One killed as youths block roads in anti-IEBC demos MONDAY, JUNE 6, 2016
A man has been confirmed dead while five others are fighting for their lives at a Kisumu hospital with gunshot wounds following clashes between protesters and police in the lakeside city. The body of the dead was taken to the Kisumu County Hospital Mortuary where the five are also admitted with gunshot wounds. A senior administrator at the hospital said the deceased had a gunshot wound in the chest, according to reports. Businesses in the lakeside town were closed as police battled with the protesting youths who had blocked key roads in demonstrations called by opposition Cord to force out IEBC commissioners. “The opposition will begin legal proceedings against Inspector General of Police personally if by end of the week, the police officers responsible for the beating and fatal shooting of protestors will not have been arrested and arraigned in court,” Cord announced after receiving news of the dead protesters. Early today, hundreds of youths blocked roads and lit bonfires across various counties as the protests kickedoff. In Nairobi, youths from Kibera blocked the Ayany road that and disrupted traffic flow on Ngong Road as they headed to the city center for the demos. Thika Road was also affected by the demonstrators behind Cord leader Raila Odinga’s push for reforms to the electoral body. Youths from Mathare burned tyres on the busy highway halting traffic for some time. The same scenes were witnessed in Migori and Kisii counties as the demonstrators took to the streets. Schools were also closed as parents kept their children in doors fearing running battles between the protesters and the police.

Tyres go up in flames in Kibera, Nairobi where anti-IEBC protesters barricaded the road as Cord’s demonstrations against the poll agency resumed. A person was killed in Kisumu while five others are nursing gunshot injuries after protesters clashed with police in the lakeside city today.
“We want to confirm to Kenyans that demonstrations against IEBC continues and now, our team will be in the street two days every weeks. Monday and Thursday. If they don’t leave office after two weeks, then we are going to demonstrate everyday…… then twenty-four hours until they vacate Anniversary Towers,” Senator Muthama announced at Capitol Hill in Nairobi today. Siaya Senator James Orengo said that Cord will not stop streets demonstrations until Jubilee administration accept dialogue. He however promised that the demos can be called off anytime dialogue begins. The two appealed to the government and the police to ensure that hooligans do not infiltrate the peaceful marches they are staging and asked the police to provide security during the demonstrations as the court had ordered. The Senators scolded Nairobi Police Commandant Japtheth Koome’s for misinterpreting Court ruling when he declared early today that full force will be used on anyone who takes to the streets. Orengo clarified that a previous order issued by Justice Isaac Lenaola did not bar them from holding protests and that is was only against destruction of property. CORD Senators James Orengo and Johnstone Muthama had criticized a declaration by Nairobi Police “The previous order issued by Justice Isaac Lenaola does not bar us from holding protests but was against destruction of property,” Orengo said. Koome had threatened mass arrests of CORD protesters and that a detailed operation had been put in place to ensure no demonstrations take place in the city.
Judge orders security as Court declines to stop anti-IEBC demos From Page 1 Gatundu South MP Moses Kuria had lodged the case alongside five other Jubilee colleagues seeking to have the weekly demonstrations stopped. But Justice Joseph Onguto ruled that the demonstrators are exercising their democratic right under the Constitution and must be allowed to picket. The Judge ordered Inspector General of Police Joseph Boinnet to ensure law and order is maintained throughout the protests as opposed to blocking the demonstrators. Cord leaders had on Sunday vowed to resume their weekly protests after suspending it last week to allow dialogue on the matter. But with hardline positions continuing and the government maintaining its preference for talks through parliament, the opposition opted back to its demonstrations. Early today, hundreds of youths blocked roads and lit bonfires across various counties as the protests
kicked-off. In Kisumu, businesses were brought to a standstill with anti-IEBC protesters who lit bonfires on most roads leading into the city. Business was paralyzed as most motorists kept off the road that was littered with stones and other burning objects. The same scenes were witnessed in Migori and Kisii counties as the demonstrators took to the streets. Schools were also closed as parents kept their children in doors fearing running battles between the police and the protesters.

Court allows JSC to probe Supreme Court Judge Njoki Ndung’u Supreme Court Judge Njoki Ndung’u has today suffered a blow after the High Court declined to stop the Judicial Service Commission (JSC) from investigation her over alleged misconduct. Justice Njoki Ndung’u had sought the order to stop the commission from investigating her. However, High Court judge Justice Joseph Onguto in a ruling on Monday stated that JSC had the mandate to investigate the conduct of any judicial officer who have been involved in any alleged misconduct. “It would be inappropriate to stop the JSC from probing her conduct. The probe should be done within the confines of the law giving her an opportunity to defend her actions,” Justice Onguto ruled. Justice Ndung’u had asked the court to stop the Judicial Service Commission from investigating her claiming the commission lacked jurisdiction to investigate her over allegations of misconduct. Through lawyers Andrew Musangi, Jared Mutegi and Steve Kimathi, she argued that her rights were likely to be violated and that she could be suspended if she was under investigations. “This case raises matters that are of significant public interest in that the Judicial Service Commission (JSC) plays a role of prime national importance, in particular, the protection of the independence of the judiciary,” argued Musangi. She was seeking a temporary order stopping the JSC from getting into a process that could lead to the formation of a tribunal to investigate her. Former Law Society of Kenya chief executive Apollo Mboya had presented a petition to the commission, seeking the removal of Judges Jackton Ojwang’, Mohammed Ibrahim and Ndung’u last year, claiming they had engaged in misconduct by going on a go-slow in solidarity with Deputy Chief Justice Kalpana Rawal and Justice Philip Tunoi, who are fighting their retirement at 70. Mr Mboya accused them of being part of the bench that ruled that judges appointed under the old Constitution should retire at 74, days before the JSC declared 70 years as the retirement age. He accused them of determining a matter that was not before them in order to influence the outcome of the cases in which Justices Rawal and Tunoi had challenged the retirement age. The verdict was issued in an election petition involving Kanu Secretary-General Nick Salat on the Bomet senatorial seat, which he lost to Wilfred Lesan. Mr Mboya presented a second petition to the JSC, seeking to have Justice Ndung’u removed from office for single-handedly issuing orders barring the two from retiring at 70. Mr Mboya said the orders given last Friday were issued about 30 minutes after the Court of Appeal ruled that Justices Rawal and Tunoi must retire at 70. @wilson_x254
President Uhuru Kenyatta when he appeared before the ICC Judges. Most Kenyans believe the collapse of the ICC cases will allow the government to deliver better services
Poll: Kenyans optimistic of better services after collapse of ICC cases More than half of Kenyans believe that the government will be able to deliver better services following termination of the cases facing President Uhuru Kenyatta and Deputy President William Ruto by the International Criminal Court, according to an opinion poll released Sunday. Solon Independent Poll Lead Researcher Edward Wanyonyi said the 65 percent of those polled said they believe that there will be better performance by the government now that its key officials are free. Western and Nyanza counties had the least support of the opinion, while Central and Rift Valley Counties polled the highest. “Matters
like economic factors play a very big role in this, also we know we are approaching the next election and so there will be appetite for government to put in more effort or various departments to come together or also just the fact that there have been quite a lot of efforts to do reorganisation of the government and so there will be better working and information,” he said. At the same time, the poll found that 62 percent of the Kenyans sampled felt that there will never be postelection violence in Kenya again. “This is a question demands a lot of analysis; does it mean, the institutions that deal with electoral
conduct have become more credible? Does it mean also that the Judiciary has also proven itself to be very capable to be handling disputes or institutions which are charged with issues concerning national cohesion have actually been able to deliver on their mandate?” Wanyonyi posed. Respondents in Rift Valley polled the least with 28 percent while 47 percent of those in western thought that PEV will happen again. The SMS based poll which was conducted in April sampled 1,000 respondents nationwide. The poll also collected Kenyans views on whether they believed the ICC has the ability to deal with
impunity in Africa. “More than half of the sampled interviewees (61 percent) feel that the ICC has the ability, with Central counties scoring the least (47 percent) of the opinion while Western (67 percent), Nyanza (66 percent) Coast (65 percent). Rift Valley and Eastern both recorded 63 percent respectively. Fifty three percent of Kenyans sampled said they were against Kenya’s withdrawal from the Rome Statute that establishes the ICC; while 47 percent of the respondents supported the withdrawal. Wanyonyi said Central counties (61 percent) has the highest followed by Rift Valley (53 percent).

Alarm raised as environmental crimes surges A report has revealed that the value of environmental crime has grown by 26 per cent as compared to previous estimates putting the figure at between Sh 9.1 trillion and Sh 25.8 trillion. The report which was released as part of celebrations to mark the World Environmental Day held yesterday says the illegal trade in wildlife, corporate crime in the forestry sector, exploitation and sale of gold and other minerals, illegal fisheries and the tracking of hazardous waste and carbon credit fraud has gone up by between five and seven percent over the last decade. The report dubbed “The Rise of Environmental Crime” was a joint
collaboration between the United Nations Environmental Programme (UNEP) and Interpol. In 2014, environmental crime was estimated at between Sh7 trillion and Sh21.3 trillion globally. This growth in environmental crime effectively means that the vice grows two to three times faster than the global gross domestic product. The report attributes the surge to weak laws from countries and poorly funded security forces which enable international criminal networks and armed rebels to profit from the trade that fuels conflicts, devastates ecosystems and threatens species with extinction. UNEP Executive
Director Achim Steiner said the environmental agency had roped in Interpol to capture the world’s attention on the crime that threatens global existence. “The vast sums of money generated from these crimes keep sophisticated international criminal gangs in business and fuel insecurity around the world,” Steiner said. “The result is not only devastating to the environment and local economies but to all those who are menaced by these criminal enterprises,” he added. The environmental agency boss further said that it was governments’ onus to take strong national and international action to bring the
crimes to an end. Interpol Secretary General Jurgen Stock said that his agency’s involvement in the report was advised by the fact that the crime’s complexity required a multi-sector response and that they had the resolve to combat their networks. Environmental crime is classified as the fourth largest criminal enterprise behind drug smuggling, counterfeiting and human trafficking. The report shows that the money lost due to the practice is 10000 times greater than the amount of money used by international agencies trying to combat it at around Sh2 to Sh3 billion. @harrison_x254

NSSF recovers Sh1.6 billion beach plot
The National Social Security Fund (NSSF) has reclaimed a prime plot in Mombasa as it moves to recover its property in private hands. The fund over the weekend demolished a hotel and a beach resort in Bamburi, Mombasa County which it said have been in private ownership for two decades. The move saw the eviction of son of a powerful Jomo Kenyatta-era politician, the late Mbiyu Koinange, from the two prime beach plots. NSSF said he had occupied the plots for 20 years without paying rent. David Waiganjo Koinange, who is the director of Palm City Grill and Entertainment was removed from the plot following a court order obtained by NSSF on May 27. “This place was a bush about 20 years ago when I came here and occupied it. For all that time, no one asked me for rent, although I have been paying all the required fees and taxes to the local authorities. By virtue of that, it became
mine,” Mr Koinange said while admitting that he had not paid land rent for 15 years. He termed the eviction order as unfair and illegal. Also evicted was a Ms Leah, the director of Sifa International Ltd, which owns Jamboree Beach Resort. Both vowed to challenge the eviction in court. However, NSSF legal and corporate affairs manager Austin Ouko dismissed those views. “This property is public land. It’s a total of 14.3 acres near the Jomo Kenyatta beach worth Sh1.6 billion and quite prime. We have struggled to repossess it because it belongs to the fund’s contributors and through the Court of Appeal order, it will return to the public,” he at the scene. According to Ouko, the unpaid rent had accumulated to Sh21 million. He said the fund “has big plans for this land in terms of investment”. Security remained tight during the eviction process.

Clinton closes in on nomination but Bernie Sanders stays on Hillary Clinton is on the cusp of declaring victory as the Democratic nominee after a long and protracted battle with Bernie Sanders. But she has one very serious problem: The Vermont senator isn’t giving up. Clinton and her husband have barnstormed across California at a furious pace in recent days -- seeking to avoid yet another humiliating defeat by Sanders on the same night she should easily win the delegates needed to go past the 2,383 mark and clinch the nomination. “I’m very proud of the campaign we’re running here, and I believe, on Tuesday, I will have decisively won the popular vote and I will have decisively won the pledged delegate majority,” Clinton said on CNN’s “State of the Union.” By all objective measures, she and her allies argue that the race is over. The delegate math, the money, the millions of votes in her column -- all point to her inevitability as the nominee. Sanders, however, shows no sign that he is preparing to exit the stage. Facing a strong possibility that he could carry in California, he vowed, in no uncertain terms this weekend, to lead his “movement” on to the convention in Philadelphia. At a news conference in L.A.’s Little Tokyo Saturday, he railed against the press and the news networks for counting superdelegates in their tallies. “It is extremely unlikely that Secretary Clinton will have the requisite number of pledged delegates to claim victory on Tuesday night,” Sanders said. “At the end of the nominating process, no candidate will have enough pledged delegates to call the campaign a victory. That will be dependent upon superdelegates. In other words, the Democratic National Convention will be a contested convention.” The first female
presidential nominee of a major political party could find herself shadowed by Sanders’ intensive campaign to sway hundreds of superdelegates despite winning fewer contests and votes. Some Democrats worry that would put the Democratic Party at a disadvantage by making it harder for Clinton to unify the party and turn her full attention to Donald Trump. From a pure mathematical perspective, the Democratic Primary in Puerto Rico Sunday leaves Clinton on the verge of becoming the nominee, 29 delegates shy of the magic number, according to CNN estimates. On Tuesday, 694 delegates will be at stake in the Democratic contests -- including 475 in California alone, but
Clinton is likely to win many of them. While the math is not on his side, Sanders showed defiance and determination as he swept through California all weekend, charging Trump with trying to divide the country, and Clinton with advocating for “small, incremental changes” when “We want to transform this nation.” A robust showing Tuesday could give Sanders a strong closing argument in his pitch to superdelegates. Speaking for more than an hour Saturday night outside the Los Angeles Memorial Coliseum as the flame of the Olympic torch flickered brightly above him, he urged his followers to dismiss those who claim his path is impossible. “If we can win, and win big
here in California and in the other states, and in Washington D.C., we are going to go into the Democratic convention with enormous momentum,” Sanders told thousands of young supporters, many of whom were wearing “Bernie or Bust” buttons. “With your help, I believe, we will come out with the nomination.” For Sanders, the long Democratic primary is coming to an end amid feelings of astonishment and regret. When he launched his presidential bid a year ago, advisers say, winning wasn’t his chief goal. He wanted to make sure Clinton had a competitive race. And that, he has done in spades. While advisers say he is serious about taking the primary fight to the Democratic convention, he also is mindful of keeping his pledge to keep Trump from winning the presidency. He has yet to reconcile those competing forces, aides say, but that rests at the heart of what he decides to do next. Sanders refuses to say what his goal would be if he does not win the nomination. He will not even engage on those kinds of questions at this point in the process. Advisers say he is intent on trying to change the Democratic nominating process, particularly the superdelegate system and the series of closed primaries in states across the country. But that could be a tall order, considering he just joined the party to run for president. While this week will almost certainly decide the race, Sanders’ supporters insist that it will result in nothing more than a mathematical muddle. Whatever the networks decide to do in terms of calling the race, Sanders adviser Tad Devine said, “I don’t think that’s going to affect things.” “The networks or the press can characterize what happens in any way they like -- you guys have a right to do that -- and so do we,” he said.

Researchers turn to pigs to overcome global shortage of transplant organs MONDAY, JUNE 6, 2016
Scientists in the United States are trying to grow human organs inside pigs. They have injected human stem cells into pig embryos to produce human-pig embryos known as chimeras. The embryos are part of research aimed at overcoming the worldwide shortage of transplant organs. The team from University of California, Davis says they should look and behave like normal pigs except that one organ will be composed of human cells. The human-pig chimeric embryos are being allowed to develop in the sows for 28 days before the pregnancies are terminated and the tissue removed for analysis. Seven thousand people in the UK are on the transplant waiting list and hundreds die each year before a donor can be found. The BBC’s Panorama was given exclusive access to the research for Medicine’s Big Breakthrough: Editing Your Genes. Creating the chimeric embryos takes two stages. First, a technique known as CRISPR gene editing is used to remove DNA from a newly fertilised pig embryo that would enable the resulting foetus to grow a pancreas. This creates a genetic “niche” or void. Then, human induced pluripotent (iPS) stem cells are injected into the embryo. The iPS cells were derived from adult cells and “dialled back” to become stem cells capable of developing into any tissue in the body. The team at UC Davis hopes the human stem cells will take advantage of the genetic niche in the pig embryo and the resulting foetus will grow a human pancreas. Pablo Ross, a reproductive biologist who is leading the research told me: “Our
hope is that this pig embryo will develop normally but the pancreas will be made almost exclusively out of human cells and could be compatible with a patient for transplantation.” But the work is controversial. Last year, the main US medical research agency, the National Institutes of Health, imposed a moratorium on funding such experiments. The main concern is that the human cells might migrate to the developing pig’s brain and make it, in some way, more human. Pablo Ross says this is unlikely but is a key reason why the research is proceeding with such caution: “We think there is very low potential for a human
brain to grow, but this is something we will be investigating.” His team has previously injected human stem cells into pig embryos but without first creating the genetic niche. Prof Ross said although they later found human cells in several parts of the developing foetus, they “struggled to compete” with the pig cells. By deleting a key gene involved in the creation of the pig pancreas, they hope the human cells will have more success creating a human-like pancreas. Other teams in the United States have created human-pig chimeric embryos but none has allowed the foetuses to be born. Walter Low, professor in the department
of neurosurgery, University of Minnesota, said pigs were an ideal “biological incubator” for growing human organs, and could potentially be used to create not just a pancreas but hearts, livers, kidneys, lungs and corneas. He said if the iPS cells were taken from a patient needing a transplant then these could be injected in a pig embryo which had the key genes deleted for creating the required organ, such as the liver: “The organ would be an exact genetic copy of your liver but a much younger and healthier version and you would not need to take immunosuppressive drugs which carry side-effects.” But Prof Low stressed that the research,
using another form of gene editing called TALENs, was still at the preliminary stages, trying to identify the target genes which must be removed in order to prevent the pig from developing a particular organ. His team is also trying to create dopamine-producing human neurons from chimeric embryos to treat patients with Parkinson’s disease. These embryos have been allowed to develop for up to 62 days - the normal gestation period is around 114 days. Like the team in California, Prof Low said they were monitoring the effects on the pig brain: “With every organ we will look at what’s happening in the brain and if we find that it’s too human like, then we won’t let those foetuses be born”. Gene editing has revitalised research into xenotransplantation, and the concept of using animal organs for humans. In the mid-90s there were hopes that genetically modified pigs might provide an endless supply of organs for patients, and that cross-species transplants were not far off. But clinical trials stalled because of fears that humans might be infected with animal viruses. Last year, a team at Harvard Medical School used CRISPR gene editing to remove more than 60 copies of a pig retrovirus. Prof George Church, who led the research, told me: “It opens up the possibility of not just transplantation from pigs to humans but the whole idea that a pig organ is perfectible. “Gene editing could ensure the organs are very clean, available on demand and healthy, so they could be superior to human donor organs.”

A rate-rise at the Fed’s next meeting, in June, now looks much too risky. July may also be too soon. A little over two weeks ago markets put the chance of an interest-rate rise in June at one-in-twenty. But then the Fed released the minutes of its meeting in April, which struck an unexpectedly hawkish tone. The odds of a rise abruptly tightened to one-in-three. Several members of the Fed’s rate-setting committee said in speeches and interviews that rates should rise soon.

PKF calls on banks to reduce interest rates to help shilling
Kenyan banks have been advised to lower their interest rates to help the shilling regain its strength against major currencies. Speaking today morning at a Nairobi hotel, Atul Shah, the Chief Executive Officer of financial services firm PKF said that more strict measures need to be put in place to ensure commercial banks reduce the borrowing. “I am very surprised that the banks still charge 21 per cent interest, with these high interest rates some business people will slow down in expansion plans as this rates scares them,” noted Shah. This comes as the National Treasury prepares to read the 2016/2017 National Budget later this week. In terms of insecurity in the country, PKF says that the government needs to increase its efforts and double its budget allocations in order to counter various forms of insecurity. “Insecurity indices have gone down, however more needs to be done to assure Kenyans of their safety and security of their investments and lives,” explained Shah. He further noted that the government to continue building on the ongoing police reforms and promote accountability and transparency within the security forces. “We propose the government to allocate enough funds to improve the welfare of the security personnel as this will attract most Kenyans to join the security forces,” added Shah.
Following attacks on Kenya Defense Forces (KDF) cams by the al-shabaab terrorist group, PKF says that there is need for the government to increase budget allocations towards improved and ultramodern security infrastructure to counter any imminent and pre-empt security threats in order to safeguard Kenyans according to PKF. On corruption issues, PKF told the government to review penalties sanctioned under the Economic Crimes

State inks deal with private sector to create thousands of jobs
Thousands of Kenyans are set to secure employment opportunities following an agreement between the Kenya Vision 2030 Delivery Secretariat (VDS) and two private sector stakeholders. The partnership will ensure the development of two flagship projects: a fertilizer plant to be established in Nakuru and a bicycle assembly plant in Nairobi. The initiatives are set to further accelerate Kenya’s march towards industrialization for the next 15 years. Prof Gituro Wainaina, Director General for the VDS, reiterated that the Fertilizer East Africa Limited (FEA) plant is expected to bring down the cost of production locally, thereby boosting Kenya’s agriculture sector. The bicycle assembly plant, on the other hand, is expected to benefit low income earners and commuters, especially within the city where the cost of transport is digging into their wages. The move comes just as the country embraces multimodel transportation in infrastructure, planning and development. “These projects are in line with the aspirations of the Vision 2030 of improving the quality of lives of Kenyans,” said prof. Gituro. “The number of jobs that these flagship projects will create as well as the impact they will have in the value chains of their respective industries will play a part in creating wealth for the country and in turn make Kenya a newly industrialized country by the year 2030,” added the Professor. @enock_x254
National Bank shareholders approve alternative sources of raising capital National Bank (NBK) shareholders have approved a request by the lender’s management to turn to other sources of capital, including sourcing debt from international funds and partners. The move follows a delay in the bank’s planned rights issue, approved in 2013, and was aimed at supporting the lender’s transformation programme. The shareholders further gave a nod to the retention of Deloitte and Touche as auditors as well as endorsed recent changes by the bank’s board and management expected to strengthen corporate governance. Speaking at the bank’s annual general meeting at the Kenya International Convention Centre (KICC), shareholders urged the Treasury and the National Social Security Fund (NSSF) -- the two major shareholders in the bank -- to move fast and agree to a way forward so not to delay the rights issue any further. Wilfred Musau, the group’s acting
Managing Director and Chief Executive while responding to shareholders, said the bank had bounced back in the first quarter of 2016 with a profit after tax of Sh335 million. He added that measures are in place to ensure better performance from all divisions. “The management of National Bank is confident to deliver on objective of our transformation program which is to be a leading profitable tier 1 digital bank. With the approval from shareholders to source capital elsewhere, we can fully realize the potential of our transformation program,” he said. Mohammed Abdulrahman Hassan, Chairman at National Bank, said since the start of the implementation of the transformation program after the 2013 AGM, the bank has displayed a favourable performance, doubled assets and expanded the scale of business despite pitfalls caused by capital inadequacy. “National Bank, in spite of the serious capital shortfalls has
established a profitability and growth trend since 2013. Loan facilities that resulted to our 2015 loss on account of heavy provisions against loan loss are fully secured and the management is reporting positive gains in the recovery process,” said Chairman Mohammed Abdulrahman Hassan. In 2015, the bank registered a 3.3 per cent growth in net loans and advances to Sh 67.8billion and increased customer’s deposits by Sh 5.6billion to Sh 110.6billion while Assets grew from Sh 123billion to Sh125 billion. The bank’s Total revenue from operations remained steady at Sh 9.55 billion in 2015 despite the bank reporting a loss of Ksh1.15 billion. National Bank has announced plans to launch mobile loans services via its NatMobile platform, as the bank takes advantage of its robust technology deployment driven by the transformation program. @enock_x254

CBK optimistic of country’s economy as inflation eases ahead of budget reading MONDAY, JUNE 6, 2016
Kenya’s overall 12-month inflation eased to 5 per cent in May 2016 from 5.27 per cent in April 2016, the Central Bank of Kenya (CBK) has said. The deceleration was reflected across the three main categories: food, non-food nonfuel and fuel inflations. According to the CBK’s Weekly Statistical Bulletin of Key Monetary and Financial Indicators, the money market was relatively liquid in the week ending May 31, 2016 supported mainly by net redemption of securities held under Open Market Operations (OMO) and net Government payments. “The average interbank rate declined to 3.18 percent in the week ending May 31, 2016 from 4.33 percent in the previous week. Capital markets performance declined in the week ending June 2, 2016. Inflation,” the regulator added. Based on the numbers, which come ahead of the country’s budget reading set for June 8, food inflation eased by 26 basis points to 6.45 per cent in May 2016 from 6.7 per cent in April 2016 on account of favourable weather conditions. Fuel inflation declined to 1.81 per cent in May 2016 from 1.95 per cent in April 2016, largely driven by low International oil prices. The numbers come at a time when the CBK that Kenya’s GDP, an indicator of the country’s wealth, is expected to grow in the coming months.

“The GDP at six per cent is not only achievable but something that is within reach,” Central Bank Governor Patrick Njoroge said in May. The Governor was speaking a day after the country’s central bank cut interest rates 100 basis points to 10.5 per cent.He noted that falling inflation offered room for an easing of monetary policy. The CBK has since stated that the
contributions of key fuel items to overall inflation remained muted in May 2016. Although Non-Food Non-Fuel (NFNF) inflation decelerated in May 2016 to 5.41 per cent from 5.85 per cent in April 2016, it remained elevated largely on account of the effect of excise tax on selected Alcoholic Beverages, Tobacco and Narcotics. The CBK also noted that commercial
banks’ clearing account balances stabilized at Sh22.23 billion in the week ending May 31, 2016 from Sh22.84 billion recorded in the previous week. During the period under review, the Kenya Shilling exchange rate depicted mixed performance against major international and regional currencies during the week ending June 2, 2016. The shilling was stable against the US Dollar
as demand and supply were evenly matched. It was relatively stable against the Euro and the Japanese Yen but weakened against the Pound Sterling. In the EAC region, the Kenya Shilling strengthened against the Tanzania Shilling recorded marginally change against the other EAC currencies. @Dennis_x254

State’s youth empowerment programme moves to high gear
A government-led initiative aimed at empowering Kenya’s youth has kicked in high gear as the initiative made its Nakuru debut at the weekend. Public Service, Youth and Gender Affairs Cabinet Secretary Sicily Kariuki has commissioned the resumption of National Youth Service (NYS )-Youth Empowerment Programme (YEP) at Kaptembwa in Nakuru Town West Constituency. The move is part of an NYS drive to mould youth into a pool of disciplined and organised manpower, through participation in socio-economic development activities and vocational training. “In a new resolution, materials to be used in the YEP will be procured from the regions where the programme is running so as to give opportunity to the youth, women and persons living with disability to make use of the 30 per cent govt procurement preference (AGPO) meant for them,” the Cabinet Secretary said. “A youth economy is a reality,” she added. The move comes barely a week after National Oil entered into an agreement with the State Department of Shipping and Maritime in the Ministry of Transport and Infrastructure, the University of Nairobi and the National Youth Service to set up the Kenya Maritime College (KMC). The proposed Kenya Maritime College will be the first of its kind in East and

State to sell Treasury bonds worth Sh30bn to support budget The government will sell two-year and 15-year Treasury bonds worth up to Sh30 billion this month to support the budget, the Central Bank of Kenya (CBK) said on Sunday. The bank said it will receive bids for the bonds between June 5 and June 14, and auction them on June 15. The Cabinet Secretary for National Treasury Mr Henry Rotich is scheduled to read the budget Statement on Wednesday, June 8, 2016 at the National Assembly and has forewarned the public of external shocks that may affect budgetary allocations. Rotich had earlier warned Kenyans that slow global growth, weak economic outlook and increased uncertainty have played a major role in the formulation of the2016 /2017 budget. “The 2016/17 Budget has been prepared against a backdrop of slower global growth and increased uncertainty,” Rotich said in a statement. The National Treasury CS has stated that global economic recovery had continued to be moderate, although the outlook has weakened further since October 2015 due to increased risks. The CS noted that policies to accelerate and sustain economic growth in 2016 and in the medium term will continue to focus on: Improving the business environment, Continued spending in infrastructure to unlock constraints to growth, sustaining sectoral spending for employment creation, Sustained investment in social services for the welfare of Kenyans, Enhancing service. @Dennis_x254
Two Kenyan Institutions rollout industrial parts for export to China Kabete Technical Institute and Nyeri National Polytechnic have become the first educational institutions in Kenya to manufacture and export mechanical spare parts to China. The mechanical parts, will be used in excavators, earthmovers and other industrial plants. Flagging off the initial shipping consignment of spare parts worth Sh10 million at Kabete Technical Training Institute on Friday, Education Cabinet Secretary Dr. Fred Matiang’i lauded the development and urged students who had completed secondary education to venture into technical training fields. He said the government will make more allocations to invest in the Technical Vocational and Education system to help meet its development needs. The CS was flanked by the Principal Secretary for Vocational and Technical Training Dr. Dinah Mwinzi, Principal of Kabete TTI, Mr. J K Kuria and his Nyeri National Polytechnic counterpart Mrs. Anne Mwangi. “Technical courses provide skills that enable one to create or secure
employment with ease,” CS Matiang’i said. The Chairman of Board of Management of Kabete TTI Justice (Rtd) Aaron Ringera and Nyeri counterpart Patrick King’oina attended the event. DrMatiang’i said the venture will lead to improved entrepreneurship activities among Technical Vocational Education and Training (TVET) graduates as well as rebrand and improve TVET image, adding that the move may also increase self-employment of TVET graduates and contribute to the improvement of poverty reduction efforts by government. Kabete TTI and Nyeri National Polytechnic were the first and second winners of the Africa Tech Challenge (ATC) competition that aimed at encouraging youth to enroll for technical courses, create employment and provide skilled workers for the government and private sector. The challenge was organised by the Ministry of Education in conjunction with China’s AVIC International Holding Corporation.
It was aimed at training Kenyans and equipping them with productive skills for their own development and meeting the national development goals. “The milestone the two institutes have achieved has taken place at the backdrop of an aggressive programme by the Government to revamp Technical and Vocational Education and Training (TVET) institutions across the country,” said the CS. “The government aim to change the way TVET training is conducted and to bring factory in college concept in public TVET institutions,” he added. The developments are part of a programme by the Government to revamp Technical and Vocational Education and Training (TVET) institutions across the country and to bring factory in college concept in public TVET institutions. It has equipped the institutions with mechanical, electrical and electronics equipment while some of the institutions have been given modern prototyping equipment. @kevin_x254

ACCESS Tetu “Troubador” Shani is the creator and curator of Mood Music. His emotional flair, sparse vocals and deliberate instrumentation lend a special sort of distinction to his sound. From the djembe to his multi-layered soulful compositions, put him on your radar. We at XAccess feel he’s one to watch. Tell us about your sound I call my music mood music because my philosophy is basically that for every spectrum of human emotion, there is a song. For every human emotion that exists, there should be a song for it. And I feel that Kenyans have moved away from the emotion in their music and all that’s present these days is entertainment. How did you get your start? I started out playing percussion 4 years ago professionally that is, then 1 year ago I got into playing guitar and singing. It was actually my friends who pushed me into it. What would you say is the message of your music? People are going to feel everything in one show whether it’s happiness, sadness, anger. Everything. Who inspires you? I’m inspired by anyone who has a unique sound musically. Anyone who has a uniqueness and authenticity and when you listen to their music it is them you are actually listening to. You can feel them through their music. And of course the desire to be a legend a l s o inspires me. What are you
working on currently? I’m working on my debut album presently. I’m currently creating and choosing content that would be the with Mayonde called ‘Chemistry’ that’s just about to be released. Do you ever listen to your own music on your playlist? Never! Ever! When I play a song then release it I never listen to it again. I would never listen to my music like just sitting down and listening to it, never. My voice sounds weird to me, the song sounds weird. I just can’t. What do you think about the Kenyan music industry currently? I’m actually very optimistic about it have a certain professionalism and brand identity that I’ve never seen before. On social media, websites, posting videos online, it’s great. I think the only other thing I could mention about it is that artistes should focus on writing great music. People are focusing on promotion rather than creating classics or writing good music. Where do you see yourself in 3 years? I don’t have the slightest clue. 3 years ago I hadn’t the foggiest idea what I’d be doing right now. I started out as a percussionist, then started singing and writing then I started playing guitar. My desire is to keep evolving.

the Gentleman’s Edition
The Ricky na Marafiki Evening of Afro Jazz show at the Alliance Françoise Gardens was an exceptional 3-hour concert. Not only did the event feature surprise guest performers such as drummer girls, MoTra but also had the astonishingly good MC Jack Gaitara, who also happens to be a jazz artiste. He and his back-up singers, The Spectaculars, did a couple of Bob Marley covers and imbued them with a soulful, ballad-ish hint that lulled the crowd smoothly. Ricky na Marafiki, being the quintessential gentlemen that they were, played a quick set and let the other artistes get some shine. He and his saxophone player, Steve Munge, were a site to watch though as they played around each other in complete sync. The alternative band Third Hand Music, created a whole new genre of sound before the audience that was somehow entirely original and completely alien to fresh ears. Noel Nderitu, who closed the show, also did something unexpected and did the only thing that was true to him. His gospel-infused, bluesy tunes moved the crowd to wave their hands in the air in melodious communion.

Djokovic beats Murray to win French Open World number one Novak Djokovic beat Britain’s Andy Murray to win his first French Open title and complete the career Grand Slam. The Serb, 29, won 3-6 6-1 6-2 6-4 to win his 12th major title and become the first man since Rod Laver in 1969 to hold all four Grand Slams at once. Murray had hoped to secure the third leg of his own career Slam, having already won Wimbledon and the US Open. The Scot, 29, was Britain’s first male finalist in Paris since 1937. Second seed Murray played superbly to win the first set but could not convert a break point early in the second, and Djokovic took control to win in three hours. He becomes only the eighth man in history to have won all four of the sport’s major singles prizes - and could yet match Laver’s achievement of winning all four in a calendar year. Djokovic fell back on the clay in delight and relief after requiring two breaks of serve and four match points in a desperately tense end to the final. With three-time champion Gustavo Kuerten watching from the stands, Djokovic then emulated the Brazilian by drawing a heart in the clay with his racquet. “It’s a very special moment, the biggest of my career,” said Djokovic. “I felt today something that I never felt before at Roland Garros, I felt the love of the crowd. “I drew the heart on the court, like Guga, which he gave me permission to do. My heart will always be with you on this court.”
Murray, who has now lost five Grand Slam finals to Djokovic, had looked capable of causing an upset with an aggressive display in the opening set. However, Djokovic turned the match around early in the second set and Murray, who had played five hours’ more tennis in reaching the final, could not keep pace. “To Novak, this is his day,” said Murray. “What he’s achieved the last 12 months is phenomenal; winning all the Grand Slams in one year is an amazing achievement. “It’s so rare in tennis, and for me personally, it sucks to lose the match, but I’m proud to have been part of today.” Djokovic looked determined to make up for losing in three previous Paris finals when he broke the Murray serve to love with a brilliant opening game, but the nerves were soon apparent. A beautiful lob saw Murray hit straight back in game two and, playing aggressively at every opportunity, he powered into a 4-1 lead as Djokovic misfired with his forehand. Murray clinched the set at the third opportunity - after a generous overrule that drew boos from a crowd seemingly backing Djokovic - and some stunning defence earned the Scot a break point at the start of the second set. Djokovic needed to turn the tide and he did so with a smash, before grabbing

the lead when Murray double-faulted at break point down. The Serb then began to dictate with his backhand, firing a winner down the line for a decisive second break as Murray’s first-serve percentage slipped below the 50% mark. Djokovic continued to press, setting up break points at 1-1 in the third set
with a forehand winner and watching as Murray dropped a volley into the net with the court gaping. The crowd chanted “Nole! Nole!” as the world number one finally regained the lead he had surrendered after the opening game of the match, and he broke again with a terrific sliding winner on his way to a two-sets-to-
one lead. With a 5-2 lead in the fourth set, and his friends and supporters preparing to celebrate in the stands, Djokovic suffered a tortuous few minutes as Murray refused to give up. The Briton got one of the breaks back and saved two match points, before finally netting a backhand as Djokovic clinched a historic win.
Rudisha, Asbel Kiprop set meeting records in Birmingham
David Rudisha takes selfie photos with UK fans after winning the 600m in Birmingham yesterday.
Sublime Kenyan 800m champion David Rudisha won a thrilling 600m whilst three-time world champion Asbel Kiprop took victory in the men’s 1500m with a meeting record at the Birmingham Diamond League meeting last evening. World silver medallist Conseslus Kipruto continued his scintillating performance after improving his time once again in the men’s 3000m steeplechase to lead fellow countrymen to a 1-6 finish in a world lead of 8:00.12. “It was a very good time but I was not expecting to run that time in Birmingham. (The) last two weeks, I have earned a hat-trick of Diamond League points, today I wanted it to be my fourth consecutive win,” Kipruto stated. World champion Vivian Cheruiyot beat compatriot Mercy Cherono on the line to lead Kenyans to a podium sweep in the women’s 5000m, clocking 15:12.79. Rudisha was pushed really hard in the rarely-run 600m by Frenchman PierreAmbroise Bosse but repelled him in the dying metres to win in 1:13.10, just outside the world record of 1:12.81 set by Johnny Gray in 1986.
“I had my eye on the world record, but I lost it in the last 100m. However, this is great preparation for my Olympic bid as running over this distance sharpens my speed,” said Rudisha. His compatriot Kiprop coasted home in the men’s 1500m, the 26-year-old 2008 Olympic champion recording the fastest time ever run in Britain and the best in the world this term of 3:29.33. Led through the first two laps in 54.38 and 1:51.72 by pacemaker Andrew Rotich, Kiprop was already well clear of the field at 1200m, which he reached in 2:47.79. When he crossed the line, a wide smile came across Kiprop’s face as he bettered his own world-leading mark from the opening IAAF Diamond League meeting in Doha a month ago by almost three seconds. “This is the time when you need to do this and deliver the results, in front of the fans,” reflected Kiprop. “Getting the Diamond Race points are important as well. It helps in training as well and makes you confident ahead of the (world) championships,” he added. Morocco’s Abdelaati Iguider was a
distant second in 3:33.10. Meanwhile, British athletics great Mo Farah paid a handsome tribute to the late boxing legend Muhammad Ali on Sunday as he broke David Moorcroft’s 34-year-old British 3000 metres record. The 33-year-old two-time Olympic champion and quintuple world champion struck a boxing pose as he celebrated his win at the Birmingham Diamond League meeting paying his respects to Ali, who died of septic shock aged 74 on Friday. “It was a tribute definitely to Muhammad Ali,” said Farah, who last year withdrew from the meeting because he felt drained by the coverage of the doping allegations against his coach Alberto Salazar, who denies all wrongdoing. “My sympathy goes to his family, he was a great man. He was a real influence on me as I wrote in my biography, I looked up to him.” The meet had been interrupted earlier for a minute’s applause to honour Ali, a former heavyweight champion and Olympic gold medallist. Muhammad Ali ‘had a tough time for a year’ before his death - doctor Muhammad Ali’s doctor says the iconic boxer had been “having a tough time in the last year” before his death. The three-time world heavyweight champion, who had Parkinson’s disease for 32 years, died aged 74 from “septic shock due to unspecified natural causes” according to his family. “The last week has been particularly tough,” said Abraham Lieberman, who was with Ali only hours before he died. “It became apparent God wanted him and we all became reconciled to it.” Lieberman told the BCC: “Everyone in the back of their minds expected something bad was going to happen but you always hope you will beat the odds because he is someone who always beat the odds - he is not an ordinary person. “He stood up for his beliefs and what he thought was right. He treated everybody from the humblest person to the biggest celebrity the same - which
was fair. “You could not believe how nice he was outside the ring compared to the way he was inside the ring. I lost a great friend.” Lieberman, a director of the Muhammad Ali Parkinson Center in Arizona, rejected suggestions that boxing was solely responsible for Ali’s illness. “I don’t think it helped but I think he developed it slowly over a number of years,” he said. “People that develop Dementia Pugilistica are usually dead within three or four years - he’s had Parkinson’s for over 30 years. “It started on one side, his brain looked relatively good on MRI scan, I can’t tell you boxing didn’t have a role but I think he had regular Parkinson’s disease.” The doctor recalled a story from many years ago when Ali visited an elderly man in a nursing home, who mistook him for another great boxer, Joe Louis.
“Muhammad said: ‘If it gave that old man pleasure to think he met Joe Louis - then I’m Louis.’,” he said. “I think that summed up Muhammad, he was a great personality but really a kind person, with tremendous feeling of sympathy for people.” Lieberman said Ali had been supported by his family throughout his illness. “His Parkinson’s got worse but he had a very devoted family who really treasured him and gave him as much quality of life as you could have,” he said.
Former boxer Joe Bugner, who fought Ali twice, was also a guest on Sportsweek and the 66-yearold, speaking from his home in Australia, said: “He and I became one of the closest friends in the boxing world. “He was unique, not only was a great, great boxer and athlete but also very intelligent and nobody could outwit him as far as the words were concerned.”
Pep Guardiola to take Man City to new level, says club Chairman
Incoming Manchester City manager Pep Guardiola. Club chairman Al Mubarak says he is confident the coach will propel the team to new heights.
Pep Guardiola will take Manchester City “to a new level”, according to club chairman Khaldoon Al Mubarak. Ex-Barcelona boss Guardiola has left Bayern Munich to replace Manuel Pellegrini as City manager this summer. “I’m absolutely exited about Pep joining our team,” said Al Mubarak. “I consider Pep to be one of, if not the best manager, in football today. “We are getting a manager that epitomises passion and commitment. He is a proven winner.” Guardiola was victorious in the Champions League twice at Barcelona, including their treble-winning campaign in 2008-09. He also won the German league title with Bayern for three successive seasons, although he failed to win the Champions League with the Bundesliga outfit. Speaking to City’s website, Al Mubarak added: “I have no doubt that he will transform our team to a new level.” City finished fourth in the Premier League in 2015-16 as they failed to reclaim the title they won under Pellegrini in 2014. However, they won the League Cup and reached the Champions League semi-finals, losing to eventual winners Real Madrid. “Over three years under Pellegrini we won our second Premier League title, two League Cups and got to the semi-finals of the Champions League for the first time,” said Al Mubarak. “There are a lot of achievements that have been made in those three years. We should thank Manuel and the team around him and be grateful for these achievements. “At the same time, we also can’t hide the disappointment, particularly this year. We had high expectations for this season.”
Eden Hazard, Lukaku on target as Belgium win last Euro warm up
Romelu Lukaku and Eden Hazard scored as Belgium came from behind to beat Norway in their final game before Euro 2016. After Everton striker Lukaku’s fiercely struck opener from outside the box, Bournemouth’s Joshua King levelled. Veton Berisha profited from static defending as Norway then led, but Hazard deftly headed in an equaliser and Laurent Ciman got the winner. Meanwhile, Russia, who begin their Euro 2016 campaign against England on Saturday, drew 1-1 with Serbia. They were denied victory by an 88th-minute equaliser from Newcastle striker Aleksandar Mitrovic, having taken the lead through Artem Dzyuba in the 85th minute. Earlier, Czech Republic suffered a 2-1 home defeat by South Korea in their final warm-up game. Yoon Bit-garam and Suk Hyun-jun gave the away side a 2-0 half-time lead before Marek Suchy got one back and Theodor Gebre Selassie was sent off for a second yellow card.

Guinea-Bissau striker Zezinho celebrates after scoring against Zambia on Saturday. Kenya’s 2-1 win over Congo yesterday ensured the African minnows qualified for a historic appearance at the Africa Cup of nations in Gabon next year.
The victory means that Ghana have qualified for their seventh successive Africa Cup of Nations finals since 2006. Zimbabwe clinched a place at Gabon 2017 with a 3-0 win over Malawi in Harare while their Group L rivals Guinea fell 1-0 in Swaziland. Knowledge Musona was fouled inside the box and converted the penalty on 16 minutes to set up the convincing home victory for the Warriors. Recently crowned South African Footballer of the Season, Khama Billiat, doubled the lead on 36 minutes, firing in from close range. Roared on by a 40,000 crowd at the national stadium, Zimbabwe struck again a minute from time through a Cuthbert Malajila header. In Group B, the Democratic Republic of Congo moved closer to the finals with a resounding 6-1 win in Madagascar but Central African Republic’s 3-1 win over visitng Angola stopped DR Congo from qualifying. Cedric Bakambu and Paul-José M’Poku both hit a brace for DR Congo in Madagascar, with Crystal Palace’s recently married winger Yannick Bolasie, and Jordan Rolly Botaka also scoring. Jhon Baggio Rakotonomenjanahary did score a consolation goal for the hosts, but they remain bottom of the group with just two points. CAR’s win meant they closed the gap on DR Congo to two points with the group now set to be decided in the final round of qualifiers in September. It is a similar situation in Group D where
Burkina Faso beat Comoros 1-0 on Sunday to go joint top with Uganda ahead of the last round of qualifying. Group A will also be decided in the final round, after Liberia drew 2-2 with visitors Togo to go joint top with Tunisia. Togo came from 2-0 down to secure a precious point. Gizzie Dorbor and William Jebor put Liberia in front before Floyd Ayite and Kodjo Laba drew Togo level. Liberian players were holed up in their dressing room for more than an hour after the match to avoid an angry crowd waiting outside the stadium. Elsewhere, two goals from Getaneh Kebede helped Ethiopia win 2-1 away to Lesotho in Group J, to boost their hopes of finishing as one of the best runners-up. The Group C game between Benin and Equatorial Guinea - originally scheduled for 5 June - has been postponed until Sunday 12 June. as long as Benin fulfil conditions set out by Fifa. These are the penultimate qualifiers, with the group winners and the best two runnersup qualifying for the finals along with hosts Gabon. Guinea-Bissau, Zimbabwe and Ghana join Morocco, Algeria, Cameroon, Senegal and Egypt as the nations who have already qualified. The final round of group matches will be played in September.

LUKAKU, HAZARD ON TARGET AS BELGIUM WIN
P14
Kenya’s Eric Johanna celebrates scoring the winnning goal against Congo at Kasarani Stadium yesterday.
Stars win over Congo sees Guinea-Bissau through to AFCON 2017 Guinea-Bissau reached an Africa Cup of Nations finals for the first time in their history without kicking a ball on Sunday, thanks to Harambee Stars win over Congo in Nairobi. By beating Congo, Kenya ensured the African minnows reached Gabon 2017 in a historic qualification as their closest challenger failed to secure any points. A lively Harambee Stars were out for their first group win in the qualifiers and were able to come from behind to see off Sunday’s opposition. Ayub Timbe scored in the 24th minute to cancel out Prince Oniangue’s 19th penalty before Eric Johanna secured the win for the home team with a delicious loop on 67 minutes. After so many disappointments playing at home, Stars turned on the style on this day with a confident and coherent performance that got the small partisan crowd wild on their feet in appreciation. It is the visitors who scored first though, Oniangue successfully converting a penalty awarded after Spain-based Ismail Gonzalez, making his debut in the competition, brought down striker Dore Forebory. Kenya responded almost immediately through Belgium-based winger Ayub Timbe, who raced after a ball delivered from deep to whip it screaming past Congolese goalkeeper Christopher Mafoumbi. That victory ensure Guinea-Bissau joined African giants Algeria, Cameroon, Egypt, Morocco and Ghana who have all qualified for the biannual showpiece alongside Zimbabwe and hosts Gabon.
Guinea-Bissau, from the tiny former Portuguese colony in West Africa, bolstered their chances of a first Cup of Nations appearance after a 3-2 win over 2012 champions Zambia on Saturday in front of a packed 20,000-capacity national stadium in Bissau. The team, captained by France-based Bocundji Ca have 10 points in Group E, four more than Zambia and Congo Brazzaville. Kenya are bottom, two points further adrift. Guided by local coach Baciro Cande, Guinea-Bissau - who have never been inside the world’s top 100 in the Fifa rankings - were considered outsiders when qualifying kicked off last June. They have a population of just 1.7 million and no professional league, and with their financial problems they have regularly been unable to enter teams in continental competition. But home and away victories over Kenya three months ago helped them upset the odds to win the group. Ghana went into their game away to Mauritius as favourites to win Group H even without captain and leading striker Asamoah Gyan, who has a thigh injury. The Black Stars did not disappoint despite a cagey first half which ended without any goals. Swansea’s Andre Ayew (pictured) broke the deadlock in the 71st minute with a strike from close-range to relieve some of the tension. Christian Atsu doubled Ghana’s score seven minutes later, finding the net following a pass from defender Baba Rahman.
