onduct of police officers during the anti-IEBC demonstrations being staged by the Coalition of Reforms and Democracy (Cord) and its supporters will now be closely monitored.

The Kenya National Commission on Human Rights (KNCHR) today wrote to the police asking for details of officers deployed to deal with protesters who might break the law.

In the letter written to Inspector general of Police Joseph Boinnet, the commission said it will be deploying its own officers to monitor the conduct of police during the protests. CONTINUED ON PAGE 2

The Independent Electoral and Boundaries Commission (IEBC) will audit all its electronic equipment before acquiring new devices as part of 2017 General Election preparations. IEBC Chief Executive Ezra Chiloba has said that the final audit report of the status of the biometric voter registration kits (BVR) and result transmission system will inform their decision to acquire new devices. “As part of our agenda for institutional transformation, we have prioritised putting in place a robust asset management system. We have started by carrying out an audit of all our electronic equipment across the country,” Chiloba said last night during a prime time interview on K24. He said the audit will be key as most of equipment failed during the 2013 elections, triggering claims of rigging.

Only last week, KNCHR threatened to take action against a police officer who was captured beating senseless a demonstrator in Nairobi. It said police had used ‘gruesome’ force in dealing with the protesters. The opposition has vowed to continue with the protests until IEBC commissioners vacate office. And today, heavily armed police officers cordoned off IEBC offices across the country as Cord supporters poured onto the streets as the protests to push for reforms of the electoral body entered its fourth week. Police officers in Mombasa dispersed opposition supporters who had converged at Uhuru Gardens waiting for ODM deputy leader Hassan Joho to lead them in the demonstrations. But the demonstrators again regrouped and march across the coastal town with Joho addressing them at various points. Similar protests were staged in Kisumu, Kisii, Kakamega, Meru, Siaya and in Bondo. IEBC to audit its BVR kits

From Page 1 Last week, Parliament’s Justice and Legal Affairs Committee approved the commission’s proposal for a Sh27 billion budget to conduct the 2017 General Election. In their budget proposal, IEBC also wants to use Sh3.5 billion in revamping the technology used during election which including the purchase of new BVR kits and its vote transmission system. Chiloba also said that the electoral body was also in the process of upgrading the primary data centre and establish disaster recovery site ahead of the elections as a measure to ensure data integrity. “We are also in the process of upgrading our primary data centre and establish a data recovery site that will guarantee the data in the election process,” added the CEO. In 2013, the electronic vote transmission system set up and managed by the IEBC crashed early on Election Day leading to claims of sabotage as a way of rigging the presidential election in favour of Jubilee candidate Uhuru Kenyatta. He said that these challenges in the execution of election results transmission dealt a credibility blow to the commission, which only a day before the start of the polls enjoyed enormous public confidence. “We do not wish a repeat of the 2013 data transmission failure hence the need of a backup plan to avoid the disastrous breakdown in the transmission of results,” continued Chiloba, noting that they are working towards creating more polling stations from the current 32, 000 to 44 000 in 2017. The rigging claims and equipment failure have since raised credibility of the commission which has a led to call from different quotas including the opposition to disband the commission. Of the Sh27 billion, some Sh9.2 billion will be used in general election preparations, Sh4.7 billion will be set aside for administration costs while Sh3.2 billion will be used for the voter registration exercise scheduled for mid-February next year. Other costs will include Sh1.3 billion which will be used in the inspection of the voter register while some Sh1.65 billion will go into carrying out voter education.

Mau forest evictees receive title deeds

More than 800 Mau forest evictees who were resettled in Chemusian farm in Uasin Gishu County have every reason to smile after the government issued them with title deeds. Land, Housing and Urban Development Cabinet Secretary Prof. Jacob Kaimenyi presented 822 title deeds to the evictees who were resettled on the farm in 2012. Prof Kaimenyi said the ministry will process and issue an additional 1 million title deeds by 2017. The CS who was accompanied by the National Land Commission chairman, Prof. Mohammed Swazuri, Ainabkoi MP Samuel Chepkonga and Uasin Gishu Governor Jackson Mandago said already 2.4m title deeds out of the 3m pledged by the Jubilee government have been processed. The CS dismissed rumours being peddled by some politicians claiming the title deeds being issued by government are fake and assured Kenyans that the documents were genuine, and digitally processed. On the recent dissolution of land control boards the CS said new boards will be constituted within the week, but hastened to add that those who were in the dissolved boards will not be eligible for reappointment. “Those appointed to the new boards will be persons with integrity known well by the local people”, he said. He said the previous land boards, some of whom had been serving since 2007 had become too corrupt with some of the members having the audacity to even ask for kickbacks from members of the public before serving them.

Global conference on SDGs kicks off in city’s Gigiri today

A global environmental meeting is scheduled to take place today at the United Nations Environmental Programe’s headquarters in Gigiri, Nairobi. The second session of the United Nations Environmental Assembly (UNEA) meets today to help set the global environmental agenda and chart the course for delivering the Sustainable Development Goals (SDGs). UNEA, which is the UNEP’S highest-level authority on environment, will also discuss the implementation of the Paris Agreement on climate change which was arrived at in France last year. The global meet is scheduled from today running till May 27 and is expected to draw ,2300 participants from more than 170 countries. Under the theme “Delivering on the Environmental Dimension of the 2030 Agenda for Sustainable Development”, the meeting will present the first global platform for reviewing progress on the SDGs with special emphasis placed on their environmental dimensions. A UNEA Bureau meeting was held yesterday where the UNEP held consultations with regional groups. The talks will help guide UNEA2 with the formal working sessions for today. Running in parallel with the Assembly will be the three day Sustainable Innovation Expo (SE2016) which will bring together stakeholders including CEOs from leading companies, institutions, foundations, banks, insurance companies and major groups contributing to the SDGs. The High Level Segment of the UNEA will bring together ministers from all UN Member States and will include multistakeholder dialogue involving heads of inter-governmental and non-governmental organisations. Under the call “Healthy Environment-Healthy People”, the segment will also draw participation from the private sector. The meeting will be a big plus for Nairobi which also serves as the global headquarters for UNEP. The Assembly will be officially opened by UNEP Executive Director Achim Steiner. The UNEA participants will discuss a range of issues from sustaining life under water, improving air quality and working to further the environmental impact of the sustainable development goals. Achim Steiner highlighted the crucial role of the country’s capital in hosting not just the first session of UNEA but also the growth of UNEP in its 44 year history.

Nairobi urban renewal project now set for ground breaking Nairobi County government is set to break ground for the construction of Phase I of the Sh300 billion Urban Renewal project. County executive for Housing Tom Odongo said they have met all the stakeholders and agreed on the terms of reference. “We met with the award winners and signed MoU of Terms of Reference. We have also met with utility providers like Nairobi Water, Kenya Power and most cabling companies in order for all of us to be on the same page interms of what is required of each and everyone,” Mr Odongo said. Nairobi Governor Dr. Evans Kidero has however assured residents that no one will be displaced. “Nairobi City County cannot and will not evict or forcibly remove tenants from their houses. What the county government is simply doing is increasing housing provision without interfering with the occupation of existing tenants,” Kidero said. The second phase of the Urban Renewal project will be undertaken in Eastlands where over 100,000 housing units will be developed. “The planning phase is being supported by the World Bank, Afd and Sida under the Nairobi Metropolitan Services Improvement Programme (NaMSIP),” the governor added. Housing Director Marion Rono said that estates to be affected in the first phase include Ngara, Pangani, Jeevanjee among others.

My life is in danger, UoN VC Prof Mbithi cries out University of Nairobi Vice Chancellor Peter Mbithi has sensationally claimed that his life is in danger. Prof Mbithi has already reported to police that there is a plot to kill him after receiving death threats from unknown people. Last week, Prof Mbithi recorded a statement with police saying he has received threats against him and the institution. Mbithi visited the Nairobi Area Directorate of Criminal Investigations on Thursday over the threats before recording a statement with the police in his office Nairobi University’s Main Campus administration building. Police have also confirmed reports of an impending attack on the university by unknown persons thought to be students and hired goons from outside. It is believed that they are planning to unleash terror by destroying property. The head Nairobi DCI Nicholas Kamwende confirmed that they have begun investigations into the claims by the VC and that the probe would cover many

areas to prove whether the confessions made are indeed true. “The probe will cover many other areas to establish if the confessions made so far are true. We will talk to all concerned parties as part of our probe,” Kamwende said. Those privy to the happenings at the institution confided to X News that there had been meetings in two restaurants in Nairobi and Limuru to plan for the recent wave of violence that have rocked the university. It is also reported that some MPs from both Nairobi and Kiambu counties attended the meetings that took place before the violence. Some MPs are also said to have vested interests and are working behind the scenes to have Prof Mbithi removed as the VC. The university has been in the press lately for the wrong reasons after strings of student demonstrations over the past two months. The students have demanded the VC’s resignation terming his administration as “archaic”. On May 14 students went on the rampage protesting strict rules imposed on them

by Prof Mbithi. They had been denied permission to cook in hostels after the administration said that it endangered their lives. In response the students vandalized their mess and cafeteria in the night protests. They also destroyed property that had been scheduled for use in a voter registration and anti-violence campaign concert that had been scheduled for the next day. The concert had been organised by the United States Embassy and was subsequently cancelled. The students have also changed tact in their demonstrations planning protests well into the night knowing that police would be slow in response or not even respond to the chaos. There is an uneasy calm at the university with a police presence on Lower State House Road adjacent to the school’s halls of residence over the weekend. Nacada to sue counties breaching liquor laws Nacada to sue counties breaching liquor laws The National Authority for the Campaign Against Alcohol and Drug Abuse (Nacada) has threatened to sue counties that have breached the liquor licencing regulations. The authority has warned licencing officers in counties

that they will be arrested and prosecuted for abetting the law and demeaning efforts by the government to deal with illicit brews. “We have seen cases where county liquor boards are licensing bars to operate next to schools and we shall take them to court,” Nacada chairman John Mututho has

said. He noted that tens of bars located in residential areas and near schools have been licensed to operate in disregard of the law. Mr Mututho identified Nakuru and Nairobi as some of the counties that have illegally issued licenses to bars located near schools. The law requires

CS Mating’i defended on school calendar changes A lawyer has defended Education Cabinet Secretary Fred Matiang’i for making changes to the school calendar in his announcement last week. Dr Matiang’i abolished half term break in third term and also declared that students will not be allowed to have any contact with outsiders during the exam period. He also abolished prayers during the term, a move that has received strong opposition from parents, church leaders, senators and MPs, all of whom say the CS acted out of his powers. But lawyer martin Oloo says Dr Matiang’i was well within the law to make the changes saying any reorganization of the school calendar is within the mandate of the Cabinet Secretary. “Anything to do with the reorganization of school calendar is within the purview of the Education Cabinet Secretary under the Education

Act, he doesn’t need to consult anyone on that,” Oloo said. The High Court advocate added that as long as the number of weeks are not reduced or added, any form of reorganization done by the Cabinet Secretary is within the law. “The only thing that is illegal is when the number of weeks has been reduced without being compensated elsewhere or added but that has not happened in the changes announced by the CS,” he said. Oloo said consultations over the changes were done with various education stakeholder. He said the Kenya National Union of Teachers (KNUT) was consulted three times over the changes before the final announcement was made. The sentiments by the lawyer comes at a time when Matiang’i continue to receive backlash from leaders over the legality of the changes he announced

last week Wednesday. Chairman Senate education Committee Daniel Karaba said Dr Matiang’i never consulted the committee before announcing the changes. “I am the chairman of education committee in the senate and was never consulted,” Karaba said. The Kirinyaga Senator said they will summon the Cabinet Secretary soon to explain the changes. Elsewhere Bungoma Senator Moses Wetangula said that there is no correlation between the changes made by the CS and cheating. “How can one just wake up and say parents cannot visit their children in third term? What is the rationale and is there any empirical evidence that children who are not visited by their parents in third term do better in exams?” Wetang’ula asked. The Bungoma Senator said the changes in education requires public

participation. While announcing the changes, Matiang’i said that they are aimed at curbing the rising cases of cheating especially in secondary schools. In the changes, the Cabinet Secretary banned all social activities in the third term including prayer days, visiting, half term breaks, sports, prize-giving ceremonies and annual general meetings.

US to lift arms embargo on Vietnam, Obama announces

President Barack Obama has announced the US is fully lifting its embargo on sales of lethal weapons to Vietnam, its one-time enemy. Speaking during a visit to communist Vietnam and talks with its leaders, Mr Obama said the move removed a “lingering vestige of the Cold War”. He said both sides had “developed a level of trust and co-operation”. Mr Obama’s visit comes amid warming ties, as the US seeks to build its relationship with its Pacific allies. Vietnam had been arguing for an end to the arms embargo, which had been in place for decades. It was partially lifted in 2014. Mr Obama said it was “clear from this visit that both our peoples are eager for an even closer relationship”. His visit comes 41 years after the end of the Vietnam War in which the US sought to prevent a communist takeover of South Vietnam. Several million Vietnamese -

civilians, communist fighters and South Vietnamese soldiers - were killed, as well as more than 58,000 US soldiers. By the end of the war in 1975, the communists had gained control of the entire country. The lifting of the embargo is seen as allowing Vietnam to bolster its defences at a time of territorial disputes with its neighbour China, which was unhappy with a partial relaxation of the ban in 2014. However, Mr Obama said the lifting of the ban was not based on China but part of a longterm normalisation of ties with Vietnam. White House officials had indicated the ban would be lifted only if there was an improvement in human rights in Vietnam. Correspondents however say that consideration appears to have been put aside and the lifting of the embargo is basically putting to bed all the lingering issues from the Vietnam War. EgyptAir: Submarine now deployed to search for missing flight data recorders MONDAY, MAY 23, 2016

Egypt has deployed a robot submarine to search for the flight data recorders of the missing EgyptAir plane. “We are moving hard to retrieve the two boxes,” President Abdul Fattah al-Sisi said in his first public comments on the crash. The Airbus A320 was en route from Paris to Cairo with 66 people aboard when it vanished from radar early on Thursday. Mr Sisi (pictured) said there was “no particular theory we can affirm right now” for what caused flight MS804 to crash. Investigators say smoke was detected in various parts of the cabin three minutes before it disappeared. Egypt’s civil aviation minister has said the possibility of a terror attack was stronger than technical failure, but Mr Sisi said establishing the cause could take a long time, adding “all scenarios are possible”. The Egyptian military released images on Saturday of life vests, personal items and debris showing the EgyptAir logo which were found during the search in

the Mediterranean Sea. The unnamed robot submarine is normally used to service offshore oil rigs, according to a source from the country’s oil ministry quoted by Reuters news agency. The search has also reportedly found body parts and luggage. The main body of the plane and the two “black boxes” which record flight data and cockpit transmissions have not yet been located. The Aviation Herald said that smoke detectors had gone off in the toilet and the aircraft’s electronics before the signal was lost. It said it had received flight data filed through the Aircraft Communications Addressing and Reporting System (ACARS) from three independent channels. It said the system showed that at 02:26 local time on Thursday (00:26 GMT) smoke was detected in the jet’s toilet. A minute later - at 00:27 GMT - there was an avionics alert indicating smoke in the bay below the cockpit that contains aircraft electronics and computers.

The last ACARS message was at 00:29 GMT, the air industry website said, and the contact with the plane was lost four minutes later at 02:33 local time. ACARS is used to routinely download flight data to the airline operating the

aircraft. Agency spokesman Sebastien Barthe said the messages “generally mean the start of a fire” but added: “We are drawing no conclusions from this.

Everything else is pure conjecture.” Philip Baum, the editor of Aviation Security International Magazine, told the BBC that technical failure could not be ruled out. “There was smoke reported in the aircraft lavatory, then smoke in the avionics bay, and over a period of three minutes the aircraft’s systems shut down, so you know, that’s starting to indicate that it probably wasn’t a hijack, it probably wasn’t a struggle in the cockpit, it’s more likely a fire on board.” Greece says radar shows the Airbus A320 making two sharp turns and dropping more than 25,000ft (7,620m) before plunging into the sea. The search is now focused on finding the plane’s flight recorders, in waters between 2,500m-3,000m deep. In October, an Airbus A321 operated by Russia’s Metrojet blew up over Egypt’s Sinai Peninsula, killing all 224 people on board. Sinai Province, a local affiliate of the Islamic State jihadist group, said it had smuggled a bomb on board.

Alarm raised as Brazil Zika virus is detected for first time in Africa The Zika virus strain responsible for the outbreaks in Brazil has been detected in Africa for the first time, the World Health Organization says. The WHO said it was concerned that the latest strain was spreading and was “on the doorstep of Africa”. It is currently circulating in Cape Verde, an archipelago off the north west coast of Africa. Zika has been linked to neurological disorders including babies being born

with small brains. Dr Matshidiso Moeti, WHO Regional Director for Africa, said: “This information will help African countries to re-evaluate their level of risk and adapt and increase their levels of preparedness.” She said African countries should raise awareness among pregnant women of the complications with the Zika virus and encourage people to protect themselves against mosquito bites and

sexual transmission. But she said she would not recommend strict travel restrictions to try to stop the spread of the disease. There have been more than 7,000 suspected cases of Zika in Cape Verde, with 180 pregnant women thought to have been infected. The WHO says three babies have been born brain damaged with microcephaly. Until the virus was sequenced by scientists in Senegal, it was not certain if

the outbreak in Cape Verde was caused by the African or Asian type, which has hit Brazil and other Latin American countries. Tests show that this is the Asian strain - the same as the one blamed for birth abnormalities in Brazil. There have been around 1,300 confirmed cases of microcephaly - babies born with small brains - in Brazil, with thousands more under investigation. A UK researcher said the Zika virus has

been circulating at a low level in African countries for more than 50 years, so some of the population may already be immune. “It is likely that the South American, Caribbean and Polynesian populations had no prior immunity to the virus, so a high proportion of people who are bitten by infected mosquitos caught the disease,” said Dr Anna Checkley, of the Hospital for Tropical Diseases, University College London Hospitals.

Company defends operations following Safaricom KPMG audit

Regional development services firm, Mentor Management Ltd (MML) has officially addressed concerns raised recently in the media following a KPMG audit of the procurement practices of leading telecommunications company, Safaricom. MML’s move follows the release of a leaked KPMG report, which made incriminatory allegations against the mobile operator’s procurement processes. MML Development’s CEO, Mr James Hoddell has immediately conducted a full review of the matters raised by the auditors to determine precisely the implications for MML as a supplier to Safaricom. “MML has at all times upheld the highest levels of ethical business practice, as well as leading in introducing new levels of sustainability practice within Kenya’s real estate sector, meaning we take this matter extremely seriously,” said Mr Hoddell. In its statement, the company noted that it has examined the six issues raised in the audit in relation to MML’s supplies to Safaricom including the pitching of new property developments, delivering work without a tender, delivering work on a purchase order, without contract, conflict of interest, land costs and finally, bidding processes. “KPMG has raised the fact that Mr James Hoddell pitched Garden City to Safaricom as a possible office space at a time when MML was not a pre-

qualified Safaricom supplier, and more than 15 months before Safaricom opened a subsequent tender process for research and feasibility services relating to the location of its new offices,” MML noted in its statement. The statement added that Mr James Hoddell also presented Garden City to many other corporates as a potential location during 2013, as a service provider to Actis. In almost every case, MML was not a prequalified supplier

of the corporates that it presented the Garden City development to as a potential office location. According to the firm, MML has reviewed the regulation and legislation on presenting information about new products, pitching for new business, and sales approaches, and finds no record of any requirement that businesses must be qualified as suppliers before presenting new products to potential buyers.

MML was in 2014 selected by Safaricom to deliver the review of available properties and land as the result of a tender selection process. Since then, KPMG auditors have raised concerns that the award by Safaricom of subsequent work to MML was somewhat irregular. M-Pesa founders to receive medal of honour for financial inclusion in Africa Michael Joseph, the Managing Director of Mobile Money at Vodafone, Nick Hughes Co-Founder M-KOPA and Susie Lonie Mobile Payments Consultant at SJL Consulting Services, who are the co-founders of M-Pesa, Safaricom’s money transfer platform, are set to be honoured by the Digital Impact Awards Africa for their contribution to financial inclusion. The three will receive Africa’s Financial Medal of Honour on August 17 at Serena Kampala. In 2003, Nick Hughes who was then Head of Social Enterprise at Vodafone, spearheaded sourcing finance for a project with the initial research idea and purpose to use mobile phones to pay microfinance loans in Africa which project is the root of M-Pesa. Susie Lonie, also from Vodafone was in 2005 sent to Nairobi to get the M-Pesa pilot up and running. Susie together with Nick steered the system from a pilot to commercial launch. When the system went live in 2007, the CEO of Safaricom, Michael Joseph, drove the teams to scale and deliver the commercial and social growth of M-PESA driving the models for agent recruiting, incentives, float management. The trio will be honored at the 3rd Digital Impact Awards Africa (DIAA2016). As of 2015, Mobile money is now available in 93 countries via 271 services globally. The number of registered mobile money accounts is reaching a total of 411 million globally.

Kenya to benefit from Sh2 billion annual US medical research grant Kenya is set to benefit from a Sh2 billion ($20 million) kitty that the United States government has put in place to support medical research initiatives through the Henry Jackson Foundation Medial Research International (HJFMRI). The US Non-Governmental Organisation said it plans to boost medical research initiatives in Africa and grow the body of knowledge in institutions that operate within the medial research sphere. Speaking while opening the regional offices for the research foundation, HJFMRI Vice President Arthur Hapner told a media briefing in Nairobi that its Kenyan headquarters will aid in overseeing its operations in nine African countries. The funds will be an annual grant from the U.S. government as a measure to play a significant role in fighting HIV and AIDs among other tropical diseases that plague the country. “We plan to spend 15 to 20 million U.S. dollars annually in Kenya to support

research efforts,” Hapner said. HJFMRI has stated that it will utilize the funds to speed up research in HIV and AIDs pandemic, among other tropical diseases that continue to challenge researchers across the country. This news comes at an opportune time when the country is grappling with a myriad of medical research challenges. Developing vaccines that will be acceptable as viable solutions to medical problems by local communities will be a priority for researchers. “The regional office will help to coordinate efforts to accelerate research on tropical diseases that are still endemic in Africa,” Hapner said. The Foundation provides capacity building, administrative support and skilled personnel to help African states to conduct clinical research. “We do this by partnering with host countries who are more conversant with local conditions,” he added. In Kenya HJFMRI is working closely

with the Kenya Medical Research Institute to equip local researchers with globally acceptable tools for research in medical science. The NGO has partnered with KEMRI to conduct research in HIV where they jointly maintain three laboratories. HJFMRI was founded in 1983 by an act of parliament in the U.S. to support military medicine. The foundation has since expanded its mission to support global efforts to eradicate infectious and non-communicable diseases. HJFMI receives funding from both U.S. government and the private sector. “Our role is to provide an environment where research will result in medicines and vaccines that will treat diseases prevalent in Africa,” Hapner said. CBK, KDIC say probe into Imperial Bank will be ‘crucial for court proceedings’ MONDAY, MAY 23, 2016

Central Bank of Kenya (CBK) and Kenya Deposit Insurance Corporation (KDIC) officials have said that the ongoing investigations into Imperial Bank will be crucial for forthcoming court proceedings that will determine how the matter is handled. Since the update and meeting with Imperial Bank Limited depositors on April 1, 2016, the Central Bank and the Kenya Deposit Insurance Corporation have been pushing for the resolution of IBL, which was placed under receivership following cases of misconduct in regard to the lender’s management. “The objective of such a resolution is safeguarding the interest of depositors, creditors, and the wider public interest,” CBK said in a recently-released statement. According to the regulator, Forensic Auditors and relevant investigation agencies have continued to investigate fraudulent activities in Imperial Bank Limited and unsound business practices. “The findings of these investigations will allow an informed determination of the resolution of IBL, and will be critical for the forthcoming court proceedings,” the Central Bank added in its statement. Based on the latest data from the CBK, payments to IBL depositors of up to Sh1 million each, subject to account and identity verifications, continued to April 19, 2016. At the time, a total of Sh6.9 billion in payments had been made. A

The stock declined to a four month low following book closure of a rights issue due to selling pressures as investors were more concerned about the price dilution that may arise from the rights. On March 9, Imperial Bank Limited shareholders, acting through their private companies (Sandview Properties Limited and Upperview Properties Limited) filed a suit in the High Court seeking access to the records under IBL’s custody. 2 KDIC opposed the request and the court declined to give orders granting access. The matter is scheduled for mention on May 23, when further

directions will be given. On October 26, 2015, IBL filed a case in the High Court against W.E. Tilley, the Estate of the late Jan mohamed (former Group Managing Director), and senior managers of Imperial Bank Limited, on fraudulent activities perpetrated in the bank. KenGen Rights Issue to raise Sh29bn for power generation

Electric-power generation company, KenGen is offering a total of 4,396,722,912 new ordinary shares at a discounted price of Sh6.55 per share in a bid to raise Sh29 billion for business expansion. The rights issue that opens today will close on June 10, 2016. The government has taken up its full entitlement of KenGen’s Rights Issue amounting to Sh20.2 billion, representing 70 per cent of the transaction through the conversion of some of the loans on lent to KenGen into equity (shares). Speaking today during the launch at a Nairobi hotel, Cabinet Secretary for Treasury Henry Rotich said that the commitment by the government to support the company will help reduce the cost of doing business in Kenya. “We want to create a conducive environment for our business partners, the Rights Issue comes 10 years after the company’s initial Public Offering (IPO) in 2006 which at the time was the largest on the Nairobi Securities exchange,” said Rotich. KenGen Managing Director and CEO Eng. Albert Mugo said the offer would give shareholders an opportunity to reap more from the company, which has consistently posted impressive financial results. “By participating in the offer, shareholders will contribute to the growth of the company and reap more from our dividend scheme, which is one of the most competitive, reliable and sustainable in the country,” said Eng. Mugo.

CBK to announce new interest rate as inflation continues to fall Central Bank of Kenya’s Monetary Policy Committee (MPC) is scheduled to hold its latest meeting today as the regulator moves to set the country’s new benchmark interest rate. The regulator has so far held its benchmark interest rate at 11.5 per cent for the sixth time in a row. During its March 21, 2016 meeting, the MPC stated that current monetary policy had helped to moderate inflation expectations. According to the latest numbers from the Kenya National Bureau of Statistics (KNBS), overall inflation had fallen to 5.27 as of April 2016, down from 6.45 in March. Kenya’s overall inflation had also fallen to 6.8 per cent in February 2016, from 7.8 per cent in January, signalling a reprieve for the economy and consumers at large. The decline was largely driven by developments in food and fuel prices, according to a report by the Committee. Inflation is the rate at which the general level of prices for goods and

World Bank approves Sh15 billion support for Kenya’s youth The World Bank board of Executive Directors has approved a Sh15.1 billion ($150 million) International Development Association (IDA) program to support 280,000 Kenyan youth. According to the global lender, the facility seeks to increase their employment and earnings opportunities. The drive, dubbed ‘Youth Employment and Opportunities Project’, targets persons aged between 18 and 29 years, who are without jobs and have experienced extended spells of unemployment, or are currently working in vulnerable jobs. The project is an effort to respond to the high numbers of new entrants to the workforce who are presently outpacing the capacity of the Kenyan economy to absorb them in productive employment. It is a unique project in that it better prepares young people for the labor market and at the same time, supports the creation of new and better jobs in the market. “Young people are the lifeblood to drive forward Kenya’s economy. But in all our conversations with the youth, with Government, NGOs, and the private sector, one thing is clear: together we have to do more to create sufficient jobs and ensure that young people are adequately prepared to step into these jobs,” said Diarietou Gaye, World Bank Country Director for Kenya. “That’s exactly why we have approved this large investment as a vote of confidence in Kenya and its young people,” Gaye added. @Dennis_x254

WBG launches financing facility to protect poorest countries against pandemics The World Bank Group (WBG) has officially launched an initiative dubbed ‘the Pandemic Emergency Financing Facility’ (PEF), a fast-disbursing global financing mechanism designed to protect the world against deadly pandemics, which will create the firstever insurance market for pandemic risk. The drive follows recent scares across the continent in regard to the Ebola virus, which had negatively affected Kenya’s economy owing to travel advisories from other countries that dealt a major blow to the nation’s tourism sector. Japan, which holds the G7 Presidency, committed the first $50 million (Sh5 billion) in funding toward the new initiative. “Pandemics pose some of the biggest threats in the world to people’s lives and to economies, and for the first time we will have a system that can move funding and teams of experts to the sites of outbreaks before they spin out of control,” said Jim Yong Kim, President of the World Bank Group. “This facility addresses a long,

collective failure in dealing with pandemics. The Ebola crisis in Guinea, Liberia and Sierra Leone taught all of us that we must be much more vigilant to outbreaks and respond immediately to save lives and also to protect economic growth,” he added. The announcement, made over the weekend, came a week ahead of the May 26-27 Summit of Group of Seven Leaders in Ise-Shima, Japan. G7 leaders had urged the World Bank Group to develop the initiative during their May 2015 summit in SchlossElmau, Germany. “Recent years have seen a dramatic resurgence of the threat from emerging and re-emerging infectious diseases,” said Margaret Chan, Director-General of the World Health Organization. “WHO fully supports the Pandemic Emergency Financing Facility as a critical contribution to global health security and a crucial line of defence against high-threat pathogens,” Chan added. The PEF includes an insurance window, which combines funding from the reinsurance markets with

the proceeds of World Bank-issued pandemic (catastrophe, or Cat) bonds, as well as a complementary cash window. This will be the first time World Bank Cat Bonds have been used to combat infectious diseases. In the event of an outbreak, the PEF will release funds quickly to countries and qualified international responding agencies. The insurance window will provide coverage up to $500 million (Sh50.4 billion) for an initial period of three years for outbreaks of infectious diseases most likely to cause major epidemics, including Ebola, Marburg and other zoonotic diseases like Crimean Congo, Rift Valley fever and Lassa fever, among others. The PEF is expected to be operational later this year. During the past two years alone, pandemic threats have included the devastating Ebola crisis in West Africa—which crippled the economies of Guinea, Liberia and Sierra Leone, and cost them an estimated $2.8 billion (Sh282.4 billion) in GDP losses.

How would you describe your music? My music is an eclectic mix of all the influences I have grown up listening to with huge traces of neo-soul, hiphop and a bit of afro-fusion. I really like to experiment with sounds as well, anything that I can bump to-- I will like. Who inspires you musically, local or international? Damn, that’s usually such a hard one due to the fact that they’re so many. [Laughs] I am constantly inspired by different artistes worldwide and I keep discovering new influences every day. That’s the beauty of music, there’s always another song you haven’t heard. Artistes like Nas, Kendrick Lamar and John Mayer really inspire me lyrically and I am constantly studying the art and finding ways to better my craft. I also really love nu soul artistes like Erykah Badu, Jill Scott and Musiq Soulchild. I also respect Sara Tavares and most recently Cheikh Lo. Locally, I have also been a huge Sauti Sol fan as well as Eric Wainaina and Atemi and have so much respect for them. What are you working on currently? I am currently working on different projects with some really dope artistes that will be out soon. Keep an ear out! I am working with different producers, I love being in studio to be honest .My main focus this year however, is on my album, which I am taking my time to create, I really want to give 100% of myself on it. What do you think of the Kenyan music industry?

The Kenyan music scene is on steroids, I keep saying this. I really feel so happy to be a part of the industry at this time. I feel like the artistes are really putting in that work and it is encouraging to see our people actually listening to us, generally, it’s a beautiful time to be alive. However, I would really love to see more up and coming artistes getting a chance to be heard on mainstream media, which would be a step in the right direction. Is there anybody you would love to collaborate with? I would really love to collaborate with Chronixx, J Cole, Damien Marley and WizKid. I love their vibe completely and admire the talent. I would also love to work with Nas, he strikes me as an individual I can learn so much from. Harry Kimani is also one I would really love to work with as well as Abbass. Do you listen to your own music on your playlist? [Laughs] Not really, sometimes… Where do you see yourself in 3 years? I hope to have created amazing memories, performing across the country, the continent and even the globe just sharing this gift I was given, spreading love and light. Collins Injera breaks try history as Kenya finish seventh in World Series MONDAY, MAY 23, 2016

The national sevens team finished seventh overall in the 2015-16 HSBC Sevens World Series on 98 points after collecting three points at the last leg in London, following their 31-7 victory over Russia in the Shield final on Sunday. It was a tremendous improvement for Shujaa contrast to last season where they were fighting relegation to finish in a disappointing 13th position on 46 points. “It’s something we can take home and say we finished well, we started the season on a low, picking up in the middle so we will plan for the future ahead of the Olympics. “It was an important win at Singapore Sevens because we have been waiting it for long and for it to finally come home, it was a dream come true, and it’s a motivation for us to keep on working hard because there are more to be won,” Kenya 7s captain Andrew Amonde said after the Russia match. Kenya had a chance to harvest 100 points overall in the standings after having a good season but Wales denied them the chance thanks to their narrow 21-19 win in the Bowl quarter-final. However, despite not surpassing Mike Friday’s 99 points, the most Kenya has ever collected in a series, head coach Benjamin Ayimba will walk with his head high after guiding Shujaa to their maiden Main Cup title at Singapore Sevens. Vice captain Collins Injera also left a mark in the series as he scored eight tries in London to break Santiago Gomez Cora’s record and become the all-time leading world try scorer with 235. “It’s a mixed emotion, on a personal level I managed to attain the goal that I had set when I started playing rugby. I think as a team we have found ourselves in quite difficult situations but I’m glad we managed to finish on a positive heading to the Olympics. “I think after I broke the record there was a relax mode in the team and now we just wanted to play rugby and coming today it worked well for us and we just keep working on it moving forward to Olympics,” Injera underscored. In the Shield final, it was one way traffic for Kenya as they maintained their dominance over Russia, winning four in the five times they have met this season. Willy Ambaka drew first blood when he danced his way through the Russian defence for the opening try. Russia were unable to contain the pressure to see Denis Simplikevich receive a yellow card for kicking the ball away for Injera to pounce on it and score Kenya’s second try. Nelson Oyoo claimed the third before the moment for Injera came for his 235th career series try to put Shujaa firmly in control 26-0 at the break. Even though the damage had already been done, Ramil Gaysin scored his first series try when the Russian playmaker broke through the middle, throwing a dummy to no-one, and backing himself to go over. The try woke Kenya up again as Oyoo grabbed his second to end any hopes of a Russian comeback. Posta Rangers heap more woes on City Stars

Gor moves to second on the log with 2-0 victory over Mathare Godfrey Walusimbi and Jacques Tuyisenge struck apiece in the second half as SportPesa Premier league defending champions Gor Mahia registered their fifth successive win with a 2-0 win over Mathare United at the Nyayo National Stadium on Sunday. The result now sees the 15-time record champions dispose Mathare at second spot, with the two tied on 26 points but K’Ogalo have a better goal difference. Despite the first half lacking any shot on target, it was a great display of tactical and technical prowess between the two sides, Dutch football fighting its way against the rather flamboyant and flowery Brazilian Samba style. Gor were mostly using the right channel in their attack with coach Jose ‘Ze Maria’ Marcelo eager to use the pace of Innocent Wafula and crossing ability of Karim Nizigiyimana. The duo played one-two short passes on the flank in the sixth minute but Wafula’s eventual cross was few inches higher than Jacques Tuyisenge’s height with the Rwandese forward rising in

futility to connect the cross. Three minutes later, Wafula powered on the right again before putting in a low cross but George ‘Blackberry’ Odhiambo arrived in the box few seconds late. Mathare had sat back to absorb the fast pressure applied by Gor and the biggest weapon they used to ensure their keeper remained untested was their fast pressing whenever Gor were in possession. Francis Kimanzi’s side had their first attempt in the 17th minute when Eric Johannah weaved his way from the left to get himself in a good shooting range, but couldn’t get the right technique to test Boniface Oluoch with the ball flying acres wide. Walusimbi caused problems for Mathare in the 21st minute, striking in a powerful freekick from the left finding Wafula isolated at the far post, but the latter’s first touch was too heavy allowing Robinson Kamura to hack it away to safety. Mathare slowly grew into the game,

passing the ball well from the back but failed to get anything at the final third despite Gor skipper Musa Mohammed showing some few nervy instances with weak defending. The defending champions came close to winding the half a goal up but Wafula’s freekick from 30 yards out flew a few over. With both sides going into the break goalless, the second half was already set to be an explosive affair. Kimanzi threw in the first dice, taking off Crispin Oduor for Alphonce Ndonye as he sought a more attacking minded display. Gor kept their attacking mantra and they did not wait long to get ahead. Ugandan Walusimbi struck a beauty of a curler in the 68th minute after being accorded time and space by the Mathare backline. The strike beat keeper Peter Odhiambo who dived but failed to reach the ball as it curled its way into the top right corner of the net. Mathare had no option but to put up

an attacking front and Kimanzi made another change bringing in his top scorer Obadiah Ndege for midfielder Edward Seda. He then threw caution into the wind, pulling off right back Noah Abich for striker Harrison Mwenda but the change did more harm than good. Seven minutes to go, the impressive Erick Ouma burst through the right side of Mathare’s defense before putting in an enticing cross which Tuyisenge headed home powerfully to all but secure the three points for Gor. Despite pulling their weight together in attack, Mathare could not find a way past Gor custodian Boniface Oluoch. In the end, Coach Francis Kimanzi admitted that Gor had superior players. “It the skill of the players that won the match. Georson Likono was on target as Posta Rangers bounced back to winning ways with a 1-0 win over hard fighting City Stars at the Nyayo National Stadium on Sunday. Posta entered the clash from a 1-0 defeat at the hands of Chemelil Sugar and it was of importance for head coach Zedekiah ‘Zico’ Otieno, who was crowned the April Coach of the Month to assert his authority. Otieno made changes to his squad bringing in Simon Mbugua for Hashim Mukhwana, Collins Neto coming in ahead of Dennis Mukaisi while Titus Achesa started on the left side of attack at the expense of Joseph Nyaga and Likono started ahead of Edwin Mwaura. City Stars languishing at the relegation zone and facing myriads of problems off the pitch had come into this match on the backdrop of a 3-0 loss away to Ulinzi Stars last weekend and needed the three points to lift themselves off the gaping mouth of relegation. It was Rangers who had the best start to the match and in the 10th minute they came close with Achesa missing a sitter at the edge of the six yard box after City Stars captain John Amboko had failed to clear a low cross from Likono. In the 18th minute, some good play from Rangers saw Likonoh pull back the ball for Moses Otieno at the edge of the box but the latter’s shot was deflected inches wide though the referee gave a goal kick instead of a corner. Rangers got into the lead though three minutes later when Likono headed into an empty net after Cavin Odongo’s attempt had been deflected high by the onrushing City Stars goalie Roonie Kagunzi. Posta almost doubled the lead in the 25th minute from an indirect freekick after Kagunzi handled the ball outside his area but Jockins Atudo’s shot hit the wall. Kagunzi almost did another blunder at the stroke of half-time with Cavin Odongo’s shot sliding past his palms but luckily the ball lost pace and he managed to collect it before it made way into the net. In the second half, City Stars put their act together, playing better with Iddi Shikanda doing a decent job of controlling the pace in midfield. However, Posta had a solid defensive and John ‘Bobby’ Ogolla’s men did not find a way through. Fifteen minutes to the final whistle, Odongo had a shot blocked by Kagunzi after picking up the ball with his initial cut back to Nyaga blocked by Amboko. City Stars came close two minutes to stoppage time with Jimmy Bageya’s shot coming off the crossbar after rushing to the box to meet a low cross from substitute Daniel Otieno.


Vardy on target in England Euro prep Jamie Vardy’s late strike gave England victory over Turkey in their first warm-up match for Euro 2016, but Roy Hodgson’s side were fortunate to win a game in which they looked far from convincing at the back. As dangerous as England were going forward they also struggled defensively, and it took a brilliant reaction save from Joe Hart to deny Olcay Sahan an equaliser in injury-time. Most of the positives that Hodgson will take from this game will have come from watching his side attack, especially when he tweaked his formation to give Vardy a more central role in the final half hour. And, after Harry Kane’s second-half penalty miss looked like it would be costly in Manchester, Vardy struck from close range with seven minutes left when Turkey failed to deal with Gary Cahill’s header. Kane had actually given England the perfect start, linking up superbly with his Tottenham team-mate Dele Alli and finding a cool finish after four minutes, albeit from an offside position. But England had already survived a couple of scares at the back when Volkan Sen got behind their defence and crossed for Hakan Calhanoglu to equalise soon after, and Turkey had further chances before England’s late show. With Chris Smalling unavailable after

playing in Saturday’s FA Cup final, Gary Cahill was paired with John Stones in the centre of England’s defence, with Eric Dier in front of them. While Dier did his best and was solid enough, given he was often isolated as the solitary dedicated holding midfielder, the centre-halves behind him were far less convincing, as was England’s general organisation in that department. “For large swathes of the game we played reasonably well, but there was also the positive for me that it shows we’re not the finished article, there’s still work to be done,” Hogson said after the match. Turkey, three places below England at 13th in the world rankings and unbeaten in their last 13 matches, found plenty of space and asked frequent questions of the hosts’ uncertain back-line from set-pieces and in open play. Hodgson has 19 days and two more warm-up matches left to try to put it right before England play Russia in their opening group game. It was Hart who was partially to blame for Turkey’s goal, however. He needlessly dashed out towards Sen when he got behind Danny Rose down England’s left, leaving Hakan Calhanoglu a simple finish from Sen’s cross.
