he Independent Electoral and B o u n d a r i e s Commission (IEBC) has today announced tough regulations to guide campaigns for next year’s general election. And parties or individual politicians who shall be found to have violated the new rules risk being disqualified. The commission says the new guidelines are aimed at creating a level playing ground for all aspirants. IEBC vice-chairperson Lillian Mahiri-Zaja said the new regulations which seek to put a spending limit on amounts to be used for campaign and reveal the sources of such funds, will come into force in April next year, barely four months to the August elections. “Electoral campaign finance guidelines are necessary yet so challenging reform initiative which time and again is meant to regulate the manner in which campaigns are carried out globally. ICC warns Kenya after Uhuru threat
Kenya risks being punished by the Assembly of State Parties if it fails to hand over three suspects wanted by the International Criminal Court to face charges of witness tampering. President Uhuru Kenyatta announced at Afraha Stadium in Nakuru over the weekend that Kenya has ended ties with The Hague-based court and that no other Kenyan would be taken there to face trial. “That is a chapter we have closed. We won’t allow any other Kenyan to go that route again. We have our local courts to solve any issues we have,” he told a gathering of thousands who came for thanksgiving prayers following the collapse of Kenyan cases at the ICC. But ICC spokesman Fadi El Abdallah said Kenya is still a member of the Rome Statute that ratified the ICC and must co-operate with the court or risk sanctions. In a statement, Abdallah pointed out that from a legal perspective, Kenya is a State Party to the ICC Rome Statute and has the legal obligation to fully cooperate with the ICC including for the implementation of arrest warrants. “The ICC is aware of the news reporting an alleged statement by the President of Kenya declaring that Kenya will not cooperate with the ICC in the future with relation to the implementation of three pending arrest warrants for Mr Barasa, Mr Gicheru and Mr Bett,” he said.

the post-election violence. His statement followed the decision of the Hague based court to issue arrest warrants against the three Kenyans accused of witness interference. He pointed out that the country’s judicial system would deal with the three Kenyans wanted by ICC over claims of witness tampering. President Kenyatta and his Deputy William Ruto were among the six Kenyans who had been accused of bearing the greatest responsibility for the violence that left 1,300 people dead and half a million
people displaced in 2007/2008. Others were former public service boss Francis Muthaura, Former Minister Henry Kosgey, Former police commissioner Hussein Alli and Joshua arap Sang. As a commission, we are dedicated to make sure that we enforce these regulation to the letter to create a fair playing field,” Mrs Zaja said at a campaign financing forum organized by IEBC at the Laico Hotel in Nairobi today. While the finer details of the new regulations are not yet concluded, IEBC said they would like to bring in tight financing requirements and that it would first seek the views of political parties before a final resolution on lawful sources of funding for campaigns is made. “We will be engaging all the political parties and their leadership on this matter so to develop consensus as we move to the polls,” she said. The new regulations would require that individual candidates and parties reveal the sources of finances they use in campaigns. Kenya has often tried to introduce a cap on the amount of money one can pour into a campaign mission but with little success. But Mahiri was categorical that no politician will be spared for violating the new guidelines once they come into force.
She said the commission is prepared to deal with all electoral malpractices that frequently arise during the campaign period. Kenyans will go to the polls on August 8, 2017. IEBC wants all parties and candidates to report their sources of funding and their scope of media related expense and advertisements. They are also required to provide a clear criteria for establishing expenditure expenses as the primary element of regulation and provide clarity of their campaign processes. Commissioner Mohammed Alawi said that the campaign financing regulations are aimed at contributing to the constitutional standards and promoting good governance. “By the commission setting up a spending limit and verifying of sources of contribution to campaigns to a candidate and a political party, monitoring and regulation of campaign expenses, no candidate shall be disadvantaged in his /her campaign,” he said. hillary_x254
Nacada raises alarm over rise in drug addiction at varsities The National Authority for the Campaign against Alcohol and Drug Abuse (Nacada) has raised concern over what it says is the rising number of those getting addicted to drugs across the country. Nacada Chairman John Mututho (pictured) says Kenya has about three million drug and alcohol addicts and the increasing figures poses new threats to national security. He said his agency is very disturbed by the increasing number of addicts in the country which has been deteriorated by the expanding number of students getting involved in drug abuse. Speaking in his office Monday afternoon, Mututho said that about 50 per cent of university students across the country were addicted to drugs, a trend he termed “scary and a threat to national security.” “The authori-
ty can no longer handle the ever rising figures of drug and alcohol addicts in the country due to lack of capacity and funding,” he said. The agency boss has advised that if the country is to win the fight against drug addiction, he is proposing alternative ways such as
treating the addicts through employment of new technology that in cooperates use of transplants. “If as a country we employ the use of the implants; we would be more effective in addressing this menace. The implants work in a matter of seven to eleven days
and they will kill the crave for the drugs and in the period psychotherapy comes in”, he advised. Mututho who was speaking ahead of the UN special meeting on drugs, revisited the student unrest in various universities in the country, advising the university’s management to fully investigate the chaos similar occurrences in future. However, he took issue with the management of University of Nairobi for suspending over 200 students from the institution terming it as wrong and erroneous. “The University of Nairobi should have first test if these students had come into contact with any drugs before suspending them, “he lamented.

No yellow fever jab cert, no entry: Health director says The Ministry of Health has reissued tough rules against yellow fever for travelers entering the country, saying the virus is still prevalent and endemic. Foreigners coming into Kenya from Angola, the Republic of Congo, Uganda and other countries affected with Yellow fever will be quarantined, tested and denied entry unless they have a valid vaccination certificate. Acting director of Medical Services Jackson Kioko said that the fever is still endemic in Angola where it has killed 250 people. As such, Kenya is taking every measure to ensure it’sspread is curbed. “Travelers from Angola, DRC, and Uganda to Kenya must have a valid Yellow Fever vaccination certificate must have been vaccinated 10 days before travel. If not they will be quarantined or denied entry,” Dr Kioko said. He added: “The virus is still endemic and thus we need to curb the possible spread of the deadly virus.” Last month, a patient who had arrived in the country from Angola succumbed to what tests at the Kenya Medical Research Institute had shown as Yellow Fever. The man, 31, died at Kenyatta National Hospital after arriving in Nairobi through the Jomo Kenyatta International Airport on March 12. The second case — also a man — arrived in the country on March 7 from Angola, according to Nairobi County Health Executive Bernard Muia. NEWS BRIEFS Ethiopia in frantic efforts rescue abductees Ethiopia’s army is trying to rescue 108 women and children abducted in a cross-border raid in the western Gambella region, the government says. It blamed Friday’s raid, in which 208 people died, on the Murle community from neighbouring South Sudan. The government said the army had killed 60 of those who carried out the attack. The Murle have previously been accused of carrying out cattle raids and stealing children to raise as their own. A mother whose husband was killed and three of her children abducted by the attackers told the BBC that she has no hope of seeing her children again. “I don’t know if they were killed during the crossfire,” Chol Malual said. “The fighting was intense and if they survived, they will be probably be killed by the Murles.” Meanwhile, additional medical personnel have been sent from the capital Addis Ababa to help treat dozens of people who were injured during the attack. “We have treated 82 patients,” a medic in the Gambella region told the BBC, “most suffering from bullet wounds to the chest, abdomen or head. We feel insecure here and would like the government to deploy security guards in the more dangerous areas.” Prime Minister Hailemariam Desalegn said in an address to the nation on Sunday that Ethiopia was seeking permission to cross the border for a joint military operation with South Sudan.
Foreigners attacked in Zambia protests Hundreds of people have hurled stones and broke into shops owned by foreigners in Zambia’s capital, Lusaka,accusing immigrants of being involved in ritual killings, police have said, Reuters news agency reports. “Four shops have been looted so far on suspicion that they (the owners) were involved in the recent murders which have been happening in area,” police spokeswoman Charity Munganga-Chanda is quoted as saying. At least six people have been killed in Lusaka in the past four weeks and police said some body parts including ears, hearts and genitals had been removed, raising suspicion of ritual killings, Reuters reports. Police detained four suspects on Sunday for questioning on suspicion of carrying body parts, which were being put through forensic tests to establish whether they belonged to humans, it adds.

Hillary Clinton labeled Donald Trump the “donkey of the decade” in an interview Monday with “The Breakfast Club,” a popular hip-hop radio show in New York. Clinton, playing to the radio show’s feature “Donkey of the Day” -- a distinction the former New York senator has won a number of times, said that she feels Trump deserves the label for an entire decade. “He does scare me because what he is saying that he would do is wrong for our country. It is not only offensive to people and makes you cringe, but it is dangerous,” Clinton said. “He is setting people against each other, he is inciting violence.” Clinton then took on Republicans for not taking Trump seriously at first, a decision, she said, that helped him rise from side-show candidate to odds-on favorite for the nomination. “I have been taking him on from the beginning,” Clinton said. “The Republicans, they just sort of watched this train wreck happen and then wonder, ‘Hey, how did this guy get to where he is?’ “ “Starting last summer I was, like, taking him on and now, I am taking him on even more forcefully,” she said. “I am running ads against him. Afghanistan: Deadly suicide attack hits Kabul At least 28 people have been killed and 329 injured in a huge explosion in the centre of the Afghan capital Kabul, police and officials say. A suicide attacker detonated a vehicle and gunmen stormed the area, reports say. Officials say the gunfight is now over and the area has been cleared. A Taliban spokesman said the group carried out the attack. It comes a week after it said it was launching its “spring offensive”, warning of large-scale attacks. Tuesday’s bombing happened during the morning rush hour in Pul-eMahmud, a busy neighbourhood where homes, mosques, schools and businesses nestle close to the Ministry
of Defence, other ministries and military compounds. Soldiers and security officers are reported to be among the casualties, but the majority are civilians, says the BBC Afghan Service’s Waheed Massoud. The blast shattered windows 1km (0.6 mile) away.
The Associated Press quoted a police officer as saying it was one of the most powerful explosions he had ever heard, and he could not see or hear anything for 20 minutes after. It appears the initial blast cleared the way for Taliban fighters to enter the area - a commonly used tactic.

At least 413 people confirmed dead in Ecuador earthquake At least 413 people are now known to have died in the earthquake that struck Ecuador, the country’s government says. The 7.8-magnitude quake struck Ecuador’s Pacific coast on Saturday, and the search for survivors continues. The cost of rebuilding is likely to be in the billions of dollars, President Rafael Correa said during a visit to the worst-affected region. He said it was the biggest tragedy to hit Ecuador in the past seven decades. Some 2,500 people were injured. Late on Monday, six people, including two girls - one three years old and the other nine months old - were rescued from the ruins of a hotel near the coastal town of Manta. Elsewhere, funerals for some of those killed were held in Portoviejo and Pedernales, two towns that were badly hit. “I fear that figure will go up because we keep on removing rubble,” a shaken Mr Correa said in a televised address. “There are signs of life in the rubble, and that is being prioritised.” The president warned that the quake will cost Ecuador billions of dollars. It comes at a time when the oil-producing country is already reeling from the slump in global crude prices. Luis Almagro, the secretary general of the Organization of American States, said some of the group’s rarely-used emergency funds would be unlocked and given to Ecuador to help it rebuild. Ecuador’s finance ministry also announced on Monday it would receive $2bn (£1.4bn) from the China Development Bank, but it was unclear whether the money is directly intended for rebuilding after the quake. Western Ecuador was hit by a number of strong aftershocks on Monday, the largest of which measured magnitude 5.1. In Pedernales, close to the epicentre, as many as 400 people are feared dead. Mayor Gabriel Alcivar said the “entire town” had been flattened. “Pedernales is devastated,” he told local media. “Buildings have fallen down, especially hotels where there are lots of tourists staying. There are lots of dead bodies. “We’re trying to do the most we can but there’s almost nothing we can do,” he added, warning that looting had broken out.

A pregnant woman in Malamulele, Limpopo in Zimbabwe was hospitalized this week with extreme stomach pains, and doctors were shocked at what they discovered. Lesedi Chabane, who is 8 months pregnant, went to Malamulele Hospital in Limpopo Province when she thought she might be going into labor. Doctors examined her, and initially could not figure out what was causing Chabane’s pain. After an ultrasound to check on her baby, they were taken aback to find that her unborn daughter was also pregnant. “I have never in my life seen anything like this.” Said Dr.Tshepo Mlingane, a pediatric surgeon at Malamulele Hospital). “I don’t think anyone has. This is the first time that an unborn baby has become impregnated. It’s so far beyond rare that we didn’t know it was possible.” Up until now, the youngest person to ever become pregnant was Lina Medina, a Peruvian girl who was just under 6 years old when she gave birth. Doctors were shocked at Medina’s diagnosis at the time, but it was later discovered that she had entered into Precocious puberty, which is a rare disorder that causes puberty in extremely young children. It won’t be possible to test Chabane’s unborn daughter for Precocious puberty until she is born. Even if she is found to have the rare disorder, it will still make her the youngest person to ever become pregnant. Chabane and her husband, Mike, are naturally very worried about the safety of their baby. “Doctors told us it was safe to have sex while I was pregnant. Several of
my girlfriends told me that they did, and there were no problems at all.” Said Lesedi. “We never thought this would happen. Mike is going to be a dad, and a grandpa all at once? I don’t – I mean, who can understand all this? I just worry that my baby won’t make it. Even if she does, I’m too young to be a grandmother.”
Chabeni’s doctors say, unbelievably, that both babies seem to be very healthy. When Lesedi gives birth to her baby next month, she will be about 6 months pregnant, and is looking at spending her first several months of life in the hospital as doctors determine how best to handle the situation.
“At this point, we don’t know whether Lesedi’s daughter will survive if she continues to sustain another life inside her.” Said Dr Mlingane. “All we know is that this is a very rare, very unusual case, and we are taking it day-by-day. So far, Lesedi and baby are doing fine.”

Global body urges state to boost investments in renewable energy The International Energy Agency (IEA) has urged governments in Sub-Saharan Africa and across the world to support investments in renewable energy in a bid to combat climate change and drive down the cost of power for consumers and producers alike. According to an analysis by the Parisbased autonomous intergovernmental organisation, more than 75 per cent of Kenya’s electricity is renewable, proving that the country has the potential to provide power to its entire population if better policies are implemented. The data comes at a time when only a quarter of the Kenyan population is connected to the national power grid, based on information retrieved from the World Bank Group. The agency indicates that renewable energy will represent the largest single source of electricity growth over the next five years, driven by falling costs and aggressive expansion in emerging economies. In an annual market report, the IEA noted that renewable sources of energy have the ability to affordably mitigate climate change and enhance energy security. The report warns governments to reduce policy uncertainties that are acting as brakes on greater deployment. “Renewables are poised to seize the crucial top spot in global power supply growth, but this is hardly time for complacency,” said IEA Executive Director Fatih Birol as he released the IEA’s Medium-Term Renewable Energy
Market Report (MTRMR) at the G20 Energy Ministers Meeting late last year. “Governments must remove the question marks over renewables if these technologies are to achieve their full potential, and put our energy system on a more secure, sustainable path,” he added. Renewable electricity additions over the next five years will top 700 gigawatts (GW) – more than twice Japan’s current installed power capacity. They will account for almost twothirds of net additions to global power
capacity – that is, the amount of new capacity that is added, minus scheduled retirements of existing power plants. Non-hydro sources such as wind and solar photovoltaic panels (solar PV) will represent nearly half of the total global power capacity increase. Kebs now pushes for ISO certification in organisations to cut business risks The Kenya Bureau of Standards (Kebs) has urged organisations to adopt the International Organisation for Standardisation’s (ISO) standards with a goal to mitigate various business risks. Currently, there are only 600 organisations which have taken up ISO standards in the country. Speaking during a customer awareness forum held in Nairobi, Kebs Managing Director, Charles Ongwae, said with increased complexity in the business environment, it is important that companies incorporate standards in the overall strategic plan. According to statistics from ISO, there were a total of 1,609,294 certificates issued to companies globally in 2014. The certification body aims at reaching out to at least 50 per cent institutions to apply for ISO 9001 quality management system as a minimum by the year 2030 whose end game is to improve quality of goods and services.
“As such, some countries and regions now have the potential to leapfrog to a development paradigm mainly based on increasingly affordable renewable power. This is especially true in SubSaharan Africa,” says an IEA report. “With excellent hydro, solar and wind resources, improving cost-effectiveness and policy momentum, renewables can play a critical role in supporting economic growth and energy access in sub-Saharan Africa.

This is a key focus area for Kebs in an effort to introduce students on standardization at an early stage. “I urge all organisations, both public and private to incorporate both local and international standards in their business delivery plans. It is important that your companies diversify their uptake of critical standards such as Environmental Management System, Information Security Management System, Business Continuity Systems and Risk Management Systems,” said Ongwae. KEBS which is a certified body that offers international standards also trains companies on various standards regulations and policies. The trainings are carried by the National Quality Institute (NQI). “We are at the forefront in influencing
policies related to quality in various spheres of our economy. And we count on both public and private institutions to support us in delivering our mandate of standardizing Kenya by adopting standards,” said Ongwae. Meanwhile, Ongwae has also advised firms that are certified on ISO 9001:2008 and ISO 14001:2008 to comply with the revised editions ISO 9001:2015 and ISO 14001:2015. The deadline for compliance is September, 2018. According to Ongwae, the revisions are meant to help businesses grow, increase customer satisfaction and profitability. “The new editions provide a great opportunity for organizations to review their quality management system and ensure that they are aligned with the strategic priorities of their respective organizations,” said Kebs MD.

Put lenders under the microscope, Shareholders told
The Central Bank of Kenya (CBK) has urged bank shareholders to look into statements and governance of their respective institutions in a bid to keep them accountable. CBK Governor Patrick Njoroge has encouraged shareholders to be keen to query the numbers at Annual General Meetings (AGMs) “They need to ask questions. How did you get all these Non-Performing Loans? Who are you lending to and what the rules are?” he said. Njoroge urged shareholders to check whether their banks are tightening their credit policy and how decisions are made on lending to insiders. The CBK boss blamed the volatility in the financial sector on a lack of transparency in the banking industry. National Treasury Cabinet Secretary Henry Rotich earlier this month assured both investors and depositors that the banking sector is still stable and sound despite the recent liquidation of Chase Bank. Speaking after Chase Bank was put under receivership, CS Rotich called upon the public, depositors and investors to ignore false information across social media regarding the banking sector. “We want to assure the public that all banks in operations are sound and stable. We confirm to investors and depositors that their money is safe since it’s our mandate to safeguard their money,” Rotich told a press conference in Nairobi. He confirmed that the lender was put under receivership because it failed to generate enough money to sustain its operations, saying that the remaining banks in operation will follow the same route should they run bankrupt.

Britam reports Sh1 billion slump, blames reduction in asset values Diversified financial services provider Britam Holdings posted a Sh1.19 billion loss in 2015 from a 3.21 billion shilling pretax profit the previous year. This plunge was caused by falling asset values because of a slowdown in securities markets. “Notably, the downturn in the securities market has impacted the fair value of the financial assets,” Britam said in a statement. The Nairobi Securities Exchange’s main NSE-20 Index lost 20 percent in the year 2015. The company, which also has operations in Uganda, Rwanda, Tanzania, South Sudan, Mozambique and Malawi, reported that revenue from insurance rose 40 per cent to 19.6 billion shillings thus lifting total revenue 38 percent to 20.32 billion shillings. Generally, insurance is seen as a growth area in Kenya, where less than 10 percent of the population has any form of cover.Britam incurred a loss of 2.84 billion shillings on its financial assets from a gain of 4.1 billion shillings in 2014. Britam said that total assets rose to 77.63 billion shillings from 72.45 billion shillings, while it posted a loss per share of 0.5 shillings from 1.31 shillings in 2014 and recommended a dividend payment of 0.3 shillings, unchanged from the previous year.
BIZ BRIEFS Dubai Islamic Bank to begin operating in Kenya by end of year Dubai Islamic Bank (DIB) plans to begin operations in Kenya before the end of 2016, despite an ongoing suspension on issuing of new banking licences. DIB, which is the largest Islamic bank in the United Arab Emirates, will start operating at a time when Kenyan banks have come under closer scrutiny from the regulator because of increasing bad debts, prompting officials and analysts to conclude the sector is ripe for consolidation, Reuters reports. These developments come at a time when three medium-sized and small banks have been put under receivership since August last year. In November, the Central Bank of Kenya (CBK) placed a suspension on the licensing of new commercial banks in an attempt to bring stability to the sector.

Relief for farmers as new herbicide set to curb weeds Cereal farmers in Kenya are set to benefit from a new herbicide formulation that eliminates stubborn weeds, known to reduce yields in wheat, barley and maize. The product, dubbed; Lancelot 450WG was officially rolled-out following a successful pilot in Narok that has seen farmers report increased cereal yields. Speaking in Narok during the product unveil, Cereal Growers Association (CGA) Chief Executive Officer, Mr. Anthony Kioko requested farmers to make use of the new technologies that promise to enhance yields, as a means to driving commercial farming. “Most of the cereal farmers nationally largely produce crops for subsistence farming. It is important to drive the focus to commercial farming, in order to improve livelihoods, as well as our food security as a country’’ said Mr Kioko. ‘’This can only be achieved if farmers focus on embracing technologies that have been certified, and are intent on improving yields, while reducing cost of production,” he added. Dow Agro Sciences Business Head, Mr. Oscar Shiliebo also noted that the use of Lancelot 450WG offers great value for
money to cereal growers. The effects of this herbicide on weeds are easily noted after four days of application. The first symptoms that farmers will see are a discoloration and curling of the leaves. In Kenya, agribusiness contributes to up to 25 per cent of the country’s GDP and is a livelihood to up to three quarters of the population. Cereals and more precisely maize, are grown by every farmer, and mostly consumed by the family, while surplus is sold. The Ministry of Agriculture has noted that the government sees agriculture as a key sector through which the annual economic growth targets of 10 per cent per year can be achieved. The National Agribusiness Strategy proposes that smallholder agriculture should be transformed from its current subsistence level, marked by low productivity to an innovative, commercially oriented, internationally competitive and modern sector. According to Oxfam International, 62 people own the same amount of wealth that is shared by 3.6 billion others across the globe. At the same time, only half the people on the planet are responsible for just 10 per cent of the carbon emissions that cause climate change, while the activities of the world’s richest 10 per cent produce around half of the carbon emissions. Byanyima will argue that in order to meet the Sustainable Development Goals and the world’s climate targets set out in Paris, governments need to pay attention to the destabilizing effect of extreme wealth.

Digital connectivity key to ending poverty, says WBG
Digital connectivity is the key to ending poverty, especially in developing countries such as Kenya where 70 per cent of the population can access the internet while close to half the country lives in abject paucity. According to a consortium of stakeholders, including the World Bank and the US State Department’s Global Connect Initiative, governments in developing nations need to adopt strong policies that will provide ICT solutions to their citizens while combating poverty and empowering their people. US Secretary of State John Kerry and World Bank Group (WBG) President Jim Yong Kim have called on governments in Sub-Saharan Africa and across the world to implement reforms that will drive this kind of development. The two leaders led a meeting of some of the top minds in global development to talk about the U.S. State Department’s Global Connect Initiative. The goal of the meeting, which was held earlier this month, is to get 1.5 billion people online by 2020. “Internet is essential to economic prosperity in the 21st century,” said Kerry. Examples of the boons that connectivity brings are endless, like children gaining access to an education through distance learning,” he explained. “The bottom line is that investment in the Internet is investment in people,” said Kerry. “But we are not taking
full advantage of all that connectivity affords. That’s the irony. Out of five people, three are without Internet access. In the poorest countries, that divide can top 95 per cent. That’s unacceptable.” In conflict-ridden countries, global leaders must not just make sure that the “bombs and bullets” stop, Kerry said. “We have to create opportunities for the billions of kids around the world who need a future. Economic losses from natural disasters reach Sh708 trillion
Natural disasters around the globe have resulted in economic losses of roughly $7 trillion (Sh708 trillion) since 1900, according to a new calculation from scientists. Their database, which contains some 35,000 events, reveals the catastrophes have also resulted in more than eight million deaths. The analysis should assist governments with crisis planning and response, the researchers say. Their results were presented at the European Geosciences Union meeting. The team, led from the Karlsruhe Institute of Technology in Germany, scoured the media and old records for all the information it could find on floods, droughts, storms, volcanoes, earthquakes, and wildfires. Reports in more than 90 different languages were assessed for the group’s Integrated Historical Global Catastrophe Database. Over the 1900-2015 period, roughly 40 per cent of economic losses are ascribed to flooding. Earthquakes accounted for about a quarter; storms for about a fifth; 12 per cent was due to drought; 2 per cent to wildfire, and under 1 per cent to volcanic eruptions. But although the economic losses in absolute terms have

Likewise, the losses from Japan’s big tremor on Friday are probably going to be in the region of $12bn (Sh1.2 trillion). On mortality, in terms of the absolute numbers, total deaths from natural disasters remain reasonably constant (around 50,000 people per year on average).
Zambia set to kick off regulation of maize meal counter prices The government of Zambia has said it will start regulating the price of staple maize meal milled from subsidised grain and bought from its Food Reserve Agency, a presidential spokesman said on Monday. The announcements are as a result of the jump in the price of breakfast maize meal which has risen by about 21 per cent to 85 kwacha (Sh1.39) per 25 kg bag from March last year, raising fears of public dissatisfaction before a general election in August. According to Amos Chanda a presidential spokesman, the state sold more than 750,000 tonnes of maize to selected millers at a subsidised price of about Sh 17,200 ($170) per tonne to keep local maize meal prices affordable but some were breaching the agreement. He said some millers were selling maize meal at very high prices after buying the subsidised maize whereas others were smuggling the grain to neighbouring countries at a higher price. “The Statutory Instrument will most likely be signed tomorrow and will take effect immediately,” said Chanda adding: “It will provide for stiffer penalties against erring millers.” Zambia last week lifted the ban on the export of maize after a physical verification revealed that the southern African nation has enough stocks to last until August.
Google wins 11-year copyright battle with authors over books The US Supreme Court has ruled in favour of Google in its 11-year legal battle with an authors’ group. The Court said it would not hear an appeal from the Authors Guild, which claimed Google breached copyright laws by scanning books without permission. The technology giant began the process in 2004, so it could include extracts in a searchable database, and it was sued by the Authors Guild in 2005. The Supreme Court’s judgement is the final ruling on the matter. Google’s database of books lets people search through millions of titles and read passages and selected pages from them. While some of the books in the database are old titles that are no longer protected by copyright, millions are more recent publications. The Authors Guild had argued that the project undermined authors’ ability to make money from their work. Google said its database was a “fair use” of protected works, describing it as “a
card catalogue for the digital age”. The firm could have faced billions of dollars in damages claims from authors if it had lost the case. The Authors Guild said it was “disappointed” that the Supreme Court would not hear its appeal. The organisation’s president Roxana Robinson said: “We believed then and
we believe now that authors should be compensated when their work is copied for commercial purposes”. “We are grateful that the court has agreed to uphold the decision of the Second Circuit which concluded that Google Books is transformative and consistent with copyright law,” Google spokeswoman said.

raditionally, the Gikuyu preferred large families living in big compounds. It was considered a religious obligation to have children. Four children—two boys and two girls—was the ideal. Boys were desirable because they carried on the family name, which was passed on through the male line. Girls were desired so the family could collect bride wealth (gifts to her family from her husband-to-be’s family), which could in turn be used to obtain wives for their brothers. A married woman became more powerful as she bore more children. Her children stayed with her in her home, separate from their father. Polygyny (one man having multiple wives) was valued as a means to provide large families. Women, too, often preferred polygyny to monogamy (one man and one woman); they often helped their husbands find younger wives. Elder wives had clear authority over younger wives and supervised them in affairs of the compound. Events leading to marriage began with an initial meeting of the aspiring son-in-law with his perspective parents-in-law. The young woman’s agreement was required at this meeting before events could proceed. Later stages included parental visits, exchanges of goods as bride wealth, and finally the young woman moving into the home of her husband. The marriage itself was finalized when, prior to moving in with her husband’s family, the young man and his relatives visited the young woman’s house bearing special gifts. Today, marriage no longer involves these traditional rituals and exchanges. Nevertheless, there is still bride wealth, significant involvement of parents in the choice of their children’s spouses, and the high value placed on having children. Marriage ceremonies no longer involve Gikuyu religious rituals, which have given way to Christian and Islamic marriage practices.

Ethiopian runners sweep Boston clean to end Kenya’s dominance at Marathon Ethiopia had a banner day at the Boston Marathon on Monday, as Lemi Berhanu Hayle and Atsede Baysa won the men’s and women’s titles. It’s the first time the country has swept the men’s and women’s titles in this historic event, the world’s oldest annual marathon. Hayle won the elite men’s division in an unofficial time of 2:12:45, completing a podium sweep by three men’s runners from Ethiopia. He pulled away late from the 2015 champion, Lelisa Desisa, with a little more than a mile to go. Desisa finished second in a time of 2:13:32. Yemane Adhane Tsegay finished third in 2:14:02. “Very difficult,” Hayle said through a translator to CNN affiliate WBZ after he won the race. With a late charge on the women’s side, Baysa came from behind to win her division in 2:29:19. Baysa, who was 37 seconds behind the leaders at mile 21, seemingly came out of nowhere to take the lead. At mile 24, she was by herself with the race in hand. Through a translator, Baysa told WBZ that she is “very happy” and “very lucky.” “To win Boston is not easy,” she said. Tirfi Tsegaye of Ethiopia was second in 2:30:03, while Kenyan Joyce Chepkirui was third (2:30:50). American Tatyana McFadden won the women’s wheelchair division for the fourth consecutive year, while Marcel Hug of Switzerland won the men’s wheelchair race, defending his 2015 title. While she crossed the finish line with no other competitors in sight, McFadden didn’t lead the entire way. She admitted after the race in an on-air interview

on NBC Sports Network that she got nervous around the fifth or sixth mile before taking the lead in mile nine. “I just wasn’t catching the rest of the pack as fast as I wanted to,” McFadden said. “But you know what? I just needed to remember why I was running, to stay relaxed. The race is 26.2 (miles), and it’s a long way to go.” The top American male finisher was Zachary Hine, who finished 10th in 2:21:37. The first American to cross for the women was Neely Spence Gracey, who finished ninth in a time of 2:35. The 120th running of the historic race took place under heavy security, three years after double bombings near the finish line left three dead and at least 264 injured. Leading off this year’s marathon were the mobility impaired runners, which included bombing survivor Adrianne Haslet. A professional ballroom dancer, Haslet lost a leg in the bombing three years ago. She is one of 21 survivors competing in this year’s race. It’s her first time running a marathon. After about 10 hours of running, she stepped across the finish line on her prosthetic leg and lifted her hands in triumph. Buoyed by the people of Boston who cheered her on, she even got a shout-out from President Barack Obama whose account tweeted: “Terror and bombs can’t beat us. We carry on. We finish the race!” In a special moment last year, Haslet’s two brothers ran the race, and she joined them at the finish line. On Friday, she threw out the ceremonial first pitch at Fenway Park before the Red Sox played the Toronto Blue Jays.

Foxes Vardy charged by FA Leicester City striker Jamie Vardy faces an extended ban during the Premier League title run-in after being charged with improper conduct by the Football Association. Vardy, 29, remonstrated with referee Jon Moss after he was shown a red card in Sunday’s 2-2 draw with West Ham. The FA has also charged Leicester with failing to control their players after West Ham won an 83rd-minute penalty. Vardy, scorer of 22 League goals so far this season, was shown a second yellow card early in the second half for diving. He appeared to confront Moss - who was criticised for his performance by Match of the Day pundit Alan Shearer - before leaving the field. The England international receives an automatic one-match ban for his dismissal, but that looks likely to be increased following the FA charge. Vardy and Leicester have until 18:00 BST on Thursday to respond.
Coach fired after racial slur Olimpija Ljubljana coach Marko Nikolic has agreed to leave the Slovenian leaders a week after he racially abused one of his own players. A video showed Nikolic, 36, calling Blessing Eleke a “black idiot” after he felt the Nigerian, 20, spent too long celebrating an equaliser. The club initially refused to suspend the Serb, but the Slovenian FA banned him for seven games for “clear racism”. “He made a mistake and had to pay for it,” chairman Milan Mandaric said. “We have reached an agreement with Marko for him to resign as coach. He is a good coach, a good man,” added the former Portsmouth, Leicester and Sheffield Wednesday owner. Olimpija, who are two points clear in the Slovenian top flight, appointed Nikolic earlier this year after he was sacked by Partizan Belgrade in his homeland in 2015.

Two quick-fire second half goals from Joseph Waruinge earned Gor Mahia’s junior side a 2-0 win over defending champions Western Stima in their second Group A match of the KPL Under-20 tournament at the Camp Toyoyo grounds in Jericho. After a barren first half with both sides not giving much in attack, the game exploded to a full throttle contest in the second period. Inside the first minute of the half, Waruinge tapped home the opener after racing into the box to meet a low cross from Wilson Mwendwa on the left. Stima had a chance to immediately get back into the game from the restart but Isiah Oguru failed to convert after meeting a cross from the right unmarked inside the box. Four minutes after opening the scoring, Gor had their second chance but this time the Stima keeper punched Mwendwa’s cross on Waruinge’s path. Stima were unrelenting in their fight despite suffering a sudden dip and they engaged on attacking gear to salvage their pride as defending champions. Two substitutes combined in an attempt to cut the lead with Brian Owuor shooting meekly from close range after Eric Oteino’s donkey work had gifted
him the ball at the edge of the box. On the other end, Gor had a chance off the break but Brian Musa shot straight to the keeper after being picked out by another of Mwendwa’s deliveries. Gor brought in striker Dominic Amadadi as they sought to cement their lead but Stima’s backline improved from the opening minute blunders. They kept the pressure on and they were rewarded with a goal in the 83rd minute when Douglas Oluma scored after being put through by Owuor from a quickly executed counter attack. The goal gave the defending champions some belief they could get something from the match and kept on attacking in the Gor 18-yard area. However, a combination of poor finishing and some resolute defense from the K’Ogalo defense ensured the score remained the same till the final whistle. Western Stima’s title defense comes under huge doubt with the loss coming hot on the heels of their opening day draw with Sofapaka and they now need to beat AFC Leopards in their final group match to revive quarter final hopes. In the earlier matches, Chemelil Sugar and Tusker FC played to a 1-1 draw in a Group B encounter.
Chemelil’s Mustafa Adebayo scored his second goal of the tournament in the 26th minute to cancel out Humphrey Imbali’s 10th minute opener.

ottenham produced an outstanding display to thrash Stoke and move five points behind leaders Leicester with four games of the season remaining. Harry Kane’s sublime curling finish, his 23rd Premier League goal of the season, set them on their way before Christian Eriksen hit the crossbar. Dele Alli doubled the lead before he hit a post when it was easier to score. Kane rolled in the third before Alli’s right-foot volley made it 4-0 to wrap up Spurs’ ninth away win of the season. The result lifted Mauricio Pochettino’s side to 68 points from 34 matches, with Leicester on 73 from the same number of games. Tottenham’s travelling fans at the Britannia Stadium chanted “Leicester City - we’re coming for you” after Alli’s chip made it 2-0. “Maybe today is one of the performances that you feel most proud of because of the character to cope with the pressure. We showed hunger and passion. I have a squad of players who feel passion about the game. They deserve praise and credit for their season,” manager Mauricio Pochettino said after the match. Had Spurs lost then Leicester could conceivably have been celebrating the title next Monday, but the visitors were in control from start to finish as they turned on the style on what could be a pivotal day in the race for the title. After the Foxes’ leading scorer Jamie Vardy was left facing the possibility of an increased ban after being charged with improper con-
duct by the Football Association, Stoke were blown away by a dynamic and aggressive display as their north London opponents showed no signs of pressure. Eriksen, who hit the bar at 1-0, was involved in three of the four goals, while Kane has scored more Premier League goals than relegated Aston Villa this season, and Alli is now in double figures. Leicester’s final four matches are against Swansea (home), Manchester United (away), Everton (home) and Chelsea (away). Tottenham’s remaining fixtures see them face West Brom (home), Chelsea (away), Southampton (home) and Newcastle (away). Tottenham have the best attack (64 goals) and the best defence (25 conceded) in the Premier League this season and there is a feeling their title charge is gathering momentum at the right time. As things stand now, Leicester need a maximum of eight points from their remaining four games to win the title. The earliest the Foxes could conceivably win the title is at Old Trafford when they face Manchester United on 1 May - but only if results go their way next weekend. After Leicester dropped points against West Ham on Sunday, Kane used Instagram to post a picture of prowling lions waiting to pounce. It ought to have sent an ominous warning to Stoke’s defenders, who simply could not handle the England striker and his attacking partner Alli. CONTINUED ON PAGE 14
