he intrigues surrounding the loss of Sh180 million at the Youth Development Enterprise Fund deepened today after former Principal Secretary Peter Mangiti told MPs that his directive was

ignored. Mr Mangiti who appeared before the Public Investments

Committee which is investigating the scandal told the MPs that board chairman Bruce Odhiambo ignored a directive to furnish his office with documents detailing the payment. At least 23 killed as multiple explosions rock Brussels

At least 23 people have been killed in three explosions in Brussels, Belgium, according to Belgian media. Ten were killed at a subway station, according to two Belgian broadcasters, and at least 13 were killed at the airport, according to public broadcaster VRT. Two blasts tore through the departures area of Zaventem airport shortly after 8am local time. And an hour later, an explosion hit Maelbeek metro station, close to the European quarter, where much of the European Union is based. All metro stations in the city have since been closed, according to the official Twitter account for the city’s transportation agency. The attacks come four days after Salah Abdeslam, the main fugitive in the Paris attacks, was seized in Brussels. The Belgian government says there have been casualties at the airport but has given no numbers. The cause of the explosions has not been confirmed. Belgium has now raised its terror threat to its highest level. Prime Minister Charles Michel tweeted: “For the moment, we are asking people to stay where they are.” Belgian broadcaster VRT said that in addition to the dead at the airport, at least 35 people were severely injured. The Belga news agency reports that shots were fired and shouts in Arabic were heard before the two explosions. Some reports say it was a suicide attack. CONTINUED ON PAGE 2
