Huruma building tragedy

3 more bodies recovered as death toll climbs to 26

T

he death toll from the Huruma building tragedy has risen to 26 after three more bodies were pulled out of the rubble early today. Head of the rescue operation Lieutenant Joseph Maritm said the body of the mother to the sevenmonth old baby rescued alive yesterday was among those retrieved from the rubble. At least 80 people are still missing according to the KDF man who heads the joint rescue team.

He told reporters that the operation is 60 percent complete and is expected to be concluded by Friday. Nairobi police boss Japheth Koome said the search is still on albeit going on slowly. “Rescue work is ongoing this morning. Yesterday, we got three more bodies and recovered nine rabbits from the debris. The work is being done by professionals and we will make sure that we get anyone who is alive out,� he stated. State accused of interfering with media freedom as day is marked WEDNESDAY, MAY 4, 2016

The government yesterday came under sharp criticism for harassing journalists covering stories deemed to be portraying the state in negative ways. Kenya Editors Guild chairman Linus Kaikai accused the state of interfering with press freedom in the country and making the work of journalist ‘very hard’ in telling the public the truth. “We owe the society the truth whether it comes from the government or any other place, journalists must tell it and therefore we urge the government not to interfere with the press freedom which is well anchored in the constition,” Kaikai said. He said journalists have the cardinal responsibility to tell the truth without interference from government or any other organization. Mr Kaikai also hit out at journalists who write and broadcast biased stories because of their affiliation or close links with politicians. “I appeal to both the government and the opposition to withdraw all men and women in the newsrooms and deploy them to their secretariats,” he said. He made the remarks yesterday as Kenya joined the rest of the world in marking world press freedom day. The Editors Guild chairman noted that press freedom in the country has been diminishing with time and urged the state to respect media freedom as guaranteed in the

Kaikai pointed out an incident in which Interior Cabinet Secretary Joseph Nkaissery ordered the arrest of three parliamentary reporters over a story unearthing corruption in his docket as one of the outright harassment by the government to journalists in pursuit of truth. Media Council of Kenya chief executive Haron Mwangi decried the fact that many journalists are underpaid thereby making them easy

targets by politicians to manipulate stories in their favor. “It is a real issue happening in most newsrooms. Governors warned against delayed submission of audit documents

Senators have warned Governors against late submission of crucial documents to Auditor General in a bid to cover up for some misappropriation of public funds. Senate Public Accounts Committee chairman Anyang’ Nyong’o said governors have a tendency of submitting documents to the Auditor General very late to avoid thorough scrutiny of the documents. Nyong’o said such practice is replicated in most counties where the county bosses are not making it easy for Auditor General to conduct their financial audit query in time. “The committee has noted a tendency in most counties where Governors submit reports demanded by Auditor General very late, this practice must stop,” Nyong’o said. The Kisumu Senator said Governors are doing so deliberately in a bid to stop senators from conducting their oversight role. “When crucial documents are submitted late it means that even senators will not have time to thoroughly inspect the financial expenditure and write a final report on counties,” said Nyong’o. He made the remarks yesterday when the Senate PAC committee met West Pokot Governor Simon Kachapin and Kiambu County officials over some audit queries of the 2013/14 financial year. The committee said both the two counties submitted additional report required by the Auditor General very late thereby hampering proper scrutiny of the documents.

Kenya records rise in hospital births as total birthrate reduces: survey Kenya has recorded an increase of births in health facilities, but a decrease in the total birth rate coverage for the period of 2014/15, a survey has revealed. According to the Kenya National Bureau of Statistics survey released yesterday in Nairobi, the number of births that occurred in health facilities increased by 7.0 per cent in 2015 while the total registered births decreased from 63.4 per cent in 2014 to 60.4 per cent in 2015. The high birth rate increase in the health facilities was as a result of the free maternal care in all public hospitals introduced in 2013 by the government. According to the survey, total death registration coverage rates also declined from 45.8 per cent in 2014 to 45.2 per cent in 2015, malaria, pneumonia, cancer and HIV/ AIDS being the leading causes of the deaths. Overall membership of National Hospital Insurance Fund (NHIF) increased by 17.8 per cent to 5.3 million in 2014/15, the formal sector contributing the bulk membership at 3,221,621 million representing 61.1per cent of the total membership collection in the same period. The number of registered employees by the National Social Security Fund (NSSF) also rose from 3,981.0 thousand in 2014 to 3, 981.3 thousand in 2015. The annual contributions of the employees went up by 39.8 per cent to Sh9,209.9 million in 2015. These led to an increase in benefits paid to members rising by 38.8 per cent to Sh3,999.2 million in the same period. Due to the demand for basic social services by the population, the National government total expenditure on the social sector is expected to increase by 19.8 per cent to Sh430.1 billion in 215/16 with the recurrent expenditure also expected to increase from 309.8 billion in 2014/15 to Kshs 359.4 billion in 2015/16. Development expenditure on social sector is expected to increase by 44.0 per cent from Kshs 49.1 billion in 2014/15 to Kshs 70.7 billion in 2015/16. Other social areas that have received an increase include; educational institutions which rose by 4.6 per cent from 79,641 in 2014 to 83,336 in 2015. The number of primary and secondary schools each grew by 7.9 per cent, Pre-primary schools increased by 1.4 while the number of primary and secondary schools each grew by 7.9 per cent. The total enrollment in pre-primary schools increased by 6.7 per cent to 3.2 million while the total enrolment in primary schools grew from 10.0 million in 2014 to 10.1 million in 2015. Total enrolment in secondary schools rose by 13.0 per cent to 2.6 million in 2015. Technical Vocational Education Training (TVET) institutions also rose by 15.8 per cent.

Envoys call for dialogue over IEBC Eleven foreign envoys have emphasised the need for dialogue across Kenya’s political divide on the electoral and judicial systems ahead of the 2017 General Election. In a statement, the envoys indicated that to ensure a credible and peaceful poll, all of Kenya’s leaders and citizens should come together through dialogue to build confidence in the systems in place. Long rains to Continue, warns Weatherman The Kenya Meteorological Department (KMD) has called on people living in areas characterised by steep slopes to move to higher grounds. KMD in its seven days forecast ending on Monday next week indicates that heavy rains is expected to continue pounding various parts of the country. The long rains are expected to continue in places such as the Lake Victoria Basin, Highlands West of the Rift Valley, Central and South Rift Valley counties of Siaya, Kisumu, Homa Bay and Migori. MPs approve law requiring Kenya Power to compensate customers Electricity distributer Kenya Power will be required to compensate its customers for any financial losses and physical injuries occasioned by power black outs lasting more than three hours if a bill passed by MPs is assented to by President Uhuru Kenyatta. The energy bill that now awaits the President’s signature to become law was passed yesterday after MPs voted overwhelmingly to an amendment by Mvita MP Abdulswamad Shariff to have Kenya power held responsible for causing inconveniences to consumers. The bill provides for the establishment, powers and functions of the energy sector entities; promotion of renewable energy; as well as exploration, recovery and commercial utilisation of coal and geothermal energy. It also provides for the regulation of midstream and downstream petroleum activities, and the production, supply and use of all energy forms. According the Shariff, the move to surcharge Kenya Power is meant to cushion Kenyans from unnecessary exploitation and embarrassment that has characterised the state owned company. “We want Kenya Power customers to have value for their money devoid of power shortages or outages,” he said. “We want to cushion manufacturers, commercial building owners, warehouses, farmers and other small businesses such as salons and barber shops, which have been suffering whenever there

Ugandans arrested for illegal stay Seven Ugandans were Tuesday night arrested in a house in Kayole for being in Kenya illegally. According to police, this brings to 29, the total number of those arrested so far in an operation which revealed that the individuals were headed to the Middle East, after being promised jobs. “The seven were arrested last evening at a house where they had been staying and they did not have any documents identifying them,” Nairobi Police boss Japheth Koome told Capital FM News. Police foiled ‘Westgate-style’ attack Security agencies foiled a “large-scale” biological attack using anthrax, by a terror group with links to the so-called Islamic State (IS), police announced yesterday. A man, his wife and another woman have been arrested and rewards offered for two other men. Although police did not name the network, they said it stretches across the country and outside Kenyan borders, including to Somalia, Libya and Syria. There was no immediate independent confirmation. In a statement, the police said Mohammed Abdi Ali, a medical intern at Wote Hospital in Makueni County, was in charge of a “terror network... planning large-scale attacks akin to the Westgate Mall attack” in

Orphans get more funds ahead of international day The government has allocated more funds to cater for the ballooning number of Orphans and Vulnerable children benefiting households, from the current 256,000 to 356,000 by June this year. A report by Labour and East Africa Affairs ministry indicates that there are 2.8 million orphans and vulnerable children living in Kenya, with the number on the rise over the years since HIV/Aids was declared a national disaster. There are vulnerable children who live in difficult circumstances whose welfare is threatened as a result of devastating impact of HIV/ Aids coupled with adverse socio-economic effects which continues to erode family resources.

Boost for Trump as rival Ted Cruz bows out of race US Republican frontrunner Donald Trump has received a big boost in his campaign for nomination after his closest challenger Ted Cruz bowed out of the race.

Mr Ted Cruz has announced he is ending his campaign for the US Republican presidential nomination, after losing heavily to Donald Trump in the Indiana primary.

Mr Trump, a New York businessman who is unpopular with many in his own party, is almost certain to be the nominee. Earlier, Mr Cruz called Mr Trump a “liar” who was unfit to be president. In the Democratic battle, Bernie Sanders is projected to beat Hillary Clinton in Indiana. He trails Mrs Clinton in the allimportant delegate count but after this victory he said the contest was still alive. “Clinton campaign thinks this campaign is over. They’re wrong,” he said. Mr Cruz’s advisers had targeted Indiana as the Texas senator’s best hope of halting Mr Trump’s march to the nomination. “We gave it everything we’ve got, but the voters chose another path,” he told supporters in Indiana. His departure means Mr Trump is the presumptive Republican nominee, sure to reach the 1,237 delegates required to win. The New York businessman is the first nominee since Dwight Eisenhower in 1952 to lack any previous experience of elected office. The verbal attacks between him and Mr Trump had reached a new level of intensity on Tuesday. Mr Cruz attacked the billionaire businessman as “totally amoral”, “a pathological liar” and “a serial philanderer”. Mr Trump responded by calling Ted Cruz a “desperate candidate trying to save his failing campaign”. But hours later, after Mr Cruz announced he was quitting the race, Mr Trump praised him as a “tough, smart competitor”.

Over 800,000 jobs created in 2015, KNBS survey indicates Kenya’s economy grew slightly by 5.6 per cent in 2015 leading to the creation of 841,600 jobs compared to 799,700 jobs the previous year, the Economic Survey 2016 Report has revealed. The survey revealed that of the 841,600 jobs created, 128,000 jobs were in the informal sector. However, during the period under review, the number of self-employed individuals fell slightly by 19.6 per cent compared to 22.9 per cent recorded in 2014. Speaking during the official launch of the 2016 Economic Survey Report, Kenya National Bureau of Statistics (KNBS) director general Zachary Mwangi attributed the growth to a stable macro-economic environment as well as improved agriculture, construction, real estate and insurance sector. “Agriculture gross value improved to 6.2 per cent up from 3.5 per cent recorded in 2014 as a result of good climatic conditions and reliable rainfall that led to improved crop and livestock production,” said Mwangi. “Maize production went up by 9 per cent hitting 42.5 million bags while sugarcane production increase by 4.6 per cent to reach 6.8 million tonnes,” he added. According to the report, the country’s manufacturing sector grew slightly by 3.5 per cent up from 3.2 per cent attributing the slower growth to reduced production costs driven by low cost of petroleum products. Kenya’s US Embassy in partnership with Dahabshiil, an international funds transfer company headquartered in Dubai, UAE will host a youth entrepreneurship forum from May 16-18 to back startups in the field of mobile technology. The event, dubbed ‘+254 Rising’, is an entrepreneurship ‘hackathon’ that seeks to empower young African innovators, allowing them to create a new generation of mobile startups and applications. IMF now calls for Africa policy reset as harsh economic times loom

Sub-Saharan Africa is set to experience a second difficult year as the region is hit by multiple shocks after an extended period of strong economic growth in the region, the International Monetary Fund (IMF) has announced. Kenya has been listed among the countries set to persist through these shocks. According to a survey dubbed the ‘IMF April 2016 Regional Economic Outlook for Sub-Saharan Africa- time for a Policy Reset’, growth in the region as a whole is projected to fall to three per cent in 2016, the lowest level in roughly 15 years, with considerable differences across the region. Speaking at a press conference in Kampala on Tuesday, IMF’s African Department director Antoinette Sayeh said most oil importers such as Côte d’Ivoire, Kenya, and Senegal among other low-income countries are

generally faring better with growth in excess of five per cent, adding that in most of these countries, growth is being supported by ongoing infrastructure investment efforts and strong private consumption. Sayeh said the decline in oil prices has also benefitted many of these countries, though the drop in prices of other commodities that they export, and currency depreciations, have partly offset the gains. Non-energy commodity exporters, such as Ghana, South Africa and Zambia, have also been hurt by the decline in commodity prices. Several southern and eastern African countries, including Ethiopia, Malawi, and Zimbabwe, are suffering from a severe drought that is putting millions of people at risk of food insecurity. While the outlook remains favourable,

Sayeh said growth is well below the six per cent that was customary over the last decade, and barely above population growth. “Africa needs a substantial policy reset to reap the region’s strong potential. This is particularly urgent in commodity exporters and some market access countries, as the policy response to date has generally been insufficient,” she said. The government and the World Bank Group will host a Pan African-led forum on business reforms in SubSaharan Africa geared at showcasing Africa’s capacity to transact business while highlighting Kenya’s reforms. The Ease of Doing Business Initiative Conference 2016, a 3-day event, gathers reformers from more than 15 countries in Africa to share best practice on implementing initiatives to pave the way for bigger and better business and investment flows in Sub-Saharan Africa. The Vodafone Foundation, a product of Safaricom’s parent company, Vodafone, has announced plans to provide school children with free access to online learning materials in Kenya among other select African countries. Vodafone said the initiative, dubbed ‘Instant Schools’, will give students access to online learning materials developed with the collaboration of Learning Equality, a non-profit provider of open-source educational technology services, education partners, ministries of education and local education experts in each country. This is in a bid to use digital and mobile technologies to bring critical educational resources to the people who need them most, explained Vodafone Foundation Director Andrew Dunnett in a recent address.

Good rains, higher farm output boost economic growth

Favourable weather patterns, which led to higher farm output, boosted Kenya’s economic growth, causing it to jump by 5.6 per cent last year, slightly faster than the year before. According to the Kenya National Bureau of Statistics (KNBS), abundant rains helped boost the production of vital exports such as tea and flowers. The Bureau added that the agricultural sector, which contributes nearly a quarter of Kenya’s economic output, also grew 5.6 per cent in 2015 from 3.5 per cent the previous year. “This was partly influenced by abundant rainfall characterised by the El Nino weather phenomenon,” the Director General of the Kenya National Bureau of Statistics, Zachary Mwangi told a news briefing on Tuesday.

Regional lender, United Bank for Africa (UBA) has announced plans to increase its presence in Africa outside Nigeria to 25 countries up from 18 and inject capital into its subsidiaries in Kenya, Tanzania and Uganda, its chairman said on Tuesday. UBA Chairman Tony Elumelu said the bank was gearing up with a view to “harnessing the potential represented by the wider African economy through its expansion plans”. “Our intention is to be the leader in African financial services,” Elumelu said on the sidelines of a news conference in Lagos late on Tuesday. UBA, one of Nigeria’s largest banks with more 700 branches, has subsidiaries across Africa in countries such as Ghana and Ivory Coast in the west, Kenya and Uganda in the east and Mozambique and Zambia in the south. It also has offices in London and New York, Reuters reports. The bank’s operations in the 18 African countries outside Nigeria now contribute more than 25 per cent to group operating revenue, Elumelu said. Last year, UBA’s pretax profit rose 22 percent from a year earlier to 68.5 billion naira while gross earnings climbed 10 per cent to 315 billion. The announcement follows an induction ceremony, which was held in Lagos, Nigeria early last month, where Elumelu formally inaugurated a Group Board Meeting as a platform for group integration, bonding and knowledge sharing. Severe drought prompts Zimbabwe government to sell its wild animals Zimbabwe’s government has put its wild animals up for sale in a bid to save the beasts from a devastating drought. The state’s Parks and Wildlife Management Authority said on Tuesday that it needed buyers to step in and rescue the animals. Members of the public “with the capacity to acquire and manage wildlife” - and enough land to hold the animals - should get in touch to register an interest, the Authority stated. There were no details on the animals on offer or their cost, but the southern African country’s 10 national parks are famed for their huge populations of elephants, lions, rhinos, leopards and buffaloes, Reuters reports. A drought across the region has left more than 4 million Zimbabweans

Rugby Sevens aims at more glory in Paris Strathmore Leos scrum half Alex Olaba is the new inclusion as the Kenya Sevens head coach Benjamin Ayimba made two changes from the victorious Singapore 7s squad ahead of the ninth and tenth rounds in Paris and London. Making a return from injury is Strathmore Leos speedster Billy Odhiambo who missed the Hong Kong and the Singapore tournaments due to an ankle injury. Olaba, who takes the place of Impala Saracen’s Samuel Motari, becomes the ninth player to be exposed this season as Ayimba looks to form a formidable team that will compete at the Olympic Games slatted for Rio De Janeiro, Brazil in August. Olaba makes a return to the team after featuring last in 2014 at the Dubai 7s when South African Paul Treu was in charge. Speaking Wednesday when announcing the travelling party of 12 players led by skipper Andrew Amonde, Ayimba disclosed that the team is under no pressure after their historic first Main Cup win at the last stop in Singapore where the tournament was held for the first time in a decade. “We know what we are supposed to do when we head for the final two rounds which will be competitive. Sauber team to miss first Formula 1 test in Barcelona The financially troubled Sauber team is to miss the first in-season test in Spain later this month. The Swiss outfit said they did not have a car update at the Spanish Grand Prix - which precedes the test - nor a young driver who meets the requirements. Teams must use a driver who has raced in no more than two grands prix in two of the four days of in-season testing. Sauber have lost two senior technicians since March and have admitted salaries have been paid late twice this year. The team lost technical director Mark Smith in March and head of track engineering Tim Malyon in April. Both had been in their jobs only for a matter of months and statements from Sauber cited personal reasons for their departure.

Last month, Sauber team principal Monisha Kaltenborn denied speculation within F1 that the outfit might not make it to the end of the season. At the Russian Grand Prix last weekend, sporting director Beat Zehnder admitted Sauber faced a “really difficult time” as a result of the costs inherent in designing a new car to meet major rule changes for 2017. “The financial impact is a massive one and for a small team like Sauber it’s really difficult,” Zehnder said. “It’s not only the cars and not being able to carry over parts from one year to the other, it’s the list of investments you have to make. “We’re talking about millions and millions here, so for a smaller team it’s really a difficult time.”

Atletico were well placed to make it an unwanted hat-trick after Saul Niguez’s sublime first-leg goal in Madrid put them in control. The Spanish title hopefuls rode their luck at times after Alonso’s opener, particularly in the first half when they were outclassed by an aggressive and high-pressing Bayern side. But they regrouped after the break, keeping their discipline and shape as Bayern’s 12th successive Champions League home win proved meaningless. “We tried to press them high, have counter-attacks and this was why we got the goal,” said former Liverpool and Chelsea striker Torres. Muller was named in the Bayern starting line-up after he was surprisingly left on the bench in Madrid last week. Guardiola was heavily criticised in the German media for that decision, with Muller - who has scored 32 goals in 46 matches this season - so often a matchwinner for club and country. But the Germany forward’s most decisive contribution in the second leg was failing to convert his first-half spotkick. That would have put Bayern ahead in the tie for the first time, just as Atletico’s usually unruffled defence started to look rattled. “The missed penalty gave us life,” said Atletico coach Simeone, who was close to tears after Griezmann’s goal.

Ronaldo returns as Real host Man City Real Madrid will tonight welcome star forward Cristiano Ronaldo back to their starting line-up when Zinedine Zidane’s side host Manchester City in the second leg tie of their Champions League semi-final at the Bernabeu in Spain. Ronaldo who watched last week’s first leg tie in Manchester on the dug-out has been passed fit for the second leg. The Portuguese playmaker has missed his team’s last three games with a thigh injury but played a full part in training ahead of today’s clash and Zidane says he is ready to return. Manchester City manager Manuel Pellegrini who coached Ronaldo at Real Madrid in 2009 while acknowledging the boost the forward will give to his team, however said the team is more than the Portugal star. “Cristiano will be always a different player but I don’t think Real Madrid is just Cristiano,” he said in his pre-match conference. He said his team’s motivation will be to try and reach the final, a feat the Manchester club has never achieved before.

“We must work as a team both in attacking and defending,” added the Chilean tactician who will be replaced by Bayern Munich coach Pep Guardiola in the summer. City also have a boost of their own with the return of influential playmaker Yaya Toure who is expected to start in Madrid. The Ivorian lynchpin has missed City’s last two games including the 0-0 draw with Real at the Etihad last week. Several key players like Captain Vincent Kompany and hitman Sergio Aguero are expected to be fresh for the match after being rested during Sunday’s 4-2 loss at Southampton. David Villa misses out due to injury but there are no further concerns for Pellegrini. His opposite number Zidane will however ponder on the replacement to anchorman Carlos Casemiro and striker Karim Benzema who are nursing hip and hamstring injuries respectively. While Lucas Vazquez will obviously partner Ronaldo and Gareth Bale upfront in deputizing for Benzema,

There’s no other defensive midfielder with the Brazilian’s skills in the squad, so if Zidane intends to preserve the current lineup’s design, he might consider using a centre-back in his place. This was something that both Jose Mourinho did with Pepe and Carlo Ancelotti did with Sergio Ramos before Zidane. With Casemiro rarely intervening in the buildup of offensive moves, he is able to makes the steal giving both Modric and Kroos to venture forward before going back to his position, something that either Pepe or Ramos could do as well. Pundits agree that the approach might sound too conservative but they also concur that with Real playing with three forwards in Bale, Ronaldo and Vazquez, there is need for some reinforcement in the middle of the park, especially against a fast, talented team like City, ready to counter as soon as they gain the ball.

Atletico Madrid reached their second Champions League final in three years by edging past Bayern Munich on away goals in a pulsating semi-final. Trailing 1-0 from the first leg in Spain, Bayern levelled the tie through Xabi Alonso’s deflected free-kick. Atletico keeper Jan Oblak saved Thomas Muller’s low penalty, before Antoine Griezmann coolly fired in an equaliser. Robert Lewandowski’s header set up a tense finish, but Atletico held on after Fernando Torres missed a penalty. Bayern, backed by a vociferous home crowd, desperately pressed for a third goal that would send them through. However, they could not find a way past Oblak, who blocked David Alaba’s 20-yard volley in injury time and deservedly earned the man of the match accolades. Atletico, aiming to be crowned European champions for the first time, will meet Manchester City or Real Madrid in the final in Milan on 28 May. City face Atletico’s neighbours at the Santiago Bernabeu tonight after the teams drew 0-0 in last week’s first leg. There was a tense atmosphere throughout the second leg in Munich, with the tie delicately balanced until the final whistle. Bayern’s opening goal, Muller’s penalty miss and tempers flaring on the touchline - Pep Guardiola and Diego Simeone animatedly disagreeing over a decision - had already made for an entertaining first half. Griezmann’s vital away goal and Lewandowski’s close-range finish - nodding in Arturo

Vidal’s headed cross from four yards - pointed towards even more drama in the final 15 minutes. However, the anticipated Bayern onslaught failed to materialise. Still Bayern needed only one goal to progress - and had five minutes of added time to score it. But Atletico survived, sparking wild celebrations among Simeone and his players. Atletico have lost twice in the final of Europe’s leading club competition - to Bayern in the 1974 European Cup and against neighbours Real two years ago. Against a team playing in their fifth successive semi-final, they produced another display of remarkable defiance at the Allianz Arena. German champions Bayern had 33 attempts on goal and 72% of possession - but it still was not enough to beat the gritty Spaniards. The hallmark of Atletico’s recent success has been their strength in defence, with Simeone’s side developing a reputation as one of the toughest teams in Europe to break down. However, the quality of their clinical attack should not be overlooked. Atletico had not even managed a single touch in the Bayern penalty area until Griezmann fired in from the edge of the box.
