perations at public hospitals across the country were paralyzed today after health workers made good their threat to boycott work in an industrial action to push the government to implement a collective bargaining agreement (CBA) they signed in June 2013. Doctors and nurses had earlier issued a 21-day strike notice to the government to honour the CBA or they down tools. And today, the medics kept away from the hospitals with the Kenya Medical Practitioners, Pharmacists and Dentists Union (KMPPDU) not to call off the strike until their demands are met. KMPDU Secretary General Ouma Oluga said their members will keep off the 2760 health facilities across the country to protest to the government for dishonouring the CBA for three years. More than 100 patients escaped from the Mathari mental Hospital in Nairobi while Garissa General Hospital was reduced to a ghost place with patients leaving for their homes. In Kakamega, a patient committed suicide after striking nurses asked those admitted to leave the wards. KMPPDU national deputy secretary-general Mwachonda Chibanzi said the strike will go on since the government was yet to offer medics a deal. He confirmed that the nurses would join them to force the government to agree to pay. “Health workers will hold demonstrations across the country to agitate for their rights. This include all nurses and pharmacists,” he said. He added: “This is the culmination of politicians playing with the health of Kenyans. As a result, doctors are left with no choice but to result to industrial action.”

The government on Sunday called doctors to avert their strike and go back to the negotiating table to come up with a solution. Addressing journalists at Afya House on Sunday evening, Health Cabinet Secretary Cleopa Mailu said that the twenty one day strike notice issued by the medics was in bad faith. “This strike notice is premature. On October 6, Justice Monicah Mbaru directed the Salaries and Remuneration Commission, to reconvene and solve contentious issues including salaries in 45 days. The judge also directed the Ministry to submit the pact in court for registration within 90 days after it was finalised.” Dr Mailu stated. The minister also claimed that the doctors
had boycotted a meeting aimed at averting the nationwide strike. “We had set a meeting with doctors at 5.30pm to try and come up with a solution and move forward with the negotiations but none of their members from the negotiating committee showed up,” he added. “Our doors still remain open for negotiations tomorrow because we are prepared to come up with a permanent solution.” Both nurses and doctors have rejected a salaries commission report on job evaluation, saying it did not reflect the position of the medics. @wilson_x254
Officer shoots female colleague dead in Tharaka A Police officer on Saturday night shot dead his wife in Tharaka Nithi, the latest such incident involving law enforcement officers in the country. The officer identified as Collins Wafula of Marimanti Police station is reported to have opened fire on Grace Opiyo who was also a police officer at the same station. Tharaka Nithi South Police chief Dominic Mukoma told journalists that the two had been living as a couple and only differed at the report office last night. “We are investigating to find out what happened because these are people
who were cohabiting,” he said. He said they are investigating to establish what led to the shooting as they plan to charge the accused who was disarmed and locked up. Cases of police officers shooting each other have been on the increase in recent months. Inspector General of Police Joseph Boinnet is yet to make public a report from an inquiry set up to investigate causes of police shootings involving colleagues. The most recent incident involved an Administration Police officer who was arrested after shooting his colleague
dead in Tigania East. Available statistics show that up to three police officers are shot and injured or killed by their colleagues every month, raising serious concerns in the country. On July 14, an officer went on a shooting spree killing six colleagues during a day-long siege at Kapenguria Police Station. He also shot and killed a Recce Squad officer who was among an elite team that stormed the station on a rescue mission that eliminated him. There are also cases where police officers have shot themselves dead,
the latest being at the Jomo Kenyatta International Airport where a female police officer Gaudencia Wausi Muinde killed herself in the toilet using a pistol. Postings on her Facebook page prior to the incident showed that she was frustrated and had alluded to taking her own life. A senior police officer aware of recommendations in the inquiry report on police shootings on colleagues told Capital FM News that poor working conditions, low pay and low morale is to blame for most of the cases. Kenya Airways is experiencing disruptions to its flight schedules after an undisclosed number of technicians failed to show up for work, the national carrier said in a statement today morning. The interruptions are the latest in a series of setbacks that the airline has been facing in recent months, including having suffered a Sh26.2 billion net loss for the year ended March 2016. “We would like to advise our guests that we are experiencing some delays due to a number of our technicians not showing up for work,” the flyer said in its statement. “We are working to reduce these disruptions. Our technical team is a vital part of our business and we are working together to resolve any outstanding issues.” The company said that nine flights out of Nairobi had been affected. “Due operational constraints, flights KQ6 50/480/782/576//400/572/434/350/520 out of NBO, rescheduled,” the carrier said in its statement, adding that new departure times will soon be advised. Kenya Airways has remained mum over how many technicians had stayed away from work and over what prompted their absenteeism. The latest hitch has exacerbated the carrier’s ongoing efforts to turn its losses around. KQ, which halved its pre-tax loss to Sh5 billion in October ahead of a planned pilots’ strike, saw its former executive, Mbuvi Ngunze, announce his forthcoming resignation from the lossmaking airline in November. The airline said in late November that Ngunze would leave in early o2017. The carrier appointed former Safaricom CEO, Michael Joseph as its Chairman in October as part of its turnaround strategy aimed at bringing the flyer back to profitability. At the same time, the Kenya Airline Pilots Association (KALPA) pilots union withdrew the strike notice it had issued in October, announcing that the airline had made some progress in addressing their demands. Keep off party nominations, IEBC warned The Independent Electoral and Boundaries Commission (IEBC) has been warned against conducting political party primaries. A former commissioner with the defunct Electoral Commissioner of Kenya (ECK) Jack Tumwa cautioned that accepting to conduct party nominations will taint the image of IEBC and cast doubt on its credibility to oversee the general election next year. In an interview with a local TV station over the weekend, Tumwa advised the electoral body not to accept the offers fronted by a section of the political parties to enlist their services to handle party nominations. According to Tumwa, such an undertaking will put the integrity and impartiality of the electoral body on the line. He also argued that IEBC delving into party primaries would complicate matters for them given that the polls body is already behind schedule. “I want to plead with parties that want to task IEBC with that assignment that they should rethink their position. Otherwise we will be so congested, I know some people benefit from the confusion but the confusion and the way we are

going to do things in hurry will not give us free, fair and transparent elections,” said Tumwa. Jubilee party has said it will leave its nominations to be conducted by IEBC. But Tumwa asked the party led by President Uhuru Kenyatta to let the commission prepare adequately for the 2017 general elections and not burden them with another task that may be disastrous. Parties are allowed by the constitution
to enlist the services of IEBC in conducting their primaries, something Jubilee argues will ensure fairness in its nomination process. But opposition leaders have opposed the call by Jubilee terming it malicious. They also argue it would be very expensive for the taxpayer. They alleged if the polls team bows to pressure by Jubilee party to conduct its primaries, it will
affect the credibility of the polls and probably divert the attention of IEBC from planning for the 2017 contest. Those statements have been echoed by Tumwa, who maintains that considering that the IEBC calendar is already crowded, it will be prudent to spare the electoral body from any other assignment. The former commissioner who together with former ECK Chairman, the late Samuel Kivuti oversaw the contentious 2007 elections, raised a red flag over late selection of new commissioner saying their delayed appointment may jeopardise preparations for the forth-coming elections. “There is a danger of next election being run by the IEBC secretariat because if the new commissioners come in around February, what grounds would they have had to organise a free and fair elections,” he posed? “The whole thing will be run by the secretariat because they are the only people professionally qualified to run the election,” he said even as he maintained that the new commissioners will be bestowed with a huge task of restoring public confidence in the electoral body. @hillary_x254

Shock win heralds ‘new hope’, says Gambia’s president elect Adama Barrow
Property developer Adama Barrow says his shock win of the Gambian election heralds new hope for the country. Yahya Jammeh, an authoritarian president who ruled for 22 years, has confirmed he will step down. “I will help him work towards the transition,” Mr Jammeh said on state TV on Friday evening, after speaking to the president-elect by telephone. Mr Barrow, 51, who has never held political office, won Thursday’s election with 45.5% of the vote. Hundreds of Gambians took to the streets to celebrate one of the biggest election upsets West Africa has ever seen. Mr Jammeh, also 51, took power in a bloodless coup in 1994 and has ruled the country with an iron fist ever since. President Jammeh took 36.7% of the vote, while a third party candidate, Mama Kandeh, won just 17.8%. Correspondents who spoke to Mr Barrow, said the president-elect seemed bewildered by the result. President Jammeh has congratulated the property developer and vowed not to contest the results after deciding “that I should take the backseat”. “I am very, very, very happy. I’m excited that we win (sic) this election and from now hope starts,” Mr Barrow told the BBC, adding that he was disappointed not to have won by a larger margin. Born in 1965 near the eastern market town of Basse, Mr Barrow moved to London in the 2000s where he reportedly used to work as a security guard at an Argos catalogue store. He returned to The Gambia in 2006 to set up his own property company, which he still runs today. Mr Barrow, who is leading an opposition coalition of seven parties, has promised to revive the country’s struggling economy, look at imposing a two-term presidential limit and introduce a threeyear transitional government. Despite a surge of support for an opposition broadly united behind one candidate, most people expected the status quo to prevail. Hopes weren’t high for a peaceful transfer of power, with a crackdown on opposition leaders months before the polls, the banning of international observers or post-election demonstrations, and then the switching off of the internet on election day. But in a place where glass beads are used in place of ballot papers, it seems that the marbles have spoken. The unseating of an incumbent president is not the usual way politics goes in this part of the world - but it’s becoming popular in West Africa at least, with Muhammadu Buhari unseating Goodluck Jonathan in Nigeria just last year. Former businessman Adama Barrow now has his chance to tackle the poverty and unemployment which drives so many young Gambians to join the Mediterranean migrant trail every year.

Italy PM Renzi resigns after heavy referendum defeat
Italian Prime Minister Matteo Renzi has resigned after suffering a heavy defeat in a referendum over his plan to reform the constitution. In a late-night news conference, he said he took responsibility for the outcome, and said the No camp must now make clear proposals. With most ballots counted, the No vote leads with 60% against 40% for Yes. The turnout was nearly 70%, in a vote that was seen as a chance to register discontent with the prime minister. “Good luck to us all,” Mr Renzi told reporters. He said he would tell a Cabinet meeting on Monday afternoon that he was resigning, and then tender his resignation to the Italian president after twoand-a-half years in office. Mr Renzi said the reforms he proposed would have cut Italy’s bureaucracy and made the country more competitive. But the referendum was widely seen as a chance to register discontent with the prime minister.
The No vote was supported by populist parties, and the referendum was regarded as a barometer of anti-establishment sentiment in Europe. The populist Five Star Movement says it is getting ready to govern Italy now that Mr Renzi is resigning. “Starting tomorrow we’ll be at work on a Five Star government,” one of its leaders, Luigi Di Maio, said. The movement, led by comedian Beppe Grillo, spearheaded the winning No campaign. Opposition leader Matteo Salvini, of the antiimmigrant Northern League, called the referendum a “victory of the people against the strong powers of three-quarters of the world”. There has been an immediate reaction from rightwing leaders in Europe. The leader of Front National in France, Marine Le Pen, tweeted her congratulations to the Northern League. “The Italians have disavowed the EU and Renzi. We must listen to this thirst for freedom of nations,” she said.
The euro fell against the dollar immediately after the exit polls came out. There have been growing concerns over financial stability in the eurozone’s third largest economy. The No campaign in Italy has been spearheaded by the anti-establishment Five Star Movement, led by Beppe Grillo. It wants a referendum on whether Italy should keep the euro. Populist parties, including the Five Star Movement and the anti-immigrant Northern League. The referendum comes in the wake of the Brexit vote in the UK in June, and coincides with the rise of the anti-immigrant Front National in France and populist parties elsewhere. It also comes less than a month after the election of Donald Trump in the United States. Some 50 million Italians have the right to vote in the referendum - many voters are fed up with years of economic stagnation.

Equity Group has maintained its position as the most attractive bank for investment in the Cytonn Q3 2016 Banking Sector report. The lender, which held the same position in the H1 2016 Banking Sector report, has been supported by a strong franchise and intrinsic value score. The franchise score measures the broad and comprehensive business strength of the company and the intrinsic score measures the return potential. National Bank ranked lowest, ranking lowest in both franchise and intrinsic value score. All but three banks maintained their positions from the H1’2016 Banking Report, with KCB Group coming in second position, Co-operative Bank third, I&M Holdings in fourth position, while Diamond Trust Bank was fifth. Barclays Bank rose one position to take the sixth post, on the back of its industry high Net Interest Margin of 10.9 per cent. Unstable lenders to be forced into mergers - report
Volatility within the country’s banking sector will force weak or unstable lenders to either merge or be acquired by their stronger peers, a new industry report has revealed. An analysis by financial services group, Cytonn Investments has found that as the sector continues to be in transition, key issues such as increased loan loss provisioning and the regulated loan and deposit pricing framework will transition the industry into an environment where only the innovative banks with diversified revenue streams will survive, with the remaining banks forced to either merger or be acquired. This will transition the industry into one with fewer, but stable banks, leading to a more efficient and stable banking sector. “However, as a result of the interest rate cap enacted towards the end of the third quarter of 2016, we are likely to witness contraction of the private sector credit growth as banks opt to lend to the government, which is considered risk free,” said Cytonn Investment Manager, Maurice Oduor. He added that subprime borrowers will likely have to go to non-bank financial institutions since they cannot fit within the new loan pricing framework of 4 per cent above the Central Bank Rate (CBR).

It is estimated that over 10,000 employees have been laid off in 2016 alone with more companies planning to further retrench more workers, citing an unfavourable business environment. Federation of Kenya Employers boss, Jacqueline Mugo recently urged stakeholders to seek an alternative solution instead of firing employees, advising them to create more job opportunities. “Companies should find an alternative solution to the tough business operating environment,” said Mugo. Speaking to the X-news business desk, one University of Nairobi graduate who sought anonymity expressed discontent, saying he might not be employed soon despite all the resources he has invested through education. “We have seen companies laying off employees, which is discouraging students from higher learning institutions to work hard because they know there are no job opportunities,” he said. “The jubilee government should deliver on what they promised us in 2013,” he added. Businessman, Dr. Chris Kirubi while touring the Two Rivers Mall urged the country’s youth
to take up any job opportunity that may come their way, saying fastidious job selection among young people has contributed to the unemployment crisis. “The problem with our youth is that they want a high paying job. It is time they take any opportunity that comes their way as most employers are ready to create job opportunities but at fairly lower salaries than job seekers demand,” said Dr Kirubi. He promised that the mall, which will be opened in February 2017, will create over 10,000 job opportunities. institutions and manufacturing have been seen as the worst hit sectors. Equity Bank laid off 400 employees, Standard Chartered Bank 300 and Sidian Bank retrenched 108 employees over the past year or so. Kenya Airways is planning to fire at least 600 employees in its second phase of its retrenchment plan in addition to 80 employees it laid of this year in phase one. The proposed Computer and CyberCrime Bill 2016, will help stem virtual crimes should it be signed into law, ICT Cabinet Secretary Joe Mucheru has said. Speaking when he officially launched the Serianu 2016 Cyber Security report, the CS said the Bill shows how the government is committed to eradicating cyber threats and crimes, which are currently eating into the revenues of both the government and local businesses. “The Computer and Cyber-Crime Bill 2016 will provide a legislative framework that will seal loopholes used by cyber fraudsters to perpetrate offences in the country,” he said. The Bill proposes the arrest and prosecution of offenders and promotes sensitisation programmes on cyber security among law enforcers, prosecutors and judicial officers to allow them to deal with cyber-crimes effectively. “A device, including a computer program, that is designed or adapted for the purpose of committing an offence under this Act; or a computer password, access code or similar data by which the whole or any part of a computer system, computer data storage medium or computer data is capable of being accessed, with the intent that it be used for the purpose of committing an offence under this Act commits an offence,” read part of the Bill. The proposed Bill further outlines measures the government will put in place to protect the rights of children. The move follows a recent report, which revealed that close to Sh17.8 billion was

Wambugu added that interest in travel insurance is also expected to pick around this period. “This cover is ideal for those who plan to travel upcountry or outside the country and protects them from losses associated with misplaced luggage, cancelled trips and medical expenses in the unfortunate event of an accident.” Marine and speciality insurance are other major areas that UAP Old Mutual is eyeing. The speciality insurance business offers specialised covers for commercial property, energy, construction, political risk and trade credit. Nairobi leads region in terms of high-end shopping mall development Nairobi has been named the leading country in Sub-Saharan Africa in terms of high-end shopping mall development. An analysis titlted the ‘2016 Shop Africa’ report states that the Two Rivers Mall, which is nearing completion, combined with Garden City mall, make Nairobi the largest market in the region by floor space. “New developments opened in 2015 included Garden City Mall (first phase, 33,000 square metres), while Two Rivers Mall (62,000 sq m) is nearing completion bringing the total floor space to 391,000 square metres forming part of major mixed-use developments across sub-Saharan Africa,” read the report in part. The report further ranked Kenya’s pipe line the largest in the region. “Nairobi has around 470,000 square metres of shopping centre space in the pipeline, while Luanda has more than 350,000 square metres, albeit this figure includes several long-standing largescale projects that have seen significant delays to their construction,” the report said. The report attributes the development in modern malls to the growth of the region’s consumer market across Sub-Saharan Africa as well as Africa’s long-term demographic and economic growth. The newly-developed malls of SubSaharan Africa are absorbing demand from a variety of retailers seeking to expand their footprint in the region. The shopping centre sector currently provides many of the most eye-catching examples of commercial property development in Sub-Saharan Africa. Even though retail construction activity has accelerated, nearly all of the region’s major cities remain extremely undersupplied by international standards, and development is set to continue apace. The research indicates that as the sector grows and competition between retail schemes intensifies, developers will increasingly look for opportunities outside of the current hotspots and turn their attention to second and third tier cities. Within the cities that are already major focal points for retail activity, such as Nairobi and Lagos, selecting the right micro locations for development will become increasingly crucial to the success of new schemes, states the data. Developers may need to differentiate their malls from the competition by offering access to international brands, leisure facilities and upscale consumer experiences. Over the long term, shopping centre development will go hand in hand with Africa’s increased urbanisation and its economic growth. Belgian crop protection firm Biobest has acquired Kenyan biopesticide firm Real IPM in a deal designed to boost market presence for both companies. Biobest expects to finalize the operation at the beginning of January 2017, after obtaining the necessary approvals. Real IPM co-founder, Henry Wainwright will continue in the role of General Manager in Kenya for the next two years to ensure a seamless transition, the firm said in a recent statement. Thika-based Real IPM is present in the UK through subsidiary Real IPM UK, but will grow its profile in Europe via its new parent company. Biobest will benefit from the deal by gaining access to local infrastructure to produce biopesticides in Kenya. ”East and Southern Africa is a hotspot for floriculture and horticulture, but also for citrus and other open field crops. With Real IPM Kenya we immediately play in the premier league in this part of the world. We very much respect the position the company has built and are therefore grateful that Henry is prepared to continue to take the helm,” said Biobest CEO, Jean-Marc Vandoorne. “We are confident that we can help develop Real IPM’s product offering based on our own product portfolio and R&D pipeline. Roma close on leaders Juve after derby win
Roma moved four points behind Serie A leaders Juventus after beating Lazio in a controversial Rome derby. Kevin Strootman dispossessed Lazio defender Wallace inside the area before firing his side ahead. Unused Lazio substitute Danilo Cataldi was sent off moments later after pulling Strootman’s shirt as the Roma player was celebrating his goal. Radja Nainggolan sealed the points at the Stadio Olimpico after beating Federico Marchetti from 25 yards. Roma move back up to second in the table after AC Milan had earlier leapfrogged them with a 2-1 win over Crotone. There was no shortage of incident as Roma beat their city rivals for the fourth successive game in Serie A. With the game goalless, Roma thought they had won a penalty when the referee pointed to the spot after Bruno Peres went down inside the area. After a short delay the official changed his mind and awarded a free-kick just outside the area. Replays clearly showed the Brazilian defender had slipped. The red card for Cataldi, who was warming up on the sidelines, came after he reacted to Strootman appearing to throw water in his face. Lazio had the better chances in the first half, Ciro Immobile blazing two good opportunities over the bar. Former Manchester City striker Edin Dzeko had a header from six yards brilliantly saved by Marchetti when the game was goalless. Lazio are fifth in the table on 28 points, four behind Roma and eight behind Juventus, who beat Atalanta 3-1 on Saturday. The derby was again played out in front of thousands of empty seats as a large number of Roma fans protested against security measures.

Kenya sevens coach Innocent Simiyu says the team has a long way to go before accomplishing their goals. The coach spoke as Shujaa collected just five points in the opening leg of the 2016/17 HSBC Sevens World Series season after falling 19-21 to USA in the Challenge Trophy (Bowl) semifinal at the Dubai 7s over the weekend. The team managed to win only two out of five matches after also losing to France and Australia in the preliminary round. Entering the semi-final from a 22-14 victory over Canada in the Bowl quarters, Simiyu’s side needed to beat USA, a team coached by former Kenya 7s head coach Mike Friday to keep their hopes of bagging eight points alive. “We played the games very well but it is unfortunate we lost some by close margins. We want to see what we can do in terms of improving the technical side of things so that we can be able to secure games early,” Simiyu said after the loss to USA. “We will look at that this week going to Cape Town and hopefully we can be able to gel and build a winning team.” USA scored the opening try when Perry Baker was cut-off down the outside but managed to pick out Danny Barrett for their first before Baker offloaded inside to Madison Hughes who converts his own try. Kenya responded when William Ambaka led by example to shake off the challenge of Folau Niua to score his fourth try in tournament. There was

Justin Douglas’ converted effort after the restart brought Canada to within three points of Kenya but Innocent Simiyu’s charges pulled further away, Nelson Oyoo burning his opponents for speed to score under the posts with Brian Tanga @amos_x254 adding the extra two points.

ournemouth completed one of the comebacks of the season to beat Liverpool for the first time in a sensational Premier League game. The Cherries battled back from 2-0 down at half-time and 3-1 behind with 15 minutes to go, with Nathan Ake’s 93rd-minute winner sealing a famous win. Sadio Mane scored the Reds’ opener when he controlled Emre Can’s ball over the top, held off Ake and poked home. The visitors looked in control when Divock Origi went past Artur Boruc and curled home their second from a narrow angle. Bournemouth brought on Ryan Fraser in the 55th minute and that proved to be the turning point of the game. Seconds later James Milner brought him down in the area and Callum Wilson scored the penalty. Can put the Reds 3-1 up with a 20-yard curling effort but Fraser scored his first Premier League goal when he tucked home after Wilson’s cross had hit the heels of Benik Afobe. Centre-back Steve Cook got Bournemouth level when he controlled Fraser’s cross, swivelled and volleyed home. It looked like the drama was over until the third minute of injury time when Loris Karius spilled Cook’s shot and Ake tapped home into an empty net. “We opened the door and they ran through,” Liverpool boss Jurgen Klopp said of his team’s implosion.

ose Mourinho defended his decision to send on Marouane Fellaini in Manchester United’s 1-1 draw at Everton on Sunday. The midfielder conceded a penalty moments after his 85th-minute arrival - allowing Everton to snatch a point. Asked about his decision, United manager Mourinho said the reason for introducing Fellaini was “obvious” due to his height and Everton’s approach. “I thought you would know more about football than you do,” the Portuguese added at a postmatch news conference. “Everton is not a passing team any more like they were in the past. Everton is a team that plays direct: goalkeeper direct, Ashley Williams direct, Ramiro Funes Mori direct. Everything direct. “When you have on the bench a player with two metres [in height] you play the player in front of the defensive line to help the team to win the match.” United took the lead at Goodison Park through Zlatan Ibrahimovic’s lobbed finish and were
looking to wrap up only their third league win in 11 games when Fellaini replaced Henrikh Mkhitaryan in the closing minutes. Just two minutes later, Fellaini went in with a clumsy challenge on Idrissa Gueye and Leighton Baines equalised from the spot. The draw was United’s sixth since the start of October, while Mourinho himself has now won just nine of his last 30 league matches in charge of Chelsea and Manchester United. “We are not getting the results we deserve,” he said. “We are getting draws but deserving victory. “Opposition are leaving the stadium super happy with points they don’t deserve and we are leaving the stadium with a feeling we deserved more.” The 53-year-old manager went on to criticise the media’s coverage of his results. “When my teams are playing pragmatic football and winning matches and winning titles you say that is not nice and not right,” he said. “Then my team play very well - and is a huge change to the last two or three years at United now you say what matters is to get the result no
