hief Justice David Maraga has appointed High Court Judge Msagha Mbogholi as the new chair of the Judiciary Committee on Elections that will handle all electoral petitions after the 2017 General Election. Speaking after making the appointment, the CJ asked the committee to move with speed to ensure that the judiciary is fully prepared to handle election disputes expected to arise from the polls. Justice Maraga has also directed the Political Parties Disputes Tribunal (PPDT) to finalize a report on proposed amendments to the Disputes Act to enable JCE to fast-track the amendments ahead of the political party’s nominations process. “The task to ensure that all petitions are handled in comprehensive manner and within the law is on your shoulders. We must move with speed to assure Kenyans of a transparent process,” CJ Maranga said. Mr Maraga was the chairman of the JCE at the time he was appointed to head the judiciary last month. Ruto links DP to attack by police in Bomet
Bomet Governor Isaac Ruto has claimed that Deputy President William Ruto had a hand in his brutal handling by police officers yesterday. The Governor sustained injuries in an altercation with police officers at Silibwet Primary School in Bomet County. Trouble began when Mr Ruto went to Silibwet Stadium where youths from the county had gathered for a football match. According to Bomet County Government spokesperson Kiprotich Samoei, the governor had gone to the venue after he received text messages of complaints from youths attending a football match at Silibwet stadium. They complained that a number of them had been arrested by police while others were being harassed at the stadium on suspicion that they are the governor’s supporters. Samoei said, in attendance at the match were a host of Jubilee Party MPs and MCAs. When the governor approached the approached the venue, police officers blocked him and lobbed tear gas canisters directly at him. One such canister hit Ruto below the right eye and he sustained a cut.

heads. “I have raised the matter with the police and the CS interior Maj. (Rtd) Joseph Nkaissery bit they have nothing,” Ruto said on his arrival at Wilson airport. The attack has been condemned by Narc Kenya Party Leader Martha Karua and human rights activist Ndung’u Wainaina who also termed the police actions as politically instigated.
The two now wants the Inspector General of Police Joseph Boinnet to investigate the occurrence and the responsible police officers charged in a court of law. “It is outrageous, the IG, Kenya police and office of Director of Public prosecution to take action against the individual. I wish governor Ruto quick recovery,” Karua said in a tweet.
Tight security as KSCE starts
The 2016 Kenya Certificate of Secondary Education (KCSE) examinations kicked off countrywide Monday amid tight security to curb cheating which was rampant last year. The Kenya National Examinations Council (KNEC) said 577,000 candidates had registered for the examinations, the highest number the of KCSE candidates recorded since the tests were first administered in 1989. In Murang’a County, the opening a container with the exam papers was supervised by Education Cabinet Secretary Fred Matiang’i as KNEC Chairman Professor George Magoha conducted the same in Nakuru. Matiang’i said the ministry has put in place tough reform measures aimed at eliminating cheating which led to the disqualification of thousands of candidates last year.
Under the new KNEC regulations, supervisors and invigilators were vetted by the Teachers Service Commission (TSC) to ensure they have no criminal record before they were cleared to take part. To stop teachers from colluding with candidates to cheat, Matiang’i further directed that head teachers and principals be in charge of examination centers with the help of supervisors. The ministry also banned communication between candidates and any other people who might be out to influence. Cheating cases attract stiff penalties, with those impersonating candidates would be fined Sh2 million or risk a two-year jail term or both. MORE ON THIS STORY www.capitalfm.co.ke
She chided the police for using excessive force and teargas canisters in matter which would have been solved amicably. While echoing Karua’s sentiments, Wainana told the police to be more cautious not to be used to settle political scores. Governor Isaac Ruto will be facing off with Bomet MP who is also deputy National Assembly speaker Joyce Laboso for the gubernatorial seat next year. Already, the political stakes are high after Governor Ruto failed to join Jubilee party and formed his own Chama Cha Chama party which is said to be popular in Bomet. “This incidence is very barbaric. Police must be restraint, neutral and avoid using force to settle political scores,” Wainaina said in a tweet today. Ruto, who is the Party leader of Chama Cha Mashinani reckoned that it was apparent that they were operating under political instructions not the dictates of the law. “The action from the police today was unprovoked and gratuitous and deserves condemnation from all Kenyans of goodwill will,” he added in a statement to newsrooms. @hillary_x254
CJ Maraga appoints new chair to Judiciary Committee on Election He said there was need for the Committee to put necessary mechanisms in place to ensure that the Judiciary is fully prepared to handle the disputes. Justice Maraga said the US Government, through Ambassador Robert Godec, has pledged to support the courts with the automation and transcription of proceedings related to election petitions. Justice Mbogholi noted that the amendments to PPDT were crucial since political party nominations presented most of the disputes which needed to be settled by the Tribunal. Only last week, Maraga assured Cord leaders of the Judiciary’s ability to handle elections petitions when they
paid him a courtesy call. He welcomed the opposition leaders saying he will make the Judiciary a home for all, both in government and the opposition especially at a time the country is expected to run in to one of the competitive presidential election. The CJ asked the politicians to help push the government to provide more resources for a stronger and well-equipped Judiciary. He called for peace during the elections season and said his next meeting will be with Speakers of the Senate and National Assembly. Sources privy to the discussions said the group also deliberated on challenges facing the Judiciary and its plans to digitize court processes. @wilson_x254

CS Mailu to face senators over Afya House ‘scandal’
Health Cabinet Secretary Cleopa Mailu will tomorrow appear before the senate Health Committee to respond to questions regarding the alleged loss of Sh5 billion in the ministry. Committee chairman Senator Wilfred Machage confirmed that they have summoned the CS to get more information about the scandal. Speaking in Mombasa over the weekend, Machage called for patience over matter saying various investigative agencies are currently engaged in investigations and will give their report soon. “We cannot rely on the media over this scandal. We will carry our own independent investigations and come up with facts regarding the matter,” Dr Machage said. He said the committee will present its report to the senate within 14 days for further deliberations and actions. “What is in the public domain might be factual or not. Let us interrogate the right people to establish if at all money was embezzled,” he added. “As the concerned committee, we will probe the audit report showing money may have been misappropriated through payments for unapproved projects in the ministry’s supplementary budget.” The Migori senator said the committee cannot pronounce itself over the matter currently as all they have heard is based on media report and that’s why they need an explanation from the CS. “So far the only thing we can say as the senate committee of health is that the CS will appear before the committee on Tuesday,”
Health cabinet Secretary Cleopas Mailu at a press coinference in his office last week. He will appear before senators tomorrow.
he stated. Speaking at the same event, Senate Speaker Ekwee Ethuro said the matter will be discussed in the Senate in the next 14 days after a report is tabled by the Health Committee. “We want to leave that matter to the health committee to investigate and present its report to the house within 14 days, the committee led by senator Machage is competent enough to present for us a comprehensive report,” Ethuro said. This is the third time the Health Cabinet secretary is being summoned to appear before the committee. Machage had earlier warned that the senate will not sit back and watch money meant for counties being embezzled by
Don’t fear police, journalists told Journalists have been told not to allow themselves be intimidated by security agencies while covering protests and corruption related stories. Members of the fourth estate had a rough time last week while covering anti-corruption protests in Nairobi. Police lobbed teargas at the demonstrators who were marching to Afya House to protest the reported scandal at the ministry. They then turned to journalists covering the demo whom they also teargassed. But the editor have asked their reporters not to be intimidate and instead remain true to their duty. Kenya Editors Guild chairman Linus Kaikai said any protests that is peaceful is allowed by the constitution and therefore police should not intimidate journalists covering such an event. “No journalist should be intimidated for unearthing corruption in government, it is our sole duty and we must do it,” Kaikai said during a training of Kenya Parliamentary reporters in Mombasa. He said the government wants to make the public believe that corruption is normal and should not be condemned or unearthed by the media. “No amount of intimidation to journalists will change the fact that corruption is making this country sink. Corruption is a bad vice and must be called by its bad name and therefore I want to encourage my colleagues in the media to continue doing their job,” he said “I was surprised when the government is calling for the media to be fair while doing corruption related cases… what fairness is there in corruption? GSU used excessive force against UoN students: Report A report by the Commission on Administrative Justice (CAJ) has faulted officers from the General Service Unit (GSU) for use of excessive force against University of Nairobi during student protests early this year. The probe confirmed that a video in which the GSU were recorded ruthlessly beating up the demonstrating students along State House Road in April was legitimate despite denials by the police. A section of the students went on the rampage protesting the outcome of elections in which Paul Ongili, popularly known as Babu Owino, retained the chairmanship of the university student body. The report by the Office of the Ombudsman indicts the paramilitary wing of the police service, known for their no-nonsense response to protests, for inflicting injuries to several students. The investigations show that 18 injuries were sustained in efforts to quell rising tension with one getting a fractured knee while another sustained a skull fracture. However, no rape incident was recorded as had earlier been reported. CAJ has also called for an audit of monies allocated to the Students Organisation of Nairobi University (Sonu). The union receives Sh40 million annually deducted from fees paid by the over 50,000 students. “A perusal of the audited accounts for the year 2014/15 indicated that the university collected Sh40,731,235 as Sonu subscription fee and spent Sh36,970,725 on Sonu activities. It is not clear what happened with the balance of Sh3,760,510,” the report reads in part. The report however states that despite the brute force meted out, the intervention by the police was timely as further damage to the institution’s property would have been witnessed. During the 3-day standoff, a prefabricated hall of residence was torched with property worth hundreds of thousans was destroyed in other hostels. @harrison_x254

Trump cries foul as FBI clears Clinton Donald Trump has accused the FBI of impropriety after it once again exonerated his rival Hillary Clinton of criminal conduct on her emails. The FBI director said a fresh inquiry into the Democratic candidate’s communications found nothing to change the bureau’s conclusion this summer. The Clinton campaign said it was “glad” the lingering issue had been resolved. The dramatic twist lifted a cloud from her campaign as the final day of the marathon US election race loomed. The latest opinion polls on Sunday, before news broke of the FBI announcement, gave Mrs Clinton a four to five-point lead over Mr Trump. The Republican nominee cried foul after learning about the law enforcement bureau’s decision. At a rally in the Detroit suburbs, Mr Trump insisted it would have been impossible for the FBI to review what has been reported to be as many as 650,000 emails in such a short time. “Right now she’s being protected by a rigged system. It’s a totally rigged system. I’ve been saying it for a long time,” he told supporters in Sterling Heights, Michigan. “Hillary Clinton is guilty, she knows it, the FBI knows it, the people know it and now it’s up to the American people to deliver justice at the ballot box on November 8.” While Mrs Clinton herself did not address the FBI director’s letter on the trail, her campaign said it was always confident she would be cleared. In Manchester, New Hampshire, on Sunday, she said the country was facing “a moment of reckoning” and Americans must choose between “division and unity”. In July, the FBI said she had been “extremely careless” to handle classified material on a private email server as secretary of state from 2009-13, but it had found no evidence she committed a crime. However, 11 days before the election, FBI director James Comey had pitched the race into turmoil by announcing a newly discovered batch of Clinton emails would be investigated. The bombshell infuriated the Clinton camp, but threw a lifeline to a Trump campaign that had been receding in the polls. In a letter to Congress on Sunday, Mr Comey said his investigators had “worked around the clock” on the latest emails, which were found in early October in a separate investigation. The messages reportedly turned up on a laptop belonging to the estranged husband of one of Mrs Clinton’s closest advisers, former congressman Anthony Weiner, who is accused of sending illicit messages to a 15-year-old girl.
Mr Comey said investigators had found no reason to change the FBI’s earlier assessment that Mrs Clinton should not be charged for her handing of classified information. Government officials told US media that investigators had established the newly found emails were either personal, or were duplicates of correspondence they had previously reviewed. Senate Democratic leader Harry Reid said Mr Comey’s conclusion “underscores the irresponsibility” of the law enforcement chief ’s notice late last month to Congress about Mrs Clinton. Both candidates are set for a whistle-stop tour of battleground states on Monday, in a last-ditch dash for votes. Mrs Clinton starts the day in Michigan, a traditional Rust Belt, Democratic stronghold that has been heavily targeted by Mr Trump in recent days.
She will then head to Philadelphia where she will be joined by President Barack Obama, First Lady Michelle Obama, husband Bill Clinton and Bruce Springsteen. The Democratic candidate will end her White House campaign with a midnight “get out the vote rally” in North Carolina. Mr Trump heads to Florida, North Carolina and Philadelphia before ending with a rally in Grand Rapids, Michigan. In states where early voting is allowed, nearly 42 million Americans have already cast ballots in the presidential election. They have turned out in record numbers in crucial battlegrounds such as Florida, North Carolina and Nevada. An estimated 126 million voters cast ballots in the 2012 White House election.
I’m not afraid of jail, says South Africa’s Zuma South Africa’s embattled President Jacob Zuma (pictured below) has said he is not scared of going to prison, days after an investigation found evidence of possible government corruption. This was his first public appearance since an anti-corruption report asked for a judicial inquiry. Mr Zuma, 74, is accused of
an improper relationship with wealthy businessmen. He denies any wrongdoing. Thousands of people took to the streets on Wednesday demanding his resignation. The 355-page report entitled State of Capture focused on allegations that Mr Zuma allowed the Guptas, a wealthy Indian business family close to the president, to influence cabinet appointments. The Gupta brothers have not commented, but they have previously denied any wrongdoing. Mr Zuma, who spent 10 years as a political prisoner on Robben Island with Nelson Mandela during apartheid (white minority rule), told a cheering crowd in his home province of Kwa-Zulu Natal: “I’m not afraid of jail. I’ve been to jail during the struggle. “There’s no longer any space for democratic debate. The only space there is for court arguments by lawyers. That’s not democracy,” he added. Mr Zuma, who is also the leader of the governing African National Congress (ANC), has been dogged by corruption allegations for more than a decade. He had tried to block the release of the report, but dropped his court bid. He faces a vote of no confidence in parliament next week. He survived two similar votes earlier this year.

Football fans killed in South Sudan At least 11 people are dead and 16 others have been injured after an attack on football fans in South Sudan, local media report. A gunman opened fire on a crowd watching an English Premier League game near the town of Juba. South Sudan’s National Courier newspaper said the gunman had escaped despite a “prompt response” from security forces. Police are investigating, but have not yet identified a motive. The incident took place in Gure, a suburb of Juba, the South Sudan capital. The city was hit by violence earlier this year as rival political factions clashed,
prompting the vice-president, Riek Machar, to flee the country. Meanwhile Kenya has deported the spokesman of the South Sudan rebel leader Riek Machar from Nairobi to Juba in a move that has now left the lives of Kenyans working in the troubled nation in jeopardy. While Dr Machar, a former vice-president who fled the country after a fresh round of violence rocked the country in July, was diplomatic in his statement on Friday, his deputy military spokesman Dickson Gatluak issued an open threat to Kenyans living in South Sudan following the deportation.

ERC, law enforcement agencies to weed out rogue fuel dealers
The Energy Regulatory Commission (ERC) has said it will work closely with law enforcement agencies across the country in a bid to weed out rogue fuel dealers. The move follows a recent analysis by the ERC, which reveals that the number of oil marketers in the country has doubled to 87 from 47 over the last five years with the number of fuel stations having grown by over 23 per cent. This has led to an increase in fuel adulteration. “Cases of fuel adulteration in Kenya have been on the increase in the past with the number of fuel station in the country said to have grown by about 23 per cent in the last five years while the number of oil marketers in the country has doubled from 47 to 87 over the same period of time,” states the research. As part of the ongoing drive, Police in Nairobi’s Industrial Area on Friday arrested 68 suspects linked to a fuel adulteration scam in an operation that targeted three go-downs in the area. Speaking during the crackdown process, Makadara OCPD Nehemiah Lagat issued a stern warning to dubious business persons operating illegal fuel businesses, saying that they will face the wrath of the law should they be caught. “We’re giving them a warning. EAC pharmaceutical market to grow by Sh4.6Tn on back of lifestyle diseases The current $5 billion (Sh508.8 billion) East African pharmaceutical market is expected to grow by more than 12 per cent a year for the next five years, reaching as high as $45 billion (Sh4.6 trillion) as lifestyle changes in the region lead to higher rates of non-communicable diseases such as diabetes. The East African Community (EAC) Secretariat says the growth is mainly spurred by a convergence of demographic changes, increased wealth and healthcare investment and rising demand for medicines to treat chronic diseases. “The East Africa Community will be spending $45 billion by the year 2020 up from the current $5 billion,” it said in a statement. Data shows that the EAC has only 65 manufacturers, which can only support 30 per cent of the market, forcing the block to heavily rely on imports, a move that is costing the block billions of shillings. UNCTAD Representative, Christoph Spennemann says landing institutions are reluctant to invest in healthcare deeming it too risky, a move that he says is further killing the growth of local drug producers in the region. @enock_x254

win global award for Wi-Fi project Wi-Fi networks built in Kenya by Liquid Telecom and the Office of the President have received the rank of Best Connecting the Unconnected Initiative in the world at the Global Telecoms Awards held in London over the weekend. Now entering its fourth year, the Global Telecoms Awards shine a spotlight on the industry’s most innovative companies. They recognise innovation and excellence across the board. The judges comprise independent and highly-respected analysts as well as industry heavyweights, with each category hotly contested by projects entered by vendors and operators from around the world. The network, designed in the Nakuru BilaWaya initiative, which covers a 10-kilometre radius from the city’s Central Business District (CBD), is built around strategic points accessed by the highest proportions of the town’s population. There are currently more than 300 concurrent users enjoying the service during working hours. “Liquid Telecom’s BilaWaya has really helped us to improve our business. We get lots of customers and most of the time they come because of the free Wi-Fi. I would serve about 90 customers per day, but nowadays, since the
introduction of the free Wi-Fi, we are serving above 200 customers. We usually reach our clients through our Facebook page and on WhatsApp,” said Cecilia Gichuki, Yummies Restaurant Manager. With 51 nodes installed, the network serves users in the streets and open public areas such as stadia and parks. The nodes are concentrated along Kenyatta Avenue, Geofffrey Kamau Road, Top Market, the main bus terminus in the CBD, Afraha Stadium, the county headquarters, Nyayo Gardens and the Westside Mall. Academic institutions in
Nakuru also enjoy the free, outdoor, Wi-Fi access, among them JKUAT Nakuru Campus and Mount Kenya University. The free Wi-Fi has enabled rapid access to information that is vital for economic growth and has increased the use of e-learning tools in the city. The Wi-Fi has, for example, given farmers access to online tools that can increase their yields and income, helping them with farm management, providing discounts on seeds, providing diagnosis on plant diseases and calculation of the ROI on irrigation projects and others. “Whether you are a farmer, student or engineer, the Internet nowadays is something you can rely on. Residents of Nakuru have benefited so much because of this Wi-Fi because they now have information, which is power,” said Leonard Kirui, Nakuru County ICT Chief Officer. “The success, recognition and the hugely positive response of BilaWaya has triggered demand for similar services across Kenya. We have already been approached by five other county governments to implement a similar solution,” said Ben Roberts, Liquid Telecom Kenya CEO. @enock_x254

MICE tourism sector sees 14pc increase in foreign visitors MONDAY, NOVEMBER 7, 2016
Stronger brand recognition, improved security and higher capacity are driving growth in Kenya’s meetings, incentives, conferences and exhibitions (MICE) tourism segment. Kenya has seen a steady rise in MICE tourist arrivals over the past few years new research has confirmed. In 2015, the country hosted 117,630 foreign arrivals taking part in MICE activities, representing a 13 per cent increase on the 2014 total, and 15.6 per cent of the total number of international tourist arrivals for the year, according to a recent report from the Oxford Business Group (OBG). To further boost the segment, Cabinet Secretary for Tourism, Najib Balala in September announced the formation of a special task force to establish a Kenya Convention Bureau, which would promote the country’s MICE segment. Currently, this is under the purview of the Kenyatta International Convention Centre (KICC) and the Kenya Tourism Board (KTB). The uptick is part of a welcome recovery in the tourism sector, which saw a slowdown last year on the back of a handful of high-profile terrorist incidents. The first five months of this year saw a 14 per cent increase in the number of inbound foreign visitors coming through Kenya’s two main air hubs, according to a report issued in August by the Kenya National Bureau of Statistics. Non-Kenyan arrivals at Jomo Kenyatta International Airport and Mombasa International Airport totalled more than 324,000 in the January to May period, a 40,000 year-on-year rise in foreign arrivals. Revenue from tourism is also expanding, with sector earnings in the first half of this year totalling $470 million (Sh47.8 billion), according to data released by Balala at the beginning of September. This puts the industry on track to generate year-end revenue of $1bn,
From left to right: Ms Nana Gecaga, Managing Director KICC, Mrs Fatuma Hirsi, Principal Secretary Ministry of Tourism, Mr. Najib Balala, Cabinet Secretary Ministry of Tourism, Amb. Dr. Amina Mohamed, Cabinet Secretary Ministry of Foreign Affairs and Amb. Nelson Ndirangu, Ministry of Tourism. as the peak tourism season was just opening, he told a meeting of industry representatives. The government has launched a number of initiatives to help sustain the recovery and further drive MICE activity. According to press reports, for example, the budget for tourism, marketing and promotion has more than doubled to $15 million (Sh1.5 billion) this year. “Incoming conferences will be positive for tourism, and will also create confidence,” Jacinta Nzioka Mbithi, CEO of the KTB, told OBG. “Significant improvements have been made in terms of security, while media spending has also surged, which has helped perceptions.” In light of the incidents in 2013 and 2015, improving safety and reducing crime and violence has also been a priority for the government, with the previous year’s budget having seen a 12% y-o-y increase to $2.5 billion (Sh254 billion) for security spending. “Political stability and security remain a
critical component of Kenya’s economic development. This is especially important to tourists, but also to business visitors travelling to the country. Kenya has responded robustly with police reforms and investment in the security sector, devolution of power to counties and pursuit of security at the regional level. Moreover, the increasing maturity of the country’s democratic process has reduced the risk of unrest before and during elections. Kenya is therefore poised for strong growth in both tourist numbers and foreign direct investment,” Moses M. Ikiara, Managing Director of KenInvest, told OBG. The improvements have led to greater recognition on the global level, with Nairobi named “Africa’s Leading Meetings and Conference Destination 2016” by the World Travel Awards in April, having been one of the runners up for each of the past three years. Kenya is also working to solicit new events to populate its growing conference
venues. To this end, in September, the government announced that the country would be bidding to host the 2018 global congress of SKAL, an international association of travel and tourism professionals. SKAL had been scheduled to hold its annual summit in Mombasa last year, but changed the venue in May over security concerns in the city. Already this year, Kenya hosted three major international conferences: the UN Conference on Trade and Development 14, the Tokyo International Conference on African Development 6 and the Africa Green Revolution Forum 2016, while next year, Kenya has cemented its place as host to the Africa Health Agenda International Conference 2017, Power & Energy Kenya 2017, and the Oil, Gas & Mines Africa Exhibition and Conference. @Dennis_x254
Naivas acquires Rihab as retail sector grapples with liquidity crisis Naivas, one of Kenya’s leading retailers, has acquired Nakuru’s Rihab Supermarket for an undisclosed amount as it seeks to expand its presence in selected locations around the country. Naivas Operations Manager, Peter Mukuha, said the acquisition of the midlevel store will be as seamless as possible to ensure continuity of operations. The newly acquired store, located on Oginga Odinga Street, will now change to Naivas Downtown, pushing the number of Naivas outlets to 39 stores countrywide. The supermarket said it is planning to expand to other towns including Thika and Kericho as it consolidates its periurban presence in new locations in Kawangware, Kiambu Road, Mountain View and Utawala. The expansion comes at a time when retailers are facing thinner margins and tight cash positions as a result of a harsh business environment compounded by growing competition. “The retail market has seen great challenges more so within the last two years, but all is being done to ensure consistency and that expansion is well within limit not to strain Operating Capital,” said Willy Kimani, head of commercial at Naivas. The move comes less than two weeks after Nakumatt, East Africa’s largest retailer, announced that it will cede up to 25 per cent of its shares to an international private equity investor to plug cash flow glitches that have plagued its operations, according to a person close to the company. Nakumatt has been facing a liquidity crisis after photos of empty shelves at some of its Nakumatt outlets in Uganda circulated on social media. The retailer recently issued a statement saying its business was solid despite challenges triggered by a harsh operating environment. The statement followed the circulation of pictures of empty shelves on social media, which have been linked to a contractual fall-out with suppliers in Nakumatt’s Uganda branches.
State partners with PSV players to reduce road accidents Three government agencies, including the National Transport and Safety Authority (NTSA), the Kenya Bureau of Standards (KEBS) and the Kenya Accreditation Service (KENAS), have kicked off a sensitization campaign with key players in the motor vehicle industry standards and road safety guidelines, aimed at reducing road carnage. Over the next two weeks, KEBS, in collaboration with KENAS and NTSA, intends to hold six forums across the country. These forums will be held in Mombasa, Nairobi, Kisumu, Nakuru, Eldoret and Nyeri. The stakeholder awareness sessions are mainly targeted at passenger vehicle body builders, vehicle manufacturers,
public service vehicle operators and key government agencies with an aim of informing and educating players in this sector on requirements contained in standards and conformity assessment procedures as well as motor vehicle standards and road safety rules. KEBS Managing Director Mr. Charles Ongwae, emphasized that standards are used to facilitate trade, protect consumers from harmful and poor quality goods and protect the environment. “The roads are at the heart of our social and economic development. Supporting road developments means contributing to this process. KEBS has worked closely with key stakeholders in developing
standards to ensure we protect the road users. These covers speed limiters (commonly known as speed governors), speed bumps, motor vehicle body construction & inspection and many more,” said Ongwae. The road transport sector is considerably one of the most important industries to the growth of an economy. Not only does it play a significant role in the movement of goods and persons, but it is also a source of wealth creation and employment. The World Health Organization (WHO) projects that by 2030, the fifth-most common reason for loss of health will be an injury generated within the road transport system.
Ongwae also noted there is not enough being done to apply existing knowledge and manage the actions taken by most road users. “KEBS endeavors to develop a management system for all those stakeholders that use the road transport system, or that have a major impact on the safety of road transport systems. By bringing together all the common knowledge that has been developed over the years, KEBS’ management system for road traffic safety is the answer to reducing injuries and deaths on our roads,” added Ongwae. He also emphasized the need to improve road safety requires the participation of many different organizations and players
in the road sector. “We can look forward to a major breakthrough of traffic safety across the country if we collaboratively work together,” said Ongwae. Meanwhile, the agencies have signed a three-year partnership agreement which will see them benefit from exchanging technical personnel, encourage and assist each other build competencies in Conformity Assessment as well as Accreditation. The partnership will assist create a level playing field for competition in provision of conformity assessments towards the highest attainable standard of quality in the transport sector. @Dennis_x254

Former Safaricom boss says ending KQ’s losing streak will not be easy Former Safaricom CEO, Michael Joseph has said that ending Kenya Airways’ four year losing streak will be a difficult, albeit doable task. Joseph, who took over as Chairman of the national carrier following the resignation of Ambassador Dennis Awori, has vowed to maintain his legacy as he takes on his new role as Kenya Airways Chairman. He takes the helm at Kenya Airways at a time when the airline has been making losses for four straight years. While admitting that restoring the national carrier’s former glory will not be easy, he maintains that it is doable. “I have a legacy and I don’t intend for my legacy to be anything else than successful. I have the backing of major shareholders at the airline and we will bring Kenya Airways back,” he said. The Kenya Airlines Pilots Association had accused Awori of mismanagement and threatened industrial action should he fail to resign. Joseph revealed that his appointment to the Board came as a surprise, However, he noted that by Friday, he had a game plan in place. “There are areas that need to be strengthened, for instant we do not have a director of Human Resources Management, we do not have a substantive CFO, we should fill

MUGACHERERE
NOT NORMAL
The Kenyan dancehall king namedrops ‘Badder Than Most’ at the beginning and it does start out sounding like the aforementioned hit but this is not Redsan’s greatest offering. The song is upbeat and definitely danceable under the right circumstances but not his crowning glory. As he sings odes to a girl’s body, he’s consistent in that way. Still, ‘Not Normal’ will probably make its way to every PSV in town.

REDSA
‘Mugacherere’ is a solid turn up tune, it’s a fun song there’s no doubt about that but where it falls short is in the video. the song written by Qboy Masafi, Rayvvany and Shetta and produced by LAIZER CLASSIC from Wasafi Records, the is everything you would expect from the record company, including the visuals. Directed in South Africa by Nicorux, the cars and girls in front of plain backdrops can only be interesting for so long. It might be time to switch up the artistic direction at Wasafi.
QBOY FT RAYVANNY & SHETTA
NONINI FEAT DIDGE This is a love song and although Didge is the feature in this song it’s clear that he steals the show many many times. Nonini does his tongue in cheek wordplay and he even manages to land a couple of memorable lines while declaring his love for the woman in question. Didge though, flexes his vocal muscles, which are still as sinewy as ever and carries the song to the very end. The video could be a little more innovative though.

Tusker are the Champions MONDAY, NOVEMBER 7, 2016
Tusker FC are the 2016 Sportpesa Premier League champions after a 1-0 win over AFC Leopards at the Afraha Stadium in Nakuru pulled them four points clear of defending champions Gor Mahia with a match to spare. Shafik Batambuze scored the allimportant goal in the 69th minute as Tusker broke a three-year dominance by Gor Mahia, handing Paul Nkata a second title in his first year in charge at Ruaraka. Heading into the match, Tusker needed three points to guarantee the title at their stable and ensure the final game of the season against defending champions Gor will be just but a mere formality. K’Ogalo who on Saturday won 2-0 against Muhoroni Youth needed a favor from their arch rivals AFC to hold Tusker to either a draw or beat them, handing them an opportunity to win a fourth consecutive title on the final match day on November 19. Against a much improved Ingwe, Tusker at times struggled to assert their authority and they never showed as much they were fighting for the title. They had to wait till the 24th minute to have their first chance at goal, Allan Wanga sneaking in at the blind side of the AFC defense to poke the ball marginally wide from an Anthony Ndolo cross from the left. On the opposite end, Allan Katterega who had enjoyed a decent game for Ingwe had a snap shot from distance go inches over, catching Tusker keeper David Okello off guard. On the counter, AFC Leopards

came close to opening proceedings in the 32nd minute but Alfred Wekesa’s shot from a Mungai Kiongera through pass was feeble, Okello managing an easy catch. Five minutes later, Wekesa had another chance but his header from a teasing Mousa Sissoko cross was well picked by Okello. Towards the end of the half, Tusker who were a pale shadow of their title-chasing selves came close to getting the opener, but Ian Otieno stuck his foot out to block a shot from Noah Wafula who had broken on the right from a Mieno through pass. In the second half, Leopards started stronger and Okello had to take one for the team 10 minutes into the half when he was forced to
bring down Kiongera at the edge of the box after the forward broke through to pick out an Andrew Tololwa through pass. Nkata read all the signals that his side was in for a long ride and on the hour mark brought on Clifford Alwanga for Ndolo who had all afternoon struggled to assert his presence. Batambuze came close for Tusker in the 62nd minute with his freekick from the edge of the box being pushed to the crossbar by Ian Otieno. Five minutes later, Alwanga saw his header from an Osborne Monday corner go inches wide after out-jumping the entire Ingwe defense. Tusker kept the pressure as the clock ticked and it finally paid off in
the 69th minute when Batambuze struck low from the edge of the box after Monday spread a corner to his path. Two minutes later, Katterega came close to taking Tusker down to earth with a sweetly struck volley from the edge of the box but the effort went over. Despite the scare, Tusker grew in confidence and began to boss the game, playing it calm and restricting Stewart Hall’s side into their own half. The brewers managed to run down the clock and there were tears and jubilation when referee Raphael Nduati blew the final whistle. MORE ON THIS STORY www.capitalfm.co.ke
Suarez strike winner for Barcelona Luis Suarez ensured Barcelona did not lose any more ground on La Liga leaders Real Madrid by striking a second-half winner against Sevilla. The Uruguayan converted in the 61st minute from Lionel Messi’s pass for his 95th goal in 112 Barcelona games. Vitolo gave Sevilla the lead when he slotted home in the 15th minute before Messi equalised from 18 yards. Barcelona now have 25 points from 11 games, just two behind Real, with Sevilla back on 21 points. Luis Enrique’s Spanish champions created numerous chances after the break as they started to open up their opponent’s defence. Sevilla keeper Sergio Rico made
two good saves to keep his side in the game. He kept out a stinging effort from Croatian midfielder Ivan Rakitic and then tipped over a shot from Messi, who had received the ball from Suarez’s sublime backheel volley. Suarez also produced another brilliant piece of skill when he rounded keeper Rico and then rolled the ball across the six-yard area. The ball eluded Messi, who had failed to read his team-mate’s intentions. Sevilla were overawed in the second half but did go close when Steven Nzonzi headed narrowly wide of Marc-Andre ter Stegen’s left-hand upright.

Leipzig move level with Bayern at top RB Leipzig moved level on points with Bundesliga leaders Bayern Munich after Timo Werner scored twice in a comfortable 3-1 win over Mainz. The Germany Under-21 forward opened the scoring when his third-minute shot looped in off keeper Jonas Lossl. Emil Forsberg slotted in a second, then cut a ball back for Werner to make it 3-0 at half-time. Scottish teenager Oliver Burke replaced Werner moments before Stefan Bell headed a consolation goal for Mainz. Bayern lead the table only on goal difference, having drawn 1-1 at home to Hoffenheim on Saturday.
Snodgrass inspires Hull to victory as West Brom stun Leicester
Robert Snodgrass inspired Hull City to victory against Southampton as Mike Phelan earned his first three points since being appointed permanent head coach. Charlie Austin’s sixth-minute penalty appeared to have Saints in control, with Hull offering little in the way of an attacking threat. The hosts also lost starting strikers Abel Hernandez and Will Keane to first-half injuries to compound the frustration of their fans, but the mood inside the KCOM Stadium was transformed in the space of two second-half minutes. First, Snodgrass, introduced from the bench for the stricken Keane, swept home his fourth league goal of the season from Sam Clucas’ low cross before the Scotland international delivered an inviting free-kick that Michael Dawson headed past Fraser Forster. Southampton pushed for an equaliser but David Marshall made a string of saves in the Hull goal before Clucas produced a remarkable goalline clearance from a corner in the final minute of added time. Elsewhere, Winger Matt Phillips punished a horrendous error by midfielder Danny Drinkwater to score the winner for West Brom at champions Leicester. Two goals in three second-half minutes livened up what had been a dull encounter at the King Power Stadium. The Baggies scored first when midfielder James Morrison, making his first league start since January, headed in from Phillips’ brilliant right-wing cross. Moments later Riyad Mahrez, on Leicester’s right, provided a similarly accurate delivery for £29m club-record signing Islam Slimani to nod in his fourth goal since joining the Foxes in the summer. But with 18 minutes remaining Phillips pounced on the ball after Drinkwater miscontrolled, and strode forward before dinking his shot past keeper RonRobert Zieler.

Liverpool romp to Premier League summit MONDAY, NOVEMBER 7, 2016
From Page 16 “We’ve started collecting points but we need to go on with this. Then we will see where we can end,” Klopp said. Liverpool led the table going into the final weeks of the 2013-14 season but a home defeat by Chelsea - a game that featured a now infamous slip from Steven Gerrard - and a draw at Crystal Palace in their final three matches proved costly. “I know in the past a lot of things happened here and the story two, three years ago when it was really close, but this is not the team two or three years ago,” said Klopp. “This is not the team 25 years ago. We’re completely new. We stay cool. It’s the best position I can imagine but nothing else has happened.” Roberto Firmino scored Liverpool’s fourth and Saido Mane double his tally of the day with the Red’s fifth while substitute Georginio Wijnaldum was also on target. Chelsea had gone top on Saturday with their victory over Everton after City followed up their Champions League victory over Barcelona with a 1-1 draw at home to Middlesbrough. Arsenal would have gone top with victory over Spurs in Sunday’s early game but were held to a 1-1 draw at

Manchester United ended a run of four Premier League games without a win as they made light work of a feeble Swansea City side. United dominated from the start and were 3-0 up at half-time thanks to Paul Pogba’s stunning drive and two goals for Zlatan Ibrahimovic, his first in the league since September. Mike van der Hoorn headed in for Swansea midway through the second half but there was no real danger for the visitors, w h o s e manager Jose Mourinho watched from the stand because of a touchline ban. United climbed up to sixth in the table, while a 10th Premier League match without victory means Swansea remain second from bottom. The Swans’ dismal performance prompted boos from the home crowd and left manager Bob Bradley with just one point from his first four games in charge. But for Mourinho, a second win in eight league matches comes as welcome relief following a difficult few weeks.
