Poll body’s image is tainted, says expert Whether the Independent Electoral and Boundaries Commission (IEBC) is blameless or guilty of the allegations lodged against it, concerns are that the allegations have disparaged its image. Bob Mkangi, a constitutional lawyer who served as a member of the Committee of Experts that summarised the 2010 Constitution, called for dialogue that will lead to a legal agreement to resolve IEBC’s waning public trust. “Controversies alluding to corruption really have tainted the institution’s image in the eyes of the public. Where you start attracting scandals cutting across the board, Kenyans will really not support you. IEBC has dented its legitimacy and credibility through the attraction of corruption allegations,” Mkangi (pictured) argued. IEBC officials are accused of engaging in corruption deals with references to the ‘Chickengate’ scandal. Mkangi explained that IEBC should have reflected better on why the Electoral Commission of Kenya (ECK) was disbanded and insulated itself from similar influences and those related to corruption. “We have to also put the disclaimer that what are labelled against IEBC are allegations until proven. But IEBC just like the Judiciary is one institution that should always strive never to attract certain controversies to itself.” In his view, Kenyans wanted change
– the main reason why IEBC was established to replace ECK blamed for mishandling the 2007 election that ended up in lethal post poll violence. “Within one election cycle, we have almost gone back to where we were before. So it’s as if what Kenyans wanted is in vain.” CORD’s dilemma with IEBC further stems from the dispute of the 2013 General Election that ended up being determined by the Supreme Court. CORD’s leader Raila Odinga through a court petition said the election was flawed and pointed fingers at missing forms and inconsistencies in the voter register. “The contestation around declaration of the results – that is almost
expected; in any competition there is always a loser and winner,” Mkangi opined. Though the 2013 election dispute is not as weighty as issues of credibility raised, Mkangi believed it was still contestation that demonstrates IEBC has not entirely corrected ECK’s mistakes. “Handling of the elections did also point to some questions especially when you consider IEBC came into place to repair what had happened in 2007. But the unfortunate event – the same issues that were raised in the 2007 presidential election were the same ones raised in 2013. It shows a failure of addressing itself to what really ailed the Kenyan electoral process.”
The linkage between complaints made by CORD and the waning confidence, Mkangi explained, could be linked to low voter registration. During the March voter registration, IEBC fell short of its targeted number which Mkangi largely associated to allegations peddled against it. – Way Forward – CORD has held three demonstrations in efforts to evict IEBC commissioners from their office. But physical removal of the commissioners from the office, Mkangi explained, cannot resolve the standoff but dialogue. “The challenge we have is to use the same Constitution to get out of this quagmire. The means are out there including dialogue – it is part of the Constitution spirit. We should discuss the way forward that will ensure we can have free, fair and peaceful elections prior to and after.” The dialogue, he said, should create an environment where electoral and political reforms can be discussed. “We have the winner take it all – yet we have a highly polarised society. These do not gel well,” Mkangi explained. Proposals to change the election date – seem to have flopped and currently there is a new call to vacate the August date. This means that “what we can work with is that we will have election in August 2017.” But that too, Mkangi explained, presents a problem of handover in an
election year. “The dilemma of current IEBC commissioners leaving office about three months after the election – disputes do arise – how will the commissioners be ready to deal with those and deal with the handing over,” he queries. Away from the legitimacy and credibility concerns, Mkangi concurred with the Ombudsman that IEBC should in their moral judgment give room for recruitment of new commissioners in preparation for the next elections. Article 251 of the Constitution specifies circumstances under which commissioners can be removed from office including resigning on their own volition. Petitioning Parliament, an avenue already employed by Wafula Buke who was however unsuccessful is also a constitutional means of removing commissioners from office. According to Mkangi, such a petition is laborious and requires strong evidentiary cogency. “It has to show that an individual or certain number of commissioners have violated the constitution even before getting to the level of a tribunal being established. The Independent Electoral and Boundaries Commission now wants Sh27 billion to conduct next year’s general election. IEBC chief executive Ezra Chiloba today gave the proposal to MPs who agreed to allocate the commission the amount they have asked for. While briefing journalists after the ssion with the Justice and Legal Affairs committee today, Chiloba said they are happy the lawmakers have accepted their proposal. “The committee has accepted the figure. We now hope it will forward the same proposal to the budget and appropriation committee for consideration and adoption,” Chiloba said. According to Mr Chiloba, the commission is already putting in place measures to conduct a credible election in 2017. “We are optimistic that there will be further discussions with the National Treasury in the next annual budget cycle to ensure that all general election
priorities are adequately financed,” he said. Of the Sh27 billion, some Sh9.2 billion will be used in general election preparations. This includes the wages given to clerks and returning officers overseeing the polls at the ground. Sh4.7 billion will be set aside for administration costs while Sh3.2 billion will be used for the voter registration exercise scheduled for mid February next year. Another Sh1.3 billion will be used in the inspection of the voter register while some Sh1.65 billion will go into carrying out voter education. According to the budget proposal, IEBC also wants to use Sh3.5 billion in revamping the technology used during election such as in vote transmission. Another Sh508.6 million is set aside for compliance and litigation costs that normally arise after the elections. Balliot boxes will cost Sh265 million while some Sh920 million has been planned for non-strategic materials. Chiloba said they are working with the
budget on the assumption that polling stations will be increased from the current 32, 000 to 44 000 in 2017. Each station will be manned by a presiding officer, his deputy and six clerks. There will also be a returning officer and two deputies for each constituency. Committee chairman Samuel Chepkonga said MPs will adopt the proposal and forward it to the budget and appropriations committee for consideration without any alterations. “The reason for adoption is so that the commission does not have any excuse. You now have adequate time and resources to prepare for the election. Kenyans including members of this committee should not hear any excuse of no time and funds,” he told IEBC. But Mr Chiloba asked the MPs to push Treasury to release the funds in good time. “Our main issue has been the late disbursement of funds,” he said.

Telecoms companies have been told to embrace healthy competition and encourage the creation of innovations so as to boost the country’s economic growth. Information, Communication and Technology Cabinet Secretary Joe Mucheru said the country development risks being derailed if industrialists entangle themselves in market woes. Mucheru said instead of market rivalries, players in the ICT sector should seek to establish and improve institutional partnerships to establish innovative ways to drive their businesses. Court injunctions may halt demolitions Demolition of condemned buildings across the city may be halted for a while after owners of the structures rushed to court and sought injunctions against the exercise. The County Government of Nairobi had on Tuesday began demolishing unsafe buildings after a seven-day grace period given to tenants to vacate elapsed. But only three have been demolished in Mathare with the officials saying they are likely to halt the operations following the court orders. Lack of machinery may also further derail the exercise aimed at eradicating unsound flats. NCA Building Inspectorate Secretary Moses Nyakiogora has noted that a majority of the landlords have rushed to court seeking to stop the flattening of their property claiming that they could be salvaged thus demeaning the need of demolition. “Majority of the property owners have rushed to court to bar demolition of their buildings which now may delay the exercise further,” noted Nyakiogora. Only three out of the 226 buildings earmarked for destruction have been brought down. Nairobi County Planning and Land Executive Christopher Khaemba had earlier said that the unsafe residential buildings would be demolished in the next six months. He blamed the long period to lack of enough machinery and adequate resources to conduct the exercise. Khaemba said the work, which the county government is carrying out in collaboration with the national government, will cost Sh1 million daily in terms of fuel for the excavators. “City Hall does not have the machinery to carry out a mass demolition. We have therefore engaged the Ministry of Public Works, the National Youth Service and the military to provide the machines needed,” said Mr

Khaemba. The county has engaged a private contractor at a cost of Sh10, 000 an hour to bring down the buildings in Huruma that are close to the collapsed one, Mr Khaemba said. Speaking at the site, Director of the National Disaster Management Unit Pius Masai, said the demolition would be determined by the available machinery. He added that it would be carried out in a systematic manner so as to ensure safety for residents. “This is an inter-agency operation and the demolition will be done in phases,” said Mr Masai. The owners of the condemned
buildings had salvaged some of the building materials before the demolitions began, Mr Masai said, adding that people had vacated voluntarily. Mathare residents have welcomed the demolitions, saying the government was to blame for the corruption in the planning department. He said one demolished building was built on a sewer line and on a road reserve, posing danger to those living in it and those using the road. @wilson_x254
More than 450 families in Mathare have been affected by the ongoing demolition of unsafe buildings by the Nairobi County government and the National Construction Authority (NCA). According to NCA building inspectorate secretary Moses Nyakiogora, the tenants of the houses have already vacated the houses following the amnesty period given by Nairobi Governor Evans Kidero. “There are more than four 450 affected households though they had vacated the premises before we commenced the demolitions,” said Nyakiogora. Nyakiogora has maintained that all condemned building will be brought down in a systematic manner to secure lives and property of innocent Kenyans. “We are sure that this will reduce the number of deaths as a result of unsafe buildings and ensure that our people are safe and sound,” he added. The demolition of ill-fated houses in Mathare Area 1 resumed Tuesday after the seven-day grace period issued by Kidero lapsed for tenants in affected buildings to vacate houses earmarked for demolition and pave way for flattening the death traps. Nairobi County Planning and Lands Executive Christopher Khaemba Tuesday said they expected to demolish more than 200 residential building in the next six months. EgyptAir flight from Paris with 66 people missing
Whereabouts of an EgyptAir plane that disappeared from radar screens overnight en route from Paris to Cairo early today was still missing by the time we went to press with some sources claiming it might have crashed into the sea off the southern Greek island of Karpathos. The Airbus A320 went missing at 02:30 Cairo time (00:30 GMT), soon after leaving Greek airspace. There were 56 passengers - including three children - seven crew members and three security personnel on board Flight MS804, EgyptAir said. Airbus confirmed “the loss” of the 13-year-old plane. A major search and rescue operation is under way involving the Greek and Egyptian armed forces. France has offered to send boats and planes to help in the effort. “At around 0029 GMT (3:29 am) when it was in Egyptian airspace, the plane disappeared from Greek radars… it crashed around 130 nautical miles off the island of Karpathos,” a Greece aviation source told AFP. The official said the last communication with the pilot was three minutes
before the plane disappeared, and that there had been no distress call. The Greek defence ministry said it had dispatched two search planes and a frigate to the area. Both French and Egyptian officials have refused to be drawn on what has happened to the plane, which had 30 Egyptians, 15 French citizens and one Briton among those on board. Although there is no evidence yet to indicate a malicious attack, the spectre of terrorism inevitably looms over this latest aviation tragedy, says the BBC’s security correspondent Frank Gardner. It was only seven months ago that a Russian passenger jet was brought down over the Sinai by the so-called Islamic State, which has vowed to target Egypt and the westerners who visit it, he notes.

Commuters stranded after Syokimau train breaks down

Commuters in Syokimau were stranded Thursday morning after train services were suspended due to network failure. According to the Rift Valley Railways which operates the service, the failure affected the connection between the control room and stations. The company indicated that technicians are rectifying the fault to be able to restore the train services as soon as possible. “Train service along Syokimau route suspended due to network failure between control room and stations working to resolve situation,” the company stated in a tweet. Commuters were urged to use alternative means of transport as the crisis is resolved. As a result of this, many commuters resorted to using private means of transport along Mombasa road. In the meantime, there was heavy traffic in the city with motorists being urged to drive carefully and avoid flooded areas after heavy rains rendered some sections impassable.
Nairobi Traffic Commandant Leonard Katana said that roads experiencing heavy traffic as a result of floods include Mombasa Road, Thika road and Forest Road. “There is heavy traffic along many roads as a result of the rains which have caused flooding in many sections. Motorists should drive carefully to avoid accidents,” he stated. The flooding has been blamed on poor drainage which the County Government says is being addressed. Katana further encouraged pedestrians to use the designated foot paths despite the rains to ensure their safety. “I would also want to tell pedestrians to cross the roads at the designated spots despite the rains. In know it is tempting to cross the road anywhere during this time of rain but I want to urge them to desist from doing so,” he said. He stated that officers will be on the lookout for anybody breaking any laws or crossing the roads carelessly.

The first of the missing Nigerian schoolgirls to be rescued since her capture two years ago is to meet President Muhammadu Buhari. Amina Ali Nkeki, 19, was found with a baby by an army-backed vigilante group on Tuesday in the huge Sambisa Forest, close to the border with Cameroon. She was one of 219 pupils missing since they were abducted from a secondary school in eastern Chibok in April 2014. They were taken by the Islamist militant group Boko Haram. On Wednesday, Amina and her fourmonth-old baby were flown by the Nigerian Air Force Maiduguri - the capital of Borno state. Earlier, they were examined at a local military facility. Amina - who has had an emotional reunion with her mother - is expected to arrive in the country’s capital Abuja later on Thursday to meet President Buhari. Mr Buhari’s spokesman said the young woman would then be helped to reintegrate into society. Amina was reportedly recognised by a fighter of the Civilian Joint Task Force (JTF), a vigilante group set up to help fight Boko Haram. She was with a suspected Boko Haram fighter who is now in the Nigerian military’s custody. Named as Mohammed Hayatu, he said he was Amina’s husband. Hosea Abana Tsambido, the chairman of the Chibok community in the capital, Abuja, told the BBC that Amina had been found after venturing into the forest to search for firewood. “She was saying… all the Chibok girls
are still there in the Sambisa except six of them that have already died.” During the April 2014 attack, Boko Haram gunmen arrived in Chibok late at night, then raided the school dormitories and loaded 276 girls on to trucks. More than 50 managed to escape within hours, mostly by jumping off the lorries and running off into roadside bushes. A video broadcast by CNN in April this year appeared to show some of the kidnapped schoolgirls alive. Fifteen girls in black robes were pictured. They said they were being treated well but wanted to be with their families. The video was allegedly shot on Christmas Day 2015 and some of the girls were identified by their parents. The Chibok schoolgirls, many of whom are Christian, had previously not been seen since May 2014, when Boko Haram released a video of about 130 of them gathered together reciting the Koran. The abduction led to the #BringBackOurGirls campaign, which was supported by US First Lady Michelle Obama and Pakistani activist Malala Yousafzai.

Chinese fighter jets carried out an “unsafe” intercept of a US military aircraft that was flying over the South China Sea, the Pentagon said on Wednesday. US defence officials said a US maritime reconnaissance aircraft was flying a “routine patrol” and was in international airspace on Tuesday when it was intercepted by two Chinese tactical fighters. “Initial reports characterised the incident as unsafe,” a Pentagon statement said. Eurocodes will improve Kenya construction standards: Kebs Kenya’s plans to adopt a set of engineering standards known as Eurocodes may offer a much-needed boost to the nation’s economy while improving construction standards for products and engineering services. The proposal, announced yesterday, would allow the country to branch deeper into the Single Market, an association of countries trading with each other without restrictions or tariffs. Kenya National Bureau of Sandards (Kebs) and Moi University have developed a framework to retrain structural engineers and other professionals in the construction sector as per the Eurocodes standards. Kenya yesterday announced plans to adopt Eurocodes standards for use by the players in the structural engineering sector. “As a country we have until 2021 to transition from the British Standards to the Eurocodes standards and codes. The Eurocodes became Britain’s new standards for structural design on 1 April 2010 as a result the old standards have been rendered out-dated. British Standards and Codes of Practice are widely used in structural engineering practice in Kenya,” Kebs Managing Director representative Charles Gachahi said. Speaking during a stakeholders’ forum that is deliberating on the transition from the British standards to Eurocodes, Gachahi said when British Standards Institution (BSI) -- the national

Kenya to receive Sh41bn renewable energy kitty from UK
The United Kingdom has set aside Sh41 billion to support the development of strategic renewable energy in Kenya. Speaking during the signing of a Memorandum of Understanding between Kenya and the UK, National Treasury Cabinet Secretary Henry Rotich said the kitty will provide opportunities to both the government and the private sector to trade and invest in the field of renewable energy in the country. British High Commissioner to Kenya Nic Hailey said that the pact will lead to a significant increase in UK investment in Kenya’s renewable energy. He applauded Kenya as a leading country especially in renewable energy, clean technology and innovation. “Kenya has one of the most active renewable energy sectors not only across the region but in Africa as a whole whereas the UK is a global leader in many of the sectors for which Kenya has greatest demand,” he said. Samsung donates tablets in an effort to enhance digital learning Arap Moi Primary school, which was the recipient of a Samsung SolarPowered Internet School in 2014 – has received twenty additional Samsung tablets, four projectors and four allshare cast dongles from the Korea Education and Research Information Service (KERIS), in partnership with Samsung Electronics East Africa. This is as part of a strategy to enhance the school’s capacity for digital education. Arap Moi Primary School is home to 1,700 learners, including a special unit for children with disabilities, and the installation of a Samsung Solar Powered Internet School (SPIS) has proved to be beneficial. The project, which began in May 2014, marked an initiative which aimed to improve the quality of education at the school as well as other neighboring communities that fell outside the grid.
Since the installation of the facility, there has been a steady improvement in the school’s performance in the national exams. From a mean score of 258.70 in 2013, 264.91 in 2014, the school steadily rose to a mean score of 272.84 in 2015. Miss Rhodah Kipkore, the school head teacher, said class attendance has improved as pupils are eager to interact with the computers both for learning and research. “The school intake has greatly improved due to the presence of the SPIS. This year the school saw a population increase of 300 students”, she says. “All teachers have been trained on the basic usage of computers and the SPIS as a whole.” Kipkore said that other schools from other regions visit the facility and utilise the solution, a testament to the ‘multiplier effect’ of a solution designed to provide ease
of access to technology. ‘Samsung solutions are built with the intention of bringing hope to the people who will be using them. Arap Moi Primary School and the greater community of Kajiado county and indeed Kenya, will now have access to education using technology of the highest standard. Co-op Bank posts Sh4.9bn profit on back of ‘Soaring Eagle’ project
Co-operative Bank of Kenya has posted a 10 per cent profit before tax of Sh4.94 billion for its 2016 first quarter compared to Sh4.50 billion recorded in the first quarter of 2015. Profit after tax for the Bank stood at Sh3.44 billion compared to Sh3.17 billion the previous year, representing an eight per cent growth rate. Speaking on Wednesday in Nairobi during the release of Q1 results, Gideon Muriuki the Group Managing Director
and CEO said that the increase in the performance was achieved through the successful implementation of the ‘Soaring Eagle’ project. “The commendable performance has been realized following the successful implementation of ‘Soaring Eagle’ transformation project that the Bank has been driving since 2014, with a critical focus on cost optimization, improvement in operating efficiencies and innovative customer delivery,” said
Muriuki. The bank, which also operates in South Sudan, has over six million account holders. Its interest income rose by a quarter to Sh8.3 billion as loans grew. Total interest income also grew by 31 per cent to stand at Sh10.7 billion. The Group also recorded a 12 per cent increase in deposits as well as increased cost of funding, total interest expense recorded also a growth of 67 per cent. Total operating income of the bank also
recorded a growth of 18 per cent to stand at Sh10.3 billion from Sh8.7 billion. Fees and commissions on loans and advances, foreign exchange income and Total Non-interest income both recorded a growth of 10 per cent, 10 per cent and 21 per cent respectively. The lender said it would seek joint ventures to be able to operate in other countries such as Rwanda, Uganda, Tanzania and Ethiopia over the next five years.

Uber has made more than a million rides in Kenya over a span of only 15 months, while operating in only two cities. According to a report by the taxi cab service, Uber has proved that Kenyans are fast adapters, responding well to disruptive innovations that improve the quality of their lives. The company stated that it has moved over 70 nationalities in the country since its launch in 2015. In announcement earlier this week, Uber stated that the company had travelled approximately 8,000,000 km since its inception, the equivalent of 10 trips to the moon and back. The company announced that the average estimated time of arrival for an Uber taxi in Kenya is 4 minutes.

Brewer in pact with head teachers’ association to combat alcohol intake among students in schools Alcohol manufacturer, Kenya Breweries Limited (KBL) has partnered with the Kenya Secondary School Heads Association (KESSHA) in a bid to combat an underage drinking crisis that is plaguing secondary schools Teachers attribute excessive pocket money, social class, poor parental guidance as some of the key drivers of alcohol consumption in schools. These are the views that came out of a KSSHA teachers conference held in Machakos. The event was also the launch of KBL’s third phase of the anti-underage drinking campaign, which will see more than 1,000 secondary school heads trained on how to sustainably prevent students from engaging in alcohol consumption. The event revealed that children from single parent homes are more likely to engage in alcohol consumption, further
noting that most single mothers from rural areas engage in illicit alcohol brewing, as an income generating activity. The event also highlighted popular drinks among students, which include spirits, beers and traditional brews. The event highlighted that peer pressure, stress, entertainment and addiction from an early age aggravate consumption. Through its ‘Under 18 Asipewe’ campaign, the beer manufacturer will partner with the Kenya Secondary School Heads Association (KESSHA) to undertake training forums for school heads nationally, over the next three months. Speaking during the inaugural teachers’ training forum in Machakos, KBL’s Corporate Relations Director, Eric Kiniti noted that the overall goal for this initiative is to provide a collaborative
platform that will result in a significant and sustainable impact, in curbing underage drinking in our society. “We realise that curbing underage drinking is a task that requires collaborative efforts of not only manufacturers, retailers and regulators but also the critical and personalised guidance role that teachers play. We believe that engagement of teachers in this campaign is fundamental to contributing towards achieving this goal,” noted Kiniti. The Under 18 Asipewe campaign began in March 2015, with a focus on empowerment of retailers to understand the negative consequences of selling alcohol to children under the age of 18 years. To date, up to 16,825 retail staff from 5377 retail outlets have already been sponsored to trainings by KBL. A study released by Ipsos Synovate in
the year 2015 revealed that 26.5 per cent of secondary school students have their first alcoholic drink between the ages of 14 – 16 years. It further revealed that 23.2 per cent of the students have their first alcoholic drink while aged below 12 years. The study also indicated that the key influencing factors of alcohol consumption among this age group includes peer pressure, easy access to the alcoholic beverages stress caused by school-work, enabling social environments such as parties, family problems as well as a general culture of acceptance of alcohol. The ‘Under 18 Asipewe’ campaign will therefore cascade the identified solutions downwards, through awareness creation, championed by the empowered school heads. Dennis_x254
Stanford University is formally launching its second SEED Transformation Program in Nairobi. The Stanford Institute for Innovation in Developing Economies (SEED) is an initiative of the prestigious Stanford Graduate School of Business. The Kenyan SEED Center will be the second in the world, with the first having been built in 2013 in Accra, Ghana. This month, the first cohort, comprising promising business leaders from Kenya, Uganda, Rwanda, Tanzania and Ethiopia, will gather to begin the year-long educational process. They will be taught by world renowned Stanford faculty. With the world class knowledge and experience they gain, SEED alumni are expected to drive their respective regions to greater prosperity. Seed also is creating a worldwide network of innovative minded individuals.
Demand for faster internet give rise to low-cost devices
A growing demand for faster internet speeds among Kenyan consumers has prompted manufacturers to offer more low-cost smart devices, popularly known as feature phones. Statistics from the Communications Authority of Kenya (CA) indicate that more Kenyans are accessing the internet through their mobile phones. As a result, manufacturers such as Samsung Electronics East Africa have opted to play a role in encouraging consumers to purchase feature phones. The CA’s second quarter statistics for the 2015/16 financial year reveal that mobile data accounted for 23.7 million subscriptions of the total 23.9 million internet subscriptions. This has been attributed to the increased affordability of data bundles offered by various service providers.

I&M Group shareholders approve firm’s growth agenda at meeting THURSDAY, MAY 19, 2016
Shareholders of regional diversified financial services provider I&M Holdings Limited have approved the firm’s business expansion plan geared towards facilitating business growth. In a unanimous decision passed at the firm’s 64th Annual General Meeting (AGM) held at a Nairobi Hotel, the shareholders approved an ordinary resolution setting the pace for the acquisition of a dedicated corporate advisory firm, Burbidge Capital Limited, to boost the Group’s market delivery capacity. The purchase of a controlling stake in Burbidge Capital by I&M Group, will provide a platform for the firm to enhance its corporate finance capacity in the local market. Speaking at the event, I&M Holdings Chairperson, Mr. Daniel Ndonye, expressed confidence on the country’s economic outlook, despite an expected slowdown in credit uptake ahead of the general elections in Kenya scheduled next year. To enhance shareholder value, Ndonye, confirmed that the Group is pursuing several strategic projects geared at placing the firm in a good position to harness growth opportunities locally and in the region. “Our Group strategy is to emerge as a one-stop-center for all the financial needs of our customers,” he said. During the forum, Shareholders approved a dividend payment of Sh 3.50 per share amounting to Sh 1.3 trillion for the year ended 31st
December 2015, representing a 21 per cent earnings per share growth up from Sh 2.90 paid out the previous year. The shareholders also passed a special resolution allowing for the amendment of the firm’s Articles of Association to reflect the proposed entry of CDC Group as a major investor in I&M Holdings. The entry of the CDC Group plc, the UK’s development finance institution, through a 10.68 per cent equity stake purchase in I&M Holdings has been
described as strategically underlining CDC’s commitment to supporting lending to small and medium sized enterprises (SMEs) in East Africa. Meanwhile, I&M Holdings’ flagship banking subsidiary, I&M Bank Kenya has just announced the appointment of seasoned banker Kihara Maina as the Chief Executive Officer, with a strategic brief to guide the bank’s growth plans to a tier one status. Last year, I&M Bank Kenya, registered a growth of 8 per cent in its pre-tax
profit to Sh 8.4 billion up from Kshs 7.7 billion in 2014. The Bank’s loan portfolio increased by 14 per cent to Sh 102.2 billion as at December 2015 from Kshs 89.9 billion in December 2014. The Fund for Internet Research and Development (FIRE Africa), one of the continent’s leading grants and awards programmes, has called on Kenyabased ICT groups to support internet development. The announcement comes just after the organization secured Sh24 million in funding for the 2016 - 2017 financial year. Designed to encourage, support and develop innovative online solutions to Africa’s education, information, infrastructure and communication needs, Fire Africa provides funds in the form of Grants and Awards for projects, initiatives, tools and platforms that harness the power of the Internet to empower the local and regional community to solve the region’s unique online communications problems. This year’s grant is for projects that will be implemented within a 12 to 16 month period. “Public and private sector organisations working on Internet development,
security, access or governance and located in the African and Indian Ocean region are eligible to apply,” Fire Africa said in a statement released earlier today, noting that individuals are not eligible to apply. “Applicants are required to submit a detailed budget and timetable. There is also a strong emphasis on reporting and evaluation methods, scalability, sustainability and capacity building. Documentation of the impact of the project in the local community is also required. Deadline Applications close on 31th May 2016,” the group added. Since the group ran its pilot project in 2007 to identify innovative ICT solutions to the challenges faced by local communities, FIRE Africa has grown into a fully-fledged programme that has helped over 30 initiatives in 16 countries over the last eight years. Playing video games could make for better surgeons! As ridiculous as this sounds right off the bat playing video games apparently does enhance surgery skills! All over the internet we are constantly bombarded with news that someone died after playing video games for too long or neglecting their duties just too finish another round of whatever it is they were playing, so the fact does seem unlikely but it is true. Playing video games for up to an hour a day improves cognitive function. All the fast moves you might have to make, decisions
to follow through on, not to mention the insane level of multi-tasking that goes along with most video games keeps your mind sharp. Even though gamers have been known to resemble living zombies considering how addictive video games tend to be, playing them does seem to have a few advantages. Improved vision is one of them. Sitting up close to the monitor is not ideal but playing games in moderation at a reasonable distance from the screen may improve
eyesight. Having to check on multiple things at once and the level of concentration required with some games helps eliminate ‘lazy eye’. Better cognitive function with regards to surgery has to do with micro surgery. Playing video games increases the accuracy involved in laparoscopic or small incision surgery and produces better results. Maybe not all games are completely healthy for the mind or the body but a little down time never hurt anybody. @christine_x254

Kenya agrees compliance roadmap with Wada ThuRSday, May 19, 2016
Kenya’s athlete’s chances of participating at the Rio Olympic Games in August were given a big boost yesterday after the government agreed a “roadmap” with the World Anti-Doping Agency (Wada). Wada declared Kenya “noncompliant” on 12 May after it missed two deadlines to show it is tackling cheating. And if Kenya remains in violation of Wada, the International Olympic Committee could ban local athletes from the Games. But the government said it “should have representation” at Rio 2016. Were the country to be absent from the Games, it would mean some of the world’s top athletes missing out on potential medal chances. They include David Rudisha, who would be denied the chance to defend the 800m title he won at the London 2012 Games. The country topped the medal table at the 2015 World Athletics Championships in Beijing with seven gold medals. After discussions at Wada’s headquarters in Montreal, the organisation’s director-general David Howman said he was confident Kenya could make the necessary changes to become compliant “very quickly”. “If the laws are amended as agreed
today, I have no doubt Wada’s compliance review committee would recommend the foundation board revokes Anti-Doping Agency of Kenya’s noncompliance status,” he added. Kenya introduced new criminal laws as part of an anti-doping bill in April, creating a national testing authority and making doping an offence punishable by imprisonment. That was widely expected to satisfy Wada, which had demanded changes after 40 Kenyan athletes failed drugs tests in a period since 2011. David Were who chairs the Parliamentary Sports and Welfare Committee, had said at the time he was “shocked” when Wada - which placed Kenya on a “watch-list” in February - instead downgraded it to “non-compliant”. A statement from the Anti-Doping Agency of Kenya said Wada “commended Kenya for acting in good faith and demonstrating strong commitment by developing its antidoping law; and, acknowledged that more than 80% of the law was in fact
compliant with the code”. But there could be bans for individual athletes following yesterday’s declaration by the International Olympic Committee (IOC) that some
31 athletes would be banned from the Olympic Games after they failed drugs tests. Some 12 countries are affected although IOC has not disclosed whether Kenya is among them.
Kemboi among stars confirmed for Rome Diamond League World and Olympics Champion Ezekiel Kemboi is among the latest stars confirmed for the IAAF Diamond League meeting in Rome to run June 2. Kemboi will face his compatriot Conseslus Kipruto, Brimin Kipruto and 2015 Diamond Race winner Jairus Birech, the top four finishers in Beijing last August. Other late entrants are Caterine Ibarguen and Christina Schwanitz. Of the athletes set to compete in the Italian capital next month, 12 earned medals at the 2012 Olympics, 32 won medals at the IAAF World Championships Beijing 2015 and 19 made it on to the podium at the IAAF World Indoor Championships Portland 2016. Ibarguen and Schwanitz are just two of six female world champions from Beijing announced on Tuesday, the others being Czech Republic’s 400m hurdler Zuzana Hejnova, German javelin thrower Katharina Molito, who will be challenged by two-time Olympic champion and world record-holder Barbora Spotakova from Czech Republic, 800m gold medallist Maryna Arzamasava from Belarus and Ethiopia’s 5000m champion Almaz Ayana, who will contest the 3000m. The men’s discus sees Germany’s Olympic champion Robert Harting again face his regular rival, Poland’s world champion Piotr Malachowski. In the men’s high jump field, the presence of local star and world indoor champion Gianmarco Tamberi has already been announced but his opponents will include 2013 world champion Bogdan Bondarenko and
Great Britain’s world indoor silver medallist Robbie Grabarz. Like Tamberi, world 400m champion Wayde van Niekerk has already been announced but the South African now knows his rivals will include Dominican

I’m ready for anyone, says Serena Williams She’s the woman everyone is trying to beat, but Serena Williams insists she is “ready for anyone” as she prepares to defend her French Open crown. The world No. 1 triumphed in Paris last year as part of a run which has seen her win four of the last six grand slams, and despite suffering a shock defeat to Angelique Kerber at the Australian Open she is the strong favorite as the tennis world heads to Roland Garros. “You do want to play the No. 1 -- you do want to beat them,” the 21-time grand slam champion told CNN’s Open Court. “I know I did -- but I am ready for that. I am ready for anyone every time.” The 34-year-old appears in good shape ahead of the clay-court showpiece, heading to the French capital following a win over compatriot Madison Keys in the final of last weekend’s Rome Masters. Rome was only Williams’ fourth official event of 2016 after she skipped three tournaments because of the flu. But if she wins at Roland Garros, Williams would tie Steffi Graf ’s Open Era grand slam record of 22 majors. “Right now I feel good when my feet first hit the clay,” Williams told CNN prior to the Rome tournament. “I always feel amazing because I love the clay.

La Liga clubs to be fined for showing empty seats
The Spanish league plans to fine clubs that allow empty seats to be shown on television next season. New regulations require top-tier clubs to fill sections of the stadium which are shown by certain camera angles. The move is part of efforts to improve the league’s product for TV audiences and increase its competitiveness with England’s Premier League. In May 2015, Spain approved new laws so rights to show La Liga matches will be pooled and sold collectively. Previously, Real Madrid and Barcelona had negotiated their own lucrative deals.
Brendan Rodgers top candidate to take up Celtic coaching job Brendan Rodgers is emerging as the frontrunner to take over as manager of Celtic. The BBC has learned the former Liverpool manager, 43, met club representatives for several hours in Scotland on Wednesday. Earlier, Celtic’s biggest individual shareholder Dermot Desmond said the club had interviewed “in excess of six” candidates. And the Irish businessman described the Northern Irishman as “a great manager”. “We’re excited about the managers we’ve interviewed and we’ve discussed,” Desmond said. “Hopefully in the next few days we will decide, and enter negotiations.” Asked whether Rodgers was one of those interviewed, Desmond replied: “I can’t tell a lie. “He’s a great manager. He’s proved it at Liverpool and I think he’s a worthy candidate for Celtic - as all the other candidates are.” Ronny Deila’s two-year tenure at Celtic ended with Sunday’s 7-0 win over Motherwell. Chinese businessman agrees £60m deal for Villa Takeover Chinese businessman Dr Tony Xia has agreed to buy relegated Aston Villa for £60m. The deal, which is subject to Football League approval, would see Xia take 100% ownership and become chairman. American billionaire Randy Lerner, who bought Villa in 2006 for £62.2m, put the club up for sale in 2014. A club statement said Lerner “sought the right owner to take care of the club and restore fortunes” and believes Xia is an “excellent choice”. The Midlands club’s new manager - likely to be Nigel Pearson or Roberto di Matteo - will be announced shortly. Xia needs to gain Football League approval and provide proof of finance before formally
completing his takeover. BBC Sport’s Pat Murphy said the new owner is a “prominent businessman and a seriously impressive business leader in China”. Villa will play in the Championship next season following their relegation from the Premier League. They finished bottom of the table with 17 points, sacking manager Remi Garde at the end of March. He is the owner of Recon Group, a holding company that has the controlling interest in five publicly listed companies on the Hong Kong and Chinese stock exchanges, employing 35,000 people in 75 countries. After graduating in China, he was among the initial 25 highly-rated graduates out of 1,000
sent to study overseas. He spent six years at Harvard and Massachusetts Institute of Technology, including five months at Oxford University, before returning to China. Aguero looking to Guardiola for Champions League magic Manchester City’s Sergio Aguero believes incoming City manager Pep Guardiola can help the club win their first Champions League trophy. The Citizens reached the semi-finals of the competition for the first time this season, having never progressed past the Last 16 in their last four campaigns. Guardiola, who previously enjoyed great European success with Barcelona, will replace Manuel Pellegrini in July, and Aguero hopes the Spanish mentor can replicate those feats at the Etihad. “There is a reason that the club invests in important players and then a coach is very important,” Aguero said. “We hope that Pep adapts to the club and decides how we are going to play. But it is fundamental that next year we advance a bit more. “Leo Messi has told me he is very impressive and other players with whom I have spoken have said the same. I don’t know him personally so we’ll see after Copa America with Argentina what is going to happen. I will get to know him and he will push us all. “I think he is a coach who will put a lot of pressure on the players and we need that, so

iverpool suffered a dramatic second-half collapse as Sevilla claimed the Europa League for the third season in succession with a superb comeback. Jurgen Klopp’s side looked on course to secure the prize of Champions League football - on offer to the winners of the competition - when Daniel Sturridge’s magnificent strike with the outside of his left foot gave them the interval lead. The good work was wrecked in the first 17 seconds of the second half when Kevin Gameiro turned in Mariano Ferreira’s cross to put Sevilla level. Liverpool, who were denied a clear first-half penalty when Sevilla’s Daniel Car-
rico clearly handled as Roberto Firmino tried to weave past him, never recovered. Coke’s fine 64th-minute finish confirmed Sevilla’s superiority and he added a contentious third from close range, which was initially disallowed but was then given as Liverpool slumped to their second final defeat this season after losing to Manchester City in the Capital One Cup. Klopp has revived Liverpool for much of this season - indeed some of their fans were still hoping for the sort of comeback that saw them score three goals in the last 20 minutes to beat Borussia Dortmund in the quarter-final - but this defeat is a major setback to his summer strategy. “We lost faith,” the
