if he feels his successor Donald Trump is threatening core American values. By convention, former presidents tend to leave the political fray and avoid commenting on their successors. Mr Obama said he would give Mr Trump time to outline his vision but added that, as a private citizen, he might speak out on certain issues. Mr Trump spent the weekend interviewing candidates for top jobs in his cabinet. “I want to be respectful of the office and give the presidentelect an opportunity to put forward his platform and his arguments without somebody popping off,” Mr Obama said at a forum in Lima, Peru. But, he added, if an issue “goes to core questions about our values and
our ideals, and if I think that it’s necessary or helpful for me to defend those ideals, then I’ll examine it when it comes”. The president described himself as an “American citizen who cares deeply about our country”. Speaking at a news conference to mark the end of the Asia-Pacific Economic Cooperation (Apec) summit, Mr Obama reiterated that he would extend to Mr Trump’s incoming administration the same professional courtesy shown to his team by his predecessor George W Bush. Mr Bush has refrained since leaving office from commenting on Mr Obama’s presidency. “I don’t think it does any good,” he told CNN in 2013, after Mr Obama was elected for a second time. “It’s a hard job. He’s got plenty on his agenda. It’s difficult.
A former president doesn’t need to make it any harder. Other presidents have taken different decisions; that’s mine.” Mr Bush’s stance falls in line with tradition. US presidents tend to avoid criticising predecessors or successors. Mr Obama was clear that he would not weigh in on Mr Trump’s decisions while he was still in office. But his suggestion that, as a private citizen, he would seek to defend “core values” comes amid mounting concern among civil rights groups and others about Mr Trump’s political appointments. The president-elect’s chief strategist, Steve Bannon, was previously the head of Breitbart, a website accused of promoting racism and anti-Semitism. And Mr Trump’s national security adviser, Gen Michael Flynn, has previously likened Islam to

Job opportunities shrinking in spite of economic growth More than 50 per cent of Kenyans have raised concerns over the skyrocketing rate of unemployment at a time when economic growth is being witnessed, a new report from the Pew Research Centre reveals. Based on the analysis, jobseekers believe that the political and economic system is stacked against them. Political corruption is seen by many experts as a key stumbling block to a country’s development and is therefore a major public concern. “Most South Africans, Kenyans and Nigerians believe that government is run for the benefit of only a few groups of people in society. And, perhaps most troublingly, only around a third of South Africans and Kenyans say government corruption will be better in their countries when today’s children grow up. Nigerians are more optimistic that there will be less corruption in the future – 60 per cent expect things to improve,” says the report. In terms of economic development, most see rewards and opportunities going primarily to those at the top. Majorities in all three nations say the gap between the rich and the poor has increased over the past five years. And when asked why so many people lack jobs in their country, the top reason given is that many jobs go only to well-connected people.

Speaking during the second annual diplomatic forum in Uganda, the Head of State said that it is time for the region to unite for the betterment of its own success. “We have to unite because global peace and stability will be realized only when countries engage as partners,” said President Kenyatta. “What we want is just mutual respect. I promise to work with our neighbours because if Uganda succeeds, then the success belongs to all of us,” said the President. in limbo as firm awaits regulatory approval Coca-Cola’s plan to buy out brewer AB InBev from an African bottling joint venture, (originally agreed to with SABMiller) may have to go through a second regulatory process just five months after the initial deal was concluded, because of the size of the two companies involved. SABMiller is the Africa’s largest Coca-Cola bottler, holding 57 per cent of Coco-Cola Beverages Africa, which accounts for 40 per cent of Coco-Cola’s African soft drink sales. The combination of Coca-Cola and SABMiller’s bottling operations for nonalcoholic beverages in Southern and Eastern Africa was approved by South Africa’s competition authorities in May. This was 18 months after the tie-up was announced. After AB InBev completed its takeover of SABMiller earlierin October, Coca-Cola said it plans to trigger a change of control clause to buy SABMiller’s majority stake in the venture. The size of the companies involved indicates that the deal will have to come back to the competition authorities, Hardin Ratshisusu, the Competition Commission’s acting deputy commissioner, said by phone on Friday. Atlanta-based Coca-Cola may have to seek fresh regulatory approval in all 11 southern and eastern African countries that are affected
by the proposal, Ratshisusu said. The Competition Tribunal, on the commission’s recommendation, approved the
bottling venture with conditions including that jobs were protected and two development funds were set up to help local farmers.

The war in the Democratic Republic of the Congo began after the 1984 Rwandan genocide, when Rwanda sent troops over the border to pursue Hutu militia hiding in what was then Zaire. In the free-for-all that followed until 2002, over six million Congolese died, making it the deadliest conflict since World War 2. And over 400,000 women and young girls were raped. Despite a peace deal and an election in 2006, the fighting continues, especially around rich mining areas.

Public rapes in front of friends and community and forced rapes between victims, often from the same family, are common. So too are rapes performed using rifles, knives and sticks. Women have had their limbs and breasts cut-off, molten rubber poured into their vaginas and been disfigured in other unimaginable ways. And no female, no matter her age, is safe. Attacks have been committed on

women as old as eighty and girls as young as two. Many die as a direct result of rape. Many who survive wish they hadn’t. Adequate medical care is very hard to come by and survivors remain ill and in pain for the rest of their lives.

Young girls who are not fully developed often suffer from obstructed birth. Other victims can’t walk or stand, a consequence of nerve damage that is the frequent by-product of anal and vaginal fistulas. Sexual assault has also seen an alarming rise in the HIV rate.

But progress is being hindered by a government in denial about the scale of the atrocities and intent on silencing everyone from talking about it. So what can you do to help? How did you get your start in the industry?
I think I started in what seems like the usual way. I would go to hip hop events and started taking up chances to perform on stage during open mic sessions. I slowly started building a name for myself that way through my inspirational and educational rap and poetry pieces.
What would you say is the message of
your music?
My music basically speaks on matters affecting the society, both positive and negative.
What inspires you?
I draw my inspiration from the things that happen around me and listening to other artistes’ music also influences my sound too. I usually listen to a broad variety of artistes from Ukoo Flani Mau Mau to international acts such as Nas, Jay Z, Kendrick Lamar and many more musicians.
What are you working on currently?
I am actually part of a rap group called DSG [Dandora Sh***y Gang]. I’m in it with other acts such as Munga Bless, Rome Zilla and Moza. We are currently working on our debut mixtape titled ‘Life Ya D’ set for release before the end of the month.
Are there any artistes, both established and new, that you would love to work with?
My fellow DSG members of course but also new artistes such as Fresko and established ones like Juliani, Oksyde and a number of other artistes, too many to name.
Do you ever listen to your own music on your playlists? Yes I do that a lot actually.
Which event/stage would you just love to perform? Yes both local and international stages are on my checklist. Hip hop and afro-centric music events at home such as Blankets & Wine and Poetry Slam Africa and so much more.
Where do you see yourself in 10 years? I see myself as an internationally acclaimed hip hop artiste.
Conquer is an upcoming emcee with a deep message within his music and big dreams on the horizon. As part of the DSG crew he’s off to conquer the music industry and take down one stage at a time.

Harambee Starlets drew first blood when Essie Akida volleyed in on the 24th minute but Ghana equalized through Samira Suleiman five minutes after the restart. Kenya then trailed following a controversial penalty before the West Africans put the game beyond their opponent’s reach through a neatly taken free kick in the dying minutes. Despite Boakye’s cross having hit Ann Aluoch’s arms outside the box, the referee pointed straight to the spot despite amid huge protests from Kenya. It is that second goal which awakened Ghana’s revival. There was more controversy five minutes later when the referee seemed to have given Kenya a penalty after Akida went down under an aerial challenge, only to change her mind and give the Black Queens a free kick instead. Starlets had an early scare with captain Addo heading the ball in from a freekick, but the first assistant referee had her flag up for offside, giving a huge reprieve to the debutants. Manchester City midfielder Yaya Toure says he was not surprised by his recall to the first team after ending his three-month exile with both goals in Saturday’s 2-1 win at Crystal Palace. The 33-year-old Ivorian was a shock selection at Selhurst Park for his first Premier League game this season. But Toure said: “I was prepared mentally and I knew that one day my manager would need me. “I was delighted to play and I am very happy to be playing football.” Toure, a two-time Premier League title winner with City, had been out in the cold at the club since the end of August. City manager Pep Guardiola had said he he would not be picked until his agent, Dimitri Seluk, apologised for comments he made when Toure was left out of City’s Champions League squad. Toure said sorry on Seluk’s behalf at the start of November but there had been no indication from Guardiola that his situation had changed, and few people even knew he was in the City squad that travelled to south London. Mourinho: Man Utd are unluckiest team
Manchester United are the unluckiest team in the Premier League, says manager Jose Mourinho. United were denied victory over Arsenal at Old Trafford as substitute Olivier Giroud headed an 89th-minute equaliser after Juan Mata’s opener. They have now won just one of their past six Premier League games. Mourinho said: “I have nothing to say against my players, but I feel sorry for them because we feel like a defeat and Arsenal is feeling like a victory.” He added: “If we just focus on [draws against] Burnley, Stoke and Arsenal - nine points easily. If we had those six points more w e are top four and close to the top of t h e league.” “We all know inside that in this moment we are the unlucky team in the Premier League.” United remain sixth in the league table, five points behind fourthplaced Arsenal who are two points behind leaders Liverpool. The draw means Mourinho remains unbeaten against Arsene Wenger in 12 meetings in the Premier League.

iego Costa’s 10th goal of the season moved Chelsea top of the Premier League as their sixth straight win saw off Middlesbrough at the Riverside Stadium. After an even start, Chelsea upped the tempo and deservedly led at the break when Costa reacted quickest to drill in a loose ball inside the Boro box. The Blues continued to create chances, Pedro going closest when he smacked a rising drive against the crossbar. Boro’s best chance came when Alvaro Negredo’s 78th-minute volley was saved. It was the only time the home side forced Blues keeper Thibaut Courtois into a serious stop as they lost for the first time in four matches. Chelsea leapfrogged Liverpool and Manchester City to go a point clear, while Boro remain one point above the relegation zone in 15th place. Chelsea boss Antonio Conte was effusive in his praise of Costa before the game, labelling the Spain international as “one of the best strikers in the world”. And based on the evidence presented through

While the former Atletico Madrid frontman did not find himself presented with plenty of goalscoring chances, he was constantly bothering the Boro centre-backs with his movement, strength and willingness to chase seemingly lost causes. And, most importantly, he was clinical when a sniff of an opportunity arrived. Boro failed to deal with Eden Hazard’s inswinging corner just before half-time, Costa reacting quickest to instinctively stab in an angled effort from inside the six-yard box. With Hazard quiet in comparison to recent weeks, Costa was the fulcrum of the visitors’ attacking play. The 28-year-old matchwinner also teed up chances for Pedro, Marcos Alonso and Hazard, showing once again he is back to the form which helped the Blues win the Premier League title 18 months ago in his first season at the club. “I knew this game would be difficult because this team is well organised and they are in good form. But we deserved to win because
we scored the goal and created many chances for a second goal,” said Conte. History was not on Middlesbrough’s side going into the match, having lost their previous six matches against Chelsea without managing to score. A lack of cutting edge proved to be their undoing again. Marshalled by skipper Ben Gibson, the home side were organised and restricted one of the title contenders to a handful of clear-cut chances. While they only trailed by a single goal, Boro - who fought back to snatch a draw at Manchester City in their last outing - had hope. However, just one shot on target tells you where their problems lie. “We stayed in the game until the end but didn’t get the point we think we deserved. There are positives to take,” said Gibson. “One mistake punished us. But if we keep playing like we have done in the past few games. We will win more games. The team is improving,” said manager Aitor Karanka.
