Muslims begin Holy Month of Ramadhan

Muslims faithful go down in prayer at the Sir Ali Muslim Club in Nairobi Tuesday morning at the commencement of Ramadhan. Muslims were initially split on when to begin the fast as other starting fasting on Monday in disregard of Chief Kadhi who had said the event would begin today. Ahmed Muhdhar had said that fasting was to start today as they had not sighted the moon and there was not news from clerics from other regions. But those who began fasting on Monday said some Islamic States had sighted the moon on Sunday evening, meaning they were free to go ahead with the event. Sighting of the moon signifies the beginning of the holy month of Ramadhan during which Muslim faithful commemorate the revelation to Mohamed.

‘I’ll oppose President if he enters any deal with Raila over IEBC’ National Assembly’s Majority Leader Aden Duale has vowed to go against President Uhuru Kenyatta should the Head of State agree to talks with the opposition over the IEBC stalemate. The opposition Cord has been staging protests across the country in a bid to force out commissioners of the electoral body and has asked President Kenyatta to convene dialogue on the matter failure to which they have threatened to put more pressure in the demos. There were hopes early last week that talks over the matter would soon begin only for the government to dismiss any suggestions that it had agreed to any negotiations. And now, Leader of Government Business in Parliament says those pushing for the removal of IEBC commissioners must follow the law. Duale said any attempts to send the current bosses of the electoral agency home without following the constitution will be illegal. “Let me make it clear for the avoidance of doubt that even if President Kenyatta reach an agreement with Raila Odinga, I will still oppose it because it will have to come to parliament,” Duale said adding that he is ready to go against the Head of State on the matter. “Article 251 of the Constitution must be followed on the removal of IEBC, sometimes we must stand with the constitution and I am willing to go that route,” added the Garissa Township MP. “I am ready to go down history as the only MP in the Jubilee Coalition to oppose the President on this matter, I will not allow it to happen,” he added. He made the remarks early today at Intercontinetal Hotel during a breakfast meeting between the National Assembly Speaker and Editors on the role of Parliament in the electoral laws. After State House dismissed as untrue reports that a deal had been reached with opposition leaders for talks on the matter last week, Cord leader Raila Odinga criticized the government insisting that they had agreed to hold talks. The opposition has since accused some government officials of being behind the turnaround. But Duale distanced himself with those claims saying he is not the stumbling block on dialogue between President

Kenyatta and Mr Odinga. “I get bashed on the social media as the stumbling block to dialogue between the President and cord leader, I am not. I have only insisted that everything must be done within the constitution,” Duale said. The IEBC matter has created tension around the country with businesses receiving a hit as they remain closed on days the opposition hold antiIEBC protests. Church leaders and private sector players have already pleaded with the President to agree to talks and end the stalemate. Only yesterday, Cord threatened to up the pressure by protesting twice a week unlikely previously when they have staged protests only on Mondays. T h e y want

t h e current I E B C commissioners to vacate office accusing them of being unfit to oversee next year’s general election. But Duale maintained that even if the commissioners are forced out of office today, it will take some time before a new electoral team is put in place. According to Duale, the earliest that can be is December as there exists a lacuna in law on the appointment of new ones. “I don’t know how things would be if we push the current IEBC commissioners out of office because there is no law on the appointment of new ones,” Duale said. He said the Justice and Legal Affairs committee has already drafted a proposal on changes on the electoral laws which will spell out the appointment of new commissioners.

The

amendments were set for debate this

afternoon; a process which Duale said will provide a clear road map on the appointment of new commissioners. “If one commissioner of the IEBC now dies, I’m afraid there is no way he can be replaced as there is no law specifying on the process of replacement and that is what the Legal committee is doing,” Duale said. Speaker of the National Assembly Justin Muturi said parliament will not be a stumbling to any reforms so long as it is within the law. “I want to assure you that parliament will not deny Kenyans any reforms they need including this one on electoral @sam_x254 reforms,” Muturi said.

Take charge of Parliament and save this country, Editors tell speaker Speaker Justine Muturi (left) with Editors Guild chairman Linus Kaikai and Secretary General Michael Mumo during the breakfast meeting at Intercontinental Hotel today

Editors have today told Speaker of National Assembly Justin Muturi to take charge of Parliament and save the country from plunging into chaos. Kenya Editors Guild chairman Linus Kaikai said there is building of animosity and division among Kenyans and Parliament too has failed to provide the muchneeded solution. “Look at the social media and you will see the kind of animosity and division among Kenyans, we urge you Mr. Speaker to rise above politics and provide leadership in

parliament so that through our MPs we can have unity,” Kaikai said at a breakfast meeting between the editors guild and the speaker of the National Assembly. Kaikai urged the speaker not to be absorbed in the current political supremacy between the Jubilee Coalition and the opposition Cord and provide leadership to MPs in the House. “Don’t fall in the same pit the same way majority of our leaders have done. Rise above politics and provide a forum for sober debate in

Parliament,” Kaikai said. He said the current political division between the opposition and the government has put the media in an awkward position as far as fair reporting and objectivity is concerned. “We have been forced as media industry to divide our TV screens into two and front newspaper pages into two in order to accommodate both the opposition and the government, it’s not a comfortable position but it can be solved if there is proper debate in parliament,” Kaikai said.

NSSF in campaign to attract more members TUESDAY, JUNE 7, 2016

The National Social Security Fund (NSSF) has today launched a sensitization campaign to mobilise members of the public on the benefits of joining the kitty. The campaign which will be headlined by a roadshow caravan was flagged off by the fund’s chief executive Anthony Omerikwa at the Uhuru Park today. Dr Omerikwa described the campaign as a crucial move aimed at attracting more people to joining the scheme. “We are launching this sensitization campaign to inform Kenyans on the role NSSF plays in the social protection service and also to encourage new members to the scheme,” Omerikwa said. The NSSF boss said it is for the public’s good that they secure future savings by making contributions to the fund to ensure a comfortable life after retirement. “The more you contribute the better you will live and we at NSSF are committed to ensuring that Kenyans who retire are able to enjoy a good life in their sunset years,” he added. “The advantages of joining the scheme include guaranteed returns for members, economies of scale and the surety that NSSF is stable and is here to stay,” Dr Omerikwa said as he outlined the benefits of the scheme to the public. He said the fund had improved its services as it was working on its ICT system and had made progress on their e-service for an enhanced customer experience for its 2.2 million active members countrywide. The campaign also aims to increase voluntary contributors from the

informal sector as they make up the biggest share of workers in the industry. “Very many workers in the informal segment do not have a structured scheme and that is where we come in to sensitize them on the benefits that accrue to them once they join the scheme,” he added. He attributed the low number of members from the informal sector to the disorganized nature of the market. He highlighted the fact that members can now make their contributions for as low as Sh200 at any of their branches or using the payment methods available. At the same time, NSSF issued a stern warning to those clinging on property that belongs to the state agency using the example of the Mombasa beach resort which the fund repossessed over the weekend. “Every asset that belongs to the contributor will be reclaimed through legal means,” Dr Omerikwa said. He reminded employees who are contributors to the scheme to regularly check their statements to ensure their funds are being remitted by their employers. The roadshow will make stopovers at various points around the Embakasi area such as Donholm, Kamukunji, Buruburu and Kayole. It will then make its final stopover at the Fun City Hotel at the Eastern Bypass in Utawala where the NSSF staff will engage the public and sell their services. NSSF will then hold a two day consultation programme with its stakeholders at its Donholm branch where they will meet with employers starting tomorrow.

Tunoi tribunal resumes amid concerns over report by NIS The tribunal investigating Justice Phillip Tunoi resumed Tuesday morning, with Judiciary Ombudsman Kennedy Bidali set to be cross-examined by the judge’s lead counsel Fred Ngatia. The tribunal was adjourned last week after Ngatia demanded to know the authenticity of a report allegedly issued by the National Intelligence Service touching on allegations of the Sh200 million graft probe. Ngatia declined to cross-examine Bidali until the report which, he says, was extensively used by the Judicial Service Commission, is proved to have been authored by the spy agency. The tribunal’s lead counsel Paul Nyamodi was given time to seek permission from the NIS Director General, for their communication with the tribunal to be declassified, so that Tunoi’s concerns can be addressed. “This document emanated from NIS. As a matter of fact, throughout the JSC recommendation, this report features the collaborative part. Without it, it is only

allegations flying from one person to the other,” Ngatia argued before the tribunal. The lawyer insisted he will not proceed with cross-examination of the Judiciary Ombudsman without, “knowing whether this is a report from NIS or elsewhere. If only we knew the position, we would know which way to go.” Nyamodi however revealed that on April 19, the tribunal wrote to the Director General of the National Intelligence Service over the report, allegedly emanating from the service, as given by JSC. “We wrote to the Director General of NIS asking him to confirm whether that document was indeed authored by NIS,” Nyamodi said. “I can report to the tribunal that we are in receipt of a response by the Director General of the National Intelligence Service, but it is classified.” He said the tribunal was in the process of asking the Director General to de-classify the document, for him to share the content of the letter- confirming whether NIS authored the document or not- with Ngatia.

African Union troops arrested in Somalia for selling military supplies to civilians Five soldiers with the African Union mission in Somalia (Amisom) and 10 Somalis have been arrested for selling military equipment, police say. They were found with improvised detonators, fuel, sandbags and empty ammunition boxes. Amisom confirmed the arrests saying it would not accept “unprofessional conduct among its personnel”. The mission is fighting alongside Somali government forces against al-Shabab Islamist militants This is the first time African Union troops have been arrested in Somalia since Amisom was established nine years ago, correspondents say. The authorities say the five AU soldiers are from Uganda, which has the largest number of troops in the 22,000-strong mission. Amison forces have previously been accused of engaging in activities outside their mandate like illegal sale of charcoal

and sugar in Somalia. The accussations were contained in a UN report that also alleged the soldiers were selling military equipment to civilians. The police said they caught the men as they were trying to sell the equipment to civilians. Somalia’s police chief Mohamed Sheikh Hassan Hamud told reporters that the Amisom troops had been under surveillance for a while after allegations that they were involved in the illegal trade. ‘’The Somali police have been investigating repeated claims that equipment and other resources meant for the Amisom forces were ending up in the hands of people who were misusing them,” he said. Somalia’s Interior Minister Abdirizak Omar Mohamed said the sale of equipment may “explain why insecurity is increasing in Somalia”. The 15 men are expected to appear in court in Mogadishu soon.

Hillary Clinton becomes first US woman to clinch party nomination

Hillary Clinton has clinched the Democratic presidential nomination to become the first woman in the 240-year history of the United States to lead the presidential ticket of a major political party. Last night’s delegate and superdelegate count showed Mrs Clinton had even surpassed the required number needed to win the nomination. A strong showing in Puerto Rico’s Democratic primary on Sunday and additional support from superdelegates put Clinton, 68, over the top to become the presumptive nominee. She has secured 1,812 pledged delegates and 572 superdelegates for a total of 2,384 delegates -- one more than needed for the nomination. And her delegate count is expected to grow further today when six states, including delegate-rich California and New Jersey, hold contests. Speaking in Long Beach, California, on Monday, Clinton said she was still focused on the states where voters head to the polls Tuesday. “We are on the brink of a historic, historic unprecedented moment but we still have work to do, don’t we?” she said. “We have six elections tomorrow and are going to fight hard for every single vote, especially right here in California.” After three decades at the center of

American politics as a pioneering, and deeply controversial, feminist icon, the victory brings Clinton within reach of finally cracking the “highest, hardest glass ceiling” she lamented eight years ago when she conceded the Democratic race to Barack Obama. The former first lady, senator from New York and secretary of state will officially become the Democratic nominee at next month’s convention and will face presumptive Republican nominee Donald Trump in a general election battle that is already shaping up as one of the nastiest campaigns in modern U.S. history. Clinton has pounced on Trump’s business record, character and tendency to use his platform to wage personal grudge matches to try to define him early on in the minds of voters as unfit for the presidency. Trump, for his part, is aiming to portray Clinton as a consistent liar who can’t be trusted. Though Clinton already has Trump in her sights, she has work to do in her own party, and has pledged to unite Democrats after a grueling nominating battle against Vermont Sen. Bernie Sanders. The self-declared democratic socialist confounded expectations that he was little more than a fringe candidate and mounted his own crusade against the political establishment that electrified the party’s progressive base.

He goes into the final Super Tuesday contest of the campaign this week vowing to fight on until the convention in July, despite being mathematically eliminated from the race. “It is unfortunate that the media, in a rush to judgment, are ignoring the Democratic National Committee’s clear statement that it is wrong to count the votes of superdelegates before they actually vote at the convention this summer,” Sanders campaign manager Michael Briggs said in a statement Monday. “Secretary Clinton does not

have and will not have the requisite number of pledged delegates to secure the nomination. She will be dependent on superdelegates who do not vote until July 25 and who can change their minds between now and then.” Politics has been entwined with Clinton’s life since she was a precocious student who gave the commencement address to Wellesley College’s class of 1969 and met the shaggy-haired young man who would become her future husband, the 42nd President of the United States, and lifelong political

soulmate in the Yale Law library. Back when she was a deeply polarizing political figure as first lady during the political wars of the 1990s, it would have seemed unthinkable that Clinton would eventually reinvent herself as the presidential nominee of her party. But it’s a mark of the hold the Clintons have maintained on the Democratic Party and their sheer political longevity that she will go to Philadelphia next month to accept the nomination at the Democratic National Convention.

Yellen voices concern on weak jobs data: Janet

Yellen has signalled that the US Federal Reserve will hold off raising rates this month, as she described Friday’s weak jobs report as disappointing and highlighted uncertainties ahead including Britain’s referendum on its EU membership. In a speech in Philadelphia, Ms Yellen described the Federal Reserve’s current monetary policy setting as “generally appropriate”, indicating that the Fed wants to sit tight at its meeting next week but is holding open the possibility of rate rises later in the year should May’s jobs setback prove to be an anomaly. As recently as two weeks ago, Fed officials were publicly hinting that they were preparing to raise rates for just the second time since the 2008 financial crisis. www.ft.com

Tourism upbeat of recovery as sector posts Sh14 billion loss The tourism sector has posted Sh14 billion in losses over the past 4 years due in part to travel advisories brought about by terrorist attacks and Ebolarelated scares in parts of Africa. According to recent numbers from the sector’s ministry, Kenya’s earnings from tourism fell by 2.87 per cent last year to Sh84.6 billion. This is compared to Sh98.9 billion in 2011. Tourism Cabinet Secretary Najib Balala said the sector was on course for a recovery in 2018, in line with government plans. He noted, however, that violent protests against IEBC, the country’s electoral body could put a dent in said plans. “My concern is that, the efforts and the road map is working very well, I don’t want the political noise to interrupt that programme,” he said. “In 2015 there was a general decline in performance from the key source markets,” he said, adding that there was, however, an increase in cruiseship arrivals with 3,302 recorded in November/December 2015, compared to 362 in 2014. Nonetheless, visitor numbers and earnings have plunged in the past four years as Al Shabaab militants from neighbouring Somalia launched attacks on Kenyan soil in retaliation for Kenya’s military intervention. As a result, tourist arrivals fell from 1.8 million in 2011 to 1.18 million last year. The Tourism Ministry said that there

was a notable decline in 2015 from Emerging and New Markets, except the United Arab Emirates (UAE). It has also emerged that Jomo Kenyatta International Airport (JKIA) arrivals declined by 9.5 per cent in 2015 compared to 2014, while Moi International Airport showed a 35.5 per cent decline.

“Total international arrivals for 2015 by air and sea, showed a 12.7 per cent decline,” Balala said. The Ministry also noted that Africa contributed 26 per cent of the total tourism arrivals in 2015, with South Africa and Nigeria showing positive growth. There have been renewed efforts to

Tourism CS Najib Balala during a recent media briefing.

Low cost hospitality chain sets shop in Kenya Tune Hotels, a low cost hospitality chain, is scheduled to open shop in Kenya. The opening of the budget Tune Hotels along Raphta Road in Westlands will see it become the latest international hospitality chain to invest in Kenya. The 11-storey, 280-room facility which will cost an estimated Sh2.9 billion and will be operating on a ‘no frills’ model, where customers only pay for the amenities they use. Tune Hotel Nairobi, will be the brand’s first hotel in Africa. “We often check into hotels when we travel and we really don’t get to use all the facilities a room or indeed a hotel can offer, like lounge chairs or baths, most times you’ll drop down to the restaurant to grab a meal and not even think about using room service. We don’t want to charge you for these amid other things you don’t use – so we’ve done away with many of them,” said Stuart Clay, General Manager, Tune Hotel - Nairobi. Tune Nairobi’s regular room rates will

revive the sector include boosting security, opening new source markets such as Nigeria and Poland and increased budgetary allocations to the sector. Visitors are expected to rise by a third this year to 1.6 million and to recover to 1.8 million in 2018, matching a record high set in 2011.

average between Sh5000-Sh12,000 per night depending on how early guests book. The average cost of a room in quality hotels in Nairobi today averages between Sh12, 00030,000 per night. Tune Hotel offers you all what you may want from a hotel at a pretty friendly price. The rate savvy customer is one of the largest in Kenya but currently there isn’t enough being done to service these needs according to their budgets. “Our rooms are smaller than the usual Kenyan hotel room because in truth we believe you don’t actually need that much room to sleep, in fact the essentials are simply just a very high quality bed, quality linen and a great power shower. The extra unused services make the customer pay more and we’re reducing all of that so the customer in the end benefits. There are however fixed elements we cannot compromise on like quality of service, security and design. We’ve invested

heavily in a great security system in and around the hotel,” he added. Five rooms will be charged at a special price of KSh995 per night to mark the hotel’s entry into the Kenyan market from 18th July to 31st August, 2016. The rooms can be booked using the special promotion code PROMO995 at the hotel’s website. “The potential for budget hotels is big and the supply does not currently meet this demand. We want to offer guests great service and value as well as providing them with a memorable stay,” said Joe Stenson, Hotels Director, Tune Hotels, UK. The hotel is currently in the last phase of completion with opening planned for July 2016. The hotel will employ 122 local permanent staff in different positions including front office, housekeeping, food & beverage, as well as sales and marketing. @kevin_x254

Tourists arrivals jump 14pc as protests threaten sector’s future The number of tourists arriving in Kenya by air and sea has jumped by 14 per cent, indicating that the sector is in recovery mode. Tourist arrivals for January to April 2016 registered a 14 per cent growth but sector stakeholders are anxious over ongoing political protests in Nairobi. Tourism Cabinet Secretary Najib Balala says international arrivals for the period under review hit 263,284 compared to 231, 038 in 2015. The Tourism Ministry has found that Jomo Kenyatta International Airport (JKIA) arrivals grew by 13.6 per cent in the period under review to recorded 229, 594 as compared to 202,071 in 2015. Moi International Airport Mombasa on the other hand recorded 31,810 visitors compared to 28,967 in 2015 a 9.8 percent growth. Cruise ship arrivals stood at 1880 in the period under review. “We are expecting the ongoing trajectory to go on through the year and a full recovery in 2018,” the CS said. Speaking to reporters in Nairobi, Balala added that tensions brought about by the IEBC protest is “setting a bad precedence.” “We are now going back to political instability. We are not sending the right signals to the market,” Balala said. The sector has suffered major blows in recent years due in part to insecurity. The industry has faced about Sh12.5 billion in losses since 2011 and 30, 000 sectoral jobs have also been lost.

Bankers Association partner with Unep ahead of CEO round table on Sustainable Finance

The Kenya Bankers Association (KBA) is set to host the 3rd edition of their CEO round table on Sustainable Finance and partner with the United Nations Environment Programme (Unep), the industry regulator said in a statement earlier today. The CEO round table is an initiative aimed at spurring development within the sector and addressing concerns that may plague the finance industry. The country’s banking industry last year adopted the Sustainable Finance Initiative (SFI) Guiding Principles, a set of directives that will aid in balancing their business goals with the economy’s development priorities and socioenvironmental concerns. The banking industry adopted the principles during the 2nd CEO round table on Sustainable Finance held on March 31, 2015. “Economic viability is vital, but time has come for the financial services sector

in Kenya and the region to adopt and implement a more inclusive decision making model that also factors in variables such as environmental impact and social capital in the overall finance equation,” said KBA Chief Executive Officer, Habil Olaka. Speaking during a previous address, he added that “Kenya’s SFI process is unique in that it is the first ever marketled industry wide initiative of its kind in Africa. KBA’s deliberate leadership in the formation of the SFI and the development of the Sustainable Finance Principles is therefore a key milestone for the financial services sector overall.” KBA is the umbrella body of the banking sub-sector with a membership of 46 banks that are licensed and regulated by the Central Bank of Kenya (CBK). KBA has undertaken industrywide initiatives, including aligning standards on payments. @Dennis_x254

Ministry to weed out rogue brokers with review of obsolete agents’ Act The Ministry of Land, Housing and Urban Development has announced moves to weed out fraudulent brokers with review of a law dubbed ‘the Estate Agents Act’. Cabinet Secretary Prof Jacob Kaimenyi said the Act is being reviewed to streamline the estate agency practice and kick out phoney property brokers. Speaking during an estate agents’ workshop in Nairobi last week, the CS said the Act is also being reviewed to address gaps in membership of the Estate Agents Board and provide adequate linkages to other regulatory and enforcement agencies. “There is an urgent need for an updated law to regulate real estate agencies to help curb loss of millions of shillings by unsuspecting members of the public,” he explained. The Act, which was passed 31 years ago, cannot adequately address contemporary issues in property management, the CS said. Estate Agents Registration Board (EARB) Chairperson Nelly Mbugua said the Estate Agents Act is obsolete and requires urgent amendments. “The social, political and economic circumstances today are different from those which existed when the Act was enacted. Stakeholders should take cognizance of this and come up with proposals that will adequately address the current challenges,” Prof Kaimenyi argued. He said there is for a code of conduct for practitioners of estate agencies in order

to restore public confidence, eliminate corruption and fraud that has marred the estate agency practice. The CS noted that unscrupulous property brokers may “use the law of the jungle to operate and many Kenyans have lost a lot of their money due to sale of non-existent plots or by being charged illegal commissions.”

The Cabinet Secretary has since urged the Estate Agents Board - the regulatory body for estate agency practice in Kenya - to make its membership less prohibitive and encourage more people to join, as a way of ensuring that all counties have access to estate agency professionals. The stakeholders are finalising the

Kenya needs 2 million affordable houses to address growing deficit, says Shelter Afrique

Kenya will need roughly 2 million affordable houses over the next decade in order to address the country’s growing deficit, a new report by Shelter Afrique, a pan-African finance institution that supports the development of the continent’s real estate sector, has revealed. The financial services firm, also known

as Company for Habitat and Housing in Africa, has found that Kenya’s housing sector requires immediate attention with the number or urban poor increasing at what experts term as an alarming rate. Shelter Afrique Managing Director, Dr. James Mugawa has said the current situation in the African continent

regarding housing problem is a cause for concern. Speaking at the opening ceremony of Shelter Afrique’s recently-concluded 35th Annual General Meeting and Symposium, in Abuja, Nigeria, the MD called on African leaders to address the crisis. “It is no secret that there are huge housing deficits across the continent. In Kenya, the deficit is estimated at 2 million houses over the next 10 years. These estimates however assume that the population will remain static, and from what we can see, it will not,” he explained. According to UN-Habitat estimates, half of the world’s population, a total of 3.5 billion already live in cities. By 2030, almost 60 per cent of the world’s population will live in urban areas. “Ninety-five per cent of urban expansion in the next decades will take place in developing world, most of it right here in Africa. In real terms that means that we will require an additional

532 million units across the continent by 2030,” Dr. Mugawa explained. He added that Africa will experience a population boom in almost of all its major economies. “Nigeria is expected to have 174 million people between the age of 15-64 by 2035; in the Democratic Republic of Congo that number is predicted to be 70 million, in Kenya that number is 45 million and in South Africa that number is 40 million,” he warned. He noted that Shelter Afrique was taking steps to address housing Africa’s low income urban population. “It is not something we can do alone, nor is it something we would even want to do alone. For solutions to having a lasting impact and be sustainable they must be owned by all stakeholders, so I encourage you to participate and engage actively in discussions. In the end the matter of housing is owned by all, it is a matter that concerns us all, as we all need shelter,” Dr. Mugawa said. @Dennis_x254

I&M Holdings has acquired Giro Commercial Bank Limited (GCBL), a tier three bank at a cost of Sh5.09 billion, the financial services firm has confirmed. The cash represents about 11 per cent of I&M Holdings’ market capitalisation using the acquisition price. The move marks the first acquisition for I&M Holdings in Kenya. As part of the agreement, I&M Holdings will also acquire seven additional branches raising its total count in the country to 42. GCBL’s estimated annual profit before tax is about Sh500 million. I&M Holdings expects to have cost savings of about Sh60 million annually. Overall, GCBL will be held under I&M Bank Kenyaa key subsidiary of I&M Holdings.

UK investors move to increase stake in Kenyan market

UK firms are looking to invest in Kenya and have a huge appetite for the country’s market, British Foreign Secretary Philip Hammond has said. Speaking to the British Chamber of Commerce in Nairobi, Hammond noted that firms from the UK that have invested in Kenya have expressed desire to increase their investment in the market. He added that other firms, which have not yet invested in the country, are planning to do so in the near term. Hammond said that the UK is the largest cumulative investor in Kenya, noting that the country is in the middle of a period of huge growth. The Foreign Secretary stated that the UK is in prime position to support this growth and to help Kenya become the regional and international business centre.

Outsource Auditor General’s functions to curb graft: PKF TUESDAY, JUNE 7, 2016

The Accountants and Business Advisers body, PKF, is proposing that the government considers outsourcing some of the Auditor General’s functions to the private sector in order to reduce the adverse effects of corruption in various government agencies. Chief Executive Officer, PKF Eastern Africa, Atul Shah said that due to rampant corruption cases and continuing changes brought about by devolution, the Auditor General’s office is strained for capacity to handle the growing needs for audits. “The government needs to review which functions of the Auditor General’s office can be best managed through outsourcing in order to combat corruption in the public sector,” said Shah. Shah was speaking yesterday during a pre-budget media briefing in Nairobi. He said the Government needs to also review penalties sanctioned under the Economic Crimes law and the Penal Code as they are currently very lenient. “There is urgent need for Parliament to amend the Penal Code and The Economic Crimes laws to impose stringent sanctions and penalties,” said Shah. PKF is also proposing the introduction of value for money audits for public sector. “These audits will be geared at examining the economy, efficiency and effectiveness with which the audited body has discharged its functions. This will also help in weeding out corruption in government,” said Shah.

He said there is need for the government to empower the Salaries and Remuneration Commission (SRC) in structuring the job grade scale to eliminate duplication of duties and get rid of ghost workers. “Although the Government has in the recent years instituted measures to control the growing wage bill, it remains significantly high and constitutes more than half of the public sector expenditure,” said Shah.

In financial Sector reforms, PKF proposes for stricter measures to be put in place to ensure commercial banks reduce the cost of borrowing and assist the shilling regain its strength against major currencies in the shortest time possible. In the recent past, there has been an upward movement in the cost of credit mainly due to stringent policy measures undertaken by the Central Bank of Kenya in a bid to control weakening of the shilling against major

international currencies. Whereas these measures stopped further decline of exchange rate and worsening balance of trade, Commercial Banks lending rates remained high and continue to have a devastating effect on Kenyans and the economy as commercial banks experience a surge in non-performing loans or people desist from taking credit. @kevin_x254

Women for Africa Foundation to promote scientific research, IT The Women for Africa Foundation, an international group that seeks to empower people across the continent is set to launch its 2nd Edition of “Science by Women” programme with an aim to promote African women’s leadership in scientific research and technology. The programme seeks to transfer and foster the capacity of research centres in participants’ home countries. “The main goal is to enable African women researchers and scientists to tackle the great challenges faced by Africa through research in health, agriculture and food security, water, energy and climate change, as well as mathematics and economic science,” Ritu Saini, a spokesperson on behalf of the group has said. The Science by Women programme is currently inviting applications for this year’s edition of the drive. “To rise to the challenge that Africa faces in fairly and respectfully exploiting its extremely significant wealth and in sharing its gains equally among its citizens, it is necessary to count on science, research and innovation,” the group said in a statement. “This is why the Women for Africa Foundation

has launched the Science by Women programme aimed at promoting women’s access to science and technology, supporting them in their research careers, making their achievements visible and promoting their leadership in the international scientific community,” the group added. “To achieve this ambitious goal, we can count on the support of the Severo Ochoa Centres, whose prestige is unanimously recognized nationally and internationally, thereby ensuring excellence in scientific research in various fields,” the Foundation said. Specifically the Spanish National Cancer Research Centre (CNIO), the Institute of Photonic Sciences (ICFO), the National Centre for Biotechnology (CNB), the Institute of Health Carlos III (ISCIIII) and the Institute of Mathematical Sciences (ICMAT) have signed framework agreements. Nine researchers from eight African countries are already doing research in these facilities together with their corresponding teams on sabbatical stays in the first phase of this project. The programme will fund a total of seven six-month visiting senior research fellowships for seven experienced African women researchers.

State may seek external credit as Treasury targets Sh1.49trillion in revenue collection The government is likely to finance the coming 2016/2017 budget deficit through heavy external borrowing, experts from financial services firm PKF have said. The Treasury is targeting a revenue collection of Sh1.49 trillion up from Sh1.29 trillion in the last financial year. PKF Tax Partner Michael Mburugu says the heavy borrowing will be due to less or zero new tax measures expected to be introduced to fund the Sh2.26 trillion budget. Mburugu stated that if that will be sensible for the government to avoid borrowing locally as that would lead to escalation of commercial lending rates. Apart from borrowing, Mburugu says there will also be the option of Public Private Partnerships (PPPs) would come in handy especially in financing major projects. While presenting the budget estimates in April this year, Treasury Cabinet Secretary Henry Rotich mentioned that “the external borrowing will largely be biased towards concessional loans.” But even as government plans to tell Kenyans where they will get money to finance the huge budget, corruption has been mentioned as the key challenge that if managed, it would largely reduce the country’s increasing debts. In the budget estimates, Parliament has been allocated Sh24.6 billion, the Judiciary Sh15.3 billon while Sh228.5 billion has been allocated to constitutional commissions such as the Teachers Services Commission.

MacArthur Foundation offers local groups Sh10bn in grant The MacArthur Foundation, a group that supports non-profit organizations in approximately 50 countries, has called on local entities to design a single proposal that seeks to help solve a critical problem affecting people, places, or the planet. The group, which has in recent years, provided Kenya with over Sh10 million in grant money, is inviting proposals from the organizations for its ‘100&Change Competition’. The competition will grant winners an award of $100 million (Sh10 billion). The purpose of 100&Change competition is to inspire, encourage, and support people’s ideas, about how to address major challenges and enable real progress toward a solution. The Competition is open to any ideas that identify a single problem and its proposed solution. “Solving society’s most pressing problems isn’t easy, but we believe it can be done,” said MacArthur President Julia Stasch. “Potential solutions may go unnoticed or under resourced and are waiting to be brought to scale. Every three years, we plan to award $100 million to help make one of these solutions a reality. Through 100&Change, we want to inspire, encourage, and support other people’s ideas, here in our hometown

Chicago, across the nation and around the world, about how to address major challenges and enable real progress toward a solution,” she added during a recent address. According to a statement from the foundation, the selection process for 100&Change is rigorous, fair, and transparent. Each valid proposal will be reviewed by a panel of expert judges from a variety of fields, and evaluated according to a strict set of criteria designed to favor proposals that maximize measurable impact in their chosen areas. Information about the judges and their evaluation methodology will be shared publicly via the competition website. Participants will receive feedback on their proposals from the judges. “We believe that 100&Change can have a ripple effect beyond what a single $100 million grant enables,” said Cecilia Conrad, MacArthur’s Managing Director leading the competition. “Setting audacious goals is inspiring. Clear evidence of impact can encourage other funders to invest in solvable problems more broadly,” she added. Beautiful women have always fascinated the world and nothing captivates audiences better than the Miss World pageant. Last weekend a new Miss USA was crowned and Kenya was hosting Miss World 2015…

uring its formative years in the ‘50s it would be just plain old impossible for an African American woman, not to mention a woman in the army, to win the Miss USA pageant. But Deshauna Barber hailing from the District of Columba broke down all those barriers at once by becoming the first member of the military to hold the title. After answering a question during the interview section of the pageant asked by host, Joe Zee, probing the decision of the Pentagon in allowing women to participate in all combat roles. Barber replied, “As a woman in the United States Army, I think it was an amazing job by our government to allow women to integrate into every branch of the military.” She elaborated, “We are just as tough as men. As a commander of my unit, I’m powerful, I am dedicated and it is important that we recognize that gender does not limit us in the United States.”

By any means necessary: British woman gives birth to Maasai step-son’s son

Her answer sealed the deal. What is truly inspiring is how far the Miss USA beauty pageant has come. The competition seemed to be struggling to maintain relevance in a society that is continuously evolving. The cookie-cutter ‘All-American’ girls who would win the pageant in the past were rarely a real representation of the average American girl no matter how many rounds of questioning and spectacle they would be put through. This new win shows that the Beauty with a Purpose tag is not just that, it’s so much more. Beauty pageants are no longer just about having the prettiest face or the brightest smile, it’s about the value that you will add to this earth as a holder of the title that will be bestowed upon you. This actually seems to be the one category that Kenya flourishes in in the Miss World competition. Most recently Miss World Kenya 2014, Idah Nguma won the award due to her work with Smile Train and former

Yes it’s confusing even to us but a British woman known as Rebekah O’Brien fell in love with a Maasai dancer called Rempesa Ole Kirkoya. He had gone to Norwich to perform as part of his Osiligi troupe in 2012. O’Brien then left her cosy home in Norwich and moved to a remote village in Kenya to live with Rempesa, who was already married to his wife Joyce. Things didn’t work out between them and the woman then got involved with Rempesa’a eldest son, Lawrence. She recently gave birth to Lawrence’s son and moved back to the UK where she still sends money back to him in Kenya.

beauty queen Cecilia Mwangi has received international recognition with the anti-jigger campaign that she was the first to present as she represented Kenya in 2005. Even as a prerequisite to get accepted into the competition a contestant has to actively participate in a charity cause. The recent visit by Miss World 2016, Mireia Lalaguna of Spain, highlighted the level responsibly carried by being crowned. The charity tour that lasted 4 days saw her visiting children’s hospitals and various programs run under Smile Train. Deshauna Barber’s win will finally shed some light on the plight of war veterans who are essentially discarded after they leave the army, still carrying all the horrors and scars of war. @christine_x254

MY EX-BOYFRIEND TOOK THE NEWS WORSE THAN I EXPECTED AND ENDED UP LEAVING

ASK DR X

SHOULD I TAKE HIM BACK?

OUR ROOTS

10

Dear Janet

@christine_x254

Dear Dr X,

About a year ago I found out I was pregnant with my then-boyfriend’s child. It wasn’t planned in any way and it came as a shock to the both of us. But since we had been together happily for three years prior to that, I assumed we would both be alright with becoming new parents. My ex-boyfriend took the news worse than I expected and ended up leaving me because I refused to terminate the pregnancy. It was quite a blow and a few months into it I miscarried. It’s been a very hard year dealing with everything that life has dealt me and on top of that, my ex-boyfriend suddenly turned up in life again asking to get back together. We broke up horribly and I haven’t been able to meet anyone new yet. These old feelings are coming back in spite of everything. What do I do? -Janet

You’re ex-boyfriend should not even be allowed to breathe the same air as you! What you did was very brave deciding to shoulder the burden of raising a child alone while he ran away because he didn’t want to deal with the consequences of his own actions. And as brave as you are I’m surprised you have even opened up a line of communication with this man. If he decided to abandon you when you needed him most then you do not need him in your life. No matter what some residual feelings may rouse in you, you will be better off with someone else in your life. Meeting people is hard, there is no doubt about that but it would even be more reasonable to stay alone than going back to this person. Your suffered a major heartbreak and you child may not be in this world anymore but the love you felt for he/she will always remain. Remember that.

The drink

-Dr X

It’s tricky trying to figure this one out. Men are hard wired or at least expected to be the strong silent type. Anything else and their masculinity comes into question. But are there times, when shedding a manly tear becomes permissible and if so would you cry in front of your girlfriend?

O

f course situations differ and one thing that might make a person cry like a baby might not make another man break down in the same way. On the vault of knowledge that is the internet, consensus seems to be that there are only a few times that a man is allowed to cry in front of a woman he is in a relationship with. Note that, ‘in a relationship’ are the key words, a man is apparently not allowed to cry in the presence of a woman he has just started dating. There are some exceptions; if a family member or your best friend dies, if your dog dies and when your wife gives birth to your child and that’s about where the list ends! Even though women can claim to receive a lot more pressure from the opposite sex in numerous aspects of social life, this is one instance where the men have hit a wall. It’s easy to say that ‘men should cry more’ and that repressing feelings is a bad idea but it seems that the second a man decides to let his guard down his whole impression on the woman the he is seeing might completely change. Some wives might have been married to their husbands for decades and have never seen

them shed a tear once just because of this reason. Is this is some sort of indication that deep down all women really crave is an alpha male? But think about it if your man comes to you sobbing about a fight, losing a job or any reason not listed above would you suddenly feel some great loss of respect for him? A man would so much rather keep all his negative feelings inside and go release them to his friends (preferably drunk) than show some vulnerability in front of the person he is supposed to spend the rest of his life with. It’s strange that men, who are accused of being insensitive and unfeeling would much faster accommodate another man in despair than a woman would.

@christine_x254

Should men The truth about men and tears

Even though most of the time Kenyans get a whiff of the drink when it is being gulped own by marathon runners making a triumphant return home or when politicians make their strategically scheduled visits home, mursik is a centuries old delicacy that is an ineradicable part of Kalenjin culture. The drink is usually prepared when there is an abundance of milk being produced. It was used a way of preserving the milk so that it does not go bad and a way to use up the excess product. The milk used usually cow’s milk but can also be from a goat or sheep. It is placed in a special gourd known as a sotet which is cleaned with a palm branch. The gourd is lined with a fine grain charcoal, called oset that imparts the milk with a smoky flavour and lowers the porosity of the vessel. It is done by as stick called an itet. Sometimes fresh blood is added into the milk before capping the gourd. The milk is then stored and left to ferment for 3 to 5days. Boiling the milk before storage is sometimes done and it is left to cool before preparation. It is stirred by the palm branch, sosiot to break up the butter that floats to the top before serving. @christine_x254

Federer back in action after injury World number three Roger Federer says his back has improved as he returns to action in Stuttgart, three weeks before the start of Wimbledon. The Swiss, 34, withdrew from the French Open, ending a run of 65 consecutive appearances at Grand Slam tournaments. But the seven-time Wimbledon champion says he benefitted from rest before his return to Stuttgart’s grass courts. “I feel much better again. It’s been a good last three weeks. No setbacks,” Federer told the ATP website. “I feel much stronger. I was pretty fragile three weeks ago.” The 17-time Grand Slam champion has

Muhammad Ali when he attended an event in 2014. World leaders are expected to attend his funeral scheduled for Friday in his hometown of Louisville, Kentucky, USA.

Foreign leaders to attend the ‘Greatest’ Ali’s Friday funeral The President of Turkey, Recep Tayyip Erdogan, and King Abdullah of Jordan are among the dignitaries scheduled to speak at Muhammad Ali’s funeral on Friday, a family spokesman says. Thousands of people are expected to join the funeral in his hometown of Louisville, Kentucky. Former US President Bill Clinton and actor Billy Crystal are also set to speak. Ali died last Friday at the age of 74 in hospital in Phoenix, Arizona. A spokesman said his death was from “septic shock due to unspecified natural causes”. The three-time world heavyweight champion had been suffering from a respiratory illness, a condition that was complicated by Parkinson’s disease. Ali’s funeral will take place at a large concert and sports arena, the KFC Yum! Center, from 14:00 (18:00 GMT). The service will be open to the public.

California imam and scholar Zaid Shakir will preside over the service, family spokesman Bob Gunnell said. Also expected to speak at the ceremony are religious representatives from multiple faiths, his wife Lonnie, daughter Maryum and Sports journalist Bryant Gumbel The funeral will be broadcast live on the internet. Before the ceremony, at 9:00 (13:00 GMT), the coffin will be taken on a procession through the streets of Louisville, passing by locations historically important to Ali. “Everything that we’re doing here was blessed by Muhammad Ali, and was requested,” Mr Gunnell told journalists. “He wanted the memorial service to reflect his life, and how he lived. He wanted everyone to be able to attend. He was the people’s champ, and he wanted the memorial service to reflect that.”

On Thursday, a traditional Muslim funeral service will be held at Freedom Hall, also open to all. This is where Ali fought and won his first professional fight in 1960. The venue has 18,000 seats. The boxer will be buried in a private service at the city’s Cave Hill Cemetery. Meanwhile, Britain’s former world heavyweight champion Lennox Lewis and actor Will Smith will be the pallbearers at the funeral. London-born Lewis, 50, became undisputed world champion in 1999, while American Smith, 47, played Ali in the 2001 film of the same name. The other pallbearers will be Jerry Ellis, the brother of Jimmy Ellis, Ali’s former sparring partner and fellow world heavyweight champion, Ali’s cousins John Grady and Jan Wadell, nephew Ibn Ali, former brother-inlaw Komawi Ali and family friend John Ramsey.

In hindsight, that was definitely the right decision.”

Farah breaks 34-year Old British record Mo Farah broke Dave Moorcroft’s 34-year-old British 3,000m record to underline his form with the Rio Olympics exactly two months away. A year ago Farah pulled out on the eve of this meet as the controversy around his coach Alberto Salazar reached a crescendo. But roared on by a home support untroubled by that storm, he followed the pacemakers through the first 2,000m before hanging on over the last 600m to take a tenth of a second off that long-standing mark.

His seven minutes 32.62 seconds means he now holds the British track records at 1500m, two miles, 3,000m, 5,000m and 10,000m, as well as halfmarathon on the road. The Briton dedicated his victory to his hero Muhammad Ali, the boxing great who died on Saturday aged 74. “I just want to wish his family well,” the double Olympic champion told BBC Sport. “He was someone I looked up to and someone we’ve missed. It was a match-up worth the wait, as it turned out to be arguably the highest-quality game so far in the tournament. After an entertaining but scoreless first half, Argentina broke the game open six minutes after halftime. First, Ever Banega found a ball in the midfield, pushed forward on the attack and sent a pass to his left to Angel Di Maria, who finished at the near post. Eight minutes later, the players traded roles, as Di Maria picked up a ball near the center circle, moved towards goal, and sent a pass to his left to Banega, whose shot got a slight deflection off Chile’s Mauricio Isla to fool goalkeeper Claudio Bravo. Chile notched a consolation goal deep in secondhalf stoppage time, as substitute Jose Fuenzalida headed a ball over the top past Argentina goalkeeper Sergio Romero to make the final score 2-1. Argentina captain Lionel Messi did not feature in the match played at Levi’s Stadium in Santa Clara, California as he had not fully recovered from a back injury. Benfica midfielder Nicholas Gaitan took the Barcelona ace place in the starting line-up partnering Di Maria, Banega in the front three behind Gonzalo Higuain who started ahead of

Sergio Aguero. Premier League defenders Otamendi and Funes Mori were partnered in the center of defense with Javier Mascherano playing in the holding

midfield to keep out threats from Chile’s Alexis Sanchez and Arturo Vidal. But it was Di Maria who stole the show. He ran over to the sideline after his goal to pick up a T-shirt with a handwritten

message, in tribute to his grandmother, who passed away recently. After the match, Di Maria tearfully said in an interview his grandmother “was everything to me.”

England tipped for Euro glory

From Page 16 On arriving in France, Chelsea defender Gary Cahill said the mood in the squad was “nice, relaxed and calm”. Mayor Eric Woerth greeted Hodgson and his players on their arrival and said: “There is no better place for them to be. This is a small part of England in France.” The squad’s reception included horses and riders donning ceremonial costume from the nearby Museum of the Horse, while hunting horns sounded as the coaching staff and players made their way off the coach. England will hold an open training session at their base on today, with their first game on Saturday, 11 June against Russia in Marseille. But they have also installed a tarpaulin screen to protect other, closed sessions, after being frustrated by media intrusion at the 2014 World Cup in Rio, Brazil. Meanwhile, about 500 tickets for Euro 2016 matches have not been delivered to England fans because the Football Association failed to apply the right postage. The tickets, which account for 2% of the overall number bought through the FA, are being held at sorting offices. England’s opener against Russia is on Saturday but the FA says it expects the tickets to arrive by Wednesday. Some fans on the England Supporters Club forum said they paid an extra £3.10 postage to collect their tickets.

Chelsea doctor rejected Sh176m settlement TUESDAY, JUNE 7, 2016

Former Chelsea first team doctor Eva Carneiro rejected a £1.2m settlement from the club, documents submitted to her employment tribunal show. She is claiming constructive dismissal and is also bringing separate legal action against Jose Mourinho. The former manager called her “daughter of a whore” in Portuguese when she treated a player, the tribunal heard. Lawyers for Chelsea revealed that she chose to take the case to a hearing rather than accept the payout. Dr Carneiro, 42, alleges the comment was made by Mr Mourinho, who left Chelsea in December, when she ran on to the pitch at Stamford Bridge during a Premier League match against Swansea in August to treat injured forward Eden Hazard. She is claiming sex discrimination and harassment against the club’s former manager following the incident and constructive dismissal against Chelsea. “This is a tale of two employees, one good (Dr Carneiro) and one bad (Mr Mourinho),” said Mary O’Rourke QC, appearing for the claimant “The bad employee forces the good employee out of the job of her dreams and the employer does nothing to stop it. “The bad employee berates, sexually

harassed and demoted the good employee for carrying out her professional duties, namely her health and safety duties as the first team doctor, pitch-side. “Rather than investigating and disciplining the bad employee, the employer allows the bad employee to confirm demotion... and to continue with his job.” Documents submitted by Dr Carneiro’s legal team allege Mr Mourinho now manager of Manchester United - suggested she should work with Chelsea Ladies following the Swansea game. They allege that on 10 August Mr Mourinho told Steve Atkins, head of communications and PR at Chelsea, that he did not want the first team doctor on the bench at the next match, saying: “She works in academy team or ladys (sic) team not with me”. They also claim Chelsea took no action following complaints about sexually explicit chanting at various away games - in particular at Manchester United and West Ham - and a lack of female changing facilities. Dr Carneiro claims she was not provided with a club suit, and regularly had to endure sexually explicit comments from her colleagues. She also alleges she was called a “filha

da puta” - Portuguese for “daughter of a whore” - during the Swansea game by Mr Mourinho and that she was verbally abused after the match when the team returned to their dressing room. “As she ran on to the pitch she heard clearly from behind her the words filha da puta,” said Mary O’Rourke QC, for the claimant.

“She’s a Portuguese speaker. It was not filho da puta, it was filha da puta… you say filha da puta when you are denigrating a woman. He is saying it to the back of the claimant who is doing something he didn’t like… that is the context.” However, Daniel Stilitz QC, for Chelsea, said Mr Mourinho’s evidence

was that he shouted ‘filho da puta’. “Filho da puta is a phrase he often uses,” Mr Stilitz said, adding that it meant son of a bitch. “There is no sexist connotation.” He said that Mr Mourinho used the phrase frequently at the training ground and during matches.

England tipped for Euro glory E ngland has been tipped to cause a surprise at this summer’s European tournament that kicks off in France on Friday. England great Sir Geoff Hurst says their Euro 2016 squad is the most exciting since the World Cup winning team of 1966. Hurst scored a hat-trick in that World Cup final victory 50 years ago and praised the current crop of players as they arrived at their base in Chantilly, France. Roy Hodgson’s squad has an average age of 25 - the youngest at the tournament. Hurst said: “It’s the most exciting squad since ‘66 - people like Dele Alli have come in and been very refreshing.” “He’s played, even in the friendlies, like it’s the World Cup final,” he added. His sentiments were echoed by Match Day pundits Rio Fer-

dinand, Jermaine Jenas and martin Keown, all of whom played in the Premier League. “They might be the underdogs but even Leicester were underdogs. So England maybe the Leicester of Euro 2016,” Ferdinand said. The England camp touched down in Paris before a bus trip to their Chantilly headquarters 20 miles north in the Picardy region. “The first thing the team will be struck by is the stunning entrance into the town of Chantilly,” correspondents said adding: “There is a stretch of cobbled road which is a completely idyllic setting. There is the chateaux kept with its immaculate gardens and I’m sure security will be tight.” CONTINUED ON PAGE 14
