ater Cabinet Secretary Eugene Wamalwa has found himself between a rock and a hard place with MPs now plotting an impeachment motion against him. Members of the National Assembly’s Agriculture, Livestock and Co-operatives committee yesterday threatened to sponsor the impeachment motion against the CS and vowed not to approve any supplementary budgets to his ministry until he appears before them and explain how some Sh2.5

billion was spent at Maji House. “I want to make it very clear that the committee will not transact any business with the CS and we will also not approve any supplementary budget to the ministry until the CS appear before us,” said committee chairman and Mandera North MP Mohamed Noor. Wamalwa has failed to appear before the committee on six consecutive occasions leaving the members irked. The Bernadette Musundi-led panel said they re-advertised the position on Friday

last week following concerns about the suitability of those shortlisted after background checks. “The information from memoranda from the public and some agencies raised pertinent issues and concerns regarding some of the applicants of their suitability for appointment to chairperson position,”

Musundi told journalists yesterday. But the decision has now thrown the whole electoral process in limbo with just nine months to next year’s polls. The source further told X-News that the CS was not ready to see his good effort of curbing cheating during the exam period soiled in the last minute of marking. Matiang’i received praise from education officials and public at large for his effort in restoring and credibility in the national examinations. President Uhuru Kenyatta lauded the multi-agency team that included officers from the Education, Interior and ICT ministries, the Kenya National Examinations Council (Knec) and the Teachers Service Commission (TSC) and other stakeholders for delivering flawless results. “The release of the KCPE results today confirms that reform of the national examination process has happened and integrity and credibility have been restored,” said the President when Matiang’i, Knec and ministry officials called on him at the State House after results release.

Information that powerful cartels were targeting the long marking time to influence the outcome of marks forced Education Cabinet Secretary to release the results early. Sources have intimated that CS Fred Matiang’i had information his close advisers within the education cycle about the schemes of the cartels and thus decided to beat them by releasing the results. A source at Jogoo House said the decision for early announcement was a trick to beat private school cartels who use the marking period and release of results to change results of their schools. “The CS had information long ago that since all the loopholes of cheating during exams had been sealed, the focus was now during marking hence he did not want to give them that chance,” said the source who requested not to be named. Matiang’i yesterday while releasing this year’s Kenya Certificate of Primary Education (KCPE) said for the first time since independence, the country has witnessed an exam free of malpractices. He however stated that there were those who attempted to cheat but their

When asked by journalists yesterday why he made up his mind to release the results early and ambush the media, Matiang’i answered: “I don’t understand what you mean by an ambush. We are doing our work. I woke up today to go to work and I have done exactly that.” The exam was done on the first week of November, took three weeks to get marked, award the grades and announce the results. For the first time not even the media

was aware of the release of exams until few hours to the actual event. The timing and the date was a top secret known only to the CS himself, his Principal Secretary Belio Kipsang and Kenya National Examinations Council (Knec) chairman Prof George Magoha. Sh2.5bn water spending that has put CS on the spot From Page 1 The committee members yesterday expressed their frustrations with the CS as he has never responded to the letters written to him to explain the use of Sh2.5billion. The money according to Maara MP Kareke Mbiuki was meant to build dams across the 47 counties, water storage with 500 million meant to distribute water in schools. “This is a scandal that is waiting to happen at Maji House and we can’t wait for it to happen,” Mr Mbiuki said. “The government is already riddled with a lot of scandals and we can’t wait for this to happen again,” he added. The CS is also expected to shed light on the Galana/Kulalu project that was to be completed in September this year but has not been finalized to date. The Galana-Kulalu irrigation scheme promises to be a game-changer in Kenya’s pursuit to bridge an annual production deficit of its main maize staple food and cut reliance on imports from markets in the region.

On completion the one million acre scheme will be the biggest in east and southern Africa signifying Kenya’s big dreams of attaining food sufficiency. Green Arava, an Israeli firm which has been contracted to develop the 10,000acre model farm, targets a harvest of up to 80 bags of maize an acre based on the advanced agronomical technologies employed in the project. In the last three years, the Treasury has allocated about Sh3.5 billion towards the project. The CS is also supposed to answer to questions pertaining to the drought mitigation projects. Ugunja MP Opiyo Wandayi said the CS has not taken the committee seriously by not responding to six letters requiring him to appear before it. “The CS should take this committee seriously as it has members who hired him and therefore we can also discuss his conduct in the floor of the house,” Wandayi warned.

Murkomen’s law firm summoned by NYS probe team Elgeyo Marakwet senator Kipchumba Murkomen’s law firm has now been invited to appear before Public Accounts Committee (PAC) on Thursday next week to shed light on their role in the siphoning of the Sh1.6 billion from National Youth Service (NYS) funds in the Integrated Financial Management Information System (IFMIS). This comes after details emerged showing that Sing’oei Murkomen and Sigei (SMS) Advocates, a law firm owned by Murkomen and Ruto’s legal advisor Korir Sing’oei, received Sh15 million from Out of the Box Solutions said to be linked to the NYS scandal. PAC Chairman Nicholas Gumbo informed the House that Committee members had resolved to invite the two after analysing their written submissions. The Committee had previously resolved to request Deputy President William Ruto’s aide Farouk Kibet and Murkomen(pictured below) to provide written submissions. It would then invite them for grilling depending on the contents of their submissions. “The Committee has since received written submissions from Farouk Kibet which it is considering. On the other hand the law firm had as at the lapse of the deadline given to them by the Committee not submitted the required information. This morning, Mr. Speaker, the Committee met and collectively gave instructions that they should be invited to make an appearance before the Committee on Thursday, December 08, 2016 at 10am,” he said in a statement delivered during Thursday House Sitting. The two have been mentioned adversely in connection with the receipt of proceeds from the multibillion shillings scam where a law firm linked to Murkomen is said to have been paid Sh15 million to a company contracted by the Ministry of Devolution and Planning for consultancy. Political analyst Martin Andati and constitutional lawyer Bob Mkangi held the view that owing to the fact that the process of selecting the new commissioners is a political process, it would have been left to the politicians from both political divide to handle it to avoid any mistrust. Jubilee and Cord have been trading barbs with each accusing the other of trying to influence the decisions of the panel. Nevertheless, Andati and Mkangi said the readvertisement of the Chairperson position gives an opportunity for Kenyans to interrogate what may have happened in the run up to their shortlisting. “Definitely the re-advertising renders an opportunity for Kenyans to ask questions whether somethings went wrong or they were ill prepared for the task,” Mkangi said in an interview. He warned that political meandering in the selection panel may stall the whole process and even delay the elections. Andati however argues there might have been ‘other interests’ that the shortlisted candidates did not meet prompting the re-advertisement. “The Chairperson position is very sensitive to be given to just anyone, all factors including political interests must be taken into consideration,” he said. Andati disclosed that with the re-advertisement, candidates like constitutional and Devolution expert Mutakha Kangu who seem to have some political inclination may miss the job. Just yesterday, Deputy Minority leader and Gem MP Jakoyo Midiwo sensationally claimed at the floor of the House that Jubilee coalition led by Majority Leader Aden Duale and Nominated MP Johnstone Sakaja were out to scatter the process by influencing the selecting panel. Midiwo said that the two had rejected the five names shortlisted to be interviewed for the Chairperson position of the electoral body. “Duale and his colleague Sakaja are on record opposing the five Kenyans shortlisted for IEBC chairperson. Reasons well known to them, they want to scatter the selection of the new commissioners and protect the outgoing commissioners who are clinging to office, doing irregular procurement of election materials in total disregard of the law,” Midiwo lamented. In his rejection to the five names, Sakaja claimed last week the shortlisted candidates were not ‘convincing’ enough to inspire confidence in the polls team which has been riddled with controversy. Those shortlisted were Mr David Mukii Mereka, Ms Roseline Odhiambo-Odede, Dr John Mutakha Kangu, Ms Margaret Wambui Ngugi Shava and Mr David Malakwen Kiprop. “The only crime for a person like Mutakha Kangu did is that he comes from the Luhya ethnic community. Jubilee must tell Kenyans what is there interest in this matter,” Midiwo said in response to Sakaja’s sentiments.

Nevertheless, the government through its spokesperson Eric Kiraithe has said that panel selecting members of the electoral agency decided on its own to re-advertise the position of chairman. “The government notes that the selection panel has acted with wisdom to forestall a situation where they end up with a candidate who will finally not win public confidence.” Kiraithe said in his weekly address to Kenyans at Serena hotel yesterday. @hillary_x254

Integrity and use of ICT dominate interviews for poll agency chiefs Integrity and use of Information Communication Technology (ICT) to deliver a credible poll in the 2017 general elections dominated the first day of interviews of new commissioners to the Independent Electoral and Boundaries Commission (IEBC). Four candidates were interviewed yesterday by the Bernadette Musundi to led panel with each exuding confidence that they will hold high level of integrity if given the job. Vincent Kimosop from Bungoma County was the first to face the panel. He said he values his integrity and that he is ready to resign should the commission engage in any activity that is against the constitution. “I will not compromise my integrity for anything. If I see something is not right while serving as a commissioner, I will point it out and even willing to resign if nothing happens,” Kimosop said. Kimosop said any institution is good as those who manage or serve in it and therefore commissioners at IEBC need to be people with high integrity in order to inspire confidence among voters. “For us to assure all stakeholders of credibility of the next general elections, we

need people with high integrity,” he told the panel. Jonson Maasai said a reliable electronic systems and commissioners that inspire confidence among Kenyans is the key to deliver a credible poll in 2017. Coming from a contested election in 2013, Maasai said other challenges in managing the elections can easily be handled if the first two are adequately addressed. He called for a smooth use of ICT system in the voter registration and management of the voter registration. “We need a smooth system that can even automatically remove a dead person from the register so that we only have real voters,” Maasai said. Other candidates interviewed yesterday include Kizito Okola Nyongesa, Ismail Buro Hassan and Zephaniah Okeyo. The recruitment of the new commissioners arose from the enactment of amendments to the IEBC Act, which led to the resignation of the previous ones. The panel is expected to forward a list of successful candidates to President Uhuru Kenyatta before Christmas. @sam_x254

Garissa Students left in limbo as varsity shuts doors The closure of a private university in Garissa County has left hundreds of its learners in confusion. Students of the Great Lakes University are facing an uncertain future after the institution closed down its Garissa campus. The administration said students owed it huge fee balances that have dented their operations. The college is a campus of the Kisumu based institution operating from the Garissa Kenya Medical Training College (KMTC) in Garissa Town since 2012. The students, who reside in other areas far from the institution, were preparing for end of semester examinations scheduled for this month. They expressed shock after being given a short notice saying teaching and examinations at the Garissa campus had been cancelled. They have vowed to take legal action against the management for disregard of their plight.

West Pokot Wild animals invade village, kill livestock Wild animals invaded Serewo village in West Pokot and killed dozens of sheep Wednesday night. Residents work up to a frightful shock yesterday morning to find over 50 sheep devoured by the unknown invaders. They suspect marauding wild animals hiding in the nearby bushes, probably a hyena or a leopard committed the killing. Livestock keepers in the area have now petitioned the Kenya Wild Service (KWS) to address the human-wildlife conflict in the area. “We want KWS to come and address this issue because we only depend on livestock for our livelihood,” a resident said. Equally, they demanded that the government compensate them for the loss. West Pokot subcounty livestock officer Dr Charles Kibet said his department is investigating the attack.

eLGeYo marakWet Communities sign pact to end decade-long violence Members of the Marakwet and Pokot communities have made a peace declaration to end decades-long violence between the two tribes. A meeting between leaders of the two neighbouring communities on Wednesday agreed on joined strategies to end violence, deaths and cattle rustling menace. Present during the historic signing in Kolowa, Tiaty Constituency were National Cohesion and Integration Commission (NCIC) Chairman Francis Ole Kaparo, Governors Benjamin Cheboi (Baringo) and Alex Tolgos (Elgeyo Marakwet), Senator Kipchumba Murkomen of Elgeyo Marakwet and elders from the respective communities. Also present were legislators from the two including Tiaty MP Asman Kamama and Marakwet East MP Kangogo Bowen. “I am really hopeful that these strategies can work and that we can live as loving and peaceful neighbours again,” said Murkomen.

Three people from the same family died today morning in a horrific road accident. They were on their way to witness the graduation of their kin at Maasai Mara University in Narok. The 3am accident occurred when a matatu they had hired to ferry them to the graduation ceremony hit an oncoming Easy Coach Bus along the Bomet-Kisii highway. 12 others who sustained injuries were rushed to Kaplong Mission Hospital and Kapkatet County Hospital in Kericho for treatment. “The Easy Coach bus was coming from Nairobi towards Kisii while the matatu was headed to Narok from Cherangany,” confirmed Bomet County Commandant Leah Kithel.

NakUrU State told to improve highway condition The government has been asked to improve motoring conditions on the Nakuru-Naivasha highway in anticipation of the festive season. The Kenya National Chamber of Commerce and Industry (KNCCI) wants the old NakuruNaivasha highway rehabilitated to help reduce traffic snarl-ups at the Gilgil weighbridge. The chamber has also called for the refurbishment of the said highway known to have numerous blackspots that have claimed many lives over the last few years, especially in the DecemberJanuary period. According to KNCCI, traffic jams caused by trailers threaten to stifle economic growth in the county by driving away investors who use the busy highway.

First Lady warns of HIV dangers to the economy The increasing spread of HIV infections among the youth and women in the country is a threat to the sustainability of Kenya’s growing economy, First Lady Margret Kenyatta has warned. During the commemoration of World Aids Day at Nyayo Stadium in nairobi, the First Lady argued that Kenya’s economy is pegged on the youth and women potential which is at the verge of ruin as a result of the epidemic. A National Aids Control Council report showed two weeks ago that the number of new infections among adolescents aged between 15-24 years is on the rise and could sharply increase unless more is done to contain the trend. “As a predominantly young country, heavily reliant on our youth; and as a country which hopes to capitalize on the potential of women, we have to recognize that these trends are untenable and threaten to erode all the gains we have made,” Mrs Kenyatta said. She added: “We are also seeing some troubling trends emerge. The rate of new infections is now

particularly high among 15-24 years, with girls being particularly at risk. Women, as a whole, remain disproportionately affected by HIV.” Her concerns came at a time when the Aids Control Council report revealed that nearly five new cases of HIV infections are recorded hourly among the adolescents in the country with two thirds of those cases recorded among women. The report further showed an increasing number

of deaths among the adolescents which are now estimated at 4000 annually. She now wants the all stakeholders to work collaboratively to contain the infections and reduce stigma that posed as a major roadblock in the fight against the scourge. “Tackling this disease will involve educating youth about sexual activity, addressing gender based violence from a social and legal perspective and stepping down our stigma’s once and for all. All stakeholders must play their pivotal role in the process,” she stated. In a similar study from the Global Burden of Disease collaborative network, in The Lancet HIV South Africa 2016, Kenya was ranked as one of the countries with the lowest antiretroviral coverage, at 39 per cent, below the regional average that stands at 43 per cent. The global report shows that infections among adolescents are projected to rise from 250,000 in 2015 to nearly 400,000 annually by 2030. @wilson_x254

Top Ethiopian opposition leader detained A prominent opposition leader in Ethiopia has been detained after he returned from Europe. Merera Gudina had violated Ethiopia’s state of emergency by having contact with “terrorist” and “anti-peace” groups, state-linked media reported. Mr Merera criticised the state of emergency in an address to the European parliament on 9 November. The government imposed it in October to end an unprecedented wave of protests against its 25-year rule. More than 11,000 people have since been arrested. Mr Merera, who is the leader of the Oromo Federalist Conference, was arrested on Wednesday at the airport in the capital, Addis Ababa, after he flew in from Brussels, correspondents say. Several of his relatives who were with him were also detained, local media report.

South Sudan conflict: UN warns of ‘ethnic cleansing’

Ethnic cleansing is taking place in war-torn South Sudan, the UN Commission on Human Rights (UNCHR) has warned. It says it has observed starvation, the burning of villages and rape being used as weapons of war across the country. The three-member commission, which was established earlier this year, has just completed a 10-day visit to South Sudan, which has been blighted by conflict for more than three years. President Salva Kiir has denied that ethnic cleansing is taking place. In a statement released on Thursday, the UNCHR says “the stage is being set for a repeat of what happened in Rwanda” in 1994 - a reference to the killing of 800,000 people, mostly Tutsis and moderate Hutus, in the space of three months. UNCHR head Yasmin Sooka said that everywhere the team went in South Sudan, it “heard villagers saying they are ready to shed blood to get their land back”. South Sudan’s civil war has caused more than 2.2 million people to flee their homes. It began in 2013, two years after South Sudan became independent, when President Salva Kiir sacked his cabinet and accused VicePresident Riek Machar of instigating a failed coup. Government and rebels agreed to attend peace talks in 2014, and a deal was signed a year later. Mr Machar eventually returned from exile to be reinstated as first vice-president of a new unity government under Mr Kiir in April 2016. However he was again sacked months later after renewed conflict.

Gambia blocks internet on election day

The Gambia has banned the internet and international phone calls as presidential elections are held in the West African state. Officials have also banned demonstrations to prevent unrest after the elections. Estate agent Adama Barrow is challenging President Yahya Jammeh, who says divine intervention will give him a fifth term. The Gambia has not had a smooth transfer of power since independence. Correspondents say turnout in the election appears to be very high with long queues of voters waiting to cast their ballots witnessed in the capital Banjul. The results of the election are said to be expected later tonight.

Insults fly as Trump, Clinton aides meet at a political forum Four weeks after the US election, tensions between top operatives at the Donald Trump and Hillary Clinton campaigns erupted during a Harvard Kennedy School Institute of Politics discussion that was intended to record history by drawing out the internal deliberations of both campaigns. Facing off at long tables on opposite sides of the room during a two-hour panel, raw emotions on both sides exploded as operatives debated how Trump had won the divisive campaign. There were periods of calm, substantive discussion about data, metrics and target states, but many moments where tempers flared, with acrimony mirroring the 2016 race. Advisers on the opposing sides shouted over each other. Accusations of lying flew between them. There was lots of eye-rolling on both sides. Operatives snapped at one another for interrupting, as an air of mutual contempt settled within the room. Trump Campaign Manager Kellyanne Conway called members of Clinton’s team “bitter.” “Hey guys, we won,”

Conway said at one point, challenging Clinton’s team to “accept the results of the election.” “He was the better candidate. That’s why we won.” But the Clinton team did not back down. Chief Strategist Joel Benenson charged that the Trump campaign was successful, in part, by sending a series of “dog whistles” and messages with racial overtones that appealed to white voters who believed the government favored minorities. Benenson pressed the Trump team to explain exactly who their supporters want “to take America back from.” He disputed the Trump team’s argument that his economic message led him to victory. Clinton won a majority of voters who were concerned about the economy, he said, while Trump won more voters who believe minorities are favored in this country. Clinton Senior Adviser Karen Finney added that Trump had tapped into “underlying cultural anxiety about change that we were not willing to do.” In a key moment that flipped the initial tone from fairly civil to acrimonious, Clinton

advisers Jennifer Palmeiri and Finney charged the Trump campaign with providing a platform for white supremacist views by hiring Breitbart Chief Executive Steve Bannon. The Trump team had elevated the so-called alt-right movement into the mainstream, they said, with Palmieri adding that Clinton’s speech denouncing the extremist movement was the proudest moment of the campaign. “Are you going look me in the face and say I provided a platform for white supremacists?” Kellyanne Conway asked incredulously. Both Palmieri and Finney nodded and said “Yes.” “I would rather lose than win the way you did,” Palmieri said. “You guys are pathetic,” Trump adviser David Bossie replied, accusing them a smear campaign against Bannon. Bossie argued that Clinton lost not because of headwinds, but because of distrust due to a long series of “self-inflicted wounds” dating back to the 1990s from the Whitewater scandal to the missing files at the Rose Law Firm. Bossie and Conway charged that the Clinton

campaign was in denial about why their candidate had lost -- in part their refusal to acknowledge that she was a “bad candidate.” Clinton adviser Mandy Grunwald said the Trump campaign had operated in the world of “dark arts.” As an example, she flashed the final issue of the National Enquirer, essentially describing Clinton as a corrupt criminal who should be thrown in jail. “I don’t think you guys give yourself enough credit for the negative campaign you ran,” Grunwald said. “I think it was an incredibly effective negative campaign, and you guys don’t get credit for it.” To the irritation of Trump officials, the Clinton team argued that the results have not given Trump a mandate to govern. At one point when Trump pollster Tony Fabrizio was saying that the Clinton campaign had failed to understand the fact that 70% of voters believed the country was on the wrong track, her Campaign Manager Robby Mook interrupted: “We won the popular vote.”

ICT Authority moves to lower entry barriers for startups The ICT Authority and Nailab Incubation Hub will today launch the Kenya ICT Start-up Landscape report. The publication will be a valuable contributor to the ICT Ecosystem as it will share indepth insights and infographics on the ecosystem of startups in the country. It is an output of the 3-year ICT AuthorityNailab partnership program that has seen the incubation of 25 startups of which 10 have been successful. Notable start-ups that have been incubated at Nailab include Duma Works, Young Freddie, Keja Hunt, Kuhustle. Nailab is an incubator and accelerator for ICT start-ups. The first 3 months focus on product development, while the next 3 months focus on market acquisition for the start-ups. Cost of power set to fall as KenGen invests Sh800 billion in geothermal, wind energy More consumers are set to be connected to green energy at a subsidized price in the next five years after the Kenya Electricity Generating Company (KenGen) has announced plans to add 721Megawatts (MW) of electricity to the national grid from geothermal and wind sources at a cost of Sh800 billion. KenGen MD and CEO Albert Mugo, says the additional capacity is in line with the government’s efforts to make power accessible and affordable to everyone as per the Vision 2030 blueprint. He said the company has already secured some funding from development partners and internal sources while other financing opportunities are being explored. In June, the power producer successfully raised Sh26.4 billion through a Rights Issue, whose proceeds will go into the development of the energy projects. The projects lined up for completion by 2020 comprise the Olkaria

V 140MW, Olkaria VI 140MW, Olkaria VII 140MW, Olkaria I Unit 6 70MW, Wellheads 25MW, Olkaria I Rehabilitation 5.7MW, and Olkaria I AU & IV topping plant 60MW. The Meru Wind Faze I 80MW, Geothermal Wellheads 50MW and Ngong III project 10MW are also at an advanced stage. “With our internal well equipped and motivated workforce coupled with requisite funding from our bilateral partners for the projects in the pipeline, KenGen is well positioned to deliver on promise and continue to be the market leader in the provision of competitively price electric energy in the country,” said Mugo. KenGen is also exploring other businesses under a new drive that seeks to improve the company’s revenue stream from non-generation based revenue and has identified an industrial park in the Olkaria area. Mugo said the Industrial Park will serve as one of the drivers for regional development and will create significant employment opportunities. OPEC’s decision may have long term effects on Kenya’s oil sector A decision by the Organisation of Petroleum Exporting Countries (OPEC) to cut down production on Thursday will have far-reaching effects on Kenya’s oil sector, experts have confirmed. OPEC yesterday sent crude oil prices soaring by agreeing to its first production cuts in eight years that has seen an immediate impact in prices that gained as much as 10 percent in some parts of the world. ABC Capital Corporate Finance and Advisory Manager Johnson Nderi, the move isn’t a good development for Kenya coming when companies are struggling. “The move will have negative consequences on our production costs and consequently competitiveness,” Nderi explained. The Energy Regulatory Commission statistics, Kenya saved about Sh47.3 billion in petroleum import bills in the first half of 2016 owing to low global petroleum prices. Kenya imported Sh92.7 billion worth of fuel and lubricants by June 2016 down

from Sh140 billion the same period last year. Data from the Kenya National Bureau of Statistics indicates that cheaper oil prices brought down overall import bill to Sh689.8 billion during the period under review from Sh901.8 billion same period last year. OPEC agreed to cut its collective output down to 32.5 million barrels per day (mb/d), a cut of about 1.2 mb/d from October levels. ICEA LION Asset Management Chief Executive Einstein Kihanda says the most important thing right now is whether the OPEC countries will be able to coup up with the short term financial implications of the decision. “The decision will cause severe financial constrains as cutting down supply will only result in smaller output as the prices are not expected to sky rocket, are they able to sacrifice that short term challenge, only time will tell,” Kihanda explained in a recent statement.

Health Ministry calls in Salaries Commission to help in negotiations with Doctors Union ahead of Monday strike The Ministry of Health has called in the Salaries and Remuneration Commission, National Treasury and the office of the Attorney General to help negotiate with the Kenya Medical Practitioners Pharmacists and Dentists Union (KMPDU), who had announced a strike by its members for December 5, 2016. Health Cabinet Secretary, Dr. Cleopa Mailu said the Ministry was making moves to resolve the matter and avoid the downing of tools, which had been scheduled for Monday next week. KMPDU has announced a strike by its members citing a Collective Bargaining Agreement (CBA) in respect to the Doctors Union, which had been going on in court and a ruling was delivered on 6th October 2016. “Upon receipt of the court ruling, this Ministry embarked on the process of bringing other stakeholders together to begin the negotiations. Thereafter the Ministry constituted a negation team comprising of all stakeholders including Council of Governors, Salaries

and Remuneration Commission, National Treasury and the office of the Attorney General to negotiate with KMPDU with a view to bring the matter to a close,” Dr. Mailu said in a recent address. The CS stated that negotiations between KMPDU and the various stakeholders commenced on November 16, 2016. “Members of the negotiating team were addressed by myself and the Principal Secretary. On 23rd November 2016, myself and the Governor of Kisii County Hon. James Ongwae who is also the Chair of the Human Resource Sub-committee of the Council of Governors, met the negotiating team. We asked the team to embrace commitment to the negotiations even as the Governor pledged support from the Council of Governors to the negotiation process,” Dr. Mailu added. “As a Ministry, we find the calling for the strike in bad faith and geared towards to frustrating government

efforts to address the issues raised by the court ruling, which required the parties to go into negotiations and conclude within 90 days (from 6th October to 30th December 2016),” he said. Since the start of the negotiations, there have been three meetings involving all key stakeholders. “This notwithstanding, the Union has not shown commitment as evidenced by its various requests for adjournment of meetings purportedly to consult as the D-day for the planned strike draws near.,” noted the CS. He stated that theMinistry recognizes the workers’ right to industrial action as enshrined in the Constitution. The Ministry has now urged the Union not to disrupt essential services but to instead return to the negotiation table with other stakeholders to come up with a negotiated Agreement as directed by the Court.

Demand for high-end Nairobi apartments remains low despite falling rent prices Demand for high-end apartments has remained low in Nairobi in the last 9 months despite a drop in rent prices owing to a rebalancing of supply and demand, the latest research by real estate dealer, Knight Frank Kenya has revealed. The real estate consultancy firm says prices have largely remained unchanged while declines in rents, particularly for prime residential units, are shrinking. This, said the realtor, is notably because the top-end of the market for residential and commercial property is dominated by expatriates and multinational occupiers. “Prime residential prices decreased by a marginal 0.4 per cent in the 12 months to September, with transactions happening in low volumes. Rents, however, decreased by 9.2 per cent in the year to June, with a decline of only 1.5 per cent in the second quarter of 2016,” notes a report by the Prime Global Cities Index. In the office market, supply currently exceeds uptake, with up to 3 million square feet expected to have come into the market in 2016. Office space prices and rents have plateaued, but activity is anticipated to rise as some multinationals trade up space, while others consolidate

offices to single locations. Nairobi still remains a regional hub and growth is expected to resume when small scale oil production commences. “The prime property segment is undergoing a normal property cycle. The pressure on rents is largely due to the current oversupply in the market. For buyers, long term capital gains continue to be attractive as values have increased by as much as 40 per cent over the past five years,” said Ben Woodhams, Managing Director at Knight Frank Kenya. In retail, asking rents have remained unchanged since 2014 as more shopping centre developments come into the market. How did the three of you blend all your sounds together? so does Nyash but I think it’s a good thing because we have created something that is unique. We are still maintaining our individuality as artistes--Nyash raps, Yemi sings and I sing-- but we are bringing out the best in each other. Did you have any perception of what the show would be like before being on it? Not much really. I also didn’t think about it too much but I had been told that the entire time we would be pushing each other to perform and be the best artistes that we could be and to be honest that’s what happened. Are there artistes outside of this platform that you would love to work with? I actually have something in the works but I can’t say much about it. I’ve been given the opportunity to work with Yemi Alade who is such a big artiste, she’s also incredibly talented so there no way I could just pass up a chance to do more. Entertainment stable Kaka Empire and UNICEF Kenya have entered into an innovative new partnership to end AIDS among adolescents, the Tunakula Life Na Adabu (Live Life, Responsibly) initiative is aimed at stepping up efforts in supporting adolescents and young people to better understand HIV risks and improve care and support for those already living with the virus. New Posta Rangers coach Sam ‘Pamzo’excited with challenge WEEKEND EDITION, DECEMBER 2-4, 2016

Posta Rangers FC new coach Sammy ‘Pamzo’ Omollo says he is looking forward to steering the club following his appointment on Wednesday. The former Tusker FC league winning coach has been mandated to lead the Kenyan Premier League side that finished fourth on 45 points in the just concluded season for a period of one year. “As coaches we relish new challenges. This will not be different,” Omollo said. While confirming the appointment, club chairman John Tonui said Omollo has a target of steering the club to a top five finish next season when the Kenyan Premier League is expected to have 18 teams. “We have appointed Sammy Omollo as the head coach and he will be tasked to prepare the team well during pre-season. Our target still remains finishing among the top five in 2017 and we have faith the new coach has experience to make us even win a title,” Tonui said. Tonui said the immediate former coach Zedekiah ‘Zico’ Otieno has been appointed the new Technical Director.

Omollo, who has massive experience in coaching returns to the top flight league for the first time since 2013 when he was managing Sony Sugar. He led his old club Tusker FC to the 2012 title before moving to the then KPL side Oserian FC the following year. The 46-year-old decorated coach, who was named the 2011 Coach of the Year at the KPL and Sports Personality of the Year Awards, started his managing career in 2009 at Mahakama FC. Before joining Posta, Omollo was an assistant coach with Indian side East Bengal where he moved in 2015 after coaching National Super League side Zetech University FC. Silences to be held for Brazilian club A minute’s silence will be held before every football match this weekend in memory of the Chapecoense players and staff who died on Monday. Football’s world governing body Fifa also requested that all players wear black armbands in remembrance. Nineteen players and coaching staff were among the 71 who died when the Brazilian’s team plane crashed. The team was heading to Colombia for the final of the Copa Sudamericana, the biggest game in the club’s history. Periods of silence will also be held before next week’s Champions League and Europa League matches. Similar tributes were held before all four of the EFL Cup quarter-finals on Tuesday and Wednesday. Three players - defender Alan Luciano Ruschel, reserve goalkeeper Jackson Ragnar Follmann and centre-back Helio Hermito Zampier Neto - were among the six survivors Of the survivors, Ruschel and Neto were said to be in critical but stable conditions, with the former having had spinal surgery. Table topping Chelsea travel to the Etihad tomorrow to take on hosts Manchester City in what has been billed as the biggest match of the weekend. Antonio Conte’s side are unbeaten in their last seven Premier League games and will take their fine form to City managed their first back to back league wins when they scrapped to a narrow 2-1 win at promoted side Burnley. While Conte has maintained his line up over the last couple of games, Guardiola has been rotating his squad and defender John Stones is set to be recalled for the top-of-the-table clash on Saturday after being rested at Turf Moor for ‘tactical reasons.’ A win for City would see them overtake Chelsea at the top as only one point separate the Blues and City who are in third place. Yaya Toure could be dropped for the clash as Guardiola is expected to return to his favourite 4:2:3:1 formation with Fernandinho and Ilkay Gundogan manning the midfield. The due has been the Spanish boss’s preferred central midfield pairing this season. Toure has just forced his way back into the first team fold after being exiled following his agent’s public criticism of

Conte while accepting that his side are a different team from last season called for humility and urged his players to continue to work. “I think now we are not the same team, now we are another team. We have another type of confidence. It’s

important to stay humble,” Conte said. Chelsea’s performance against Spurs was a stark contrast to defeats suffered against Liverpool and Arsenal, which caused them to slip as low as eighth place in September. Conte’s side have not lost in the Premier League since he switched to a 3-4-3 system, although the Italian said it was premature to discuss them as potential champions. “It’s too early to talk of the title. This league is very tough. There are six or seven teams that can win the title.” Both managers will have nearly all their players available for selection apart from Vincent Kompany who is a longterm absentee for Man City. Alexandre Kolarov is set to move to left back to make way for returning John Stones to partner Otamendi in City’s central defence. For Chelsea, Cahill, David Luiz and Azpillicueta are all set to retain their roles in a three man defence with Victor Moses and Marcos Alonso operating in their respective wingback roles. Diego Costa will lead the attack line alongside Hazard and Pedro as Ng’olo Kante and Nemanja Matic take charge of midfield duties.
