Jubilee, Cord row over listed IEBC candidates

T

he ruling Jubilee coalition is planning to derail the selection of new commissioners to the Independent Electoral and Boundaries Commission (IEBC) so as to ensure the outgoing bosses preside over next year’s general election, opposition MPs have claimed. MPs allied to the Orange Democratic Movement (ODM) have told X-News in separate interviews that they believe the government has put in place a scheme to slow down the recruitment process of new commissioners. There claims are anchored on demands early this week by Jubilee MP Johnson Sakaja that the IEBC selection panel re-advertises the position of chairman for more people to apply. The panel chaired by Bernedette Musundi has already shortlisted five candidates for the position with interviews set for next week. “Although we are not casting doubts on the qualifications of the already shortlisted candidates, we want the IEBC selection panel to re-advertise the position once more. So that willing Kenyans can apply for this job in numbers,” Sakaja said. But his colleagues are now reading a sinister move behind the demands. “I think there is a plan by Jubilee to prolong the life of the current electoral commissioners who by the way are in office illegally since they were supposed to exit by end of September,” ODM chairman John Mbadi said. The Suba MP claimed the plan is to slow down the recruitment process so that when the new commissioners are finally appointed, Jubilee will argue that they are not well prepared to handle the general elections hence demands for postponement of elections. Instead, they asked Mr Sakaja to point out a particular nominee with whom he has a problem. Kitutu Masaba MP Timothy Bosire said Jubilee did not like the idea of bringing in new commissioners hence they have been very slow to embrace the restructuring at the electoral commission. Bosire cited President Uhuru Kenyatta delay in signing the new elections amendment Bill as part of the wider scheme. He asked outgoing IEBC chairman Isaack Hassan and his team to pack and leave saying they are in office illegally. “Once a person resigns he ceases to have any authority to carry out any official duty of that organisation, but the commissioners have been conducting official duties including awarding of tenders of election material which is very critical,” Bosire said. “The Jubilee government is not keen for this country to have elections in

While the five are all qualified candidates, analysts believe they are likely not to be wholly embraced by Kenyans because of their ethnicity. Roseline Odhiambo Odede, who was a member of the now defunct Judges and Magistrates Vetting Board, hails from Kisumu County which is the political bedrock of opposition chief Raila Odinga. Margaret Wambui Ngugi Shava, a former commissioner with defunct Truth Justice and Reconciliation Commission and David Mukii Mereka

both hail from Kiambu and Muranga counties respectively, two regions considered to be President Uhuru Kenyatta’s political backyard. Their affiliation with the President’s ethnic community will automatically eclipse them from the race, analysts opine. Advocate David Kiprop Malakwen hails from Nandi County, the political stronghold of Deputy President William Ruto. That leaves devolution expert Mutakha Kangu ahead of the pack in terms of regional considerations. Dr Kangu is a native of Kakamega County. But political commentator Martin Andati believes his association with former Prime Minister Raila Odinga could hinder his chances of becoming the next IEBC chairman. While Sakaja did not mention these issues, Andati believe the factors shall play a key role in determining who succeeds Isaack Hassan. “Regional, political and ethnic considerations will be key in selecting who becomes next chair of the commission. Kangu is the best bet for the job, however, for the reasons I gave it may slip off his hands,” he explained. “The Chairperson position must be held by a person who inspires confidence among Kenyans,” Sakaja held. @sam_x254

President Uhuru Kenyatta has come to the defence of his Chief of Staff Joseph Kinyua who has been under scrutiny for authorizing payments of up to Sh400 million to Ministry of Health suppliers in procurements that have raised audit queries. The Sh400 million payment includes money paid to consultancy services at Nanyuki County Hospital and those paid to Bundoma and Lamu County hospitals to fund their upgrade. The payment is included in the Sh5 billion ministry of Health contracts that have now raised audit queries. But President Kenyatta yesterday said Kinyua had the authority to give the directive for the payments which were intended for the purchase of medical supplies. Speaking during a meet and greet session with residents of Bungoma County, President Kenyatta said that no offence had been committed by Kinyua, and the claims are just witch-hunt speculations against him. “Money earmarked for upgrade of hospitals has been sent from Nairobi and your hospitals are now better. Is there a problem with that?” Mr Kenyatta asked. He said the reports accusing Kinyua of any wrongdoing are erroneous.

The audit report, authored by head of internal audit at the ministry Bernard Muchere, says the payments to consultants were unprocedural as the monies were released from Afya House instead of being sent to the Nanyuki hospital where the expenditure was incurred.

The funds were paid on behalf of the hospital by the ministry to suppliers in contradiction with statements that money had been transferred to the hospital. The auditor also raised the red flag on how he authorised the payments, given the Controller of Budget is responsible for issuing such directives from public coffers. Muchere who appeared before the Senate Health Committee earlier in the week said he was unable to accurately quantify the total amount of money that could have been lost at the ministry. @harrison_x254

Quorum hitch set to hit House debates as MPs embark on early campaigns Both the senate and the National Assembly might not be able to pass key bills and adopt committee reports as MPs set their eyes on 2017 campaigns. Lack of quorum in both houses of Parliament is now threatening to cripple key house activities especially passage of constitutional bills and adoption of committee reports. MPs and senators have already embarked on early vote-hunting missions in their respective constituencies leaving both the National Assembly and Senate lacking in required numbers to transact key businesses. The eleventh Parliament’s term lapses in May next year when it is expected to be dissolved by President Uhuru Kenyatta to give the politicians time to campaign for the general elections scheduled for August. However, concerns have already been raised with fears that MPs may not meet the constitutional deadlines for key bills due to less numbers available at any given time to transact any business in the House. Ordinarily, the two-month campaigns for various elective seats are supposed to kick off after Parliament is dissolved. “The elections are barely nine months. People are about to resign from government and public sector to present their candidature before communities, clans and voters. The competition is now real. KiAMbu Women raid drinking den, beat up drunkards More than 50 women from a Kabete women group on Wednesday morning raided a morning drinking den in the area and rained kicks and blows on drunk men they found taking early morning drink. According to the Star, Destiny of King’eero Women’s Group was formed to monitor drinking joints in King’eero township in Kabete constituency. And on Wednesday, members raided a local drinking den and found four men and descended on them with slaps and blows. The men fled to a nearby maize plantation following the ambush. The incident happened near Wangige which is notorious for second generation alcohol. Last year, local MP Ferdinand Waititu led raids to shops selling illicit brews in the area. Kiambu County Alcoholic Drinks and Control Board chair Michael Kang’ethe thanked the women for the operation which he said was a good move in the fight against the consumption of illicit brews.

KiRiNYAGA Man seeks justice after beatings by wife A Kirinyaga man is now seeking for justice after allegedly being assaulted by his wife. Mr Karanja Ng’anga, 53, is nursing wounds after he was allegedly assaulted by his wife in Kimandi Village, Kirinyaga County. He said he suffered leg injuries when his wife attacked him with a baton early today following a domestic quarrel. He was rescued by areas assistant chief Kabui Gatimu who rushed him to Kerugoya Level Five Hospital, where he was treated and discharged. While speaking to reporters, he said it was not the first time his wife had clobbered him. “My wife had been assaulting me over my salary though I have built her a decent house and I’m treating her well. She has been beating me, demanding all of my salary,” he said.

NAKuRu Courts acquits bishop accused of defilement A court in Nakuru has acquitted a bishop accused of defiling a 16 year old minor, saying evidence provided fell short of that required for a criminal case. Senior Resident Magistrate Judicaster Nthuku however accused Bishop Daniel Lubanga of Christ Chapel of lying before the court. The clergyman was accused of defiling a minor on diverse dates between January 2009 and January 2011. But the magistrate said evidence provided did not prove the charge even though the bishop accepted it. “The bishop in his evidence demonstrated to this court what a liar he is. The girl during the meeting said he didn’t defile her. The evidence on record falls short, it does not meet the threshold as required in criminal cases,” said the magistrate. “I therefore find that the charges of defilement and the alternative charge of committing indecent act have not been proved beyond reasonable doubt.”

NAiRObi Gunman storms shop grabs money from till There was panic yesterday at Tuskys Supermarket along Tom Mboya Street, Nairobi when a lone gunman raided the shop and took away unknown amount of money. He escaped after shooting in the air, causing panic at the busy supermarket Wednesday night. Police and witnesses said the gunman walked into the tills at the supermarket at about 7 pm before he confronted a cashier at gunpoint and later grabbed an unknown amount of money before escaping. The area is usually packed at that hour. He shot in the air as he escaped forcing shoppers at the busy mall to scamper out for their safety. “People ran out screaming as they thought there were more gunmen therein. The gunman had escaped in the confusion,” said Nairobi police boss Japheth Koome.

LAMu Man attacked and killed by hippopotamus

A middle aged man was yesterday morning killed after being attacked by a hippo in Lamu County. 33-year-old Omar Maalim was cutting trees at a nearby bush in Mkunumbi Village when he was ambushed by the beast. He died on the spot. Lamu County Kenya Wildlife Service (KWS) Commander Jacob Orale confirmed the incident and appealed to locals to keep away from bushes and forests especially now that drought is biting in the area. He said many wild animals are now roaming due to the drought as they search for food. “The deceased died after being attacked by a hippo that we suspect was looking for water,” he said. “In the meantime, it will help for people stay away from bushes and forests to avoid being attacked,” he added

The students had wanted the ceremony postponed after they filed a suit protesting their omission from the graduands list. 100 students had moved to the Eldoret High Court to stop the ceremony after realizing they were not included among those to be conferred with various degrees. The institution said that the omissions had been necessitated after some of the students had failed to clear their school fees balances while others had issues with missing marks and failed units.

Revert leased land to local communities, state told Nandi Hills MP Alfred Keter (pictured) has called on the government to sub-divide huge chunks of land that were leased to European settlers for fresh allocation to the local communities. In his petition to Parliament on Wednesday this week, Mr Keter (pictured) argued that most of the leases of the land currently owned by European settlers have since elapsed or are about to elapse and therefore should be reverted to the government for fresh allocation. “In 1895, the colonial administration allegedly evicted the Nandi community from the ancestral land, currently occupied by multinational tea companies... the new Constitution brought along major changes to land ownership, where it reduced the leases from 999 years to 99 years. Consequently, all 999 years leases have lapsed,” said Keter in his petition. “Mr. Speaker most of these leases have so far expired and the host communities should not continue to suffer while at their own land,” he added urging the government to embrace public participation

during consideration of renewal of the leases. He said his petition was sponsored by Nandi residents who have complained that the colonial administration evicted the host community from their ancestral land which is currently

occupied by multinational tea companies. The petition received support from a majority of MPs who agreed it is time the government began re-allocating such land to the community members. “Issues of land are very emotive not only in Rift Valley but also in Coast and the entire country and therefore I hope the government will urgently act on this petition,” said Andrew Mwadime (Mwatate). Bondo’s Gideon Ochanda said it is unfair for the settlers to continue to own huge chunks of land while local communities have nothing to even graze their cattle on. “I fully support this petition, the issue of renewal of leases have been dragging for unknown reasons, its time the land is allocated to the local communities,” he said. Tinderet MP Joseph Melly said the Lands Committee of the National Assembly should cover not only the Rift Valley but other regions where leases of settlers-owned land were about to lapse like Nyeri, Limuru and Nanyuki.

Rights lobby sues State over 4 Kenyans held in S. Sudan A human rights lobby group has sue the government of Kenya in protest of the sentencing of four Kenyans in South Sudan The Kenya Human Rights Commission has sued Foreign Affairs CS Amina Mohammed, her Principal Secretary Monicah Juma and the Attorney General Githu Muigai over their perceived inaction to bring the four back home. Speaking at the Milimani Law courts on Thursday, KHRC chief executive George Kegoro also accused the State of hiding crucial information from the families of the four Kenyans sentenced to life in prison five months ago. The four were accused of theft of billions of shillings from the South Sudanese government. They were part of 12 South Sudanese who were committed to 67 years in jail. Anthony Mwadime, Ravi Ramesh, Boniface Muriuki and Anthony Keya Munialo were charged in February with attempt to defraud the office of the President of South Sudan of Sh1.4 billion. The four are formerly employees of a company known as Click Technologies limited owned by John Ogou, a politician and brother-in-law of South Sudan President Salva Kiir. They were arrested on May 29, 2015 by the National Security Service of the government of South Sudan together with Mr Peter Muriuki Nkonge who has since been released. According to KHRC, the arrest and detention of the four in a military installation was oppressive and a violation of their rights contrary to the Constitution of Kenya, that of South Sudan and International laws. “KHRC will show this court that the primary duty of any government is to safeguard the life, limb and property of all its citizens wherever they may be found and that the sued parties are enough instruments as well as judicial forums to follow up such a matter,” said Kegoro who was accompanied by the victims’ lawyers. Relatives of the jailed who were present at the court said that they had tried unsuccessfully to seek redress from the South Sudanese authorities.

Harakhe, Noor and Mangiti arrested over NYS theft Former National Youth Service boss Adan Harakhe, former tender committee chairman in the Ministry of Devolution Hassan Noor and ex Principal Secretary Peter Mangiti were among a bus load of persons arrested by Ethics and AntiCorruption Commission detectives on Friday. The over 20 suspects were to be ferried to court to face charges related to the embezzlement of millions from the National Youth Service under their watch. Harakhe and Noor had fought arrest and prosecution by pre-empting both actions when they moved to court and temporarily secured favourable orders. Harakhe has been at the heart of theft of funds from the NYS first as a witness and now as a suspect since June when anomalies first emerged in the NYS’ financial transactions. Former Devolution Cabinet Secretary Anne Waiguru was accused by Members of Parliament of shielding Harakhe against prosecution despite the fact that it was his password used in the fraudulent transactions amounting to hundreds of millions. Civil Societies have vowed to stage weekly demonstrations starting next week Thursday over wanton corruption exhibited in county governments. Under the banner, National council of Non-Governmental organisations (NGOs), the NGOs have given the County Chiefs adversely mentioned in the Auditor General’s report one week to clearly explain the alleged financial mismanagement in their respective counties. Addressing the press today at a Nairobi hotel, the NGOs also asked the Ethics and Anti-corruption Commission (EACC) to immediately summon all governors mentioned in the Auditor General report on cases of financial mismanagement with a view of preventing further loss of public funds. Led by their National chairman Samuel Githinji, the NGOs said they are really concerned with the financial loss in

affected counties starting next week on Thursday,” they held. Githinji said corruption at the counties poses a risk to sustainable development and also undermines the spirit of devolution enshrined in the constitution. He explained that graft in the counties is not only a substantial threat to sustainable development at the counties but it also undermines the spirit of devolution enshrined in the constitution. This week Auditor General Edward Ouko released financial audit report for 2014/15 financial year which disclosed a number of financial mismanagement in across the 47 counties. Coffee earnings fall short of state’s target The country’s coffee earnings have fallen Sh1.2 billion short of the government’s target of Sh20 billion due in part to erratic weather conditions. The country earned Sh18.8 billion from coffee exports in the 2015/16 (October-September) crop year, up 7.4 per cent from the previous year, the Coffee Directorate has said. The regulator said in a statement issued this morning that earnings fell short of the government’s target of Sh20 billion, but were within the annual average of Sh18 billion over the past 10 years. An October report from the Alliance for a Green Revolution in Africa (AGRA) indicated that kenya’s coffee production was expected to hit 47,000 tonnes (around 783,300 60-kg bags) in 2016/17 (Oct/Sep), up from 45,000 in 2015/16. The report was based on recent numbers from the Agriculture, Fisheries and Food Authority (AFFA). The coffee industry has been one of the key pillars of Kenya’s economy as well as a significant earner of foreign exchange for the economy. Roughly 70 per cent

Ministry partners with India delegates in bid to boost leather sector

The Government, through the Ministry of Industry, Trade and Cooperatives, in partnership with Kenya Leather Development Council, is today hosting an Indian Leather Delegation in Nairobi. The meeting seeks to facilitate high level discussions between Industry leaders, policy makers, business organizations and other participants on measures to enhance bilateral relations to improve the leather production capacity in the both countries. Key focus areas to be discussed will include opportunities to address the trade balance deficit between both countries, identifying new investment opportunities in tannery sub-sectors in Kenya and India, trade expansion opportunities for both countries as well as policy reforms that will enhance trade ties between the two countries. Cabinet approves Bills seeking to improve ease of doing business Cabinet has approved a total of three Bills in its efforts aimed at improving the ease of doing business across the country. The three Bills, chaired by President Uhuru Kenyatta, include scrapping of Levies in the construction industry, the moveable Property Security Rights Bills 2016 and the National Coroners Service Bill. Should they become law, the three Bills would bolster the business sector and foster investments. Scrapping of all construction-related charges levied by government ministries and counties will increase investor confidence and lower the cost of doing business. “We have eliminated duplication of roles with a view to ensuring that government ministries and departments performed their core mandate. Overlapping services will now be performed by the ministry, department or agency best suited to offer the requisite service,” Cabinet said. On its part, the Moveable Property Security Rights Bill, 2016 will provide for the creation of an electronic registry, enhance

confidence of the lending institutions and create an enabling environment to lend against moveable assets as collateral. Cabinet said that major beneficiaries of this Bill, which will be tabled in parliament for debate and enactment, are Micro, Small and Medium-sized Enterprises as it will allow lending to a group that has previously struggled to access credit. Cabinet added that the country will benefit from the immense potential that MSMEs have in driving economic growth. The National Coroners Service Bill, to be tabled by the Attorney General, will perform a public service by making enquiries into the sudden death and unexplained deaths independent of the medical profession, the State or parties who might have an interest in the outcome of an investigation into a death. The establishment of this service will reflect on the reassurance given to society by such independent action and mirror the great value on the right to life specified in the Constitution. @kevin_x254

Lending rate cap will drive up cost of land outside Nairobi, experts say WEEKEND EDITION, NOVEMBER 25-27, 2016

Demand for real estate on the outskirts of Nairobi is set to rise following the government’s recent move to put a cap on lending rates. This is according to a new report by realtor, Property Reality Company, which indicates that Oletepesi currently offers the cheapest rates for an eighth of an acre. Property Reality Company General Manager Abraham Muriithi says the new banking law will reduce unsecured lending and increase secured lending with land being the second biggest asset in the country after cash. Muriithi says the demand for land will continue to rise with interests rates coming down and secured lending going up. He says Banks will continue to be the biggest lenders to Land buyers going forward. The report indicates that Ruaka is the most expensive place to buy land with an 8th of an acre going for Sh18million, a 125 per cent rise from Sh8 million last year. Ruaka is followed closely by Kiambu where an 8th of an acre costs Sh3.9 million while in Kikuyu, the same size of plot costs Sh3.6 million. In Konza, a similar plot currently costs

Sh400, 000, while in Juja, it costs Sh1.2 million, Sh1.6 million in Ruiru and Sh1.4 million in Thika. The jump in prices comes months after the government announced plans to set up a land evaluation control index to tame runaway real estate prices. In April this year, Lands Cabinet Secretary Jacob Kaimenyi revealed that the unwarranted demands for settlement by land owners have significantly increased the cost of projects, adding that some investors had pulled out because of they cannot meet the costs. “The Ministry is crafting a regulatory policy that will introduce land evaluation control index that will caution property owners from unreasonably inflating costs in compensation,” Prof Kaimenyi said. He was speaking during a joint forum between the Kenya National Human rights Commission (KNHCR), Ministry of Lands and other stakeholders on the compensation rights of land owners when the government is acquiring land for mega projects.

and globally, to attract domestic and foreign direct investments, to create new and quality jobs, and contribute to economic growth,” said Stefan Nalletamby, Director of the Financial Sector Development Department at the AfDB. “Innovative start-ups need not only financing, but also capacity-building support and adequate networks and business connections which will be offered through the broader Boost Africa Initiative, which also has a Technical Assistance and a Lab component,” said Nalletamby. Boost Africa is expected to be a partnership with various investors and donors where the contributions by the AfDB and others will leverage further investments into this sector, up to a total amount of €1 billion (Sh107.8 billion). The Boost Africa Initiative forms part of the AfDB’s High 5 priorities, in particular “Improving the quality of life for the people of Africa” and the related Jobs for Youth in Africa Initiative.

Competition in Kenya’s Public Service Vehicle Segment (PSV) is set to increase as Toyota Kenya introduces a new 16-seater luxury shuttle under its Toyota Hiace Brand. The vehicle, which has been specifically designed for the Long Distance segment of the matatu industry, will feature a14 seater and 16 seater shuttle. Toyota Kenya Deputy Managing Director Arvinder Reel says that the new vehicle will not only increase the profits of operators but also offer a more convenient and luxurious mode of travel for long distance travellers. “Most long distance travellers prefer shuttles because they have a shorter waiting time and are faster compared to buses that often have longer travel times and take longer to fill up at bus stations. Despite this preference, most matatu owners have to increase travel frequencies to break even especially during low travel seasons escalating costs as they need more drivers. The Hiace New Shark will increase passenger capacity by adding three additional seats making the business more efficient and profitable at fewer travel frequencies. The number of

I’ve already discovered many different things from the artistes I’ve worked with. All these different cultures and countries, I’ve learnt so much. It’s always a good exchange when the people I’m working with are so professional and so detailed in everything that they do. How personal do you get in your music? I think my music interprets my personality and everything that I do really. Even the way I make my songs. I don’t approach things with the mentality of ‘ai I can’t do this song because…’ or ‘I can’t dress this way because I do this type of music.’ I’m just me. Is there anything you do career-wise outside of music? No, I stick only to music and I want people to be proud of the fact that they do music in this country. There’s a couple of things that get to me about that. One is when people say ‘local artistes’ instead of saying Kenyan artistes. Like Sauti Sol, they are Kenyan they are not local, people from all over the world listen to their music. Two is the way it’s cool to say, ‘you know I don’t even listen to local but I like your song.’ Just stop, it’s cool to be Kenyan. What impact do you think Coke Studio will have on your career? Personally it’ll help me because I’m a solo act but I get to collaborate with big artistes like Trey Songz and Yemi. I sit there watch and learn and pick up a lot of things from everyone. It’s a great experience and even when guys watch to see how the songs are performed and created I think they’ll realise it’s a good platform. What’s the biggest change you’ve seen in the music industry since you came back?

The biggest change I’ve seen is obviously the internet and social media and all that. But there’s also more revenue streams. People get royalties now and there’s things like ringback tones, ring tones stuff like that. When we were starting out those things were not there. Going way back, your song as Kleptomaniax, ‘Tuendlee’ was perceived as a diss track, was it? And if so who was it targeting? People say it’s the best diss track ever! We compiled the response to a big group of artistes that were hating on us because we didn’t have the time to go one by one. We would have loved to do it individually and customized our responses to every artiste! I’m joking though. But there was a lot of talk of how people need to rap more, something like that, and it was just a reminder that we were a versatile group. Tell us about your personal style It’s comfortable. I like being comfortable in everything that I wear. I also dress according to the weather. Any advice for upcoming artistes? I would tell them to do songs that they like. Mwendwa vows to expose team after poor AFCON show

Football Kenya Federation boss Nick Mwendwa says his office will not allow lack of exposure and inexperience to determine future outings by national teams. His remarks came after women national team head coach David Ouma pointed to a lack of mental strength needed for the big stage as the reason behind Harambee Starlets’ substandard performance at the Africa Women Cup of Nations in Cameroon. The Starlets slumped to two identical 3-1 defeats in the hands of Ghana and Mali to Mali cut short their dreams in their debut at the biennial championship. They face yet their strongest test tomorrow when they play defending champions Nigeria. “Not in any way are we trying to take away the excellent work done by the team. As management, it’s encouraging to see the journey they have had in such a short time. Now we have to provide avenues so that they can have enough exposure,” Mwendwa noted. “We had a poor start so it affected our momentum and psychologically we just weren’t strong enough to bounce back. In top tournament competitions like these you cannot afford to set a foot wrong and it is always costly to walk out of a match without at least one point,” Coach Ouma said. Foxes now shift focus to EPL Leicester City must use their excellent Champions League form as inspiration to climb the Premier League table, says manager Claudio Ranieri. The Foxes qualified for the last 16 of Europe’s elite club competition with one game to spare by beating Belgium’s Club Brugge 2-1 on Tuesday night. But they have lost six of their opening 12 Premier League matches and are two points above the relegation zone. “Now our mind must go on the Premier League,” said Ranieri. Defending champions Leicester have three Premier League games before the Champions League draw on 12 December, and Ranieri wants his side to use their European form to kick-start their campaign. He added: “Now the group is won, it is important to come back in the Premier League. I want to push my players to think about it. “We are very close to relegation so we have to play at same level as in the Champions League. When we want to play for something, we achieve something.” The Foxes host Middlesbrough tomorrow. But the will miss the services of key midfielder Danny Drinkwater who has been handed a three-match ban after he accepted a Football Association charge of violent conduct. The 26-year-old elbowed Watford’s Valon Behrami in the 67th minute of the 2-1 defeat at Vicarage Road last Saturday and is banned with immediate effect. facing off later in the day at Stamford Bridge in their London derby. On Sunday, Arsenal welcome AFC Bournemouth at the Emirates with Manchester United squaring off with West Ham at Old Trafford. Southampton will then host Everton in this weekend’s last fixture but after Watford and Stoke City duel earlier on Sunday.

Saints miss chance to secure last 32 spot Southampton’s Europa League fate will go down to the final group game after losing away to Sparta Prague. Costa Nhamoinesu’s early close range volley from a tight angle after Borek Dockal’s free-kick sealed a deserved win for the hosts. Southampton, who made seven changes to the side that started the goalless draw with Liverpool last weekend, were lacklustre throughout and it required two fine saves from Fraser Forster to deny Dockal. Saints skipper Virgil van Dijk headed a great chance to equalise over the bar in the closing stages as Sparta advanced as group winners to the last 32 with one game to spare. Southampton will join Sparta if they manage a goalless draw or a win against Hapoel Be’er Sheva in their final group game at St Mary’s Stadium on 8 December. Last night’s defeat comes as a heavy price for a toothless display from the Premier League side. Southampton have not scored a goal in any of their three away games in the group and rarely looked like doing so in the Czech Republic. Despite the changes, Saints manager Claude Puel named an attacking line up with Jay Rodriguez, Nathan Redmond and Shane Long all starting. Though their presence provided plenty of pace, there was little cutting edge and their build-up play was too slow. Southampton’s final group game is against Israeli side Hapoel Be’er-Sheva, who came from 2-0 down to win 3-2 against Inter Milan, a result which sends the three-time European champions out. The Saints and Hapoel are tied on seven points meaning whoever wins will take them through.

Wayne Rooney became Manchester United’s record European goalscorer as they beat Feyenoord to keep their Europa League fate in their hands. The Red Devils captain scored his 39th European goal for the club when he clipped the ball over Brad Jones from Zlatan Ibrahimovic’s perfect through ball - with Feyenoord appealing unsuccessfully for offside. Rooney then set up Juan Mata to slide home the second.
