Youth Fund board disbanded as Uhuru moves to tame graft From Page 1 The kitty’s chairman Bruce Odhiambo who resigned two weeks ago had his appointment officially revoked alongside those of seven other board members. In a gazette notice dated April 8, 2016, President Kenyatta announced the revocation of the appointments of the board which is at the center of a multi-million scandal at the youth fund. “In exercise of the powers conferred to me by section 7 (3) of the State Corporations Act Cap 446, I , Uhuru Kenyatta , President of the Republic of Kenya and Commanderin-Chief of Kenya Defence Forces, revoke the appointment of Bruce Odhiambo as the Chairman of the Board of the Youth Enterprise Development Fund,” he said. Other board members who were similarly sacked are Sella Bogonko, Paul Gathura Ng’ang’a, Sabra Omar Hussein, Jane Mutinda, Mike Wamae, Clement Ayungo and Nicholas Mwaniki. Their sacking came amid calls the the National Assembly’s Public Investments Committee to have them forced out to allow investigations into the scandal. The committee chaired by Eldas MP Adan Keynan was told by the Fund’s suspended chief executive Catherine Namuye that the board had forced her to approve the Sh180 million payment to Quorandum Limited for work that was never done. The MPs intimated that the scam could even be bigger that was initially thought after hearing confessions from Ms Namuye in camera. Sustained pressure to have the board sent packing forced Mr Odhiambo to quit. “There has been lots of talk recently… about …that is shadowing the ongoing investigations. I am stepping down to allow investigations to continue,” Mr Odhiambo said in an email sent to media houses. He is accused of masterminding the theft of millions of shillings through fictitious contracts, including a shadowy ICT strategy.

He is said to have authorised the payment of Sh180 million in two tranches of Sh115 million and Sh65 million to Quorandum Limited, 10 days after he fraudulently changed bank signatories. MPs also heard that the company at the centre of the scam received the payments for job not done. They have subsequently put a caveat on a Nairobi bungalow thought to have been purchased by proceeds from the theft until

investigations are complete. Gender and Public Service Cabinet Secretary Sicily Kariuki whose docket oversees the affairs at the youth fund had said she already blocked Mr Odhiambo and the board from accessing or transacting any business on behalf of the Fund. “I didn’t suspend the chairman because I don’t have that power. I have advised the appointing authority (President) on the matter,” she told the MPs. hillary_x254

UoN suspends 62 students over post election unrest From Page 1 A total of seven contestants who lost in the election were suspended. The particulars of their suspension was however not disclosed. Chancellor Peter Mbithi ordered the students to collect their suspension letters from the Registrar Student’s Affairs by Friday this week. “The University of Nairobi has initiated disciplinary process against the students for participating in students’ unrest and destruction of public property,” Prof Mbithi said in a statement. “They are therefore required to collect their suspension letters from the registrar, students’ affairs latest by Friday 15, 2015,” he added. The institution was indefinitely closed last Thursday after continued protests saw the burning of SONU offices and a hostel forcing the administration to send the students parking. Prof Mbithi had indicated that the move was taken to avert further destruction of property. In their protests, the students complained that the Babu Owino rigged his way to victory as earlier results had put his closest challenger, Mike Jacobs leading in all campuses. “We don’t know how Owino won the elections because the other candidate was ahead all the time,” one of the disgruntled students told the press. In elections Babu Owino was declared winner garnering over 18,000 votes against Mike Jacobs 3,000. Yesterday, Education Cabinet Secretary Fred Matiang’i held a close door meeting with the university’s management alongside his Interior counterpart Joseph Nkaissery. However, they did not announce when learning will resume at Kenya’s premier institution of higher learning. He ordered all universities and their constituent colleges to develop a biometric register of all students within 120 days to tame runaway crime in the institutions. He said the measures will aid in securing public and private institutions of higher learning by creating security safeguards in all universities and colleges to supplement existing security methods. “Universities and constituent colleges should create and maintain electronic database for each student by programme and year of study, and that all students’ details are captured through biometric registration mechanism,” he announced. “To ensure compliance with the directive, I direct the Commission of University Education to, on a monthly basis report progress on the implementation of the system by all university and colleges without fail,” he said. hillary_x254

Kenya blames refugee influx, lack of funding for unmet sustainable goals

Financial gaps and unstable neighbours pose the greatest challenges in Kenya’s quest to achieve the Sustainable Development Goals (SDGs), Devolution Cabinet Secretary Mwangi Kiunjuri has said. Speaking at the African Regional Dialogue forum on SDGs at the Safari Park hotel earlier today, Kiunjuri said the government has not set enough funds towards the implementation of the SDG programs. According to the CS, Kenya’s location next to war ton countries like Somalia has heaped more pressure in achieving the goals because of an upsurge of refugees that create new economic challenges. “There has not been enough funds set to facilitate the implementation of policies by the National Treasury,” Mr Kiunjuri said He explained that the developed countries that had pledged

to finance third world nations reneged on their promises leading to a major financial gap. “Developed nations led by the United Nations promised a funding of sh17 billion to Kenya which they have not honoured,” he said. He however observed that despite the challenges Kenya has made remarkable strides especially in free primary education, gender equality, women empowerment, sanitation, electrification and access to clean water. “Through the free education system our enrolment has increased from 53 per cent in 2002 to 83.2 per cent in 2015,” noted the CS. He added: “our women in parliament in terms of figures and contributions have increased up to 19 per cent in 2015 up from four per cent in 2002.” Kiunjuri also noted that 83 per cent of Kenyans have access to clean water while 73 per cent

realizing them. “Through a cabinet paper we will unlock our finances as the National Treasury will have a clear guideline on how to plan and funde our programs,” he said. Head of poli-

cy formulation at the Treasury Joseph Kieyah said the influx of refugees in Kenya continue to squeeze the little resources in the economy. “Currently we have more than a million refugees in the country who are not considered in the budget making process,” Prof Kieyah said. “Climate changes as experienced during the El Nino season and global warming challenges continued to retard the process,” he added. Kenya is ranked number four in Africa after South Africa, Nigeria and Sychelles in achieving the SDGs. The sustainable goals were ratified in 2015 after many nations failed to achieve the initial Millenium Development Goals set in 2000. Dr Mailu said some colleges are not enlisted with the relevant professional bodies and can therefore not be authorised to offer the medical training courses. “All unregistered and unscrupulous medical training colleges should be closed with immediate effect,” he ordered. He noted that the dubious colleges may churn out unqualified personnel, which might be disastrous to the health sector. He further directed the Kenya Medical Training Colleges and regulatory authorities such as Kenya Medical Practitioners, Pharmacists and Dentist board to inspect and close down institutions with questionable curriculum. @hillary_x254

Impeachment blow to Brazil’s Rousseff TUESDAY, APRIL 12, 2016

Brazil’s President Dilma Rousseff has suffered a blow to her hopes of staving off impeachment proceedings, after a committee voted they should go ahead. The 65-member congressional committee voted 38 to 27 to recommend impeachment over claims she manipulated government accounts to hide a growing deficit. All eyes will now be on a full vote in the lower house on 17 or 18 April. With 523 members in the lower house, at least 342 votes are required for her suspension. And if that is achieved, the president stands suspended from office for 180 days while the senate debates her impeachment. The issue has divided Brazil, with police preparing for mass protests in the capital, Brasilia. The vote took place amid chaotic scenes with supporters and opponents of President Rousseff shouting slogans and waving placards. The committee’s vote, while largely symbolic, was being watched as a measure of how much support there is for the impeachment process ahead of the crucial vote in the full lower house of Congress. There, 342 votes in favour are

needed to send the matter on to the Senate. The latest opinion poll by the Estadao daily suggests 292 are in favour, 115 against and 106 undecided. During a bad-tempered debate leading up to the vote, Attorney General Jose Eduardo Cordozo, speaking for the president, said the impeachment process was “flawed”. “It is absurd to dismiss a president who has not committed crimes, nor stolen a penny. And such a process without crime or fraud, would be a coup,” he said. Opposition lawmaker Vanderlei Macris said an impeachment would be important to Brazilian society and would bring change. On Monday night, thousands of supporters of President Rousseff attended antiimpeachment rallies in Rio de Janeiro. Speaking at one event, former President Luiz Inacio Lula da Silva dismissed the vote by the congressional committee, calling it “unimportant”. If the matter does go to the Senate, a simple majority there would suffice to send the impeachment forward. If that happens, Ms Rousseff would be suspended

for 180 days while the impeachment trial continues in the Senate. Vice-President Michel Temer, from the opposition PMDB party, would take over temporarily but, in another twist, Brazilian media ran an audio tape on Monday that appeared to be a draft address he planned to give, accepting the post and calling for national unity. “Many people sought me out so that I would give at least preliminary remarks to the Brazilian nation, which I am doing with modesty, caution and moderation,” he says on the recording. His office said it was sent to aides erroneously. Correspondents say that, given the fact that Mr Temer may also face impeachment proceedings, it appeared somewhat premature. For Ms Rousseff to be removed from office permanently, twothirds of the Senate would have to vote in favour. If Mr Temer is also suspended from office, the next in line to assume the presidency is the Speaker of the lower house, Eduardo Cunha. However, he is facing money-laundering and other charges stemming from the Petrobras scandal.

Trump in rigging claims after Colorado loss Republican presidential candidate Donald Trump has described as “rigged” the way the US state of Colorado picks its presidential nominee. His rival Ted Cruz swept the board in that state, where delegates are

selected by senior party activists. Mr Trump is still well ahead in the Republican race but if he does not get 1,237 delegates in the state-bystate contests, he could lose out anyway. A winner could well emerge from a

contested convention in July. In that scenario, many of the delegates can back who they want to after the first ballot, opening the door for Texas Senator Mr Cruz or even the third candidate in the race, John Kasich. Senior Republicans have voiced concern about Mr Trump’s chances of winning in November’s general election, and oppose his hardline views on immigration. Next week New Yorkers get the chance to pick their nominees in the Republican and Democratic contests, in a pivotal moment in the process. But on Monday, Mr Trump, a New York businessman, told Fox News he was angry about the way Mr Cruz had won all the delegates in Colorado. “They weren’t given a vote. It’s a crooked deal. The system is rigged, crooked. That’s not the way US Republican presidential candidate Donald Trump gestures as he speaks at democracy is supposed to a campaign rally in Bethpage, on Long Island, New York, USA on April 6, 2016. work.” He has claimed being ‘rigged’ out in Colorado over the weekend. are party PHOTO: PETER FOLEY/EPA Delegates members with the power to

vote for each candidate at the party conventions held in July, where the nominee is formally confirmed. In the modern political era, most states have opted to hold state-wide primaries or caucuses to determine the number of delegates pledged to a particular candidate. But Colorado decided to select its delegates in a different way, at its own state convention. His new campaign manager Paul Manafort accused the Cruz campaign of “Gestapo tactics” in how they had persuaded delegates to support him. Mr Trump told a rally on Sunday that the person who wins the most votes in the primary process should automatically be the nominee. “What they’re trying to do is subvert the movement with crooked shenanigans,” he said. He also revealed that only one of his three children residing in the state of New York will be able to vote. “They didn’t register in time,” he said. “So they feel very, very guilty.” One of Mr Trump’s most controversial policy pledges is to build a wall on the southern border with Mexico, and to deport 11 million undocumented migrants.

Pirates ‘kidnap crew’ of Turkish cargo ship off the coast of Nigeria Pirates have attacked a Turkish cargo ship off the coast of Nigeria kidnapping six of the crew, says the Nigerian navy. The ship carrying chemicals was believed to be travelling from Gabon to Ivory Coast. The pirates attacked the ship late at night as it was sailing close to the oil-rich Niger Delta. Analysts say winding down an amnesty to former Niger Delta militants has resulted in an increase in piracy. The Nigerian navy say the vessel’s captain and the chief engineer were among those kidnapped. The ship’s Turkish owners say none of the crew were injured in the attack but that they have no information on their whereabouts. Nigerian officials say they are working with Interpol and the country’s secret police to secure the crew’s release. Nigeria’s coastal areas are increasingly becoming a hotspot for piracy, reports the BBC’s Nigeria correspondent Martin Patience from the commercial capital, Lagos. Most of Nigeria’s oil wealth comes from the Niger Delta, but the area remains underdeveloped. An amnesty in 2009 for tens of thousands of militants in the region - who receive a monthly stipend from the government stemmed the level of violence there. But some of the former militants are believed to have turned to piracy.

Population growth creates need for new building regulations Kenya’s growing population has created the need for safer, more resilient cities, which can be achieved through effective building regulation, a new report from the World Bank has confirmed. The report shows that Nairobi’s population has grown from 350,000 in the 1960s to roughly 3.1 million today. “The city has experienced numerous collapses and fires over the past 20 years due to inadequate building codes. Moreover, at least 60 per cent of this growing population lives in slums, creating even greater implementation challenges,” states the research. It indicates that unplanned urbanization and lack of effective building regulation are major drivers of natural disasters losses, which have more than quadrupled since 1980. According to World Bank research, disasters also disproportionately impact the poor, with low and middle-income countries suffering nearly 90 per cent of all disaster-related fatalities since 1990, despite experiencing less than half of the disasters. Moreover, climate change is threatening to exacerbate these losses through more extreme droughts, cyclones, and floods across the globe, and may push 100 million people into poverty by 2030. According to an analysis from World Bank researchers, Alcira Kreimer, Margaret Arnold and Anne Carlin, annual direct losses for weather-related events cost countries like Kenya millions in losses every year.

Moreover, a number of ongoing trends have the potential to cause even more severe and broader disaster impacts than ever before. These include increased environmental degradation, the impacts of climate change, population growth in cities, and globalization. To help curb losses like these, the World Bank Group and the Global Facility for Disaster Risk Reduction (GFDRR) are unveiling an unprecedented global partnership aimed at strengthening building regulation for disaster resilience in vulnerable countries.

“We have a unique opportunity to create safer, more resilient cities through effective building regulation. Humanity will build more over the next 20 years than it has in its history – more than 1 billion new dwelling units alone will be built by 2050. By taking advantage of this window of opportunity, we can design cities that are responsive to a number of complex challenges – including disaster risk and other chronic hazards like fire, spontaneous collapse, and more,” states the report. Major development partners like the

World Bank and GFDRR, along with governments, the private sector, and civil society, are coming together to better address these challenges. The new Building Regulation for Resilience Program demonstrates how a combination of governance reform at the national level, institutional capacity building, and the establishment of transparent and accountable processes at the local level can effectively mitigate disaster risks. IRA to address fraud in insurance sector Kenya’s Insurance Regulatory Authority (IRA) has summoned insurance firms’ executives in a bid to address increasing cases of fraud in the sector. IRA Communication Manager Noella Mutanda has said the Commissioner of Insurance Sammy Makove is set to meet with the Chief Executives of Insurance companies this week to discuss the matter. Mutanda says the firms will be expected to showcase what measures they intend to take in a bid to lower fraud in the sector. “Insurance firms are the ones supposed to manage cases of fraud, so they need to act as fast before it goes out of control,” Mutanda said. He was speaking during a media workshop held over the weekend in Naivasha. According to the IRA, insurance fraud had hit Sh26 million by October 2015. As much as 20 per cent of claims paid for motor insurance are fraudulent while in the medical insurance sector , fraudulent claims paid are between 30 to 40 per cent. It has emerged that most of the fraud is done by staff members of insurance companies as well as loss assessors colluding with the insured to commit fraud. The industry’s gross premiums hit Sh175 billion in 2015, an increase from Sh157.8 billion in 2014. Of the insurance companies that have reported so far, Kenya Re, CIC Insurance and Jubilee Insurance have registered a growth in core earnings of 13.3 per cent, 4.4 per cent, and 0.6 per cent, respectively while Liberty and Pan Africa have recorded declines of 35.7 per cent and 96.8 per cent, respectively. The declines were mainly a result of the fair value losses on investments.

Strategically located in the heart of the fast growing Ruaka neighbourhood, The Alma is a comprehensive lifestyle development encompassing 408 modern apartments with impeccable finishing, and will also encompass a commercial facility to provide basic necessities to the residents, a lifestyle clubhouse for residents, high levels of security, a borehole, an elevated playground for children and ample parking facility. “Our deal pipeline serves the various segments of the market ranging from the high end, such as the Amara Ridge whose construction is ongoing in Karen, to the middle to lower-middle income like The Alma, which will offer a comprehensive lifestyle and a secure community to the future families” said Cytonn’s Chief Investment Officer Elizabeth Nkukuu, at the groundbreaking ceremony. “In addition to safe neighbourhood’s, through real estate, we aim to create more jobs, grow the economy and raise the standards of living in the country. At its peak, the development will have created over 1,000 jobs mainly for Kiambu County,” added Elizabeth Nkukuu. Speaking during the launch, Kiambu County Government Governor H.E William Kabogo applauded Cytonn’s decision saying ‘The Alma’ landscape in Ruaka will have a new prime development in creation of employment

as well as provision of descent homes. “Given the current demographic trends, Kiambu County is the fastest urbanising region in Kenya. My government is alive to the fact that 63 per cent of the county population lives in urban centres,’’ Hon Kabogo said. “The manifestation of Kiambu urbanisation is in its 10 major of towns, 5 of which have populations ranging

from 300,000 to 100,000 people,” added Governor Kabogo as he extolled Cytonn’s partnership in helping meet the demand of quality homes for the growing population. The development targets a capital appreciation of 23 per cent per annum during development period, which is estimated to be two and a half years. These 1, 2 and 3 bedroom apartment

options are set across a 4.18-acre parcel of land. The development is located on the main Limuru road, 100 meters from the junction of the northern bypass, and a 5-minute commute from retail and commercial facilities such as Two Rivers mall, Village Market, and the Rosslyn mall development. enock_x254

KCB in plans to buy mid-sized bank as CBK monitors sector KCB Group has confirmed thtit is planning to purchase a mid-sized bank though officials from the organization have declined to shed further light io their investment. The Group, which is Kenya’s biggest bank by assets, said it was open to taking part in consolidation in the banking sector but declined to comment on whether it was pursuing Chase Bank, which was put into receivership last week. “KCB is open to the potential consolidation in the market but nothing specific has been pinned down,” KCB said in a statement to Reuters on Monday. There has been speculation in local media that KCB might be looking to buy Chase Bank, which was taken over by the Central Bank of Kenya (CBK) last Thursday.

WB lowers 2016 growth projections for Sub-Saharan Africa The World Bank yesterday decreased its 2016 sub-Saharan African growth forecast to 3.3 percent from a previous forecast of 4.4 per cent in October. The bank attributed the depreciating growth to plummeting global commodity prices. The bank said the commodity price rout - particularly for oil, which fell 67 per cent from June 2014 to December 2015, as well as weak global growth - were behind the region’s lacklustre performance. “Overall, growth is projected to pick up in 2017-2018 to 4.5 percent,” the World Bank said in a statement. It said a projected uptick in economic activity next year would be driven by economic powerhouses South Africa, Nigeria and Angola as commodity prices stabilise. Nigeria and Angola are the continent’s top two crude oil exporters whose economies have suffered as a result of sharply lower crude prices, while South Africa was also hit by lower platinum, iron ore and coal prices. “There were some bright spots where growth continued to be robust such as in Cote d’Ivoire, which saw a favourable

BIZ BRIEFS

policy environment and rising investment, as well as oil importers such as Kenya, Rwanda and Tanzania,” the World Bank added. The announcement comes just weeks after the International Monetary Fund (IMF) lowered its growth estimates for Kenya’s gross domestic product (GDP) to 6 per cent in 2016 from an initial projection of 6.8 per cent. The international organisation of 188 countries, said the downgrading is a result of tighter external and domestic financing conditions that will reduce private and public investments relative to earlier forecasts. This is the second time that the estimate has been downgraded with the IMF having lowered projections from 7.2 per cent to 6.8 per cent in November 2015. Nonetheless, IMF officials state that growth is expected to pick up further after 2016, supported by continued improvements in the business environment, modernized and expanded transport and energy infrastructure, and regional integration. “In 2015, the economy continued to expand robustly, although at a slowerthanprojected pace. Real GDP grew by

an estimated 5.6 percent in 2015, driven by public infrastructure spending, buoyant credit growth, and strong consumer demand,” the group said in a statement released yesterday. “But the growth acceleration in 2015 was slower than projected under the program, due mainly to delays in planned road infrastructure spending, weaker tourism receipts in the wake of an April 2015 terrorist attack, and volatile external financing conditions,” the report added. Kenya’s inflation has exceeded the upper bound of the authorities’ target range of5+2.5 per cent since December. The recent increase in inflation reflected waning base effects of lower

oil pricescontinued demand pressures, a weaker currency, accommodative monetary policy until June 2015, and adverse weather. In addition, changes in excise taxes (effective as of December 1) are estimated to have contributed 0.4 percentage points to 12-month inflation since then. The country’s large current account deficit however, has started to decline, but financing flows and reserves have also fallen. The current account deficit for 2015 is estimated to have narrowed to 8.2 percent of GDP in 2015, from 10.4 percent in 2014, which is mainly explained by an estimated decline in oil-related imports of more than 2 percentage points of GDP.

African developers will build as many as 64,000 new hotel rooms this year in 365 locations, according to new figures from the eighth edition of a study dubbed the ‘W Hospitality Group Hotel Chain Development Pipeline Survey.’ The number of hotel rooms planned to be built this year on the continent has jumped by 30 percent from the previous year. The survey has attributed the increase to strong growth in sub-Saharan Africa, which is up 42.1 per cent in 2015 and has significantly outdone North Africa which achieved a 7.5 per cent pipeline increase this year. Kenya is ranked seventh with 16 hotels under development which consist of 2,956 rooms. Nigeria leads the list followed by Angola, Egypt and Morocco.

Nigeria moves to boost non-oil income to offset fuel slump TUESDAY, APRIL 12, 2016

Nigeria expects its non-oil revenues to nearly double this year as it seeks to offset a slump in oil revenues. The country’s President MuhammaduBuhari plans a record 6.06 trillion naira ($30.6 billion) budget to stimulate Africa’s biggest economy, which has been hammered by a fall in oil exports that had made up 70 per cent of state income. Detailing its plans, the government expects to generate 3.38 trillion naira (Sh1.7 trillion) this year from nonoil sources, up 87 per cent from 1.81 trillion naira (Sh920 billion) in 2015, a presentation prepared by the government showed. The biggest source of revenues this year will come from what the presentation called “independent revenue”, without providing further details as to how or what would result into the independent revenues. Corporate income tax collection is expected to exceed the 700 billion naira generated last year, while the government also aims to recover stolen Nigerian assets stashed abroad as part of efforts to crack down corruption, the presentation further revealed. Nigeria’s Finance Minister Kemi Adeosun said that Nigeria was considering the issue of Chinese Panda or Japanese Samurai bonds to help fund the budget. To further bridge the gap, President Muhammadu Buhari plans to squeeze informal small traders who make up almost half of GDP, this year to boost tax revenues by 33 percent. The government also wants to switch its

debt mix so that 40 percent of loans would be from abroad, compared to 16 percent now, the presentation showed. Loan repayments will be stretched. President Buhari has asked the United States for help in returning stolen Nigerian assets stashed in U.S. banks. In March, the U.S. said it had frozen

also held assets in France, Britain and British offshore centers such as Jersey. Nigeria has also held talks with China, the World Bank and other international institutions to get loans to fund its plans to roll out infrastructure projects.

USAID unveils plan to support Kenya’s Health Ministry

The United States Agency for International Development (USAID) has unveiled a plan that will offer assistance to the country’s Ministry of Health as the international organisation seeks to combat preventable diseases and child mortality. The US-based group is seeking applications for a cooperative agreement from qualified Kenyan organizations to provide funding in support of a program entitled Health Communications and Marketing (HCM) in Kenya. The purpose of the activity is to implement social marketing and communications within the health sector and to build the sustainability of Government of Kenya’s (GOK’s) Ministry of Health to lead, coordinate and implement social marketing and health communication initiatives. The move aims to manage a cost-effective marketing, sales, and distribution network that improves availability and access by key priority populations to products related to HIV/AIDS and malaria. It seeks to promote accurate information to increase demand for and use of beneficial products and

more than $458 million (Sh46.3 billion) of funds that the late military ruler SaniAbacha had stolen. Nigeria has recovered about $1.3 billion (Sh131 billion) of Abacha’s money from various European jurisdictions as of last year, with more than a third of that coming from Switzerland. Abacha

services and information to encourage and sustain healthy behaviour among consumers in line with GOK strategies and priorities. Improve the preventive behaviours of Kenyans related to HIV/AIDS, in particular increasing the use of condoms in high risk sexual encounters and the percent of men and women going for HTC and receiving their test results. The initiative hopes to improve the behaviour of Kenyans related to family planning, maternal and child survival, malaria and family health, in particular, decreasing unmet need for family planning (uptake of voluntary long term family planning methods), better birth spacing, better prevention and treatment of childhood illnesses and prompt recognition and treatment of malaria and other childhood illnesses, To achieve these goals, the drive seeks to strengthen the capacity of the GOK at both national and county levels to coordinate, support and implement social marketing and communication activities. Agriculture Minister gets 10 years for corruption

Egypt’s former Agriculture Minister, Salah El Din Mahmoud Helal, and his office manager were each sentenced to 10 years in prison on corruption charges on Monday. Helal, who was arrested in September on suspicion of taking bribes in return for land licenses, was also fined one million Egyptian pounds ($112,613.88). Egypt was ranked 88th out of 168 countries on Transparency International’s 2015 corruption perceptions index. Kenya holds the 139th position in the index. Prosecutors said the bribes included a luxury home, membership of an exclusive sports club, and high-end clothing. The businessman who paid the bribe and another who facilitated it were spared jail because they confessed, a judicial official told the AFP news agency. The corruption scandal prompted the resignation of Ibrahim Mehleb’s government, and Mr Mehleb’s subsequent replacement by Ismail Sharif. The country’s 2011 uprising was partially driven by widespread anger at corruption under long-time President Hosni Mubarak. In May 2015, Mubarak and his two sons were found guilty at a retrial of embezzlement and sentenced to three and four years in prison respectively, BBC reports. Two months later, a former prime minister under Mubarak, Ahmed Nazif, was sentenced to five years after being convicted of corruption charges at a retrial.

Chief economists to convene as IMF lowers Kenya’s growth estimates Chief Economists from across the globe are set to meet on Wednesday, April 13, 2016 at the World Bank Group Headquarters in Washington DC and online to discuss emerging markets and the developing world following the current slowdown in global growth. The experts are to discuss how low commodity prices and slowing trade are affecting countries as they focus the Group’s efforts to reduce poverty. The World Bank’s chief economists will be expected to describe current conditions and the outlook for each developing region across the globe. The meeting follows recent reports from both the Bank and the International Monetary Fund (IMF) that lowering growth estimates for Kenya’s economy. It comes just days after the World Bank said it would increase funding for renewable energy and other projects aimed at reducing the effects of climate change in developing countries. The plan – which follows the landmark UN climate conference that yielded

the Paris Agreement in December – calls for funding projects that would add 30 gigawatts of renewable energy to the global grid, which would power 150 million homes with renewable energy by 2020, the bank said in a statement. It also proposes “climatesmart” agriculture investment for at least 40 countries, and bringing early warning systems to 100 million people. “Following the Paris climate agreement, we must now take bold action to protect our planet for future generations? World Bank President Jim Yong Kim said in a statement. “We are moving urgently to help countries make major transitions to

increase sources of renewable energy, decrease high-carbon energy sources, develop green transport systems, and build sustainable, livable cities for growing urban populations.” Among its other proposals, the arrangement calls for quadrupling funding over five years to make transport systems more resilient to climate change. The International Finance Corporation — a branch of the World Bank Group that serves the private sector — plans to expand its climate investments from the current $2.2 billion (Sh222 billion) a year to a goal of $3.5 billion (Sh353 billion) a year to help finance the plan.

IS IT TIME the

AND

CALLED IT A DAY?

W

hen The Fast and the Furious hit theaters in summer 2001, the film was a surprise hit to the tune of $207 million worldwide. However, despite that success, no one could have foreseen that the franchise that followed would explode into one of the most popular film franchises of the 2000s once it brought Dwayne Johnson aboard with the pivotal 2011 hit Fast Five. Each film has subsequently earned more since then, with last year’s Furious 7 bringing in an unbelievable $1.5 billion worldwide and becoming the sixth highest-grossing film of all time. Yet, while Universal was fast to announced a 2017 release date for Fast 8, many think that the series should consider winding down in the near future. Although the high-octane thrills of the Fast and Furious films have proven to attract mainstream moviegoers, the record-breaking success of Furious 7 could very well mark the apex for the series. After all, the film unites action superstars Vin Diesel, Jason Statham, and Dwayne Johnson, and while the addition of old-school action icon Kurt Russell takes the films one step closer to becoming a sort of “Junior Expendables,” even that Sylvester Stallonefronted franchise has plateaued. The ensemble approach then has proven to show its long-term limitations, and creating a seemingly endless assembly line of Fast and Furious films under this same philosophy could be a surefire way to ensure franchise fatigue, even among fans. Moreover, as tragic as Paul Walker’s death may have been, it’s extremely likely that the box office performance of Furious 7 was buoyed further by fans’ desire to see his final appearance in the series and curiosity in discovering how the film would write Brian O’Conner out of the story. Those final poignant moments — set to Wiz Khalifa’s ubiquitous hit “See You Again” — stand as the most emotionally gripping in Fast and Furious history, adding some well-earned sentimentality to a film

that was otherwise full of ludicrous action sequences and a melodramatic subplot centering on Letty’s (Michelle Rodriguez) amnesia. That heartfelt farewell to Walker/Brian wraps up the character dynamic that has always sat at the forefront of these films, and there’s a reason that many fans consider 2 Fast 2 Furious and The Fast and the Furious: Tokyo Drift to be among the series’ weakest installments, as these are the only ones not featuring both Diesel’s Dominic Toretto and Walker’s Brian O’Conner. With the Brian/Dom “bromance” in the rearview and Jordana Brewster’s Mia inextricably linked to Brian’s exit, the franchise will have to shift its focus to the only two remaining original leads: Diesel and Rodriguez. Dom and Letty’s on-again/off-again romance has been percolating to various degrees ever since the two actors returned to the films in 2009, and now that they are (spoilers?) married and reunited, there may be little emotional thrust to keep the franchise running full steam ahead. Granted, Statham’s Deckard Shaw is set to return for the next film, but this cycle of revenge is bound to wear thin sooner rather than later, meaning that drastic measures may be in order for the Fast and Furious series to continue. Universal has found a tent pole franchise here, and the studio is unlikely to want to let that go anytime soon, but perhaps the powers that be might consider establishing an endpoint for the flagship series in the near future. Some reports have indicated that the 10th film might bring the Fast and Furious universe to a close, allowing the filmmakers the chance to thoroughly explore these characters and wring a few more billion dollars out of audiences before letting it rest. With the films already showing signs of creative fatigue, this might be the best decision, as far as the big picture is concerned. Of course, this doesn’t preclude the development of a longrumored spin-off film for Johnson’s Hobbs or expansion of the series into a full-on shared universe.

There iS A hAndful of people ouT There who Are Able To mAKe Their eX come running bAcK To Them, wiThouT hArdly Any efforT AT All…

DON’T DO THIS IF YOu WANT

I

t’s a fact. Most people don’t know how to get back with their partner after a break up – so they end up with someone else and not with the person they want and deserve. Let’s face it, there is no way to “control” your ex so they will instantly get back to you. Or is there?… There is a handful of people out there who are able to make their ex come running back to them, without hardly any effort at all… Do these people try to make their ex jealous? Suddenly become rich? Or develop the body of a Hollywood star? Almost always the answer is NO! But, they do know that nearly

ALL ex-partners have the same needs when it comes to getting back together as a couple, and if you know those needs, you can make your ex desire you, want you, and have to be with you. However don’t do this five deadly mistakes or that ship will have sailed miles: Texting and calling all the time: Ok, we know you miss them but please whatever the case you are no longer a couple quit suffocating them. Begging them and trying to use pity to have them feel sympathy, come-on it is love not a pity party. Letting them walk all over you. Many women especially are guilty of this. Get it right this don’t work

Dear Dr X,

I love my girlfriend and I have recenty introduced her to my mother but I am afraid they may not have hit it off but I know my mom and she is simply giving her a hard time. How do I make her love my girlfriend?

— Confused.

Dear confused,

HOW DO I GET MY MOTHER TO ACCEPT MY GIRLFRIEND?

it just makes someone despise you. Showering them with affection; Ha! You can’t love someone into loving you, no matter how that looks. And the biggest one freaking out when they move on and start dating. That said getting someone back sometimes is not necessarily what is good for you but when you follow the best rules it can work and last. Try being busy, better yourself, be unavailable, be successful and find inner happiness and do not be desperate. If there is something there, it will spark right back.

ASK dr X

Your mom won’t see your girlfriend the way you do at the beginning, but that’s normal. Give your mom room to voice her issues about your girlfriend and feel heard. Once you know what your mom doesn’t like, you can address the issues directly. Appeal to your mom’s sense of fairness. If your mother is attacking your girlfriend personally or expressing doubts without enough experience, frame her judgments as they are: personal and premature. Don’t be defensive. If your mom does have a long list of things she doesn’t like about your girlfriend, your first reaction might be to jump to your girl’s defense. Resist that urge and keep listening. Acknowledge if your mother makes a legitimate point without losing ground. Convince your mom that she raised you to make good decisions. This appeals to your mother’s sense of pride. What parent doesn’t want to feel like they have raised a responsible and conscientious child? Good luck.

WHY THE MIJIKENDA LIVE IN KAYAS Mijikenda” literally means nine homes or nine homesteads (in Swahili), referring to the common ancestry of the Mijikenda people. The nine Mijikenda sub-tribes are believed to be nine different homes of the same tribe. Each sub-tribe speaks its own dialect of the Mijikenda language. Among the nine Mijikenda sub-tribes, the Giriama and the Digo are the most wellknown, most populous, and therefore, most dominant along the Kenyan coast. The other seven sub-tribes are the Chonyi, Duruma, Jibana, Kambe, Kauma, Rabai and Ribe. It’s very common for other Kenyan tribes to refer to all Mijikenda people simply as Giriama. The Mijikenda culture revolves around clans and age-sets.. Traditionally, each clan lived in one fortified village built in a cleared area of the forested ridges. A person’s age-set determined their role and social standing within the clan and elaborate rituals were often held for members graduating from one age-set to another. Each Mijikenda clan had their own sacred place known as kaya, a shrine for prayer, sacrifices and other religious rituals. These kayas were located deep in the forests and it was considered taboo to cut the trees and vegetation around them. The kaya elders, often members of the oldest age-set, were deemed to possess supernatural powers including the ability to make rain. Due to the kaya taboo, the forest regions around the Mijikenda kayas remained untouched for many years, thus preserving several rare or endangered plant species.

Kenya will beat WADA deadline for anti doping Bill, Uhuru assures athletes TUESDAY, APRIL 12, 2016

President Uhuru Kenyatta has assured that the Anti-doping Bill 2016 will be passed on time to beat the deadline set by the World Anti-Doping Agency (WADA). The President said the government has given the Bill priority, adding that he is personally following it up with the leadership in the National Assembly until it is passed. “By next week latest, the Anti-Doing Bill will have been passed by Parliament and I will have signed it into law so that there will be no excuse to deny our team from participation in the Rio de Janeiro Olympics in August,” President Kenyatta said. The Head of State spoke today when he hosted the Paris Marathon and the World Half Marathon teams for breakfast at State House, Nairobi. “We know there are people who are looking for excuses to ensure that Kenya does not participate in the Olympics. We will not give them that excuse,” President Kenyatta said. “We must win clean,” the President told the athletes, saying Kenya’s undisputed position as the world athletics champions should not be tainted by doping. Enactment of the Bill that is set to

criminalise sports doping is a key requirement set by WADA for Kenya’s participation in the Rio de Janeiro Olympics starting on August 5. The President congratulated the athletes for their sterling performance at the IAAF World Half Marathon Championships in Cardiff, Wales and at the Paris Marathon. “To the Paris team, you made us very proud. Every meeting we attended in Paris, people were singing ‘Kenya-Kenya-Kenya’ as a result of your efforts. Congratulations also to the World Half Marathon team for the pride you have also brought to our country,” President Kenyatta said. The President said that the Kenyan athletes have continued to bring pride and recognition to Kenya cross the world. “As athletes, you are not only putting Kenya on the map and giving us pride but you are also representing what is best about our country. This is something that we are very proud of and I want to assure you of my personal as well as my Government’s continued support,” Kenyatta added. As a way of appreciation, the President announced that every athlete who wins a gold medal will receive a Sh1 million reward, silver medal Sh500, 000 while

bronze medallists will be awarded Sh250, 000 while the team that wins will also receive Sh1 million. “Even if you win prizes, you represent our country. Therefore, we also have a responsibility to appreciate your efforts.” The World Half Marathon Championships team was led by 23-year old record holder Geoffrey Kipsang Kamworor while the team to the Paris Marathon was led by Cyprian Komurgor Kotut who won the Paris Marathon. Kenyatta also disclosed that the Government has put in place all the necessary measures to ensure that Kenya successfully hosts the World Junior Athletics Championships in July next year. Athletics Kenya acting president Jack Tuwei thanked Mr Kenyatta for his support to athletics and sports in general. Tuwei assured that the Kenyan teams have embarked on preparations and will not disappoint in the coming competitions. Sports, Culture and the Arts Principal Secretary Richard Ekai outlined the steps his Ministry has taken to boost sports, among them the establishment of the National Anti-doping Agency (NADA) which is operational.

President Kenyatta chats with Athletes when he hosted them to a breakfast meeting at State House yesterday. he assured them that the country will meet the WADA deadline on anti-doping and avoid a possible ban.

SPORTS BRIEFS

Messi still highest paid football star Argentina and Barcelona star Lionel Messi remains the world’s highest paid footballer with an annual income of 74 million euros ($84.3 million or Sh8.5 billion), according to a report set to be released by France Football magazine today. Messi’s earnings in 2015 rose by nine million euros compared to the previous figures, keeping the fivetime Ballon d’Or winner ahead of Cristiano Ronaldo (67.4m euros) and Neymar (43.5m euros) as the top three stayed unchanged for the third year running. The magazine’s estimates were based on players’ pretax salaries, sponsorship revenues and various bonuses. Angel Di Maria was the top-earning player in France with 24 million euros following his off-season move from Manchester United, with the Argentine narrowly ahead of Paris Saint-Germain teammates Thiago Silva and Zlatan Ibrahimovic. The figures in France only accounted for player wages and contract bonuses, according to the report. Despite his sacking from Chelsea in December, Jose Mourinho was the highest earning coach on 24 million euros, with Pep Guardiola and Fabio Capello rounding out the top three.

Fifa issues fresh Nigeria warning

Football’s world governing body Fifa issued a warning to Nigeria on Monday to either reinstate its sacked Nigeria Football Federation (NFF) officials or face a suspension. It follows last week’s regional high court ruling that Chris Giwa should be installed as the NFF’s President and that the Fifa-recognised head, Amaju Pinnick, be sacked. Fifa warned that the country could face sanctions - including a ban - if a decision of the Federal High Court in Jos from Friday is implemented. In a letter dated 11 April 2016, Fifa’s acting secretary general Markus Kattner said the ruling by a Jos federal high court is classed as “interference.” “The decision of the Federal High Court in Jos, if implemented, would likely be considered as interference in the internal affairs of the NFF and the case would be brought to the highest authorities of Fifa for consideration of sanctions, including the suspension of the NFF,” the letter read in part.

History chasing starlets hold fate in their hands

Harambee Starlets head coach David Ouma has retained his starting lineup that held Algeria to a 2-2 draw away in Algiers in today’s return leg at Kasarani as they seek to qualify for the 2016 Africa Cup of Nations. Starlets are one match away from making history as the first Kenyan women’s team to qualify for the Nations Cup and they just need at least a goalless draw in the second-leg to book a ticket to the finals scheduled for Cameroon in November. “History is in sight for us and that is a big motivation already. We want to be the first ever Kenyan girls to play at the African Cup of Nations. We know we have the advantage and we want to make good use of it,” assistant captain Mary Kinuthia said after the team’s recovery training session at the match venue Monday morning. The team was heading for a historic win after rallying from behind to lead 2-1 but a last minute equalizer earned Algeria some hopes in the return leg. They came up against an experienced Algerian side that has been to four Women’s AFCON, but Kinuthia disclosed they had to fight until the end to ensure they stay on course to fulfilling their dream. “We knew we were going to meet a tough and experienced side which has players playing in Europe, but we motivated ourselves knowing we could upset them. It was only unfortunate to concede in the last minute but even the draw was not a bad result,” the striker added. Algeria captain Fatima Sekouane scored a 78th minute own goal to hand Kenya a lifeline into the match with high school sensation Mwanahalima Adam scoring the second in the 85th minute before Bouhane found the leveler for Algeria in the 89th minute.

Harambee Starlets head coach David Ouma with his players at a training session yesterday. The team takes on Algeria at Kasarani this evening with eyes set on AFCON qualification.

Adam will be aiming to score in front of home fans, outlining that their target is to win the tie and not a draw. “We must show them that we are also a tough team and they can’t beat us at home. We can’t afford to lose and having scored away, I also must score at home. I have hope we will qualify for AFCON,” Mwanahalima warned. Ouma will be without midfielder Elizabeth Mwikali, who picked up a

knock on the hip in the first-leg but he will be boosted with the return of Jacky Ogol who missed the trip to Algeria with a knee injury. Dorcas Shikobe and Wendy Achieng have also managed to shake off knocks on their ankles and trained well with the rest of the team. With Football Kenya Federation waiving entry charges for the clash, Ouma has called on fans to come out

in large numbers and cheer them up. “The results previously have not been good but tomorrow (Tuesday) we have a chance and fans should come and support the Starlets because that’s the only way they can motivate the girls. We promise not to disappoint them,” Ouma urged. MORE ON THIS STORY www.capitalfm.co.ke

Mad rush for Leicester tickets as fans anticipate EPL glory Tickets to watch Premier League leaders Leicester’s final home game are being offered for £15,000 a pair through an online re-sale website. The 7 May match against Everton, which could see the Foxes become champions, sold out in 90 minutes on Monday. But within hours, individual tickets were being advertised for more than £3,000 each and a pair for much more. The club said it would “take action against any ticket touting” or attempts to “resell tickets above face value”. Leicester are seven points clear of nearest rivals Tottenham with five games left. They have already secured Champions League football and need three more wins to guarantee the Premier League title. They face West Ham and Swansea at their King Power Stadium then

Manchester United at Old Trafford, before the game against Everton next month, followed by the final match of the season away to last year’s champions Chelsea on 15 May. One fan who contacted BBC Sport said he had missed out on a ticket, despite having a membership package and having been to all but three home games this season. “This season is something we never expected and will probably never happen again in our lifetimes,” said the supporter, who wished to remain anonymous. “Now I won’t be there to potentially celebrate us winning the Premier League. It is a bit of a ‘here’s what you could have won’ moment. “The club have been brilliant with fans these past couple of seasons. But I think there will be a few questions

for them to answer as to how this has happened. I can’t see how ordinary fans could afford to pay £15,000 for two tickets - looking at some of them, it’s the price of a second-hand car.” Leicester posted on their own website that the Everton game had seen “unprecedented demand” and sold out in “record time”, with the “vast

majority” of higher-tier members able to get a ticket. Membership does not guarantee a ticket, the club told the Leicester Mercury. “The unauthorised sale of football tickets is a criminal offence under UK law,” added a club spokesman.

Rooney to make his return in FA Cup tomorrow

Wayne Rooney could feature in Manchester United’s FA Cup replay against West Ham on Wednesday after making his return in an under-21 game. With manager Louis van Gaal watching on, the England captain played 61 minutes for the youth team against Middlesbrough on Monday. The striker has missed 12 games since injuring his knee in a Premier League defeat at Sunderland on 13 February. Van Gaal said Rooney, 30, could play in the cup should he prove his fitness. Rooney had a quiet match, his highlight in front of a 6,132 crowd being a second-half free-kick that curled over the crossbar. Paddy McNair scored the only goal of the game moments after the forward was substituted. United, fifth in the league and beaten 3-0

by title-chasing Tottenham on Sunday, will travel to Upton Park for a quarterfinal replay which United midfielder Michael Carrick has described as “make or break” Van Gaal said United’s defence would need to improve in order to deal with West Ham striker Andy Carroll if they are to seize their “last chance of silverware” this season. Carroll scored a hat-trick in a 3-3 draw against Arsenal on Saturday, while United conceded three goals in six second-half minutes at Spurs. “I’ve seen the Andy Carroll show,” said the 64-year-old Dutchman. “And I think our problem against Tottenham was also the miscommunication of our central defenders.”

Man City, PSG in history making tie M

oneybags Manchester City and Paris Saint Germain will be looking to make history tonight when they clash in their EUFA Champions League quarter final second leg tie at the Etihad Stadium in Manchester. The two teams drew 2-2 in Paris a week ago and are both seeking to reach the competition’s semi-finals for the first time ever. PSG have been eliminated at this stage for the last three consecutive seasons and would be seeking to break the hoodoo when they take on their hosts. Man City have however reached the quarter-finals for the first time this season and are looking to stretch the achievement even further. But manager Manuel Pellegrini does not think the semi-finals should be the ultimate goal. “I am not thinking about that. If we arrive at the semi-finals with this group it would be a very good achievement. But we wouldn’t just be happy with that. We must play every game thinking we are the best and that we can win - to arrive to the semi-final to try and win this competition,” he said. His opposite number at PSG Laurent Blanc however agrees that seeing off his opponents tonight will be big for the French side. “It will be a new era for French football if we go through,” he said. “Of course it would change things. It would make it a real breakthrough. But that is not enough. Ultimately, the club’s objective is to win the Champions

League,” he added. “There will be expectations until we win it. A lot of investment has been made. We have to show we are making progress.” Both teams head into the tie without dependable players. PSG will miss the services of central defender David Luiz and midfielder Blaise Matuidi who are both suspended while city will miss the services of Captain Vincent Kompany and winger Raheem Sterling as the due are yet to recover from their injuries. David Silva trained yesterday after missing Saturday’s 2-1 victory over West Bromwich Albion with an ankle injury. Defender Nicolas Otamendi did not train with the squad on Monday after suffering an ankle injury at the weekend but will be available as City look to qualify for the semi-finals. With their two away goals in the first leg, a 0-0 or 1-1 draw, or any victory, will be enough to take Manchester City through. But the Pellegrini is not preparing to shut up shop. “I think the most important aspect of this team is always to score. We are working here for three years and I always have the same answer. We are a team that is prepared to score goals. If we prepare to play 0-0 I think we lose. You see the same team you see the last two and a half seasons.” If City make it into the last four, they will be only the second Premier League side - after Chelsea in 2014 - to reach that stage of the competi@peter_x254 tion since 2012.
