IEBC misses voter registration target

“A total of 562,194 eligible citizens applied for registration as voters by the end of week two of the ongoing mass voter registration (MVR) exercise,” Chiloba said. He noted a slight increase in the number of those applying to get listed with some 310, 300 new applications received during the second week compared to 251, 894 who were registered in the first week of the exercise. The commission had targeted four million new voters by the end of the month-long registration exercise. But there were positive news from some counties like Kajiado which

exceeded its target by listing 16, 220 new voters in the first week against a projection of 9, 046. Other counties among the top ten performers so far include Siaya where 44, 798 out of the targeted 104,205 new voters have been registered. Homa Bay County which is also performing fairly well in the registration has managed to have 32,392 in their list inside the second week, although that is still far from the county target of 97,688 by March 15. Migori has registered 28, 189 new voters with 19, 150 being listed during the second week. The county

target stands at 83, 982. At the coastal region, Tana River county had 5,959 listed in the second week out of the anticipated target of 23,078. Turkana, the only other county in the larger Rift Valley region among the top ten performers has listed 10,672 against the target of 49,498. Kirinyaga and Kiambu counties are the only ones in the Mt Kenya region in top 10. In Kirinyaga, 8,644 new voters were listed in the second week with 13,236 new voters listed in the county so far against a target of 43,199. Kiambu has registered 28,879 in the second week alone after 13,673

Ministry mulls re-introduction of school ranking Education Cabinet Secretary Fred Matiang’i has said his Ministry is considering re-introducing ranking of schools in national examinations starting next year. Matiang’i he’s holding consultations with education stakeholders to determine the merits and de-merits of re-introducing the school ranking system. “If ranking is to be reintroduced, other factors other than students’ performance in the national examination must also be well-thought-out,” warned Matiang’i. He regretted that in the past, the ranking was at times misused to mount a lot of pressure to candidates, teachers and schools to post good results, if they are to attract more students. “Ranking of our schools during the release of national examinations results must be reviewed to paint a realistic measure of evaluating performance,” he said. Matiang’i who spoke at his Jogoo house office hours after releasing last KCSE examinations, said his ministry was seriously reviewing the manner in which Standard Eight and Form Four national examinations are handled. “We will seriously look into this matter, to find the right way to handle the entire process from the setting, invigilation, marking and release of examinations,” he explained. Kaimenyi outlined 11 reasons why the Ministry dropped ranking of schools and candidates. He argued that a student grade or schools did not give conclusive assessment of the learning process. Prof Kaimenyi further said that the system was to blame for increased cases of examination cheating among schools in the country. However, critics, faulted the decision arguing that it risked killing competition among schools. “Some schools are better endowed than others. You cannot compare the incomparable,” he said. On his part, Matiang’i has been synonym of Tanzania’s President John Pombe Magufuli due to his way of doing things, remarked since the ban on ranking system, it has almost become torturous for education stakeholders to gauge the best performing schools and top students in the country. A taskforce formed by the President Uhuru Kenyatta in 2014 and chaired by former Education Assistant Minister Kilemi Mwiria recommended the ban on ranking saying that it had to be phased out as it was about “comparing the incomparable”. “We need to ask ourselves questions about value addition. Al-Shabaab journalist sentenced to death

A Somali military court has sentenced to death a former journalist who helped al-Shabab kill five fellow reporters. Hassan Hanafi assisted the Islamist militant group by indentifying possible targets amongst journalists between 2007 and 2011. He joined its armed wing after working for Radio Andalus, al-Shabab’s mouthpiece in Somalia. More than 25 journalists have been murdered in Somalia since 2007, the Committee to Protect Journalists says. While he was working for al-Shabab, Hanafi would call up journalists and threaten them with death if they refused to join the militant group, the BBC Somali’s Mohammud Ali says. When giving his verdict Judge Hassan Ali said the evidence showed that Hanafi “had key roles in the masterminding and execution of the murder of several journalists,” the AFP news agency reports. Born in the central Hiran region of Somalia in the early 80s, Hanafi rose from being a lowly journalist to become a nightmare for many media practitioners. He became a household name to many radio listeners in Somalia after 2003 when he joined Quran FM in Mogadishu. In 2006, he became a writer for a leading Somali website. A few years later, signs of his affiliation to alShabab emerged as he became the major source of all breaking news or reaction from the militant group. It would deny the loss of its members and

Tobiko wants prosecutors to sit in House teams

Parliament recommendations could soon land economic crimes suspects in court if a proposal by the office of the Director of Public Prosecutions is enacted into law. DPP Keriako Tobiko ( pictured) wants the Ethics and Anti-Corruption Commission (EACC) detectives incorporated in the parliamentary Public Accounts and Public Investments committees to strengthen parliament’s oversight role. He was arrested by police in 2014 in neighbouring Kenya, where he had fled, and was then extradited to Somalia. The Somali authorities try anyone accused of being a member of al-Shabab, which is part of al-Qaeda, in a military court. Al-Shabab frequently stages attacks in Mogadishu and other cities, and still controls many rural areas in southern Somalia.

Trump under attack by debate rivals Presidential contender Donald Trump came under attack from his rivals at a Republican debate, after a day in which the party’s veteran politicians urged voters to desert him. The front-runner in the Republican race was on the defensive in Detroit as Marco Rubio and Ted Cruz piled in. In a testy debate, Mr Trump admitted he changed his stance on issues but said flexibility was a strength. Senior Republicans say Mr Trump is a liability who would lose the election. The debate hosted by Fox News began with Mr Trump being asked about an attack earlier in the day by Mitt Romney, the 2012 nominee, who accused the businessman of bullying, greed and misogyny. Mr Trump dismissed Mr Romney as a “failed candidate”, but he immediately found himself on the defensive from Mr Rubio. The Florida senator said he was “not going to turn over the conservative movement to someone who thinks the nuclear triad is a rock band from the 1980s”. In one of the most bizarre moments, Mr Trump defended the size of his hands and then quipped about another part of his anatomy. There were plenty of personal insults from Mr Trump, who labelled the Florida senator “little Rubio” and the senator from Texas as “liar Ted”. The New York businessman was forced to explain a civil lawsuit involving the collapse of Trump University. He said he would win the case but Mr Rubio said he was trying to “con people into giving him their vote, just like he conned people into giving him their money”. Mr Trump was also challenged by

Hope as scientists ‘find cancer’s Achilles heel’ Scientists believe they have discovered a way to “steer” the immune system to kill cancers. Researchers at University College, London have developed a way of finding unique markings within a tumour - its “Achilles heel” - allowing the body to target the disease. But the personalised method, reported in Science journal, would be expensive and has not yet been tried in patients. Experts said the idea made sense but could be more complicated in reality. However, the researchers, whose work was funded by Cancer Research UK, believe their discovery could form the backbone of new treatments and hope to test it in patients within two years. They believe by analysing the DNA, they’ll be able to develop bespoke treatment. People have tried to steer the immune system to kill tumours before, but cancer vaccines have largely flopped. One explanation is that they are training the body’s own defences to go after the wrong target. The problem is cancers are not made up of identical cells - they are a heavily mutated, genetic mess and samples at different sites within a tumour can look and behave very differently. They grow a bit like a tree with core “trunk” mutations, but then mutations that branch off in all directions. It is known as cancer heterogeneity. The international study developed a way of discovering the “trunk” mutations that change antigens - the proteins that stick out from the surface of cancer cells. Professor Charles Swanton, from the UCL Cancer Institute, added: “This is exciting. Now we can prioritise and target tumour antigens that are present in every cell - the Achilles heel of these highly complex cancers. “This is really fascinating

and takes personalised medicine to its absolute limit, where each patient would have a unique, bespoke treatment.” There are two approaches being suggested for targeting the trunk mutations. The first is to develop cancer vaccines for each patient that train the immune system to spot them. The second is to “fish” for immune cells that already target those mutations and swell their numbers in the lab, and then put them back into the body. Dr Marco Gerlinger, from the Institute of Cancer Research, said: “This is a very important step and makes us think about heterogeneity as a problem and why this gives cancer this big advantage. Targeting trunk mutations makes sense from many points of view, but it is early days and whether it’s that simple, I’m not entirely sure. “Many cancers are not standing still but they keep evolving constantly. These are moving targets which makes it difficult to get them under control. “Cancers that can change and evolve could lose the initial antigen or maybe come up with smokescreens of other good antigens so that the immune system gets confused.” Some immunotherapy treatments work spectacularly with some patients’ cancer disappearing entirely. They take the brakes off the immune system, freeing it up to fight cancer. The researchers hope the combination of removing the immune system’s brakes and then taking over the steering wheel, will save lives. Professor Peter Johnson, from Cancer Research UK, said: “This fascinating research gives us vital clues about how to specifically tailor treatment for a patient using their immune system.” Dr Stefan Symeonides,

clinician scientist in experimental cancer medicine at the University of Edinburgh, said designing a personalised vaccine was currently impractical, especially when a patient needed treatment straight away. But he added that the “very elegant” study did provide a ground-breaking insight into current immunotherapy drugs,

which do not yet work for most people. “It’s not just the number of antigens, it’s how many of the cancer cells have them,” he said. “This data will be quoted in discussions for years, as we try to understand which patients benefit from immunotherapy drugs, which ones don’t, and why, so we can improve those therapies.”

British firm acquires company, moves to invest in infrastructure Atkins PLC, a British multinational engineering and consulting services firm, has acquired Howard Humphreys East Africa Limited, a consulting engineering company in Kenya and Tanzania. The move is part of Atkins’ plan to bank on infrastructure, transport and energy development in the region as demand for world-class design and consultancy services continues to skyrocket. The acquisition also means job opportunities for more Kenyans as the company seeks to expand not only in Kenya and the East African region, but in the whole of Africa. Prof Dr Uwe Krueger, Atkins’ chief executive officer, said: “Africa is experiencing major investment in transportation, infrastructure and energy, presenting strong demand for world-class multidisciplinary design and consultancy services. This acquisition provides an excellent platform from which to develop our presence in the region and is in line with our strategy of targeted expansion into new geographies.” The acquisition comes at a time when Kenya is now the largest economy in eastern Africa, and the ninth largest in Africa. SA’s data centre to rival Kenya’s ‘Silicon Savannah’ South Africa is set to develop the continent’s largest data centre in a move that will rival Kenya’s plans to further develop its own Information and Communications Technology (ICT) sector. African data company, Teraco has announced plans to set up Africa’s largest data centre in Johannesburg. The development comes at a time when Kenya has been at the forefront of ICT development with power houses like IBM moving to bank on the country’s potential. The international tech company has even set up the IBM Innovation Centre in Nairobi. The Centre is the company’s first research lab in Africa. Kenya’s IT sector has created hundreds of job opportunities in recent months and has the potential to create millions across the value chain. Teraco’s move may serve to fuel a friendly competition between the two countries. According to Gys Geyser, Head of Operations at Teraco, the project is a milestone for Teraco and the African data centre industry. “In this expansion of our footprint, we are achieving what few companies have; building the largest data centre in Africa in accordance with modern international standards,” Geyser explained. Teraco, which was initially launched seven years ago, has quickly established itself as the leader in terms of data centre operations in Africa. “We have seen an increase in demand based on the number of local and international cloud, content and network providers coming into Africa, as well as from existing clients. Teraco has also seen growth in the ICT sector, particularly from within the managed service provider segment,” Geyser said. The 2nd edition of Africa Entrepreneurship Award has invited innovators and businesspeople countrywide to apply for their latest round of grants, which includes up to Sh101 million in funding. The completion, dubbed ‘Africa Entrepreneurship Awards (AEA) 2016’, is currently accepting submission of business proposals. The award is powered by BMCE Bank of Africa and seeks to equip African entrepreneurs with tools to impact their communities through businesses. “Business ideas must be relevant to education, environment or any uncharted, high-impact, market in Africa. This goes with the theme to have the idea improve lives in Africa,” the event’s organisers said in a statement. The Africa Entrepreneurship Award partners entrepreneurs, business leaders and academics from across the globe. These partners provide mentoring and relevant advice on succeeding as

an entrepreneur in Africa. The award also presents $1 million (Sh101 million) to be shared among chosen proposals. During last year’s event, Kenya was represented by entrepreneurs who unveiled ‘JuaKali’, a system that links skilled manual labourers to day jobs using an online platform. This year’s event seeks to draw in even more applicants. The organisers have said that for 2016’s submitted business ideas must include a technological component. Proposals must also be relevant to education, the environment or an uncharted market. The application deadline is on May 6, 2016. The Award comes at a time when, 70 per cent of young working class Kenyans are unemployed. According to recent statistics, this represents almost 10 million people between the age of 18 and 35. SkyTeam, an airline alliance that includes members such as Kenya Airways (KQ), Air France and Xiame Airlines, among others, has announced plans to create efficiencies between member flyers. The initiative was announced just as national carrier Kenya Airways hosted SkyTeam CEO Mr. Perry Cantarutti in Nairobi on the sidelines of a major SkyTeam meeting comprising of executives from member airlines. During the joint talks, both CEOs reaffirmed the SkyTeam alliance objectives to building its global network, a high standard of customer service, which includes enhancing seamlessness and creating efficiencies between member airlines. CEO, Kenya Airways Managing Director and CEO Mbuvi Ngunze outlined the airlines strategy to further improve travel on the network in a bid to ensure

efficiency and consistency. SkyTeam is a global airline alliance providing customs from member airlines access to an extensive global network with more destinations, higher frequency, and better connectivity than a single airline can offer. It was established in 2000. “Through this alliance we are able to provide flights to a large number of cities, giving us access to a large network. Our customers are able to enjoy the premium services including lounges across the network,” said Mr. Ngunze. Kenya Airways became a full member of SkyTeam in 2010 after being an association member for 3 years. Social enterprise platform to supply Kajiado with safe water Kajiado County residents are set to benefit from a social enterprise platform that aims to provide safe water access to local communities in Oloitoktok and its environs. The One Safe Drop Initiative is the brainchild of AfricAqua, a social enterprise outfit with strategic support from Coca-Cola and Water.org. It aims to capture a commercial opportunity to solve a social problem in unserved urban poor and the low income households through social-private sector models that bring efficiency and technological innovation for sustainable supply of water. “We drilled and equipped a high yielding borehole with reverse osmosis treatment equipment through a social venture in a modern facility branded AfricAqua. We then adopted a two-tier distribution approach – direct store delivery and the micro-distribution centres (MDCs) using TukTuks to ferry branded returnable 20 litre containers retailing for Sh50,” said David Kuria, AfricAqua CEO. The water shop is equipped

with a customized Pentair water purification system and has the capacity to deliver 20,000 litres of clean drinking water per day and runs on renewable solar power. The model uses a mobile App to monitor water sales and out of stocks both for the raw and treated water. This is one of the projects that beverage giant Coca-Cola, is testing as part of their EKOCENTER initiative. “We believe in the social enterprise model because everyone benefits. Our bottling partners benefit by having a great relationship with the communities they operate in; the local woman entrepreneur benefits from having a place where she can make money; the community benefits by having access to new services and products; the NGOs benefit by having a physical space in the community to carry out their work; and governments benefit by having healthy communities. A report from the United States Agency for International Development (USAID) has criticised the government for failing to meet the needs of its citizens with regard to energy access and development. In a study dubbed the ‘Country Development Cooperation Strategy’, the agency has called out the government on its laxity and inability to provide Kenyans with reliable access to electricity. “Equitable access to clean, reliable energy is critical to lay the foundation for the growth necessary for Kenya to reach its ambitious targets over the coming years,” stated a previous report from the agency. “It is critical to Kenya meeting health, education, environmental, economic, and equality objectives. Kenya is well endowed with renewable energy resources, but the economy suffers from high electrical generation costs, low access, and low reliability,” it added. USAids’s Country Development Cooperation Strategy, which charts out the country’s development up until 2018, comes at a time when Kenya is moving to cut power bills by roughly 47 per cent to around Sh17 to Sh18 per Kilowatt Hour (kWh) within the next three to

four years. Additional power from the project will greatly reduce the country’s reliance on other sources of electricity and help alleviate production costs. The state’s projection of Sh18 per kilowatt-hour is still high when compared to Kenya’s neighbours, including Uganda, where the cost is currently less than Sh16 per kWh. However, Kenya does not subsidize the price of electricity. USAid has nonetheless laude Kenya for implementing key strategies aimed at lessening the financial burden on power producers and consumers alike. The agency has helped in securing funding for energy development as part of a strategy that builds on local ownership in the context of Kenya Vision 2030, an initiative that articulates Kenya’s long-term development plans. The plan seeks to make the country an industrialised middle-income nation providing a high quality of life to all its citizens by 2030 in a clean and secure environment. Currently, 70 percent of Kenyans do not have electricity. Power outages average 69 days per year, causing loses as high as 6.3 per cent of total sales of firms and 0.26 per cent of the national GDP. “Electricity generation is one of

the biggest challenges Kenya is facing to strike a balance between satisfying human livelihood needs and sustainable use of resources for posterity. Kenya’s heavy reliance on hydroelectricity production has made the country vulnerable to climatic changes, such as drought and erratic rainfall patterns,” USAid warned in its report. As such USAid experts have stated that Kenya needs to develop a more resilient and stable supply of electricity, while rapidly developing its base load of electricity production to meet growing demand. Geothermal energy in Kenya has the potential to provide an abundant, reliable, and environmentally friendly source of energy. The government has since expressed a commitment to green growth, and is interested in developing a low carbon economy. Kenya is still a relatively low-emitter of greenhouse gases (GHGs), but its emissions are expected to rise as it develops. According to USAid, Kenya’s clean energy development plan will require significant financing, with approximately $7.3 billion (Sh739 billion) needed by 2018 and $46 billion (Sh4.6 trillion) by 2030. AIG secures Sh33 bn funding to cash in on growing customer base Africa Internet Group (AIG), the parent company of Jumia and Jovago, the leading ecommerce platforms in Africa, has secured more than Euro 300 million (Sh33.3 billion) in funding from new and existing investors as the latter two move to cash in on their expanding client base. Jumia and Jovago intend to use the funds to support AIG’s continued growth and to exploit attractive development opportunities in Africa along with the Group’s other e-commerce platforms. The cash includes a previously announced funding commitment from AXA, a worldwide leader in insurance and asset management. This new round of investment is led by existing investors including MTN and Rocket Internet as well as a new investor, Goldman Sachs. The funds will significantly strengthen the balance sheet of AIG enabling the company to leverage the significant growth of Jumia and Jovago and to capitalize on the significant opportunities in Africa. “This investment is a recognition of the success that AIG has already

achieved and provides us with a strategic flexibility to further support our efforts to offer the best shopping experience to our customers,” said Sacha Poignonnec and Jeremy Hodara, founders and co-CEOs of Jumia and AIG. “We are delighted to welcome AXA and Goldman Sachs as new investors and are also grateful for the continued confidence from our existing shareholders. To us, it is a recognition of the quality of our operations across the African continent and an affirmation of the significant growth potential of AIG,” they added. “Jovago’s strong performance in the last 2 years makes it one of the

Volleyball veteran Bitok to contest for KVF top post Former Kenyan International Paul Bitok contest the presidency of Kenya Volleyball Federation (KVF) in 2018. Though the national polls are still 20 months away, it is understood Bitok has hinted to his close allies that he has intention to go for the top seat currently held by Waithaka Kioni. Though Bitok insists that he still has a running contract with Rwanda national team, sources close to him says he will have his name on the ballot in the 2018 polls that is also understood will pit the old against the young blood. “He will come to via for KVF

Sunday’s much awaited Kenyan Premier League clash between Gor Mahia and AFC Leopards will present the biggest test for the two clubs as far a crowd control is concerned. The match, dubbed ‘SportPesa derby’ will not only bring together two fiercest domestic rivals, but two most successful clubs in terms domestic success. While their fans do not see eye to eye during such matches, on Sunday the in-laws will have a common interest to protect. The image of their new sponsor-SportPesa. SportPesa landed the sponsorship of two of the most supported Kenyan clubs and while the rivalry is expected to continue despite the common financier, hooliganism that has become a second name to the “Mashemeji derby” has been put on check book. “I’ll be in the stadium, but I do not want to be hit by a stone” SportPesa chief executive Ronald Karauri warned ahead of the derby. “Hooliganism has been talked about. I can tell you we were a bit worried before we signed this contracts, but we had to come in. We do not want to hear of hooliganism again,” added Karauri. “The clubs are big brands and can get even bigger if people associated with them shun violence,” AFC Leopard Interim Management Committee (IMC) member Dan Mule, who negotiated the sponsorship deal appealed to

We’ll beat doping compliance deadline: ADAK

Anti-Doping Agency of Kenya (ADAK) insist they are still on the right track of beating the April 5 deadline by World Anti-Doping Agency (WADA) to come up with proper doping policy. In a stunning statement that rubbished earlier reports in a section of the media that the WADA had rejected the draft anti-doping policy and bill from Kenya, ADAK said Kenya will set up a local mechanism to fight the doping menace as directed by WADA. “ADAK has engaged a consultant to draft the Anti-Doping Policy and Bill in line with the World Anti-Doping Code,” read the statement adding that these documents, now at draft seven have all along been forwarded to WADA for their comments. According to ADAK chairman James Waweru, the body that will be tasked with testing local athletes is still in constant communication with the Sports ministry and WADA for direction on the legislation. “We all need to bear in mind that Kenya falls under the Common Law and not the Civil Law practice. Therefore, taking the documents through the legal offices of WADA and getting their comments, is a way of ensuring that the documents have the right interpretation of the laws and that they meet the required standards of the Code.” ADAK insists the government is taking the matter of code compliance legislation and other programmes seriously. “In line with this and the WADA deadline of April 5 in mind, the government through Sports ministry and ADAK are working in conjunction with the Africa Zone V Regional Anti-Doping Organisation (RADO) to ensure Kenya is fully compliant with the provisions set within the code,” Kenya risks being banned from major international competition if the country fails to beat the April deadline.

It’s a huge derby in London Arsenal travel to White Hart Lane tomorrow to face hosts Tottenham is a huge premier League clash that could decide their fate in search of a first title in 12 years. While both sides will be looking for local pride and bragging rights in the North London derby, a more enormous task is to walk away with the points and keep the title chase in sight. Spur will go six points clear of their rivals and close gap on league leaders Leicester City while a win for the Gunners will leave them in better shape with renewed hopes of clinching the title considering they have comparably easier fixtures remaining. Nevertheless it remains a huge fixture for both teams who are in desperate need of wins after losing their last respective league outings. Spurs were humbled 1-0 away by West Ham while Arsenal let a 1-0 lead over Swansea slip to lose 2-1 at Emirates to stretch their losing streak to three consecutive matches. Analysts see this clash as Arsenal’s only revival chance for the season with team legend Martin Keown labelling the encounter “the biggest north London derby we’ve ever seen.” Manager Arsene Wenger said he is “worried” about Arsenal’s recent results and demands his players get back to “basics” after the 2-1 loss to Swansea in midweek. “I am worrying about our results,” he said. “We don’t dream. We have to be realistic and come back to what we do well... the basics. The players are very down but we have to respond. We have to focus on our job and remind ourselves that we have some quality as well,” he said adding that the problem could be more of a “confidence issue.” Attacker Alexis Sanchez was more candid on his assessment of the team. “Sometimes we lack the mentality that we are already winning 1-0 when we go out on to the pitch. We lack this hunger to believe that we can be champions,” he told Directv Sports. “If we go out onto to the pitch with hunger to become champions, to win the Premier League or the Champions League we can achieve it,” he added. Arsenal will also have to make do with replacements to

goalkeeper Petr Cech and defender Laurent Koscienly both of whom sustained injuries in the loss to Swansea. Tottenham boss Mauricio Pochettino is expected to make several changes to the side which lost at Upton Park in midweek. Kieran Trippier and Ben Davies are set to make way for Kyle Walker and Danny Rose respectively in the full-back positions. Dele Alli who only featured as a substitute on Wednesday is expected to be reintroduced to the starting line-up while Belgian Mousa Dembele faces a late fitness. Meanwhile Manchester City who are joint fifth with Manchester United will host struggling Aston Villa who are bottom on the table.
