hairman of the Independent Electoral and Boundaries Commission (IEBC) Ahmed Issack Hassan has accused the media of unfairly hanging him in the public court over the Chickengate scandal. Mr Hassan who was grilled for the second time by the Ethics and Anti-Corruption Commission over the scandal yesterday denied any involvement saying he is just a victim of unfair reporting by the media.

He turned the heat on the media accusing journalists of failing to point out that those in the UK were charged with conspiracy to bribe officials of the defunct Interim Independent Electoral Commission and that no bribery actually happened. “What people don’t understand is that those in the UK were charged because of conspiracy to bribe public officials and that nowhere is it mentioned that a bribe was given. University workers unions have threatened to down their tools if their salaries increase demands are not met by this Friday. The Unions led by Universities Academic Staff Union (UASU) Secretary General Muga K’olale and his counterpart Charles Mukhwaya of the Kenya Universities Staff Union (KUSU) accused the VCs of sabotaging the salaries negotiations demanded by Education Cabinet Secretary Dr Fred Matiang’i. They argued that the varsity VCs are unwilling to present a counter salary proposal developed by the Inter-Public University Council’s consultative forum (IPUCCF) and the unions for review.

I have said this and will continue to say that I did not receive any bribe from anybody,” added the former IIEC chairman. The IEBC boss who checked in at Integrity Center at about 8.30 am yesterday after overseeing the by-election in Malindi, said he appeared before the anti-graft body not as a suspect but as the chairman of IIEC. “We discussed the emails that were sent from the UK and the minutes of the meeting that led to the purchase of the election materials. It was a good discussion and I believe the officers will do a thorough investigations,” he told reporters after a five-hour grilling. “We went through the documents they received from Britain including emails exchanged between Smith & Ouzman and Trevy Oyombra and I was asked to comment on some of them,” he added before saying “it was a good interaction, basically the investigators just wanted to know my role in the scandal.” In the emails some commissioners and former IIEC staff have been mentioned as having asked for kickbacks during the procurement to purchase ballot papers for Shinyalu, South Mugirango and Bomachoge by-elections and the 2010 Constitutional referendum. Varsity staff threaten strike over pay increase

From Page 1 The unions now want the intervention of the government to push universities to fast track the implementation of provisional Collective Bargaining Agreement (CBA) for inclusion in this year’s budget. “The VCs are sabotaging the salary talks yet the window for budget processing ends in two weeks. We want the government to intervene to stop a looming industrial action,” said K’olale. Yesterday’s follow-up meeting convened at UoN’s Council Chamber was aborted after the university’s councils failed to turn up. Last week on Thursday, the unions had tabled their proposals and yesterday meeting universities were expected to table their figures that could lead to harmonization of university staff salaries and allowances, an event the events heads gave a wide path. “It seems universities councils like an industrial action to paralyse academic programmes,” said KUSU’s secretary general Dr. Charles Mukhwaya. On his part, chairman of the Kenya Universities Staff Union Prof Sammy Kubasu said it was wrong for VCs to repel the CS’s gesture that would ensure they get funds based on provisional figures.

“The new agreement we are demanding is almost three years late from the one we negotiated back in 2013 and we want to have a new one sooner than later,” added Kubasu. He argued that they had presented their CBA proposal to IPUCCF and SRC, which advocated for a joint negotiation that would lead

to a new CBA for the dons. Kubasu further noted that the union salary talks have been long overdue after the SRC directed all government departments in 2012 to initiate talks that would culminate in CBAs for 2013-17. The unions are also demanding inclusion in the running of the universities affairs claiming they

Kavuludi team, IPOA lock horns over mandate

The Independent Police and Oversight Authority (IPOA) has alleged that National Police Service Commission (NPSC) is sabotaging its work and overstepping its mandate. IPOA alleged that the Johnstone Kavuludi- led commission has been meddling in the running of the oversight body by tempering on-going investigations touching on police officers. The latest storm has been sparked off by the police commission purported involvement in the investigation to the alleged killing and injury of civilians by police at the Kilingili Police Station, Vihiga County. The Oversight Authority have strongly differed their counterpart (NPSC) for what they call ‘pre-empting’ investigations that are on-going. Over the weekend, NPSC Chairman Kavuludi said his commission will not allow rogue police officers to continue endangering people’s lives and continue to wait for action from IPOA. Instead, Kavuludi said that he would not depend on IPOA for investigations while it was clear that a particular police officer had shot an innocent person and killed him in the process.But in a quick rejoinder, IPOA Chairman Macharia Njeru through a statement to newsrooms, said that IPOA acknowledges receipt of the complaint regarding the matter and will independently investigate and make appropriate recommendations based on the evidence. “We acknowledge the important role played by leaders in raising complaints on behalf of the public they represent and while they are under obligation to ventilate such issues, the same cannot be said of independent institutions,” Njeru said. He dismissed Kavuludi assertions, saying that independent institutions must investigate professionally and arrive at conclusions purely based on evidence with fairness to not only the victims and their families but also the police accused of the alleged crimes. Njeru stated that his office fully understood the anger and frustrations of the people of Vihiga County and their leaders, urging the locals not agree with the comments attributed to the Chairperson of NPSC. “We will speed up our investigations and promptly advise the outcome,” Njeru added. In February this year, one person was shot dead and two others seriously injured after officers from Kilingili Police post in Sabatia, Vihiga County, engaged boda boda youth who were demonstrating. Karua repeat calls for fresh vetting of EACC secretariat Narc Kenya Party leader Martha Karua, (pictured) has reiterated her calls to have the entire Secretariat of the Ethics and Anti-Corruption officials to be vetted afresh, claiming they have failed in the fight against graft. Karua said in order for Kenyans to have confidence in the new commissioners who recently took office, the entire secretariat should undergo fresh vetting. “It is a joke for the Kenyans to believe that the current secretariat working together with the new commissioners are fighting graft, that’s a fallacy,” Karua said. She said the secretariat has been working at the behest of the Executive and not for the benefit of the public. “How do you expect a secretariat that is working for the Executive to fight corruption, the Presidency is not sincere here, We have seen people being taken to court on funny charges that do not hold any water and therefore easily let go,” said Karua. The former Justice Minister also urged the Auditor General and the Controller of Budgets to unearth corruption in other ministries, saying Devolution ministry is just one example on how public money

is being wasted. “We need to widen the scope to other ministries to unearth corruption in other ministries. what we have seen in the Devolution ministry is just the tip of the iceberg on the level of corruption in the country,” Karua said this morning on Citizen TV. “We have seen massive waste of public resources from the Devolution ministry, can we also know what’s happening in

others,” Karua said. The Narc Kenya leader slammed the Jubilee Government, saying it’s not serious about fighting graft. “The government starts a project only to get an avenue of looting public funds, the government is not interested in development; let Kenyans not be cheated,” she said. Although Karua admitted that indeed even the previous governments have had a fair share of corruption cases, she said the “vice in the Jubilee Government has reached unprecedented level.” “Almost all the mega projects we are seeing around are riddled with corruption, we are at our worst as a country as far as corruption is concerned,” Karua said. She also said both the Criminal Investigation Department and the Office of the Director of Public Prosecutions are not doing enough to help this country out of the heightened political inflammatory remarks

Seek more elective seats, women told Women have been urged to seek more elective and appointive positions in order to propel the country’s development agenda. Public Service, Youth and Gender Affairs Cabinet Secretary Cecily Kariuki and Kenya Women Parliamentary Association (KEWOPA) chairperson Cecily Mbarire warned that Kenya’s development risk being derailed if women are not fully incorporated in all key decision making processes. As such, they urged women to take advantage of the widened political space and seek more elective positions in next year’s general

election. “We want to see more women appointed to government positions and elected to parliament and senate to compliment the work done by Hon. Mbarire and other women already there,” said Mrs Kariuki. She advised women to stop being intimidate by their male counterparts but soldier on to reclaim their position in the society. On her part, Mbarire who is also the MP for Runyenjes, told women to prepare themselves adequately to face off in next general elections and called on political parties to give room for female aspirants to prosper.

“This is a challenge top women politicians, please don’t fear to seek more seats in the 290 constituencies. We need at least 50 women elected in the 290 constituencies,” said Mbarire. The two were addressing women delegates during the commemoration United Nation’s International Women Day at KICC. Condemned building collapses in Zimmerman A four-storey building collapsed today morning in Zimmerman estate in Nairobi. The building had been condemned and earmarked for demolition in 2014 before it came down at 2am Wednesday morning. There were no casualties reported since the tenants had vacated the premises after it had been marked X. Kasarani OCPD, Robinson Mboloi told journalists that the said building was earmarked for demolition by the National Construction Authority and the Nairobi County officials but the owner was reluctant to bring it down. “There were no occupants in the four-storey building and therefore no injury was reported,” Mboloi said. The timing of the collapse came as a relief to many locals who would have otherwise been hurt or injured since they normally

sell food in kiosks just under the structure. Those kiosks were all shattered as the building came tumbling down. Speaking to X-news on phone, the Secretary of Building Inspection at the Ministry of Housing and Urban Development Moses Nyakiongora registered his displeasure with property developers for failing to adhere to stipulated laws and regulations manning the construction sector to ensure safety of Kenyans. “We have time and again faced serious resistance from some locals and private developers who oppose our directives to bring the impropriate structures down” he said. He called on the national and county governments to do civic education so as to create awareness to enable residents take precautionary measures.

Trump tightens grip as Sanders upsets Clinton

Donald Trump has won two more states, Michigan and Mississippi, in his bid to be the Republican White House pick. In the Democratic race, Bernie Sanders had a surprise victory in Michigan, but Hillary Clinton increased her overall lead with a big Mississippi win. Ted Cruz won a Republican-only race in Idaho, and Hawaii results come later. The four states are the latest to choose their candidates from each party who will compete in November’s presidential election. It was a terrible night for Republican Florida Senator Marco Rubio, who came in a distant fourth in both Michigan and Mississippi, a week before his must-win contest in his home state. Mr Trump, a businessman with no experience of elected office, leads the polls in Florida, from where he delivered his victory speech on Tuesday night. “One of the things I am most happy about is the turnout has been just massive… I think it’s the single biggest story in politics today,” he said at a press conference in Jupiter. He also said he would be more presidential than anybody except Abraham Lincoln and that “no one is more conservative than me”. The Democratic opponent Mr Trump is most likely to face if he gets the Republican nomination, former US Secretary of State Hillary Clinton, addressed voters in Ohio after her Mississippi win. “Running for president shouldn’t be about delivering insults,” said Mrs Clinton, in a thinly veiled dig at the outspoken Mr Trump. “It should be about delivering results.” Mr Sanders’ win in Michigan came as a shock after weeks of polling that

Swiss authorities to return stolen Nigerian billions Switzerland has agreed to return to Nigeria millions of dollars stolen by the former military ruler Sani Abacha (pictured), AFP news agency reports. It says that Swiss authorities struck a deal with Nigeria to hand back $321m (about Sh32 billion). The agreement was signed in Abuja by Nigeria’s attorney general and a visiting Swiss delegation - and seems to confirm last year’s announcement by the Geneva prosecutor’s office about the return this money. “We guarantee that recovered assets would be put to uses for which they have been intended,” Vice-President Yemi Osinbajo said in a statement released by his office. The money will only be returned once its agreed exactly how this will be done. Gen Abacha was in power from 1993 to 1998 and is thought to have stolen more than $2bn (Sh200) of public funds - some of it being deposited in Swiss bank accounts. Malaysian authorities foiled an ISIS plot to kidnap Prime Minister Najib Razak, along with two other ranking officials, the country’s deputy prime minister told Parliament on Tuesday. The operation also uncovered plans to initiate multiple attacks in various parts of the country, including the capital, Kuala Lumpur, just over a year ago. “On Jan. 30, 2015, a total of 13 people with ties to Daesh had planned to kidnap the leaders, including the prime minister, home minister and defense minister,” Deputy Prime Minister Ahmad Zahid Hamidi -- who is also the home minister and one of the targets -- told the country’s parliament Tuesday. World Bank report punches holes in economic impact A growing demand for exported services is driving up development in the country despite inclusive growth still remaining elusive to poor Kenyans. Since 2005, services exports in Kenya have accounted for over 50 per cent of the increase in total exports, and are poised to overtake goods exports, says a new World Bank report launched yesterday. Based on the study, trade, transport, ICT and financial services lead the pack. However, data from the report shows that while Kenya’s middle class is growing due to these developments, those living in abject poverty have remained neglected. The report, dubbed: Kenya Country Economic Memorandum: From Economic Growth to Jobs and Shared Prosperity (CEM), reviews the country’s growth for the past, present and future. The report also shows that agriculture, the stronghold of Kenya’s economy, and manufacturing have stagnated and have not created enough jobs for Kenya’s growing working age population. Most of the jobs are created by the informal economy and are concentrated in low-productivity areas such as trade, hospitality, and jua kali, entrepreneurs who can be hired to do just about any task. “Improving the ease of doing business is vital for job creation and higher productivity. However,

there is still a need for creating job opportunities for the rural poor, for poverty reduction and achieving shared prosperity,” said Apurva Sanghi, World Bank Lead Economist and program leader for Kenya. However, data indicates that there are distinct features of Kenya’s growth model that upset its growth story. First, agriculture’s share in GDP declined from 26.5 per cent in 2006 to 22.0 per cent in 2014 while manufacturing stagnated at 11.8 per cent of GDP on average during the same period. Secondly, growth has not

been inclusive since poverty, unemployment, and informality remain prevalent. Third, economic growth has been uneven and volatility is still high. Domestic shocks have had bigger and longer-lasting effects than external shocks. Hence, reducing volatility becomes primarily a question of domestic policies. “Reviving agriculture remains Kenya’s main pathway to poverty reduction. On jobs, improving the business environment, the education system, and reforming dated labor laws will help. On informality, the real gains come

from increasing productivity in the Jua Kali sector,” says Diarietou Gaye, World Bank Country Director for Kenya. “To accelerate short-term growth, the current savings rate needs to be doubled, primarily by mobilizing domestic savings. The report also identifies three long-term growth drivers: Innovation, Oil, and Urbanization. Revenue authority partners with KIFWA to boost freight services, clearance of cargo Kenya Revenue Authority (KRA) has signed a Memorandum of Understanding (MoU) with the Kenya International Freight and Warehousing Association (KIFWA) in a bid to facilitate freight services, strengthen their working relations and create an enabling business environment. The MoU will facilitate the implementation of the World Customs Organisation SAFE Framework of Standards adopted in June 2005 and World Trade Organisation initiatives. It will also speed up the movement, release and clearance of goods. It is expected that the signed agreement will safeguard revenue, facilitate legitimate trade, simplify business processes and drastically reduce cost of doing business. It will equally prevent the illegal entry and exit of restricted and prohibited goods. This will ensure enforcement of bilateral and multilateral agreements to which Kenya is a signatory.

KIFWA as a representative of licensed Clearing and Forwarding Agents, Warehousemen and other associated bodies in the country comes out as a strategic partner for KRA as it will enhance and facilitate the collection of revenue and deter various customs offences. To ensure the partnership works out, KRA will only appoint and license agents who are certified members of KIFWA provided that they meet all the licensing requirements set out in law. KRA will also receive recommendations from KIFWA on its members on applications for annual Custom’s Agent’s license that have been submitted and vetted for compliance by and through KIFWA. In addition, KIFWA will maintain an updated list of members and submit to KRA by October 1 of each year or upon request. The criteria for licensing of agents shall be jointly enforced and communicated prior to implementation to facilitate

greater compliance. Junior Achievement moves to convert soccer fields into investment hubs Junior Achievement Kenya (JA), the country’ largest and fastest-growing non-profit organisation, has geared up to support youth in the football arena. In partnership with Extreme Sports, the organisers of Sportpesa Super 8 (SPS8) Premier League Organisers, the organisation will provide entrepreneurship and financial literacy training to the league’s participants throughout the season. JA will also allow participating

teams to identify micro enterprises they can engage in as well as support their already-existing businesses by giving them Sh25 million. “Tapping into the SPS8 tournament’s success, JA has delved into the world of football as a sport that is founded on teamwork, discipline and hard work, synonymous with the qualities championed through the Junior Achievement programme,” the group said in a statement released yesterday.

JA provides key experimental programs that equip the youth with skills to succeed within. The organisation will, therefore, help the teams manage their finances and the monetary prize that will be presented at the end of the league’s season. Through the programme, selected teams can also access grants from JA as startup capital for business. This can be done on a group or individual basis.

China Wuyi’s consortium wins Sh2.4 billion road construction contract China Wuyi Co Ltd, a construction and engineering company that carries out international projects as the overseas arm of the Fujian Construction Engineering Group Company, has said its consortium with Howard Humphreys has won a road construction contract worth 155 million yuan (Sh2.4 billion) in Kenya. The company is a contractor in paving the first phase of a road between the KenyaEthiopia border towns of Moyale and Isiolo, a northern Kenyan gateway city in a project funded by the African Development Bank. A recent report disclosed that the tarmacking of the 130km Turbi-Moyale road, which connects Kenya and Ethiopia,

is poised to unlock economic opportunities in Marsabit County, and the country as a whole. The road is set to be completed by June. As of 2013, China Wuyi had 18 projects in Kenya. The Kenyan operations of the company is one of the six largest Chinese construction firm’s in the country in what experts call “a highly competitive market” with each other and local and European construction companies. IMF says world is at risk of ‘economic derailment’

The International Monetary Fund (IMF) has warned that the global economy faces a growing “risk of economic derailment” and must take steps to boost global demand. David Lipton, second in command at the IMF, outlined some of these risks in a speech to the National Association for Business Economics in Washington on Tuesday. “The IMF’s latest reading of the global economy shows once again a weakening baseline,” he said. “We are clearly at a delicate juncture.” His comments come after weaker than expected trade figures from China revealed that exports plunged by a quarter from a year ago. The dismal picture is one that has on-going ramifications for businesses and industries that bet on China’s growth story. He called for collective need to boost global economy with volatile financial markets and low commodity prices creating fresh concerns about its health. ‘’We still see growth recovery happening around the world but it is with a weak base line and I think what is most important about the present moment is that there are many risks including some new risks and they are rather near at hand.’’ The IMF has already said it is likely to downgrade its current forecast of 3.4 per cent for global growth when it next releases its economic predictions in April.

Barclays’ decision to sell its stake in a Johannesburg-listed venture is a consequence of past mistakes at European banks rather than a reflection of Africa’s future prospects, according to South Africa’s finance minister. Recent news that Barclays Plc would sell a 62 percent stake in Barclays Africa, reducing it to a minority holding, was seen by many as another blow for a continent hit hard by China’s slowdown and low commodity prices. But Gordhan rejected that idea. The blame game comes just as Barclays Bank of Kenya recorded a pre-tax loss of Sh 12.07 billion for the full year ended 31 Dec 2015. The bank attributed the loss to increased provision for bad debts, higher costs, and interest rate volatility among others. Barclays Kenya’s chief executive Jeremy Awori, however, said the lenders decision to sell off its Africa business would not lead to job cuts in Kenya. Emerging markets are often “victims of policymaking” by

developed nations and it is wrong to blame them entirely for recent problems such as the collapse in economic growth and the huge capital outflows they face, SA finance minister Pravin Gordhan said. “Barclays is not about Africa,”It’s about Europe and European banks and the way they mismanaged their affairs and found themselves in difficulties in terms of capital requirements that the financial stability board established by the G20 and British authorities required of them for overseas operations,” he said. He was referring to rules brought in after the 2008 financial crisis that make it more expensive from a capital perspective for banks to hold stakes in other banking organizations. These rules would force more European banks to retreat from overseas markets in coming years, leaving U.S. and possibly Chinese lenders in the fray. The parent company has cut back across emerging markets, aiming

to become a “transatlantic” bank with a U.S. and UK focus. But in pounds, the numbers look less rosy. “Barclays Africa will expand its operations and customer base and create more service centres in different parts of Africa, it will remain as an entity and thrive. What changes is the ownership of the enterprise,” Gordhan added. “We understand growth is the key issue, if that denominator changes everything changes with it,” he said, adding that the budget’s fiscal measures demonstrated the government’s determination to act on the deficit. On the alleged clash with Moyane, Gordhan said only: “MrMoyane is merely the administrative head of an entity and you cannot equate a minister in a government with the head of an administration.” “The president a week ago expressed confidence in the minister of finance, that’s why the minister is here with his team and private sector team to meet with people who are invested in the South African economy,” he added.

Prosecutors in Germany, France widen VW probe Prosecutors in Germany and France have broadened their investigations into the emissions scandal at motor vehicle company, Volkswagen. Authorities in Paris have opened a formal probe into “aggravated fraud” over the use of diesel engine devices that gave misleading emissions results. Meanwhile, German prosecutors said the number of VW employees now under investigation has increased from 6 to 17. VW, which said it is cooperating with all inquiries, had about 11 million cars fitted with the emissions devices. Europe’s largest carmaker is carrying out its own investigation, and has warned that the cost of car recalls and compensation was likely to run into billions of euros.

Paris prosecutors started preliminary inquiries last year, and confirmed on Tuesday that three magistrates had been assigned to a formal probe. Serious fraud office Chief Nathalie Homobono said investigators had established that Volkswagen had cheated “with intent” by installing so-called engine software that reduced emissions under test conditions. Meanwhile, German authorities said they had increased the number of VW employers under investigation to 17, but added that no former or current board members were involved, said Klaus Ziehe, from the state prosecutor’s office in Braunschweig, Lower Saxony. Also on Tuesday, Reuters and the Financial Times were among media reporting that

German insurer Allianz Global Investors, a VW shareholder, was close to filing a lawsuit against the carmaker following the fall in VW’s share price. In January, the US Department of Justice filed a civil suit against VW, and the carmaker faces a string of claims from customers that lawyers are likely to consolidate into a class action suit. However, VW says it will not comment on specific details of the investigations. Spokeswoman Jeannine Ginivan told the AFP news agency: “As previously stated, Volkswagen is not commenting on ongoing discussions with regulators. We are committed to regaining the trust of our customers and dealers and will continue to cooperate with all relevant government agencies.”

Equity Group Foundation to open healthcare clinics after success of ‘Wings to Fly’ initiative The Equity Group Foundation, the social impact arm of financial services firm Equity Group, will open healthcare clinics across the country as the organisation moves to build on its brand. The announcement comes barely a month after the MasterCard Foundation announced a $60 million commitment for Equity Group Foundation’s “Wings to Fly” initiative, a drive that seeks to provide comprehensive secondary school scholarships and leadership training to academically-gifted yet economically and socially-marginalized young Kenyans.

The commitment, which was revealed at a commissioning ceremony attended by President Uhuru Kenyatta in Nairobi, brings the Foundation’s total support of the program to $100 million. Equity Group Foundation has leveraged previous support from The MasterCard Foundation to secure matching funds from other donors. Further matching commitments from partners will enable a total of 20,000 students to pursue quality secondary school education over the duration of the program. “This year we are planning to open clinics across the country our through

Equity Group Foundation Health pillar to compliment healthcare,” the Group said in a recent statement. “We continue to share social responsibilities with Kenyans through our social impact investments,” the statement added. The Wings to Fly Program has grown since its launch in 2011 with over 12,000 secondary scholarships having been issued so far. Further, women have been able to partner and form their own monetary, political and legal institutions like Kenya Women Finance Microfinance Bank (KWFT), Maendeleo Ya Wanawake and Federation of Women Lawyers, FIDA .All serving to better their bargaining power.

Health Rights: It may not be ideal but women are now being heard on matters health, especially reproductive health. In Kenya FGM is being fought from every level and our very own First Lady is running yearly to make sure no mother dies at the delivery room. Scientific Innovations: Science, which had been seen as a forte for men, has also proved that women’s achievements are not limited. Internationally a woman by the name of Marie Curie aided in the discovery of Radio Activity, one of the biggest discoveries in the world to date and highly used to cure cancerous diseases. Entrepreneurship: Today’s woman has further grasped entrepreneurial skills, we have women leading global financial institutions like the IMF that dictate the enterprises of States. In addition, the leading local brewer in Kenya, Keroche is led by a woman and additionally to the biggest Chinese Bank in Africa is led by a Woman. Career: In matters regarding traditional careers women have surpassed the limit that were set by societies. There are commercial pilots, women in boots serving as military women to engineers, fields that were earlier considered to be those of men. Entertainment: Apart from being successful careers wise, women have also emerged as top entertainment

YOURSAY Political parties should allow democracy to thrive Our political democratic space is still in shambles even as political parties continue to scheme their ways to victory ahead of the 2017 General Elections. The framers of the 2010 Constitution crafted the Political Parties Act, whose main intention was to cushion the political habit of jumping ship heedlessly in favour of selfish political gain. In the spirit of the Act, parliamentarians could lose seats for supporting candidates or policies of competing political parties. Aware of the risks involved, popularly at the behest of self-interest and retaining power, members of the August House watered down the act to open doors for major political realignments ahead of next years’ General Election. Whereas the general belief is that people join parties because they understand their philosophies or ideologies and knowledgeably ascribe to their principles, all the major parties and their coalitions are having to deal with rebel members. CORD has rebels from the coast and western regions such as Gideon Mung’aro whereas the ruling Jubilee Coalition is facing a fiasco from outspoken Bomet Governor Isaac Rutto, MPs Alfred Keter and Oscar Sudi. Whereas it might be politically correct, it is a blatant betrayal of the rebels to their alliances on whose ticket they won their elective

posts and ascribed to the ideologies of their manifestos.As a result the ‘owners’ of the coalitions are now warning members to show their loyalty to the party leadership or risk facing disciplinary action. Such warning linger several fundamental questions on the democratic space within political parties and coalitions. What are limitations of the constitution’s freedoms of expression and assembly of the individual politicians? As a political pundit, I see this as party dictatorship that threatens the democracy of our country. These coalitions that purport to be democratic often hand-pick candidates, flouting their own principle of fair competition for leadership. Indeed, the restoration of multi-party rule after more than two decades of Kanu dictatorship was a watershed moment that widened the democratic space, enabling more Kenyans to enjoy their rights and freedom of choice and association. Under single party rule, the most effective way to deal with dissent was to expel the rebels. Today, there are more options with the numerous parties and alliances and an expulsion would just open the door for defection. Therefore, the parties have to exercise a lot more restraint, but not to the extent where such a rebellion threatens to fatally undermine the organisations. — Nderitu

Opposition has failed to keep Jubilee in check In every democracy, the Opposition is as powerful as the ruling government. They are the people’s alternative government. They keep the ruling coalition in check. However, our Opposition has failed miserably as far as keeping the government in check is concerned. We are battling a losing battle against corruption, mismanagement

of resources and terrible leadership. As the Opposition, CORD and its affiliates ought to monitor the government and push for changes. The Opposition should push the government to the corner. If they want Kenyans to believe in them and give them a chance to lead, they should provide the government with alternative solutions to the

problems facing the country. But instead , the Opposition is dancing to the government’s rhythm like the blame game on the International Criminal Court cases at the expense of mwananchi. Opposition has a long way to convince Kenyans they are better than the Government. They should up their game. — Mageka

Republican Donald Trump, the case for the defence A large part of the horror at the Trump phenomenon is that he is appealing to “nasty” instincts among the American electorate. But it is the job of politicians to identify the concerns of voters, and to frame a response. There is a finer line than is commonly acknowledged between populism (which all “rightthinking” people abhor) and democracy (which we all approve of). Mr Trump has certainly revealed an acute and unorthodox political intelligence that has repeatedly left his rivals and the media flat-footed. So that is the case for Mr Trump’s defence. Do I buy it? Not really, I am afraid. The Trump phenomenon is as

much about a political style, as about policies - and Mr Trump’s style is abhorrent. His coarseness is a world away from the courtly good humour of Mr Reagan. Mr Trump has repeatedly used the most inflammatory language he can find, linking Mexican immigration to rape and endorsing the use of torture against terrorist suspects. It is not an accident that he has been embraced by leaders of the white supremacist movement, such as Mr David Duke. Mr Mitt Romney, the Republicans’ candidate in 2012, summed up Mr Trump’s personal style well, when he decried “the bullying, the greed, the showing off, the misogyny, the

absurd third-grade theatrics” Of course, one of the fascinations of the Trump phenomenon is that it is very hard to know how much of what he says is for real and how much is posturing for the voters and the cameras. Mr Trump’s record as a businessman and some of his writing suggest that he is, above all, a pragmatic deal maker who likes to make radical demands as an opening position, before finding a compromise. It is certainly possible that a President Trump would surprise his critics and govern responsibly. But I sincerely hope that I never get to find out. — Gideon Rachman

There is hope of closing gap on gender inequity It’s laudable that the government efforts to empower women have born fruits. There are now more women in political leadership, private firms and entrepreneurial activities than ever before. There is now near-parity between boys and girls in primary educational institutions while the number of female students at tertiary colleges and universities is almost overtaking that of male students. Traditional practices and ideas about the roles of girls and women in society have often restricted their contributions to national development in Kenya and other African countries. Many outdated traditions often serve to hold women back from contributing to important development goals, especially in the areas of economic growth, nutrition and

food security. While women in Kenya are still considerably under-represented in decision-making positions, they are now catching up fast, with improved access to education, land, and employment. However, many women living in rural areas still spend long hours collecting water and firewood, cooking and doing other household and farm chores, thus interfering with school attendance and leaving them with little time to earn money or engage in other productive activities, but this is changing. The untapped potential of women and girls is now gaining much greater attention. Our Constitution provides a powerful framework for addressing gender equality. — Ndreitu

Algeria joins Kenya in search for Olympic slot Algeria will join Kenya as the other Africa representative in Women’s Volleyball World Olympic Qualification Tournament which begins at the Coliseo Roberto Clemente in San Juan, Puerto Rico this May. The three-day event begins on 20 and runs to 22, May. Algeria replaced Egypt, who pulled out of the event due to lack of quorum with a number of their players understood to be having school commitments. The tournament will feature host Puerto Rico, third placed from the NORCECA Olympic Qualification Tournament, Colombia, which is also the third placed team from the South American Olympic Qualification Tournament and two teams from the African qualifiers held in Cameroon last month. Kenya finished third behind Cameroon and Egypt to earn a place at the event that offers the last qualification to join 11 other countries that have already booked their places at the World Olympics. The single slot will go to the competition winners who will earn the twelfth and final berth up for grabs at the women’s Rio 2016 Olympic Games volleyball tournament.he winners will join seven countries that have already qualified for this year’s Olympic tournament, including hosts Brazil, FIVB Volleyball Women’s World Cup winners China and runners-up Serbia, European winners Russia, NORCECA winners USA, South Americans winners Argentina, and Cameroon. Four more teams will join the competition in Rio from the World Olympic Qualification Tournament and Asian Olympic Qualification Tournament scheduled to take place from May 14 to 22 in Japan.

Tribunal dismisses Waweru’s petition A petition by Vincent Waweru at the Sports Disputes Tribunal (SDT) challenging the election of Kennedy Njenga as the Football Kenya Federation (FKF) Kiambu sub-branch’s secretary general has been dismissed. This is after Martha Muinde, appearing for the appellant failed to demonstrate to the tribunal that her client followed proper internal dispute resolution mechanisms after defense lawyer Patricia Mitei in her preliminary submission raised the issue with the bench. FKF’s electoral code created an appeals board to listen to all disputes arising from the December 15, 2015 poll where Waweru garnered 33 votes. “You should only come to the tribunal when either your federation’s internal dispute resolution was flawed. For that reason I have no reason but to dismiss your appeal,” said SDT and panel’s chair John Ohaga in his verdict yesterday evening.

Speaker orders committee to fast track anti-doping bill National Assembly Speaker Justin Muturi has ordered the House Committee on Labour and Social Welfare to fastrack legislation of the doping Bill in a move that adds a new twist the current saga facing athletics in Kenya. Muturi has directed the committee to convene a sitting tomorrow morning and collect views from sports stakeholders regarding the draft anti-doping legislation. His move leaves Kenya staring at a possible ban by International

Association of Athletics Federations (IAAF) which ordered the country to comply with the World Anti-Doping Agency (WADA) code of conduct by April 5, 2016 or face a possible ban from future international events. Currently there are two Bills being considered; one authored by the Ministry of Sports and another by former Chicago and Boston marathon champions and Cheranganyi MP, Wesley Korir.

Last weekend, Sports Cabinet Secretary Hassan Wario appealed to Korir to withdraw his Bill from the floor of Parliament arguing that the only legitimate bill is the one with WADA. “Let me ask my colleagues to withdraw the other bill because the only bonafide bill is the one with WADA,” Wario said during the First Lad Half Marathon last Sunday. Sunderland chief quits over player’s sex scandal Sunderland FC chief executive Margaret Byrne has resigned following Adam Johnson child abuse case. Johnson, 28, faces four to 10 years in jail after being found guilty of sexual activity with a 15-year-old girl. The Premier League club has been criticised for letting the England winger play after his arrest. Byrne, chief executive since 2011, said that decision “was a serious mistake”, with the club adding: “We are so very sorry for this.” In a statement, Sunderland said Johnson’s victim had been “very badly let down first and foremost” by the player and “his despicable actions”, but also “by the club they support”. “Mr Johnson lied to the club; he also lied to our fans and they have every right to feel aggrieved by this,” it added. The club initially suspended Johnson in March 2015 but lifted that ban after just 16 days. He was eventually sacked on the eve of his trial last month, when he admitted grooming the girl and one charge of sexual activity. In the intervening 10 months, he played 28 times for the Black Cats. Johnson (pictured right) will be sentenced later this month.

Byrne, who joined Sunderland in 2007, said in a statement: “Contrary to what has been suggested, I did not understand that Mr Johnson intended to change his plea at trial, or at all. “I was astounded when he did plead guilty. “I accept that Mr Johnson should not have been permitted to play again, irrespective of what he was going to plead. “It was a serious error of judgement and I accept full responsibility for this.” Durham Police said Byrne was told on the day of Johnson’s arrest, March 2, 2015 - that he had allegedly messaged and kissed the schoolgirl. Byrne did not address this in her statement but did say she saw a note in May 2015 that recorded “that Mr Johnson had kissed the victim and communicated with her”. “I did not share this information with anybody, including the board of Sunderland AFC,” she added. During his trial, Johnson, who has played 12 times for England, also claimed the club knew he had kissed the girl. But the club has “strongly” denied claims it knew he planned to admit any of the charges before his court case began in Bradford.

Walcott’s form has also been a concern and, although he looked short of confidence, he set up Giroud’s second before looking like his former self when his late double gave him his first goals in five games. Despite a return to winning ways for manager Arsene Wenger’s side, some Gunners fans held up a banner reading ‘Arsene, thanks for the memories but it’s time to say goodbye’. The win will also be overshadowed by injuries sustained by the visitors. Defenders Per Mertesacker and Gabriel both picked up injuries while midfielder Aaron Ramsey was forced off after just 16 minutes since coming on. Real beat AS Roma 2-0 to seal a 4-0 aggregate victory over the visiting Italian side last night. In another Champions League last 16 clash, former Chelsea attacker Andre Schurrle scored late to propel Wolfsburg to a historic appearance at the quarter-finals of Europe’s elite club competition. The Germans beat Belgian side Gent by a 4-2 aggregate to end the dreams of fellow minnows. Gent, who are the Belgian champions had beaten Valencia, Lyon and Zenit St Petersburg to qualify from the group stage. However, Schurrle’s strike ensured that their wait for a first Champions League quarter-final appearance will continue. At the Bernabeu, Real began the match with a 2-0 lead and were largely in possesiion although Edin Dzeko and Mohamed Salah wasted chances for Roma in the first minutes. And it proved costly when Ronaldo crashed in at the near post before setting up James Rodriguez for an angled finish just within four second half minutes.
