ressure continues to mount for the commissioners of the Independent Electoral and Boundaries Commission (IEBC) to vacate office. The opposition coalition Cord has vowed to hold weekly demonstrations until the Isaack Hassan-led team quits while churches and workers have also demanded that the electoral agency be reconstituted for the apparent waning trust of Kenyans.

And today, Transparency International has added its voice to the calls, saying the commission needs to be reconstituted before the next General Elections because it has integrity issues. Transparency International Kenya executive director Samuel Kimeu said serious integrity issues have been raised against all the commissioners and as such, they should resign. “IEBC has failed to deal with serious issues emanating

from the 2013 General Elections and, therefore, is seen as a body that cannot preside over the next polls,” Kimeu said. Opposition Cord claimed IEBC incompetently handled the 2013 General Election. And Mr Kimeu believes the commission has only concentrated on addressing internal issues and has failed to deal with those touching on the integrity of its bosses. CONTINUED ON PAGE 2

On Monday, Cord stormed the poll agency’s headquarters at Anniversary Towers along University Way in Nairobi to forcefully eject the commissioners out of office. But their protests were thwarted by anti-riot police officers who lobbed teargas canisters to disperse the demonstrators who included Cord principals Raila Odinga, Kalonzo Musyoka and Moses Wetang’ula. And yesterday, the leaders called for countrywide protests next Tuesday and vowed that the trend will continue until the commissioners quit. But the commissioners have stood their ground maintaining that they will not quit unless they are forced out through a legal process. They argued that that they were appointed through a legal process and their removal from office must also follow the same legal procedure.

But Mr Kimeu disputed this argument. “The law is there to protect all Kenyans and not to suppress them, the provision in the law that IEBC has been quoting only applies when an individual commissioner is facing integrity issues or when a commissioner wants to be hounded out of office unfairly but here we are dealing with an institution,” Kimeu

said. “We are dealing with an institution which faces serious legitimate issues which has not been addressed since the last General Elections,” he added. Constitutional expert Ekuru Aukot who chaired the team that picked the current IEBC commissioners said that the commission in its form and shape at the moment cannot be entrusted to conduct credible

election. “Free and fair election is synonymous to integrity of the chairman and his commissioners through their acts or omissions. President warns on ‘misuse of democracy’ Referring to Monday’s incident where Cord leaders attempted to storm Independent Electoral and Boundaries Commission (IEBC) offices at Anniversary Towers in Nairobi, President Uhuru Kenyatta has said the Constitution is clear on the procedures to be followed to disband the electoral body and no individual or group will be allowed to break the law in guise of exercising their democratic rights. “I respect democracy but I also took an oath to defend the Constitution and unlawful destruction of property as happened yesterday will not be allowed,” President Kenyatta said. He urged leaders to exercise “mature politics and avoid actions that will disrupt peace and cause destruction of property.” “You can enjoy your freedom, exercise your democratic rights to hold meetings but do not break the law. We will not allow Kenya to go that route again,” he warned. He made the remarks at State House, Nairobi, where he hosted some 10,000 Ukambani leaders and professionals to discuss the development prospects of the lower Eastern region. Mr

Deputy President Ruto lauded the meeting, saying the journey to unite all Kenyans that he and President Kenyatta had embarked on in 2013 has moved a notch higher. “This means that after elections, it is possible for Kenyans to unite – irrespective of party affiliation – and work together to develop the country. I believe this is a new chapter of bringing all Kenyans together,” he said. The Ukambani leaders were led by Machakos Governor Alfred Mutua who expressed their resolve to work with the Jubilee administration. “Time for empty talk is over. Some leaders were currently in opposition were in high positions of government and they failed to deliver. People in Ukambani are not interested in empty rhetoric but better livelihoods,” Mutua said. A total of 11 MPs and several MCAs from across the three Ukambani counties of Machakos, Kitui and Makueni attended the meeting.

Register all Kenyans living abroad, poll agency told

Senate Speaker Ekwee Ethuro has told the Independent Electoral and Boundaries Commission (IEBC) to register all Kenyans living in the diaspora to enable them vote in next year’s General Elections. Ethuro said Kenyans abroad have a constitutional right to vote and that the electoral body had enough time to register them. “Five years given to IEBC to register Kenyans living abroad is a long time, the electoral body has no excuse this time on why they can’t register these Kenyans this time round,” Ethuro said. XNews yesterday exclusively reported how Jubilee Coalition is plotting to get all the diaspora votes with an elaborate plan already in place and set to be rolled out next month. Last year, the Independent Electoral and Boundaries Commission (IEBC) launched an online system for mapping Kenyans living overseas so that their numbers and location can be plotted. Although no registration has happened abroad, Ethuro believes IEBC was given enough time to ensure those in the diaspora vote in 2017. “There can be no excuse this time. These Kenyans must be registered,” he said. The Issac Hassan led commission has stated that it will register diaspora voters during the next mass voter registration to take place between February and March next year. The commission said it will set up polling centers in countries where there are at least 3,000 eligible Kenyan voters. Those registered will however, only vote for the presidency and in future referendums. IEBC has cited several challenges on registering Kenyans living outside the country, saying not all citizens residing outside Kenya are register with the missions abroad. This makes it difficult to ascertain the actual number of those abroad and their distribution for planning purposes. IEBC last year also stated that although the voting time is defined in the law, time differences in different parts of the world may cause logistical and administrative challenges. “There are no consistent policies, practices or standards to guide host governments on foreign electoral activities being conducted in their territories. Therefore, planning for external electoral activities requires extensive negotiations and agreements with host countries,” said Hassan in November last year. President Uhuru Kenyatta in his visit to Germany last month assured Kenyans in the diaspora that they will vote in the next election scheduled for August 8, 2017.

Teachers begin training for Jubilee laptops Teachers from 146 schools which have been selected countrywide for the first phase of the roll-out of the Jubilee laptop project have commenced training this week in preparation for the launch of the program next month when schools reopen. They training which is taking place at the Kenya Institute of Curriculum development in Nairobi is expected to help them understand the use of the electronic devices. “The teachers undergoing the training are actually using the actual devices expected to be used in 146 selected schools beginning second term. The training is setting the pace for next week’s distribution of 5000 teacher and learners devices to selected schools in 26 counties,” Education ministry official in charge of ICT Eunice Kariuki said.

Expect more rains, says weatherman The Meteorological department has called on city residents to brace themselves for heavier downpour in coming days. Estimates show that Nairobi is expected to receive increased rainfall this week until early May. And the weatherman said Dagoretti and its neighbourhood are among estates that will receive heightened rains as well as eastern parts of the city including Embakasi. “Areas with poor roads and drainage systems are likely to be affected if the downpour prolongs to May,” Nairobi County Director of Meteorological Services Mary Kilavi warned. She appealed to those living in the areas expected to receive heavy rains to prepare in advance. “Also to be affected is the price of food commodities that will scale down due to a slight increase above average of food basket as a result of increase in rainfall pounding the County,” she said. She explained that the heavy rains which have intensified since Monday are due to the progression and strengthening of cyclone Fantala that has been hitting the Indian Ocean.

The government is working with the Kibaki family to fly home the body of former First Lady Lucy Kibaki (pictured) who died in London. Although there is no official communication from either side on the arrangements made so far, it is understood that a committee is being set up to plan how the body will be brought home and the subsequent burial. “Things will begin to take shape from today, as at now it is the committee that is being put in place and this is the team that will be responsible on all the arrangements,” an official privy to the plans who opted to remain anonymous for he is not the official spokesperson confided. “There is need to visit the petrol station and then complete Mr Lelmet (Kiplagat’s) statement,” lawyer Nyamodi submitted. In his affidavit, Kiplagat claims that he saw Justice Tunoi receive a briefcase stashed with US dollars amounting to Sh200 million from Governor Kidero before the two waved at each other. The tribunal was scheduled to resume its sittings at Anniversary Towers today afternoon for the final cross-examination of Kiplagat after the scene visit. Both Kidero and Justice Tunoi have denied the allegations levelled against them by Kiplagat and instead termed their accuser a ‘pathological liar’ who cannot be trusted. On Tuesday, two detectives while testifying at the tribunal revealed that Kiplagat had sought their ‘help’ to extort money from the judge and Kidero. The officers admitted that the accuser wanted them to threaten Tunoi and the Nairobi Governor. He specifically wanted Justice Tunoi and Kidero, being senior members of the society, “to be threatened by plain clothes police or get them handcuffed by uniformed police officers.” His last proposal was for the two cops to accompany him during unspecified dates to demand for his Sh30 million share of the Sh200 million allegedly given to Justice Tunoi. One of the officers, Assistant Inspector General of Police Stanley Cheruiyot said Kiplagat claimed that Justice Tunoi and Kidero were to give him Sh30 million for the role he played as link between the judge and Kidero. Though he saw him as a potential suspect, the senior cop said he was more of a whistle blower whose rights needed to be guaranteed.

World Bank initiative increases incomes of 2m Kenyans: Report The International Development Association (IDA), the World Bank’s fund aimed at supporting the globe’s poorest people, has successfully increased the incomes of 2 million Kenyans. In its latest progress report, the organisation has confirmed that in 2015, in one of their rural community empowerment programmes, hundreds of people saw their incomes double while others managed to increase their earnings. As many as 450 members of a milk cooperative started through a $42,000 (Sh4.2 million) grant used to buy cows, a milk cooling processor, milk cans and motorcycles have benefited from the drive. The grant was made possible through the Western Kenya Community Driven Development and Flood Migration Project supported by the World Bank Group (WBG). Some beneficiaries have seen their earnings double from Sh15, 000 to Sh30, 000 a month, according to recent findings. IDA is one of the largest sources of development finance. It provides support for health, education, infrastructure, agriculture, economic, and institutional development to the world’s 77 poorest countries, 39 of which are in Africa. Through the association’s initiative, 150,000 households in a Nairobi slum were connected to safe, reliable and affordable electricity in 2015, up from just 5,000 in 2014, thanks to a partnership between the World Bank, the Global Partnership for OutputBased Aid and Kenya Power. Chase mobile services up, running as bank reopens Chase Bank’s mobile services were restored early today following the reopening of the lender’s 62 outlets across the country. The move will allow customers to access their balances but withdrawals will not be possible until next week. The bank, however, said it will soon start clearing cheques. The lender, which was put under receivership by the Central Bank of Kenya (CBK) earlier this month, resumed operations this morning. The bank has put in place some major changes, including a plan to to deputise all its employees across the 62 branches. Two weeks ago, CBK governor Patrick Njoroge announced that KCB will acquire a majority stake in Chase Bank after beating eight other institutions and banks that had expressed interest in the lender. According to the CBK boss, speed to reopen, credibility support and liquidity availability were key parameters for

consideration in the proposal. “KCB will undertake a detailed due diligence review of Chase Bank Ltd. This will inform decisions relating to KCB’s interest in a majority stake. Additional information about this process, including the timeline of an acquisition and the exit from receivership, will be made available in due course,” Njoroge said. The reopening bodes well for thousands of account holders whose lives were in dissaray for the period the lender was shut down. Once withdrawal operations kick off in the course of next week, customers will be allowed to withdraw not more than Sh1 million but they will access their balances in a structured manner, the lender has said. KQ pilots issue strike notice, call for resignation of MD Ngunze The Kenya Airlines Pilots Association (Kalpa) has issued a 48-hour strike notice calling for the resignation of the Kenya Airways Managing Director Mbuvi Ngunze. The Association’s Secretary General Paul Gichinga says no aircraft will operate on Thursday if Ngunze does not step down. Kalpa has accused the KQ boss of mismanagement, claiming that Ngunze is inexperienced and lacks the capacity to bring the airline back to recovery. “KQ has already sold two out of the four Boeing 777-200 at throwaways prices, they have also sold the highly-valuable slots into London Heathrow Airport and proceeded to lease some unfavourable slots from KLM,” Gichinga said at a press conference yesterday. Among the issues raised by the association include revenue loss, questionable recovery strategies that include selling its most valuable assets in a bid to get back to profitability. He says London accounts for 10 per cent of KQ revenue with the sale of the prime slots; it will take more than a miracle to maintain the revenue stream. The association further faults KQ’s management for missing their revenue target by Sh50 billion in the year ended March 2015 and is pessimistic that airline will recover from its Sh25.7 billion 2014/15 loss. enock_x254

Barclays Bank of Kenya has announced various empowerment programmes worth Sh230 million aimed at helping more than 70,000 youth start businesses and gain financial independence. Dubbed; ‘ReadytoWork’, the programme will not only educate young people on how to start and manage a business, but will also offer financial as well as enterprise support. Barclays Bank of Kenya Managing Director, Jeremy Awori (pictured) said the programme will train youths on technical skills an initiative that would further help the government fight unemployment. “Through the programme, we will educate the youth on skills that can assist them in developing the kind of expertise that can help them start their own businesses and attain economic independence,” Awori said. The programme will get financial

support from Strathmore University, the University of Nairobi and Technoserve among others. Awori said education and skills are the pillars of success thus it is important to equip the next generation with basic skills and development they require to secure employment.

“The initiative will further help them transform theory education into the world of work,” he said. “This digital face to face will guide applicants on how to look for work, what to wear and how to conduct yourself during an interview, how to manage money and ways on impressing colleagues and clients among others,” he added. The enterprise development pillar is mandated to help youth start, run and grow businesses in order to create income and employment. “We are doing this because for a long time, the impact of our philanthropic model of impacting the society does not have long term solutions. The announcement comes after Uganda’s Energy Ministry last week rejected an oil pipeline route that favours Kenya and would lower the cost of fuel transportation in the latter country. Uganda’s government said it had picked a route through Tanzania to Tanga port for the pipeline, rejecting one through Kenya, with which it had agreed last year to host the same pipeline. Uganda and Kenya have confirmed commercial crude reserves and the potential for substantial extra discoveries, and oil firms in both countries have been eager for an agreement on the export pipeline to make final investment decisions. Kenya, which has discoveries in the Lokichar basin in its northwest region, had pitched for the pipeline to link the two countries’ fields and onto its Lamu port, earning it transit fees and potentially cutting the cost of exporting its own oil. Uganda’s Energy and Mineral Development Minister Irene Muloni said the pipeline was expected to be ready by 2020, Reuters reports.

Use a grinder to gradually remove wood, and a sander to slowly smooth out the surface of the speaker. Viola, you’ve got

some of the natural grains of the plywood and showcase your project. It’ll look like it came straight from the store!

Finally, we close with a variation of dips. Lots of people do dips, which are a very common exercise, to tone and build their triceps. But adding a little twist to your dips, and doing back dips instead, will actually put more strain on your triceps, and cause them to shoulder more of the load. These can really be done just about anywhere, as well — be it in your living room, the gym, or even your desk at work. As long as you’re not causing a ruckus with your tricepbuilding shenanigans.

With star striker Cristiano Ronaldo missing because of a thigh injury, a cautious Real side offered little goal threat until the closing stages. But in the last 20 minutes, Jese headed against the bar for the Spanish side before Hart brilliantly denied Casemiro and Pepe from corners. Hart showed great reactions to keep out Casemiro’s header with his foot but his block to deny Pepe, who was unmarked and five yards from goal, is the standout reason City will travel to Spain next week with a precious clean sheet. The closest City came to a goal of their own was when Keylor Navas tipped over Kevin de Bruyne’s dipping free-kick in stoppage time. That was Navas’ only save of a game that was billed as a shootout between two attacking sides but was, in fact, a game largely devoid of goalmouth action. City will take the positives from denying Real an away goal but England’s last remaining rep-

resentatives in Europe’s elite competition still face a huge task if they are to reach the final, in Milan on 28 May. Their failure to score at home means former Real boss Manuel Pellegrini does not have a lead to take back to the Bernabeu, where Zinedine Zidane’s side have not conceded a goal in the Champions League all season. The news Ronaldo’s thigh muscle was deemed too tight for him to play was clearly a massive boost for City before their first Champions League semi-final. Without their 47-goal top scorer, a Real side that had scored 133 goals in their previous 46 games this season seemed reluctant to commit men forward and struggled to create chances.
