New arguments to push poll date to December

ew concerns have emerged over the need to push the election date back to December. Speaker of the National Assembly Justin Muturi is warning that scrutiny and approval of budget and other financing laws may not be
possible if the date is not moved from August 8, 2017 already proposed by the Independent Electoral and Boundaries Commission (IEBC). According to Muturi, MPs will already be campaigning and that Parliament will lack the quorum required to give proper oversight and checks.
“It will be difficult in an election year to get requisite quorum to pass very serious agenda in Parliament during the last quarter of the election year since members will be busy on the ground battling for re-election,” Muturi said in a statement. CONTINUED ON PAGE 2

The management of the National Hospital Insurance Fund (NHIF) was yesterday grilled by parliamentary Health Committee for spending public money without approval from the National Assembly. The fund’s chief executive Simeon Ole Kirgotty, was at pains to explain to the committee why the body has been spending Sh870 million without parliamentary approval as required by the Constitution. Kirgotty, told the Rachael Nyamae-chaired committee that their expenditure is usually discussed by the board of the management then forwarded to the parent ministry (Ministry of Health) before being taken to the Treasury for authorisation.
