illionaire businessman Jacob Juma was last night shot dead in Nairobi in a bloody gangland style execution. Juma who is a fierce critic of the government on corruption was sprayed with bullets along Ngong Road the Southern Bypass as he drove to his home in Karen. Police said he was blocked and shot several times at around 10pm, but nothing was stolen from him, according to a report filed in the Occurrence Book at the Karen Police Station. His Mercedes car had ten bullet holes and was found with the engine running shortly

after the incident and the door flung in what is believed to be an indication the killers went to confirm he had died. The incident happened near Lenana School. Nairobi police boss Japheth Koome said the businessman was driving from his bar in Westlands at around 9.30pm to his Karen home when he was shot by gunmen who escaped on a motorbike. Police who attended to the scene said they found his identity card, Sh6,500, five Euros and two mobile phones. Continued on page 3

Women mull options after Gender Bill flop WEEKEND EDITION, MAY 6-8, 2016

Women MPs have vowed to push on with the quest to enact a law to guarantee the two-thirds gender-rule despite suffering a blow in Parliament yesterday. This comes even as experts mull alternatives to the gender-rule as stipulated in the constitution. MPs yesterday failed for the second time to pass the Bill after it fell short of the required 233 votes it needs to be approved. Parliament went on recess after the failed vote yesterday and resumes next month. But Narok County Women representative Soipan Tuya wants her female counterparts to now consider a Bill by Ainabkoi MP Samuel Chepkonga which wants the requirement realized progressively. Mr Chepkonga who chairs the National Assembly’s Justice and Legal Affairs Committee first tabled the Bill last year, but the women lawmakers vehemently opposed it. Mrs Soipan has also proposed amendments to the current provisions for women MPs so that each county can elect two women representatives. But a prominent lawyer who spokes to X News on condition of anonymity said the only option is for the article 81 of the constitution to be deleted through an amendment to the constitution. According to the lawyer, Parliament has used all available mechanisms to achieve the gender rule but so far none has yielded fruit and the only way out is to delete the article. He argued that part of the fears that caught both the male and female MPs was the bloated number lawmakers

that would be present in parliament after the next poll. “Looking at the cost of maintaining and paying salaries to over 500 MPs alone was one of the reasons many members rejected the Bill. Already, the country is overburdened with the bloated wage bill and any additional cost wasn’t going to be allowed in this case,” he said. Out of the 180 MPs present yesterday, 16 voted against the bill while five did not vote. Parliament has the option of reintroducing the Bill after six months or turning to a similar one sponsored by Chepkonga. Should no woman make it to parliament after the next elections, political parties will be compelled to nominate 70 MPs to add to the 47 women representatives which are already guaranteed seats for the women.

Chairperson of the Kenya Women Parliamentary Association (KEWOPA) Cecily Mbarire yesterday hinted that they expect the Civil Societies groups to go to court to get direction. The Supreme Court had however ruled on the matter and stated that the twothirds gender rule should be achieved progressively. Speaking yesterday immediately after the Bill had flopped on the floor of the house, Mbarire said they had intensely lobbied their male counterparts to pass the Bill. She however exuded confidence that they have come a long way and will not just give up. “We did a lot of lobbying but going forward, we expect the civil society to go to court so we can have some direction. Same sentiments were also expressed by Nyeri Women representative Priscilah Nyokabi who said they will not give up on their quest for twothirds gender representation. “The journey is not over until we realise the two-thirds gender representation. When the debate of the gender rule raged on last year, National Assembly Speaker Justin Muturi proposed that for the two-thirds gender rule to be achieved, articles 97(b) and 97(c) of the Constitution should be amended to abolish the provision for nominated MPs and the 47 County Woman Rep seats. Ford Kenya leader and Cord Co-principal Moses Wetangula has called on the government to start speedy investigations to unearth the motive behind the killing of businessman Jacob Juma. Speaking this morning at parliament building, Wetangula (pictured) sensationally claimed that Juma was assassinated by senior government officials due his unwavering anti-graft crusade. “We all know that the death of Jacob Juma is not ordinary crime. Juma has been having serious battles with senior government officials whom he mentioned in his social media platforms. Jubilee lying on state of economy, says MP The government has been accused of cooking figures to project a positive result on the growth of the economy. Homabay Town MP Peter Kaluma and political analysist Martin Andati have said the government is insincere in its policy and economy growth statements released on Tuesday. They dismissed the economic survey results by Kenya National Bureau of Statistics (KNBS) saying it is a broader strategy by Jubilee regime to lie to Kenyans on its failures. “If the economy is not expanding, the cost of power has doubled and KRA, on the other hand, is not able to meet its targets in revenue collection, you cannot lie to the public the economy is growing,” said Andati. KNBS had projected that the Gross Domestic Product (GDP) had expanded by 5.6 per cent in 2015, a slight improvement compared to a 5.3 per cent growth in 2014 Andati termed Jubilee figures political propaganda saying all sectors of the economy are affected negatively with most companies issuing loss warnings to their shareholders. “The

Kaluma said the economy is shrinking at a faster rate, which would negatively affect the long-term growth of the nation. He has cautioned government to stop messing with the independence of public institutions to spread propaganda. “The Kenya National Bureau of Statistics is an important institution just like the IEBC, Central Bank of Kenya and the police, among others. When you compromise the KNBS it means you are interfering with the growth of the nation, since we don’t have tangible data that any independent investor can use,” Kaluma concluded. “When we look at this regime, it is clear that people are not employed on merit but on a tribal and nepotism basis,” he alleged. The source of his immense wealth was the subject of curiosity to many Kenyans. He was known to be an intermediary for a close relative that was senior in the Ministry of Finance during the Goldenberg scandal amongst others. As his wealth grew his frequent appearances in court shed some light on his commercial activities. Court records show he was accused of land grabbing on various occasions including a deal involving one of retired President Moi’s sons grabbing a plot of 3.5 hectares on Mombasa Rd. In one case, delays by the Ethics and Anti-Corruption Commission to investigate the acquisition of prime property in Nairobi has raised eyebrows at the office of the Director of Public Prosecutions. businessmen, saying they were the bona fide owners. The court also ordered investigations to unearth how Mr Juma came into possession of the purported letters of allotment. While

ruling against Mr Juma and in the businessmen’s favour, the court had found that he had failed to produce any form of payment receipts of his purported allocation and had

not explained how he came to be in possession of a grant for LR 18485 measuring 7.389 hectares when the letter of allotment read 6.0 hectares. On February 4, 2003, Mr Juma was charged with forging official documents of a multi-million-shilling tender for the repair of the KimaetiMungatsi-Buyofu Road in Busia district between 1998 and 1999. Former Agriculture PS, Dr Romano Kiome, told the Public Investments Committee that Mr. Juma had been propped by powerful figures in government. Juma’s Construction business Juma Construction was blacklisted in 2000 as having been involved in substandard work by then minister for Roads Andrew Kiptoon. He was the director and proprietor of Cortec Mining Kenya Ltd, Kenya, with a profile on his Twitter account showing the company was affiliated to Cortec SA, Cortec Uk, Stirling, UK, Pacific Wildcat Resources Corp., Canada, USA, Rio Tinto, Australia, First Western, UK. Rio Tinto, when contacted in Melbourne, Australia and London, UK had no knowledge of Mr Juma and his activities in Kenya. It is unclear whether the other claimed associations are valid. In 2014 a Nairobi businessmen and former partner had threatened Juma. Mr Brian Yongo was arrested was alongside four other men outside Juma’s residence after he allegedly threatened to kill the businessman. Yongo was charged with threatening

Four months ago, Juma sensationally claimed that his life was in danger saying people who were worried about his numerous Facebook and Twitter posts on corruption wanted to kill him. And in March, in what appears to be a premonition of his death, Juma tweeted “Freedom is expensive? Death is a must for everybody. I will NOT fear death and stay in comfort zone as majority of Kenyans suffer anymore.” His killing was among trending topics on Twitter Friday morning, with Kenyans urging authorities to thoroughly investigate and prosecute those responsible. “Whoever killed Jacob Juma will never be happy. It’s a curse to take the sacred life of another human being,” prominent lawyer Dr Ekuru Aukot tweeted. Lawyer Ahmednassir Abdulahi tweeted “I can confirm that Jacob juma was killed last night with 10 bullets to his body…what a tragedy” Human Rights activist Al Amin Kimathi said: “Jacob Juma had become the biggest anti-corruption agency in the country.”

How Mama Lucy kept Cabinet Ministers, top state officials on toes during Kibaki regime Former top government officials who worked under President Mwai Kibaki recall former first Lady Lucy Kibaki as a disciplinarian who ran a ‘secret network’ to put them in check. While Mr Kibaki ran the affairs of the government as the Head of State, Mrs Kibaki on the other hand, had her own ‘force’ to monitor public officials to ensure they did not fail the government’s target of development and efficient service delivery. Francis Kimemia, former Head of Public Service and Secretary to the Cabinet under the Kibaki regime said Lucy Kibaki acted like the president’s deputy. She could even summon state officials whenever she thought things were not running as expected. “Lucy was a leader, she was manager… she was kind of a deputy president, running affairs of government; checking which ministries were not working. She had her own network to tell her which ministry was not delivering,” Kimemia recalled. In her hands-on authoritative and resolute nature, Lucy would summon government officials and give them a piece of her mind especially where they had failed to attend to their duties efficiently. But Kimemia regretted that in the public’s eye, Lucy was unfortunately misunderstood. Despite her strictness, Kimemia explained, she would in the end correct mistakes. “She would summon us in government to go and give an account of how services will be improved,” he said. “Of course if she called you, you prayed to your God that you had not done something wrong. But if you had, she would tell you to your face.

More than 18000 affected by Cholera, says CS Mailu

More 18,000 Kenyans across seven counties are affected by cholera, Health Cabinet Secretary Cleopa Mailu has said. Speaking earlier today while receiving vehicles to help in containing the scourge from the World Health Organisation (WHO) Mailu said the cholera outbreak situation is still rife with more cases being reported. He cited Marsabit, Mandera and Tana River as the lead counties registering new infections and blamed the situation on the ongoing rains season. “More cases are being reported in Garissa, Mandera and Tana River due to this rainy season,” Dr. Mailu said. Other counties include Tharaka Nithi, Narok, Nakuru, Siaya and Migori. He said the 10 vehicles issued by WHO will greatly boost to the ministry efforts to build both mobility and technical capacity to contain outbreaks and emergencies in the country. “The vehicles have boosted

the much needed technical and mobility capacities to combat outbreaks such the case of cholera in the vast North Eastern counties,” he added. The vehicles will be distributed to offer the emergency services in the affected counties. PS Nicholas Muraguri said the move was timely especially now the country is facing public health threats of infectious diseases such as Ebola, Zika and other natural tragedies. On her part, WHO country’s representative Custodia Mandlhate, said that substandard water and sanitation situation is creating ideal conditions for a future increase in cholera cases thus the need to build stronger capacities. Mandlhate underscored the need to set up strong emergency measures to address the now perennial problem. “We have seen the number of patients increasing since the first outbreak in 2014, but the continuing rains are likely to create

more outbreaks,” Dr Mandlhate noted. “Most of the cases we are seeing in Nyanza and North Eastern counties are as a result of people drinking contaminated water. Even the rivers are being contaminated,” she explained. One of the towns in Wajir South constituency has recorded 110 cases of cholera, with seven deaths since the beginning of the month. In Marsabit, the county health department advised residents to avoid shaking hands in a bid to contain the spread of the disease, which has killed one person, while 109 others have tested positive. The disease has not spared the refugee camps either, as it has also hit the Dagahaley camp in the Dadaab’s refugee complex, with 1,566 cases reported among the 330,000 Somali refugees living in precarious conditions. @wilson_x254

Huruma building death toll rises to 42 WEEKEND EDITION, MAY 6-8, 2016

The death toll from the collapsed building in Huruma Estate has now risen to 42 after four more bodies were recovered earlier today. According to the Director at the National Disaster Management Unit (NDMU) Pius Masai, the rescue operation has been hampered by heavy rains earlier today. “We have recovered four more bodies despite the operation being hampered by heavy rains,” said Masai. Head of the operation Joseph Maritim has maintained that the rescue mission remained delicate as hope to recover alive victims were rife. “We are moving systematically as we hope to rescue more people alive,” said Maritim. On Thursday, four people among them three women and a man were pulled out alive from the rubble. However, one of the survivors succumbed while in hospital. It has however emerged that the survivor died because of lack of lifesaving equipment in the ambulance that ferried him to hospital. Operations to pull down five of the

condemned building in Huruma have begun after their tenant’s obliged to a government order to vacate by Friday Morning. According to Public Works Permanent Secretary Paul Mwangi, 15 other buildings earmarked for demolition will be brought down on Monday next week. Other areas targeted include Umoja, Dagoretti, Zimmerman, Marurui, South B, Huruma, Roysambu, Githurai, and Kahawa West. National Construction Authority (NCA) has exonerated itself from allegations of laxity in clamping down on rogue contractors and building owners who flout set regulations, saying they can only identify buildings to be demolished, but have no capacity to carry out demolitions. Police are still looking for more officials who approved the construction of the seven-storey building after three others were charged alongside two owners. The five were released on bail on Wednesday.

Huruma tragedy: Why buildings collapse

After a building collapsed in Nairobi last week, killing at least 42 people, experts look at some reasons why such incidents occur in Africa. The six-storey residential in Hurma came down in heavy rain, with more than 60 people still missing. While investigations are still underway into the cause of this collapse, we look at some common problems. 1. The foundations are too weak Adequate foundations can be costly. They can cost up to half the price of a building, observes professor of civil engineering Anthony Ede at Covenant University in Ota, Nigeria. He says two things should be considered when you are building the foundations - the solidity of the soil and the heaviness of the building and its contents. In the commercial capital of his country, Lagos, the swampy ground requires strong foundations. Far stronger than solid ground. But he says developers save money that should be spent on foundations when building on the city’s swampy ground and many buildings have collapsed in Lagos as a result. Even on solid ground, foundations need to be strong enough for the load. Inadequate foundations for a fourstorey building was one of three reasons given by investigators for a building collapsing in northern Rwanda in 2013 and killing six people. 2. The building materials aren’t strong enough Materials that just aren’t strong enough to withhold the load are used, says Hermogene Nsengimana from the African Organization for

Standardisation, whose organisation met last month in Nairobi to discuss why so many African buildings collapse. He suggests there is a market for counterfeit materials - going as far as to say that sometimes scrap metal is used instead of steel. When a six-storey building in Uganda’s capital Kampala collapsed in April, the director of the city authority suggested it had been constructed with counterfeit materials, reports Ugo news site. Mr Nsengimana says there are even cases of counterfeiters faking authentification certificates. But he suggests contractors also knowingly use the incorrect materials to cut costs. So they may use concrete intended to bear the load of a one-storey building in a four-storey building. Mr Ede adds that this is something regulators are not policing. 3. Workers make mistakes Even when workers are given the right materials to make the concrete, they mix them incorrectly, says Mr Ede. This results in concrete which is not of the sufficient strength to hold the load. He accuses developers of cutting costs by employing unskilled workers who are cheaper than trained builders. This is one of the reasons put forward by civil engineers Henry Mwanaki Alinaitwe and Stephen Ekolu why a building in Uganda collapsed in 2004. Their research shows that the workers misunderstood the mixing ratios of the concrete. It suggested that people used wheelbarrows instead of measuring gauges to measure cement.

The five-storey BBJ new hotel collapsed in construction and 11 people died. “You find bricklayers and even technicians calling themselves engineers,” cautions the president of the Nigerian Institution of Structural Engineers Oreoluwa Fadayomi in Nigeria’s The Punch news site. To those who want to save money on professionals, he advises: “One should not be penny wise and pound foolish”. 4. The load is heavier than expected Mr Ede says a building collapses when the load is beyond the strength of the building. He gives the example of asking a baby to carry a heavy box: “The baby will not be able to withhold the strain.” Even if the foundations and the materials are strong enough for what

they were originally built for, that purpose may change. So, Mr Ede says, if a building was designed to be a home and is then turned into a library where boxes and boxes of books are piled up, the building may strain under the weight. He says another reason why the load is often heavier than the original design is because extra storeys are added. In March an upmarket apartment block which had more storeys than planned collapsed in Lagos, killing 34 people the Guardian reported. This came two years after a church accommodation for the famous preacher TB Joshua collapsed, also, authorities said, because it had more floors than it could hold. In that case more than 100 people lost their lives.

5. The strength isn’t tested At all points of construction the strength of the building should be tested, says Mr Ede. “You have to be strict,” he says, about policing building. “The law says you must test. It’s the enforcement of the law which is the problem,” he says. That’s a big problem, he says, when at every stage of construction there is someone with a strong motivation to save money or take money. There are many physical reasons a building can collapse but only one driving motivation for that to happen, says Mr Ede. That’s money. And for him this is the real reason buildings collapse - corruption.

Disruptive innovation needed to curb youth unemployment Disruptive innovation, a novelty that creates a new market and value network, is needed to combat Kenya’s growing youth unemployment crisis, a new survey has revealed. Despite an increase in the number of small and medium-sized enterprises in the country, millions of youth are still finding it difficult to find jobs, new data from the World Bank has confirmed. According to United Nations statistics, Africa has the highest concentration of young people in the world and more than half of the people aged 18 to 35 are jobless. In Kenya, 70 per cent of the young working class - almost 10 million people - are unemployed. “Without question, Africa is the poorest region in the world. Data shows the growth of gross domestic product (GDP) per person – an imperfect but widely used measure – for Africa and the rest of the world,” explains World Bank analyst Efosa Ojomo. The move has raised the lender’s aggregate gross sale proceeds to approximately £603 million (Sh87.9 billion). The 103.6 million shares represent 12.2 per cent of Barclays Africa’s issued share capital. Following completion of the Placing, Barclays will hold 424.7 million ordinary shares in the capital of Barclays Africa, representing

All of the remaining ordinary shares in Barclays Africa held by Barclays PLC and its subsidiaries that has not been sold in the Placing will be subject to a 90-day lock-up restriction from settlement. Only a paltry 4.3 million Kenyans, out of an estimated 44.3 million have achieved an Enhanced Electricity connectivity, a report by Kenya Power has revealed. The report also indicate that less than 10 per cent of consumers have achieved connectivity over the past three years, signalling the need to step up reforms in the power distribution sector. However, this represent an increase of 53 per cent compared to 2.3 million people in 2013. According to the report, the cost of electricity has come down in recent months, but the effect is yet to reach millions of Kenyans who are still in the dark. Speaking at a workshop in Nairobi, Kenya Power chief executive Ben Chumo said the condensed cost of electricity has been achieved through reduced dependence on fuel expenses and will translate into many Kenyans being connected. “We have generated an additional of 634

Mega Watts in the last three years, with the current installed generation capacity standing at 2,298Mw,” added Chumo. “Power is now more affordable and reliable with less outages, we are now targeting 70 per cent of Kenyans to have power connections by 2017,” he added. Additionally 1.9 million Kenyans in highly-populated settlements such as Kibera and Mathare slums will benefit from a Global Partnership Output Based Aid (GPOBA). The power generation company also targets 3.4 million Kenyans who reside within 600 metres of existing transformers. Transmission and Distribution Infrastructure has also shown a cumulative growth from 3,621km in March 2013 to 4,221km in March 2016. Banking sector turmoil could affect insurance firms: report

Kenya’s insurance sector stakeholders have been advised to prepare for the worst following recent turbulence in the banking sector. According to a new insurance industry report by Cytonn Investments, insurers are likely to face a similar fate. The report highlights the annulment of a law capping accident victims’ pay, which placed maximum victim compensation at Sh3 million as an example of tough times for the sector. Proposed changes to the Insurance Act indicate the likelihood of stiff supervision. However, according to the report, limiting claims for accidents is not the correct way to bring discipline to the sector. “A national registry of drivers linked to their insurance and claim history will be more efficient. Premiums can then be priced off, and increased, for poor driving records revenue diversity and product innovation,” the report states. The report indicates that increased risk based analysis on investments and deeper supervision on internal practices by insurance companies is expected to shed light on companies that are poorly run bringing confidence to investors. According to the report, diversification of revenue is key for profitability as insurance companies are largely unprofitable. Most insurance companies recorded decline in profitability that included Britam which posted Sh1 billion loss in 2015 compared to a Sh3.73 billion pretax profit in 2014. KQ signs aircraft sub-lease deal with Turkish Airlines

Troubled national carrier Kenya Airways (KQ) and Turkish Airlines (THY) have signed an agreement for delivery of the first B777-300ER aircraft to be sub-leased to the European carrier. The B777-300ER has now been deregistered in Kenya and subsequently re-registered in Turkey. The sub-lease is part of the KQ’s Operation Pride strategy as it seeks to rationalise its excess capacity through sub-leases and outright sales. This year alone, KQ has signed a sale agreement with Omni Air International (Omni) for two B777200ERs and a sub-lease agreement with Oman Air for two B787-8s. Both B777-200ERs have since been delivered to Omni and the first of the two 787-8s was delivered to Oman Air at the beginning of April.

However, the report notes that their strategies may prove ineffective as companies which offer life insurance services are venturing into general business. According to BIMA Intermediaries Association of Kenya Chairman Washington Ndegea there have been concerns of cooking books in the sector and the regulator needs to attend to immediately.

Survey records rise in value of new Nairobi buildings A report by the Kenya National Bureau of Statistics (KNBS) has indicated that the value of new reported private building in Nairobi increased by 14.5 percent in 2015 to hit Sh68.1billion compared to Sh59.5billion recorded in 2014. The Economic Survey 2016 attributes the rise to increase in the value of residential buildings that rose by Sh8 billion in the period under review, compared to 2014. The value of public buildings completed in Nairobi decreased to Sh61 million in 2015 compared to Sh502.1million in 2014. The total number of private buildings completed went up by 12.6 percent from 7,523 units in 2014 to 8,468 units in 2015 with residential buildings accounting for 87.8 percent of completed private buildings during the period under review. According to the report, the value of private buildings plans approved hit Sh215 billion, up from the Sh205.4 billion private building plans approved in 2014. Public buildings completed across the country were 45, compared to 243 completed in 2014. “A total number of six projects were on-

going in various parts of the country as the close of the calendar year in 2015, the projects when completed will produce about 460 housing units,” the report states. National Housing Corporation (NHC) plans to undertake eight housing projects in major towns across the country and this will add to the national housing stock a total of 3,820 units. NHC advanced housing loans to counties amounting to Sh14.9 billion in 2014/15 financial year. The building and construction industry registered a 13.6 percent growth in the period under review owing to the construction of the Standard Gauge Railway and road network improvement across the country. Infrastructure department expenditure for the 2015/2016 financial year is up by 54.6 per cent to Sh124.5 billion compared to Sh80.6 billion in the previous financial year. This is due to increase in budgetary allocations towards development expenditure on roads for the current financial year which at Sh98.3 billion up from the previous year’s Sh54.8 billion.

Recent survey by KNBS has revealed that the value of public buildings completed in Nairobi has gone down.

The Central Bank of Kenya (CBK) will unveil new lending rates at its Monetary Policy Committee meeting later this month. At its last meeting in March, it held its benchmark lending rate at 11.5 per cent. At the time, the committee urged commercial banks to reduce operating costs and enhance transparency in the pricing of credit. The MPC has maintained the Central Bank Rate (CBR) at 11.5 per cent for the last five consecutive meetings on account of stability in the foreign exchange market, improvement in Forex reserves and a narrowing current account deficit. The Committee met in March to review market developments and the impact of its previous monetary policy decisions.

Soussa was the Managing Director for Airtel Chad since May last year. The African Union Executive Council Retreat, an event that brings together Foreign Ministers from 54 African countries, officially kicked off to day in Nairobi. The forum seeks to address the United Nations Agenda 2030 on Sustainable Development Goals (SDGs), an intergovernmental set of aspiration Goals with 169 target aimed at eliminating poverty and hunger, combating income and gender inequality while improving the livelihoods of people across the globe. The meeting also seeks to address structural reforms of the African Union (AU) to facilitate implementation of Agenda 2063. Agenda 2063 is a call for action to all segments of society to work together to build a prosperous and united Africa based on shared values and a common destiny. In their 50th Anniversary Solemn Declaration, the Heads of State and Government of the African Union (AU), while acknowledging past successes and challenges, rededicated themselves to the continent’s accelerated development and technological progress. They laid down vision and eight ideals to serve as pillars for the continent in the foreseeable future, which Agenda 2063 will translate into concrete objectives, milestones, goals, targets and actions/ measures. The meeting, to be held at the at Radisson Blu Hotel, Nairobi, follows the

African Finance Ministers urged to focus on gender equality to spur development Former World Bank managing director Ngozi Okonjo-Iweala, who has served twice as Nigeria’s Finance Minister has urged African Finance Ministers to focus on gender equality in order to boost development across the continent Her sentiments come at a time when representation of women in Kenya’s Parliament remains minimal as only 20.7 per cent of the eleventh (sitting) Parliament is women — the lowest in East Africa. According to a World Bank report, Okonjo-Iweala, who is now a senior adviser at Lazard Ltd, has demonstrated that investing in women is an effective way to develop a country’s economy. Less than three years ago, she came up with the idea to work with the World Bank Group and the UK aid agency, DFID. With the support of Nigeria government, they designed a system whereby, through the budget, if a Ministry delivered certain additional

results for girls and women—over and above its targets—it would receive additional budget as an incentive. Okonjo-Iweala conceived the idea in 2013 despite opposition from some MPs. “We offered this to the Cabinet on a voluntary basis and five ministries initially signed up: Agriculture, Health, Water, Communication Technology, and Public Works. The Ministry of Women’s Affairs agreed to monitor and evaluate progress, and our colleagues, partners, and the donor community agreed to support our initiative,” she explained in a recently-released statement. “We kicked off with a small amount, $21 million (Sh2.1 billion), to see if this would work. When President Muhamed Buhari announced it in Parliament, he was booed by male parliamentarians and cheered by female MPs, but it passed. It stayed in the budget and achieved excellent results,” she explained in a statement to Ministers of Finance.

Together with her supporters, OkonjoIweala developed a programme for women entrepreneurs. A World Bank team supported the drive, while her team used a portion of the budget to incentivise young entrepreneurs who would register their businesses, get peer learning and mentoring, and a grant if they won a business planning competition. “In the first round, only 17 per cent of the applicants were women. But more than 50 percent of small and medium-sized firms in Nigeria are run by women. So we held a second round just for women, setting aside about $8 million (Sh802 million). About 64,000 thousand people applied. We ultimately selected 1,200 women to receive grants of and they created about 10,000 new jobs,” said Okonjo-Iweala. Russian athletes ‘face Rio suspicion’ WEEKEND EDITION, MAY 6-8, 2016

he man who called for Russia’s ban from international athletics says it will be “hard” to believe its athletes are clean if they compete at Rio 2016. Dick Pound, ex-president of the World Anti-Doping Agency (Wada), led the commission which found the country’s doping problem was “widespread”. Russia was later banned but must prove it is clean to go to the Olympics. “There’s an onus on them to show that whatever changes are required have indeed been effected,” Pound said. Athletics’ world governing body the IAAF is meeting in June to discuss Russia’s re-admission in time for the Olympics, which start in August. Speaking at a Sporting Resolution Conference in London on Thursday, Pound said: “I think there’s some elements of denial but at least the president of the federation has made it clear to all of the people in the sports structure that there is a problem that has to be addressed.” But he added there would remain some suspicion of Russian athletes even if the IAAF is convinced to let them compete at the Games. “If we let the Russians back in, are we absolutely certain that every Russian athlete isn’t doping and everything has changed?” “I think it’s very hard to say that.” Former British distance runner Paula Radcliffe, who also spoke at the conference, said it was a no-win situation. “Somewhere in all of this innocent athletes are going to lose out somehow, whether it’s the innocent athletes who compete against the cheats who are allowed back in, or whether it’s the ones who are banned because some of their countrymen, or a lot of their countrymen, were cheating,” she said. “We’re all suspicious that they can do what they need to do to assure us the entire team is clean to compete fairly in Rio.”

Minnaert axes 12 in AFC rebuilding WEEKEND EDITION, MAY 6-8, 2016

AFC Leopards coach Ivan Minnaert has axed 12 players from his squad in a rebuilding strategy he has announced. The club is seeking to end an 18 year Kenya Premier League drought but has recorded a string of losses in recent outing prompting the Belgian tactician to restrategise. Headlining the list is defender Eric Masika who fell out with the coach at the beginning of the month after missing training for a whole week without explanation. Aspire Academy graduate Khaleed Jumaan who has found it hard getting play time under the Minnaert was also not spared as was defender Solomon Nasio. Other players to be axed include Geoffrey Ouma, reserve keeper Daniel Kiptoo, Ugandan Israel Emuge, Kevin Migunde, Tom Murilla, Simon Sikuku and Samuel Onyancha. The non-registered players dropped are John Opwora and Eugene Wasilwa. “We are looking to have a maximum of 25 players in the squad and we had to make room for players who we believe will strengthen the team for our objectives,” Minnaert told Capital Sport. The former Rayon Sport coach says he has picked out four positions which will form a spine of his titlecharging squad beginning June. The coach will be out to shop for a left back, defensive midfielder, creative midfielder and a forward. Minnaert has disclosed he has an agreement with Malian striker Ismaila Diarra whose contract with Rwandese side Rayon Sport ends in June while talks have also began with former KCB striker Mungai

Kiongera whose contract with Tanzanian outfit Simba SC ends at the close of the current season. “At the moment, Diarra is not my most important signing because if I bring him, together with Aswani I will have two very good strikers but no number 10 to supply them. Those four are the most crucial positions I want to fill and I have already settled on some names which we are working on,” the tactician added. While saying he intends to bring in 12 new players, Minnaert will give Kenyan players the first priority and will only seek a foreign alternative if it proves difficult to get the players he has set his eyes on. “Normally I think we can get seven or eight players but I have 12 positions that I would like to fill,” he offered. Minnaert has called on his players to show the same spirit like the one they had last weekend when they played Ulinzi Stars in the KPL Top Eight as they prepare to face a tough Posta Rangers test on Sunday. Ingwe are placed fifth on 18 points, only four short of leaders Mathare United and a win over Zedekiah Otieno’s Rangers will be vital in keeping their league campaign on track. “We played with passion and purpose and that is the same way we should play. I believe in the team that played on Sunday and I will make only two changes. We need to keep pressing high and I know we will have a tough match against Rangers,” the tactician added. At the same time, Wenger has confirmed that winger Alex Chamberlaine will miss Euro 2016 this summer with a knee injury. “There is no chance of the Euros for him. He will be back at the beginning of July,” he said. Wenger also confirmed that Spanish midfielder Mikel Arteta will be leaving the club when his contract expires at the end of the season.

Arteta joined the Gunners in 2011 from Everton and went on to be appointed club captain before being hit by injuries in recent seasons. The win means manager Jurgen Klopp remains on course for silverware in his first season in charge of the club. Trailing 1-0 from the first leg, Liverpool levelled the tie on aggregate after Bruno Soriano’s early own goal. Daniel Sturridge, left out of the team in Spain, then put the hosts in command with a low finish after good work from the excellent Roberto Firmino. After Villarreal’s Victor Ruiz was sent off, Adam Lallana made the win safe. Ruiz received a second booking after stepping on L a l lana’s foot in a game where Liverpool’s energetic pressing ruffled

their opponents. Klopp, who took over from Brendan Rodgers in October and celebrated wildly with supporters after the final whistle, has now taken the Reds to a second final of the season, following defeat by Manchester City in the League Cup final. “Wonderful night, brilliant game from my side. What a performance. The first half an hour was a big emotion. It was great. The last 15 minutes of the first half we lost patience. The second-half plan was to keep going with the emotional football but using the brain a bit more and in the end, brilliant,” said the Liverpool manager. “Everyone spoke a lot about this team before I came here. It was all about quality and not good transfers. I came here because I thought they had a nice squad and now we are in the final,” he added. They will face Europa
