Kenya wants to try ICC accused locally THURSDAY, APRIL 21, 2016

The government has today told the International Criminal Court (ICC) that it wants three suspects wanted by the court to face charges of witness tampering, to be tried in Kenya. Attorney General Githu Muigai today told a press conference in Nairobi that the government wants the three; Walter Barasa, Paul Gicheru and Philip Kipkoech Bett to be tried locally since Kenya has undertaken notable reforms in its judiciary. As such, Prof Muigai argued that Kenya deserves her right under the Rome Statute to try the suspects locally. “The country can now deal with the three Kenyans who the ICC wants to continue with their cases. The DPP is keen on the issue and as the AG, I see no reason why we cannot handle the cases locally,” he said. Although Prof Muigai acknowledged that an official demand to that effect is yet to communicated to the ICC, he said Prosecutor Fatou Bensouda has already been made aware of Kenya’s position. The AG said fundamental reforms have been in the country’s Judiciary and, therefore, the three should be tried locally. “It is the Government of Kenya’s position that the charges against the three suspects are for the crimes that fall within the Kenya’s normal criminal justice jurisdiction and can

Porous border to blame for firearm proliferation, trafficking: Nkaissery Interior Cabinet Secretary Joseph Nkaissery has blamed the rise of small firearms proliferation, drugs and human trafficking on the country’s porous border. Speaking in New York during the 13th special session of the General Assembly, Nkaissery urged the United Nations to assist Kenya and other developing countries with capacity building and training to deal with the problems. “We call on the developed countries and donor agencies to enhance funding especially for transit countries so that we can close the drug routes. We can achieve this if we do it together through regional and international cooperation,” added the CS. Ethuro criticises Senators for skipping devolution meeting Senate Speaker Ekwee Ethuro has lashed out at Senators for snubbing the ongoing third annual Devolution conference in Meru County. Ethuro said Senators should look at the bigger picture of devolution instead of letting their political differences play out whenever they are invited at such forums. Speaking on the sidelines of the conference yesterday, Ethuro cited bad blood and mistrust between Senators and Governors as the major reason why Senators gave the conference a wide berth. “We should look at the bigger picture of devolution, reduce conflicts and differences and make devolution work,” Ethuro said. Ethuro said there is need for sobriety between the Governors and Senators and that the political differences between the two should not be used to scuttle progress made in devolution. “We all know that devolution is still a process, it has worked in some areas and others systems are still being put in place to make

it fully functional and all these will benefit the common man which both Governors and Senators represent,” Ethuro said. The Senate speaker acknowledged that there are still problems facing devolution in the country but that shouldn’t be used to entirely claim that devolution has failed. “There are still teething problems we are facing, we acknowledge that and that is what should bring both Senators and Governors together so as to find a solution but the case here is different, the problems is causing a wider rift between the two,” Ethuro said. Despite earlier on agreeing that they will attend the conference, only Senators Daisy Kanaiza, Zipporah Kitony, Agnes Zani,Ben Njoroge and Godliver Omondi all nominated attended the conference. Ethuro said it’s only through discussion that solutions to problems bedevilling devolution can be found as no single institutions has the monopoly of solutions to all the problems.

He told Senators not to use every opportunity to fight Governors and that the County Development Board can iron out some of the differences between Governors and Senators. “Not every opportunity or meeting between Governors and Senators should be used for fighting, what we are fighting for it’s only through discussions and such meetings that we can have solutions,” Ethuro said. He further pointed out that as Senate, they have had several meetings with Governors with the main of finding a solution and working together to make devolution succeed. Majority of Senators have claimed that they were sidelined and undermined in the preparation of the conference and that the conference focuses more on the Governors rather than devolution. The annual conference is aimed at reflecting on the gains that have been since the introduction of devolution three years ago.

Ethiopia army ‘locates area of abducted children’

Ethiopia’s army has surrounded the area in neighbouring South Sudan where it believes more than 100 abducted Ethiopian children are being held, local media report. The children were taken in a crossborder raid in the Gambella region last Friday, in which 208 people died. The government has said members of the Murle community were responsible. A government official in Gambella said that the abducted children would soon be rescued, the government-affiliated Fana Broadcasting Corporate reports. ‘Food production needs to rise by 60pc to meet regions’ demand’ Food production in Sub-Saharan Africa will need to increase by about 60 per cent as population growth continues to reach alarming rates, a new report from the Alliance for a Green Revolution in Africa (AGRA) and the World Bank Agriculture Global Practice has revealed. Agriculture is described as the backbone of Kenya’s economy, providing employment to the bulk of the country’s population. The sector directly contributes 24 per cent of the nation’s Gross Domestic Product (GDP), according to numbers from the Kenya Agricultural Research Institute. Approximately 45 per cent of Government revenue is derived from agriculture. The sector is the largest employer in the economy, accounting for 60 per cent of the total employment. In a bid to address a looming food crisis in Kenya and its Sub-Saharan neighbours, the Alliance for a Green Revolution in Africa (AGRA) and World Bank Agriculture Global Practice yesterday signed a letter of intent that seeks to catalyze growth in Sub-Saharan Africa’s agriculture and food sectors at a time when the global demand for food is set to rise by an average of 20 per cent. The deal comes just as AGRA announced an initiative dubbed the Africa Food Prize just days ago with the winners of the award due to be announced at a ceremony in Nairobi later this year. Kebs urges women to embrace quality standards in business Kenya Bureau of Standards (Kebs) has urged women entrepreneurs to embrace quality standards for their innovative products to be fully accepted in the market. Kebs Managing Director Charles Ongwae said the move will help them enjoy the benefits of growing markets, both locally and internationally. ‘’Women are developing innovative products everyday which are being marketed on smaller scales. However, if they adopt quality standards such products can be integrated into value chains and also in other markets,’’ he said. He, however, noted that lack of awareness on adherence to quality standards and poor access to markets have been the key challenges most innovative entrepreneurs including youth and women have been facing. Speaking at the African Day of Standardisation where the firm was celebrating the achievements that Africa as the continent has accrued as a result of standardisation, he acknowledged those who participated in the development of standards. Kenya Power promises to light up every household by 2020

Kenya Power has said it is working hard to ensure every citizen across the country is connected to the national power grid by 2020. Speaking during a safety briefing to contractors in Nairobi, the Safety, Health and Environmental Manager at Kenya Power John Guda said the firm has laid down strategies to ensure that 100 per cent connectivity is achieved by the set period. “I want to assure the public that by the year 2020, each household will be connected to power. We are currently working to ensure that by next year 70 per cent of the households are connected,” he said. To achieve the target according to Kenya Power CEO Dr. Ben Chumo, the firm is in a move to not only modernize existing networks but also expand the networks across the nation. “Kenya power has invested Sh 19 billion in 252 projects that involve construction of substations, extension of power distribution lines refurbishment of the existing infrastructure to make the network robust and adequate to absorb additional electricity capacity set to be generated through government’s plans to increase the installed capacity by 5,000 megawatts,” explained Chumo. He further requested the public to take full advantage of reduced power installation fee of Sh 15,000 to enjoy the services saying even those who can’t raise the money at once to install power and pay in instalments. Chumo highlighted the company’s efforts seeking to improve on the safety and health of its employees following a series of incidents including one in which two technicians were electrocuted

as they were installing a meter in Nakuru early this month. He said contractors who hold projects passed the set dates, will not be awarded contracts. “As a company we are carrying out alignment of our resources both human and financial towards modernization of the existing network, increase access to electricity countrywide hence reducing energy loses to a single digit figure,” said Chumo. He said the power distributor company

will lay off those contractors who will fail to adhere to the safety standards as part of the plans to enhance security. “It has come to our notice that some contractors are just after money. We will, therefore, be laying off such contractors and blacklisting them from any services related to the firm,” he said. Furthermore, contractors who will be found having done shoddy work will lose their performance bond. He added that the firm is working to eliminate the distribution of counterfeit

power products, saying the power transmitter is pushing for a five-year warranty of power goods starting from transformers. “Initially, transformers could last for as long as 25 years. We are in a move to ensure the manufactures of transformers give us a five year warranty, meaning that they should be liable should the transformer fail within the first five years of installation,” he explained. enock_x254

Family Bank receives Sh3bn to provide long term loans to SMEs

Family Bank has received Sh3.42 billion (30 million Euros) in financing from the European Investment Bank (EIB) to provide long term loans to Small and Medium Sized Enterprises in the country. This is the second tranche by the European lender, with the first tranche of Sh2 billion having been secured two years ago. Family Bank Managing Director Peter Munyiri lauded the move, citing EIB’s confidence in the bank which has enabled the lender to secure more than Sh6.5 billion in several tranches. “This SME sector where the funds will be deployed forms the bulk of revenuegenerating and employment creation in our economy,” Munyiri said. The funds, which are now in the bank’s kitty ready for disbursement, come several months after the bank secured a similar facility of Sh1 billion from a Dutch financier, Oikocredit International. The third tranche of Sh1.14 billion is expected in a month’s time and coupled with the Sh2billion disbursed two years

ago and the latest funding of Sh3.42 billion, it will bring the total facility so far secured by Family Bank to Sh6.6 billion. “Just as the facility by Oikocredit, the funding will be available for businesses across a wide variety of industry sectors under the SME category. The loans will be used for a wide variety of purposes,” Munyiri said. The bank has also deployed a multipronged capital raising strategy, with a mix of both debt through the Sh10 billion bond, whose first tranche is currently trading at the NSE, and equity financing with increased global lenders’ interest. Part of these funds are earmarked for lending activities as well as fuelling the bank’s expansion that has seen its branch network reach 92 with eight new branches slated for opening in various parts of the country by end of the year. EIB is the world’s largest public lender and owned directly by European Union member states. The lender has been working closely with leading banks and financial institutions across Africa.

The Central Bank of Kenya (CBK) is set to auction 91-day Treasury bills worth a total of Sh4 billion. The announcement comes just as the weighted average yield on Kenya’s 364-day Treasury bill edged up to 11.800 per cent at auction on Wednesday from 11.791 per cent last week, according to the CBK. However, the yield on the 182-day Treasury bill slipped to 10.691 per cent from 10.938 per cent. The bank said in a statement it had received bids worth Sh26.63 billion for the two bills. It had offered bills worth Sh12 billion and accepted bids worth Sh15.68 billion. The bank said it would offer bills of all tenors worth Sh16 billion next week.

Global meeting on prosperity, equality slated for April 25 The Global Conference on Prosperity, Equality and Sustainability set to kick off on April 25 and will run up until April 27. The initiative, which is a call for action, requires governments in developing countries like Kenya to focus on global and national policies that consider the needs of the most vulnerable and excluded populations. In this context, the World Bank, in partnership with the Institute for Human Development (IHD) will host a two-day Global Conference in New Delhi to address the core issues of promoting shared prosperity and social inclusion through the right mix of strategies and policies. The Conference is in line with 17 ambitious Sustainable Development Goals (SDGs) that were adopted by the international community in 2015.

Beyond immediate policy reactions, Africa needs to step up its structural reforms to improve the region’s business environment, Abdoulaye Bio-Tchané, Chairman of the African Caucus, and Ms. Christine Lagarde, Managing Director of the International Monetary Fund (IMF) have said. The two leaders, who co-chaired the African Consultative Group meeting just days ago at the IMF Headquarters, agreed that African governments need to boost labour and financial markets and open up trade routes, all of which are critical for boosting economic prospects, creating jobs, and improving the living standards of their people. “Reflecting the more difficult external economic environment and, in particular, the sharp drop in commodity prices, and tighter financial conditions, growth in Africa is projected to decline to about 3 percent in 2016, the lowest level in a long while,” the duo said following the conclusion of the Group’s meeting in Washington. “However, there is significant variation in growth performance across countries, with low-income countries in sub-Saharan Africa continuing to grow by over 5 and a half per cent,” they explained. “We concurred that the decline in commodity prices is likely to be long lasting, as the causes seem structural rather than temporary—including the ongoing rebalancing of demand in China and, in the case of oil, technological innovation that has enhanced supply.

We also recognized that non-economic shocks such as weather- and securityrelated challenges, are posing downside risks to Africa’s economic prospects,” they added. Against this backdrop both organisations have agreed that prompt fiscal adjustment is needed to safeguard macroeconomic stability and rebuild policy buffers across the region, especially in oil-exporting countries. In pursuing these efforts, both the IMF

After Singapore, Ayimba now eyes glory at Olympics He was described by Kenya Rugby Union chairman Richard Omwela as ‘the stone the builders rejected’ and Kenya Sevens head coach Benjamin Ayimba now wants to prove every bit of it. After his triumph in Singapore, Ayimba is aiming at securing a podium finish for the team in the Olympics. He hopes the success in the Singapore leg of the World Rugby Sevens Series will spurred his boys on. Ayimba’s appointment to return as the team as head coach was met with a lot of criticism and split the KRU board into two after threatening to completely flatten it. However, the coach has now emphatically silenced his critics with the team’s triumph in Singapore where they won the Main Cup for the first time after a 17-year wait. That success is what the coach believes will spur them into an Olympic medal when Sevens rugby debuts in Rio de Janeiro in August. “It was something that we always knew we could do. It is a great eye opener for

what we can do as a team and a reward for those who have worked hard for the team. The boys have always known what we needed to do. It has been close misses with Fiji even in Hong Kong and this was the time for it to happen,” Ayimba said. “It has made us believe and given us the morale to move forward because this year our big focus is on the Olympics. What happened in Singapore shows our true potential,” he added. The sentiments were shared by assistant captain Collins Injera who believes the side now has enough mental strength to head into the Olympics and the dream of a podium finish remains alive. “Our goal has always been to win a medal in Rio and what we achieved in Singapore and having the feeling of a podium is such a big thing and a morale booster for us as we keep our eyes on the Olympics. We have no preference for whatever medal but all we want is a podium slot,” Injera added. Ayimba further said he will use the final two legs of the World Rugby Sevens series in London and Paris to prepare

then after another will fly in to London for the final leg. We want to have as many players as possible get that top flight experience and this will be like our pre-Olympic,” he said. In Singapore and Hong Kong, Ayimba gave debuts to Menengai Cream Homeboyz winger Alvin ‘Buffa’ Otieno as well as Impala Saracens’ Samuel Motari and he was impressed with their performance. “That is how you grow a player by introducing him step by step to the big stage. It is the same that happened with the likes of Injera, Khayange, Amonde and the rest of the senior players. I am impressed with how the two grew into the tournament,” he noted. While Otieno made his debut in Hong Kong, Motari seemed the good luck charm as he came into the team for his first appearance in Singapore, replacing the injured Biko Adema. And the youngster said his biggest target is to get into Kenya’s final team to the Olympics in Rio and adds he believes the team has a huge chance to make an impression in the Brazil. “Getting into the team and being part of the history making squad was such a huge thing for me and it gives a lot of motivation heading to the Olympics. My target is to ensure I am in the final team and in the Rio games, I want to be the best winger in the tournament,” Motari said. The triumphant team returned to the country on Tuesday afternoon from Singapore to a triumphant welcome and will have only six days of rest before shifting their attention to the London and Paris legs of the series. Suarez on cloud nine as Barca hit La Coruna 8-0 Barcelona humiliated Deportivo La Coruna to end a three-match losing run. Luis Suarez scored four goals as Spanish leaders Barcelona ended a three-match losing run by thrashing Deportivo La Coruna 8-0. The Uruguay Uruguay striker started the rout by bundling in the opener, then tucking in Lionel Messi’s pass to put Luis Enrique’s men in a commanding lead in the first half. Barca then scored six in the second half as Ivan Rakitic fired in, before Suarez who was on cloud nine on the night, slid in for his hat-trick and then tapped in Neymar’s selfless pass. Messi rolled in, then Marc Bartra’s solo goal and Neymar’s simple finish from close range sealed the rout. Barca had let a nine-point lead at the top of La Liga slip but victory on Wednesday was never in doubt from the moment Suarez scored his 46th goal of the season from a corner. Suarez took his tally to 49 before the end of the night and also contributed three assists as Barca were utterly dominant. Wins for Atletico Madrid and Real Madrid mean that the title race remains tight. Barca are joined on 79 points by Atletico, with Real a point further back. There are four games remaining. “We are human, we aren’t machines

and we can all commit errors or have a bad game,” Suarez told Spanish TV station Movistar+. “This is a demonstration that the group is more united than ever and desperate to win the league. Man United keep top four hopes alive with victory over Palace

Manchester United moved one point behind fourth-placed Arsenal with victory over Crystal Palace on a night when many fans chose to stay away from Old Trafford. Damien Delaney set United on their way when he inadvertently turned Matteo Darmian’s cross into his own net. Julian Speroni kept Palace in the game with a series of fine saves before Darmian doubled the lead by lashing home from 20 yards. Arsenal host West Brom on Thursday. Darmian’s first goal for United sealed a highly satisfactory win for Louis van Gaal’s side on a night thousands of United fans decided to stay away. The attendance, which may have included season-ticket holders not present, was given as 75,277, but there looked to be far fewer inside the ground. Despite United’s victory, the atmosphere was flat. With their title challenge over and some fans disillusioned with manager Van Gaal, thousands of supporters chose to give this match a miss. Asked afterwards about the empty seats, Van Gaal said he didn’t see “a

lot” before adding “you have seen it because you want to see it.” This was a game United simply had to win and they easily managed to get the job done thanks, partly, to an inferior Palace side who have yet to secure top-flight safety. United were everything Palace were not - bright, creative, energetic and hungry. One win will not paper over the cracks of a disappointing league campaign, yet Van Gaal’s side have given themselves a fighting chance of sealing a top-four finish and Champions League football. United still face big tests against leaders Leicester City (home) and West Ham (away), while they must also travel to a Norwich side fighting to stay in the Premier League before ending the league season at home to Bournemouth. But for keeper Julian Speroni, Palace would have been on the receiving end of an ugly defeat as Anthony Martial, Marcus Rashford and Jesse Lingard once again showed United have a promising future. Martial, who gave Martin Kelly and

Adrian Mariappa a torrid evening, was denied by two excellent saves after Delaney had stabbed United into the lead while trying to make a clearance. United’s previous four league wins had been 1-0 but the hosts always looked likely to add to their lead against limp opponents. Darmian neatly chested the ball down before dispatching a sweet finish in front of the Stretford End and only more heroics from Speroni kept out the lively pair of Rashford and Lingard. Palace started 2016 fifth in the table yet three matches from the end of their league campaign they are nine points above the relegation zone and all the teams below them have games in hand. Manager Alan Pardew made seven changes from the side that earned a creditable 1-1 draw at Arsenal in their previous game, but they face Watford in Sunday’s FA Cup semi-final against the backdrop of one win in 18 league games. Argentine Speroni kept his side in the game while Wilfried Zaha at least offered glimpses of an attacking threat.

Jurgen Klopp’s first Merseyside derby ended in a comfortable victory as Liverpool beat 10-man Everton for their third consecutive Premier League win and leave Roberto Martinez on the brink of being sacked. Divock Origi and Mamadou Sakho headed in two goals in as many minutes at the end of the first half. Everton lost Ramiro Funes Mori for a nasty challenge on Origi, who had to be replaced by Daniel Sturridge. The substitute then drove in a third before Philippe Coutinho’s curled finish completed an emphatic win. The result keeps Liverpool in with an outside chance of a top-four finish. They are seventh on 54 points, six points behind Arsenal in fourth while Everton are 11th on 41 points. Everton have not won at Anfield since 1999 and, in truth, they never looked like getting anything from their latest visit. The Reds looked more organised from the outset, attacked with pace and in numbers, and only a couple of good saves from Joel Robles prevented the hosts from taking the lead much earlier than the 43rd minute. The sending-off of Funes Moris, after he stood on Origi’s ankle, arguably ended any hopes of an Everton fight-back but there had been little to suggest that was ever on the cards. Liverpool finished with 37 shots on goal, 13 of those on target, while all three of Everton’s efforts were wide.

This was the 226th Merseyside derby and one of the most one-sided but it did come at a cost for Liverpool as Klopp confirmed Origi had twisted his ankle. “It was really difficult for Everton: red card, injuries, good opponent. The second half changed completely with the red card and then the next change when John Stones had to come off that was really not easy for Everton. There was no real fight any more. That is not usual. There have been a lot more intensive derbies for sure and there will be a lot more intensive derbies,” Klopp said after the match. The first Merseyside derby this season proved to be the final game in charge for Klopp’s predecessor Brendan Rodgers. Pressure had been mounting on the 43-yearold after a disappointing start to the season in which the Reds had won just three of their opening 10 games and, after a 1-1 draw at Goodison on 4 October, he was sacked. The situation Rodgers found himself in before his departure mirrored Roberto Martinez’s going into this game. The Everton boss was under pressure to get a positive result last night, having overseen just three wins in the 10 games prior to the trip to Anfield. That pressure now shifts to Everton’s next game, with Martinez needing to pick up his players for an FA Cup semi-final with Manchester United at Wembley on Saturday.

rsenal face West Brom in the Premier League tonight knowing only a win will cement their advantage over Manchester United in fifth and also help them leapfrog Manchester City into third as the race for Champions League slots hots up. Arsenal drew their last match against Crystal Palace 1-1, a result which Arsene Wenger labelled ‘disappointing’ and will want his side to bounce back with a win against Tony Pulis’ side. West Brom suffered a 1-0 defeat to Watford last Saturday with Saido Berahino missing two penalties. The result means their winless run currently stands at four matches, but the west Midlands club look to be safe from relegation having secured 40 points. Tony Pulis has lost all seven visits to the Emirates Stadium in his managerial career, a record he will wish to rectify on Thursday. Meanwhile Arsenal are just one win away from 500 Premier League victories. Jack Wilshere is expected to miss out although he is fit after recovering from a broken fibula. Manager Arsene Wenger says he is not likely to risk the 24-year-old midfielder when the Baggies visit the Emirates Stadium. Santi Cazorla (Achilles) and Tomas Rosicky (thigh) are also back in training but will not feature, while Alex Oxlade-Chamberlain (knee) is out.

West Brom boss Tony Pulis has a few knocks and niggles to contend with ahead of Thursday night’s trip to Arsenal. Pulis is not prepared to risk players who might then be struggling for Monday’s clash with title challengers Tottenham. Alex Pritchard could make his return from an ankle problem, but James Morrison (hamstring) is not yet available. West Brom beat Arsenal 2-1 at the Hawthorns earlier this season, despite only having one shot on target. Only one of the 13 Premier League meetings between Arsene Wenger’s Arsenal and a side managed by Tony Pulis has ever ended as an away win. Pulis has lost all seven visits to the Emirates Stadium. The Gunners had been unbeaten in nine Premier League games against the Baggies before their defeat at the Hawthorns back in November (W7 D2). West Brom have won just one of their last 11 Premier League away games (W1 D5 L5). West Brom have averaged lower than a goal a game under Tony Pulis in the Premier League (0.98 - 50 goals in 51 games). However, the Baggies have kept a clean sheet in 21 of Tony Pulis’ 51 Premier League games in charge of the club (41% of matches). Saido Berahino has scored just four goals in 28 Premier League appearances this season, after netting 14 in 2014-15.
