Chief Justice Willy Mutunga retires by end of day today, leaving behind a headless judiciary following a Supreme Court ruling that also sent home his deputy Kalpana Rawal. While Dr Mutunga had already indicated he would retire today, the case of Deputy Chief Justice Rawal remained largely unknown until Tuesday this week when her colleagues at the Supreme Court bench disqualified themselves from hearing an appeal challenging her retirement, to let the decision by the appellate court that she goes home after attaining the age of 70 stand. That fate has been sealed today after Rawal and fellow Judge Justice Tunoi lost their last ditch attempts to block their exit from the Judiciary. This is after the Supreme Court declined to reinstate a stay order initially issued by Justice Njoki Ndungu for 21 days, saying there was no bench to handle the matter. “The matter has ended there,” outgoing CJ Willy Mutunga said in a brief ruling today. The Supreme Court vacated Justice Ndungu’s stay order and upheld the Court of Appeal decision declaring that Deputy
CJ Rawal and Tunoi should retire since they had attained the age of 70. That means Dr Mutunga will exit the judiciary today alongside his deputy as well as Justice Tunoi. With three of the seven Supreme Court Judges going home, and their replacements not yet in place, the judiciary remains without a leader as the CJ is the President of the Supreme Court and head of the organ. The Ombudsman now says they had foreseen the situation and raised the matter long enough.

Otiende said with only four judges left at the Supreme Court, the uppermost court can no longer function. “The constitution requires that for the Supreme Court to act, there has to be 5 judges.” Under Section five of the Supreme Court Act, the senior Judge or a judges with professional seniority acts as the Presiding judge and takes the judges take precedence after the CJ and the DCJ, according to the dates on which they took office as judges of the Supreme Court. In this case, justice Tunoi was third in the pecking order and with his exit after yesterday’s Court ruling on his retirement age, Justice Mohammed Ibrahim becomes the presiding judge, having joined the Judiciary before the other three – Jackton Ojwang, Smokin Wanjala and Njoki Ndung’u. However, for effective management of the affairs of the Supreme Court, Ombudsman underscored the fact that the acting Judge is likely to face myriads of problems since there are roles that only the CJ can perform.
The Commission on Administrative Justice chairman Otiende Amollo said the transition in the Judiciary are among the four issues the commission raised in January but their advisory opinion was ignored. “We did not need to go there and as a Commission we raised the issues in January this year. It was foreseeable from last year that we would be at this point, even if it was not constituted,” Otiende said on NTV today. Although the process of judicial transition was not contemplated in the Constitution, Ombudsman says the

Mutunga who gave a farewell address to the Senate yesterday, said: “Conservative societies don’t vote for such a progressive Constitution, it is only an activist or a progressive society that would have recommended the total disbanding or vetting of the Judiciary.” “It is only a progressive society that could have provided for an open, competitive recruitment of a Chief Justice in the full glare of the media. Conservative societies do not do that. It is also a progressive not a conservative society that frowns upon legislative supremacy in favour of constitutional supremacy even while acknowledging the important role played by the people in a democracy,” Dr Mutunga added. “If by conservatism, they mean what I found in the Judiciary. Then I’m so glad I am not conservative even by unconscious accident,” he went on. He said the Constitution and the courts have become a symbol of hope for the people of Kenya through its activism. and grit. “You will recall that long before the fight on corruption become vogue, we were the first Arm of Government to take bold action against corruption. in the administrative wing and the cartels and bandits fought us viciously using their beachheads in the National Assembly, Executive and the media, but we prevailed,” said Dr Mutunga. Senate Speaker Ekwee Ethuro on his part said African leaders can learn from Mutunga who is retiring a year before end of his term. “While a considerable number of Kenyans regret your exit at this time, it is useful heed the words of a renowned British author and satirist Malcolm Muggeridge, “Few men of action have been able to make a graceful exit at the appropriate time. Kidero to sue Sonko over ‘murderer’ claims Nairobi Governor Evans Kidero has threatened legal action against senator Mike Sonko after the brawl that occurred between the two politicians yesterday. Dr Kidero has warned that he will sue Sonko over allegations the senator made accusing Kidero of grabbing people’s land and committing murder. Sonko made the allegations during yesterday’s sitting of the Senate’s Public Accounts Committee where the Nairobi Governor had been summoned to answer audit queries raised by the Auditor General. “I have never been to prison before while senator Sonko has criminal cases to answer to,” Kidero said as he distanced himself from the accusations. He further said that murder is a capital offence and a capital crime adding that the claims ought to have been channeled through others avenues and not the PAC session. Kidero also threw dirt on the senator questioning his deep pockets and
endless generosity that has been the puzzle of many earning him the moniker ‘sonko’ meaning rich in Sheng. “I made my first million shillings when I was 24 years through my hard work. Let Sonko tell Kenyans where he gets his money,” Kidero said. He demands an apology from the former makadara MP saying yesterday’s melee was an embarrassment for a county boss of his stature. “The Nairobi senator owes me, my family, friends and supporters an apology. I am not a murderer and also not a property grabber,” the governor said. Kidero however denied that Sonko punched him following the altercation. “I don’t think as leaders we have to fight. Police warn supporters of detained MPs Police have warned a group of activists planning to block a section of Mombasa Road Thursday morning to protest the continued detention of Machakos Senator Johnson Muthama and seven other lawmakers to expect counter measures. Inspector General of Police Joseph Boinnet said they are privy to information the group will use trucks to block the road between Athi River and Kyumbi and others areas. Muthama is among eight CORD and Jubilee lawmakers detained since Tuesday over hate speech and have been denied bail. Boinnet indicated that stern action will be
taken against anyone or a group of people who will “inconvenience motorists by resorting to block roads.” The High Court will on Thursday morning issue reasons for turning down the bail applications for the eight, from both the Jubilee Alliance and CORD facing hate speech charges. This is after the court rejected pleas to have them released on bail Wednesday. The ruling was issued after five CORD lawmakers filed an urgent application in the High Court for release on bail. The MPs were ordered to be held until June 17 when they are due back in court.

Bomb scare forces city embassy into lockdown
The Canadian Embassy was earlier today forced into lockdown with an emergency evacuation conducted following a bomb scare that also lead to a temporary closure of Limuru road in Nairobi. A suspicious parcel delivered to the High Commission in Gigiri caused the scare Bomb Disposal Unit officers arrived at the scene. The officers later safely opened the parcel,
earlier suspected to contain explosives, and only found visa application forms. “There is no cause for alarm at all; the parcel has been opened safely and found to have visa forms,” Inspector General of Police Joseph Boinnet said. Police later opened the road a few minutes to noon.

Why Garissa University attack is back on news Following the shooting at a gay nightclub in Orlando, USA, people have been sharing a BBC news story about last year’s attack at the Garissa University College. And in just one day, more than 672,000 people have read the story after seeing it on their social media accounts. The shooting at Garissa University by the Somali militant group al-Shabab left 147 people dead. One person later died from their wounds. But the story was written in April 2015. “What is happening to this world? Sending all my love to Kenya right now,” One user @ShabeyDoo tweeted under the hashtag #PrayForKenya. 86% of viewers saw the story on Facebook. The story has even appeared on the BBC news website under current “most read stories”. But why has it reappeared? Many people seem to think that this is a recent attack, one that happened after the Orlando shootings, and began sharing the story on social media. “Absolutely horrific. My thoughts and prayers go out to those affect. The
violence has to stop. #Kenya,” another user @PatricksReagan tweeted. Readers have felt sadness and shock at what they thought was another recent tragic attack based on religious motives. Leon Sousa tweeted the story, writing: “OMG another attack, what is going on in the world, these poor people, my thoughts and prayers with the families.” Others criticise western media organisations for not covering the attack. Terry Mendez posted the link on Facebook, asking: “Why isn’t this in the news 147 students murdered in a Kenyan university?” Some social media users began commenting that the story was not appearing in mainstream media because the attack took place in Africa, and the victims were predominantly black. Kevin Falkenberg wrote on Facebook: “If these kids were gay or white you would be reading this in English and seeing it posted all across your FB”. One of the earliest mentions of Garissa can be traced to Spanish-speaking
Facebook users. It’s possible that articles raising issues of race were then shared which then highlighted the Garissa attack. Users began sharing an article in Spanish about the difference between the shooting at the Pulse nightclub in Orlando targeting gays, and the assault on Garissa University against Christians. They then also started to post links to an old article
from when the attack happened in 2015. But many thought that the attack had taken place after the Orlando shootings. Sanis Jimenez, from the Dominican Republic, commented on Facebook in Spanish about the lack of coverage on Garissa. He posted that the attack appeared not to seem as important to people because those who died
were mainly poor and black. Leonel’s Lozano-Lmc in Panama echoed his remarks, writing that that black and poor people seemed less important to the world. Facebook says that one reason for the large number of shares is that Garissa appears on Facebook’s list of trending topics in a person’s newsfeed. Justin Osofsky from Facebook explains that this list is a way to help people discover major events. In a blog post detailing how the feature works, he says: “This list is personalised - meaning different people will see different trending topics depending on their location, the pages they have previously liked, feedback provided by the user and what’s trending on Facebook overall”. This is not the first time the story about the assault on the university in Garissa has had a resurgence. Following the Paris attacks in November 2015 around seven million people clicked on the BBC News website story. And once again the majority of readers were not in Kenya - or even in Africa.

Wreckage of the EgyptAir flight that went missing over the Mediterranean last month has been found, Egyptian investigators say. A statement said “several main locations of the wreckage” had been identified. A deep sea search vessel had also sent back the first images of the wreckage, the statement added. There were 66 people on board flight MS804 when it crashed on 19 May while flying from Paris to Cairo. The Airbus A320 plane vanished from Greek and Egyptian radar screens, apparently without having sent a distress call. The Egyptian investigation committee said that investigators on board the John Lethbridge search vessel, which has been contracted by the Egyptian government, would now draw up a map of the wreckage distribution.
Earlier this month, search teams said signals from one of the “black box” flight recorders had been detected. Signals emitted by the recorders are expected to expire by 24 June, experts have warned. The cause of the crash remains a mystery. A terror attack has not been ruled out but no extremist group has claimed the downing of the plane. Analysts say human or technical error is also a possibility. Flight data revealed that smoke detectors went off in the toilet and the aircraft’s electrics, minutes before the plane’s signal was lost. According to Greek investigators, the plane turned 90 degrees left and then 360 degrees to the right, dropping from 11,300m (37,000ft) to 4,600m (15,000ft) and then 3,000m (10,000ft) before it was lost from radar.

Consolidate gains made in Somalia, Uhuru urges UN
President Uhuru Kenyatta yesterday held talks with UN Secretary General Ban Ki-Moon where he urged the United Nations to support the African Mission in Somalia just like it does other peacekeeping missions. President Kenyatta made the request as he informed Ban Ki-Moon that Kenya’s decision to close the Dadaab refugee camp after hosting people displaced from Somalia for the last quarter century was timely. The President said the repatriation of the refugees will be done in an orderly and humane manner. On his part, the Secretary General conveyed to President Kenyatta he United Nation’s concern for a humane process of repatriation. CS Amina Mohamed later said that Mr Kenyatta managed to convince the UN chief on the need to close the camp. “He obviously agrees that Dadaab has been in place for a very long time. The only obviously issue for the UN has been that the repatriation has to be done in a dignified manner and he was given assurances that, that would happen,” the Foreign Affairs minister said. The President said stability is returning to Somalia even though more work needs to be done including supporting the government of Somalia for more durable solutions. President Kenyatta said besides humanitarian assistance, the world needs to channel more efforts to support the security forces of Somalia to secure the country for the stability of the region.

He said the United Nations should take up the role of coordinating efforts from different countries that have offered to support the security forces of Somalia. The President reiterated the need to reinvigorate AMISOM and the Somalia National Army in accordance with the conclusions of the High Level Conference on Somalia that was held in Istanbul, Turkey, in February 2016. He also informed the Secretary General that there was an urgent need for the UN to provide AMISOM with force multipliers for better operational capabilities.
“There is an urgent need to ensure predictable, adequate and sustainable funding for AMISOM through UN assessed contributions,” said President Kenyatta. During the talks held at the sidelines of the European Development Days (EDD), President expressed Kenya’s appreciation for the support the UN has provided to Kenya in the war against terrorism through the Counter Terrorism Committee. President Kenyatta reiterated Kenya’s commitment in supporting the implementation and review of the UN Global Counter-terrorism Strategy and the UN Secretary
General’s Plan of Action to Prevent Violent Extremism. The review of the UN Global Counter-Terrorism Strategy is currently ongoing in the context of the UN General Assembly and it is expected that a new resolution outlining the new strategy will be adopted on 30th June 2016. The President and the Secretary General also discussed the strengthening of the United Nations Office in Nairobi. President Kenyatta expressed Kenya’s willingness to continue working closely with the UN in addressing global challenges.

Donald Trump is barreling toward a collision with fellow Republicans, upending recent progress in uniting the party -- and even threatening to go it alone if GOP leaders don’t fall in line. The presumptive GOP nominee on Wednesday went so far as to tell its elites that he did not need them at all. And leading Republican fixtures, who just a month ago had been inching slowly yet unmistakably toward the Trump banner, are now pacing the other way, revoking endorsements and even considering ways to throw him overboard at the Republican National Convention. Trump’s unwillingness to wage a traditional campaign is inviting a new round of handwringing from GOP elders, whose worries have only intensified after much-criticized Trump’s reaction to the massacre at an Orlando nightclub this past weekend. And the hostility is mutual. At the Fox Theater in Atlanta on Wednesday, Trump expressed himself more candidly than he has ever since becoming the presumptive nominee in early May. “We have to have our Republicans either stick together, or let me just do it by myself. I’ll do very well,” Trump told the crowd. “A lot of people thought I should do that anyway, but I’ll just do it very nicely by myself.” In the six weeks since he cleared the Republican field, he’s done just the opposite: He inked a fundraising deal that tethered himself to the Republican National Committee and made him reliant on its donors to bail him out of his fundraising deficit. He courted prominent conservatives like Paul Ryan and leading financiers like Sheldon Adelson -- and landed them. Ministry partners with county government to clean up cities The Ministry of Tourism has partnered with county governments to light up towns and clean up cities in a bid to reinvigorate the floundering sector. Kenya’s tourism industry, according to Cabinet Secretary Najib Balala, needs to be rebranded due to travel advisories that had troubled the sector, as well as recent cases of political unrest in the country ahead of next year’s general election. “I keep saying that we cannot afford to offer substandard services to domestic tourists, must give value for money,” the CS said yesterday. “If we do not manage ourselves in 2017 and have a repeat of 2007/2008, we will not recover. We also need to repackage our product, rebrand our country. Instability of the country is worrying us in the Tourism industry,” Balala added. The Cabinet Secretary was speaking during a recent address in Nairobi. He urged the public and the media to work towards promoting the tourism industry. “What we are experiencing now brings fear. Bad press is also not doing us good. We cannot control international media, but local print media can do better to manage the situation,” the CS said. “We are also working with County governments, in lighting towns, cleaning up cities,” Balala added. According to a report from the Africa Economic Development Institute, the two governments are expected to expand transportation and tourism between the two countries. The report states that both countries had previously signed important agreements on energy, including possible collaboration in nuclear power projects. “Kenya’s goal to become a fully industrialized middle-income country
by 2030 is highly dependent on the country’s ability to satisfy the increasing domestic energy demands. Posta migrates from analog to digital platform
Posta Kenya has migrated from its analog platform for sending and receiving mail to a digital platform, allowing its customers to access convenient services. The postal service company has achieved this through its new ‘Mpost’ platform, a mobile-based technology that enables customers get their box address by using their mobile phone numbers. Speaking early today in a Nairobi hotel, Cabinet Secretary for ICT Joe Mucheru said that the launch will help boost the country’s revenue as many people will be able to sign up to the platform “With this platform, we believe that the corporation will be able to compete with other sectors,” said Mucheru. “Our customers will be able to get their package delivered to their doorstep at a small cost of Sh300 only,” said Enock Kinara, Postmaster General Postal Corporation of Kenya. Kenya has 623 post offices across the country that deliver services to different clients. Through this new platform, customers will be able to save up to Sh2,000 since the previous cost of owning a postal address required a service fee of Sh2,300. Kinara said that the corporation has plans to venture into passenger services, “We are also migrating to transportation known as Posta Liner Services. Kenya will continue to attract FDI Global anti-corruption conference receives despite recent hurdles - Treasury Kenya’s support as state moves to fight graft Kenya’s strategic significance as a hub for investment into East Africa will ensure that it continues to attract a fair proportion of foreign direct investment (FDI) projects, the National Treasury has said. In a statement released just hours ago, the Treasury noted that FDI into Kenya tends to be more diverse, with a growing emphasis on (less capital intensive) services and manufacturing sectors. “The continent could attract investment because of higher returns than other regions of the world,” the statement added. The Treasury was basing its data on a recent survey from research group Ernst & Young, which indicated that Kenya has maintained its position as one of East Africa’s leading economies Earlier this month, World Bank Vice President for Africa Makhtar Diop announced that Kenya will get a World Bank loan of $1.1 billion (Sh111 billion) for infrastructure projects in the country’s arid northern region,. The loan is the latest in a series of
financing facilities to Kenya, which amount to $5.5 billion (Sh557 biliion), excluding the new package. “It is an unprecedented financial commitment to this part of Kenya,” Diop told Reuters in Nairobi over the weekend. The funds will be used to build roads, improve water and energy supplies and support livestock keeping. They will have a maturity of 50 years and an interest rate of less than 1 per cent. Projects to be funded with the facility include a modern road linking Isiolo with Mandera. The package was prepared at the request of President Uhuru Kenyatta. Diop said the World Bank expected Kenya’s economy to expand by 5.9 per cent this year, close to the government’s forecast of 6 per cent. It grew 5.6 per cent last year. This week the World Bank Group is participating in the International AntiCorruption Practitioner Conference as part of a far-reaching initiative to fight global graft that has seen countries like Kenya throw their hats into the ring. The three-day conference, which ends today, has received support from Kenya-based stakeholders. It comes just as the government has announced renewed efforts at fighting corruption with one of the latest moves being the online registration of motor vehicles. The move, which has garnered the support of Kenya’s National Transport and Safety Authority, seeks to fight graft by eliminating manual processes that are often tedious and encourage bribery. The Conference is hosted by the OECD, organised by the French Ministry of Justice, with the support of the World Bank and the United Kingdom. This three-day Conference will bring together representatives from anticorruption authorities worldwide responsible for investigating and
prosecuting corruption. OECD is an international organisation helping governments tackle the economic, social and governance challenges of a globalised economy. Drawing on the experience of members the World Bank International Corruption Hunters Alliance (ICHA), the conference is expected to generate new opportunities for engagement with some ICHA members from Africa, Europe and Central Asia to promote information exchange and innovative tools in addressing global challenges such as illicit financial flows, tax evasion, and asset recovery among others. The World Bank Group has stepped up its efforts to engage with governments, private sector and citizens in managing integrity and governance-related risks with an emphasis on strengthening systems, promoting transparency and a clearly-defined accountability standard as well as mechanisms for reporting fraud and corruption. Recently, a number of World Bank programs have
been designed to support clients in building systems for asset disclosure by public officials and to protect against money laundering. These efforts to build transparency and accountability also aim to ensure that clean public officials and business are recognized, while corrupt and criminal ones are sanctioned. The Government of Kenya last year committed to implementing the Extractive Industries Transparency Initiative (EITI) domestically and to identifying and enabling an EITI implementation focal point within the government within six months. EITI is an initiative that is aimed at promoting public awareness about how countries manage their oil, gas and mineral resources. Kenyatta urges Belgium to partner with Kenya’s private sector
President Uhuru Kenyatta has urged Belgium to partner with Kenya’s private sector in order to boost bilateral relations between the two countries. Speaking at the opening ceremony of the 2016 European Development in Brussels, the head of the state confirmed that the outcomes of the B2B meetings will be mutually beneficial to the private sector of both Kenya and Belgium. “I wish to urge the private sector of both our countries to expand the scope of business engagements since the nature
of business has changed,” President Kenyatta said in a statement yesterday immediately after arriving in Belgium. During his three day visit in Brussels, Belgium, the president is expected to deliver the keynote address at the European Development Days (EDD) and hold a series of bilateral talks on trade and security. While in Brussels, President Kenyatta is expected to share Kenya’s experience with the European Union (EU) leaders and other invited Heads of State and
Government as well as laying out Kenya’s perspectives on future partnerships and development cooperation. The President is scheduled to hold a series of bilateral meetings with senior officials of the EU including the President of the EU Jean Claude Juncker and the President of the European Council Donald Tusk. President Kenyatta is also expected to hold close door meetings with both Prime Minister Michel and His Majesty King Phillipe.
The President will also lead bilateral discussions with the Belgium Government, address the Belgian Business Community and attend an EU–Africa event. KRA iTax system bags global award as platform nets Sh280 billion in cash transactions
The Kenya Revenue Authority’s (KRA) efforts to transform the national revenue collection system using Information technology (IT) solutions have received a coveted commendation in the global banking arena. The award comes shortly after the Authority announced that it its iTax system has processed over Sh280 billion in transactions to date. In a rare feat for African public financial sector players, KRA was picked the ‘Highly Commended Winner, Best in Class Treasury Solution In Africa’ award, in the just announced Treasury Today’s Adam Smith Awards 2016. KRA won the Africa Category title from a wider pool of more than 219 nominations from 19 countries’ across the world, principally for facilitating a tax payment gateway for more than 37 local commercial banks on the iTax and Simba system platforms. Kenya’s Ambassador Zachary Muburi Muita has been appointed the Executive Secretary of the International Conference on the Great Lakes Region (ICGLR). The appointment was unanimously approved by the Heads of State and Government at Tuesday’s session of the 6th ordinary Summit of the ICGLR. This comes after yesterday’s announcement that the Foreign Ministers of the ICGLR had reaffirmed their nomination of the Ambassador. President Kenyatta thanked the ICGLR member states for supporting Kenya’s candidate, while conveying his confidence that Amb Muita’s experience would steer the Secretariat to greater heights. Muita takes over from the DRC’s Professor Ntumba Luaba who had held the position since 2011.

Agriculture sector suffers as Africa’s rate of productivity slows THURSDAY, JUNE 16, 2016
Kenya’s agriculture sector has shown what experts call a disappointing performance in recent months just as Africa’s rate of productivity has become sluggish. Strong GDP growth across the African continent has masked a disappointing productivity growth of 1.7 per cent, the Institute of Chartered Accounts in England and Wales (ICAEW) latest Economic Insight report has revealed. According to the report, from 2000 to 2015, the average GDP growth across Africa was 4.7 per cent per annum, a full 2.3 per cent points faster than the global average productivity witnessed in 1990s. However, for the period under review, trade and investment have buffered the continent against a global financial crisis, hiding low productivity figures with Kenya, in particular, recording sluggish numbers, specifically in agriculture sector. Michael Armstrong, Regional Director at ICAEW Middle East, Africa, and South Asia, said “Matching the performance of some other emerging market regions might, at face value, seem respectable enough. But the truth is that Africa is starting from a much lower level of economic development than these economies.” The reports suggests that African economics should be in a position to improve productivity in the agriculture sector. The report notes that the East African region was especially affected by inflation, recent Elnino rains which
caused major fluctuations in food prices especially in southern half of the continent with greater than usual rains in Kenya and Tanzania. However, Ethiopia has been particularly hard hit by adverse weather conditions, with the worst drought in around 30 years pushing food inflation to a peak of 16.2 per cent year on year in October 2015 and easing only gradually in the first half of 2016. “Poor agricultural output had an additional inflationary effect in some

Safaricom launches M-PESA ‘Bill Manager’ Service Safaricom has today launched a new service dubbed ‘Bill Manager’ that will enable customers to manage and pay bills via M-PESA. Kenya’s leading telecommunications firm has stated that as the Lipa Na M-PESA ecosystem continues to grow, the new service will allow customers to set automatic reminders and save Paybill numbers in order to streamline the payments process. “Over Sh20 billion is made in payments on the Lipa Na M-PESA service on a monthly basis. This new service will empower our customers to take control of their bill payments made using the service and is one more benefit that we are able to roll out thanks to the migration of the M-PESA servers back home last year,” said Bob Collymore, Safaricom CEO. Safaricom has rolled out a number of services that enrich the experience on the M-PESA platform including Hakikisha, a service that allows subscribers to check the intended recipient of any funds ahead of making a transaction. The new Phab2 Pro phone will use software and sensors to track motions and map building interiors, including the location of doors and windows. That’s a crucial step in the promising new frontier in “augmented reality,” or the digital projection of lifelike images and data into a real-life environment. If Tango fulfills its promise, furniture shoppers will be able use the Phab2 Pro to download digital models of couches, chairs and coffee tables to see how they would look in their actual living rooms. Apparently people like their television the way they like their leftover junk food, cold. Film and television streaming service, Netflix recently released a binge-scale that shows which shows in particular viewers would rather watch all at once in a single sitting and which shows they are more likely to consume in smaller doses. Thrillers, horror and Sci-Fi, which would generally be considered weighty viewing by most people, are in fact the genres most subscribers would most likely binge on, watching more than 2 hours of the
shows in a single sitting. Hemlock Grove and American Horror Story, proprietors of all things weird and gory had high scores on the binge scale. So did slow paced thrillers such as The Killing and a lesson in the psychology of a budding serial killer Bates Motel. Surprisingly enough it was the lightweight shows that viewers grow weary of faster. Comedies such as animated delight BoJack Horseman and the happy-golucky Unbreakable Kimmy Schmidt got the short end of the stick. Viewers might have
become disenchanted with political dramas too because of their oversaturation in the airwaves and competition in the genre from network TV. Cleary it seems we are fascinated by the bizarre and stick around for one more episode when the show scares the wits out of us. As viewership on network TV shrinks and the public moves more toward immediate entertainment offerings it will be interesting to see if the scale remains the same or if we change our tendency towards spooky stuff.

Anti-doping officials ‘threatened’ in Russia Anti-doping officials in Russia are being stopped from testing athletes and are also being threatened by security services, says a new report. The World Anti-Doping Agency (Wada) made its latest claims two days before Russia finds out whether it can send athletes to the 2016 Rio Olympics. They were banned from international competition after Wada accused Russia of state-sponsored doping. Athletics chiefs meet tomorrow to decide whether to lift the ban. The report details the lengths athletes from different sports allegedly went to, both to avoid tests and fool doping control officers (DCOs). It says one athlete was seen running away from the mixed zone after an event, while another left the stadium during a race and could not be located. Wada also highlighted the case of an athlete who, it says, used a container - “presumably containing clean urine” - that had been inserted inside her. When she tried to use the container, it leaked onto the floor. The athlete is alleged to have tried to bribe the DCO before providing a sample that subsequently returned an adverse finding. According to the reports, DCOs have been intimidated when accessing military cities, with armed federal security agents threatening them with expulsion from the country. Wada-accredited laboratories have reported that sample transportation packages have been opened by Russian customs, suggesting

where an event was taking place. “What really comes through, when you read through it page by page by page, is the number of occasions when there was simply no co-operation given,” former Wada president Dick Pound said. The International Association of Athletics Federations (IAAF) voted to suspend Russia’s athletics federation on 13 November after an independent Wada report alleged
“state-sponsored doping”. The report was commissioned to investigate claims made in a documentary shown by German broadcaster ARD in 2014. The programme alleged widespread doping in Russian athletics, claiming as many as 99% of athletes had cheated. The claims were made by whistleblowers, among them Vitaly Stepanov, a former Russian antidoping official, and his wife Yulia, a
former 800m runner who was banned for doping. Russian athletes, including former London Marathon winner Liliya Shobukhova, also admitted to taking drugs and observing corruption. The Wada report found evidence of state involvement, as well as evidence that samples had been destroyed, doping controls had been interfered and bribes had been paid to conceal positive tests.

The Napoli midfielder’s measured pass set up Vladimir Weiss, who cut inside and side-footed Slovakia ahead. Hamsik then spectacularly doubled the lead, receiving a short corner out wide before firing a shot in off the post. Russia face disqualification if their fans misbehave inside stadiums and a flare was seen among their supporters when Denis Glushakov headed in late on.
