Huruma building tragedy

Miracle of infant rescued after four days in rubble T

here were celebrations Tuesday morning at the site of the collapsed building in Huruma, when an 18-month old girl was rescued alive from the rubble four days after the tragedy occurred. This comes even as time appears to be running out for rescuers to find any more survivors as the search entered its fourth day today. Kenya Red Cross in a statement said the toddler was rescued from the rubble at 4am today, after being buried for about 80 hours following the incident. “The child was found in a bucket wrapped in a blanket. She appeared dehydrated and with no visible physical injuries. She was taken to the Kenyatta National Hospital where she is currently undergoing treatment,” Red Cross said. Nairobi Police boss Japheth Koome said the child was found emaciated on the first floor before being rescued. The development came alongside that of the discovery of two more bodies which raised the death toll to 23 even as Red Cross said some 117 people had been reported missing. “We had some good news that a young girl of one and a half years of age was rescued this morning. That is a miracle and we expect to continue with the rescue efforts today,” Koome said. He explained that rescuers intended to clear the rubble of the building today, with some 136 people having being rescued.

Building owners to face charges of manslaughter

Rescuers with the 18-month old baby upon arrival at the Kenyatta National Hospital where she was rushed for treatment early today.

Owners of the ill-fated Huruma building the collapsed last Friday killing over 20 and injuring scores others are awaiting manslaughter charges even as a special team was formed to investigate and prosecute all those found culpable. The two brothers, Samuel Karanja and Henry Karanja were on Monday grilled by police and will face charges once investigations are complete and the total death toll established. Meanwhile the probe team comprising of officers from the Directorate of Criminal Investigation (DCI) and four state lawyers from the Directorate of Public Prosecutions (DPP) will seek to unearth those behind the possible causes of the tragedy.

Building owners to face manslaughter TUESDAY, MAY 3, 2016

Nairobi head of investigations Nicholus Kamwende who is heading the team said they are under instructions to ensure those responsible for the construction of the structure are prosecuted. “You will see prosecutions soon. This is being taken very seriously and all involved have to be punished,” said Kamwende. While addressing a press conference at his office, Kamwende has said that by Monday evening they had recorded statements from officials from the National Construction Authority (NCA), National Environment Management Authority (Nema), engineers at City Hall, surveyors and owners of the building. Those grilled were asked to explain the role they played in the approval and construction of the building. The team met yesterday to explore areas to pursue in the investigations. According to the police, the two brothers who owned the ill-fated building will face manslaughter charges once the death toll has been established. The brothers were last evening grilled for the second time by the police. Apart from the owners, the engineer in charge of the region has also been arrested as police continue with the manhunt of the architects of the building.

Nairobi Governor Evans Kidero when he visited survivors of the Huruma building collapse at the Kenyatta National Hospital. He blamed politicians for hiring goons to stop demolition of houses marked as unfir for human occupation.

Sources said police would move to court today to seek orders to continue holding them as they hunt for the others. Only yesterday, the building inspectorate revealed that 200 buildings in Nairobi, including the seven-storey residential flat that

collapsed had been earmarked for demolition. It was among 50 that were declared suspect in Huruma alone after preliminary inspection had found out that they were too dangerous to live in. “We are yet to carry out scientific

tests and investigations using equipment,” Building Inspectorate Secretary Moses Nyakiogora said. The National Construction Authority (NCA) had last year inspected 2601 and found 266 unfit for human occupation with 50 of them in Huruma.

Mr Nyakiogora said the authority was in the process demolishing houses that have not complied with the standards. Speaking in Huruma when he visited the scene of the tragedy, Nairobi Governor Evans Kidero announced a Sh2 million donation by the county government to help victims. He also appealed to those living in houses already earmarked for demolition to vacate. “I appeal to Nairobi residents to vacate houses that have been constructed in flood-prone areas and relocate to safer ground to avoid the recurrence of such tragedies. I would also like to caution politicians against interfering with County staff who try to do their jobs. The politicians are well known to all of us,” he warned. He said the ill-fated building was constructed on riparian land and was already earmarked for demolition. “Last year when my team set out to demolish buildings a certain politician set goons on them. The same year. A certain Nairobi politician called State House and the demolition was stopped. Look at now what has happened! Politicians need to stop playing politics with people’s lives,” Kidero said. wilson_x254

Landlord glossed over warning that we rented death trap, say survivors

Health CS Cleopas Mailu when he visited survivors at the Kenyatta National Hospital. He said government will pay all their hospital bills.

“It sounded like a deflating tyre then, whoosh! The building came down,” Jacob Okello recalls of the incident at Huruma that chilly Friday evening. He says he didn’t see it coming. The caretaker, he says, had not informed them that the National Construction Authority had marked their building for demolition on account of its construction on riparian land and a lack of structural integrity. “I first had concerns about its safety that very night when I got home at about 8pm and heard my neighbours wonder at cracks forming on the building,” Okello, who resided in the Huruma residential property that came down on Friday night due to heavy rains, told Capital

News. Erastus Otieno who lies in the hospital bed next to him had inkling. He’d only shared the one-roomed flat with a fellow student for three months but he’d heard rumours; rumours that the Construction Authority had found the building unsuitable for habitation. Only there hadn’t been a way for him to know for certain as, he learnt later, his landlord had the ‘X’ marks painted over. Besides, he admits, at Sh4,000 a month, the rent – especially when split in two – was all a student could hope for. But now, homeless and without belongings — except for the clothes on his back – the cost of shrugging off the concerns seems much higher. And for Okello, a welder, who

shared the one room with his wife and three children, the cost could have been much, much higher had his family not been out of the house. “They’d gone to the shops.” So side by side they nurse their wounds and broken bones; having faced their mortality and grateful that their housemates were unscathed. Still, despite Health Cabinet Secretary Cleopha Mailu’s assurances that they would not suffer the additional strain of hospital bills, they have months of recovery to go through and the trauma of having the walls of what was meant to be your sanctuary, cave in on you.

NE WS 3 NEWS Galgalo urges male legislators to support critical gender bill Isiolo Women’s Representative Tiyah Galgalo has told his male counterparts to appreciate the role of women in the society and pass into law the critical gender bill when it comes up for voting this Thursday. Galgalo said her colleagues should not make Parliament look a men-only club, adding that women should not be seen as a threat to male hegemony but as colleagues ready to serve the nation. In an interview with X-news, Galgalo termed regrettable failure by the bill to sail through, accusing some male MPs of behind the flop because they feel threatened by the progress and development agenda of Women MPs especially the 47 Women Reps an. “The bill ought to have been passed without controversy because it’s a constitutional provision. Some people, however, have mistaken it to be a women’s issue” she said. “In fact some feel threatened, especially now that the 47 Women’s Reps are doing a lot with the little resources from Affirmative Action Fund compared to what elected MPs do with CDF,” she added. The legislator said women are disadvantaged numerically in the House

hence the need to pass the gender bill as envisaged in Article 81 of the Constitution. She said despite their role in the society they are still discriminated because of reasons which are sometimes largely beyond their control such as cultural and societal perceptions. “To manage a successful political campaign requires huge amounts of money and most women may not have such resources to compete with men for positions such as governors and senators. That is why we are saying before some of these inherent factors change, let’s have a framework which can ensure gender balance in representation” she explained. However, she has dispelled fears that passage of the bill may cause the country huge financial implication and cause a huge wage bill. “Let us not talk about the cost because the country has a lot of money being wasted in corruption. Again, having more women in positions of leadership will reduce graft because is an open secret women value integrity. Also, who says that women haven’t had any impact in Parliament?” she posed. @hillary_x254

NGOs put pressure for MPs to pass Gender Bill The National Council of non-governmental organisations (NGOs) has urged all MPs to attend the Thursday National Assembly session to ensure the Gender Rule Bill sails through. The council castigated MPs who failed to support the bill when it was on the floor of the House last Wednesday, warning its flop would deal a big blow for the country. “If Parliament fails to pass the bill then it implies that a nation we are not ready to accept women leadership,” the councils executive director Stephen Cheboi said during a media briefing at a Nairobi hotel. He said NGOs have committed to sensitise Kenyans on the importance of the bill that seeks to implement Article 81 of the Constitution that requires that not more than two-thirds of either gender should

be represented at both Senate and National Assembly. “We are making every effort to enlighten Kenyans on the need to have the bill sail through for them to understand its consequences,” added Cheboi. MPs last week failed to marshal the numbers required to pass into law the two-thirds gender rule, with only 195 MPs voting for it, 28 against while several others abstained. Only 242 MPs were present during voting yet the bill to amend the Constitution can only proceed if House Speaker is certain there are 233 MPs present, representing twothirds of all MPs in the House. After the bill flopped, the Centre for Multiparty Democracy (CMD) echoed its voice to have the bill passed despite the divergent oppo-

sition it received blaming the male MPs of blocking it silently by abstaining the vote. CMD has argued that women are key players in the development agenda of the country and as such Parliament must ensure they achieve a fair representation in the National Assembly. “Time for Kenya to enact laws that support the women’s place in political decision making is now and not tomorrow. This issue can no longer be delayed as the country remains an eyesore in the East African region,” CMD chairman Omingo Magara has said. Parliament is expected to vote for the bill on Thursday in its latest push to have the bill see the light of the day. @wilson_x254

Kaimenyi begins Ukambani tour to issue title deeds

Lands Cabinet Secretary Jacob Kaimenyi (pictured) today began a four-day tour of Lower Eastern region where he is expected to issue at least 200, 000 title deeds to residents of Machakos, Kitui and Makueni counties. The ministry intends to issue 86, 200 title to residents of Machakos, 24, 000 title in Mwingi with another 41, 000 title deeds for the rest of Kitui county as part of the set target of issuing at least three-million titles countrywide before the end of next year. Prof Kaimenyi said the move is part of the National Titling progamme initiated by the Jubilee administration and is expected to enable as many Kenyans as possible to own land. He says this will help to create social justice and harmony as opposed to conflicts that have resulted from land in the past. “I want to assure Kenyans that the Titling Program will enable more Kenyans to own land. Initially most people could not even borrow loans from banks for lack of collateral but now they are be able to.” adds the Land CS. He added that historical injustices and boundary disputes that are prevalent in the country will be a thing of the past once the exercise is concluded. The CS was already in Machakos at Kenyatta Stadium today from where he was expected to proceed to Tala and Matuu towns, all in Machakos County. Tomorrow, prof Kaimenyi will issue title deeds at Musila Gardens before moving to Kyuso Stadium and Miwani in Mwingi. He will on Thursday issue ore title deeds at Miambani Assistant Commissioner’s office in Kitui County. And on Friday, the CS will issue title deeds at both Wote town and Kibwezi town in Makueni County.

Trump seeks to wrap G.O.P. nomination TUESDAY, MAY 3, 2016

Donald Trump is predicting he can knock rival Ted Cruz out of the Republican presidential race by winning Tuesday’s primary in Indiana with recent polling shows he is in good shape. Both Trump and Cruz are hitting the campaign trail hard in Indiana, making appearances Sunday and several more planned for Monday. Trump will hold two rallies the day ahead of the primary, in Carmel and South Bend. Cruz is holding five events, with Indiana Gov. Mike Pence -- who recently endorsed him -- joining him for at least two appearances. The campaigning comes as recent polling shows Trump with a doubledigit advantage over his competition in the Hoosier State, thought to be the last stand for Cruz, and Ohio Gov. John Kasich, to block the businessman’s path to winning the 1,237 delegates needed to win the nomination outright and avoid a contested convention. If Cruz’s ability to stop Trump from reaching the 1,237 delegates it takes to clinch the Republican nomination hinges on Indiana, the latest polling is especially bad news for the Texas senator’s campaign. Trump has 49% support to Cruz’s 34% and John Kasich’s 13% in the Hoosier State, per an NBC/Wall Street Journal/ Marist survey released Sunday. If the poll is right, tweeted conservative anti-Trump pundit Erick Erickson, “not only is the primary process over, the GOP is too.” He followed up: “South Carolina Sen. Lindsey Graham, meanwhile, said on CBS’ ‘Face the Nation’ that he’s advising Cruz to continue even if he loses Indiana -- saying the party is in the midst of a ‘civil war.’”Trump was asked if he’d knock Cruz out by winning Indiana on “Fox News Sunday.” His answer: “Yes, it’s over.”

“Indiana is so important and we have to win it,” Trump said later to a crowd of approximately 1,500 people packed into a theater later Sunday in Terre Haute, Indiana. “If we win Indiana, it’s over.” One big challenge

for Cruz: Conservative talk radio -- a powerful, unified force against Trump in Wisconsin -- isn’t rallying to Cruz’s side in Indiana. “The audience is pretty damn smart, and they’re not coming to me to

tell them what to do,” Tony Katz, a conservative talker who hosts WIBC’s morning show and has interviewed Cruz several times in recent days, said. Cruz is shifting his emphasis to California, and looking for a rationale

to remain in the race even if he loses Indiana. On Saturday, he spent a day away from Indiana -- taking his announced running mate Carly Fiorina with him to California for the GOP convention there.

Those revisions tend always to increase the initial estimate— except in America, the only economy where initial estimates are usually too optimistic. In poor countries, revisions can be huge. China financial regulator clamps down on shadow banking: China’s banking regulator

is cracking down on financial engineering that Chinese banks have used to disguise trillions of dollars in risky loans as investment products. The clampdown, which will force banks to make provisions they previously avoided by disguising loans as investments, is designed to deflate one of the fastest-growing areas of the vast shadow banking apparatus, where bad debts are increasing. Shadow banking emerged as a force five years ago, ranging from interbank transactions through to wealth management products, which promise inflated returns often backed by loans to struggling companies as banks employed complex accounting techniques to move loans. www.ft.com

Kenya Power to launch Sh3.2bn smart metering to boost revenue Kenya Power will spend Sh3.2 billion in “smart metering”, to enhance efficiency in service delivery and boost the firm’s revenue collection. The firm has installed 4,426 outdoor meters near customer premises accounting for more than 80 per cent of large power consumers having been connected to outdoor meters as it seeks to deepen use of technology, enhance efficiency as well as boost revenue. Kenya Power acting general manager for Customer Services Engineer Rosemary Oduor said the initiative will streamline operations and consequently enhance revenue collection from electricity sales. “This technology is critical especially at this time when the company is targeting to increase the rate of electrification in the country to achieve universal access by 2020,” she said. The outdoor metering project involves installation of smart meters atop a pole to ease access by Kenya Power staff and reduce disturbance to customers during reading and inspection of meters. Large power consumers account for approximately 55 per cent of Kenya Power’s revenue from electricity sales. Smart meters support two way communication between Kenya Power and the meters making it possible to carry out real time monitoring of energy consumption hence detect when any variance in supply occurs. With the technology, it is also possible to read meters remotely, as well as disconnect and reconnect them in the event of non-payment, reducing the

need for sending technicians to site. “We introduced a smart metering technology solution to enhance revenue protection and customer satisfaction.

In addition to generating automatic surveillance alerts, smart metering enables remote meter reading, time of use tariff functionality, disconnections

and reconnections of customers,” said Oduor.

Kenya tops Africa in internet usage USAID unveils Sh5tn to fight HIV infection among women amid rising cases of cybercrime

Kenya still tops Africa in internet usage with subscriptions reaching 21.6 million despite challenges in cybercrime, ICT Cabinet Secretary Joe Mucheru has said. Speaking on Friday while presiding over the closing ceremony of a trainers’ workshop on cybercrime at the Cooperative College in Karen, Mucheru (pictured) said the estimated number of internet users has grown to stand at 31. 9 million while the population that has access to internet services reached 74.2 per 100 inhabitants. He said over the past 10 years, mobile phone subscriptions grew by 4.7 per cent from 33.6 million to 37.8 million with penetration ratio of 88.1 per cent indicating that more Kenyans are able to access information and transact business. He added that broadband penetration grew to 4.07 per cent with the increase in the availability of broadband

expected to facilitate growth and innovation in the ICT sector. This has seen mobile money transfer subscriptions rise to 28.7 million according to the latest statics by the Communications Authority of Kenya (CA). “With these figures we can confidently say that Kenya is on the right path towards universal access to ICTs,” he said, adding that despite the great benefits ICT has brought, Kenyans continue to experience challenges that come with such

innovations. “The proliferation of cyber-attacks on our government information systems, especially given our efforts to embrace e-services calls for scrutiny and greater attention to the protection of our cyber space,” he said. Mucheru said the current statistics on cybercrime are worrying hence the need for immediate action by all stakeholders to tame the vice. “Cybercrime is on the rise with an estimated number of 556 million victims affected annually- an equivalent of 18 victims per second. Attacks identified in the Kenyan cyberspace grew to 5.6 million in 2013, a 108 per cent increase compared to 2.6 million detected in 2012. There were one million cyber-attacks targeting Kenyan organisations in 2013 half of which originated from Kenya’s cyber space,” he said. Lenah_x254

KISM set to educate CEOs on new procurement law The Kenya Institute of Supplies and Management (KISM) has launched an awareness campaign on the Public Procurement and Asset Disposal Act, 2015 to improve professionalism, ethics and best practice. This new law pave way for a robust governance system of managing procurement after the profession came under fire over runaway graft. With the new Act putting the responsibility of implementing the Act on the accounting officer, the initiative that targets parastatals and other public entities will come in handy for organisation chief executives and accounting officers. If implemented, the law will help entities achieve higher levels of compliance, efficiency and effectiveness in procurement processes. The Act highlights the role of an accounting officer and also emphasises that a procurement professional must be a registered member of KISM. It also states that CEOs have a responsibility to ensure persons carrying out procurement in organisations are qualified and licensed to practice. This requirement is enforceable through personnel audits under the Supplies Practitioners Management Act. As part of the legal requirement, procurement professionals are required to attend Continuous Professional Development training programmes offered by KISM. “CEO’s should set aside an adequate budget to facilitate capacity building interventions for the procurement professionals to bring them up to

date with current standards and practices. KISM has an annual CPD calendar that we have structured with the CPD training themes to address implementation of the procurement law,’ said KISM chairman Chris Oanda at a CEOs’ breakfast meeting in Nairobi last Friday. The CPD courses offered by KISM address current and emerging issues in the profession given its dynamic nature and are developed through extensive local and international-based research

to provide modern and practical solutions to supply chain challenges while equipping participants with skills and best practices to enable them perform effectively and efficiently. “We launched the professional certification in partnership with KASNEB, last year with the inaugural examinations in November/December 2015. This will complement the academic qualification in the market and serve as a standard for procurement professional,” said Oanda.

Boost as firm donates cement for infrastructure projects

Kitengela Police Station OCS George Emojong tries his hand on stone masonry guided by Savannah Cement Customer Experience Executive Millicent Chege.

Savannah Cement, a fast-growing local manufacturer, has donated a consignment of building cement to support ongoing physical infrastructural developments in Kitengela town. The announcement comes just as it has emerged that infrastructure, along with security and education, will take the biggest share of the country’s Sh2.2 trillion budget. In a recent statement, National Treasury Cabinet Secretary Henry Rotich said a minimum of 30 per cent of the national budget will be allocated to development. Savannah Cement is the newest entrant into the cement market in Kenya and recently completed the construction of an eco-friendly cement grinding plant with a capacity of 1.5 million tonnes a year in Kitengela, Kajiado County. The plant is strategically placed near Nairobi, which accounts for 50 per cent of Kenya’s cement consumption. Savannah Cement is not only designed to make the best use of green technology, but also focused on revolutionising environmental management in the regional Cement Industry. Speaking when he confirmed the successful project completion, Savannah Cement managing director Ronald Ndegwa said the

firm, is now well placed to meet customer demands. The upgrade, he added, had also served as a key skills transfer programme for local technical team members at the firm, who have received intensive training from machinery specialists flown in from China and Germany. With the completion of the upgrade, Savannah Cement becomes the first cement producer to successfully undertake an extensive improvement of its Roller Press unit in Sub-Sahara Africa. “At Savannah Cement, we are excited at the timely and successful completion of the scheduled upgrade which has given our production plant enhanced reliability,” said Ndegwa. “We wish to thank our customers for their support and recognise the role played by our local staff as core members of the project alongside the experienced engineers from Germany and China,” he added. In an earlier statement, the firm said as part of the firm’s market development commitments, the factory upgrades will now facilitate the delivery of differentiated products and an expanded product portfolio. Chase Bank customers will from today be able to access loans and fund transfer services, KCB Group chief executive Joshua Oigara has said. Oigara confirmed that the resumption of the two service means that all Chase Bank products will be accessible by mid this week. Chase Bank’s 57 branches re-opened last Wednesday under the management of KCB, working with Kenya Deposit Insurance Corporation. Chase had been under receivership by the regulator from April 7, 2016, denying depositors access to their funds. Oigara said KCB was exploring modalities to have larger depositors access their money as soon as possible. Following the move by KCB, cash withdrawals had been capped at Sh1 million of clients’ deposits.

TransCentury reports loss before income tax of Sh2.96 billion Power, infrastructure and engineering company TransCentury Limited has posted a loss before income tax of Sh2.96 billion for the 2015 Financial Year (FY) due to low sales of products in export markets and foreign exchange losses caused by a sharp depreciation of regional currencies against the US dollar. The low sales were triggered by what the group terms an unfavourable political environment prevailing within the region. The firm’s losses were additionally brought about by capital expenditure in TransCentury’s Engineering Division as well as its commissioning of refurbished plants in its Power Division. The company, however reported a FY 2015 revenue of Sh11.79 billion versus Sh10.25 billion a year ago.

FAO, Igad in joint deal to boost cross-border animal health TUESDAY, MAY 3, 2016

The Food and Agriculture Organisation (FAO) East Africa chapter and the Intergovernmental Authority on Development (Igad) have signed a partnership agreement to coordinate cross-border efforts on animal health, trade and natural resources management. The official signing was conducted during the opening ceremony at Igad’s Drought Resilience 4th General Assembly at aNairobi hotel last week in the presence of a high-level delegation including Devolution and Planning Cabinet Secretary Mwangi Kiunjuri, Igad’s executive Secretary Ambassador (Eng.) Mahboub Maalim. Also present was Kenya’s Council of Governor’s Arid Semi-Arid Land chairman Ali Roba, Ethiopia’s Minister of Agriculture, Livestock and Fisheries and development partners. The programme will address community engagement on policy and investment as well as cross-cutting areas of work such as conflict, gender and nutrition. Targeted communities on Ethiopia, Kenya and Somalia borders will both be beneficiaries as well as key stakeholders in defining the investment and development agenda. Speaking at the event, Kiunjuri acknowledged the role of partnerships in addressing the problem of drought emergencies and urged partners to build coalitions with the common goal of ending drought emergencies. The five-year project is funded by the Swiss Agency for Development and

Corporation (SDC) with a budget Sh1 billion over five years and will be jointly managed and implemented by FAO and Igad. The newly-signed agreement will support programmes geared towards building resilience of cross-border communities at the Ethiopia, Kenya and Somalia border, including selected cross-border locations of Ethiopia (Liben), Kenya (Mandera) and Somalia (Gedo). The target areas encompass the watershed of the Dawa River which forms part of the Ethiopia-Somalia and Ethiopia-Kenya border that is

characterised by high food insecurity, conflict and insecurity caused by political strife and tribal competition for pasture and water, among other natural resources. The event comes four years after the the declaration of the first Resilience Summit on “Ending Drought Emergencies in the Horn of Africa’’ held in Nairobi in September 2011. The summit called for the establishment of a Multi-Donor Trust Fund for the Igad Drought Disaster Resilience and Sustainability Initiative (IDDRSI) giving Igad the role to lead and coordinate the efforts aimed at

implementing the objectives of the initiative. “The support to communities and other beneficiaries will be provided not as an end in itself, but as a means towards strengthening national systems and institutions to better deliver investment plans and programmes in crossborder areas. This programme we are signing today embraces the principle of investing nationally while thinking regionally to ensure coherent and harmonised action across countries in the region”, said FAO’s Sub Regional Coordinator for Eastern Africa Patrick Kormawa. kevin_x254

State under fire over unfair distribution of fertiliser Keiyo South farmers have criticised the government for skewed distribution of subsidised fertiliser at the grassroot level. They blamed their woes on the failure by the Agriculture ministry to construct depots in their locality where the fertiliser can be stored for distribution. Speaking to X-News, angry farmers led by their representative David Kibor have vowed to hold peaceful demonstration if the government, through the Ministry of Agriculture does not change the distribution. Kibor said local farmers are forced to contend with prohibitive prices every time they visit the Eldoret depot to secure the fertiliser. He urged the ministry to construct an outlet at Kamwosor shopping centre to help local farmers access the inputs and plant their crop on time. The farmers have urged the county and the national governments to discuss the possibilities of addressing the challenge. “We do not know why we are being sidelined in distribution, let the government come up with an immediate solution to the problem because farmers are suffering in the hands of middle men,” said Kibor.

Brazil Judge blocks access to WhatsApp messaging service A Judge in Brazil has blocked access to messaging service WhatsApp for 72 hours, the latest suspension to hit the hugely popular application. The Judge, Marcel Montalvao, issued the order because WhatsApp owner, Facebook failed to hand over information requested in a criminal investigation. This makes it the second time the social media platform has been suspended since WhatsApp was temporarily shut down in December for similar reasons. The service is widely used in Brazil, where mobile phone owners face some of the highest charges in the world. The order was due to come into place applying to Brazil’s five main mobile operators. A rival service, Telegram, reported a surge in the use of its applications after the block came into place. However, WhatsApp said it was “disappointed” by the move, saying it had co-operated fully with the local court. “This decision punishes more than 100 million Brazilians who rely on our service... in order to force us to turn over information we repeatedly said we don’t have,” read part of a statement from WhatsApp. In March the same judge ordered the arrest of a Facebook executive based in Brazil for failing to comply with an attempt to block WhatsApp.

Australian tech entrepreneur, Wright identifies himself as bitcoin creator An Australian tech entrepreneur named Craig Wright has identified himself as the creator of the controversial digital currency known as bitcoin. Wright made the claim on Monday but experts were divided over whether he really was the elusive person who has gone by the name of Satoshi Nakamoto until now. Bitcoin has, over time, become the world’s most commonly used virtual currency, attracting the interest of banks, speculators, criminals and regulators. Wright’s declaration comes just months after the Central Bank of Kenya (CBK) issued a public notice cautioning the public on virtual currencies such as bitcoin. The CBK’s attention was drawn to the matter following media reports on the use, holding and trading of virtual currencies such as bitcoin in Kenya. Bitcoin is an un-regulated digital currency that is not issued or guaranteed by any government or central bank. “This is to inform the public that virtual currencies such as Bitcoin are not legal tender in Kenya, therefore no protection exists in

the event that the platform that exchanges or holds the virtual currency fails or goes out of business”, the cautionary statement, released in December, read in part. Some of the risks associated with buying, holding or trading virtual currencies include their intractability and anonymity making them susceptible to abuse by criminals in money laundering and financing of terrorism activities. Uncovering Nakamoto’s real identity would solve a riddle dating back to the publication of the open source software behind the cryptocurrency in 2008, before its launch a year later. Worth a total of $7 billion (Sh707.6 billion) at current levels, its value fell more than 3 per cent on Monday. Some online commentators suggested bitcoin’s creator could help resolve a bitter row among the currency’s software developers that threatens its future. But Wright made no reference to the row in a BBC interview identifying himself as Nakamoto, and as the protocol bitcoin runs on is open-source and cannot be controlled by any

one person, it is unclear whether he would be able to influence the way it develops. “I was the main part of it. Other people helped me,” Wright, who is now living in London, told the BBC. “Some people will believe, some people won’t, and to tell you the truth, I don’t really care,” he said. Jon Matonis, a founding director of the Bitcoin Foundation now works as a bitcoin consultant, wrote a blog post on Monday which, like Andresen’s, supported Wright’s claims. “According to me, the proof is conclusive and I have no doubt that Craig Steven Wright is the person behind the Bitcoin technology, Nakamoto consensus, and the Satoshi Nakamoto name,” Matonis wrote.

If you are a resident of Nairobi, Eastlands and especially Huruma then you know how fast such areas have been developing.. But there has been no monitoring. There was no concern regarding this situation. In fact water logging was common in case of light rains in some areas. Government says it has to do with rain, it is one of the worst pour in history, (but the month of May is known for heavy pours ) then why is the situation so terrible now? answerable; it is their duty to make sure that the town is planned right. you will be surprise to know, but civil engineers can calculate the exact needs of the city in such situations. That means all these disasters is just dumb engineering! Granted, many shady deals have happened but we cannot blame the real estate guys, the problem is with the concerned government arms, who authorizes these buildings and plans? Nairobi and especially Eastlands has been exploited enough. There is no more resource nor space for more people. Meanwhile, there were celebrations at the Huruma collapsed building site early this morning after rescuers rescued a one and half year old girl alive from the debris, four days after the incident happened. The child was found emaciated on the first floor of the building as the rescue team removed the debris and rushed to hospital. The death toll from the scene stands at 23 and so far 136 have been rescued. Five people are expected in court today to face charges of manslaughter over the Huruma collapsed building. The five include officials from National construction authority, city Hall’s inspectorate department, an engineer in charge of the site and the two brothers who own the house. The house collapsed on Friday night trapping dozens of people. It has since emerged the house neither had a building plan nor was it approved.

Did Prince Have a Secret Love Child? The Singer’s lawyers reportedly discussed potential heirs at Estate hearing. Prince’s siblings gathered in a Minnesota court yesterday for a probate hearing on the singer’s estate, beginning the process of sorting out his estimated $300 million fortune. At the hearing, which lasted only a few minutes, Judge Kevin Eide confirmed last week’s appointment of Bremer Trust as the special administrator of Prince’s estate, and the wealth management firm said they are still actively looking for a will, though at this time, none has been discovered. Prince’s sister, Tyka Nelson, previously stated in court documents that she does not know of any will in existence. A source also revealed that lawyers also met in the judge’s chambers for about 40 minutes prior to the hearing to hash out some lingering issues, including who will run Paisley Park and Prince’s NPG Records label. The source also said that the possibility of two other potential heirs to Prince’s fortune was discussed in the meeting. prInce

THE

asK dr X Dear Jayne,

MY MAN HAS TRUST ISSUES HOW DO I HELP HIM? Dear Dr X,

I am dating a wonderful man who unfortunately was cheated on by an Ex. How do I get him to trust me fully?

Men who have been cheated on take a lot longer than women to regain their trust. Don’t take it personally. If you truly like him and hope that things will work out between the two of you, then you have to do things that will help melt away his trust issues. It does take patience, time and commitment, but if he is a quality guy—and chances are he is—he is worth every second. Earning his trust is the only first step. A man with trust issues breeds insecurities, jealousy, and paranoia. If you reversed the situation, what would you want the man you are dating to do in order to make you feel secure with him? Although it may seem that you have to do plenty of

things explicitly to instill trust, unfortunately it is the only thing you can do. And if he lets you in it’s going to be totally worth it, because he’ll only break down his walls for someone worthy of his trust. If you think that it’s too much work to be around a man with trust issues, and you become easily frustrated and don’t have the patience, then probably he’s not really worth it for you. A man with trust issues may not hunt you down like an alpha male, or even if he does his insecurities may surface. It’s up to you as to whether you think he is worth the effort. Some say yes, others say no. At the end of the day, follow your heart.

Dr X.

WORSE JOBS FOR A

S

ome careers are tougher on relationships than others. Casino worker Many casinos are open 24/7/365. Workers at these types of establishments often work irregular hours, and they may even have to work on holidays. In addition to working during odd hours, casino workers may work around alcohol, gambling, and a party-like environment — this can place added strain on a relationship, too. Massage therapist Given that the job of a massage therapist involves physical interaction, we probably don’t even need to explain why this occupation could place a burden on a relationship. “What type of clients did you have today?” and “What exactly did you do all day?” are some routine questions a message therapist may hear from a jealous significant other. Waiter/bartender Bartenders are consistently around peo-

ple who are consuming alcohol. They are assigned the task of being in the center of it all, as a big part of their job is to improve the customer experience. It requires a certain degree of people skills to bartend, and some people are really great at it. When you’re in a relationship, however, this job can be a source of problems. Bartenders may not know exactly what time they’ll be home from work — they often have to wait until all of the customers leave the establishment so they can perform their side-work before leaving for the night. Waiters may face similar challenges to bartenders when it comes to maintaining a relationship. Odd hours, coupled with a unique work environment, can cause strain on any couple. Plus, waiters and bartenders may face financial issues, as they generally work for tips, which is a notoriously inconsistent form of income.

Athlete/entertainer/dancer Famous marriages, separations, divorces, and remarriages are often in the public eye. Maybe it’s the nature of the industry that places a strain on relationships: A large amount of travel, attention, and stress can place a burden on any couple. High stress jobs Many of these careers involve elements of danger, or they feature long or irregular hours. Highly stressful careers are tough on an individual and on a couple, as well. lPolice or detective

among the Turkana

y virtue of their not practicing, the Turkana consider themselves superior to all their neighbours, who of course in turn despise the Turkana for what they see as something of a perversion. It’s not just their neighbours who see this as an abnormality: many have the assumption that all East African pastoralists traditionally practiced circumcision, and thus claim that the Turkana abandoned this rite. However, there’s no evidence showing this, nor indeed is there proof that circumcision wasn’t simply adopted by other Kenyan peoples under the influence of new neighbouring tribes more powerful than themselves, such as the Maasai. Whatever, there is little fuss surrounding the initiation of boys into men, which signifies their passage into adulthood,. The ceremony, which by all accounts is quite brief, takes places after particularly good rains, on average every four years when the boys are between sixteen and twenty years old. Along with the Luo of Lake Nyanza (Victoria), the Turkana are the only major Kenyan tribe not to practice circumcision, whether male or female. Instead, the boys’ passage into manhood is signified by their placing a blue ochre mud cap on their heads. Before then, they wear smaller mud caps (‘masks’) with three different colours - red, yellow and purple. Once initiated, a man had the right to hold a proper spear, instead of the wooden sticks used by the boys.

Fairytale of Kenyan striker B. Kamau who is rocking the Australian League TUESDAY, MAY 3, 2016

Kenyan-born Bruce Kamau completed a soccer fairytale yesterday which was born on the dusty streets of Nairobi. The Adelaide United winger was a standout as he opened the scoring in the Reds’ A-League grand final victory over Western Sydney Wanderers. But the matchwinning performance was a long way from his birthplace of Kenya where he first kicked a ball with older brother, Ian. “It’s unreal, you can’t really put it into words,” Kamau, 21, said. “I started playing football when I came to Australia for fun but when I realised I could take it somewhere I started taking it a bit more serious. “But you never really think you’re going to be on this stage in the grand final. “In front of 50,000 people to get the win and for myself to score, it’s an unreal feeling.” The Adelaide-raised youngster capped a dream season by smashing home United’s first goal in the 22nd minute. The strike demonstrated everything good about Kamau. His speed of foot allowed him to steal a march on his marker to get in a goal scoring position. Just as impressive was his anticipation of Marcelo Carrusca’s pinpoint delivery and his composure in sweetly slotting home the Argentinian’s cross first time. “I didn’t have too much time to think,” Kamau said. “The coach tells us when the opposite winger has the ball to get into the box and that’s what I did. “I guess it paid off.” Kamau moved to Australia with his family in 1999 and began a soccer education that took in Eastern United, Campbelltown City, Adelaide City and Adelaide Olympic. The youngster soon caught the eye of the Reds and has seldom looked back since making his A-League debut against Brisbane in 2014. Kamau played an integral role as Adelaide went from potential wooden

spooner to champion. The speedster made the right wing spot his own and scored his first senior goal in the 1-0 defeat of Melbourne Victory in February. “The boss gave me more responsibility in starting in games and I’ve tried to pay him back,” the former Rostrevor College student said. “I think I have and now I just want to continue that.”

Kiprop, Kemboi among elite athletes to compete in Doha Nine reigning world outdoor champions are set to flock to Doha, along with some of the sport’s biggest stars, for the opening meeting of the IAAF Diamond League on Friday. The meeting in the Qatari capital has traditionally attracted the elite of athletics, and this year’s edition is no exception, with 38 champions and 80 medallists from past Olympic Games and IAAF World Championships, indoors and outdoors, expected to compete. On the men’s side, six current or former Olympic champions will be in Doha: American trio LaShawn Merritt, Aries Merritt and Christian Taylor along with Kenyans Asbel Kiprop, Ezekiel Kemboi and Brimin Kipruto.

Fourteen athletes competing have been world champions outdoors – nine alone last year in Beijing – and nine have won a world indoor title. In the women’s events, Doha will welcome 18 global champions and 37 medallists. Kazakhstan’s Olga Rypakova and Jamaica’s Veronica Campbell-Brown have struck Olympic gold, while 11 have also claimed world titles outdoors – seven in Beijing last year – and seven indoors. The long list of champions includes seven athletes who have grabbed at least one medal at all three major global competitions: local hero Mutaz Essa Barshim, LaShawn Merritt, Aries Merritt, David Oliver and Taylor, along

with Rypakova and Campbell-Brown. “Although 2016 is an Olympic year and many medal contenders elected to delay their outdoor debut, I am sure that athletics fans will enjoy another fantastic night on Qatar Sports Club’s track next Friday,” said Qatar Athletics Federation President Dahlan Al Hamad. “Doha Diamond League will be once more the ideal start to the outdoor season with so many great athletes competing and I am sure that many records will be broken.” Meeting records under threat Most of Doha’s meeting records – a competition first held in 1997 – were set after the IAAF Diamond League inaugerated in 2010. Just four men’s records were set before 2010, the oldest

being James Beckford’s long jump of 8.41m from 1999. Three fell in 2015, at what was widely regarded as Doha’s best ever IAAF Diamond League meeting. One of those, Pedro Pablo Pichardo’s 18.06m leap in the triple jump, is also an IAAF Diamond League record, joining Yenew Alamirew’s 7:27.26 in the 3000m, which was set in 2011. All but three of the current women’s meeting records were set during the IAAF Diamond League era. The oldest, Romania’s Ionela Tarlea-Manolache’s 54.27 in the 400m hurdles, dates back to 1999. Two fell in 2015, Allyson Felix clocked 21.98 to break the 200m mark and Jasmin Stowers ran 12.35 in the 100m

hurdles. Both are also IAAF Diamond League records, joining Hellen Obiri’s 8:20.68 in the 3000m from 2014 and Brittney Reese’s 7.25m in the long jump set in 2013. With six in all, Doha is currently tied with Brussels and Monaco as the meeting with the most IAAF Diamond League records. An ankle injury will force Felix to miss this year’s competition but her stellar record of individual wins is set to remain safe. The US sprinter has amassed 11 victories in Doha, five successive at 400m (another individual record) and three apiece at 200m and 100m.

Leicester City wins historic top-flight title From Page 16 “It is incredible. This is a turning point in Premier League history.” Leicester East MP Keith Vaz said: “This is the greatest day in the history of this city. It’s the top, absolutely the top to win the English Premier League, the best league in the world. It’s a miracle and what Claudia Ranieri has done with this amazing team.” Former Foxes manager Martin O’Neill, who led the club to their previous highest Premier League finish of eighth in 2000, said: “Not only is it a brilliant story, but it gives everyone that little bit of hope again that romance has not left football. “It’s been the talk of Europe, there’s no question about that. Everything about this season has been remarkable.” Snooker player Mark Selby, a Leicester fan, clinched his second World Championship title a little over 10 minutes after his hometown team won the Premier League crown. “To be Premier League champions is a fantastic achievement and I want to say well done to Claudio and the boys,” he said. Even Prime Minister David Cameron passed on his congratulations, saying it was “an extraordinary, thoroughly deserved, Premier League title”. It is Leicester’s first top-flight title and the club, owned by Thai billionaire businessman Vichai Srivaddhanaprabha, have also qualified for next season’s Champions League group stages for the first time. The Foxes started the season among the favourites for relegation and only the three promoted sides Watford, Norwich and Bournemouth - were longer odds for the league title. Ranieri, who took over from the sacked Nigel Pearson in the summer, was seen as an uninspired choice by some fans and pundits after his predecessor had overseen a run of seven wins in nine games as Leicester escaped relegation in 2014-15. The Italian’s previous job ended abruptly when his Greece side lost to European minnows Faroe Islands during Euro 2016 qualifying. Yet the charismatic 64-year-old’s side - assembled for less than £30m and playing pacy, direct, counterattacking football - has confounded the experts. Savage added: “I’m speechless, it is unbelievable. I’ve seen England win the Ashes and get OBEs and MBEs. This Leicester team’s achievement is greater than any of that. They should be recognised in the honours list.”

Gor sets Tusker date in Top 8 semis TUESDAY, MAY 3, 2016

Rwandese forward Jacques Tuyisenge scored a controversial goal as defending champions Gor Mahia squeezed into the KPL Top 8 semi-final following their 1-0 win over debutants Ushuru FC on Monday at Nyayo National Stadium. In the early kick-off, Muhoroni Youth thrashed Sofapaka 3-0 to sail into their first ever last four. The semi-final that will be played in two legs will see Gor renew their rivalry with two-time champions Tusker FC while Muhoroni take on Ulinzi Stars. In the last match of the day, Gor put up a spirited first half performance and had glorious opportunities to break the deadlock. As early as in the 11th minute, K’Ogalo appealed for a penalty after David Otieno appeared to have handled inside the box from a Gorge Odhiambo cross from the right but the referee Israel Mpaima waved play on. Ushuru had a great chance to open the scores three minutes later from a quickly executed counter attack but Dennis Wafula could not beat Gor keeper Jerim Onyango with the custodian coming out with a decent save off his line. Gor continued to dictate the tempo of the match and red-hot Tuyisenge had a header sail over the bar in the 23rd minute from Odhiambo’s cross from the left. Two minutes later, Khalid Aucho had a brilliant effort from a freekick hit the crossbar. On the half hour mark, the Ugandan midfielder came close with another freekick from the top of the area, but it whisked inches wide with Ushuru keeper Shabaan Odhoji left rooted to

his spot. Odhiambo should have done better with another chance nine minutes from the break but he glanced his header wide from a Godfrey Walusimbi corner. Gor put up the same kind of pressure heading into the second half and they were rewarded 13 minutes from time when Tuyisenge scored his fifth goal for Gor. Tuyisenge finished simply from inside the box after being teed up by defender Jackson Saleh who was lurking at the far post from an Erick Ouma deep cross even though replays from the live televised match showed four Gor players were off-side. This led to Ushuru players protesting the goal but the referee could hear non of their complains. Tuyisenge had a flurry of two chances in quick succession, first Odhoji saving his effort oneon-one in the 63rd minute after picking up a quickly taken throw in by Enock Agwanda. Two minutes later, the striker’s effort went agonizingly wide after connecting first time to a decent long pass from left back Ouma. Being a goal down, Ushuru upped their attacking play and in the 68th minute, Aziz Okaka saw his effort roll off the bar after a spirited run on the left, beating his markers with pace. Gor head coach Jose Marcelo Ferreira introduced Abouba Sibomana with 15 minutes left with the Rwandese slotting at left back while Erick Ouma stepped up, a structure that would strengthen their defensive play.

GOR MAHIA TO FACE TUSKER FC IN TOP 8 SEMI-FINAL

p15

Leicester win historic EpL title L

eicester City have won the Premier League title in one of the greatest sporting stories of all time. Tottenham’s 2-2 draw at Chelsea last night confirmed a stunning achievement for Claudio Ranieri’s side. Leicester started the campaign as 5,000-1 outsiders for the title after almost being relegated last season. But they have lost just three league games in what has been described as a “fairytale” and the “most unlikely triumph in the history of team sport”. Closest challengers Spurs, Arsenal, Manchester City, Manchester United and last year’s champions Chelsea, have all failed to match the Foxes’ consistency across the season. Former Leicester, Everton and England striker Gary Lineker described his hometown team’s achievement as “the biggest sporting shock of my lifetime”. The Match of the Day presenter had suggested the Leicester players were on the “edge of sporting immortality” last month. He told BBC Sport: “I can’t think of anything that surpasses it in sporting history. It is difficult to put over in words. “I got emotional. It was hard to breathe. I was a season ticket holder from the age of seven. This is actually impossible.” After Leicester drew 1-1 at Manchester United on Sunday, Tottenham needed to win all three of their remaining league games to catch the Foxes.

But their title hopes were ended when they squandered a 2-0 lead to only draw at London rivals Chelsea. Match of the Day pundit and former Newcastle United, Blackburn Rovers and England striker Alan Shearer said Leicester’s achievement was “the biggest thing ever in football”. Shearer, who won the Premier League in 1995 with underdogs Blackburn, told BBC Sport: “For a team like Leicester to come and take the giants on with their wealth and experience not only take them on but to beat them - I think it’s the biggest thing to happen in football.” Gianni Infantino, president of football’s world governing body Fifa, said Leicester’s “beautiful story” was a “fairytale”. The club was also quick to hail the achievement of Ranieri and his players, saying they “have captured the imaginations of football fans around the world with one of the most brilliant and unlikely sporting triumphs ever seen”. Sports data analysts say Leicester are set for a potential £150m boost for winning the title, coming from Premier League prize money, Champions League participation cash, and increased match-day revenues from ticket and hospitality sales. “In terms of domestic football, Leicester City winning the Premier League is the greatest achievement ever and I think it will never be surpassed,” former Leicester midfielder Robbie Savage told BBC Sport.
