Kidero was appearing before the Anyang’ Nyong’o chaired committee to answer audit queries over financial misappropriation in the county. Sonko who arrived at the committee at exactly 8:10am started immediately started labeling the County Government as corrupt before going ahead to call Dr Kidero a murderer. However, Nyamira Senator Kennedy Mong’are, on a point of order, told off Sonko warning that the committee would not entertain his ‘sideshows’. “Senator Sonko, you are a nobody and therefore should not threaten anybody here and make allegations which you cannot substantiate,” Mong’are said. But Sonko angrily by banging the table and claiming that Mong’are had been bribed by Kidero in order to shield him from the corruption allegations. He then charged towards Mr Mong’are in an attempt to beat him up but was restrained by Vihiga’s George Khaniri and Kakamega’s Bonny Khalwale. The Nairobi Senator appeared to be drunk and he constantly sipped something, believed to be whisky, from a bottle. All the while, Dr Kidero sat pensively

He maintained his claims against Kidero adding that his efforts to report the matter with relevant security officers have been futile. “You cannot do anything to Kidero in any police station in this country, he has bribed all of them. Police remain defiant on use of live bullets on protesters The police will continue to use live bullets on protesters if their lives are threatened, Spokesman Charles Owino has said. Mr Owino told Citizen TV today that police are justified in using live bullets should protestors become violent and begin threatening the lives of other Kenyans and destroy property. “You can go to a riot with live bullets, but we don’t have to use them. But there are situations where rioters threaten the life of other Kenyans,” the spokesman said during the phone interview. “When you threaten the life of a Kenyan, and try to destroy property, don’t think the police will not use their firearms,” he added. NEWS 3 Detained MPs move to High Court for bail Cord lawmakers detained on Tuesday after facing hate speech charges have now moved to the High Court seeking to be freed on bail. MPs Aisha Jumwa, Florence Mutua, Junet Mohammed, Timothy Bosire and Senator Johnson Muthama argue that there are no sufficient grounds to keep them behind bars. Jumwa and Mutua further say they are mothers with young children, and have not even been allowed to change clothes since they were detained on Tuesday night. They claim they had been denied access to water, food, their lawyers, spouses and relatives. The lawmakers say the magistrate who detained them misapplied and improperly invoked the Constitution on the question as to whether there existed sufficient grounds to detain them pending investigations. Uhuru in Belgium to push for more funding to Amisom troops from UN
President Uhuru Kenyatta has taken his campaign to have the African Union Mission in Somalia (AMISOM) upgraded to a UN Mission to the European Union Headquarters in Brussels where he held talks with UN Secretary General Ban Ki-Moon. Mr Kenyatta has strongly opposed the EU plan to cut funding to AMISOM troops by 20 percent saying it is not only in Kenya’s interest to crush the al-Shabaab terrorist group, but a global gain. It was a subject given priority when he called on French President Francois Hollande and German Chancellor Angela Merkel back in April and both European leaders agreed that it was not only pertinent but imperative that global leaders work together to dismantle the web of international
terrorist cells. President Kenyatta was invited to give a key-note address during the opening of the European Development Days forum in Brussels and he took advantage of the opportunity to table his concerns over the funding right to the doorstep of the European Commission. And after the address, Mr Kenyatta met with Ki-Moon on the sidelines of the meeting and it is expected that the discussion on the Amisom case took place. Which, it could be argued, makes President Kenyatta’s point; that the UN needs to put its money where its mouth is and take on a greater role in restoring peace to Somalia. NCIC now wants those on hate speech charges barred from elective posts The National Cohesion and Integration Commission (NCIC) now wants politicians accused of hate speech to be locked out of elective positions. The commission has said it is working with other stakeholders including the registrar of political parties, the National Intelligence Service (NIS) and the Independent Electoral and Boundaries Commission (IEBC) to have the proposed guidelines implemented. NCIC commissioner Roba Sharamu said all politicians and other individuals intending to join active politics will require to obtain a clearance certificate of ‘social cohesion’ from the commission before being cleared by the electoral body. “We are working with IEBC, NIS and the registrar of political parties to institute new guidelines of how to come up with a clearance certificate from the cohesion commission before being cleared by any other electoral agency,” Dr Sharamu said. He said the new proposals is among a raft of measures that NCIC has come up with to reign in rogue politicians who are accustomed
to spewing hate as a way of gaining political mileage. Eight MPs were yesterday arraigned in court with various charges of incitement and hateful remarks even as CID boss Ndegwa Muhoro promised tough action against offenders. The eight legislators from across the political divide include Moses Kuria, Ferdinand Waititu, Junet Mohamed, Kimani Ngunjiri, Timothy Bosire, Machakos Senator Johnson Muthama, Busia Woman Representative Florence Mutua and her Kilifi counterpart Aisha Jumwa. The court allowed police to hold them for four days ruling that the rights of the politicians are outweighed by public interest and national security in the filed case. The prosecution said the country is on the precipice of election-related violence and some leaders have intensified incitement. State appeals for blood as shortage hit hospitals

The Ministry of Health has appealed to Kenyans to donate blood amid an acute shortage of the life-saving commodity in various hospitals across the country. Speaking under the auspices of the World Blood Donor Day celebrations held at the University of Nairobi yesterday, acting director of medical services Jackson Kioko said that the Kenya National Blood Transfusion Services (KNBTS) failed to achieve its blood collection target last year. “Last year the KNBTS collected a total of 155,000 units of blood representing 39% of our national blood requirement which stands at 400,000 units,” Dr Kioko said. The missed target means the country now faces a deficit of 245,000 units of blood which could affect normal operations in the health sector. Dr Kioko warned that drastic measures need to be put in place to plug the deficit even as he maintained that the Health Ministry is taking steps to address the issue. “To meet the deficit we have adopted various strategies including targeting the adult blood donors and scaling up donor education and communication,” he said. He noted that the demand for blood and blood products have increased sharply over the last couple of years because of natural calamities,
terrorist attacks and road traffic injuries among other causes. About 60 percent of blood in Kenya is transfused to women and children suffering from severe anemia and sickle cell diseases among other illnesses. KNBTS Director Margaret Oduor noted that 80 percent of blood donors in Kenya are between the ages of 16 and 25 years with the bulk of the donors (60 percent) mainly teenagers from high schools. She said that the blood agency’s main focus area is increasing donation from the adult demographic of Kenya’s population. “We are working on embracing the adult population to become blood donors as they have lagged behind in blood donation among all strata of the population,” Dr Oduor said. Kioko meanwhile decried that funding from Western donors had reduced gradually over the years putting a strain on the ministry’s budget. The US Government has been the greatest supporter of the Ministry of Health and KNBTS through PEPFAR, an initiative to address the HIV/AIDS pandemic in Africa. The program has pumped Sh60 billion to support blood transfusion in the country since its inception in 2004.

The wife of the gunman who killed 49 people at a gay nightclub in Orlando, U.S.A could face charges in connection with the attack, it has now emerged. Prosecutors have convened a grand jury to investigate Noor Salman, wife of gunman Omar Mateen, sources quoted by Fox News and Reuters say. She is reported to have told police she tried to talk her husband out of attacking the Pulse nightclub. The attack in Florida was the worst mass shooting in recent US history. Fifty-three people were wounded and six remain in a critical condition. Prosecutors quoted by Fox News said they were seeking to charge Noor Salman as an accessory to 49 counts of murder and 53 counts of attempted murder, as well as with failure to warn authorities about the impending attack. It was possible that Mateen had called his wife from inside the club while the killings were taking place, Fox quoted a source as saying. Although Ms Salman has been questioned since the attack early on Sunday, she has not been arrested. US Senator Angus King, a member of the Senate Intelligence Committee which received a briefing on the investigation, told CNN that “it appears she had some knowledge of what was going on”. “She definitely is, I guess you would say, a person of interest right now and appears to be co-operating and can provide us with some important information,” he added. US media yesterday reported that Noor Salman (Pictured below) had gone with Omar Mateen to buy ammunition and had also driven him
to the Pulse nightclub on a previous occasion because he had wanted to survey it. However, she said she had tried to talk her husband out of carrying out the attack, sources quoted by NBC News said. Mateen’s father, Seddique Mateen, said on Tuesday that Ms Salman, his son’s second wife, had returned to the couple’s flat on Monday to pick up some clothes. He said she and the couple’s young son were still in Florida but declined to say where. Mateen, 29, who was killed when police stormed the club, pledged allegiance to so-called Islamic State (IS) during the attack, authorities say.

Health Ministry, WBG urge state to adopt evidence-based policies A team consisting of World Bank economists, Health Ministry representatives and other industry leaders from across the country has urged the Kenya government to use an evidence-based approach to improve the implementation of government policies and programmes. In a meeting that was chaired by Arianna Legovini, Manager of the World Bank’s Development Impact Evaluation (DIME) department at a Nairobi Hotel yesterday, the team discussed ways to spur development with the far-reaching goal of improving the living standards of Kenyans across the board. The forum consisted of a panel that included Ladisy Chengula, Lead Agriculture Economist for the World Bank; Mr. Elkana Ong’uti, Chief Economist for the Ministry of Health; Mr. Nga’nga Munyu, CEO of the Rural Electrification Agency; Dr. Rose Oronje, Director, Science Communications and Evidence Uptake for the African Institute for Development Policy and Eng. Stephen Mbugua, Commercial Director for the Nairobi City Water and Sewerage Company World Bank research has found that despite the fact that Kenya is one of the largest producers of impact evaluations in the world, this evidence often does not reach its intended audiences, limiting its potential to inform policy. “Furthermore, research in its traditional form is often seen as lacking relevance for the operational and political realities that policymakers and practitioners face on a daily basis,” the Bank said in
a statement. As such the Development Impact Evaluation (DIME) group within the World Bank works jointly with National Government counterparts to build evidence that focuses on informing policy and operations by working throughout the life cycle of projects to improve the potential for development impacts. “With this purpose, this one-day event brought together policymakers, practitioners and researchers in a highlevel discussion on how evidence can be used to generate relevant insights

Low inflation to support income growth and consumer spending Falling inflation is set to support income growth and consumer spending in Kenya, a new report has revealed. The analysis, dubbed ‘Global Economic Prospects’, is a World Bank Group flagship report for June 2016. It indicates that a number of oil importing countries, including Kenya, Tanzania and Uganda, have seen inflation ease in recent months, reflecting a steady exchange rate and disinflationary pressures from lower food and oil prices. This, says the report, has prompted the Bank of Uganda to cut interest rates in April, followed by the Central Bank of Kenya in May. “Fiscal positions have weakened across the region. The deterioration in the overall fiscal balance was due to a number of factors, including low commodity prices, decelerating capital inflows, and weak growth, which depressed revenues,” said the analysis. Based on the data, the external environment confronting Sub-Saharan

President Kenyatta meets Angolan President over trade barriers
President Uhuru Kenyatta yesterday held talks with President José Eduardo dos Santos in the Angolan capital of Luanda, focusing on rapidly growing trade and bilateral cooperation between the two nations. On the agenda was the easing of barriers to trade and business between Kenya and Angola, one of Africa’s fastest growing economies, and which has a keen eye to diversify away from oil. The bilateral talks came on the margins of the 6th International Conference on the Great Lakes region (ICGLR). The two leaders considered easing the visa regime to ensure that Kenyans have improved access to Angola’s markets, and, in return, that Angola’s private sector can make the most of the opportunities that Kenya offers. Under Kenya’s progressive visa regime, Angolans can already access visas on arrival at a Kenyan port of entry. At President Kenyatta’s request, President Dos Santos said that Angola would look to allow national carrier Kenyan Airways to increase scheduled direct passenger flights, use larger aircraft to replace the current Embraer and Boeing 737 that ply the route thrice a week, and launch cargo flights. The Bureau of Democracy, Human Rights and Labour (DRL) has called on Kenya-based organisations to help in the global fight against terrorism, offering groups up to Sh75 million in funding. DLR is seeking applications from eligible organisations for a program entitled “Building Trust between Community Members & Security Providers in Coastal Kenya” with an aim to prevent radicalism and violent extremism by building trust and collaboration between community leaders, youth, and security providers in Lamu and other counties in Coastal Kenya, particularly Mombasa, Kwale and/or Kilifi. “Proposed programs should address socio-economic and governance challenges and other factors that have intensified the negative effects of decreased tourism, ongoing land and property conflicts, and increased security force targeting of Muslim communities in the region,” Deepika Singh, a spokesperson on behalf of the group has said. The programme seeks to cultivate working partnerships between communities and security providers across ethnic and social divides as wellas develop collaborative responses to shared community security challenges. It also seeks to strengthen capacity and leadership skills among community leaders to engage government actors at the national, county and local levels on security provisions. Fuel prices jump on back of high importation costs

The Energy Regulatory Commission (ERC) has increased the cost of fuel in its latest review, attributing the increase to a jump in international oil prices as well as high importation costs. The latest review will force low income earners - especially those who use kerosene the most - to dig deeper into their pockets, According to the ERC, a litre of super petrol went up by Sh1.92, diesel by Sh3.34 and kerosene by Sh3.82. However, the review has not included a recent increase in excise duty on kerosene. Following the review, super petrol in Nairobi will retail at Sh 86.17, diesel at Sh73.71 while kerosene will retail at Sh50.80. In Mombasa, super petrol will sell at Sh82.78, diesel at Sh70.36 and kerosene at Sh47.98, whereas in Nakuru, super petrol will retail at Sh86.96, diesel at Sh73.69 and
kerosene at Sh51.71. In Marsabit, a litre of super petrol will trade at Sh93.07, diesel at Sh80.62 and kerosene will sell at Sh57.70, while in Eldoret, super petrol will go for Sh88.15, diesel at Sh75.87 and kerosene at Sh52.78. In Kisumu, motorists will buy a litre of super petrol for Sh88.21, diesel at Sh75.94 and kerosene at Sh52.77. ERC is in consultation with the Kenya Roads Board and the Kenya Revenue Authority (KRA) in a bid to establish the implementation date on the Road Maintenance Levy proposed in the current 2016/17 budget estimates. The move would see the commission increase taxes in the subsequent pricing of super petrol and diesel. The United States Agency for International Development (USAID), the US government agency responsible for administering civilian foreign aid, has called on Kenya’s government to invest in the country’s private sector in order to boost food security. The move comes just as USAID research has found that Kenya has the potential to end its food crisis but lacks the infrastructure to do so. The research has confirmed that a sustainable global food system requires a vibrant private sector, which brings market access, cutting-edge business practices, and innovative insights to the development table. This is according to a testimony from Dr. Beth Dunford, Assistant to the Administrator in USAID’s Bureau for Food Security, as well as the Deputy Coordinator for Development for Feed the Future, the US Government’s global hunger and food security initiative. Speaking before the House Foreign Affairs Subcommittee on Africa, Global Health, Global Human Rights, And International Organizations earlier this month, Dr. Dunford added that inclusive economic growth is the most sustainable way to accelerate development and eradicate extreme poverty. The Food and Agriculture Organization of the United Nations estimates that 795 million people are undernourished globally, 98 per cent of whom live in developing countries. Audiences outraged over offensive radio programmes
A large number of radio listeners are not satisfied with the content aired between 5:00am and 10:00pm (watershed periods) a new survey has revealed. An analysis by research group, Momentrum Consulting reveals that 66 per cent of radio listeners are exposed to offensive content. These listeners state that the strongest reason for concern was the content’s influence on children. “Use of offensive language in front of young people sets bad example [and] denotes lack of respect,” said Peter Ndiba from Momentrum Consulting. On the other hand, 46 per cent see offensive things on television, issues of most concern being swearing on TV. The survey was conducted to identify current trends and prevailing community attitudes. The analysis was also carried out in order to identify standards on good taste and decency in broadcasting across Kenya’s society. The survey featured 2,166 respondents and 22 group discussions. Ninety-one to 96 per cent of respondents expressed concern over strong language, swearing, sexual content and intrusion into private lives. “Fifty-five to seventy-six per cent feel that most issues are getting worse in terms of Morality, Values and Standards of Behavior,” added Dr. Ndiba. Audiences held that broadcasters have a duty to set standards rather than just reflect society. On the issue of acceptability of portrayal of sex and nudity during the watershed period, 69 per cent of correspondents argue that broadcasters have some responsibility due to a lack of parental supervision during these hours. @Lenah_x254

Which still begs the question ‘how did a man who had been on an FBI without any alarm being raised?’ America is one of the few countries in the world where a citizen can enter a shop and buy a gun with no fuss as long as they do not have a criminal record. Even though the idea that a person has every right to protect themselves and their property against destruction should work in theory, try to keep guns away from criminals but most guns that end up in their hands are not bought, they are stolen and the high power ones are smuggled into the country. It is election year in America and gun reform will no-doubt be doing the rounds.

Some of these victims Elementary School shooting where 20 children aged between 6 and 7 years old down was apparently not enough of a wake-up call for American policy makers. America might have a long and storied history with guns, the country does have a 239 year old document to back this up, but change needs to come and it needs to shooting with shock and awe, others even questioning how a single gun man could get away with as many murders. And still the senate has not been forthcoming to has put on the spot Hilary Clinton and the trigger happy Trump who unfortunately wants more guns in people’s hands. As the world debates about sexual orientation, it remains that the major problem is indeed gun control and America better act fast.

When emerging from the water, take a deep breath and then exhale when your head is under the water. It takes some practice but it is worth learning to build some swimming skill. LIFTING SOME WEIGHTS Lugging heavy objects can take the breath right out of someone. Strength training when improperly done can actually result in serious injury such as a dislocated shoulders and spinal disc protrusions, which is about as painful as it sounds. When doing strength training remember to exhale when putting effort or lifting and inhale when your muscles are relaxed. Do not hold your breath while lifting weights as the increased pressure in the chest would result in a corresponding spike in blood pressure.

Comedian Kevin Hart’s home in California was robbed over the weekend, the Los Angeles Police Department has confirmed. The LAPD says two suspects broke through the back door of Hart’s house by prying it open, making off with high-end valuables and property. $500,000 worth of items were stolen from the comedian’s residence -- including jewelry, watches and clothes -- however, the LAPD could not confirm that amount. Hungary stuns 10-man Austria with 2-0 win Hungary produced a Euro 2016 shock with a win over 10-man Austria as both teams opened their campaigns in France. Austria almost scored the quickest ever goal at the Euros but David Alaba’s shot after 28 seconds hit the post. Hungary contained their rivals and took the lead when Adam Szalai slotted in Laszlo Kleinheiser’s pass. A disappointing Austria had Aleksandar Dragovic sent off for a second bookable offence before Zoltan Stieber sealed Hungary’s win with a composed dink. Hungary are back at a major tournament for the first time since the 1986 World Cup and triumphed by virtue of superior work-rate, organisation and quality. They might not have had as many household names as their rivals but they had more of a team ethic and were rewarded when Szalai, having been involved in the build-up twice - put them in front. In the closing moments Stieber coolly lifted the ball over the keeper to seal the win. “We knew what to expect from Austria and we knew what their strengths were. We took their important players out of the game which was key, and that was vital to our success,” said Hungary boss Bernd Storck. It was also a memorable day for Hungary keeper Gabor Kiraly, 40, who overtook Lothar Matthaus’ record to become the oldest player to appear at a
European Championship finals. He defied his years when he dived low to his left to save Junuzovic’s deflected shot but, overall, he had little to do. Former West Brom and Fulham midfielder Zoltan Gera, 37, was an influential presence for Hungary in midfield as he made the most tackles of any player on the way to a famous win for his country. Austria had high hopes at Euro 2016 after they won nine out of 10 matches in an unbeaten qualifying campaign. However, Alaba’s early effort aside, they struggled to live up to the expectation as key forwards Zlatko Junuzovic, Marko Arnautovic and Marc Janko were comfortably marshalled by the Hungary defence. Arnautovic did produce one lovely flick in a one-two that opened up the Hungarian defence but, after receiving the ball at the far post, Martin Harnik mishit his effort at goal. Junuzovic, who had 10 assists in the Bundesliga as he helped Werder Bremen avoid relegation last season, went off with an ankle injury and Austria manager Marcel Koller will be concerned by the seriousness of that as well as the lack of cohesion and quality from his side. “I think we started well. Essentially I think we were too nervous in the first half and lost the ball too often unnecessarily. We gave Hungary the chance to have possession too often,” Koller said after the match.

Lallana ups stakes ahead of England clash with Wales tomorrow
Adam Lallana claims England will not be intimidated by Wales’ Gareth Bale when they meet in Lens on Thursday in their Euro 2016 encounter. Lallana’s former Southampton teammate scored a trademark free-kick in Wales’ 2-1 win against Slovakia and has dominated the prematch build-up. Asked whether the aura around Bale, 26, would affect England, Lallana said: “I know that won’t affect me or our team. “We’ve got plenty of players with that aura and special talent.” Lallana, 28, who came through
the youth system at Saints with Bale, added: “I don’t believe that will come into play at all.” Bale has been outspoken in the run-up to a game that carries huge significance after England only drew 1-1 in their opening game against Russia, claiming Wales had more “passion” than Roy Hodgson’s side. “I’m sure he didn’t mean it in too serious a manner, knowing Gareth,” said Lallana. “It’s part and parcel of the
build-up. We know that we will do our talking on the pitch like I believe they will want to do. The match can’t come soon enough for me. “Maybe they want to spice things up before a big game but we’re all used to that. It is about not getting lured into it.” And rather than being intimidated by Bale, Lallana (pictured left) believes England possess the attacking threat to strike fear into the Welsh. Lallana said: “I think they’ll definitely be thinking about that. Anyone would who is playing against us and looking at our team - not just our team but our squad. There are attacking players on the bench we can use and there are great options there.” “It’s definitely one of the best England squads I’ve been involved in, so if someone is having a bad day, or there are injuries or suspensions, we’ve got options in abundance to come in and keep the standards high.” So should Wales be worried about England? “I think they will be and will
be doing their preparation to try and stop us,” said Lallana. Wales are two points ahead of England after the first round of games, Chris Coleman’s side opening with victory against Slovakia while Hodgson’s side conceded a last-minute equaliser against Russia in Marseille. And Lallana admits these results mean England go into the game as the team under greater pressure. “Yes that’s the case but we thrive on pressure week in and week out,” he said. “It brings out the best in us. That’s what we have to deal with. It’s a big football match, not just because it is Wales versus England but because of the state of the group. “It would be great for us to get the win with how the group lies at the minute.”

Both Chile and Argentina registered comprehensive wins to seal their places at the Copa America quarter finals as the last group stage matches ended early today. Chile beat Panama 4-2 to set what will be a thrilling encounter with Mexico in the last eight while Gerardo Martino’s Argentina Venezuela in the Saturday fixtures. Panama needed a win in Philadelphia to knock the defending Copa champions out of the tournament and started brightly when Miguel Camargo’s long-range shot skipped underneath Chile goalkeeper Claudio Bravo to give the underdogs an early 1-0 lead. But Chile struck back quickly to level the score at 1-1. Alexis Sanchez got free in the Panama penalty area, and his well-hit shot was parried away by Jaime Penedo right into the path of Eduardo Vargas who tapped home. Vargas then scored his second goal of the first half in the 43rd minute heading home a pinpoint cross from Jean Beausejour to put his team in the lead. Brazil sack Dunga after Copa knockout
Dunga has been sacked as Brazil head coach after their shock exit from the Copa America. Dunga, who captained Brazil to World Cup success in 1994, was named national coach for a second time in 2014. But the team were knocked out in the group stage of the Copa America for the first time since 1987 as they lost 1-0 to Peru in Massachusetts on Sunday. Dunga, 52, had previously been in charge from 2006 to 2010, winning the Copa America in 2007. Corinthians manager Tite is the favourite to succeed him. The 55-year-old led the club to the Brazilian Serie A title in 2011 and 2015, as well as the Copa Libertadores and World Club Cup in 2012. Whoever succeeds Dunga (pictured above) will lead Brazil’s under-23 squad, including Barcelona forward Neymar, in August’s Olympic Games in Rio de Janeiro. Dunga’s replacement will also take over a Brazil side which has made a poor start to qualification for the 2018 World Cup in Russia, occupying sixth place in the South American qualifying group.
