Kenya risks losing up to Sh55 billion in future aid from the US and other international donors if it fails to institute adequate policies to fight runaway corruption. The United States Agency for International Development (USAID) yesterday expressed its concerns in what it described as lack of will by the government to tame graft in the country. It said corruption has watered down Kenya’s credibility among foreign development backers. Speaking during the HIV/AIDS strategy launch for Nairobi County yesterday, USAID Kenya Deputy Mission Director Tina Dooley-Jones (pictured) cited the reported loss of Sh5.3 billion at the Ministry of Health as one of the instances that threaten to limit further aid to the country. “Development partners are watching to see how Kenya handles the recent allegations of funds loss at the Ministry of Health,” she said. She added that USAID was disappointed that funds meant for the public good ends up in the pockets of top official
tasked with overseeing its allocation and usage. Nairobi health county executive member Bernard Muia however assured that “no single coin in funding given to support health activities will get lost”. The American agency becomes the latest international body to publicly express its concern on Kenya’s ability to honestly spend monies allocated to it to fund health and other development programs. USAID spent $557.2 (Sh55.7 billion) to fund projects it support in Kenya in the 2015/2016 financial year, with health taking the lion’s share at Sh35.7 billion. It is one of the major backers of the

A group of youths recruited to the National Youth Service (NYS) slum upgrading programme have given Public Service Cabinet Secretary Sicily Kariuki a sevenday ultimatum to release their bonuses and have the programs resumed or they demonstrate. Group chairman Duke Nyakundi said they have been living in uncertainty since the programs were suspended four months ago. They now want the ministry to immediately order for the full resumption of the program to continue providing employment and empowering the youths, as investigations to financial improprieties at NYS continue. “We are giving Madam Sicily Kariuki seven days to act on these issues or else we are going to call a mother of all demonstrations ever witnessed in this country on Monday 5th December 2016, to bring back our jobs,” Nyakundi told a press conference in Nairobi. They said the halting of the programs was unfair as it denied them job opportunities because of the financial recklessness of a few senior officials at the ministry. They also demanded that the ministry pays dues for a section of the cohorts not paid during the last phase and settle the bills for

Search for HIV vaccine: Scientists begin clinical trial in South Africa
]A new vaccine against HIV, the virus that causes Aids, is being tested in South Africa in what scientists say is the first large study of an HIV vaccine’s effectiveness since 2009. The study aims to enrol 5,400 sexually active young men and women. About seven million people in South Africa are living with the virus, which is one reason why the trial is taking place there. Experts hope the vaccine will be “the final nail in the coffin” for HIV. The vaccine regime being tested is based on one used in a trial in Thailand in 2009, which had a protection rate of about 30%. Results from South Africa are expected in four years. Since the HIV virus was identified in 1983, efforts to develop an effective vaccine have proved unsuccessful. Researchers hope that this might come to an end with the current study, which is code-named HVTN 702. It is being led by South Africa’s Glenda Gray, a university research professor and head of South Africa’s Medical Research Council. “It will tell us whether the initial success observed at a smaller scale will bear fruit in the form of a safe and effective HIV vaccine designed for the people of southern Africa,” Dr Gray said. According to the United Nations, more than 30 million people have died from Aids since the 1980s. Recent breakthroughs in anti-retroviral treatments have improved the lifespan of Aids patients. Varsity forms team to transfer campus back to government The University of Nairobi has ceded ground in the battle against a directive ordering it to vacate the Kenya Science campus. The has now formed a seven member team tasked with working on the modalities of the handing over the campus to Kenya Technical Trainers College (KTTC). The university’s council chairman, Idle Farah, has submitted the names to Education Cabinet Secretary Fred Matiangi, paving way for the transfer of the 62-acre facility. In a letter dated November 24, Dr Farah said he had selected Nairobi University deputy ViceChancellor in charge of student affairs Prof Isaac Mbeche to lead the team alongside the concerned campus’ deputy principal Prof Horance Ochanda. The university is expected to vacate the premises from tomorrow. It has received Sh12 billion from the government to set up similar facility which it argues will take five years. The students have however protested the move and vowed to stay put at the campus, saying they were not consulted in the decision-making process. As part of the present trial, study participants will receive a total of five injections over one year, says the US National Institutes of Health (NIH), which is sponsoring the trial. Awethu Benenengu, a 20-year-old construction worker, who is one of the participants in the trial,
told the BBC’s Nomsa Maseko in Johannesburg that he volunteered because he wanted to help defeat Aids. “I decided to get involved because I don’t like the way my HIV-positive cousin is treated,” Mr Benenengu said. “There is so much stigma. I want to be part of a generation that changes this and I want my
children to be proud one day of their father for getting involved in making history.” Participants who become infected with HIV during the trial will be referred to local medical providers for care and treatment, NIH adds. They will be advised on how to reduce their risk of transmitting the virus.

Up to 34 city buildings have been demolished
The national building inspectorate in collaboration with other government agencies has so far demolished 34 unsafe and dangerous buildings in Nairobi. The buildings according to a report tabled before the National Assembly’s Transport Committee were mostly five to eight floors high. Huruma leads with the number of demolished houses at 29, followed by Kahawa West (2), Mathare North (2) and only one at Kariobangi South. The agency has also audited a total 4,735 buildings in Nairobi with 648 among them requiring immediate testing. The exercise according the Executive Director of National Construction Authority Daniel Manduku, is currently ongoing at Pipeline estate where 301 buildings have been inspected and audited with only 54 found to be safe. The rest the authority said require urgent testing. According to the report, Huruma again leads with the number of houses that are very dangerous to stay in at 323, Pipeline 96, Umoja 118, Thika Road 147, Dagoretti 25, Babadogo 65, South B 10, Nairobi West 16 and six houses in other areas such as Ruiru, Mathare and Kahawa West. The National Building Inspectorate however decried low budget allocation for the exercise which they said forced them to only concentrate in Nairobi County alone. Only Sh130 million was allocated for the exercise against a budget of Sh780 million required for the exercise to be extended to other counties. They Inspectorate in its report also said there are inadequate personnel for the inspection of buildings as only one officer is officially deployed to the inspectorate and he is working with ten other officers who are on secondment from the department of public works. The Inspectorate said it requires 900 members of staff to deliver its mandate effectively. The National Construction Authority has however said it has no powers to arrests those constructing sub-standard buildings hence many might continue to die unless parliament gives them power. “At the moment our powers end after issuing orders to stop construction, the rest is for the arresting authorities,” Manduku said.
Concerns raised over rising crime
Police are pursuing gunmen linked to the death of 49 year-old Njuguna Maina in Gathiga village within Kiambu County. The man was being driven by a friend, who is a taxi driver, when they were confronted by unknown assailants who were armed with pistols. The driver was shot on both legs while Maina was shot on the chest. He succumbed to the injury while undergoing treatment at MP Shah Hospital where the driver is undergoing treatment but remains critical. A 9mm calibre was recovered at the scene of crime. The thugs escaped on foot towards Gachie area, though no arrest has been made. Agony of Nairobi family in search of kidnapped daughter They have spent more than Sh30,000 seeking “divine help” following the kidnapping of their first born child from their home in Mukuru kwa Reuben slums, but they are still waiting, two months later. The money has been given to senior men of cloth in Nairobi as an offering and other local servants in a desperate move to see whether they will be re-united by their three year-old daughter. Time is moving fast for a family that now knows no peace, no happiness for the past two months. The only attachment left is one shoe that she was wearing, that was found the following day after the incident, about two kilometres from their single roomed house. Enoch Mudavadi received the disturbing call on October 1 while with friends in Kayole area from his distressed wife, who informed him that they could not trace their daughter, Monica Makhungu. “It was around 7pm,” he recalls. “I immediately left my friends and boarded a matatu but unfortunately I didn’t alight at the usual terminus. I was already confused and worried- so I found myself already in the city centre.” On arrival at about 8pm, he joined his wife, who was expecting by then to search for their daughter in the neighbourhood and then reported to all police posts in the area, but till now, no good news has come forth. “My daughter never used to follow strangers and that’s why we believe she was drugged,” the 26 year-old Mudavadi said during an interview
with Capital FM News at their home. She has been my joy, my life, my everything…please, whoever has taken m daughter hostage, just bring her back. We are suffering.” They have sold almost everything in their effort to pay pastors who have assured them that their daughter is alright in some place, “with a woman.” “I am wondering why can’t they just tell us who is the woman and where she is,” Elizabeth Anua, his 25 years old wife interjected. She vividly recalls her last moments with her missing daughter. Anua, had just arrived at their home from a local supermarket at around 6pm on the fateful day, where among other things she had purchased some yoghurt and biscuits for her daughter. Makhungu was bubbly as always, she says, and after a few minutes she joined three other children to play, “within the corridor of our houses. But at some point they walked away. She was carrying her yoghurt and some biscuits.” At around 6.30pm, Makhungu briefly returned to the house, picked more biscuits and left. This was to be the last time Anua would see her daughter. “She was extremely generous…I believe she had gone to share with her friends as they played around,” she said. According to children she was playing with, her daughter was given ” a sweet by a dreadlocked man. After sometime she followed him while asking for water.” Her dresses remains on the hanging line, inside their house, and as the clock ticks, the family is becoming more anxious.
“Never give up,” reads the shirt she was wearing during the interview. “Mum (Makhungu her daughter) used to ask me to bring her a brother. I have given birth to a son but she didn’t even see him,” an emotional Anua said. She says her Christmas gift will be finding her missing daughter. “I even don’t eat well since I don’t know whether my daughter has something to eat as well,” she said. After sometime, she added, “why should someone cause this pain to me? Please return my daughter.” For Mudavadi, he is aware of the painful truth, the daughter may be found or not. “I have done my best as a parent, Monica, she’s my biological daughter, God is the one who gave me that child, if she’s mine, let her return safely and if God has a purpose to take her for good, let His will be done,” he said. He says he is normally heart broken when his wife starts crying, every time she sets her eyes on Makhungu’s clothes. “I miss her nagging questions, Baba umeniletea nini” (dad, what have you brought me?) baba umeniletea kalamu? (dad, have you brought me a pen?)” he says, but that remains to be just that- memories. When she was kidnapped, Makhungu was wearing a green African dress with yellow spots. She has a birthmark on her right thigh.

Inflation up 6.68pc as cost of goods rises as ahead of festive season
Kenya’s rate of inflation jumped 6.68 per cent in November, from 6.47 per cent last month, the latest numbers from the Kenya National Bureau of Statistics (KNBS) have revealed. The rise in inflation, which is a general increase in prices and fall in the purchasing value of money, comes ahead of the festive season, when consumers are expected to increase their spending. “We expect inflation to remain at 6.5 per cent during this festive season before easing to the government’s target of 5 per cent,” said Central Bank Governor Patrick Njoroge. The Bureau found that the country’s food and non-alcoholic drinks index increased by 1.17 per cent in November, pushing inflation up by 0.71 per cent compared to 0.62 per cent witnessed in October. “Between October and November 2016, Food and Non-Alcoholic Drinks’ Index increased by 1.17 per cent. This was attributed to an increase in prices of several food items which outweighed the decreases of others,” KNBS said in a statement. Year on year food inflation stood at 11.13 per cent in November 2016 over the same review period. Housing, Water, Electricity, Gas and Other Fuels’ Index, increased by 0.11 per cent partly due to increases in house rents and kerosene, which outweighed notable falls in the cost of cooking gas.

Acacia to spend Sh1.2 billion on West Kenya gold mining project London-based exploration company, Acacia Mining has confirmed that it will spend $12 million (Sh1.2 billion) in 2017 on a West Kenya project, which it now fully owns after purchasing a further 49 per cent stake from platinum miner Lonmin in August. “Kenya has seen limited exploration activity, with companies in East Africa focusing primarily on Tanzania. Given the lack of activity, the gold potential of Kenya has not been systematically explored using modern exploration techniques and is seen as a highly attractive opportunity,” Acacia said in a statement. Acacia is majority owned by Barrick Gold Corporation, the largest gold mining company in the world. Acacia, which is also listed in Tanzania, will spend $25 million (Sh2.5 billion) in 2017 to increase drilling for new mines in Kenya, Mali, Tanzania and Burkina Faso and double expenditure for drilling around existing mines to $10 million (Sh1 billion). The company has three mines in Tanzania. “This is part of our long-term strategy to invest in exploration when the rest of the industry is walking away from that,” Chief Executive Brad Gordon said in a recent address. Helped by a rising gold price, Acacia’s share price has more than doubled this year and in August reported a five-fold increase in its third-quarter core profit. Higher gold prices have brought relief to struggling bullion producers which were forced to abandon projects, sell mines and cut jobs to survive. Acacia plans to spend between up to $15 million (Sh1.5 billion) a year during the project’s exploration phase, Gordon said. He added that initial drilling indicated it could be a multi-million-ounce mine.

Ascent the 2016 Petroleum Bill, Raila urges Kenyatta Former Prime Minister and current opposition leader, Raila Odinga wants the president to sign into law the Petroleum (Exploration, Development and Production) Bill 2016 without any delay or amendments. The request follows President Uhuru Kenyatta’s refusal to sign the Bill, saying that it needed more drastic changes which Raila claims are meant to favour him and deny the County Government its rightful share. The Bill was presented to the Head of State for presidential ascent on September but Kenyatta refused to sign it, urging the National Assembly to reduce the revenues host communities will get from 10 per cent to 5 per cent, claiming that the County resource revenue share should not exceed the National Governments. Motorcycle manufacturer and distributor, Yamaha Kenya has partnered with the Kenya Police Service to enhance road safety on Kenyan roads during the festive season. Yamaha Kenya, which is a division of Toyota Kenya, today handed over 15 motorcycles procured by the Kenya Police Service, having already trained 20 police officers who will in turn, act as trainers within the Kenya Police Service. Toyota Kenya Managing Director Mr.
Sachio Yotsukura said the company is committed to not only help teach automotive skills, but also offer a platform for skills transfer. “The 20 officers received specialized training to enable them pass on the knowledge to other police officers and riders who they will train. In this regard, the training offered by the Yamaha Riding Academy is not just beneficial to the officers but is also a form of capacity building for the Kenya Police Service,” Mr Sachio said.
Yamaha Kenya says it intends to roll out the specialized training to boda boda operators in partnership with the Kenya Police Service and the National Transport and Safety Authority (NTSA). According to statistics released by NSTA boda boda operators account for 90% of the 800,000 all registered motorcycles in the country while 70 per cent of boda boda operators are untrained and rely on peer to peer training. Yamaha Kenya General Manager,
Augustine Juma said that Yamaha is carrying out the training in recognition of the fact that while the responsibility of manufacturers to ensure that the motorcycles they produce adhere to international standards, they cannot ignore the most crucial factor of all; the human element. “Yamaha through the Yamaha Riding Academy will extend its training and capacity building to boda boda operators across the country starting with Nakuru, Nairobi and Kisumu.
Through this exercise we at Yamaha Kenya hope to help increase the number of certified trainers across the country and ensure that all riding schools have the capacity to train Boda Boda operators and enhance the safe use of motorcycles across the board,” Mr. Juma said. Low interest rates to spur mortgage uptake, says new real estate report Low interest rates within the banking sector will lead to an increase in the uptake of housing loans, a new report from Jumia House has revealed. Kenya, said the real estate dealer, is “a country where we enjoy better financial access than its counterparts in the continent where the percentage of the population living within three kilometers of a financial access touch point stands at 58.7 per cent; 44.1 per cent in Uganda; 42.7 per cent in Nigeria and 28.3 percent in Tanzania. Despite this impressive figures, majority of Kenyans in the low income areas still do not have access to affordable credit,” the realtor said in a statement. In September, the Kenya Bankers’ Reference Rate (KBRR) a new reference rate by the Central Bank was set at 9.13 per cent. This follows pressure on the banking industry to lower their lending rate. Transparency in the cost of loans through the KBRR and the Annual Percentage Rate is expected to cut rates and stimulate mortgage uptake. This is projected to energize the country’s mortgage market. Jumia House believes that the push towards lower interest rates backed by transparency
in the pricing of loans could ultimately lead to a decline in the rates. “The rental prices have been surging up due to the demand of rental houses as people couldn’t afford to buy, due to the considerably high mortgage interest rates,” said the report. “The self-employed need to be designed for products that will cater to their unique background and standardizing mortgage paperwork,” added the realtor. Jumia House’s report follows a similar analysis by real estate group, HassConsult, which found that though detached housing units are increasingly popular, high-end units that offer commercial, retail and leisure facilities are quickly becoming the preferred properties for wealthy Kenyans. “Market demand is highest for developments that have enveloped high-end commercial, retail and leisure offerings on one site as they are able to attract a strong footfall. Such properties will command price appreciations of up to 40 per cent on top of average market rates,” said Ms. Sakina Hassanali, Head of Research and Marketing at HassConsult.

KISIP moves to protect 550,000 urbanites from periodic flooding THURSDAY, DECEMBER 1, 2016
The Kenya Municipal Program (KMP) and the Kenya Informal Settlements Improvement Project (KISIP) have collectively constructed 60kms of drainage, protecting about more than 550,000 urban residents in 15 urban areas in the country from periodic flooding, The programmes have been funded by the International Development Association (IDA), an organization that supports anti-poverty programs in the poorest developing countries with long-term, no interest loans, as well as development partners SIDA and AFD. The projects finance investments in storm water drainage, non-motorized transport, streetlights and floodlights, access roads, non-motorized transport facilities (footpaths and bicycle lanes), water and sanitation. Since its start in 2010, more than 1.7 million people have benefitted from KMP infrastructure investments, including the financing of about 43 km of access roads, and 68,000 urban residents now have access to all-season roads within a 500-meter range, a new IDA report released just hours ago has confirmed. Under KSIP, more than 530,000 have benefitted from improved infrastructure since 2011, including about 30 km of rehabilitated settlement roads with 30 km of footpaths also completed. The IDA report states that in Jomvu Kuu and Ziwa la Ng’ombe, informal settlements in Mombasa, improved roads and footpaths, have eased the transportation of goods such as clay pots crafted by women. The new road

Prior to the completion of the facilities constructed by KMP, pedestrians were forced to walk on the road in certain parts of Eldoret town,” said the report. An estimated 38km of NMT has been provided in the town. In total, about 150 km of NMT has been constructed by KMP.
Infrastructure development lagging behind as urban population grows at alarming rate, experts warn Kenya’s infrastructure development is lagging behind as the country’s urban population grows at an alarming rate. Experts say that about a third of Kenyans live in urban areas and more are expected to flock into these settlements within the next decade or so. Despite recent moves by the government to rehabilitate roads and walkways, the country’s rate of development has been criticized for being far too slow. “Urban areas are growing quickly in Kenya,” states World Bank Analyst, Sheila Kamunyori. “With a population of approximately 44 million, the country is urbanizing at about 4.4 per cent per year, and 27 per cent live in urban areas. By 2050, half of its population is expected to live in urban areas,” she said. Urbanization holds the prospect of driving economic growth, reducing poverty, and expanding access to jobs, housing and services for an increasing share of the population.
However, Kamunyori’s data shows that at the current urbanizations rates, the urban infrastructure and service delivery is not keeping pace with the growth of the urban areas. A World Bank survey of 15 urban areas showed
that access to sanitation is below 30 per cent, and while water access was at 90% in the 1990s, it has been decreasing as populations are growing. A 2011 World Bank report had stated that most of Kenya’s population

growth will be urban. It argued that while total population will double by 2045, the urban population will more than quadruple. By 2033 the country will reach a “spatial tipping point”, when half of Kenya will be residing in the urban areas. The analysis noted that in order to keep up with rising populations while spurring development, Kenya needs a coastal hub. “Given the high transport costs within East Africa, only a coastal hub like Mombasa, would be in a position to become a manufacturing center for global products. Rising wages in Asia will provide incentives for manufacturing companies to locate to Africa. Mombasa could be an attractive destination, but it will only live up to its potential if it manages to tackle inefficiencies in the port, a dilapidated urban infrastructure, and the opaque system of land titling,” said the research.

Internet, a service that has been operating in Nairobi’s Kibera slum since 2015, has announced plans to roll out its service to various parts of the country and eventually, the greater East Africa region. Thousands of Kibera residents, including schools, health centres, churches, mosques and the youth in general have benefited from the service, which has been making moves to expand its reach to various parts of the country. Established in August last year in Kenya, poa! Internet is now employing 25 staff, mostly young people, the majority of them from Kibera. The company’s aim is to bring millions of East Africans online over the next few years using affordable product pricing. Mr Andy Halsall, CEO of poa! Internet, said the firm is currently using Liquid Telecom Kenya’s fibre infrastructure from a connection near Kibera to supply the internet to residents of Africa’s second largest slum. “We are selling internet to individuals in Kibera at affordable prices and have also provided free Internet to more than eight health centres, 20 schools, and 20 cyber cafes’ in the area,” said Mr Halsall. “Liquid Telecom is our partner in ensuring that the less privileged population of Kibera access the same services and quality of Internet as their counterparts in other parts of the country, and at an affordable cost. Internet has made life much better, with more youths engaging in businesses, such as cyber cafes, and shops where they are selling bundles. This has had a positive impact on these individuals and put great potential in their hands,” he added. The cost of accessing the internet using poa! ranges from as low as Sh10 for 25 MB to Sh3,000 for 20 GB, in bundles that do not expire. “We have ensured that anybody in Kibera wanting to use high speed, high quality Internet can do so for just a few bob,” said Halsall. poa! also provides its customers with free access to a wide range of digital content, including educational and healthcare and other socially beneficial materials as well as sports, entertainment and news. “We want to ensure that the people of Kibera can get access to the latest information even when they don’t have cash in their pocket,” he explained. Halsall raised seed funding in the UK to launch the business on the basis that East Africa still holds huge potential for internet consumption. “We are targeting millions of subscribers in this region if our plans go as scheduled,” he said. “East Africa is highly educated but still not everybody has access to internet.” This vision has seen Liquid Telecom Kenya name poa! Kenyan Premier League top scorer John Makwatta has expressed his delight after he was shortlisted for the first ever football match pitting English Premier League side Hull City and a Kenyan select side in February. The Ulinzi Stars talismanic forward is among the 47 players drawn from the Kenyan Premier League clubs who are likely to feature in the historic match. The provisional squad that includes 16 year old Joshua Otieno will report training camp in January. Preparations for the big game at the KCOM Stadium began earlier in November when two of the Hull City Academy coaches, Richard Naylor and Kris Blakeston visited Kenya on a scouting mission to pick out the country’s top football talent. “It is such a huge honour and a big step for my footballing career. I have had a good campaign whereby I finished as top scorer. It encourages me that my efforts are being recognised,” said the forward. Tasked with selecting 50 players to attend a special training camp, the English duo took in international fixtures against Mozambique and
Liberia, league matches and training sessions at the country’s top clubs but selected only 47. With shortlists and player recommendations now submitted, coaches will return to Kenya for the training camp early in the New Year to pick out the top 16 players who will go on to form the SportPesa All Stars squad that will travel to England to take on Hull City in February. “SportPesa All Stars is the beginning of Kenya’s journey to qualification for the World Cup in 2022 and we look forward to the two matches they will play against Hull City,” SportPesa Chief Executive Officer Ronald Karauri said. The friendly match at the KCOM Stadium in the United Kingdom next year is part of Hull City’s continued support of shirt sponsor SportPesa’s commitment to develop Kenyan football to global standards, and their efforts to help Kenya qualify for their first ever World Cup in 2022. “SportPesa All Stars project is truly unique. It fully demonstrates that our partnership with SportPesa goes way beyond a branding exercise and is something that is having a

England boss Southgate eyes Euro redemption New England manager Gareth Southgate says his side have the potential to give him closure by winning the European Championship in 2020. Southgate, whose position was confirmed on a four-year deal on Wednesday, missed a penalty at Wembley in hosts England’s semifinal shootout defeat by eventual champions Germany at Euro 96. Wembley will host the semi-finals and final of Euro 2020. “That’s clearly in the back of everybody’s mind,” he said. The 46-year-old, during a Football Association fans’ question and answer session, added: “Having played in the last European Championship here in 1996 and got so close as a player, I have a desire to address that record. “That something that I think is a realistic aim for the team given the age and the way they’ll mature in the next few years in particular.” Former defender Southgate, who made 57 appearances for England as a player, becomes the fourth permanent manager of the national team in as many years. inedine Zidane’s son Enzo scored 18 minutes into his Real Madrid debut - with his first shot for the club. The 21-year-old midfielder was brought on by his father, the Madrid coach, at half-time in their Copa del Rey victory over Cultural Leonesa at the Bernabeu. Madrid won the tie 6-1, beating their third-tier opponents 13-2 on aggregate to reach the competition’s last 16. Norwegian teenager Martin Odegaard, who signed as a 16-year-old in January 2015, also made his full debut. Former France midfielder Zidane senior, 44, played 227 matches for Real after joining from Juventus for a then-world record £45.8m in July 2001, famously scoring their winner in the 2002 Champions League final. outhampton progressed to the semi-finals of the EFL Cup for the first time since 1987 thanks to a convincing victory over a below-par and under-strength Arsenal. Goals from Jordy Clasie - his first for the club - and Ryan Bertrand secured victory for a Southampton side which inflicted a first defeat on the Gunners since the opening day of the season. Manager Arsene Wenger, who has never won this competition during his 20-year reign in north London, had made 10 changes to the Arsenal team which beat Bournemouth 3-1 in the Premier League on Sunday and paid the price. In Aaron Ramsey, Alex Iwobi and Mohamed Elneny, the Gunners had Premier League regulars in their starting line-up - but without Alexis Sanchez, Theo Walcott, Olivier Giroud and Mesut Ozil, they lacked guile and bite. Southampton, who had only won once in their last 23 visits to Arsenal, deserved the victory and will play Liverpool in the two-legged semi-finals, with the first leg at St Mary’s in the week commencing 9 January. During his tenure as Arsenal manager, Wenger has regularly used this tournament to give games to those on the fringes of the first team. That perhaps explains why they have won only one of their last six quarter-finals in the competition. The majority of last night’s starting line-up had defeated Nottingham Forest and Reading this season, but Southampton were a different prospect - a Premier League side with a game plan and nous. Arsenal’s £17m summer signing Lucas Perez started for the first time since the 2-0 win over Reading on 25 October, but was a peripheral figure as he and his team-mates lacked energy and urgency, especially in the first half. Before the match, Wenger had said he hoped the victory over Bournemouth, which came following three successive league draws, would make his team more relaxed. But while the Gunners marginally improved after the break - the introduction of Alex Oxlade-Chamberlain adding pace - they rarely threatened. A long-distance strike from Ramsey and a second-half chance, which fell to Oxlade-Chamberlain, was as good as it got for them. Southampton had also made changes for this match, with only three of the starting XI which beat Everton in the league at the weekend starting at Emirates Stadium. But the ever-present Virgil van Dijk provided a solid platform for the Saints in defence, and the changes in personnel did not affect the visitors who were by far the better team. Clasie gave Southampton an early lead, leaving goalkeeper Emiliano Martinez with no chance as the Dutchman struck first time from long range in what was the match’s first effort on target.
