Captain Alister Brown is captured assaulting a female police officer in the video which has elicited anger and rage from Kenyans. He had been hired by Deputy President William Ruto to

fly him on an Airbus AS350 helicopter to a prayer service at Ndunyu Njeru Catholic Parish in Kinangop, Nyandarua County on Sunday. Inspector General of Police Joseph Boinnet has ordered criminal proceedings against the pilot and asked his officers to immediately launch investigations into the matter. The incident happened on Sunday in Ndunyu Njeru, Nyandarua County.

“Following the unfortunate incident that took place in Ndunyu Njeru in Nyandarua, last Sunday, where an alleged pilot is captured assaulting a female police officer in uniform, the Inspector General of Police has ordered investigations with immediate effect and commencement of criminal proceedings against the suspect,” Boinnet said in a statement. President Uhuru Kenyatta now risks being impeached after he declined to form a tribunal to investigate Supreme Court Judge Philip Tunoi over Sh200 million bribery allegation. Justice Tunoi faces bribery accusations for which the Judicial Service Commission (JSC) already recommended that the President form a tribunal to probe the allegations. But yesterday, State House said the President will not form the said tribunal citing a case in court which is challenging Justice Tunoi’s legality in office. It is an act of subversion of the Constitution,” the chairman, Eric Mutua, said in a statement. The video which went viral today morning elicited strong condemnation from Kenyans on social media who called for the man’s immediate arrest and prosecution. Their anger forced Inspector General of Police Joseph Boinnet to order immediate arrest and commencement of criminal proceedings against the pilot. The police is not normally known to be quick in action and it is widely seen as the power of social media that forced the police boss to act. “The Inspector General of Police has ordered investigations with immediate effect and commencement of criminal proceedings against the suspect,” his spokesman George Kinoti said in a statement. On Twitter, Kenyans already began a hashtag calling for the pilot’s deportation although it is not yet clear whether he is a Kenyan citizen or not.

Somalia protest MP’s detention in Nairobi

Somalia’s government has complained to the Kenyan authorities over the detention of some of its representatives at Nairobi’s Jomo Kenyatta airport at the weekend. MPs, who were travelling to Turkey with the Prime Minister Omar Abdirashid Ali Sharmarke, were stopped at the airport over a security issue. In a statement, the Somali governmenty described what happened as “an unwarranted incident” and that it “expects a full justification and explanation”. The prime minister was not detained, but he decided to remain in Nairobi while the issue was sorted out, the government said. It said the delegation had proper flight clearance and that the Federal Republic of Somalia has an agreement with Kenya in which flights carrying the leadership of the country are exempted from any stop overs in Wajir.

Commission warns of 2017 gender crisis

National Gender and Equality commission (NGEC) Chairperson Winfred Lichuma has warned that the country risk facing a constitutional crisis after the 2017 General Elections if Parliaments fails to enact the two-thirds gender rule. Lichuma said if after the 2017 General Election the number of women elected to Parliament will not have meet the constitutional threshold, the country will face a constitutional dilemma. Speaking at a Law Society of Kenya meeting organised by the Council for Legal Education in Kisumu, Lichuma advised the National Assembly to ensure the constitutional amendments before it are passed. “We hope that Parliament will pass the constitutional amendment bills in their possession so that we can save the country from a looming constitutional crisis if the two-thirds rule is not met,” she said. “We hope President Uhuru Kenyatta and Cord Leader Raila Odinga will rally their troops in Parliament,” she added. The National Assembly has in several occasions clashed with constitutional bodies and civil society groups over the formula to ensure more

women ascend to public positions as provided for in the two-thirds gender rule. However, Lichuma advises that civic education should be carried out to sensitise Kenyans on the opportunities that come with participating in the electoral process. She said fighting discrimination and inequality requires multiple strategies since attitudes and cultural practices act as barriers to the emancipation of special interest groups. Lichuma echoed President Obama’s statement on equality when he visited Kenya last year in July, saying the country could not possibly make progress if it chose to ignore half of its population in governance matters. Ugandans worried Museveni could scrap age limit in 2021

Some Ugandans have expressed concern that President Yoweri Museveni could do away with a constitutional requirement that will see him barred from contesting the presidency in 2021. Museveni who won a disputed election on Thursday had already scrapped term limits that could see his now 30 year-reign ended in 2006. And now, a section of the Ugandan population believes the 71-year-old President could do away with a constitutional cap on the age of a presidential candidate. The Ugandan Constitution only allows those aged between 35 and 75 to contest. Museveni will be 76 in 2021, meaning he will be constitutionally barred from running for office. “Now it looks like this man is going to change the Constitution again to remove age limits come 2021, he will never leave Uganda because in his mind he believes that he is the only potential leader,” Frank Lubeg from Kampala told the BBC. His comments came just hours after Museveni in an interview with the BBC said he does not believe in term limits for African leaders. “We don’t accept the logic of term limits,” he said BBC’s Zuhura Yunus in an interview at his rural home in Rwakitura, some 275 kilometres west of the capital Kampala. We’ll not shut container freight stations, says KRA Kenya Revenue Authority (KRA) has refuted recent reports that the ongoing investigations at the port of Mombasa will result in the closure of Container Freight Stations (CFS). KRA clarified that “the correct position is that there are ongoing investigations touching on various operations including the handling of transit cargo both at the port and the freight stations.” “In response to recent misleading reports, KRA wishes to clarify that there are no imminent intentions to close down Container Freight Stations on account of ongoing investigations,” Authority Commisioner General, John Njirani said in a recent address. “Upon conclusion of the investigations, necessary actions shall be taken including the issuance of tax demands against persons who may have exploited customs processes,” he said. French Global Environment Facility’s Sh56m for climate change The French Global Environment Facility (FFEM) is offering local organisations up to €500,000 (Sh56 million) under its FISP-Climat programme, an innovation facility to encourage private enterprises to use green technologies to fight climate change in developing countries. As FFEM’s latest announcement, this represents the group’s fourth call for proposals. “FISP-Climat aims to encourage reproducible and long-term projects, in order to stimulate a market for technologies or services to mitigate and/or adapt to climate change in developing countries,” Reena Pandey, a spokesperson on behalf of the group has said. Pandey has advised interested parties to visit “ffem. fr” for details. The deadline for applications is March 18, 2016. In order to qualify for the grant, applicants are advised to focus on project themes centered on adaptation to climate change and mitigation of climate change. The amount of funding will be five to ten projects with a grant of a maximum of €500,000 (Sh56 million) per project. The beneficiaries of FISP-Climat 2016 will include individual private companies, as well as SMEs or consortia including at least one private company. Kenya Airways in partnership with Booking.com to up client experience

Kenya Airways (KQ) has inked a partnership with hotel booking engine Booking.com to offer an integrated experience to its customers through the website. According to the national carrier, the partnership will enable KQ guests to book flights and accommodation as well as booking holiday packages via KQ holiday portal. The flyer says the pact is a win for both hotel and carriers businesses enabling the airline through its website to offer attractive packages with discounts associated with volume business. “The partnership is expected to add value to KQ’s online portal for both business and leisure travellers,” said the carrier. The move will further see customers access to over 800,000 hotels across the globe since the carrier is present in 52 destination of which 42 are from Africa ferrying over four million passengers annually. Water dispensing ‘ATMs’ to address sanitation challenges in Nairobi The Nairobi City Water and Sewerage Company is making moves to address water-related challenges with the introduction of a device known as the AQtap water dispenser. Popularly known as the ‘water ATM’, the Grundfos Holdings water dispenser is set to solve water problems in informal settlements such as Mathare where the pilot project is taking place. The initiative comes at a time when roughly half of the Kenyan population lacks reliable access to clean water and a majority of consumers lack access to proper sanitation. According to Nairobi City Water and Sewerage Company Managing Director Engineer Philip Gichuki, the dispenser will address challenges experienced in providing a reliable and sustainable water supply in informal settlements. “The AQtap water dispenser will foster water conservation, while at the same time help people in informal settlements access water with ease. Additionally, the use of a smartcard will ensure that the issue of water cartels is handled,” Engineer Gichuki said during the ongoing KICC during the 18th Africa Water Association Congress and Exhibition.

Four machines have been installed in Mathare with more expected around the country. The machine costs Sh300, 000 excluding installation fees. In order to access the water, customers will need to go to a Nairobi City Water and Sewerage vendor and buy a card at Sh50. The amount will be loaded onto the card which the holder can use to access water from the dispenser. The amount loaded onto the card is equivalent to 100 jerry-

cans of water. Outside Kenya, the water dispenser has in the past been distributed to Uganda, Ghana, Burkina Faso and Mali among other countries. The technology comes at a time when many people across the continent have no reliable source of water since 66 per cent of Africa is either arid or semi-arid, according to the latest statistics from the United Nations (UN) water project.

Britam asset managers have projected that Kenya’s economy will grow at between 5.5 per cent and 6 per cent in 2016. This growth will be driven by a strengthening shilling, inflation staying within targets and stable interest rates. In its 2016 gross domestic product (GDP) outlook, the asset management firm forecasts inflation to trend towards 6.0 per cent in the year supported by stable food prices and lower energy costs. Inflation is expected to average 6.8 percent in 2016 marginally above the 6.6 per cent recorded in 2015. Britam asset managers is the asset management subsidiary of Britam Holdings Limited, a leading diversified financial service group. The group has interest across the Eastern

and Southern Africa region with operations in Kenya, Uganda, Tanzania, Rwanda, South Sudan, Mozambique and Malawi. Short term interest rates are expected to trend between 11 and 15 per cent, peaking in the first half of the year as the Central Bank of Kenya seeks to balance borrowing needs with lower interest rates in the economy. The shilling is expected to remain stable over the first half of the year gradually weakening towards Sh108 to the dollar, as the current account remains in a deficit despite recent improvement. Science tech firm e-health programme seeks to empower local entrepreneurs Merck, a leading science and technology company, has announced the start of its equity-free accelerator programme for digital health startups in Nairobi as it seeks to empower local entrepreneurs. The three-month accelerator programme will support three startups in the field of digital health with working space at the Nairobi Garage. The three startups will further receive equity-free funding of $15,000 and links to Merck’s global network of experts for ongoing coaching and mentoring. According to Michael Gamber, Head of Marck Innovation Center, the promising and dynamic market for digital health in Africa makes Nairobi the first Merck Accelerator centre outside Germany. “Africa is one of the most promising and dynamic markets for digital health, driven by a vibrant and innovative startup culture. With our Accelerator program, we aim to become part of it,” said Gamber in a recent announcement. Adding: “With our program in Nairobi and our growing international network, we made a first big step to go truly global with our accelerator. We want to create a platform where the

While Kenya’s total debt levels (50 per cent of GDP) remain sustainable, the firm warns that the accumulation of debt and wide fiscal and current account deficits leave Kenya vulnerable to large interest rates and currency movements. World agency warns of spike in international fuel prices The International Energy Agency (IEA) is warning consumers not to let cheap oil lull them into a false sense of security amid forecasts of a price spike by 2021, BBC reports. In its report, IEA says it’s expecting prices to start recovery next year but forecasts a sharp hike in prices will follow since supply will shrink due to under-investment by struggling producers. The IEA’s announcement comes just as Kenya’s own Energy Regulatory Commission (ERC) has slashed the cost of fuel in its latest price review. Under the ERC’s latest review, the cost of Super Petrol fall by Sh2.14, diesel by Sh8.82 whereas kerosene fall by Sh6.51. However, this fall in prices is subject to changes in the international oil market. Fatih Birol, executive director of the IEA, said: “It is easy for consumers to be lulled into complacency by ample stocks and low prices today, but they should heed the writing on the wall: the historic investment cuts we are seeing raise the odds of unpleasant oil-security surprises in the not-too-distant-future.” The policy advisor expects global oil supply will grow by 4.1 million barrels of oil per day between 2015 and 2021, down from an increase of 11 million barrels of oil per day between 2009 and 2015.

It also expects investment in oil exploration and production to fall by 17 per cent in 2016 following a 24 per cent decline last year. The IEA said: “Only in 2017 will we finally see oil supply and demand aligned but the enormous stocks

Maize is South Africa’s staple food though the price of the white variety used for human consumption doubled last year and is just shy of record highs over $327.60 (Sh33,300) a tonne. The skyrocketing price is pressuring low-income households. Crop Estimates Committee (CEC) will provide its second production forecast for the 2016 crop on Thursday. The drop in production would be the lowest since 2006 and a 31 percent decline from last year. The forecast range was 6.1 to 7.44 million tonnes. “There have been a lot of late plantings but they are in jeopardy and the frost will bite them,” said one trader. The poll also pegged the CEC’s forecast for maize plantings at 1.902 million hectares representing a 28 percent lower than the 2.65 million hectares sewn last season where the range was 1.7 million to 2 million hectares. In its preliminary forecast in January, the CEC said it saw South Africa harvesting 7.44 million tonnes of maize in 2016.

THE CONCEPT OF SPIRITS AMONG THE SWAHILI The Swahili’s beliefs about spirits are complex and vary depending on the location and tribe. Some are influenced by Middle Eastern concepts and Islamic beliefs depending on their level of Islamic training, literacy or religious tolerance of the spirit world. The main distinctions in spirit typology are whether the spirit is Muslim or pagan, and whether it’s from the coast or the interior of East Africa. The spirits can be further divided into different groups, which are often the focus of specific spirit possession cults. Although most spirits are harmless, there are some that can enter into humans and cause illness, bad luck, barrenness or other misfortunes. Relationships with spirits can take two different forms; either possession or association. Often, these relationships begin unintentionally or as a result of inheritance. This spirit is said to “climb” into the person and often first manifests itself as an illness. Once this happens it is up to a spirit medium or healer to diagnose the spirit and either exorcise it or placate it. People can also enter into spirit cults to protect themselves from this possibility or seek help once this happens. Ruto must ensure youth get KCSE certificates It is a pity for students to stay in school for close to 20 years, from kindergarten to Form Four only to be denied their Kenya Certificate of Secondary Education (KCSE) certificates over fees arrears. The government has not done any better, after intervening in the matter in 2014, most youths were happy that at long last a solution had being found to help them secure the documents. Two years down the line, it has now turned out that the government only took advantage of the situation to score politically. The Jubilee administration did not and has never put in place any structured modality to oversee the process. If the government was committed, it could have liaised with Education ministry and school heads to put in place implementation mechanism before going public on a matter of

public concern. Some students have been forced to travel long distances back to their respective schools only to be turned away without the vital documents. If the government’s pledge to address unemployment among the youth was real, it should have ensured the youths secure these vital documents. Deputy President William Ruto has been on the fore-front on the matter and it is high time he came out clear and told the youths and Kenyans at large what happened with the Form Four certificates or was it another PR gimmick from Jubilee? The youth should be ready in 2017 to ask hard questions to Rutos and the ilk, so that leaders will begin being serious with some of these pledges — Enock ndayala, Lavington

on the Rift Valley vote bloc, in the face of a resurgent Kanu, which now backed by URP rebels led by Governor Isaac Ruto, has put up a fierce fight for the Kericho Senate seat. Ruto’s Jubilee lost the Nyangores Ward by-election last week to a Ruto ally backed by Gideon. But the Deputy President woes in his backyard should serve as a learning experience to leaders of similar traits. They should know that the bridge to success is not a one man show, but in politics it’s a collective responsibility. Ruto and his allies marshalled up their supporters to vote for them with a dozen of promises if elected to office, but unfortunately they have dismally performed with no tangible projects to show, instead their leadership has only benefited a few. Mark Steinberg was responding to social media account claiming Woods’ condition had worsened on his return from a third back operation. Athletics Kenya chief executive Isaac Mwangi has been suspended for six months of bribery allegations. Mwangi stepped aside last week to pave way for investigation after being linked to a Sh 2 million bribery scam.

Mwangi was accused by two suspended athletes for asking for a Sh2 million bribe to shorten their suspension after the duo tested positive during the IAAF world championships in Beijing, China. IAAF, The independent Ethics Board (formerly Ethics Commission) has announced the provisional suspension of Mwangi from all offices or positions in either Athletics Kenya or the IAAF in the interests of the integrity of the sport. Before his suspension, Mwangi had taken a 21-day off from office to pave way for investigation. But IAAF moved in to save their face, slapping the former Strathmore University head of sports with a six-month suspension

added the IAAF statement. Meanwhile, Kenya has been given until April 5 to show it complies with the Wada code. If it fails to do show it could be banned from international athletics. Kenya had missed a deadline to prove to Wada it was tackling cheating in athletics, following a string of positive drugs tests and corruption allegations. Three other senior officials at Athletics Kenya were suspended last year by the IAAF while an investigation took place into allegations of “subversion” of the anti-doping process in Kenya and “improper diversion” of funds received from Nike.
