Build your own sources of revenue, Uhuru to counties THURSDAY, MAY 12, 2016
President Uhuru Kenyatta has told county governments to work towards standing on their own without looking up to the Treasury for financial support. In an interview with the press on Monday, President Kenyatta said Governors needed to shift from the mindset of asking for handouts from ‘serikali’ and instead focus on developing their own sources of revenue. “When we were in Nyandarua for example, to have a governor come and say oh you know we need your help to get a pyrethrum plant up and running and then I asked the governor, my friend, that’s your responsibility. Agriculture is a devolved function. You should have used part of your trips out there to engage individuals who would come and build these plants. This is not for the government to come and do for you. Focus on that and focus less on these other trappings that you people have. We devolved so that counties could be able to focus on those areas that they felt previously were neglected by the national government,” he said by way of example. He called out the county governments to shift their focus to projects that can generate income. “We see fleets of vehicles and palaces being acquired to benefit administrators and officials and we have not seen enough of

“When we say that we have been able to transfer one trillion shillings, that is a huge amount of money. That is equivalent, eight years ago, to two years of our national budget. It’s 95 percent (of county budgets) that is being transferred. Five percent only coming from the internal revenues is something that’s very small,” he said. MORE ON THIS STORY

Wetangula vows to snub police call on Jacob Juma murder From Page 1
Inspector General of Police Joseph Boinnet in a statement to newsrooms yesterday they expect Wetangula to share his information with the police as soon as possible for appropriate action. “I am shocked to hear that from Mr Boinnet. If Boinnet wants us to record statements, then he is in the wrong business,” he told mourners at the All Saints Cathedral. Mr Wetangula claimed that Mr Juma had made it clear who intended to kill him and that police should rely on his tweets and Facebook posts for leads to follow in their investigations. “There is incontrovertible evidence there,” he said. Mr Wetangula who was preceded in his address by fellow Cord co-principal Kalonzo Musyoka had already been told to snub the police summon. “Don’t make that mistake my dear brother,” Mr Musyoka said as he urged Wetangula not to heed the call. Juma’s widow Miriam told the mourners that she has not yet been contacted by police yet they were pursuing possible homicide in their probe. Wetangula said such was the diversionary tactics being employed by the police. He said any homicide investigations had to begin with the spouse of the victim. “If that has not been done, then we know there is a system of systematic and deliberate cover up,” he said. Cord leader Raila Odinga claimed Mr Juma was executed by an elite police squad and demanded that the state comes clear on the matter.

County MP reject plans to close refugee camps Wajir Women’s Rep Fatuma Ibrahim has opposed plans by government to forcefully repatriate refugees living in Dadaab refugee camp. Mrs Ibrahim said that said the government’s move to close the camps goes against humanitarian treaties which Kenya is a signatory to. Speaking to X-News, Mrs Ibrahim regretted that the government had embarked on a strategy that goes against the right of the refugees, only meant to cause more misery than comfort. “I don’t support the government decision to repatriate refugees from Dadaab and Kakuma refugees is unacceptable and it’s acting in total contravention of international treaties and rights of the refugees” she said. Mrs Ibrahim, who is a member of the parliamentary committee on Legal affairs said if the government implements its plans; it may hurt the country’s bilateral ties with South Sudan and Somalia where the majority of the refugees comes from. She explained that some of the countries like Somali and Burundi where the government claims to have experienced relative calm still have elements of insecurity and political instability. “We all know that Somalia is very unstable. Why does this government want to places where they were raped, tortured, intimidate and their rights violated before they freed to Kenya?” asked Mrs Ibrahim.
Demolish weak buildings or take the blame, governors now told Surveyors have turned the heat on Governors over the collapse of buildings across the country, accusing the county chiefs of being reluctant to demolish condemned structures. A buildings collapsed in Nairobi’s Huruma Estate killing 51 people with another one coming down in Mombasa days later. The Institute of Surveyors of Kenya (ISK) now say it is the responsibility of the devolved units to make sure all buildings under construction complied with safe and quality assurance standards. ISK chairman Stephen Ambani said the Huruma building was not an isolated case since there exists many condemned buildings that are yet to be brought down by the Nairobi County government. “The collapse of buildings highlights the systematic failure of the authorities to rein in the malpractices in the construction sector,” he said. Ambani said the relevant state agencies tasked with ensuring buildings constructed in the country were up to standard had too compromised their work. He also accused the National Construction Authority (NCA), National Environment Management Authority (Nema), building environment professionals and property developers of being part of the problem. “It’s unfortunate that these institutions have totally failed to live according to Kenyans expectations” he added. advised that if all government and professional relevant agencies worked to ensure qualified professionals were involved in the planning, design, construction and maintenance of the buildings and then the issues of negligence would be minimised. “Individuals involved in approval and supervision of collapsed buildings should be held criminally and professionally responsible if found culpable” he said. The chairman called for speedy
demolition of all buildings marked unsafe throughout the country to avert more deaths, injury and loss of property. He petitioned National Land Commission (NLC) and Nema to fulfil its mandate of safeguarding riparian zones from encroachment, noting that several buildings had been constructed on riparian areas. Ambani also urged the Lands inistry to be firm in implementing the recent move to revoke land ownership documents of lands on riparian reserves. The surveyors
asked the government to enact the proposed Built Environment Bill to strengthen and harmonise, as well as simplify the regulatory framework in the sector. “The new laws and regulations shall establish national standards and practices in the sector relating to design, construction and maintenance of buildings and associated works,” he said. He urged members of the public to avoid unsafe buildings and report such structures to authorities.
Ruto, Duale differ on dialogue with Cord over IEBC
Top Jubilee leaders have proffered divergent opinions on the calls for dialogue by the opposition on the fate of IEBC. While Deputy President William Ruto says they are ready for talks with Cord over the electoral body stalemate, National Assembly’s Majority Leader Aden Duale wants no dialogue. Duale’s position was also echoed by four Jubilee MPs who called on cord to follow the requirements of the constitution if it wants to kick out IEBC commissioners. Chairman of the Parliamentary Committee on National Security Asman Kamama said Cord should file a petition to the house as is required. But Cord leader Raila Odinga said that option won’t work as a similar attempt had been thwarted by Jubilee lawmakers. Mr Odinga then called on the government to initiate diaologue on how to reconstitute the electoral body, a call the Deputy President has welcomed.
“We are willing and ready to engage in talks. We want a coherent logical and legal way to resolve any issues,” Ruto said in Gatundu South constituency yesterday. But Duale while speaking at Parliament building yesterday said no dialogue should be held with the opposition regarding IEBC saying the commission only reports to parliament through the Justice and Legal Affairs Committee and not the Presidency. He said IEBC is an independent institution and any talks regarding its disbandment should be handle purely by parliament. “I can tell you for free that President Uhuru Kenyatta under the current constition has no role in the disbandment of IEBC. The commission does not even report to him and therefore the dialogue called by opposition has no basis,” Duale said. The majority leader said the opposition should present a petition in parliament with valid reasons why they want IEBC to go home and he will support
such an initiative. “I will be the first one to support the disbandment of IEBC if it’s done through parliament with valid reasons,” said the Garissa Township lawmaker. Cord has staged two protests to force out IEBC commissioners and vowed to continue until they vacate office. And as the stalemate continues, the Legal Affairs Committee is now seeking for a way out. On Tuesday, Ainabkoi MP Samuel Chepkonga, who chairs the committee, wrote to Speaker Justin Muturi seeking a joint sitting with the Senate’s Committee on Legal Affairs and Human Rights over electoral laws and the IEBC. And Duale seemed to back the move saying it is the right formula in the constitution but said the joint session must be ratified by a special sitting of parliament. “If the two committees were to sit together, then it will force us to have a special sitting and discuss
all the agenda they have, that is the law,” Duale said. While he professed to have written to the speaker supporting the move by Chepkonga, Duale maintained that electoral reforms should not form part of their joint meeting. Kamama said no dialogue should be held with the opposition regarding IEBC when there are constutionaly approved means to solve the impasse.
“What dialogue do they want, what I know is that these people (Uhuru and Raila) talk every day,” Kamama said. The Tiaty MP accused Cord of planning a coup on an independent commission. “What happens if that dialogue is allowed and IEBC is sent home, the next day they will demand that other independent commissions also be disbanded the same way that is a coup,” Kamama said.

Impeachment all but confirmed for Brazil President Rousseff Brazil’s senators are speaking through the night at the culmination of a congressional move to impeach President Dilma Rousseff with a majority indicating that they’ll vote to proceed. Seventy-one of the chamber’s 81 senators were scheduled to speak in the house ahead of an electronic vote which was to be taken at about 12pm Kenyan time Thursday. That was after all the senators have been heard. But of those speaking, at least 41 have declared themselves in favor of the proceedings, effectively sealing Rousseff ’s fate. The past few months have been a roller coaster for the embattled premier, who has been at the center of a battle for her impeachment, including procedural and legal appeals to annul the vote heard. But now the last avenue has closed, and the final vote is in front of the upper house of Brazil’s congress. She could soon see herself sidelined this morning, if -- or as is now likely, when -- the senators vote to begin the impeachment process. Such a decision would see Rousseff temporarily suspended from office, with Vice President Michel Temer assuming the presidency for the time that Rousseff would be obliged to step aside. The Senate and its committees would continue to work normally during this period. As the Senators put forward their views, protesters in the capital Brasilia and other cities demonstrated for and against the proceedings. Some, like the protest in front of Congress in Brasilia got out of hand, prompting authorities to disperse the crowds. “It is revolting, we are here defending our democracy, and those yes-men spray us with tear gas, they are cowards,” one protester,
Trump now softens stance on Muslim ban Republican presidential candidate Donald Trump appears to have softened his stance on temporarily barring Muslims from travelling to the US. Responding to remarks by London Mayor Sadiq Khan, Mr Trump told Fox News Radio the ban was “just a suggestion”. Mr Khan has expressed concern that he would not be able to travel to the US under a Trump administration because of his Muslim faith. Mr Trump had offered to make an “exception” for Mr Khan. Mr Khan refused Mr Trump’s offer, saying the New York businessman’s views were “ignorant” and would make the UK and the US “less safe”. Mr Trump proposed a ban on Muslims entering the US after attacks in Paris killed 130 people last year. The suggested ban has been widely criticised in the US and abroad but Mr Trump until now has stood by the proposal, saying it was needed to ensure US security. “It’s a temporary ban. It hasn’t been called for yet,” Mr Trump said on Wednesday. “This is just a suggestion until we find out what’s going on.” Mr Trump has shifted positions in the past on a variety of issues only to change his stance days later.

Uhuru backs Grow Africa plan as it nets Sh232bn in investment Over 300 African and global leaders, including President Uhuru Kenyatta, have pledged to support policies outlined in the ongoing Grow Africa Investment Forum in Rwanda to accelerate investments in agriculture across the continent. More than Sh232 billion in private sector investments have been implemented to date by Grow Africa partners, benefiting over 10 million smallholder farmers. Grow Africa is a multi-stakeholder platform seeking to accelerate private sector investment in 12 Comprehensive Africa Agriculture Development Programme (CAADP) Partner Countries. “Agriculture is the sector that will transform Africa. Our industrialisation will be driven by value-added processing of our agriculture products. However we need to tackle key bottlenecks such as infrastructure and farmers’ access to finance and markets,” said President Kenyatta. According to leaders who gathered for the 2016 Grow Africa Investment Forum in Kigali, Africa’s agriculture sector is at an inflection point and could grow significantly in the coming years with the right investments and policy actions. The Grow Africa partnership reported that over Sh50.4 billion in new privatesector investments were implemented in 2015, bringing the total to Sh232 billion implemented out of over Sh1 trillion committed by more than 200 African and global companies. In the past year, these investments
President Uhuru Kenyatta at the ongoing WEF Grow Africa Investment Forum in Kigali, Rwanda. reached around 10 million smallholder farmers and created 30,000 jobs, bringing the total number of jobs created to 88,000 since 2012. In the first quarter of 2016, almost Sh50.4 billion in additional investment commitments were made, suggesting that investor interest remains strong. However, investors have substantial concerns about the enabling environment for African agriculture, according to a survey conducted by Grow Africa. State to unveil new guidelines on tea production, export
The government will unveil new guidelines seeking to broaden tea sector base to diversify its production and ensure the crop remains a major contributor to the country’s GDP. The new guidelines seek to reduce the industry’s reliance on bulk black tea, a key objective for Kenya as it looks to boost revenue from one of its flagship agricultural sectors. Agriculture, Fisheries and Food Authority’s Tea Directorate technical services manager Samuel Ogola said under the guidelines set for the second quarter of this year, the industry will increase the availability of planting material and manufacturing facilities to enable farmers embrace new tea varieties. “We want to increase tea industry earnings by encouraging farmers to embrace specialty tea varieties, such as white, purple and orthodox tea, which have a higher value compared to black tea,” said Ogola. “The government has ensured Kenyan tea is pesticide-free and ‘clean’, which is
ideal for premium quality branding and in line with international preferences. This should be a key selling point,” said Gold Crown Beverages director of manufacturer Peter Kimanga. In addition to expanding the tea varieties produced, Kenyan producers are also looking to diversify their export markets. Currently, 77 per cent of the country’s output is sold to a handful of source markets, namely, Egypt, Pakistan, the UK, the UAE and Sudan, according to figures from the East Africa Tea Trading Auction (EATTA). Looking ahead, Kenya target highgrowth markets, in particular China and Iran, which could offer greater market stability. “Bilateral trade accord should be a priority as the country seek to open up new markets and diversify export destinations,” said Agriculture Industries Network managing director and chairman Edward Mudibo. enock_x254
management tools, infrastructure, and policy and regulatory improvements are needed, but out of over 130 company responses, almost 70 per cent reported seeing no improvement on these fronts over the past year. Ethiopian Prime Minister Hailemariam Dessalegn outlined the significant progress to date in boosting Ethiopian agriculture. “African economies have agriculture as their backbone. We need to commercialise and modernise smallholder farmers to realise this potential, and the private sector can play
a major role. With greater investment and government commitment, we are seeing greater productivity as well as better livelihoods for farming communities,” he noted. The Grow Africa partnership was co-founded by the African Union, NEPAD and the World Economic Forum to advance progress on Africa’s food security and agriculture-sector goals through multistakeholder collaboration. Safaricom posts Sh38bn profit for the year 2015
Leading mobile network operator Safaricom has recorded a 19 per cent rise in net profit for the year 2015 earning Sh38.1 billion from Sh31 billion recorded in the year 2014. Safaricom chief executive Bob Collymore attributed the rise to increase in customer numbers as well as rise in the use of data and text messaging. Mobile penetration in Kenya stood at 87.7per cent as at December 31, 2015, with Safaricom having a subscriber market share of 64.7 per cent. “We are now at 25 million customers and of course the other thing we have seen an increase in is the use of not just voice, but data and texts,” he said. During the period in review, there was an increase in the number of customers to 25.10 million from 21.85 million. The company invested in both the expansion and modernisation of its 2G, 3G, and 4G networks and in fibre layout in key metro areas to support the growth. KEBS suspend permits of over 300 rogue water bottling companies
The Kenya Bureau of Standards (KEBS) has suspended permits for 368 water bottling companies for what it termed failure to comply with quality standards. The KEBS permits have been withdrawn in accordance with the Standards Act CAP 496 of the Laws of Kenya and KEBS scheme of supervision and control. Some of the standards the firms violated include operating without valid permits, noncompliance to requirements of the relevant water standards such as the code of hygiene, using suspect sources of water as well as poor and misleading labelling. Speaking during the a meeting attended by over four hundred (400) water manufacturing firms in Kenya, KEBS Managing Director Charles Ongwae said there has been an upsurge of unscrupulous water bottling firms
which are not adhering to the laid down standards and procedures. Ongwae informed the suspended permit holders that KEBS is committed to work with them to achieve the required standards as a condition to recertification. He said water being a high risk product, there is an urgent need to ensure compliance to all regulations by the bottlers. “The sector has been infiltrated by fraudulent players who are bottling substandard water and selling it to unsuspecting consumers. Water is listed as a high risk commodity and a slight contamination can lead to sickness or even loss of life,” added Ongwae. The water bottling business is guided by the Kenya Standards/East Africa standards for bottled water whereby the water classification is determined
by the source of the water and the method of purification. “KEBS wishes to ensure Kenyans receive value for their money by weeding out some of the unscrupulous dealers who are not adhering to standards when bottling water,” said Ongwae. The regulator has noted with concern that manufactures are increasingly installing filtration systems without first seeking information on the requirements set out in standards. These include; quality of the source water, specifications for water and the general code of hygiene. Moreover, operating companies are relocating and not informing KEBS of the new location and end up not renewing their permits. Counterfeits and similar brand names has also been quoted as a major issue among manufacturers. kevin_x254

BIZ BRIEFS One in three firms constrained by graft, reveals new survey
One out of every three companies in Kenya is constrained by corruption, a report by the World Bank has revealed. Based on the analysis released three days ago, 38 per cent of local firms and Sub-Saharan countries consider graft a major constraint. Roughly 32 per cent of companies expected to give bribes to secure contracts while 24 per cent bribe to get things done. The data, released as part of a series of the World Bank’s Enterprise Surveys, was sourced through interviews with managers and business owners in more than 130,000 firms across 135 economies. It found that one in every three companies identify corruption as a major constraint to operating their establishments.

Private institutions on the spot over runaway corruption cases
Kenya Private Sector Alliance (KEPSA) has named the private sector as the most corrupt in terms of imports, exports and procurement. Speaking yesterday at a Nairobi hotel, Kepsa chief executive Carole Kariuki the country’s private sector experiences more corrupt cases than the government since it mostly deals in procurement projects. “The private sector is the supply-side of most corruption in Kenya, mostly through public procurement which accounts for 70 per cent of corruption in the public sector,” said Kariuki In a survey conducted by KEPSA in 2014, seven areas were identified as den of corruption. The areas include the Import and Export sub-sector, which tops the list with a score of 36 per cent, followed by the Procurement and Tax Collection subsectors. Others sub-sectors accused of corruption include the Licensing process industry at 11 per cent, Inspection and Quality Assurance processes at eight per cent, with Environment and Safety Certification at three per cent. “Corruption distorts public expenditure, lowers the quality of public infrastructure, decreases tax revenues and discourages investment,” added Kariuki. From the recently- released 2016 economic survey, corruption has been identified as the single greatest obstacle to economic and social development in the country. The extent of the devastating effects of corruption on the country’s economic development is so huge that every development plan in the country has featured graft among the top priority challenges to be addressed, according to
KEPSA chief executive Carole Kariuki moderating a session during a previous Ease of Doing Business Initiative Conference. Kepsa. This has had a negative impact on Kenya’s global perception with both the Global Competitiveness Index 2015 and the World Bank’s Enterprise Survey ranking corruption as one of the top concerns for businesses operations in Kenya.
In a recent survey by the British Chamber of Commerce, corruption was seen as the greatest challenge to doing business in Kenya. Kepsa has adopted three initiatives under its governance agenda to promote ethics and integrity in the private sector. It has encouraged all leaders from among
the public sector service, intellectuals, local and foreign businesses and development partners to join them in promoting ethics and integrity in Kenya. According to Kariuki, more than 400 companies have so far signed a code of ethics to help fight corruption. Lenah_x254
Airtel, Flickswitch unveil online portal for businesses firms mobile connectivity Airtel and Flickswitch International, a leading provider of self-service solutions for enterprises, have jointly launched a SIM management service for businesses in Kenya. Flickswitch complements Airtel Kenya’s bouquet of Machine to Machine (“M2M”) solutions by providing an online portal for enterprises to manage their mobile connectivity. In partnership with Airtel, Flickswitch has now launched SIM control, an online self-service portal that provides enterprises with the tools to manage their mobile connectivity effectively. The tool allows administrators to create business rules, tailored around the usage of their phones or devices. “An example would be to top up with Sh50.00, when the SIM balance drops below Sh10, for a maximum of 3x per month. Cost is thereby capped at a known level and the business has full
control over monthly usage,” Airtel explained in a statement this morning. Flickswitch is now able to supply enterprises with bulk Airtel SIM cards, registered and delivered within a matter of days. The business can then create custom rules on SIM control for each batch of SIM cards and activate them when needed. “The best part of the offer is that there are no long term contracts involved. Businesses can only spend what is available in their account. If a customer project comes to an end SIMs are simply suspended,” said Airtel. With Flickswitch’s SIM Control platform, administrators receive automated email notifications when SIMs are recharged, reached a limit or when recharges fail for whatever reason to have complete control over their SIMs.
All data such as SIM information, recharge reports and usage is displayed online and available for download which allows the business to evaluate their spending and tweak the business rules accordingly. “Airtel understands the changing SIM management needs of businesses. The rapid growth of connected devices within many industries means that companies need to manage large numbers of SIMs. Our partnership with Flickswitch is just another way that Airtel is making sure its business clients have access to the best SIM management offerings” said Airtel Kenya CEO Adil El Youssefi. According to El Youseffi, the Internet of Things (“IoT”) – which refers to a network of devices embedded with network connectivity that enables these objects to collect and exchange data will ensure every industry find a need
for devices to be connected. “Within this complex eco-system of sensors, devices, platforms and solutions, information needs to be transferred. The preferred, most generally available connectivity method is the mobile network, especially on the African continent,” Airtel explained “Technology companies in the M2M/ IoT space have a whole array of challenges to contend with before taking a solution to market”, said Flickswitch Kenya director Danie Olivier. “We are building from our experience in supporting 100,000 SIMs for more than 550 Enterprises, largely in South Africa. World Bank, stakeholders in fresh bid to curb Africa drought
The World Bank and other stakeholders have put in place intervention measures to reduce Africa’s vulnerability to drought. In Kenya alone, the impact of drought has been enormous since 2011. According to Devolution ministry recent report, the economy has lost close to Sh1.2 trillion to famine. Speaking during the launch of the sixth drought disaster resilience and sustainability initiative (IDDRSI) forum in April, Devolution CS Mwangi Kiunjuri said drought does not only cause human suffering, but also affect the economy. “In the Horn of Africa, more than 13 million people were affected in 2011 by a combination of drought, conflict and economic crisis,” he said. Despite recent rains experienced in part of the country, extreme drought has continued to hit much of SubSaharan Africa, leaving millions of people in need of emergency assistance, the report, released on Monday and led by the World Bank, seeks focus on interventions that could increase long term resilience to drought. Launched at the First Great Green Wall Conference in Dakar, the report dubbed ‘Confronting Drought in Africa’s Drylands: Opportunities for Enhancing Resilience’, estimates that a set of interventions could reduce the impact of drought in Africa’s drylands. The move will annually keep 5 million people out of danger in areas that constitute some of Africa’s poorest zones. “Drylands, hot spots of natural disasters, are at the core of Africa’s development challenge,” said World Bank Vice President Makhtar Diop.
State seeks fresh EU loan as IMF backs country’s economic trend
Kenya plans to borrow again from the international capital markets, following a vote of confidence from the International Monetary Fund (IMF). National Treasury Cabinet Secretary Henry Rotich has reaffirmed a previous commitment to return to the Eurobond market. Speaking on Wednesday on the sidelines of the World Economic Forum (WEF) on Africa in the Rwandan
initial issue and a subsequent tap sale. Rotich said a meeting with investors in London about a month ago had shown there was an appetite for more issuance. “Kenya is one of the few African countries that has market access at modest interest rates,” First Deputy Managing Director of the IMF, David Lipton, who met with Rotich in Nairobi days ago said. He said Kenya and East Africa are

Poor infrastructure to blame for slow growth in fuel sector Lack of infrastructure has been blamed as a major impediment on Kenya’s fuel sector growth as prospectors continue to uncover new oil reserves. New data indicates that Kenya may be sitting on more oil than previously believed with Canadian energy group Africa Oil adding 150 million more barrels of oil to its reserves in the Lokichar Basin in the country’s northern region. However, Kenya lacks the infrastructure to produce and export oil at scale. The Lokichar Basin is in a remote part of the country, about 850 km from the most likely port of export in Lamu. A deal to share the costs with Uganda of building a 1,500-km cross-border pipeline to Lamu was recently canceled, leaving Kenya to shoulder the estimated $4.5 billion expense on its own. The new reserves account for 24 per cent more oil than earlier estimates. According to the results of an independent survey, Africa Oil’s reserves now stand at a total of 766 million barrels. “Based on the continuing drilling and testing programme over the past
capital of Kigali, Rotich dismissed investor concerns over a proposal by the Treasury to set a higher budget deficit for the fiscal year starting in July. The Treasury said in a budget document that the deficit, which will be firmed up in June, could be as high as 9.3 per cent, up from 7.9 per cent this year. Kenya issued its first Eurobond in 2014, borrowing a total of $2.75 billion (currently valued at Sh277 billion) in an
year our best estimate is now that the company’s discoveries in the South Lokichar Basin contain gross unrisked Contingent Resources of 766 million barrels of oil, an increase of 24 per cent on previous estimates,” Keith Hill, President and CEO of Africa Oil said in an announcement earlier this week. “The level of these resources gives us confidence that we will exceed the threshold required for development and we continue to push forward for development sanction during 2017,” he added. The updated figure follows a discovery in Kerio Valley in March, which British energy group Tullow Oil termed an active petroleum system with significant oil generation. Tullow and Africa Oil have been exploring the basin, believed to have as much as 1 billion barrels of oil. The reserves could make Kenya an oil exporter in the future. According to World Bank Researchers Apurva Sanghi and Harun Onder, at peak production, the country’s fiscal revenues would be about $9 billion (Sh906 billion) a year, or 16 per cent of Kenya’s GDP.
experiencing continued rapid growth, adding that one of the only challenges is to solidify that growth. “I am impressed by Kenya’s achievements in recent years. Despite strong global headwinds, real GDP growth averaged 5.5 per cent per year and inflation broadly remained within target during 2013–15. There have been significant improvements in public infrastructure, in particular in electricity generation and the road network,” added Lipton. He said Kenya has also made remarkable progress in improving access of the population to financial services, including through mobile banking. Speaking as he concluded his visit, Lipton said Kenya has become an important destination of capital inflows from advanced and emerging markets. “Many structural reforms have advanced, including in the areas of devolution, public financial management, and business regulations,” he confirmed. “My visit confirmed my view that Kenya has set the basis to make steadfast progress in advancing national development. The IMF will support Kenya in this journey through policy advice and capacity building. Should adverse external developments jeopardise the country’s development path, Kenya can rely on IMF financial support in the context of insurance-like precautionary facilities available for the country over the next two years,” said Lipton.
DJI Phantom 4, stylish flying camera In the era of unmanned aerial vehicles, the Phantom 4 is a beautifully designed camera drone. It would be more accurate to call the Phantom 4 a “flying camera” rather than a drone. It’s got a very specific use: aerial photography, allowing users to see the world from the air. The Phantom 4 makes it easy for a beginner to simply pick up its controls and fly the device. Automatic take-off and a limited descent rate limit the possibility of risky maneuvers and make for controlled and shake-free camerawork. The last thing anyone wants to do with a drone with a top speed of 45mph is crash it. Luckily, DJI has done its best to make that impossible. The Phantom 4 is one of the first drones with collision avoidance and object tracking. This helps the drone get close enough to its subject to take great footage while limiting the likelihood of it (or its subject) meeting an untimely end. The device’s onboard camera shoots 4K footage at 30 frames per second and captures photographs at 12 megapixels. Shooting in 4K will fill up the onboard 16GB SD card in about 35
minutes, which isn’t an issue since each battery charge only lasts 28 minutes of flying-time. From the sky, the drone streams 720p HD footage back to a smartphone or tablet attached to the remote control. The Phantom 4 also has two cameras on its underbelly and two on its front. These allow the Phantom to avoid obstacles, detecting barriers from up to 15 meters away and adjusting its flight path to avoid collisions when on a pre-set path. The Phantom 4 isn’t a drone made to be thrown about or raced. It is firmly
aimed at hobbyists who want to take high-quality pictures from the air. The Phantom 4 does have its down sides though: it’s only shipped with one battery and at high speeds its propellers are visible in the camera footage. Footage and photographs are beautifully sharp and the live stream lets users experience environments in full-flight. Flying the drone is intuitive and, most importantly, doesn’t get in the way of capturing footage. It is pricey, but the Phantom 4 is a great way of seeing the world from amazing perspectives. kevin_x254

Are free & fair elections a thing of the past?
I
t might seem like it was a long time ago for some and it might be a long time ago for some, but in 2007 something happened to this country that has left an unmistakeable blight in its history in a way that can never be erased. The 2007 Post Election Violence should be enough of a reminder to us all that as a country we should do better. It has almost become a matter of fact that civil unrest will follow after a General Election not only in Kenya but in the whole of continental Africa. The degree of such strife does vary from time to time but it has simply become a part of life. The Electoral Commission of Kenya undoubtedly couldn’t get its work in order. The 2007 General election had so many hitches that to this day, 9 years later, it is still not clear to many Kenyans who won that particular election. It had to go. And at that time it was almost unanimous that it had to go. We now had this position termed as “Prime Minister’, something that had not existed since colonial days as something to placate people who were technically still under British rule. As a country we needed a whole new structure to manage elections. So when the Interim Independent Electoral Commission (IIEC) was formed in 2009 and provided us with an entirely new Constitution it was considered a real landmark for a developing country by the international community. After this the Independent Electoral and Boundaries Commission (IEBC) came into being and its first test was the 2013 General

Elections. Naturally, political tensions were high but nothing like what happened in 2007 occurred. Which doesn’t mean that the last elections we had were not disputed. So maybe this is a measure to curb the inevitable before it happens but the push and pull due to the current existence of the IEBC only spells disaster for the next General Election. CORD leaders endured tear gas and being manhandled by the police during a protest that was held against the continuation of the present IEBC. Not only did this move seem unnecessarily violent, it also infringes on Kenyans’ rights as citizens. There were warnings meted out to members of CORD against holding the demonstrations but it was carried out anyway. The President even expressed his displeasure in the disruption caused by the protest and hinting at something a little too close to home when he said “Those demonstrating fought for the Constitution and told us to follow it.” All the way to Kondele, Kisumu the protests continue without any clear resolution. Interestingly enough TNA Secretary General, Onyango Oloo, assured the public that the party would not sit back as CORD airs its grievances and would counter their protests with a clamour of their own. It does not take much to realise that two aggressive rival groups meeting in public will not have a positive result. All parties involved have valid arguments but there has to be a better way to resolve the tension than yelling in the streets or we will end up where we were 9 years ago. @christine_x254

Dennis Ongwae and Felix Ngaywa who are said to have been in the company of a friend when the incident happened, were on their way to a relative’s house in Mathare North Estate within Nairobi. Despite having their National and University identification documents on them the police still labelled the two as un-identified at the police station and mortuary and failed to disclose the truth to their family members about the incident. According to the Independent Medico-Legal Unit report, the constable is said to have shot the two when Gor Mahia football club fans had staged riots in the city. The office of the Director of Public Prosecutions approved the murder charges after IPOA concluding investigations linking the officer to the death of another person.

Do you really need that One of the most awesome things about owning a smartphone is the apps. We, literally sometimes cannot live without them and need a ton of self-restraint to just put our phones down. At one time or another phones apps do need updates but sometimes these upgrades come at a price. Just skimming through the Play Store you will find a host of complaints from consumers about an upgrade ranging from ‘does not sync well with other service’, ‘too many notifications,’ ‘takes up too much space,’ or the ads are just needless. Which
is actually a major complaint with most apps these days. So when do you choose when to upgrade an app and when to leave well enough alone? This will mostly come down to personal usage. The first thing to do would be to read and understand all the changes an upgrade would be making to the old version of the app. A bug that’s being ironed out is always a great thing but superficial updates that don’t necessarily do much like adding a social media icon on an app that has nothing to do with being social.
Some updates might even get rid of a feature that you use on the regular. Google’s apps are notorious for their incessant updates that swell with every new version and sometimes kill useful features while reducing basic functionality. Read reviews on an updated version of any app before deciding to install it and figure out whether it’s for you or whether to wait until another version comes out. Of course deciding on switching an entire OS is a whole other ball game so start small.

Women volleyball team train eyes on Olympic ticket THURSDAY, MAY 12, 2016
“Kenya…. Yes we can!” was the war cry that echoed the hollow Moi Sports Centre Kasarani indoor gymnasium on Wednesday morning as Kenya’s women volleyball team stepped up their preparations for the World Olympic Qualifiers in Puerto Rico from May 22. Malkia Strikers face hosts Puerto Rico, Colombia and Algeria as they seek to clinch the sole slot that will see them return to the Summer Games for the first time since 2004. Kenya had an ‘easier’ route to make it to the games that will be hosted in Brazil’s capital Rio de Janeiro through the African Qualifiers, but lost out to Egypt in the Semi-final with hosts Cameroon going on to clinch the ticket. The African volleyball queens have however gotten a second chance but through a tougher competition. “Yes, we are under pressure. We had a chance to do it in the African Qualifiers but we failed. We need to put that behind our backs and focus on the second chance we have. It is tough, but I trust in the ability of the girls. They are determined and motivated to do it,” head coach David Lung’aho told Capital Sport. In his travelling squad of 12, only 32-year old Janet Wanja has ever tasted Olympic prestige. As a young 19-year old girl just beginning her volleyball career, the Kenya Pipeline setter managed to get into the Kenyan team to the 2004 Olympic Games in Athens, Greece but since then when Kenya failed to win even a single set, it has been a mirage to qualify for the world’s most prestigious sporting event. “I really want us to qualify for the Olympics, not for my own sake but for the sake of the upcoming players. It would be something huge for them and I am hoping we make it. It is tough because all three teams are no pushovers but we are going there to do our best,” Wanja stated. Lung’aho says the allure of playing in the Olympics is the push propelling them towards the Roberto Clemente Coliseum in San Juan, Puerto Rico where the three day tournament will be played. “Most of them feel that in the next four years, they might not be as good as they are now to get a chance to fight for an Olympic ticket. This is their chance and that is what is pushing them to work hard in training,” the coach said. Lung’aho has dropped experienced players Lydia Maiyo and libero Elizabeth Wanyama and despite murmurs over their exclusion, the coach was quick to point out their absence is due to current form and the need to get the strongest team possible. “Each tournament has its own rules. If we were allowed to take 14 players, then we would have picked two liberos. But we have only 12 slots and that means we only need one libero. If we carry two, we sacrifice one position which we are not ready to do,” Lung’aho affirmed. “We picked Aggripina (Kundu) over Wanyama because she has been doing well and it is her time to play as well. In the previous times, Wanyama has always been top and picked over Aggripina. Now it is the other way round. It is not to say the national team door is closed on them. There are other many tournaments and we will still consider
them,” the coach disclosed. Lung’aho will be looking on the experience of Jane Wacu, Brackcedes Agala, Esther Wangeci and captain Mercy Moim who have spent the last season playing in Europe. He says the presence of the four has added morale in the team and he believes the experience and better playing techniques they have picked in France and Finland will give them an edge. “I have learnt quite a lot because playing in the top French League is not easy. I have toughened up and improved on my defense which was one of my weak points. I trust that my experience will be vital for the team,” the soft spoken Wacu told Capital Sport. Kenya has played numerous times against Algeria while they have faced Colombia only once, last year in the Grand Prix Group Three. They have never faced Puerto Rico and that is some point of concern for Lung’aho. “We lost to Colombia in the Grand Prix but I am certain it is a team we can compete with because they play almost like us. Algeria, I think we know them inside out. The task is Puerto Rico because we have never played them. We have just watched their clips but I trust if we play to our abilities and minimize on mistakes, we have a chance,” the coach said. The team departs May 17 for the South American country and will begin their quest on May 22 against Colombia then face Algeria and Puerto Rico on 23rd and 24th respectively. Kenya will be hoping to pick the Olympic ticket which will give them a huge leap of confidence into their debut in Group Two of the World Grand Prix which begins in Tucumán, Argentina a week later. Benteke cancels out Hazard’s opener THURSDAY, MAY 12, 2016
Christian Benteke’s late header cancelled out Eden Hazard’s brilliant solo goal as Liverpool kept alive their slim hopes of a top-six league finish. Chelsea winger Hazard fired a low shot into the corner after a dazzling run to record his fourth goal in four games. But substitute Benteke earned the Reds a point in added time when he pounced after an error from Asmir Begovic. Liverpool remain eighth and are within three points of sixth-placed West Ham with a game left. Jurgen Klopp’s side, who play West Brom on the final day, have another chance to secure European football next season when they play Sevilla in the Europa League final on 18 May, with a Champions League spot awarded to the winner. Chelsea remain ninth. In a game that was often short on quality in the final third, Hazard was the outstanding performer. The Belgium international has endured a difficult season after being named Professional Footballers’ Association Player of the Year last season, suffering with injuries and loss of form as defending champions Chelsea slid down the table. But after failing to score in the Premier League until April, the 25-year-old now has four in his last four games -
and here he was back to his very best. Showing mesmeric balance and close control on the ball, Hazard had 96 touches - more than anyone else on the pitch - and found a team-mate with 95.2% of his passes. His upturn in form has come too late to save Chelsea’s season - or the job of former manager Jose Mourinho but Hazard’s performance suggests he could peak for the European Championship, where, in the absence of Vincent Kompany, he will captain Belgium. Klopp’s side are on a roll at Anfield, having gone 12 unbeaten at home and easily swatted aside Villarreal and Watford in their past two matches. Having restored many first-team regulars to the team after fielding a largely second-string side against the Hornets, Liverpool faded after a bright start and could have been further behind had Bertrand Traore not curled wide after rounding Simon Mignolet. But they improved after the break, increasing their share of possession from 52% to 58%, and Daniel Sturridge and Kolo Toure missed glorious chances before Benteke’s late intervention. Fellow substitute Sheyi Ojo swung over a searching cross from the left and Begovic could only palm it into the
path of the Belgium striker. Klopp downplayed the result’s importance, but this was a point that will maintain the feelgood factor at Anfield under the charismatic German before their second final of the season.
Liverpool’s Daniel Sturridge in action against Chelsea’s Nemanja Matic last night. Substitute Christian Benteke came off the bench to secure a draw for the Reds after Eden hazard had powered his team ahead with a beautiful low shot past Simon Mignolet in the home team’s goal.

Newcastle, Norwich relegated from EpL Sunderland sealed their Premier League safety and relegated Norwich and local rivals Newcastle with a comprehensive victory over Everton. Defender Lamine Kone struck twice from close range after Patrick van Aanholt scored with a 25-yard free-kick that was misjudged by keeper Joel Robles. Victory capped an impressive revival by Sam Allardyce’s side, who have lost only two of their past 13 games. Everton were dire, heaping more pressure on boss Roberto Martinez. The Toffees have picked up only six points from their past 10 league matches and the Spaniard is likely to face an uncomfortable final game of the season in front of disgruntled crowd at Goodison Park. In contrast, Allardyce will be able to take his side to Watford on Sunday unburdened by the relegation fears that have surrounded the club since his appointment in October. Their victory leaves them four points ahead of both Newcastle and Norwich with just one game to play. Sunderland’s survival was built on several key decisions this season, none more significant than the appointment of Allardyce after Dick Advocaat resigned following eight games without a win to start the campaign. Hardened to the fight from his experiences at Bolton and Blackburn and with time on his side, the 61-year-old has steadily built a disciplined and spirited side, sprinkled with match-winners. It has not always been smooth sailing - notably during a five-game losing streak at the end of last year - but since February they
have been more consistent and possessed far greater fight than their main relegation rivals. They exemplified this once again on Wednesday with another display full of endeavour in front of a vociferous home crowd, who chanted their manager’s name throughout a lap of honour after the game. Sunderland can also credit their survival in part to the signings Allardyce made in January. Kone, Jan Kirchhoff, Wahbi Khazri and, to a lesser extent, Dame N’Doye have integrated superbly with the talent already at the club to help transform a struggling side into an effective and, at times, exciting one. It was Kone who shone on Wednesday, forming one part of a solid centre-back pairing with Younes Kaboul at one end of the pitch and the most unlikely of predators at the other. The 27-year-old was without a goal in 13 Premier League appearances for the Black Cats heading into this match but showed the instincts of a seasoned goalscorer when he lashed home a volley from close range after Everton failed to clear a corner. His second goal was a much simpler finish, from near point-blank range after Robles palmed Khazri’s near-post corner on to the back of team-mate James McCarthy. It was a costly second error from the keeper, who had inexplicably moved to his left to allow Van Aanholt’s free-kick to go into the centre of the net, but the goal was no less than the home side deserved for their dominant display.
