He said stern action will be taken against those found to have by-passed the authority. According to Gen. Nkaissery, IPOA is an independent body for which officers who feel aggrieved on any matter should channel their complaints. “I want you to look at me in the eyes and let this message sink down into you, that any officer in uniform should not go to court but to IPOA,” said today during a ceremony in which the authority awarded officers who have been outstanding in the police service at Intercontinental Hotel in Nairobi. Graft fight talk to dominate Meru Devolution conference THURSDAY, APRIL 14, 2016

Talk on the fight against corruption at the national and county governments’ level will largely feature during this year’s devolution conference set to be held in Meru County next week. Devolution Cabinet Secretary Mwangi Kiunjuri says key stakeholders in charge of fighting the menace like the Ethics and Anti-Corruption Commission (EACC) will be present during the deliberations to help seal loopholes. Kiunjuri, while briefing journalists on Wednesday urged the EACC to deal with the threat head on, without fear or favour. “We have the constitution of this country which has set institutions in charge of various responsibilities,” he stated. “The issue is; are we helping them to do their work? Are there any barriers?” He said the conference will seek ways of facilitating the anti-graft agency as well as renewing the commitment and political goodwill of fighting graft. “All levels of government must work together in fighting the menace…you clean up your house, I clean mine,” he said. President Uhuru Kenyatta during his State of the Nation Address lamented that the public was being denied crucial services due to graft despite the massive resources being channelled to the county level. “You must ask, does the one trillion sent to the county governments reflected in what you see? Is there clean drinking water and proper sanitation; efficient garbage collection, medicines in hospitals, and agricultural extension workers visiting your farms? ” he posed, amid

CS Nkaissery warns police officers against going to court

Aware of the corruption menace that continues to tait the image of the police department, Gen Nkaissery moved to defend his officers saying it is the public that lures them into corruption. “No officer goes to the pocket of anybody to remove money. It is the people that give them. It is the society that is corrupt, not the police,” he said. Speaking at the same function, Inspector General Joseph Boinett echoed the minister’s remarks saying the war on graft cannot be left to the police alone. “The public must also play their part,” he said. Ethics and Anti-Corruption Commission chairman Philip Kinisu while speaking at the event urged stakeholders to quickly address the ethical concerns among officers. “The question of ethics on police officers is yet to be adequately addressed and should be given a major focus,” he said. Tiaty MP Asman Kamama who chairs the Parliamentary Committee on Administration and National Security called on the Inspector General to deal with corruption which he said has riddled the promotion of officers. “Police officers nowadays buy their promotions which is wrong. Hard working officers should be promoted,” Kamama said. A total of 46 officers received various awards for their sterling performances in serving the public. IPOA said the officers had been picked by members of the public in coordination with the authority from across all the 47 counties. Eight police stations were also awarded for cleanliness, best detention facilities and good community policing practices. Nkaissery said the awards brings hope that the police is living to the transformation agenda.

He revealed that nine political parties had expressed interest to fold up and join the Jubilee party which President Kenyatta will used as his re-election vehicle in 2017. “We are happy with the progress of the Jubilee merger process; we are growing bigger and bigger each day each day, so far we have nine parties on board, we still welcome more” he said. Wekesa said that tha intended purpose of the Jubilee merger is slowly but steadily being accepted by Kenyans saying that it guarantees the unity of the country. The political parties included, Jubilee Alliance Party (JAP), The National

Alliance (TNA), United Republican Party (URP), Republican Party, United Democratic Front (UDF), Grand National Unity (GNU), Alliance Party of Kenya (APK) and Agano party. He called on other parties that are yet to join to do so saying Jubilee is keen on doing away with briefcase political parties and forming a bigger one for prosperity. Wekesa clarified that it was not the intention of the party to force anyone to close shop but they can do so at their own advantage. “We don’t want to form Jubilee Party as government and then find fellows telling as that we voted for you, yet you did not join us from the onset, that we will not accept,” he declared. He revealed that plans were on top gear to unveil Jubilee Party so that

they can officially start selling its vision, principles and ideals. However, he said that his team has already identified loopholes that would deter or attract legal suits after the merger, and as a result sponsored an amendment to the Political Parties Act currently being debated in Parliament. “We have identified loopholes in our merger process, and we have proposed amendments to that effect to help us move forward without any hindrances,” he added. Kaimenyi to reveal prison land grabbers in two weeks Lands Cabinet Secretary Jacob Kaimenyi has promised to name private developers behind the grabbing on close to 500 acres of prison land across the country. Prof Kaimenyi who appeared before the Senate Committee on Lands yesterday told the legislators that 4914 acres of prison land has been fraudulently acquired by unscrupulous private developers. The CS (pictured) revealed that 26 prisons lack valid title deeds, were not fenced and thus have suffered massive land encroachment. When the senators put him to task to explain the measures his ministry is putting in place to repossess the grabbed land, the CS said he will name individuals and companies that were involved in the fraudulent practises once ongoing investigations are completed. “In the next 14 days, we should be able to provide details with specifics on who are behind the grabbed prisons land,” Prof Kaimenyi said. He acknowledged that not all prisons land had been surveyed and fenced, which created room for

encroachment. He reiterated that he is keen on ensuring that his staff undergo a lifestyle audit in a bid to discourage corruption practices that had taken root in the ministry. “We are keen to ensure that all our staff will be audited to ensure that we slay corruption practises that have taken root in the ministry,” he said. commissioner general Benjamin Nyoga said out of the 118 penal institutions in the country, only five have valid title deeds. “From our own survey, it is clear that a sizeable chunk has been grabbed on paper, meaning that the occupants have title deeds and other supporting documentation,” he said. Mr Nyoga said encroachment on prisons land is a very serious matter and should be tackled urgently. The Prisons Department, he said, has been pushing to get title deeds for its land but the process has been slow. A survey by the Land Development and Governance Institute (LDGI) released in February showed that chances of public land encroachment increased when land is not surveyed or fenced. The report titled Status of Public Land Management in Kenya shows that while 77 per cent of managers of public institutions know the size of their land, more than 50 per cent did not have ownership documentation.

Alarm as study reveals most smokers are uneducated Majority of tobacco users live in rural areas and have acquired little or no formal education, a survey has revealed. The survey conducted by Kenya Stepwise under the World Health Organisation (WHO) revealed that 20 per cent of tobacco users had no formal education, 18.6 per cent did not complete primary education, 11 per cent completed primary while 8.8 per cent had post-primary school education. It also emerged that 21 per cent of nonsmoking Kenyans were exposed to second hand smoking exposing them to lung and throat infections. Men still lead in the usage of tobacco, with the survey showing the majority are those aged between 60 and 69 years, at 33 per cent. In both genders, those aged over 60 are the majority users at 21.6 per cent. During the release of the survey at a Nairobi hotel, Health CS Cleopa Mailu noted that the statistics were worrying owing to the health risks associated with the habit, further directing the Tobacco Control Board (TCB) to implement the law. “I am therefore directing the division of environmental health to strengthen the enforcement of the provisions of smoke free areas, as provided for in the Act,” Dr Mailu directed. The law prohibits smoking in any public place including homes in which children are exposed, work places, health institutions and Court buildings. “I am glad that despite numerous challenges a lot of efforts have gone into tobacco control. More however remains to be done,” observed the CS. Dr Mailu explained that the law also laid out designated areas for the sport and attracted penalties for smoking in public places.

Any person found to have broken this law is liable to a fine not exceeding Ksh50, 000, six months imprisonment or both. In the 12 months that preceded the study, one out of 10 tobacco smokers had been advised by a health care provider to stop smoking. Three in 10 had tried to stop the habit. Dr Mailu further expressed concern at the number of Kenyans who were heavy alcohol consumers. “Thirteen percent of Kenyans engage in heavy episodic drinking of alcohol, which has been associated with many acute health and social consequences,” he said. Approximately 19 percent of Kenyans drink alcohol while 17 percent of former alcohol drinkers stopped due to health reasons. Further, 3.4 percent of the respondents reported to having driven vehicles while under the influence of alcohol.

The MPs were led by Senator David Musila and included National Assembly Minority Leader, Francis Nyenze. The Kitui leaders requested President Kenyatta to visit their county as soon as his diary can accommodate the tour. The President and the Kitui MPs also discussed the need

NEWS BRIEFS China to punish 357 over vaccine scandal China has said that 357 officials are to face punishment over a scandal involving the illegal sale of vaccines. The Xinhua news agency said 192 criminal cases had been filed over the case, which saw improperly stored or transported vaccines sent to 59 health institutions. The government has said it will tighten procedures around vaccinehandling. The scandal has caused widespread anger in China. The illegal vaccine ring was reportedly in operation since 2011, and in April 2015 two women were arrested for selling some $88m (£61m) worth of vaccines. But the details were only made public last month, when the authorities issued a call demanding that suppliers come forward to help them trace potential victims. China’s State Council said the 357 officials faced demotion or losing their jobs and that 202 had been detained so far. Health authorities have also urged people to continue coming forward for vaccinations.

US confirms Zika causes birth defects The US Centers for Disease Control and Prevention (CDC) has confirmed that the Zika virus causes severe birth defects, including microcephaly. Hundreds of babies were born in Brazil last year with microcephaly, a syndrome where children are born with unusually small heads. The defects coincided with a spike in Zika infections, leading experts to suspect the mosquito-borne virus. Research has now affirmed those experts’ suspicions, the CDC said. “This study marks a turning point in the Zika outbreak. It is now clear that the virus causes microcephaly,” said Dr Tom Frieden, the head of the CDC.

Drought fears grip southern Africa Food shortage fears over a drought in southern Africa have prompted Malawi to declare a state of national disaster and Mozambique to issue a “red alert”. The President of Malawi, Peter Mutharika, warned in a statement some people needed aid for all of this year. Mozambique raised alert levels for southern and central regions. Zimbabwe, Lesotho and Zambia are also suffering food shortages, while South Africa says its drought is the worst in a century. Over 10 million people across the region will need food aid in the coming year, according to the World Food Programme (WFP). Malawi has suffered both flash floods and drought recently, hitting the staple maize crop.

Nigeria’s Chibok girls ‘shown alive’ in Boko Haram video

A video released by the Nigerian Islamist group Boko Haram appears to prove that some of the schoolgirls kidnapped two years ago from the town of Chibok are still alive. The video, sent to the Nigerian government, shows 15 girls in black robes identifying themselves as pupils abducted from the secondary school. Some of those filmed have been identified by their parents. It is the first footage of the girls to be seen since May 2014. The kidnapping of the 276 girls triggered the global social media campaign #BringBackOurGirls, involving US first lady Michelle Obama and a host of celebrities. But despite their efforts, most of the girls are still missing Meanwhile, hundreds of parents are due to hold a march in the Nigerian capital, Abuja, to demand the government does more to find their daughters. The BBC’s Martin Patience in Abuja says they blame the previous government for doing nothing when the abduction took place and now the current administration for failing to devote enough resources to the search. Boko Haram militants attacked the government boarding school in Borno state on 14 April 2014, seizing the girls who had gone there to take exams. Shortly afterwards they released a video of them and demanded a prisoner exchange. Boko Haram’s leader, Abubakar Shekau, said the girls had converted to Islam and he threatened to force them into marriage with his fighters or sell them into slavery. As the months passed, about 57 students managed to escape but at least 219 are still missing. The latest video, apparently filmed on Christmas Day 2015, shows the girls pleading with the Nigerian

Trump supporters acting like thugs, rival Ted Cruz says Texas Senator Ted Crus has accused Donald Trump supporters of “acting like union boss thugs” in pursuit of the Republican Party nomination, saying during CNN’s town hall that they are intimidating potential Republican National Convention delegates. “Donald and his team, it’s almost like they’re subjects in a course in clinical psychology. The conduct they do, literally, they accuse others of doing,” Cruz told moderator Anderson Cooper during the event, which took place in New York ahead of Tuesday’s primary. Citing threats Indiana police have reported against delegates, Cruz said, “We shouldn’t be intimidating delegates.”

“What Donald doesn’t like is losing elections,” the Texas senator said. Cruz also predicted Trump would have trouble getting the support of Republicans at a contested convention. “In Cleveland, I believe if it’s a contested convention ... we’re going to be in the much stronger position to earn the majority of delegates and earn the nomination of the party,” Cruz said. “In Wisconsin, the day before the election, Trump predicted a big victory,” Cruz said. “What we saw was the party unify and come together, that’s what its going to take to win the nomination.” The Texas senator (pictured right)

Banks to blame for bad loans and poor sector performance A move by local lenders to hike up interest rates is partly to blame for the banking sector’s poor performance in 2015, a new report by business advisory firm, Mentoria Consulting has revealed. The slowdown in profitability within the banking industry in 2015 was primarily caused by escalating non-performing loans, accompanied by a challenging macro environment. According to the report, rising inflation and a depreciating currency saw the Central Bank of Kenya increase its lending rate in an attempt to mop up excess liquidity from the market and subsequently tame inflation. Following the CBK’s directive, banks hiked their lending rates in order to maintain their net interest margins, leading to a lot of bad debts. Mentorias analysis states that rates were quite volatile and interbank rates soared to over 25 per cent in September 2015. “Banks had to offer depositors a higher interest in order to prevent a flight of deposits for a higher return,” Mentoria Consulting Managing Director and Chief Economist Ken Karuga explains. At the same time, banks assumed greater risk than normal and lending to less creditworthy borrowers in an attempt to meet their earnings targets. This has in turn led to a rise in bad debts hence poor profitability. The International Monetary Fund (IMF) has urged countries to adopt strong economic reforms. This comes just after the financial institution congratulated Kenya’s government for its effective response to shocks that have affected the country’s economy over the past year. In a context of fragile and uneven global economic recovery, a comprehensive policy response is needed to reduce vulnerabilities and improve growth prospects, the IMF said yesterday in its April 2016 Fiscal Monitor. The Fiscal monitor examines how countries can respond to the sharp deterioration of fiscal positions in the past year. Public debt ratios have been revised upward in most countries. The revisions have been the largest in emerging market and middle-income economies, where fiscal deficit ratios in 2015–16 are now expected to exceed the levels observed at the beginning of the global financial crisis. “All countries need to adapt to these

new realities, but no one-size fits-all,” said Vitor Gaspar, Director of the IMF’s Fiscal Affairs Department. The IMF has stated that beyond the country-specific immediate policy responses, all countries must pursue two main objectives over the medium term. “First, in a risky environment, a key objective of fiscal policy is to make public finances more resilient,” the IMF said. “Second, raising growth is necessary everywhere. In advanced economies, a sustained increase in growth of 1 percentage point could bring debt ratios to their pre-crisis levels within a decade. In emerging and developing countries, strong growth is also warranted to raise living standards and finance development strategies. Swiss International Hotels & Resorts and Mount Kenya Holiday Homes Limited have today announced their commitment to co-develop a $70 million (Sh7 billion), 5 star resort with a total of 281 villas, apartments, townhouses and an all-suite hotel at Naromoru next to Mount Kenya, the 2nd highest mountain in Africa. Remittances edge up slowly as cost of sending money remains marginally high Remittances to developing countries grew only marginally in 2015, as weak oil prices and other factors strained the earnings of international migrants, says the World Bank’s latest edition of the Migration and Development Brief, released yesterday. Despite the slight jump in cash-flow, the cost of sending cash to Kenya and its Sub-Saharan counterparts has remained somewhat high. The global average cost of sending $200 (roughly Sh20,000) was about 7.4 per cent in the fourth quarter of 2015, down slightly from the previous quarter and 0.6 percentage points below the end of 2014. Sub-Saharan Africa, with an average cost of 9.5 per cent, remains the highest-cost region. However, major international banks continue to close correspondent banking accounts of money transfer operators (MTO) to limit exposure to money laundering and other financial crimes. A World Bank survey confirms that

account closures are widespread, with adverse impacts on remittance costs and flows in rural and remote regions. Officially recorded remittances to developing countries amounted to $431.6 billion (Sh43.6 trillion) in 2015, an increase of 0.4 percent over $430 billion (Sh43.4 trillion) in 2014. The growth pace in 2015 was the slowest since the global financial crisis. SubSaharan Africa saw a modest growth of 1 per cent in remittances in 2015, compared to 0.2 per cent in 2014. Remittances to the region are expected to increase further this year, by 3.4 per cent, to $36 billion (Sh3.6 trillion), from $35.2 billion (Sh3.5 trillion) in 2015. The slowing in remittances growth, which began in 2012, was exacerbated last year by low oil prices, which are taking a toll on many oil-exporting remittancesource countries such as Russia and the Gulf Cooperation Council (GCC) states. As a result, many remittance-receiving countries, including India, the world’s

largest remittance recipient, and Egypt saw remittances contract in 2015, as flows from the GCC countries slowed considerably. “Remittances are an important and fairly stable source of income for millions of families and of foreign exchange to many developing countries. However, if remittances continue to slow, and dramatically as in the case of Central Asian countries, poor families in many parts of the world would face serious challenges including nutrition, access to health care and education,” said Augusto Lopez-Claros, Director of the World Bank’s Global Indicators Group. Remittance flows are expected to recover this year, after a bottoming out in 2015, with growth driven by continued economic recovery in the United States and the Euro Area, and a stabilization of U.S. dollar exchange rates of remittance-source countries. In addition to currency movements, oil prices are a key downside risk to this

outlook. Should the price of oil suffer unexpected declines, remittances from Russia and the GCC would be further buffeted. A special feature on natural disasters and epidemics notes that migration and remittances have long played important roles in helping to cope with natural disasters, although the vast majority of people displaced by a disaster move for only a short period and remain in their home country. The diaspora has assisted people affected by disasters by sending more money home. However, remittances may also fall if the disaster disrupts the moneytransfer infrastructure. While climate change is likely to result in increased frequency and severity of weatherrelated disasters, the international community currently lacks a legal and institutional framework to cope with the resulting migration from the affected areas. Low-cost insurance protects herders against drought Subsidised insurance products are protecting Kenyan herders against the detrimental effects of drought. According to a new report, herders in semi-arid areas such as Marsabit are spending as little as Sh3,000 to insure up to one cow and 10 goats against dearth and famine. The products, an initiative of the International Livestock Research Institute (ILRI) use satellite imagery to determine forage availability, with payouts triggered when a lack of rain shrinks grazing to less than 20 per cent of ideal conditions. The index-based insurance programme is run by ILRI and funded by the British, US and Australian governments and the European Union. The donors subsidise the cover to make it affordable for pastoralists.

There is no need to panic over the recent increase in bad bank loans since it comes after several years of fast lending growth, Barclays Kenya CEO Jeremy Awori has said. Awori’s statement, which was issued yesterday, comes after Central Bank of Kenya (CBK) Governor Patrick Njoroge said that the amount of non-performing loans (NPLs) in the banking sector and the inadequate funds set aside to cover them are hampering the industry. Speaking to reporters in Nairobi barely a week ago, Njoroge added that his office would conduct more stringent surveillance of the sector. NPLs rose to 6.8 per cent of total credit in February from 5.7 per cent a year earlier, “Clearly there is an issue here, the direction is not favourable,” he said. “Banks needed higher rates to cover losses from these bad loans. By increasing provisioning, it will create opportunities to price credit correctly and lead to a reduction in lending rates,” Njoroge added. The Central Bank’s monetary policy committee (MPC) has stated that credit risk remains a concern and the industry regulator would tighten supervision and conduct on-site inspection of banks. Meanwhile, Njoroge has noted that Lenders should examine their credit policies and implementation to avoid reckless lending, he said. According to CBK data,banks had extended Sh2.26 trillion in loans by November 2015, 16 percent more than a year earlier, according to the

central bank’s supervision report from November 2015. Gross NPLs rose to Sh139.9 billion by November 2015 from Sh108 billion a year earlier. Speaking to reporters on Wednesday, Awori said annual lending growth in the sector had been running at above 20 per cent in recent years, meaning the quality of some loans could have dropped. “We shouldn’t have a sense of paranoia

and panic about non-performing loans increasing,” he explained. “Non-performing loans will rise but if a bank is well run it will take care and make sure it is still viable in terms of operations,” Awori said. Last week, Njoroge also said there were no systemic problems in the sector. Verizon workers go on strike Over 40,000 Verizon workers across six US states yesterday went on strike after contract negotiations failed to produce a settlement. The unions organising the action represent customer service and network technicians. Verizon called the strike “regrettable” and said it had brought in 10,000 nonunion workers. US Presidential candidate Bernie Sanders spoke at a protest in New York in praise of the workers saying they were “standing up to this powerful special interest”. The workers are members of the Communications Workers of America (CWA) and the International Brotherhood of Electrical Workers. CWA representative Bob Master said the new workers would not be able to make up the workload left by those out on strike. “There’s no way that these 10,000 people ... can make up for 40,000 people who have decades of experience in highly technical jobs,” he said. The union workers have been without a contract since August last year and negotiations have stuck on Verizon’s plan to cut healthcare and pension benefits over a three-year period. “It’s regrettable that union leaders have called a strike, a move that hurts all of our employees,” Marc Reed, Verizon’s chief administrative officer, said in a statement. During the last contract talks in 2011 workers also went out on strike and a deal was eventually reached through mediation. The strike could affect Verizon’s television, phone and Fios Internet businesses.

Four omitted as Prisons names squad THURSDAY, APRIL 14, 2016

Five times Africa women’s club championship champions Kenya Prisons women’s volleyball club has omitted four names of their key players from the provisional squad for April 20-30 continental event set to take place in Tunisia. Tunisia got the chance to host next week’s event after Kenya Volleyball Federation bolted out from staging Africa’s biggest club games due to lack of an extra gymnasium besides Kasarani. This followed the entry a record participating clubs. Mercy Moim who plays professional volleyball in Finland and France’s trio of left attacker Everlyn Makuto, setter Jane Wacu and centre blocker Praxcides Agala have all been omitted from the list released yesterday. The 14 member provisional squad is expected to begin residential training this weekend ahead of the trip to North Africa mid next week. The omission of the quadruple could be seen as a precautionary measure by the club which was banned from this competition in 2009 for fielding ineligible players at the championship hosted at Kasarani then. The four are not eligibe to play for Prisons after turning pros. According to FIVB rule, a player is not allowed to turn for more than one club within a single season without proper documentation. KVF calendar which runs parallel to FIVB’s has even made the situation worse as the affected players may not even turn up for their mother club in the domestic league after all. A source within the service and who is familiar with continental sports policies told X News that Prisons management is making frantic efforts, including a discussion with continental volleyball mother body, Confederation of Africa Volleyball (CAVB) to allow them field these players in Tunisia. But that still poses a big risk to them

Defending champions in various disciplines at the Primary School ball games started their campaigns on a roll as this year’s national finals kicked off at Hill and Wareng High Schools in Eldoret on Wednesday. Football boys’ defending champions Nzoia Region picked up a point in their opening match after they were held to a barren draw by Metropolitan region in a repeat of last year’s finals. In the second Pool A match, Issa Minhaj’s audacious goal from the halfway line gave Northern Region a wonderful start as they went on to beat Aberdare 2-1 in a thrilling encounter. Garissa Primary School’s Maro Abdalla doubled the advantaged minutes later for the Northerners as they took control of the match.

Aberderes put up a fight in the second half but they could only manage a consolation through Laikipia Primary’s Mohammed Haret. Elsewhere, Ijema Ismael was in sublime form as he scored all four in Coast Region’s 4-1 win over Highland Region. Sammy Lolopole scored the consolation for Highland. In Pool B, 2014 champions Lake Region started off the journey to reclaiming their crown on a poor footing, losing 3-1 to Mau Region. In girls’ football, Hellen Nzilani netted the lone goal in the 48th minute to give Highland Region a vital win over Metropolitan. The girls from Nzoia picked up their win in sets of 25-4, 25-7 and 25-13, keeping their sublime form against Northern region winning in sets 253, 25-19 and 25-9. In boys’ netball, defending champions Lake Region beat Aberderes 24-5 in a repeat of last year’s final while Nzoia beat Mau 13-10 in the other match of the day. Bayern hold off Benfica to reach semis Bayern Munich secured a fifth consecutive Champions League semi-final appearance by battling past Benfica. The Portuguese side, trailing 1-0 from the first leg, gave themselves hope when Raul Jimenez headed them in front in the return tie at home. But Arturo Vidal thumped in a shot and Thomas Muller guided in a close-range effort to put the Germans in control. Talisca curled in a free-kick for Benfica after Javi Martinez escaped a red card before Bayern progressed. Bayern boss Pep Guardiola will join Manchester City this summer and the two clubs could meet in the last four when the draw is made on Friday. Vidal’s effort had given his side a slender lead going into the second leg in Lisbon and, after they went behind on the night against the run of play, he equalised with a vital away goal. Champs Barca knocked out as Diego tactics win H olders Barcelona suffered a shock Champions League exit as Antoine Griezmann’s double sent Atletico Madrid into the semi-finals. Barca arrived in Spain’s capital with a 2-1 advantage from the first leg but poor defending allowed the unmarked Griezmann to power home Saul’s cross. Saul headed against the bar as Barca toiled before Griezmann scored a late penalty after Andres Iniesta handled. Barca were denied a penalty when Gabi handled just inside the area. The defeat ended Luis Enrique’s hopes of securing a La Liga, Champions League and Copa del Rey treble, while Atletico join Bayern Munich, Manchester City and Real Madrid in Friday’s semi-final draw (11:30 BST). Barcelona’s players surrounded the referee after Gabi clearly handled inside the area though he was standing outside it, the referee awarding only a free-kick. But Barca were

a shadow of the team that conquered Europe so convincingly last season and have now lost three of the last four games in all competitions. In addition, Lionel Messi failed to score for the fifth game in a row for his club, and Neymar and Luis Suarez were frustrated by excellent home defending. On the rare occasions Suarez managed to work an opening he found Jan Oblak in fine form on a great night for Atletico. The tie was littered with late challenges there were eight bookings in total - while there were two flashpoints as Barca exited the competition on a bad-tempered note. Suarez caught Uruguay team-mate Diego Godin with an elbow that left the Atletico defender with a swelling above his eye. And another scuffle between the top two clubs in Spain broke out when Neymar appeared to lash out at Juanfran from behind. CONTINUED ON PAGE 14
