KNCHR condemns barring of Uhuru Park rally meeting

T

he Kenya National Commission on Human Rights (KNCHR) has castigated the government’s decision to bar the opposition from holding a rally at the Uhuru Park grounds tomorrow saying it is in breach of their rights to assemble. The state yesterday announced that it will close both Uhuru Park and Nyayo National Stadium tomorrow citing security threats. Cord was planning to host its Madaraka Day celebrations at the historic Uhuru Park grounds, a move the government through National Security Advisory Council (NSC) has cancelled for ‘security reasons’.

However, KNHRC says the move by government is a breach of the constitution and in a particular article 37 which spells out the right of any citizen to assemble. “The commission finds no basis for the police to disapprove the CORD rally. The police have no authority over administration of Uhuru Park which squarely falls under the Nairobi City County. The Commission reminds the police that it’s their constitutional duty to facilitate the enjoyment of the right to assembly,” said the commission’s chairperson Kagwira Mbogori. CONTINUED ON PAGE 2

The Commission also cautioned Interior Cabinet Secretary Joseph Nkaissery to desist from issuing operational directives to the police. Uhuru Park on Madaraka Day, Cord is contravening the law, a move the government said it will not allow. Mbogori said there is no law that stops the right of assembly during a public holiday. Mr Erick Kiraithe however said the decision to ban the two rallies was arrived at by the National Security Advisory Committee after noting that the two events posed a security threat. “With all the factors surrounding the incidents, the NSAC regrettably noted that the two incidents had taken dangerous political dimensions and as a result, it was decided that the grounds will be sealed off to both parties for security reasons,” Kiraithe said. @sam_x254

The closure of the Dadaab refugee complex and repatriation of Somali refugees will be carried out in a humane manner, Foreign Affairs Cabinet Secretary, Amb. Amina Mohamed (pictured below) has said. The assurance was given during a meeting of the Tripartite Agreement Partners with Honourable Abdisalam Omer, Minister of Foreign Affairs of the Federal Government of Somalia and Representatives of the United Nations High Commissioner for Refugee in Kenya and Somalia, at her office in the Ministry of Foreign Affairs. The meeting reviewed the challenges that have led to limited success in assisted repatriation of refugees since the signing of the Agreement in November 2013. To ensure an orderly and humane process, the CS said the government of Kenya had formed a task-force that will outline the modalities of the exercise. Noting the failure of the international community to translate their pledges into concrete support, the meeting expressed concern at the international community neglect of the Somali displacement and refugee crisis. Both Ministers committed to working together,

and underscored an equal obligation of the international community in contributing to successful repatriation that restores dignity and hope to the thousands of people that have been displaced in conditions of squalor for more than two decades. Omer expressed the appreciation of his country for the sacrifice that Kenya has made in hosting the Somali refugees for over two decades. “Somalis are very grateful to Kenyans for keeping our nationals for 20 years or more. They have given them homes, investment opportunities and lived in Kenya as their home. We appreciate Kenya and are sure it will carry out the current exercise in the most humane manner,” said Omer. He informed the meeting that his government was willing and ready to receive the refugees back and to ensure safe return and settlement. He appealed to the international community to help finance the exercise. Both ministers expressed confidence that the remain time-frame of the current Tripartite Agreement provides an opportunity and ample time to fast track the repatriation and contribute to the on-going stabilisation of Somalia.

Jurists join calls for IEBC chiefs to resign

International Commission of Jurists (ICJ) Executive Director Samwel Mohochi (left) flanked by the organisation’s Vice-Chairman Kelvin Mogeni as they addressed the press at the Stanley Hotel in Nairobi today. They called for the resignation of IEBC commissioners.

The International Commission of Jurists, Kenya Chapter now wants the Indipendent Electoral and Boundaries Commission ( IEBC) commissioners to resign, saying the credibility questions raised by various stakeholders against them are critical and makes them impartial. Addressing the press today morning, the Commission’s Vice chairman Kelvin Mogeni said both the opposition, workers union (Cotu) and the Law Society of Kenya have raised critical concerns which only calls for the commissioners to resign. Mogeni an electoral commission not fully accepted by any side of the political players should not be allowed to preside over elections. “The Electoral Commission has credibility issues, it has even involved itself in heated argument with the opposition which one of the players in the coming election, such a body cannot deliver a free and fair elections,” Mogeni said. “We don’t want to wait for another cycle of violence just like in the 2007/8.This time election results should be accepted by all candidates and to achieve this, the current commissioners have to voluntarily resign as the opposition has already claimed they are compromised,” he added. Mogeni said he is aware of the law and procedure on the removal of the commissioners from office but called on the team to consider the public interest over the matter.

He cited the recent demonstrations staged by supporters of the opposition in some parts of the country as key factors that the commissioners should consider and vacate office. “The failure by the commissioners to heed to the call of voluntary resignation has led to protest in various parts of the country with some leading to tragic loss of life,” Mogeni said. He also pointed out that ICJ doesn’t support parliamentary process of removing the commissioners from office, saying other stakeholders are not represented in Parliament. “Not everyone is represented in Parliament and therefore the process will not be all inclusive. Election is not for MPs alone but all Kenyans who in this case must accept the results,” Mogeni said. The Commission’s secretary Patrick Ngunjiri said IEBC has failed to inspire confidence not only among the various political parties but also among voters. He said any electoral commission across the world must inspire public confidence, be independent, free from interference by other government institutions and political interests. “An electoral commission that has been rejected by parties that represent half of the country’s voters is not able to conduct a credible elections,” Ngunjiri said. @sam_x254

ODM MP expresses reservations with members caucus on IEBC The Orange Democratic Movement (ODM) has today expressed reservations with efforts by a group of MPs from both sides of the House to dialogue and find a solution to the stalemate surrounding the IEBC. The Coalition for Reforms and democracy (Cord) where ODM is a member has been pushing for the ouster of IEBC commissioners saying they cannot be trusted to hold credible elections next year. The matter has since seen weekly protests by the opposition with the government maintaining that any push to force the commissioners to quit must be done within the law. As a result, some 52 MPs yesterday met at a Nairobi hotel to dialogue and reach consensus on minimum reforms to resolve the matter. But ODM’s Secretary for Political Affairs Opiyo Wandayi says the move is suspicious and is bound to fail. According to the Ugunja MP, any talks to on the IEBC stalemate kick should involve all stakeholders and not just representatives from Parliament. “The latest attempt by a cabal of MPs to move forward this agenda though laudable is highly suspicious. For sure history has a way of repeating itself. I’m utterly opposed to this State House-driven so called parliamentary process,”

MPs who met yesterday at a Nairobi hotel to try and reach a consensus on the IEBC stalemate. INSET: Ugunja’s Opiyo Wandayi who has expressed reservations with the intentions of his colleagues.

Wandayi said. He insisted that the current IEBC commissioners must vacate office and an all-inclusive dialogue outside parliament be carried out to agree on the way forward. According to the MP, any attempt to engage parliament in the IEBC debate will fail and suggested that parliament to be only involved in the implementation process after a dialogue with all stakeholders is

conducted. Yesterday’s meeting that brought together MPs from both and Jubilee resolved to work on a bipartisan approach to solve the issue of IEBC. The MPs said they will reach out to their respective party leaders to find an amicable solution over the fate of the current IEBC commissioners which Cord has been saying must resign before the next polls. Addressing the press

after their closed door meeting, Ugenya MP David Ochieng said their meeting seeks to prevent the country from plunging into chaos similar to that of the 2007/08 post poll chaos. Others who attended the meeting are Kabando Wa Kabando (Mukurweni), Hellen Sambili (Mogotio), Timothy Bosire (Kitutu Masaba), Abdulswamad Shariff Nassir (Mvita). “We all remember what the country

went through in the 2007/08 and nobody wants to go back in the same place,” Ochieng’ said. They urged both President Uhuru Kenyatta and Cord leader Raila Odinga to tone down their hardline stance over the IEBC matter. They said they will also talk with other stakeholders outside parliament over the matter. @sam_x254

Nairobi Shisha’s main selling points revealed Nairobi’s Westlands, Parklands and Ngong Road have been identified as the selling points for Shisha in the country. According to The National Authority for the Campaign Against Alcohol and Drug Abuse( Nacada), Petrol stations in Nairobi have also been named as the selling point to clients who take them to Prime buildings in town. “Soon we are coming to the areas identified and seal them as a crime place as this Shisha business is holding a huge quantity of heroin and narcotic thus affecting a big number of our youth,” said John Mututho Chairman Nacada. Kenya appeals for global Support to combat HIV/AIDS

June.

Kenya has appealed to the world for support amid growing concerns of increasing HIV prevalence in the country. National Aids Control Council (NACC) acting chairperson Rose Mbogo has said HIV stigma and discrimination continue to be a major challenge not only in Kenya but globally creating the need for a concerned attention. “Discrimination and stigma remain a challenge. To tackle this global persistent issue, we request partners to pay more attention as we seek to eliminate the killer disease,” Rev Mbogo said during the release of the Joint United Nations Programme on HIV and Aids (UNAIDS) global report 2016 earlier today. She said the landscape used earlier to counter the spread of Aids has shifted as a result of competing global demands and shrinking economies which are now necessitating a refocus to the interventions needed. “We are appealing to all stakeholders to refocus on new interventions as earlier ways have increasingly changed due to competing global demands,” added Mbogo. According to the report, Kenya has one of the fastest growing epidemics among its citizenry despite a reduced mother to child transmission rate in the last three years. As at now more than 1.7 million Kenyans are living with the HIV virus with only 900,000 are under antiretroviral treatment while close to 800,000 infected patients shying

away from treatment. Addressing the same forum, Health Cabinet Secretary Cleopa Mailu maintained that though 50 per cent of people living with HIV/ AIDS are under treatment, there was still cause for alarm to deal with stigma that has posed a the greatest threat. “More than 50 per cent of the patients remain untreated or are unware of their status which is of great concern which,” Dr Mailu said. He added: “The possibility of an HIVfree Kenya by 2030 could be stalled by the fact that not all HIV-positive people access care and treatment services.” He however argued that his ministry in collaboration with NACC have fast tracked major milestones to combat the killer diseases saying that they have fully operationalized the HIV situation room as a monitoring room to eliminate AIDS. According to NACC statistics the country has an average HIV prevalence rate of six per cent and it is one of the six HIV ‘high burden’ countries in Africa. The western part of the country through Homa Bay, Siaya and Kisumu are the most affected with HIV with rates of 25.7, 23.7 and 19.3 per cent respectively. Every year an average of 89,000 adults and about 11,000 children in Kenya are infected with HIV with about 11,000 Aids-related deaths, a quarter of total deaths occur among children. More than 70 per cent of HIVpositive pregnant women received antiretroviral prophylaxis to prevent transmission to their new born children. @wilson_x254

Somalia sentences two to life in prison for plane blast A military court in Somalia has sentenced two men to life in prison for masterminding a bomb attack on a Daallo Airlines passenger plane in February. Eight other people, including a woman, were sentenced to between six months and four years in prison. The blast, shortly after take-off from Somalia’s capital, Mogadishu, killed the bomber and left a hole in the plane’s fuselage.

Somalia’s militant Islamist group alShabab said it carried out the attack. However, it admitted at the time that it had failed in its attempt to bring down the plane. The verdicts were the first in connection with the blast. A former security official at the main airport in Mogadishu, Abdiwali Mahmud Maow, was given the life sentence, along with Arais Hashi Abdi, who was tried in absentia as he

had evaded arrest. The two were convicted of being members of al-Shabab. The other eight were convicted of helping to plan the attack, but not of membership of the al-Qaeda-linked militant group. None of the plane’s 74 passengers or crew was killed. The explosion on the Daallo Airlines Airbus 321 flight happened about 15 minutes after take-off, when

the plane was at around 11,000ft (3,350m) and the cabin was not yet fully pressurised. It was able to make an emergency landing at Mogadishu airport, aborting its flight to Djibouti. Daallo Airlines flies regularly from its base in Dubai to Somalia and Djibouti. Somalian forces have long been fighting al-Shabab which carries out regular attacks in its quest to establish an Islamic state.

French rail worker strike over reforms French railway workers are to go on strike as unions continue to protest against planned labour reforms. This is expected to further disrupt a transport network already suffering from a shortage of fuel. French President Francois Hollande has insisted he will not back down over the reforms, which aim to make it easier to recruit and dismiss employees. Public sector workers in neighbouring Belgium are also going on strike on Tuesday over budget cuts. The national strike there will see police officers, teachers and some civil servants join train drivers and prison guards, who are already on strike. As well as budget cutbacks, the unions are protesting against changes to working hours and a rise in the retirement age. In France, further transport disruption is likely later in the week as Paris metro staff are due to begin indefinite action on Thursday and Air France pilots have voted to strike over pay.

governments not to ban or limit services such as Uber and Airbnb, in a bid to head off a regulatory onslaught from national authorities on the “sharing economy” in Europe. The European Commission will this week set out guidelines to harmonise the often wildly different treatment faced by businesses trying to shake up sectors ranging from accommodation to transport across the 28-country bloc. While businesses such as ride-hailing company Uber have been welcomed by countries including the UK, their executives have been threatened with stiff fines or even jail in places such as France. CBK EXCHANGE RATES

Kenya to host 5th International Flower Trade Exhibition in June Kenya is set to host the 5th edition of the International Flower Trade Expo (IFTEX) to be held at the Oshwal Center in Nairobi from June 8 to June 10, 2016. IFTEX was set up five years ago to assist flower growers to find markets around the globe. So far, the exhibition has reached the number one position of being the largest cut flower trade fair in Africa. According to Dick Van Raamsdonk the General Director HPP Exhibitions, more than 200 companies are scheduled to attend the exhibition. More than 4,000 national and international trade visitors are also expected to attend. “This year we are experiencing a 15 per cent increase which brings the number of participating countries to at least 50,” said Van Raamsdonk in a statement. Exhibiting companies will include growers, exporters, brokers, breeders, propagators, and other suppliers of the flower industry. Visitors will include buyers that will fly in from all over the world. “The exhibition itself has grown another 10 per cent in size and will for this reason accommodate about 10 per cent more exhibitors,” added Van Raamsdonk. Kenya is still one of the few countries in the world where the floriculture industry

is growing, due in part to a strong, healthy, stable sector and the ability to source buyers with high quality flowers all year round.

Exhibitors this year will focus on finding new customers in order to increase exports. Many first time buyers are expected to attend the event, especially

Kenya to sign MOU with Korea to bolster ICT Information, Communication and

Technology Cabinet Secretary Joe Mucheru and his Education counterpart Dr Fred Matiang’i are set to sign a Memorandum of Understanding (MOU) between Kenya and Korean Government. The MOU seeks to enhance collaboration in education and training as well as bolster the communication technology institutions of the two countries. Korea’s President Park Geun-hye, currently on a state visit to Kenya, has suggested that Korea and Kenya “nurture a mutually beneficial partnership that will strengthen KoreaKenya cooperation.” “Korea will become a reliable partner for Kenya’s development,” the Head of State reiterated, citing IT as an important area of such cooperations. She said for Kenya this to achieve its Vision 2030 of job creation and improved economy which creates a sound business environment, the government has to invest colossally in both IT and education sector. “The Korean government’s creative economy initiative, by which advanced science and technology is implanted across industries to create jobs and further develop the national economy, will contribute to the Kenyan government’s efforts to achieve Vision 2030,” Park said. @enock_x254

Kebs to burn substandard goods Standard Chartered in pact in Kisumu as regulator steps up with USAid to ease electricity measures to curb counterfeit products challenges in the region The Kenya Bureau of Standards (Kebs) market surveillance team is today set to destroy more than 10,000 cartons seized substandard goods at KEMRI incinerator in Kisumu as the firm seeks to eradicate fake products across the country. Reports reveal that majority of the seized goods are cosmetic products, alcohol, drinking water and flavoured fruit drink juices among other goods. The exercise seeks to serve as a deterrent to traders and manufacturers of such products and will ultimately enhance compliance of products to Kenyan standards. Kedbs has recently been making moves to eliminate counterfeit goods as well as curb the distribution of fake products. In recent months, the regulator has been on a warpath, destroying contraband and urging organisations to stay vigilant. In April, Kebs advised organisations to adopt the International Organisation for Standardisation’s (ISO) standards

with a goal to mitigate various business risks. Up to date, only 600 organisations have taken up ISO standards in the country. Speaking during a customer awareness forum held in Nairobi, Kebs Managing Director, Charles Ongwae, said with increased complexity in the business environment, it is important that companies incorporate standards in the overall strategic plan. According to statistics from ISO, there were a total of 1,609,294 certificates issued to companies globally in 2014. The certification body aims at reaching out to at least 50 per cent institutions to apply for ISO 9001 quality management system as a minimum by the year 2030 whose end game is to improve quality of goods and services. “I urge all organisations, both public and private to incorporate both local and international standards in their business delivery plans. It is important that your companies diversify their uptake of critical standards such as

Environmental Management System, Information Security Management System, Business Continuity Systems and Risk Management Systems,” said Ongwae. Last month, Kebs announced that it is set to introduce a new Import Standardisation Mark (ISM) to deal with skyrocketing cases involving the counterfeiting of its quality marks. Scheduled to be rolled out in July, the mark has security features that will help the standards agency sensitise the business community across major towns in Kenya. Once unveiled, importers and clearing agents will have to acquire the new mark for their goods to be accepted into the country. “Unlike the old mark, which had no security features, the new mark is buoyed by a tracking software technology, helping the agency to account for each and every sticker found in the market,” Ongwae said. @enock_x254

Standard Chartered, a leading international banking group with operations in Kenya, has partnered with the US government to help ease electricity challenges in the region. The initiative will become one of the largest facilities that the United States Agency for International Development (USAID) has delivered within President Obama’s ‘Power Africa’ partnership since the campaign’s launch in 2013. Obama launched Power Africa to bring together technical and legal experts, the private sector, and governments from around the world to work in partnership to increase the number of people with access to power. The initiative is targeting 60 million more people to be connected and along the way add 30,000 megawatts into the region’s power grid. According to the Africa Development Bank, in SubSaharan Africa, just one in five people have access to electricity. The move comes just months after Obama signed into law a measure aimed at expanding electricity to millions of

households in sub-Saharan Africa. The Electrify Africa Act, which unanimously passed the House of Representatives and Senate, leverages partnerships with the private sector in order to bring firsttime electricity access to some 50 million people in underserved parts of Africa. The law aims to build on a “Power Africa” initiative Obama promoted during a trip to Kenya last July. The drive has since set its sights on Zambia. “Standard Chartered has partnered with USAID, to deliver a term loan worth $60 million to Zambia’s Electricity Supply Corporation (ZESCO),” read a statement from the company. The loan will finance capital expenditure tor ZESCO’s Lusaka Transmission and Distribution Rehabilitation Project (LTDRP) as well as provide bridge financing to facilitate new connections to the grid. “Part of ZESCO’s strategic plan is to improve the quality of electricity and enhance connections to the national grid,” commented ZESCO’s Managing Director, Victor Mundende. @Dennis_x254

Kenya to spend Sh250 million hosting Unctad conference Kenya will spend close to Sh250 million hosting the upcoming United Nations Conference on Trade and Development (Unctad) ministerial conference scheduled for 17 to 22 July, Foreign Affairs Cabinet Secretary Amb. Amina Mohammed has said. She said the amount will be used to ensure the success of the conference, which will be attended by more than 7,000 delegates from across the globe who will include government officials, entrepreneurs as well as investors. According to the CS, by the end of the conference, the country should be able accelerate sustainable development as well as providing a pathway for international community to mobilise funds. “The expected outcome of the event will include provision of a pathway for international community to mobilise funds, human and entrepreneurial resources fostering inclusive growth, eradicate poverty and accelerate sustainable development,” said Amb. Mohammed. She said that the conference will at the end have formulated policies that expedite trade and development. “Unlike the World Trade Organisation (WTO) conference which was all about negotiations, Unctad will be about formulating policies that would ease trade and development,” she said. She said preparations for the conference begun in late 2015 where the ministry appointed a multi-stakeholder National Preparatory Committee comprising

Government to rid country of traffic jams in bid to foster economic growth The government is exploring various measures aimed at managing heavy traffic that congests and slows down movement of goods and services in the country. The CS said in order for the country to spur strong economic growth, there is need to pay utmost attention to numerous challenges that impede appropriate coordination between all the stakeholders. ‘The government will set aside some money that will go directly to transport and infrastructure for every county to minimise congestion and improve people’s welfare,’ Mr. Rotich said. Another avenue of addressing urban transport challenges,

he said, includes building mass transport system, building of social amenities and schools in all the suburbs to avoid children traversing from one area to the next while passing through the major towns when going to school. He said that the government, through public private partnerships, is working with Shelter Afrique to improve the lives of the police by providing them with proper houses. “The Government has decided to use a multi-sectoral approach, which is very effective and also successful whereby a performance based planning is done so that the contractor is required to maintain the road, so that if he/she did a shoddy job, they will spend more money from their pocket repairing the infrastructure which they built,” he added. Other government officials present at the forum included Prof Jacob Kaimenyi, the Cabinet Secretary for Lands, James Macharia for Transport and Infrastructure, Ms Diarietou Gaye, World Bank Country Director, Kenya and Mr Ede Jorge IjjaszVasquez, World Bank Director, Social, Urban, Rural and Resilience Global practice.

Amref Health Africa has appealed for Sh25 million in funding in a bid to contain a cholera outbreak in Mandera. The organisation has already delivered over 800 kilogrammes of medical supplies to the area but lacks the capital to fully combat the spread of the disease. An Amref Flying Doctors plane delivered the initial consignment of supplies to Mandera on Friday to boost the capacity of the Mandera County Hospital, including laboratory expertise and materials. Dr Githinji Gitahi, Group Chief Executive Officer, forAmref Health Africa has stated that in order to contain the situation, the group has launched an emergency appeal for Sh25 million ($250,000).

The competitors, aged between 1835 years, run SMEs or start-ups that address needs arising from various agricultural value chains in their respective countries. They specialize in processing, finance, software and apps development, agromechanization, packaging and export services. Speaking during the award ceremony, James Shikwati, a director at Inter Region Economic Network (IREN), said the key objective of the Agribusiness Innovation and Trade Fair is to create an ecosystem of trade, financing and capability support for the 30 start-ups and SMEs.

“Our main goal is to offer our young innovators an opportunity to scale up agribusiness activities through training initiatives with a view of stimulating enterprises that are investible, sustainable, competitive and ready to play an active role in the larger East African market,” said Shikwati, who is also the Young Innovators in Agribusiness Competition team leader. Mergers, acquisitions earned Kenya Sh12 billion in 2015 A new report from the Competition Authority has shown that acquisitions and mergers earned the country Sh12 billion last year. Manufacturing was the leading sector at 16 per cent followed by the financial sector at 9 per cent. Investment was at 7 per cent followed by the telecommunication sector at 4 per cent. Direct capital from mergers and acquisitions in Kenya hit Sh12 billion according to Raphael Mburu, the Mergers and Acquisitions Analyst at the Competition Authority of Kenya who says there were 35 mergers in the period under review. “This is just direct capital that came to the country, we haven’t checked on the ripple effect on lawyer fees, transactions advisors fees among others; the number could be bigger,” Mburu said during a journalists’ training in Naivasha. He said that 51 per cent of the mergers were local firms while 49 percent had an international dimension. Among the notable mergers in the period include Coca-Cola Company and SABMiller who merged to form Coca Cola Beverages Africa (CCBA). During the period,

Ngunguru, a sector analyst at the East Africa Trade Investment Hub, said there is need to empower the African youth with mentorship and also capital to enable them to be self-employed. The Agribusiness Innovation and Trade Fair was the final journey of the Young Innovators in Agribusiness competition which began in 2014 through an agribusiness competition that attracted over 800 participants

Catalyst Principal acquired 25 per cent of Stellar Investments but with control in terms of power to approve the annual business plan, any changes to service agreements and appointment and removal of directors. Another notable merger was between Old Mutual and UAP insurance where Old Mutual acquired a controlling stake in UAP. Mburu said competition issues in Joint Ventures and Investment Fund have been challenging to regulate due to their complexity. “For a joint venture to be a merger it must be full function operating for a long period with all the function of an autonomous economic entity, however, joint ventures have purposefully finite period talking over one specific function,” he explained.

Construction of Nairobi Western Bypass to congest City, environs The Ministry of Transport, through the Kenya Highway Authorities, has signed an agreement with the China Road and Bridge Corporation - the main contractor of the SGR project - for the construction of Nairobi Western Bypass. The Western bypass road, which will link Ruaka to Waiyaki Way, will help decongest the city and facilitate easy movement of those traveling outside Nairobi. President Uhuru Kenyatta, who inspected the Standard Gauge Railway (SGR) over the weekend, disclosed that the Government is in talks with investors to put up industrial parks along the SGR line so as to create jobs for Kenyans. “We have discussed on how to set up industrial parks at Dongo Kundu in Mombasa, Voi, Mtito Andei, Nairobi and Naivasha which will help us create jobs for our young people,” said the President.

Kenyatta visited Section of the project at Sultan Hamud and was briefed on the progress of the SGR, which is more than threequarters done, is on schedule, and running within budget. The rail had injected Sh50 billion directly into the pockets of Kenyan suppliers by February following President Kenyatta’s directive that 40 per cent of supplies of goods and services to the SGR be local content. The project had also employed over 30,000 locals, fulfilling one of the major demands that jobs be handed to local communities during the construction of what is the biggest investment in east and Central Africa. Once the SGR project is complete, it will drastically reduce transportation costs of goods from the port of Mombasa to Nairobi, projecting Kenya’s position as a regional business hub. More than 75 per cent of the civil

works have been completed on the first phase of the Ksh420 billion project, with over 235 km trackline laid between Voi and Sultan Hamud. The second phase of the project will cover 487 km from NairobiKisumu-Malaba and it is divided into three sub-phases. These phases include 2A which is 120 Km from Nairobi to Naivasha. Financing has been identified and construction is expected to start in September this year. Phase 2B which is 262 Km will stretch from Naivasha-NarokBomet-Ahero-Kisumu while phase 2C will cover 107 Km from Kisumu-Yala-Mumias-Malaba. The implementation of the Standard Gauge Railway will not only boost the transport development but also promote integration and industrialization in the East and Central Africa.

BETTING nightmares

B

etting company SportPesa first started gaining popularity in the country in 2014.The betting company has since gained a massive following among university students who apparently had little cash to spare but still somehow wound up gambling off their pocket money on football games. Students are obvious participants because football is a wildly popular sport and we all know how being in campus can mean having a ton of time to waste and imaginary dreams to realize! But even with their popularity the dark side of gambling began to rear

its ugly head. One initial story was of a student, who sought to remain anonymous, squandered his HELB loan betting on a game that he lost. The then third year student at University of Nairobi lost up to Sh. 40000 after losing a bet that he had placed on a Manchester United draw after receiving a dose of confidence upon winning two previous games. More recently, and more sombrely, unconirmed reports suggest a student at Kabianga University hanged himself after losing money. The internet is awash with memes of people desperately waiting to win. One student

became a celebrity for posting a poem online complete with props all hoping he will be the next millionaire! The glitz and pomp of getting to be one of those winners holding the giant cheques might prove to be too much of a temptation for some. And the numbers shown in the jackpot are usually things dreams are made of. Not to mention there are other risks involved in lumping someone millions in cash all at once when they have been earning minimum wage all their life.

SportPesa, gambling companies and other are trying to ensure that as the industry matures responsible gambling is encouraged. The company hosts a major concert every year that has become a place for the ‘who’s who’ to hobnob and help to build a brand that is a lifestyle brand beyond the sports betting industry. The more you try the higher your chances of winning is is an old gambling adage, but so is ‘only bet what you can afford to lose’. We suggest that you stick to the latter.

CONFUSED ABOUT ATTENDING MY EX’S WEDDING

@christine_x254

Dear Dr X,

My ex-boyfriend who I’ve known for nearly half my life recently called me up and told me that he was engaged to his girlfriend. The two of us kept in touch somewhat and managed to maintain a friendship even after our relationship ended. I still consider him a great person. He informed me he wants me to attend the wedding, which is happening pretty soon, and I don’t know if I want to go at all. I don’t think I still have feelings for him but we have known each other for a while and I think it would be awkward on my part. Considering especially how his fiancé has no knowledge that he asked me to be present at his wedding. I don’t know how that might sit with her because she has never particularly taken a liking to me. I’m not sure what to do.Help.

-Anitah

Dear Anitah,

You are definitely not in the most enviable positon but it is really all up to you whether you decide to go. If your ex-boyfriend and you are close then you’ll just have to tell him how you feel about being at his wedding. If you feel like sparing his fiancé’s feelings then you could stay at home and see the wedding pictures on Facebook with everybody else, but if he means that much to you then you should go and support him. It’s his wedding day and after all, it might be the only one he ever has. It might be a good idea to give his fiancé some warning if you do decide to go just so that she isn’t ambushed with the reality on the day. And if she still has issues to iron out she can do it with her husbandto-be because you will have done your part.

ar was a fact of life more so in the olden days than it is now. Among the Luhya, the community would choose warriors between the ages of 18 and 40. Rules and regulations would be laid down during war time for the warriors to adhere to. Some of these rules included not associating with women or girls and being prepared in the art of war enough to know how to manage themselves in the battlefield. In other circumstances where war was a constant fact, young men between the ages of 18 and 21 would be taken to and enlisted into a sort of ‘boot camp’ where they would then be trained in warfare and fighting techniques. Warriors would go out in full regalia and paint was a big part of the military costume. Face paint would be adorned as a method of camouflage or as a means to frighten the enemy. Warriors would be encouraged to look as intimidating as possible in order to demoralise the opponents. Villages would be protected from outsiders by a ditch known as olukoba or a high wall that would surround the entire settlement. As a rule there were certain people who would be spared as the war ensued. Women and messengers were usually exempt from being killed and from imprisonment. The men who were captured would turn into slaves and would work for their masters as abasumba or bachelors. If the prisoner performed in a satisfactory manner they would in time be given some land and a wife to marry with his children becoming a part of the tribe.

In-form Alice Aprot turns gears to Olympic Trials after weekend win After acquiring the Olympic Games entry standards, All Africa Games champion Alice Aprot is raring to floor bigwigs in the women’s 10,000m when Kenya conduct the Rio Trials on June 30 and July 1. Aprot (pictured left), who is having a scintillating form this season, says her dream is to run alongside world champion Vivian Cheruiyot in the Summer Games where Kenya will be out to win gold in the women’s 25 lap race for the first time. Kenya came close at the London 2012 Olympic Games when USAbased Sally Kipyego bagged silver, and Aprot believes her country is capable of replicating the 2015 Beijing World Championship glory at the multi-sport event that gets underway in Rio de Janeiro, Brazil, from August 5 to 21. Aprot, who is yet to lose a race this season, produced a jaw-dropping performance at Saturday’s National Athletics Championships, leading from start to finish, to win the women’s 10,000m race in 31:40.99, which is inside the Olympic qualifying mark of 32:15.00.

“I didn’t expect to win because I was suffering from cold; I was even coming from the Hospital. I opened the gap early because I wanted to attain the Olympic qualifying time for Trials. My dream is to be in the Olympics team with Vivian (Cheruiyot) but I know it will not be easy because we have very good athletes in the 10,000m,” Aprot, the Africa record holder asserted. However, the 22-year-old says she is not fully fit and will be racing against time to work on her speed as she hopes to improve her personal best which is also an African record of 1:28.15. “I know Ethiopians are also training hard for the Olympics, they will be a tough team to deal with. I have not done enough training like speed work so I‘m going to prepare well and train on my speed now that I have time to compete at Trials. “I know I don’t have the finishing power so my strategy is to open the gap early unlike other runners who accelerate with 400m to go,” Aprot, the younger sister of 2010 world cross country champion Joseph

Ebuya, said. Aprot is uncertain if she will be compete at the Africa Athletics Championships slatted to run June 22 – 26 in Durban, South Africa despite being selected by Athletics Kenya. “I’m not sure if I will go to Durban because my focus is on the Olympics but we will see how it goes. At the moment I have not decided.” The All-Africa Games Bronze medalist began the season on a brighter note, winning the IAAF Cross Country Permit meeting in the Antrim International Cross Country before going on to clinch gold in the senior women’s race at the 2016 Africa Cross Country Championships hosted in Yaounde, Cameroon. Her excellent performance caught the eyes of Kenya Prisons, who recently employed her.

Payet curls in late winner for France TUESDAY, MAY 31, 2016

West Ham United’s Dimitri Payet scored a sublime 90th-minute winner to earn Euro 2016 hosts France a 3-2 friendly win over Cameroon in Nantes on last evening. Didier Deschamps’ side went ahead after just 19 minutes through Paris Saint-Germain midfielder Blaise Matuidi who volleyed in from Bayern Munich teenage winger Kingsley Coman. After dribbling towards the line, the attacker crossed when from just over the line to find Matuidi in the box and the midfielder calmly volleyed home to put the hosts ahead. But the celebrations were short-lived when Cameroon levelled after just two minutes. A quick one-two between Allan Nyom and midfielder Edgar Salli released the fullback on the right flank to deliver a beautiful cross which captain Vincent Aboubakar diverted in. The Porto striker beat his marker Adil Rami to pounce on the ball ahead of oncoming keeper Hugo Lloris after the cross beat fellow centerback Koscienly. Ten minutes later, France were on the offensive and could have scored after Paul Pogba headed inches wide from a Payet free kick from just outside the box. But it would not take long before France capitalized on their dominance. The Juventus midfielder was at it again, this time taking one two dribbles before releasing a curly cross that beat Aurélien Chedjou for Olivier Giroud to easily tap in on 40 minutes. France came back from the break with more attacking intent and Giroud failed to score from a one-on-one with keeper Fabrice Ondoa. And just when the visitors thought they had held the Euro 2016 hosts, West Ham star Payet stepped up to take an injury time free-kick which he stunningly curled into the top of the net much to the applause of the home fans. The 29-year-old beat keeper Fabrice Ondoa with a magnificent curling

Boateng, Mesut Ozil in sad German racist comments

German footballer Jerome Boateng has said comments by a right-wing politician that most Germans would not want him as a neighbour are “sad”. Fans at the German national team’s match against Slovakia on Sunday held up banners in support of Boateng (pictured left), whose father is Ghanaian. Chancellor Angela Merkel’s spokesman said Alternative fuer Deutschland (AfD) deputy leader Alexander Gauland’s comment was “vile”. The AfD has apologised. “I can only smile about it. In all honesty, it’s sad like something like that is said these days,” said Boateng, speaking after Sunday’s 3-1 defeat for the national team. “I am happy to be German, I’m proud or I wouldn’t be here in the team. I believe I am well integrated and there is nothing more I need to say.” After the row erupted, Mr Gauland said his remark did not reflect his own views and AfD leader Frauke Petry apologised for the “impression that has arisen”.

She later tweeted: “Jerome Boateng is a super footballer who is rightly a member of the German national team. I’m looking forward to the European Championship.” However, on Monday another AfD politician criticised another German international footballer, Mesut Ozil. Ozil, a Muslim of Turkish origin, had published a photograph on social media of himself on a pilgrimage to Mecca. Andrea Kersten, an AfD official in Saxony, accused Ozil (pictured right) of sending “an unpatriotic signal”. In May, the party adopted an explicitly anti-Islam policy at a party conference, saying the religion was “not part of Germany”. The AfD was started three years ago with a Eurosceptic message and has attracted many voters who are angered by an influx of migrants and by Chancellor Merkel’s pro-refugee approach.

Offensive shortfall for Stars ahead of Congo ACN qualifier TUESDAY, MAY 31, 2016

Kenya’s number one striker Michael Olunga. He is unavailable duty to club duty with Swedish side Djurgadens.

Harambee Stars coach Stanley Okumbi has admitted the team is faced with an offensive shortfall as they prepare to host Congo in a 2017 African Cup of Nations qualifier on Sunday in Nairobi. The team was held to a 1-1 draw by Tanzania in a friendly match on Sunday with skipper Victor Wanyama scoring Kenya’s goal from the spot. With top marksman Michael Olunga unavailable and Jesse Were, in red-hot form for his club Zesco United, failing to replicate his form with no shot on target in the Taifa Stars game, forcing Okumbi to substitute him with Muhoroni Youth striker Wycliffe Ochomo. “We were slow offensively and this is a major concern for us. We created four chances but none could get into the net. I think this is a worry heading into the match against Congo,” Okumbi said after the game. The former Mathare United coach, who still remains winless as Harambee Stars coach, defended his side’s performance despite not giving much to celebrate about. The team never showed hunger to win despite the match being a FIFA recognised friendly which will in turn, affect the rankings.

Aboud Omar returning to the national team starting line-up was exposed at left back and most of the chances created by the Tanzanians including Elias Maguli’s goal came from his wing. “Aboud played well. In Kenya, we have had a major problem with wingbacks both left and right. We have been trying to get suitable players who can run on the wings and deliver crosses but it has been hard. We have some young players coming up and hopefully we can get a solution,” Okumbi stated. Kenya fielded six foreign based players led by Wanyama, who was an earlier doubt for the match due to injury scare while Taifa Stars fielded local based players. Tanzania missed the services of top strikers Mbwana Ally Samatta (KRC Genk), Thomas Ulimwengu (TP Mazembe) and Mrisho Ngassa (Free State Stars). Kenya faces Sudan in their second friendly match today before shifting attention to the Congo game. Okumbi says he will make changes to the squad, but was not specific if he will field an entirely new team. Among the new players who featured against Tanzania include current Kenyan Premier League top scorer Ochomo and Ulinzi Stars’ John Mark Makwatta while

Eugene Asike was also handed a role in the backline in the absence of South African based Brian Mandela. “Of course we will give some players opportunity in the Sudan match. We want to field a strong team and we will rest some of them,” Okumbi added. Among the players expected to start against Sudan include Gor Mahia youngster Erick ‘Marcelo’ Ouma as well as Spanish based Ismail Athuman Gonzalez, who was called up to the national team for the first time, but failed to make a cut for the Tanzania game. Meanwhile, Wanyama has urged the team to put their focus on the Congo clash and ensure the team picks up a win to boost their confidence. Harambee Stars trail Group E, having just one point after four games with their only positive result being a 1-1draw against Congo in the first group match last year. “We cannot say we are playing just to run down the fixtures. Above all, these matches will be important for us in terms of ranking. We need to ensure we win our remaining matches to improve on our confidence,” Wanyama noted. Kenya’s Asbel Kiprop crosses the finish line ahead of his competitors in a past race. He is among top athletes set to compete at the Oslo Dream Mile next week.

Asbel Kiprop heads Oslo’s Dream Mile World and Olympic champion Asbel Kiprop headlines a star-studded lineup for the Dream Mile, synonymous with the IAAF Diamond League meeting in Oslo, scheduled for June 7. Kiprop is a multiple winner of the Dream Mile and returns to Oslo with a dual purpose: winning and winning in a fast time. He will face opposition from the likes of Djibouti’s Ayanleh Souleiman, who is not only the fastest man in the field with a personal best of 3:47.32 but claimed the world indoor record for 1000m during the winter. Kiprop will also face stiff competition from compatriots Silas Kiplagat and Elijah Manangoi are both threats. Kiplagat has run under 3:50.00 for the mile on two occasions and has gone below 3:30:00 for 1500m on four separate occasions while Manangoi was a relative unknown until last season when not only did he surprise by making the Kenyan 1500m team for the IAAF World Championships Beijing 2015 but then got the silver medal in the Chinese capital. While this will be his first mile race, he will be looking at something under 3:50.00 having a 1500m personal best of 3:29.76 Four years ago at the ExxonMobil Bislett Games, an unheralded young Algerian athlete

by the name of Taoufik Makhloufi won the 1500m on the pre-programme. What followed in that Olympic year is now history as Makhloufi went on to win the gold medal at the London 2012 Olympic Games. Makhloufi has since established himself as one to the world’s leading middle-distance runners with outstanding 800m and 1500m personal bests of 1:43.53 and 3:28.75 and he is also expected provide stern opposition to the East African contingent. In addition, the field also contains Czech Republic’s 2016 world indoor championships 1500m silver medallist Jakub Holusa and Australia’s Ryan Gregson. Domestic interest will be provided by Norwegian record holder Henrik Ingebrigtsen. The 25-year-old from the west of Norway ran his national mile record of 3:50.77 in the Bislett stadium two years ago and would like nothing more than to go under 3:50.00 in front of a home crowd. This year, Ingebrigtsen will face competition from his younger brother Filip, 23, who has already run 3:37.04 this year, making him the second fastest Norwegian ever in the 1500m, only Henrik has gone faster.
