T

he opposition coalition Cord has written to the police notifying them of their plans to carry out demonstrations on Monday and Thursday next week to express their displeasure with the electoral body, IEBC. The Cord secretariat has written to Nairobi County Police Commander Japheth Koome notifying him of their

intentions. The letter which says the demonstration will be peaceful and orderly has also been copied to Inspector General of Police Joseph Boinnet and central OCPD. The letter written by Cord Secretariat Chief executive Norman Magaya said the coalition has made arrangements for peace marshals who will guide and manage the demonstrators. CONTINUED ON PAGE 2

Civil society calls for more inclusivity in IEBC talk team WEEKEND EDITION, JUNE 10-12, 2016

Civil society groups have called for the inclusion of more stakeholders into the team that will dialogue on the IEBC stalemate even as they welcomed Jubilee’s decision to form a joint select committee to resolve standoff. Under the umbrella of Kura Yangu Sauti Yangu (KYSY), a platform for political dialogue around electoral governance, the civil society wants the IEBC impasse to be broadened to not just include the issue of its commissioners but also address a wider raft of concerns on electoral reforms. The Kenya Human Rights Commission (KHRC), which is the main convenor of KYSY, wants the dialogue agenda between Jubilee and Cord to be broadened to 6 key electoral issues to be captured in the process. “We commend the ruling Jubilee party for ceding ground and setting up a joint committee from both the National Assembly and the Senate. However we feel the dialogue framework taken by the party is not reasonable and still needs working on,” said KHRC Executive Director George Kegoro. The human rights body says the current dialogue model fronted by Jubilee is not tenable and instead wants a wholesome consultative process that does not exclude other stakeholders. KYSY now proposes a hybrid model consisting of all stakeholders without assuming that the ruling party and Cord are the only ones aggrieved by the electoral body impasse. “By having a parliamentary select committee that consists of members from Jubilee and Cord only, the process locks out other key non-parliamentary stakeholders such as the civil society organizations, the clergy, private sector, media, governors, trade unions and other political parties who are neither Cord nor Jubilee,” said Kegoro. being allocated one slot each. “This will ensure the principle of inclusivity of all without discriminating other actors in the political scene,” the lawyer added. The hybrid model also calls for a team of three convenors, two local and one international, who would act as umpires to lead the mediation talks. The conveners should be distinguished, respected and non-partisan individuals of unquestionable repute. The civil rights groups have also said that the IEBC issue should be prioritized and concluded in the first month of dialogue by the mediation team. The 5 other issues should be concluded in the remaining 2 months. KYSY has also said that the parliamentary process of dialogue proposed by Jubilee, although welcome, is not likely to yield the results desired

by the country in ready time. “If we go through Parliament to mediate this process, we know that Jubilee has veto power based on the strength of legislators it has in the August House,” Kegoro added. “We should therefore seek another avenue as that involves all legislators and those not in Parliament as well,” Kegoro said. The civil rights umbrella group had proposed a national electoral dialogue process on Tuesday that maps the way towards achieving a credible and fair 2017 General Election. They want others issues including the credibility of the electoral governance process, security of the entire process, implementation of the two thirds gender rule, dispute resolution and coordination of public agencies in elections also discussed. @hudson_x254

Jubilee ready to trim talks team to seven With hopes that dialogue had begun to take shape to resolve the Independent Electoral and Boundaries Commission standoff, both Jubilee and the Coalition for Reforms and Democracy have agreed on a number of issues to pave way for the Joint Select Committee on IEBC. The two parties however still have several other outstanding issues regarding the establishment and operation of the joint committee. Today, Jubilee said it is ready to trim its 11 members nominated to the committee to seven members as suggested by Cord. “We have seen from the Cord statement that there is a proposal of another four member committee that we as a party are unaware about,” a statement from State House indicated. On Thursday, Jubilee selected 11 of its members to represent the coalition’s proposals in the committee and CORD had earlier nominated five members. Though they had not agreed on the number of nominees each side was supposed to nominate, Jubilee dismissed CORD’s selection of yet another fourmember committee following Thursday’s meeting. CORD leader and former Prime Minister Raila Odinga announced that the party had formed a team of four legislators to work on controversial issues on IEBC within 24 hours. “There has not been any suggestion or agreement on this four-member committee,” Jubilee responded. The two parties were in agreement that speakers of the National Assembly and the Senate will not be involved in the discussions of the select committee.

But the two sides appeared to disagree on the way forward after Jubilee denied claims by Mr Raila Odinga that they had agreed on a four-member team to resolve outstanding issues before the talks proper can start. “There are a few outstanding issues on how this committee (the Joint Select Committee of both Houses of Parliament) is going to work going forward. They need to be discussed, negotiated and agreed upon,” Cord leader Raila Odinga told journalists during at a press briefing at his Capitol Hill office late last evening. “We will be able to announce tomorrow (today) that the white smoke has appeared and the negotiations can start,” he added.

Kalonzo to skip President’s tour

Wiper Party Leader Kalonzo Musyoka will not accompany President Uhuru Kenyatta during his visit to the Eastern as he was not given the tour’s itinerary. Leaders from the lower Eastern lead by Kitui Senator David Musila said the Wiper leader will not accompany the President as he is not aware of where the President will visit. “Kalonzo Musyoka is the wiper leader, he is a very respected leader for the people of Ukamabni and cannot therefore run around chasing the President,” Musila said. Musila said contrary to reports in the media that Wiper leader will accompany the President while in Ukambani for is three-day tour, no program has been made available for the Cord co principal. Musila said area leaders asked for the President’s itinerary so that the wiper leader can accompany him but nothing was availed to them. “For us as elected leaders we can run and look for the President but not our party leader and for that reason Kalonzo Musyoka will not accompany the Head of State,” Musila said today morning at Parliament Buildings. Duale, Kindiki to appear before committee over IEBC stalemate Leader of Majority in the National Assembly Aden Duale and his Senate counterpart Kithure Kindiki are set to appear before a joint House committee to give their views over the Independent Electoral and Boundaries Commission (IEBC) stalemate. The two are set to formally present their views to the Justice and Legal Affairs committee and the Constitutional Implementation Oversight Committee (CIOC) which will then be presented to the Joint committee selected by President Uhuru Kenyatta yesterday. The joint committee, however, agreed to suspend their initial plan to discuss the reconstitution of IEBC in order to avoid duplication of duties. Chairman Justice and Legal Affairs Committee Samuel Chepkong’a however said the joint committee will hold its public sittings starting July, 5 and not from next week as earlier planned. He explained that President Kenyatta had no problem with the work of the joint committee in trying to get views on the solution of the IEBC debacle. “There is no problem at all we are all looking for a solution, we have however suspended our sittings on the various proposals on the reconstitution of the electoral team,” Chepkonga said. MPs wrangles to delay release of Fund

Members of Parliament are headed for a clash with Senators after the latter proposed to the National Treasury that MPs should not be included in the Equalization Fund Advisory Board. Senators instead want the National Government to co-opt Council of Governors since constituencies are within Counties and the best option is to include governors for the success of the fund. Appearing before the Senate Finance Committee yesterday, Treasury CS Henry Rotich (pictured) said the constitution allows the National Government to have direct control of the fund in the constituencies but said MPs have demanded to be included in the board. “The Equalization Fund Regulations provide that the fund shall be managed at the national level but may co-opt any other person as may be deemed necessary,” Rotich said. Senators, however, advised the CS not to co-opt MPs in the fund, saying doing that would be like a replica of the Constituency Development Fund (CDF) which MPs had direct control over. “For purposes of oversight of the projects in the counties, it is in the interest of this committee

that Governors be co-opted in the Fund’s advisory board since constituencies are within counties,” said Kisumu Senator Anyang’ Nyong’o who chaired yesterday’s session.

“Look for a way Counties can be included in the advisory board in the regulations and then create a mechanism for oversight,” said Makueni Senator Mutula Kilonzo. Rotich was summoned to appear before the committee after Pokot Senator John Lonyangapuo sought a statement on the status of the fund and why it has not been disbursed. The wrangles between the two houses over the control of the fund is now likely delay the disbursement of the funds which is meant for marginalized areas. In the 2016/17 budget presented on Thursday, Treasury CS allocated Sh6 billion for the equalization fund with 14 counties set to benefit from the fund. However Mps met the Treasury CS on Monday and insisted that they have to be included in the fund’s advisory board and also opposed the idea of the Governors being co-opted in the same board. Kakamega Senator Bonny Khalwale told the CS that the delay of the utilization of the fund meant to bring equality is a breach of the constition and he should move with speed to solve the impasse.

“Don’t you know that you are a stumbling block to the implementation of the constition by failing to remit the funds to the marginalized areas? ” posed the Kakamega Senator. Rotich explained to the senators that the different views by Mps on how the fund should be used is the major stumbling block and not his ministry. “Already the Sh 6billion which I allocated is in the Central Bank, the only delaying factor are the Mps who have expressed different views on how it should be utilized,” Rotich said. Another factor which could further delay the utilization of the fund is the overhead cost which has not been agreed upon. Rotich said the ministry is considering to allocate an overhead cost of between three to 10 percent. Nyong’o told the CS that the operation cost should not be too high until it waters down the main purpose of the fund. “Development projects should be the main focus of this fund and therefore the ministry should not allocate more funds on operations than projects,” Nyong’o said. @sam_x254

JKIA among airports with most ivory trafficking cases

Jomo Kenyatta International Airport (JKIA) is on the spot after a report indicated that 17 percent of illegal ivory worldwide in the past seven years was netted in the facility. According to a report by the International Air Transport Association (IATA) released during its 72nd Annual General Meeting in Dublin, 51 of 289 seizures of ivory were netted at the Nairobi airport. The report indicates that a large portion of illegally trafficked wildlife products are routed through Kenya’s main airport which is the busiest airport in the East Africa region and a key transport hub in Africa and internationally. The findings are not indicative of runaway wildlife trafficking in Kenya or that the slaughter of elephants continues unabatedly but rather suggest that a large portion of illegally trafficked wildlife products are routed through Kenya’s main airport “Given the prevailing levels of wildlife crime in the world, there is a need to enhance intelligence gathering and investigations to

sever the links of wildlife trafficking,” said James Isiche, Regional Director International Fund for Animal Welfare in East Africa. Iseche said East African countries need to collaborate and share intelligence information in order to reduce the illegal ivory trade. “Given the prevailing levels of wildlife crime in the world, there is a need to enhance intelligence gathering and investigations to sever the links of wildlife trafficking,” Iseche said. In April this year, President Uhuru Kenyatta has set fire to 15 tonnes of elephant ivory as part of the East African nation’s efforts to curb poaching. President Kenyatta said many of the destroyed ivory belonged to elephants which were wantonly slaughtered by criminals. “Twenty-five years after the historic banning of the ivory trade, demand from the emerging markets once again threatens Africa’s elephants and rhinos,” President Kenyatta said. Obama officially endorses Hillary Clinton President Barack Obama has officially endorsed Hillary Clinton as the Democratic Party presidential nominee. His endorsement came after meeting Vermont Senator Bernie Sanders who has been battling Mrs Clinton for the nomination. Speaking in a video tweeted out by Mrs Clinton, Mr Obama said she may be the most qualified person “ever” for the role of president. Leading liberal politician Elizabeth Warren also endorsed Mrs Clinton. “I am ready to get in this fight and work my heart out for Hillary Clinton to become the next president of the United States,” the Massachusetts senator told MSNBC, “and to make sure that Donald Trump never gets any place close to the White House.” President Obama and Mrs Clinton are set to start campaigning together soon. “I want those of you who’ve been with me from the beginning of this incredible journey to be the first to know that ‘I’m with Her.’ I am fired up and cannot wait to get out there and campaign for Hillary,” Mr Obama said in the video. “Secretary Clinton and Senator Sanders may have been rivals during this primary, but they’re both patriots who love this country and they share a vision for the America that we all believe in.” The two ran against one another for the Democratic nomination in 2008 and Mr Obama later made Mrs Clinton secretary of state. Speaking to Reuters following the endorsement, Mrs Clinton said Mr Obama’s endorsement “means the world”. “It is absolutely a joy and an honour that President Obama and I, over the years, have gone from fierce competitors to true friends,” she said.

Political unrest threatens to cripple tourism sector: KTF The Kenya Tourism Federation (KTF) has said that ongoing political unrest, coupled with anti-establishment demonstrations, have greatly interfered with the country’s tourism sector. KTF chairperson Lucy Karume has today urged both the government and the opposition to settle their political differences as soon as possible to bring the tourism industry back to profitability. She says the Monday demos by the opposition, which have claimed the lives of innocent Kenyans, have greatly hampered the sector since international visitors may opt out of visiting the country for fear of their personal security. “The KTF constituent associations are extremely concerned about the prevailing political climate and its potential negative impact on the tourism sector. This has since occasioned a number of cancellations from intending visitor who were longer sure of visiting this country,” said Lucy Karume when she addressed the media today morning. Reports from the sector confirm that the period from June to August has been a lucrative period for the industry, but ongoing political unrest has already started stifling the sector since visitors who had made earlier bookings have started cancelling their visits. “Kenya’s tourism sector has undergone extremely difficult times recently with the key concern being personal security. Visitor statistics indicate that the coast has been most hit having suffered a decline of 76 per cent in tourism arrival,” read part of a statement from KTF. Karume says the country has taken

However, China is now the largest source of FDI. The UK aims to double trade within the coming years. The report, which is a product of the Presidential National Task Force on Coffee Sub-Sector Reforms, makes several recommendations including legal reform of the coffee sub sector. It calls for the amendment of several other laws impacting on coffee sub sector and also recommends incorporation of the Nairobi Coffee Exchange into a public limited company. The reforms will come into effect within the next few weeks once the report presented to President Uhuru Kenyatta is implemented. The report recommends a subsidy programme for the sector that will cost Sh1.21 billion in 2016/2017 financial year and Sh2.47 billion in the next two financial years. The task force has recommended immediate steps should be undertaken to make coffee farming attractive to the youth since the average coffee farmer now is 60 years. Prompt payment is one of the quick ways of making the youth attracted to farming of coffee, the report says. Established coffee farmers are also set to benefit from the new directive that will see growers receive their pay immediately they deliver their cherry to local factories. It recommends that coffee farmers be paid at least 40 per cent of the prevailing price on the spot for cherry they deliver. The report also recommends debt waiver for cooperative societies, SACCOs and unions to enable the recovery of the sub-sector. The task force report was presented to President Kenyatta at State House Thursday.

China keen to help Kenya fast-track development agenda China is keen to help Kenya fast-track its development agenda, Chinese Foreign Minister Wang Yi has said. Wang was speaking shortly after both countries held inaugural Bilateral Steering Committee (BSC) meeting in Beijing, China on Wednesday. The talks are aimed at cementing relations between the two countries. Kenya’s delegation, led by Foreign Affairs Cabinet Secretary Amb Amina Mohamed, held day-long discussions with their Chinese counterparts, led by Foreign Minister Wang Yi on Wednesday. The delegation comprised of three Cabinet Secretaries, two Principal Secretaries and technical officials. “This BSC is being held on the instruction of our presidents and on the basis of a Memorandum of Understanding (MOU) signed between our two countries in January 2015 establishing the BSC,” said CS Amina. The MOU seeks to consolidate and develop Kenya and China’s comprehensive partnership of equality, mutual trust and mutual benefit. It aimed at promoting exchanges and cooperation in political,

economic, cultural fields among others. “We are keen to help Kenya fast-track its development agenda in a comprehensive manner and are therefore targeting among others port development and management, transport infrastructure and special economic zones,” said Foreign Minister Wang. “We look forward to signing an investment treaty and avoidance of double taxation agreement soon as we heighten our operations in Kenya,” he added. The Beijing talks were anchored on the 10 major plans to boost cooperation with Africa in the next three years as announced by China President Xi Jinping during the Forum for China-Africa Cooperation (FOCAC) summit held in Johannesburg, South Africa in December last year. The plan is premised on a comprehensive strategic cooperative partnership in areas of industrialisation, agriculture, infrastructure, financial services, green development, trade and investment, poverty reduction, capacity building, and public welfare, public health, people-to-people exchanges, peace and security. @Dennis _x254

Kenya’s private has been encouraged to engage more with both the National and County Governments to help in creating innovative solutions while addressing challenges facing the flower subsector. Speaking recently in Nairobi, Richard Tiampati, Principal Secretary state department of Agriculture urged all stakeholders to continue putting more effort towards sustained growth within the industry. “I urge you to continue engaging the Government in efforts to make our flowers more competitive in the international market, this forum is therefore an opportunity for the Kenyan floriculture sub sector players to contract business transactions, exchange information and share experiences that are beneficial to their businesses,” said Lesiyampe during the official opening of the International Flower Trade Exhibition (IFTEX). The floriculture subsector in Kenya is a major foreign exchange earner and employs over 500,000 people directly and more than 6 million people indirectly. The subsector has also recorded one of the highest growth rates, ranging between 10 per cent and 20 per cent annually over the last 15 years. “In Africa, Kenya is among the leading flower growers and exporters,” added Lesiyampe. Kenya exported flowers worth $630 million (Sh63.7 billion) compared to $550 million (Sh 55.6 billion) in the year 2014 which is about 69 per cent of the total horticulture export earnings of

over $910 million (Sh92 billion) in the same year. Statistics show that Kenya contributes to over 35 per cent of the world flower trade and competes with countries such as Ecuador, Colombia, and Ethiopia in the world flower business. The rose flower is the top Kenyan variety leading in exports “Not only do we have over 200 companies exhibiting, more than 3,500 national and international attendees are attending this year’s expo

BIZ BRIEFS Revenue Authority, KWS seize ivory carvings in Mombasa Kenya Revenue Authority (KRA) and Kenya Wildlife Services (KWS) officers have intercepted two sets of ivory carvings valued at Sh600,000 and weighing 3.3 kg. The carvings were intercepted at the Port of Mombasa concealed in a consignment of personal effects that belonged to a US citizen of Somali origin. Also seized were animal skin of unknown species and a necklace of unknown material. KRA Customs and Border Control Commissioner Julius Musyoki said in a statement that investigations are underway to determine if the items were souvenirs or were smuggled into the country. The interception follows heightened surveillance by the Authority to catch tax evadors and increase revenue collection.

Real estate investors urged to develop low-cost housing Real estate investors and developers should identify niche opportunities to make returns and develop the city’s much-needed low cost housing. This is according to a joint real estate report issued by investment bank Dyer & Blair and real estate specialists MML Developments. The report comes shortly after Knight Frank’s annual wealth report found that residential and commercial property now account for more than a third of the average ultra-high net worth individual’s (UHNWIs) investments. The report further revealed that 54 per cent of real estate agents questioned said their clients had increased their allocation to property over the last 10 years, and 40 per cent expecting further increases. ‘’With 30 per cent of ultra-high net worth individuals in Africa likely to consider a property purchase in 2016, “the need for wellinformed investments with a favourable risk return balance in the real estate space is now paramount,” said Linet Muriungi Head of Research, Dyer and Blair. In its first joint industry report with MML Developments, the investment bank delivered a range and detail per sector that is new to Kenya’s real estate analysis. “The aim is to create an initial platform of reporting that is both comprehensive and detailed, as the basis for the ongoing creation of a ground breaking investor information service on real estate,” said Mr James Hoddell,

CEO of MML Developments. A new report from financial services group PKF has called on the government to lower Value Added Tax on a number of products and services in order to curb the country’s ongoing poverty crisis. The report has proposed that garments and leather footwear purchased from Export Processing Zones (EPZs) be exempted from VAT. This will enable Kenyans to acquire new clothes and shoes at reasonable prices, the report stated. It has stated that raw materials used in the manufacture of animal feed should also be exempt from VAT. Under these proposed arrangements animal feeds will be cheaper as the cost of production is reduced. The report has also called for VAT exemption on liquefied petroleum gas (LPG), stating that this move will see a reduction in the prices of LPG.

Treasury bill yield falls c as demand for shares exceeds

Kenya’s Coastal Counties are pushing for a common law on beach management in a bid to guard their beaches, which serve as a key attraction for tourists visiting the region. According to Tourism Cabinet Secretary Najib Balala, Kwale County has already developed the bill and appealed to other counties to replicate it. The County has been voted Africa’s leading beach destination for three consecutive times by the World Travel Awards (WTA). Balala has said that beach management will only be enhanced through uniform legislation that cuts across all the counties in the region. The CS added that Mombasa will have to diversify its tourism products by investing in conferences.

Repercussion of road maintenance tax The cost of commodities is likely to rise following a 50 per cent jump in the government’s new Roads Maintenance Levy. According to an analysis by PricewaterhouseCoopers, inflation is likely to go up following the increase of the tariff in the 2016/2017 budget. The research indicates that the levy will not only affect road users but also other heavy users of petroleum products including train operators and power generators. “These increased costs will be passed on to end consumers which is likely to increase the cost of transporting goods and people within the country which will ultimately affect headline inflation,” noted PwC Tax Partner Rajesha Shah. The Roads Maintenance Levy was increased from Sh12 per litre to Sh18 per litre. Last month, Kenya’s inflation fell to 5 percent year-on-year in May from 5.27 per cent a month earlier, according to the Kenya National Bureau of Statistics. This was the lowest reading since June 2013, as cost of food and housing and utilities went up at a

slower pace. Shah argues that the budget taxation measures were more focused on not necessarily raising revenue income but improving business environment which will in the long run grow the economy and improve the cost of living. He noted that the introduction of tax may not necessarily have a huge impact on consumers since the prices are way low, and will instead help in curbing fuel adulteration which has on the hand has adverse impact on motorists. “It is hoped that the introduction of the duty, and by extension an increase in the price of kerosene, will discourage harmful practices such as its use in adulteration of other petroleum products, which has been prevalent following excise duty removal on the product in 2011,” he said. The one-year extension of the transition period for the imposition of VAT on petroleum products which was to expire in September 2016, will however help in stabilizing the general cost of fuel this year, Shah explained. @Dennis_x254

Budget will favour common consumers, economic experts say Economic experts have lauded the recent Sh 2.3 trillion 2016/17 budget presented by Treasury Cabinet Secretary Henry Rotich (pictured) saying it favours common Kenyans especially the low income earners. According to ABC Capital Finance and Advisory Manager Johnson Nderi, through favouring low income Kenyans, the budget will in turn bolster economic growth. “The government sees itself as central to economic growth although there are areas where they have shown concession that the private sector can do better,” Nderi said. “This is seen in the areas of steel and iron imports that will pay more taxes while for aluminium imports, importers will pay less taxes,” he added. Safaricom partners with Craft Silicon to launch new taxi service Safaricom, Kenya’s biggest telecommunications company by market share, has partnered with software firm, Craft Silicon to launch ‘Littlecabs’, a ride-hailing company that is likely to rival Uber. The move comes just as the mobile service provider seeks new sources of revenue, CEO Bob Collymore said. Safaricom and Craft Silicon will launch the app in the next three weeks, Collymore confirmed noting that the service is effectively a rival for Uber. Uber operates in several African countries, including Kenya where it launched in early 2015. Safaricom will help develop the application, offer network connectivity, put Wi-Fi in vehicles that will be signed up on Littlecabs, and use its mobilephone based financial service M-Pesa to process payments, Collymore said.

“The direction of the company is to become a platform,” he said, citing partnerships with local banks that use M-pesa to lend money on mobile phones. Safaricom expects its earnings to rise in the financial year to next March on the back of increased data usage driven by the youth segment and higher sales of smart phones, Reuters reports. Revenue from calls rose 4 per cent in the financial year ending March 2016, bucking the trend in other markets where voice revenues are falling. Collymore said political protests, which have led to clashes between demonstrators and police, could dampen the outlook. “When M-Pesa was launched it wasn’t launched as a big thing. Kiprop, Kipyegon claim victories in Oslo Asbel Kiprop and Faith Kipyegon padded their Diamond Race leads with convincing victories in their respective Dream Miles at the ExxonMobil Bislett Games last evening, the signature event of the IAAF Diamond League meeting in Oslo. For Kiprop, the 2008 Olympic 1500m champion, it was the fifth victory in the prestigious race over the classic imperial distance, but his winning margin wasn’t quite as big as some of his other IAAF Diamond League series victories this year. Running well ahead of the pack over the penultimate lap, his closest pursuers sensed an opportunity to pounce as Kiprop slowed visibly over the last 200 metres, but he was safe in the knowledge that he had the race won. Olympic champion Taoufik Makhloufi appeared strongest, leading Elijah Manangoi off the final bend as the pair chipped away at Kiprop’s lead. But they ran out of room. In a blanket finish behind Kiprop, Manangoi edged by the Algerian to finish second, 3:52.04 to 3:52.24, with New Zealand’s Nick Willis fourth in 3:52.26. “I wanted to run fast but the weather changed,” said Kiprop, who remained unbeaten in five 1500m/mile contests this season. “It became too chilly. But I’m satisfied with the season so far. My plan (towards Rio) continues.” Kipyegon showed no signs of fatigue en route to her victory in the first women’s

Dream Mile contested in Oslo, winning comfortably in 4:18.60; like’s Kiprop’s performance, a world lead. She did have unexpected company as she approached the bell, with Briton Laura Muir closely tailing the Kenyan until they ran midway through the back straight. It was there that Kipyegon injected a decisive turn of speed to dispense with Muir’s challenge and reverse the finishing order from last year’s 1500m race in Oslo. The 23-yearold held on for second, clocking 4:19.12. “I wanted to run a faster time but it wasn’t possible because of the cold and rain,” said Kipyegon, the silver medallist at last year’s IAAF World Championships and this year’s 1500m world leader at 3:56.41. “But overall I’m satisfied with where I’m at currently.” World champion Hyvin Kiyeng put on a master class in the 3000m steeplechase, beating a solid field by nearly 10 seconds in 9:09.57. How dominant was she? Only 10 other women besides her have ever run faster, yet Kiyeng made it sound like an afternoon jog in Oslo’s central Studenterlunden park. “This is exactly what I needed now, an easy race,” said Kiyeng, who set an African record of 9:00.01 in Eugene. “No pressure, a clear win. British long jumper Greg Rutherford has had his sperm frozen before competing at the Rio Olympics because of fears about the Zika virus, says his partner. “The Zika news has caused no end of concern,” wrote Susie Verrill. “We’ve made the decision to have Greg’s sperm frozen. It’s just another thing we don’t want to chance.” Cyclist Tejay van Garderen and golfers Vijay Singh and Marc Leishman have already said they will not compete at the August Games because of Zika. The mosquito-borne virus, which is linked to serious birth defects, has been declared a global public health emergency by the World Health Organization (WHO). Last week, the WHO said it would examine the risks of staging the Olympics in the Brazilian city, having rejected calls from more than 100 leading scientists to move or postpone the Games. In an article in Standard Issue magazine, Verrill, who has a son, Milo, with Rutherford, said she will not attend. She wrote: “We’re not ones to worry unnecessarily, but after more than 100 medical experts stressed the Games

should be moved to prevent the disease from spreading, this was a huge factor in us choosing to stay put. “We’d love to have more children and, with research in its infancy, I wouldn’t want to put myself in a situation which could have been prevented.”

Euro 2016 kicks off on Friday when hosts France face Group A opponents Romania at the Stade de France amid an unprecedented security operation. France remains under a state of emergency after last November’s attacks on Paris, when 130 people were killed. More than 90,000 police, soldiers and private guards will be deployed at the tournament, with seven million fans expected to visit the 10 host cities. The US and British governments have both warned fans they could be at risk. But organisers Uefa, and the French authorities, insist they have done everything possible to keep the 2.5 million spectators expected at the 51 matches safe. France faced its first major security test when DJ David Guetta performed on Thursday at the 90,000-capacity fan zone at the foot of the Eiffel Tower. Paris alone will have a security force of at least 13,000 to patrol two zones and two stadiums, with the country’s state of emergency allowing police extra powers to conduct searches and put people under house arrest. France coach Didier Deschamps, whose side were playing Germany in an international friendly when the Stade de France was targeted by suicide bombers, says November’s attacks evoked “very strong emotions”.
