tate House has today moved to nip in the bud, suggestions that Deputy President William Ruto may not get an automatic backing from President Uhuru Kenyatta’s central backyard in the 2012 presidential race. Ruto is expected to go for the top seat in 2022 after pledging to support President Kenyatta’s re-election bid in 2017. In return, Mr Kenyatta is anticipated to back his deputy then. But recent utterances from some leaders within the Jubilee alliance, the political vehicle both are expected to ride on, seem to suggest that not all is assured for the DP in 2022. Two weeks ago, Kiambu Governor William Kabogo suggested that Ruto would not

Ruto is Jubilee’s candidate for 2022, says State House TUESDAY, JUNE 28, 2016

From Page 1 enjoy the auomatic support of Mount Kenya region in his quest to become president in 2022. And this week, nominated senator Paul Njoroge made similar remarks despite Kabogo’s sentiments receiving wide condemnation from both Jubilee leaders and their supporters. And the signs point to a brewing storm in the President’s political outfit and State House has taken notice. Today, State House director of public communication Munyori Buku warned those talking about 2022 saying they are wasting their time. He said the matter as to who will fly the Jubilee flag then has already been concluded. “His Excellency the President has been categorical about the 2022 Jubilee ticket. He has made it very clear that the party will fully back Deputy President William Ruto. Those haranguing the country over the 2022 election are wasting their time,” Buku said in a statement today. Senator Njoroge had warned that 2022 is still far away and that Ruto cannot be assured of any backing given the ever-changing political landscape in Kenya. According to the senator, it would be detrimental for Jubilee to run two campaigns (2017 and 2022) concurrently. “Since Independence — I’m not that old but I have participated in quite a number of campaigns and elections — I don’t remember any one particular time that we held concurrent campaigns for two elections,” Mr Njoroge told Daily Nation in an interview yesterday. He also questioned the suitability of Ruto being retained as Mr Kenyatta’s running in 2017. “It’s my feeling that the Deputy President is trying to blackmail the Kikuyu community

when we know very well he is adding no value to (President Kenyatta’s) 2017 bid,” he added. But State House has dismissed those sentiments saying Ruto has already proven his leadership abilities. “The DP is doing an excellent job and has proved his abilities, acumen and diligence as a leader,” Buku said. He said President Kenyatta’s full term of 10 years (if he gets re-elected) are not enough to implement the grand plan Jubilee has for Kenya and that Ruto is the best suited to carry on.

“The DP has been part of the agenda. It is, therefore, crucial that he be the one to take the agenda forward,” he said. Residents of Naivasha, burnt an effigy of Mr Njoroge in condemnation of his utterances. TNA chairman Johson Sakaja also issued a statement denouncing the senator’s remarks saying they were his personal opinion. “He has no authority to speak on TNA or the Jubilee Coalition, and certainly not on matters that he is not well versed with,” Sakaja said even as he warned the senator to desist from @peter_x254 making such utterances.

Kepsa calls for speedy resolution of IEBC standoff

The Kenya Private Sector Alliance (Kepsa) has appealed to the Joint parliamentary committee formed to break the Independent Electoral and Boundaries Commission (IEBC) impasse to fast tract their mandate as tension surrounding the matter is still rife. While lauding the formation of the committee, Kepsa Chief executive Carol Kariuki said that investors are still concerned about the security of their investments. “Investors are still concerned about the future of their investments and hence the need for the joint committee to treat the matter as an urgent issue,” said Kariuki. Her appeal comes days before a motion for the formation of the joint House Select Committee to look into allegations against the IEBC is tabled in the floor of the House tomorrow to recommend legal mechanisms for the vacation of office of the current commissioners in accordance with the Constitution. Kariuki revealed that the business community lost close to Sh80 million every Monday that the opposition held their demonstrations against the electoral body demanding for its reforms and eviction of the commissioners. The investors further appealed to the National Cohesion and Integration Commission (NCIC) and the Inspector General of Police to apprehend all hate mongers to avert a chaotic pre- election year. “We are also charging the NCIC and Inspector General to tame and arrest all hate mongers in order to avert a chaotic pre- election year,” added Ms Kariuki. @wilson_x254

Uhuru secures review of immigration rules to allow more Kenyans work in Botswana Botswana has agreed to review its strict immigration regulations to favour Kenyans interested to work there. This follows a meeting between President Uhuru Kenyatta and his counterpart Ian Khama where he also pushed for ways to boost business engagements between the two countries. President Kenyatta urged his counterpart to review the rules to enable Kenyan professionals and businesspeople to engage in more business with Botswana. Kenya and Botswana have had more than 50 years of human capital exchange in several industries and sectors, including education, health, engineering and architecture. The Kenyan leader requested President Khama for his support to inspire the Botswana business community to exploit the existing investment opportunities in Kenya. “There is immense unexploited trade potential between our countries. I look forward to your Government’s support in facilitating trade and investment between our countries,” said President Kenyatta. The two Presidents will today address a Botswana-Kenya Business Forum. Before holding their bilateral talks, President Khama hosted a State Luncheon in honour of President Kenyatta. Speaking at the luncheon, the Botswana leader expressed gratitude for the support Kenya has offered his country from independence in developing its manpower. President Khama said Botswana’s development story can never be complete if it does not include the

role played by Kenya. “Botswana’s development story is not complete without the mention of Kenya, which has for the last five decades rendered true support in the true spirit of solidarity,” said President Khama when he spoke at the Gaborone Convention Centre where he hosted the President and his delegation. For many decades Kenya has trained Botswana government officials in

public administration. Kenya has also trained many Botswana nationals in other fields including railway engineering, agricultural experts, journalists and defence officers. “We express our gratitude to the Government and people of the Republic of Kenya for the invaluable support that has been extended to us over the years,” said President Khama. President Khama said to date very

many citizens from Botswana continue to undergo training in Kenya in areas such as agriculture, medicine, economics, meteorology, defence, aviation and community development. Kenya was one of the first countries to come to Botswana’s support in 1966 when it gained independence and asked for support from fellow African nations. The Botswana leader

CA gives advertisers eight more months to comply Advertisers have eight months to comply with the Programming Code after the Communication Authority extended the compliance deadline. However, this only applies to the advertising sector of the broadcast media who are said to have requested for more time through the Association of Practitioners in Advertising (APA). This means as the new code takes effect from July 1, for advertisers it will come into play from February 1, 2017. The authority has also revised time allocation for adverts from seven minutes to ten minutes for every half an hour of broadcast. The extension comes days towards the expiry of the sixmonth deadline set by the Communication Authority of Kenya (CA) to have all broadcasters comply with the

new regulations which were said to be highly controversial. “Despite the extension for advertisers we shall still need them to comply with the 40 per cent local content requirement when the timeline elapses,” said CA Eng Leo Boruett during a Communication stakeholder’s forum at a Nairobi Hotel. This means the adverts should at least have a local setting or local actors: “The ten minutes should be used for both promotions and advertisements.” Consumer’s federation of Kenya (Cofek) boss Stephen Mutoro asked the authority to be more stringent on adverts aired from 9pm. “It is sad when we see adverts having over 80 per cent international content. There has to be a way of making them comply even if they are international, “said Mutoro.

Apart from advertisers, the authority has also exempted televangelists from the stringent regulations. “We have to admit that the church has done so much for us as a country. It was a collective decision with all stakeholders that we already have enough laws to deal with fraudulent individuals which does not exempt the pastors,” said Boruett. In the earlier version of the tough measures, the CA had outlawed the practice of preachers asking for offertory money in exchange of blessings during their broadcasts which was met with strong criticism from various religious groups. “We have no problem with religious organisations broadcasting their content...but we insist that it should be controlled still,” said Media Owners Association

boss Lynette Mwangi during the deliberation forum with stakeholders yesterday. Lauding the efforts by CA chairperson Media Council of Kenya Harun Mwangi noted that the most challenging part is on adherence to the 40 per cent requirement for local content. He said this can be achieved by making public announcement a requirement though they have no commercial value. “...that every week there should be at least three hours of public announcement and evidence is submitted to that effect just for the virtue that they(media) are using national frequency,” said Mwangi. Mwangi said with the less vibrant Kenya Broadcasting Corporation, the industry has shifted to being highly commercialized neglecting its main responsibility. @wilson_x254

City Hall plan to buy land for new cemetery flops for third time The Nairobi county government has abandoned its plan to purchase land in Kitengela to relocate the already filled up Langata cemetery. In the budget estimates presented to the County Assembly Tuesday, Governor Evans Kidero had set aside a total of Sh221 million in the 2016/2017 budget to buy land in the outskirts of the city to resolve the burial space crisis at the old cemetery. But County Executive for Health Bernard Muia had told MCAs that the Sh221 million had been allocated without consultation. “It is unfortunate that the department concerned was never consulted over purchase of cemetery land and I just saw it in the newspapers,” Dr Muia said. He clarified that the money will now be reallocated to other projects to allow for consultation with relevant stakeholders like the National Land Commission. However, the committee chairperson chairman Manoah Mboku warned the county treasury against diverting funds set for the cemetery to other departments. County Executive for Health Bernard Muia had sought the intervention of the committee to re-allocate the money to pay for drugs and other essentials. @hillary_x254

Amisom troops in Somalia not paid for 6 months A handout photograph released by the African Union-United Nations Information Support Team on October 2, 2012 showing Lt. Col. Hassan Aden (C), Battle Group 9 Commander of the Kenyan Contingent serving with the African Union Mission in Somalia (AMISOM), addressing his troops following the capture of Kismayo Airport. It has emerged that the soldiers have not been paid their allowances for at least six months now. PHOTO: Stuart PRICE/EPA

The allowances for African troops fighting alShabaab militants in Somalia have not been paid for at least six months, it has emerged. The 22,000-strong African Union force (Amisom) fighting the al-Qaeda-linked terror group is funded by the EU. A European Union source told the BBC that last six-month payment was being withheld over “accounting issues”. The head of Amisom told the BBC the correct papers to account for the last tranche had now been submitted. “These papers are on their way; the money is also on its way,” Francisco Madeira said. The EU provides $1,028 (£700) for each Amisom soldier each month; their respective governments then deduct around $200 for administrative costs meaning the soldiers are supposed to take home about $800. This deployment allowance is much more than the meagre salaries the soldiers receive from their governments. The funds are only released to Amisom by the EU once the accounts from the previous payment are signed off. There have been delays over the last two tranches - and last year’s June-November payment has only just arrived. So soldiers are now receiving

money owed to them last year but have not received any of it owed to them this year. Ugandan military chief General Katumba Wamala said he unable to describe the extent of his frustration over the late payments. Gen Wamala also said that Uganda would pull its soldiers out of Somalia by December 2017, because of frustrations with the Somali army and military advisers from the US, UK and Turkey. Uganda joined Amisom in 2007 and is the force’s biggest contributor, with more than 6,000 troops. Burundian military officials also said their troops had not been paid. Amisom officials fear that the late payments are having a negative impact have on troop morale. EU ambassador to Somalia Michele Cervone d’Urso said he was “concerned about the delay” in the stipend which he said was “essential for the motivation of soldiers”. In the past 12 months four Amisom bases manned by Burundian, Ugandan, Kenyan and Ethiopian troops have been attacked by the militants. President Uhuru Kenyatta early this year urged the United Nations to increase its funding to the mission if it is to achieve its mandate.

Boinnet defends his officers over increasing crime rates

June.

Inspector General of Police Joseph Boinnet has defended the police saying they are not to blame for the increasing rate of crimes committed in the country. Boinnet protested that the media misinterpreted the data released by the Kenya National Bureau of Statistics (KNBS) on the number of crime rates in the country in order to cast the entire police service in negative light. In a statement the Inspector General termed the data quoted by the media as misleading, inaccurate and distorted and only meant to create a wrong impression of the police. “The National Police Service notes with concern continued comments and quoting of misleading, inaccurate and distorted crime data purported to be contained in the economic survey 2016 of the Kenya Bureau of Statistics,” Boinnet (pictured below) said. He said it was unfair to link the police with over 24,000 crimes in he

committed in the country out of the 72,490 reported cases. According the police boss, his officers were only involved in 71 cases out of the 72,490 reported cases. He urged all media outlets to cease from misrepresenting the facts provided by the Kenya National Bureau of Statistics. “We therefore ask anybody or any entity to cease forthwith from commenting, quoting, misrepresenting the data as that may lead to analysis thus creating wrong impression,” he said. According to the data by KNBS, crimes reported to the police for the period 20112015 indicates that the total number of crimes committed in 2015 were 72,490 compared to 69,376 recorded in 2014 while the number of offences involving police officers went up from 53 cases in 2014 to 71 cases in 2015 which represent an increase of 34 percent.

UK’s Cameron to face EU leaders over Brexit vote Prime Minister David Cameron is to meet European Union leaders for the first time since the UK voted to leave. The UK prime minister will discuss the implications of the Brexit vote and the way ahead at an EU summit in Brussels. German, French and Italian leaders said yesterday that there could be no “formal or informal” talks on a British exit at this stage. Meanwhile, Chancellor George Osborne has ruled himself out of replacing Mr Cameron as prime minister. He said in the Times that he had fought hard for a vote for remaining in the EU, and though he accepted the referendum result “I am not the person to provide the unity my party needs at this time.” And Health Secretary Jeremy Hunt has said the UK must remain within the EU’s single market. Mr Hunt, who is said to be considering standing for the leadership after Mr Cameron stands down, has floated the idea of a “Norway plus” arrangement outside the EU where the UK would enjoy the current trade benefits of being a full EU member while

negotiating revised immigration rules. In other developments, Labour MPs will today vote on a motion of no confidence in their leader Jeremy Corbyn - who has insisted he is staying put - while Scottish First Minister Nicola Sturgeon will address MSPs over Brexit’s implications for Scotland’s future. As Europe tries to come to terms with Britain’s decision to leave, Mr Cameron will attend a working dinner of EU leaders after meetings with European Council President Donald Tusk and European Commission President JeanClaude Juncker. He will not attend talks between the leaders of the other 27 EU member states at breakfast on Wednesday. Mr Cameron is standing down after last week’s referendum went against him. The prime minister campaigned for the UK to remain a member but has insisted that the result must be accepted. Speaking on yesterday, he said a special unit within government was being set up to lay the initial groundwork for leaving the EU. However, he has said that it must be up to his successor - who will be elected by the start of September - to decide how to proceed and precisely when to give formal notification of the UK’s intention to leave by invoking Article 50 of the Lisbon Treaty. Under EU rules, once this happens, the UK would have two years to negotiate the terms of its divorce from the EU - unless the remaining 27 members unanimously agreed to extend the process. It must also decide the shape of its future trading relationship with the EU.

German Chancellor Angela Merkel has said a new UK government must be given time to prepare itself, but EU leaders have said the process cannot be delayed indefinitely amid fears of “contagion” for an organisation facing multiple economic and political challenges. French President Francois Hollande and Prime Minister Matteo Renzi of Italy have emphasised the need to process the UK’s exit as quickly as possible and focus on the challenges facing the remaining 27 states such as fighting terrorism and strengthening the borders. The European Parliament will also meet on Tuesday in emergency session to debate the fallout from the Brexit vote including a non-binding motion urging the “immediate activation” of Article 50. MEPs, who must ratify any final agreement with the UK, have said they want to be “fully involved” in the process and that withdrawal must be “swift and coherent” in order to protect the interests of the wider “European project”. After two days of sharp falls in the stock market and sterling and political turmoil engulfing both the Conservative and Labour parties, there is increasing uncertainty about what Brexit will entail and the precise nature of the mandate that Mr Cameron’s successor will be given. Speaking in the Commons on Monday, former Chancellor Ken Clarke said it should be up to MPs to decide the terms of the UK’s exit and the blueprint set out by the Leave campaign during the referendum - including quitting the single market - should not be sacrosanct.

Brexit waves batter global markets: Global stock

markets have lost a record $3tn in the past two trading days after a sharp sell-off in equities around the world in response to the UK referendum vote to leave the EU. Observers said the falls on the first day after the vote on Friday were tied mainly to the short-term unwinding of trading positions related to expectations of a Remain vote ahead of the shock result. The further selling on Monday was more about long-term revaluing of assets in anticipation of the potential fallout from the decision. “The bottom line is that very few investors were positioned for the vote we got,” said Nicholas Colas, chief markets strategist at Convergex. KNBS survey to offer solutions for crossborder trade barriers Kenya National Bureau of Statistics (KNBS) has embarked on an initiative aimed at boosting interregional trade between Kenya and her neighbors. Through the use of a 2015/16 survey, the bureau seeks to highlight concerns with regard to trade and investment in Kenya and across the East African region. For the 2nd cycle of its initiative, named the ‘Informal Cross Border Trade Survey 2015/16’, KNBS plans to generate information on informal trade transactions to be used for improving the coverage and completeness of external trade statistics. The drive comes just as the share of intra-East African Community (EAC) trade has declined to 10.1 per cent from 11.1 per cent between 2013 and 2014. According to the latest statistics, Kenya, Uganda and Tanzania continue to dominate intra-East African Community trade, though its value fell from $5.8 billion (Sh587 billion) to $5.63 billion (Sh570 billion) in the same period. Last year, a study by Kenya’s Ministry of East Africa Community revealed that the volume of Kenya’s exports to the EAC had fallen sharply largely due to unfair competition from Chinese traders and the country’s unfavourable taxation regime. As such, the KNBS survey will seek to provide insights on the economic interdependence between the neighboring countries and the

dynamics of international demand for these products. The initiative also comes after the Communications Authority (CA) and the Bureau launched the country’s first ICT survey targeting business enterprises and public institutions earlier this year. Speaking during the launch of the survey in February, Communications

Authority Director General, Mr. Francis Wangusi said ICTs are a crucial catalyst in socio-economic development. KNBS Director General Zachary Mwangi noted that it was the first time such a survey was being conducted in the country, and the information would be useful in planning for the future of the sector. CBK licenses Maisha Microfinance as regulator moves to empower SMEs The Central Bank of Kenya (CBK) has granted a licence to Maisha Microfinance Bank Limited to carry out nationwide microfinance banking business. The licence has been issued pursuant to Section 6 (1) of the Microfinance Act, 2006 and Regulation 5 (3) of the Microfinance Regulations, 2008. Maisha MFB becomes the 13th microfinance bank (MFB) to be licensed following the licensing of eight nationwide MFBs. stop financial services shop for SMEs. According to a World Bank Group economic analysis for the country, Kenya’s insurance sector was expected to have grown at a rate of 6 per cent in 2015. The growth is likely to continue in the coming years given a raft of innovations taking place within the economy. In addition, a growing middle class and increased levels of households spending are creating opportunities for the insurance industry. The CBK states that tapping into this potential is the best way of reaching the largely un-insured Kenyan population on board with services to facilitate access and penetration within the insurance subsector. One of the ways of tapping into these opportunities is having financial institutions providing IPF. This is what Maisha MFB seeks to do and

having a microfinance bank targeting the unbanked SMEs will enhance financial inclusion in Kenya as well as insurance access and penetration. The regulator has added that the licensing of Maisha Microfinance Bank Limited will therefore encourage innovation, competition and increased outreach which is in line with CBK’s mandate to enhance financial inclusion and promote economic growth in Kenya; the key tenets of Vision 2030. Other banks that have been licensed by CBK include Faulu Kenya MFB, Kenya Women MFB, SMEP MFB, Remu MFB, Rafiki MFB, Century MFB, SUMAC MFB and Caritas MFB) and four community-based MFB (Uwezo MFB, U&I MFB, Daraja MFB and Choice MFB. @enock_x254

Uhuru seeks more destinations for KQ in Botswana President Uhuru Kenyatta is pushing for a review of bilateral air service agreements between Kenya and Botswana. The Head of State is seeking to increase the number of Kenya Airways (KQ) flights to three times a week to Botswana’s capital city of Gaborone. According to him, the move would open up the immense unexploited trade potential between the two counterparts as well as facilitating free movement of people within the two nations. “We are requesting for a review of the BASA (Bilateral Air Service Agreement) in order to actualize the inclusion of the already granted entry points of Maun, Francistown and Kasane,” said President Kenyatta. Kenyatta, who is on a three-day visit to Botswana, asked his counterpart Ian Khama for his support in exploiting existing investment opportunities in Kenya. Top on President Kenyatta’s agenda was a review of immigration rules, especially those concerning work permits for Kenyans who want to seek employment opportunities in Botswana. The Head of State further urged his counterpart to review the rules to enable Kenyan professionals to engage in more business with Botswana. “There is immense unexploited trade potential between our countries. I look forward to your Government’s support in facilitating trade and investment between our countries,” said President Kenyatta. @enock_x254

Njoroge assures CBK prepared to handle aftershocks of ‘Brexit’ Central Bank of Kenya (CBK) Governor Dr. Patrick Njoroge has once again assured Kenyans that the regulator is prepared to handle almost any of the aftershocks likely to be experienced following Britain’s move to exit the European Union. The Governor said in a statement yesterday that he had attended the just-concluded 2016 Annual General Meeting of the Bank for International Settlements (BIS) in Basle, Switzerland. The affair was an occasion for central bank governors from around the world to discuss global financial developments and their implications. The meeting was dominated by discussions about the implications of the UK Referendum to leave the European Union, and the high volatility that was experienced in the global markets last Friday. Central bank governors noted the contingency measures put in place by the Bank of England and other central banks to limit volatility and support the smooth operations of financial markets. Central

banks will closely monitor markets. “They have pledged to cooperate closely and take necessary action to ensure the orderly functioning of the financial markets,” Dr. Njoroge explained “While the markets in Kenya operated normally last Friday, the CBK reiterates its readiness to intervene in the money and foreign exchange markets to ensure their smooth operations,” he added. British withdrawal from the European Union, commonly referred to as Brexit is a political goal that has been pursued by advocacy groups and political parties since the United Kingdom joined the precursor of the EU in 1973. Withdrawal from the European Union has been a right of EU member states since 2007 under Article 50 of the Treaty on European Union. In 1975, a referendum was held on the country’s membership of the European Economic Community, later known as the EU. The outcome of the vote was approximately 67% in favour of the country’s continued membership of the EEC. @Dennis_x254

Agency destroys Sh100million counterfeit goods in operation The Anti-Counterfeit Agency (ACA) has destroyed goods worth Sh100 million as it pushes its fight against counterfeiting a notch higher with a plan to increase the number of its sting operations and consumer awareness campaigns. The items, destroyed at EPZ in Athi River, comprised fast moving consumer goods, electrical goods, clothing, cosmetics and apparel, and stationery, which were replicas of popular local and international brands. The goods had been seized by the ACA over the last three months from across the city, especially Nairobi’s Industrial Area and the CBD. ACA Ag. Deputy Director Agnes Karingu said the exercise demonstrates the government’s commitment to protecting businesses from losses experienced due to intellectual property theft. “We understand the impact that counterfeiting has on the economy; from loss of tax revenues and jobs to reduction in the amount of investments from both local and international businesses as well as exposing Kenyans to dangers,” she said. She added that the agency has increased surveillance through collaboration with different law enforcement agencies as well as officials from ministries, departments and agencies, and the private sector in a bid to fight counterfeiting. Among the companies that ACA has partnered with in fighting counterfeiting in the country is Samsung Electronics,

which has been at the forefront in creating public awareness on how to distinguish genuine devices from counterfeits. According to Patricia King’ori, Head of Marketing and Communications at Samsung Electronics East Africa, the company has been working closely

as one of the key stakeholders with the agency to ensure that counterfeit products are mopped out of the market. “In addition to accompanying the agency on its inspection tours, we also train the ACA officials in identifying counterfeit mobile phones. The counterfeiters are always trying to have

their products similar to the genuine one, and we therefore have to ensure that the officers on the ground are abreast with the latest technologies,” she added. Estimates indicate that the trade in counterfeit goods is roughly 2.5 per cent of world trade. @enock_x254

IMF to blame for collapse of coffee sector in country A decision by the International Monetary Fund (IMF) to liberalise Kenya’s coffee industry in the 1990s is to blame for the collapse of the sector. This is according to Newton Nderitu, a member of a taskforce appointed by President Uhuru Kenyatta to review the entire coffee value chain. Nderitu explains that the government of the time made bad decisions which included failing to do a feasibility study on the impact liberalisation would have on the sector. Liberalisation meant coffee growers could no longer regulate their own produce following the introduction of marketing agents and coffee millers who ultimately crippled the sub-sector. Nderitu said that with liberation came with the mushrooming of marketing agents and coffee mills among other various players.

Israel is seeking to deepen its bilateral ties with Kenya through the use of its second-largest carrier. Israel Ambassador to Kenya Yahel Vilan who paid Tourism Cabinet Secretary Najib Balala a courtesy call yesterday, discussed how Israel’s flyers, Arkia Airline, can operate in Kenya to strengthen bilateral ties.

BIZ BRIEFS

Arkia is Israel’s second-largest airline, operating scheduled domestic and international services, as well as charter flights to destinations in Western Europe and across the Mediterranean. Israel and Kenya established diplomatic relations in December 1963. Israel has an embassy in Nairobi, while Kenya has an embassy in Tel Aviv.

By 2011, according to figures released by Kenya’s Trade Ministry, trade between the two nations had grown to $150 million (Sh15.2 billion), with Israel exporting finished goods such as agricultural machinery, irrigation equipment and medicine to Kenya and Kenya exporting primary products such as food products and materials to

Israel. Trade between the two countries was worth $139 million (Sh14.1 billion) in 2012, 8.0 per cent of Israel’s trade with Africa. “The Republic of Kenya and the State of Israel have enjoyed, over the years, a strong and fruitful relationship based on mutual friendship, respect and trust. This relationship has proved its value through numerous historical events and has remained steadfast due to continuous positive dialogue and effective bi-lateral cooperation,” the Embassy of Israel in Kenya said in a statement. Balala’s meeting comes ahead of another high profile event to be spearheaded by President Uhuru Kenyatta. The President is set to host the Prime Minister of the State of Israel, Benjamin Netanyahu, during a three-day State visit to Kenya starting July 4, 2016. The two leaders will discuss how to expand and deepen Kenya-Israel relations and promote cooperation in security and defence, agriculture and particularly, irrigation and investment.

Comesa’s Sh300 million shot in the arm for GDP’s growth TUESDAY, JUNE 28, 2016

The Common Market for Eastern and Southern Africa (Comesa) is set to spend close to Sh300 million in policy research and capacity building to support Gross Domestic Product (GDP) growth in the region. The trade bloc aims at revising its policies in the transport, tourism, financial and ICT sectors given their viability to boost trade among its trade members. According to Comesa Secretariat Director for Trade and Customs Francis Mangeni, intra-regional trade in services is currently pegged at 10 per cent which the bloc aims at raising to 15 per cent in two years. “Our trade services are at 10 per cent and we are aiming at raising the bar to 15 percent by 2018,” said Mangemi. Capacity building in policy research, especially when it comes to high level trade negotiations, is what Comesa is looking to bridge in order to facilitate sustainable industrialization in the trade bloc. The 19 member trade bloc is now undertaking a policy research seeking to boost trade in the services sector. Despite being an economic bloc, the services sector -- which accounts for more than 50 per cent of GDP, and only 10 per cent in intra-Comesa trade -- has largely been concentrated in individual member states. Comesa is looking to invest Sh300 million to build capacity in the private sector in key industries, including financial, transport, and ICT and tourism sectors to

encourage investments for sustainable industrialization. Already 200 policy makers under the project have been trained in policy research for policy making. Comesa is also set to establish a virtual

university linking all universities in order to help in research development and policy research. The trade bloc group is set to hold a form to discuss these issues. The outcome of the forum will be taken to

We have enough maize, government now assures The government has refuted claims by the maize miller’s association that the country is facing a maize shortage that is pushing up prices in the market. Speaking at a Nairobi hotel early today, Richard Lesiyampe, the Principal Secretary Ministry of Agriculture, Livestock and Fisheries said that Kenyans should not worry as the government has roughly 10 million bags of maize in its stores. “We have enough maize in our government stores. There is no reason as to why Kenyans should worry. Those who are saying that the country is lacking enough are misplaced,” said Lesiyampe. Speaking with regard to claims of maize with aflatoxin in government stores, the PS said that there are a number of bags that have overstayed for more two years and may contain aflatoxin. He, however, said that the government has employed a group of researchers from Mexico and the Kenya Agricultural Research and livestock Organisation (KARLO) to look into the situation.

Comesa’s technical committee before being taken to the council of ministers for their final input. The proposal will then be considered for adoption by heads of state. @wilson_x254

“If we find that some bags contain aflatoxin, there is no worry, that maize can be boiled to reduce the level of aflatoxin and be set free and fit for human consumption, there are 300 ways of using maize not only human consumption,” added the PS. “I have sent a group of journalist to North Rift to establish whether the maize in those silos contain aflatoxin, as we are aware, maize from the North and South Rift do not contain aflatoxin, and if they do, the government cannot give Kenyans maize with aflatoxin,” Lesiyampe said. He added that only the Kenya Cereals and Produce Board (NCPB) has the mandate to test for aflatoxin in maize, adding that maize millers do not have the capacity to carry out tests. The government will tomorrow hold a meeting with millers to settle the situation regarding the maize shortage and the high prices incurred by Kenyans. @Lenah_x254

ERC blacklists 36 petroleum outlets over contaminated fuel Thirty-six petroleum outlets and filling stations have been blacklisted and their licenses withdrawn for selling contaminated fuel after they had been put on notice by the Energy Regulatory Commission (ERC) in March this year. According to a statement from the ERC released today, a total of 4,532 tests were carried out in 823 petroleum outlets during the period between March and May 2016. From the test, 96.1 per cent were found to be compliant while others were non-compliant. “Respective deputy county commissioners were requested to withdraw the license of operators of the defaulting outlets,” the statement reads in part, requiring the affected unscrupulous oil marketers pay penalties and taxes prescribed in order to resume business. Many outlets were found to have super petrol contaminated with domestic kerosene, illegal depots and super petrol meant for export was also found on site. The truck owner of Illegal depot was penalized Sh2 million. The ERC said that the defaulting operators would be required to upgrade the adulterated petroleum in order to have their licences renewed. For instance, Avis Energy filling station and Patoil filling stations which was closed down, will soon reopen after upgrading their products and paying taxes and penalties of Sh150,000 and Sh100, 000. The commission has been involved in an intensive campaign to nab oil marketers selling adulterated petroleum products or products meant for export since 2014. @Phabian_x254

Agencies clash over mandate of regulating, inspecting medicines The Pharmacy and Poisons Board (PPB) and the National Quality Control Laboratory (NQCL) have clashed over which agency among the two has the right to oversee the inspection and regulation of medicinal drugs in Kenya. Over the years this function has been that of the NQCL but this was recently contested with the ministry of Health through the Pharmacy and Poisons board fronting itself as the official regulator. Through a circular earlier this year, the former was relieved of the regulatory duties by the later, a move that has elicited strong resistance as the NQCL would hear none of it. The National Quality Control Laboratory was first conceived in 1978 as an initiative of the Ministry of Health looking into the possibilities of improving drug control activities through the development of a quality control laboratory. The Laboratory was established as a legal entity through an Act of Parliament; CAP 244 Section 35D (Pharmacy & Poisons (Amendment) Act, 1992). According to the NQCL, it is the body mandated to examine and test drugs and any material or substance from or with which and the manner in which drugs may be manufactured, processed or treated and to ensure the quality control of drugs and medicinal substances.

NQCL Deputy Director Dr. Pius Wanjala has since moved to court and sued the PPB and the Ministry of Health in a bid to remain the authorized institution to sample drugs and carry out inspections at drug manufacturing companies. In his suit, Dr. Wanjala has claimed that the ministry of health and a cartel of corrupt individuals within the PPB had been interfering with his institutions efforts to protect the public from consuming substandard drugs. He claims the PPB was in cahoots with rogue manufacturers of drugs for monetary gains. Dr. Wanjala says that by ridding the NQCL of its regulatory powers, the country was exposed to the risk of consumption of substandard medicinal drugs that would further harm the public and keep the wheels of corruption rolling at the poison board. In the same suit, he has claimed that the PPB which was tasked with the mandate to inspect and regulate the drugs by the ministry of health has no capacity to do so since it has no laboratories or laboratory experts to carry out the accorded duties. ‘There is an attempt to frustrate the NQCL and render it irrelevant and we are not going to just stand by and watch this happen,’ said Dr. Wanjala. @kevin_x254

HONESTY IS THE BEST POLICY IN ANY RELATIONSHIP.

OUR ROOTS

TUESDAY, JUNE 28, 2016

@christine_x254

SHOULD I TELL MY FIANCÉE I Dear Rebecca,

Yours is a tale as old as time. If you think your relationship is strong enough to withstand the fallout of this secret then go right ahead and get it off your chest. On the other hand if you are able to spend the rest of your life living with the secret then that is an option too. But the better option would be to tell him what happened, honesty is always the best policy especially since you are about to get married. It’s better to start your marriage off on a clean slate. You should trust that he will believe it meant nothing and won’t happen again, maybe.

Dear Dr X,

I am engaged to a man I have known for over five years. Six months ago I had a momentary indiscretion and I can’t bear the guilt any longer. I can’t suppress the urge to tell him. I swore never to repeat it because it was a one-time deal but things have gotten complicated. How can I marry him knowing too well I cheated? Should I tell him and start on a clean slate or should I just get married and let it slide?

-Rebecca

Dating in the 21st century is virtual. It is easier to chat with strangers than it is to have coffee with friends. That is why most couples are finding love on the internet. However, the internet is also fraught with danger and uncertainty. Here are some guidelines to keep you safe and help you cruise through:

@christine_x254

Don’t share too much information

It is always a good idea to hold back certain information online. A potential date doesn’t need to know your full name, specific address or personal issues. Some of the information that we share online might give away intimate details of our lives and put us in danger. It’s safer to just keep things light and simple at first.

Always meet in a public place

TIPS FOR

DATING online

The fighting

After navigating the minefield of finding a potential mate, having a mutual attraction and agreeing up a meeting, it will be time to set a location. Always meet in a public place, because at times and more often than not, what might be presented online might be very different from what is apparent in real life. Meeting in a public place will make it easier to

create an exit when an uncomfortable situation comes up and always tell somebody about the meeting.

Be careful about pictures

Photos are definitely the first thing a potential mate would notice but the type of pictures posted online could also scare somebody away. Revealing photos might seem like a good idea at first but they might work against you. These kinds of photos might attract the wrong kind of person. Keep them clean and simple.

Streamline selections

The greatest things about online dating is the wide variety of people out there. Accepting a date does not mean being tied down to one person and by all means shop around, just don’t end up with an overflowing cart.. Whittle down the list to people who seem like they have potential and strike them off when it is conclusive that they are not compatible.

Send your agonising queries to adhyambo@x254.co

of Western Kenya Although bull fighting may seem like an archaic and violent tradition, it is one imbedded in the roots of the people of Western Kenya and has become a cultural phenomenon especially in the recent past. Let us attempt to break it down; for starters not every bull can participate. Fighting bulls are selected when they are very young. They are put on a special diet that other farm animals do not enjoy and are trained for a number of years. There are specific clans and families in the community who are tasked with the duty of taking care of a fighting bull. These clans are members or are part of the Idakho, Isukha, Kabras and Batsotso sub-tribes. The bulls are kept in isolation before a fight to boost their level of aggression and in some cases given ‘busaa’ to aid in this effort. On the day, people wake up early and move with their bulls to the Malinya Stadium. The journey there is usually accompanied by a lot of fanfare, music and dancing. Women are not allowed to lead the bulls or the charge on the day of the fight. During the fight the singing and the dancing continues to encourage the animals to engage in battle. After one bull emerges victorious, songs of praise are sung and gifts are given to the owner of the beast. Senator Bonny Khalwale is a passionate supporter of the activity and even owns a fighting bull himself!

Change of guard as Oloo takes over as Ulinzi chair After over half a decade at the helm, Col JS Mwinyikai has stepped down as Kenyan Premier League side Ulinzi Stars chairman with Lt. Col. Erick Oloo rising the ranks to succeed him. Mwinyikai who is stepping down from the post to attend to a one-year career progression course at the Kenya Defence College in Karen, Nairobi said he is proud of his tenure at the club where he has been credited with giving the youth opportunities as well as providing enabling structures. “The structures that we put in place will go a long way in ensuring the club remains one of the best in the country. We shifted to giving more youth a chance in the team. It is not coincident that the average age of the team is very young,” Col Mwinyikai said. Under his watch, though the team is yet to win the Premier League, they have managed to twice win the East Africa AFC Leopards coach Ivan Minnaert issues instructions to his players during the GOTV shield cup over the weekend. He has asked the players to do more and win their matches. PHOTO: CAPITAL FM

AFC’s Minnaert demands more from new signings AFC Leopards head coach Ivan Minnaert has demanded more from his players, especially the new faces ahead of the second leg of the Sportpesa Premier league. His remarks come just a two days after recently signed custodian Ian Otieno’s heroics spared Leopards bruises and helped them edge out lower tier side Mumbi Nationale in Round 64 of the GOtv Shield Cup over the weekend. Eight new signings were handed their debuts in what the Belgian tactician described as trying to see what

formations will suit tem in the second leg. “Overall the boys did well on their debut, but that was not enough. A lot is expected of them since the league is very competitive,” Minnaert said. AFC won the contest on post-match penalties and the manager was not impressed by the showing. “Making many changes is not reason enough not to kill the game in normal time. Stretching it into penalties was a huge gamble from us. It gave our opponents the urge to cause an upset,”

he said. Minnaert, whose side takes on Chemelil Sugar as the second round league gets underway this weekend is calling upon his players to have a winning mentality reminiscent to the start of the season when Leopards were top of the league in the initial weeks. “It will be interesting to see how the new players integrate, but most importantly we have to yearn and go for better results as a team,” said Minnaert. @amos_x254

Rachier: Kagere return timely for Gor Meddie Kagere’s return to Gor Mahia will propel the team to yet another league title according to club chairman Ambrose Rachier. The Ugandan born Rwandese striker (pictured left) was the standout capture for the reigning champions as the mid-season transfer window came to a close. Rachier says the striker’s record in front of goal precedes him and as a result the clu and fans who adore him will be pleased to see him play for the 15-time Kenyan champions. “We have had a great run since head Coach Jose Marcelo Ze Maria joined us. He actually turned around our poor results especially earlier on in the season. Now we are on track and gradually rising on the table standings. We believe the quality

of Kagere will lead us to the desired direction,” Rachier said. Rachier says besides Kagere, the club has been active during the transfer window where they released a couple of fringe players and replaced them with proven quality like Baron Jobita and Wellington Ochieng’ although the latter is yet to make his debut. “We leave it now to the coach to make the necessary selections that will take our team in the right direction. As the management, it is our obligation to give him all the support he needs,” he concluded. Military Games title and most recently, the youth team, Warriors, won the KPL Under-20 championship. “Success is measured in many ways and I am proud of that. The foundations we have put in place will help the club achieve more success in future,” he added. The incoming chairman who has been Mwinyikai’s vice says he looks up to the challenge and expects to steer the team under the same ideologies as his predecessor. “I want to thank him for the service he has given to the team throughout because it is evident there has been so much improvement from the management to the work on the pitch. We wish him all the best as he starts his course and we know there are better things for him coming,” Lt. Col Oloo was quoted saying in the club’s website.

Al Ahly turn attention to Champions League

Al Ahly have postponed celebrating winning the Egyptian league as they turn their attention to the African Champions League. They host Ivorian club Asec Mimosas today in a crucial fixture that comes after both sides lost their opening Group A games. Ahly regained the league title they lost to rivals Zamalek last season with a win at Ismaili on Sunday. “Time will be found later to celebrate our league success,” Ahly’s football director Sayed Abdel Hafeez said. “There are two more titles in our sights, the Caf Champions League and the Egypt Cup. “It is our destiny to try and win every competition we are involved in.” Ahly have been African champions a record eight times, most recently in 2013 when they defeated South African opponents Orlando Pirates 3-1 over two legs. Asec can boast of just one Champions League title, beating Zimbabwe’s Dynamos 4-2 overall in 1998. A brace from Ghanaian John Antwi could not prevent Ahly losing 3-2 away to Zesco United of Zambia earlier this month. While Asec lost 1-0 at home to Wydad Casablanca of Morocco, who eliminated defending champions TP Mazembe of the DR Congo. Wydad host Zesco tomorrow in a

match that is set to finish around midnight owing to the Muslim holy month of Ramadan, during which eating and drinking is forbidden from dawn to dusk. Footballers can be excused, but most observe the fast, leading to late kickoffs of CAF matches in Morocco, Algeria, Tunisia and Egypt. Zesco have been the surprise side of the 2016 competition, winning five of six qualifiers before a Cletus Chama brace helped upset Ahly. Chama and DR Congo-born Idris Mbombo have scored four continental goals each while Wydad sharpshooter Reda Hajhouj has notched six. The top-scorer so far this season is Mfon Udoh of Nigerian club Enyimba, who are in South Africa to face Mamelodi Sundowns tomorrow. It is the only Group B fixture this week after Algerian side Entente Setif were disqualified last week due to crowd problems. Sundowns won 2-0 at Setif only for the match to be declared “null and void” because of a pitch invasion by fans. The South African champions will be without their captain Ramahlwe Mphhahlele after he signed for their local rivals Kaizer Chiefs on Monday. Enyimba were surprise 1-0 losers at home to Zamalek of Egypt, who have a rest day for this round of matches.

Conte’s tactics on point as superior Italians overwhelm below par Spain Italy produced a passionate and tactically superior display to end Spain’s quest for a third consecutive European Championship title and secure a mouth-watering quarter-final tie against world champions Germany. Using wing-backs Mattia de Sciglio and Alessandro Florenzi to brilliant effect, they were the more potent attacking team until they withdrew in defence of their lead in the final stages. Giorgio Chiellini scored the game’s opening goal, bundling home from close range after David de Gea had parried an Eder free-kick in greasy conditions in the first half. And Southampton striker Graziano Pelle sealed victory in injury time, volleying home from eight yards after an attempted clearance from substitute Matteo Darmian’s cross had looped up invitingly as Italy hit a tiring team on the break. The scoreline could have been a lot worse for Spain were in not for a series of outstanding saves by Manchester United keeper De Gea. He made three in the first 45 minutes before smothering an effort from Eder in the second half after he had been put clean through by a sublime flick from Pelle. Italy played with an intensity and fierce determination that hinted at their ambition to avenge their 4-0 defeat in the 2012 final. It was only in the latter stages that they were subjected to any threatening, sustained pressure - but Sergio Ramos headed wide and Gianluigi Buffon saved long-range efforts from Andres Iniesta and Gerard Pique. a close-range effort from Pique before Italy broke clear to score their decisive second. Spanish newspaper Marca ran the headline ‘The End’ after Spain were eliminated from the 2014 World Cup in Brazil after just two matches. If it was not true then it certainly looks it now after La Roja’s run as European

champions was ended by a team that swarmed all over them and seemed to have a hunger and desire no longer present in their opponents. Spain boss Vicente del Bosque is out of contract and the side he has so memorably coached since taking over from Luis Aragones after the 2008 European Championship seems in

need of fresh impetus. The fact that they brought on a 35-yearold striker with just one previous international goal in Aritz Aduriz at the break perhaps hints that they are a team that needs a new direction. Former Spain international Xavi had said in the build-up that this would be a “troublesome match” - and he was

correct. Spain looked like a boxer with too many rounds in the legs and only the imperious Iniesta offered any sense of attacking drive and craft. Sergio Busquets failed to exert much influence on the tie and David Silva was another peripheral figure on a night when Italy seldom allowed their opponents any time on the ball. Indeed, if it were not for the brilliance of De Gea the tie would surely have been over by the break. He made three sensational saves - a Pelle header, a brilliant and acrobatic over-head kick from Emanuele Giaccherini that he tipped on to the post and a one-handed effort at full stretch to thwart the same player after he drifted inside from the left. “They were probably better. They don’t play great football but they are strong in the air, very physical and they were dangerous. We came out in the second half with a chance and the players tried to do the best they could. We tried everything but we couldn’t score,” Del Bosque said after the match. Chiellini - part of an all-Juventus back three with Leonardo Bonucci and Andrea Barzagli - said before the match that it would be settled by the small details and his side played like a team that left nothing to chance. From the intensity with which they sang the national anthem to the way in which they took the match to Spain as the heavens opened at the start, they played with an incomparable determination. “We deserved this win. We could have killed the game off earlier. After years of Spain dominating, we have been able to get some revenge. This is just the beginning, we will enjoy this victory but there is still a long way to go until the end. The best is to come,” Chielini said. And all the while coach Antonio Conte prowled his touchline. He must issue more than a thousand positional instructions during a match and Chelsea fans can look forward to an electrifying presence in the dugout next season. The speed with which Italy - playing 3-5-2 - transitioned from defence to attack and made the most of wide areas was something their opponents could not contend with. Spain could not pass their way through a superbly organised Italian side and did not have the speed to get around the edges. When Pelle scored the decisive second goal with seconds remaining Conte leapt on to his team’s dugout. He might have come into this tournament talking down his team’s chances - and said before the match on Monday that Spain were “big favourites” - but he exhibits the body language and drive of a man who believes his side can go a long way.

Hodgson quits after Iceland stun England From Page 16

As the game went on, Hodgson cut a detached figure, seemingly powerless to influence the game - and he waited too long to introduce the fearless pace and direct running of Marcus Rashford, who posed more problems in four minutes than most of those who had gone before. Hodgson has never given off any sort of assurance during Euro 2016, unsure of his best team and strategy. “It’s a sad day for us. Sometimes not always the best team win. Once they got in the lead we knew it would be difficult to get the goal back because they are well organized,” Captain Wayne Rooney said. “Going into the last 16 facing Iceland we were confident we could win the game. It’s disappointing but we have to move on. It’s tough. There are always upsets in football - it’s not tactics, it’s just unfortunate. We know we’re a good team,” he added. England have won one game out of four, with a last-minute winner from Daniel Sturridge against Wales - and this defeat will be a scar forever on Hodgson’s record and reputation. England’s players slumped to the ground in despair and embarrassment when one final corner was wasted and

Iceland had completed their landmark win. It left them within range of the fury of

England’s travelling support, who had gathered in their thousands as usual in Nice in the expectation of seeing them

reach the last 16 of Euro 2016. And they wasted no time in letting England’s players feel their full

fury, frustration that had built up throughout the game exploding in anger directed at those who had failed to perform. Goalkeeper Joe Hart held his hands up in apology to no avail as some supporters hurled England shirts and flags in the team’s direction. “As a group it is down to us. All the plans are put in place, we knew everything about Iceland but ultimately we didn’t perform. Personally I didn’t perform,” conceded the Manchester City man. “It’s not a question of wanting it, there’s nothing we want more - they are just words though. We were in a good place but we haven’t done it,” he said. When England left Brazil after their failure there in 2014, they were actually applauded at the end of a 0-0 draw in a dead rubber against Costa Rica - there was no such escape here as the supporters came to terms with one of the most embarrassing, painful nights in the history of English sport. While England will begin to pick apart a wretched tournament, Iceland will go on to the quarter-finals and undoubtedly the biggest game in their history when they face hosts France at the Stade de France on Saturday.

Minnows Iceland shock England as Hodgson resigns England suffered their worst humiliation since they were knocked out of the 1950 World Cup by USA in Brazil as Iceland shocked them in the last 16 of Euro 2016. Manager Roy Hodgson resigned after the abject embarrassment of losing to a nation ranked 34th in the world - and with a population of just 330,000 - despite taking the lead through Wayne Rooney’s fourth-minute penalty. Iceland equalised within a minute as England failed to deal with a trademark long throw and Ragnar Sigurdsson bundled home from close range. England’s shameful performance was summed up by Iceland’s 18th-minute winner when goalkeeper Joe Hart was badly at fault - just as in the win over Wales - as he let Kolbeinn Sigthorsson’s shot through his hand. Hodgson made changes as Iceland dug in, but the underdogs had as many chances as England before the final whistle blew on their Euro 2016 hopes and his four-year tenure as manager. The ultimate responsibility lies with the manager but, make no mistake, he was badly let down by players capable of so much better - not just on this black night for English

sport but throughout Euro 2016. Hart has had a nightmare tournament, young hopes such as Harry Kane and Dele Alli failed to live up to their performances last season, and captain Rooney, who had been England’s best player up until this game, chose this night to give one of his worst performances in an international. England were shown up by the work-rate, desire and sheer physical commitment of their counterparts. Yes, Hodgson will take the blame and has paid the price but these highly paid Premier League players should not escape criticism. Football Association chairman Greg Dyke had flagged up a quarter-final place as a minimum requirement, but Hodgson’s England could not even achieve that. Hodgson’s thinking had been muddled even before England arrived in France, with constant changes of personnel and approach exemplified by the sudden re-introduction - and subsequent substitution - of Raheem Sterling, although the Manchester City forward did win the penalty from which Rooney scored.
