Jubilee unveils team to face Opposition on IEBC stalemate

T

he Jubilee Government has named Meru County Senator Kiraitu Murungi team leader of Joint Select Committee to dialogue with the Coalition for Reforms and Democracy (Cord) over the Independent Electoral and Boundaries Commission (IEBC) stalemate. Yesterday, President Kenyatta in his address revealed that following consultations with Speakers of the Senate and the National Assembly and religious leaders at State House, it was resolved that a team from both houses of Parliament spearhead talks that would seek to end the current impasse on IEBC. President Kenyatta said that in accordance with the standing orders of both Houses of Parliament, all stakeholders, public and private should be accorded an opportunity to make submissions to the joint select committee.

Shabaab fighters attacked an Ethiopian army base in central Somalia early Thursday in the latest raid targeting foreign soldiers deployed as part of an African Union force in the country, rebels and local residents said. The Al-Qaeda linked militants attacked the base in Halgan in Hiran region, the group said in a statement distributed on its Telegram messaging channel. It claimed that fighters had killed “at least 43” Ethiopian soldiers, but this could not be verified independently. Residents in the area close to Halgan said the attack began when a vehicle driven by a suicide bomber exploded, after which jihadist gunmen fought their way into the base. “There was a huge blast and then heavy exchange of gunfire started,” said Osman Adan, a nearby resident. Shabaab launched this style of “swarming” attack a year ago and have since overrun forward operating bases manned by Burundian troops in Lego in June, Ugandan troops in Janale in September and Kenyan troops in El Adde in January. The contributing countries refuse to confirm casualty numbers but it is believed that scores of soldiers from the African Union Mission in Somalia (Amisom) have

Article 37 guarantees the freedom of assembly, demonstration, picketing and petition. Article 38 on the other hand guarantees political rights. Under Article 37, every person has the right, peaceably and unarmed to present petitions to public authorities.

The testimony of Nairobi Governor Evans Kidero at the tribunal investigating claims that he bribed a Supreme Court judge with Sh200 million has been deferred to Tuesday next week. Chairman Sharad Rao says Kidero can only be heard once two officials of a mobile telecommunications company testify on phone records relied on to link him to the bribery claims. Kenya-France Sh3bn MoU to bolster higher education The Ministry of Education has today signed a Memorandum of Understanding with the French Development Agency AFD to support the higher education programme in Kenya. Speaking during the signing, Education Cabinet Secretary Fred Matiangi described the partnership with the French agency as milestone that would go a long way in facilitating research in the universities. The MoU will see Kenyan universities get a Sh3 billion concessional loan from AFD over the next three years which will be channelled to two local commercial banks. A steering committee from various education stakeholders will then be formed to validate research proposals from the universities to receive funding from the kitty. The eligible project to this credit line will include infrastructure developments such as campuses, laboratories, equipment, lecture halls and hospitals. “We are very glad about the partnership between our two countries as it will increase research facilities in our country,” Matiangi said. “As we are aware financing higher education puts a strain on the exchequer and this deal could not have come at a more worthy time,” Matiangi added. French Ambassador to Kenya Remi Marechaux also expressed optimism over the MoU signing saying his country is committed to expanding Kenya’s development infrastructure. “Kenya’s greatest natural resource is its human resource and France is determined to see it live up to its potential,” Marechaux said. “Kenya has a very balanced economy with endless possibilities therefore it is important that Kenya invests heavily in its education,” the envoy added. The ambassador described the MoUs as a win-win for both countries outlining that it would trigger development for the country’s economic blueprint Vision 2030. The CS was also quick to add that the partnership is open to all Kenyan universities whether public or private as this made the process more competitive. “I would like to state that the education ministry is not discriminatory in the way we deal with universities and private universities are therefore encouraged to present proposals,” the CS added. Matiangi also said that his ministry’s priority was increasing the numbers of students in the science, technology, engineering and mathematics (STEM) coalition of programs. “We need to graduate 1000 PhD graduands annually who will then be ploughed back to stimulate research and innovation in our institutions,” Matiangi said. @harrison_x254

Cord rejects Uhuru proposal to resolve the IEBC deadlock Coalition for Reforms and Democracy (Cord) has opposed the parliamentary process proposed by President Uhuru Kenyatta to solve the IEBC stalemate. CORD’s position now throws President Uhuru’s plan into disarray, coming just hours after Jubilee nominated eleven members to the team to take part in the dialogue process. CORD leader Raila Odinga says that while the President’s gesture is welcome, it does not cater for opposition’s demand for an out-ofParliament dialogue process. This is after consultative meeting held today between religious and Cords to negotiate on the way forward regarding the ongoing Independent Electoral and Boundaries Commission impasse ended without a conclusive statement. US polls: Obama calls for Democratic unity

President Obama says he hopes the Democrats “pull things together” after Hillary Clinton became the party’s presumptive nominee for president. Her rival, Bernie Sanders, has vowed to fight on despite pressure to step down from party figures. Mr Obama stopped short of calling for Mr Sanders to drop out, instead saying the Vermont senator had made Mrs Clinton a “better candidate”. The two men are due to meet at the White House later on Thursday. Afterwards, President Obama is tipped to formally endorse Mrs Clinton and call for the party to unite against the presumptive Republican nominee, Donald Trump. Speaking on NBC’s Tonight Show, Mr Obama admitted the race had been “ouchy”. But he went on to say this was welcome: “It was a healthy thing for the Democratic Party to have a contested primary. “I thought that Bernie Sanders brought enormous energy and new ideas. And he pushed the party and challenged them. I thought it made Hillary a better candidate.” He added: “My hope is, is that over the next couple of weeks, we’re able to pull things

together.” Mrs Clinton won four out of six primaries on Tuesday, giving Mr Sanders virtually no path to the nomination. Despite this, he said he planned to “fight for every vote” in the next primary - the last before the nomination convention next month. Mr Trump has pitched to Mr Sanders’ supporters: “Bernie Sanders must really dislike Crooked Hillary after the way she played him. Many of his supporters, because of trade, will come to me.” But Mr Sanders said his campaign would not support Mr Trump, “a candidate whose major theme is bigotry”. During his interview, Mr Obama said he was “worried” for the Republicans, saying the US needed a “healthy two-party system”. “The main role I`m gonna be playing in this process is to remind the American people that this is a serious job,” he said. “You know, this is not reality TV. I’ve seen the decisions that have to be made. And the work that has to be done,” he added, in a clear barb aimed at Mr Trump, a former star of TV series the Apprentice.

UN whistleblower resigns over French peacekeeper ‘child abuse’

A UN whistleblower who alleged child sex abuse by French peacekeepers in the Central African Republic has resigned, citing the “complete impunity” of those responsible for the crimes. Anders Kompass told officials that the UN was failing to properly investigate allegations that French troops abused children as young as eight. A UN investigation in May 2015 cleared him of sharing confidential documents. But Mr Kompass says senior officials have still not been held to account. His resignation takes effect in August. Mr Kompass is the director of field operations

at the UN human rights office in Geneva. French authorities say they are investigating the abuse allegations and will punish anyone found responsible. In an interview with the humanitarian news agency IRIN, Mr Kompass said he was departing because of “the complete impunity for those who have been found to have, in various degrees, abused their authority, together with the unwillingness of the hierarchy to express any regrets for the way they acted towards me”. “This makes it impossible for me to keep working there,” he said.

Man fined Tsh7m or three years in jail for insulting Magufuli A 40-year-old Tanzanian man has been sentenced to three years in jail or pay a fine of TSh7 million (Sh322,000) after he was found guilty of insulting President John Magufuli on his Facebook page. The Arusha Resident Magistrate’s Court convicted Issac Abakuki on Wednesday after he admitted committing the offence. Reading the judgment, Principal Resident Magistrate Augustino Rwezile said the accused was to pay TSh5 million and serve three years at the same time. However, the court reduced the punishment after a plea by the lawyer of accused. Abakuki will now

be required to pay a penalty of Sh7 million only in two installments. The court ordered him to pay the first instalment of Sh3 million by July 8 and pay the remaining amount by August 8 this year. “If he fails to fulfill these requirements, he shall serve the jail term,” said Mr Rwezile. Mr Abakuki first appeared before the court last April for publishing abusive language against the President on his Facebook page. He has become one of the few people who have fallen into the trap of the widely condemned cybercrime law introduced last year.


Anguish over girl’s body held in mortuary for over 4 months

For four months now, the body of 17 year-old Berretah has been lying in the mortuary at Nairobi Women’s Hospital. Having lost her mother to throat cancer at the age of seven, Berretah was adopted by her grandmother, Caren in 2005. But about 10 years later, death came knocking again and snatched away Berretah’s young life on February 9, 2016. The pain of losing a daughter at a tender age and then few years later losing a granddaughter who probably filled her space is immeasurable. In Nairobi’s outskirts of Ongata Rongai is Caren’s ‘borrowed’ home which she was given by a friend to help her relocate from Kibera slums few years ago. As the widow sat to narrate to us the harrowing pain of the double tragedy of the loss of her daughter and granddaughter, she fought hard to hold back her tears. “Berretah used to call me mum. She was like my daughter,” Caren recalled as she displayed her photos and letters. Berretah was in and out of hospital and sometimes in the Intensive Care Unit (ICU) ward. Initially she was diagnosed with Tuberculosis (TB) and was put on TB drugs by a hospital in Ongata Rongai. But after being transferred to a hospital in Hurlingham, the doctors diagnosed Berretah with kidney failure. Unfortunately, she never walked out alive again. “My Berretah was my hope. She used to tell me that she will work very hard and then build for me a house. And now she left me. I don’t know what to do.”

me that I sleep in the house and my daughter is still at the mortuary. It is a hard time, even eating is a problem, I don’t even get hungry. If I had the money I would have paid. If there is anything I can sell or where I can borrow, I would do it.” “Maybe when the body goes down (the grave), it will help me forget.” Caren who is now sickly and stressed used to be a dressmaker. Countries’ plan to end AIDS by 2030 faces Russian resistance

UN member-states agreed on Wednesday to fast-track their response to end the AIDS pandemic by 2030 despite a last-minute bid by Russia to dilute efforts to focus on drug users and gay men. A political declaration was adopted by the 193-nation General Assembly that stressed the need to help intravenous drug users, sex workers, gay men, transgender people and prisoners who are at high risk of contracting HIV. The HIV epidemic has been in decline over the past decade, but there are still 36.7 million people worldwide living with HIV/AIDS, most of them in subSaharan Africa. Secretary-General Ban Ki-moon told delegates that “AIDS is far from over,” and that the world had an opportunity over the next five years to “radically change the trajectory of the epidemic.” Ban appealed for treatment and services “without discrimination” to all people living with HIV. He singled out “young people, migrants, women and girls, sex workers, men who have sex with men, people who inject drugs, transgender people and prisoners.” The political declaration builds on a previous UN AIDS plan approved five years ago by placing more emphasis on those most vulnerable to HIV infection. It sets out three targets to be reached by 2020: reducing new HIV infections, reducing mortality rates and eliminating HIV-related discrimination. Government vows to support private sector innovation National Treasury Cabinet Secretary Henry Rotich has said the government is committed to reducing the cost of doing business and encourage private sector innovation, entrepreneurship and business expansion. He said this will ensure strong and sustainable high economic growth as well as reduce the country’s poverty levels. The CS’s sentiments come at a time when 42 per cent of the country’s population lives below the poverty line, according to numbers from the United Nations Children’s Emergency Fund (UNICEF), a United Nations program that provides humanitarian and developmental assistance to children and mothers in developing countries. Speaking yesterday during the 2016/17 budget reading in Nairobi, Rotich vowed that the Government will continue to rationalize and prioritize expenditures for maximum impact with limited resources. He told the Speaker of the National Assembly of Kenya that the state will also enhance efficiency and ensure value for money. Based on the latest statistics from the National Treasury, in FY 2016/17, overall expenditure and net lending are projected at Sh2.26 trillion (30.6 per cent of GDP), up from the estimated Sh1.84 trillion (28.1 per cent of GDP) in 2015/16. The expenditures in the FY 2016/17 include externally funded development projects amounting to Sh

Treasury to scrap 16 per cent VAT for tour operators

The government has scrapped a 16 per cent value added tax (VAT) from tour operator services in a bid to support the industry’s recovery by reducing the cost of safaris and excursions, the sector’s Ministry has said. The move comes just as the National Treasury has announced a raft of incentives that seek to boost the sector and encourage local tourism. Treasury Cabinet Secretary Henry Rotich has called on the state to exempt entry fees charged at National parks from payment of VAT and to exempt commissions earned by tour operators from VAT. The Treasury has also urged the government to increase the Air Passenger Service Charges for external travel from $40 (Sh4, 040) to $50 (Sh5,050) and for internal travel from Sh500 to Sh600. “The revenue realised from the increase will be used exclusively for the promotion of tourism. In this regard, the National Treasury and the Ministry of Tourism will develop a Special Tourism Promotion Fund for this purpose,” the CS explained in a statement yesterday. Tourism is one of the leading sectors in foreign exchange earning in Kenya. However, in the recent past, the sector has been adversely affected by negative travel advisories consequently reducing the number of tourists visiting Kenya. Amref Health Africa to train community health workers online

Amref Health Africa has unveiled an online mHealth solution seeking to revolutionise the way training of community-based health workers is conducted in Kenya. Dubbed ‘Leap’, the move is focused on increasing the number of well-qualified health workers in Africa by providing training, medical outreach services and technical assistance to local authorities and ministries of Health in more than 30 countries across the continent. This is according to Amref Health Africa’s Group Chief Executive Officer Dr Githinji Gitahi. “Leveraging technology such as use of mobile telephony is an efficient way to achieve scale in achieving this target in a short time. This platform is therefore very timely given the proliferation of mobile phone ownership in Kenya and the Africa continent at large,” said Dr. Githinji. “With increased ownership of mobile technology amongst our Community Health Workers, the organisation has now embraced the use of this

technology in training health workers in urban, rural and nomadic geographies,” he added. The programme once successful would give health workers the means to continue training through their mobile device, peer learning through engagement with peers, strengthened supervision through direct access to supervisors, and access to updates and campaign messages as required. Amref Health Africa’s Director of Capacity Building, Dr Peter Ngatia said the mobile solution will be offered to stakeholders as part of the organization’s effort to scale up impact and transform it into a sustainable business. “Through this mobile platform we can improve learning, collaboration and knowledge retention, reduce community health workers attrition and [improve] rapid response to outbreaks at a cost less or equal to traditional face-to-face training in the 13 Counties where the solution is being implemented,” explained Dr Ndirangu. He said through such online platforms,

each and every County across the country would poses expertise in the field of medicine, where every community health worker will be notified on the training and supervision. “Our ambition is to enrol every community health workers in Kenya onto the mobile learning platform, so they can all have continued access to training and supervision with the Ministry of Health and NGOs offering targeted training and support more effectively to this critical health workforce,” said Dr Ndirangu. The platform has previously been used in training health workers on Ebola following a recent outbreak in West Africa. It has also been employed in mobilisation for immunisation and nutritional campaigns as prioritised by the Ministry of Health. Oxford Business Group experts move to demystify tax reforms

Kenya’s efforts to boost government revenues by clamping down on tax evasion and addressing leakages will be put under the microscope in a forthcoming report by the global publishing firm Oxford Business Group (OBG). The analysis, dubbed ‘The Report: Kenya 2017’, will include a detailed analysis of Kenya’s Income Tax Act and its implications for the wider business community. The publication will explore the key role that the Tax Appeals Tribunal is expected to play in speeding up the resolution of taxation disputes. There will also be coverage of the challenges that remain an issue for businesses, such as lengthy waits for VAT refunds. The professional services company EY has signed a memorandum of understanding (MOU) with OBG for the publishing firm’s 2017 report on Kenya. Under the MOU, EY will team up once again with global publishing, research and consultancy firm OBG to compile and produce the Tax Chapter of ‘The Report: Kenya 2017’ Gitahi Gachahi, CEO of EY Eastern Africa, said reforms to Kenya’s tax framework and their part in attracting new investment would be a key focus of the firm’s research with OBG. “Good infrastructure and ease of doing business have helped Kenya to retain its status as the most preferred investment destination in East Africa, according to EY’s attractiveness index,” he said. “We expect the country’s plans to increase transparency and invest in transport infrastructure to add to its appeal.” Veselina Kracheva, OBG’s country director in Kenya, said she was delighted to have EY Eastern Africa on board for what marks a third year of collaboration. “Despite facing both external and domestic challenges, Kenya’s headline growth is expected to remain strong, buoyed by a growing private sector and increasing levels of regional integration,”

The government has announced plans to further reduce Kenya’s reliance on rain-fed agriculture a move that will not only improve the livelihoods of small-holder farmers, but consumers at large. Kenya Accreditation Service (Kenas) has reaffirmed its commitment to ensuring that local products maintain quality standard in a bid to support economic growth and international trade. Celebrating World Accreditation Day today, Kenas recognized the critical support function that accreditation accords to public policy. Kenas is the only accreditation body recognized by the government and it assesses and evaluates the operations of various institutions, with the aim of promoting fair trade, health and trade. Accreditation is the independent evaluator of inspection bodies, certifying entities, testing laboratories and calibration laboratories against recognized ISO and/or IEC standards to carry out specific activities to ensure their integrity, impartiality and competence. The ultimate purpose for accreditation is to ease business and reduced technical barriers to trade, Consumers of products and services by an

accredited body are guaranteed that the quality of the product or service offered to them is up to standard. “We would like to partner with various bodies in the county and national government, so that the products and services produced within the country, for both export and local consumption are up to the required standards,” Kenas CEO Sammy Milgo. His sentiments come in the wake of some Kenyan exports being rejected, particularly to the EU, because they failed to reach the set standards. KENAS’s move will now ensure that all export goods that are tested by Kenyan laboratories don’t need to be retested by the importing countries. Attending the event were representatives from the Nairobi City, the National Construction Authority, Kenya Association of Manufacturers, AMREF and National Transport and Safety Authority.

Financial services company, Centum Investment has seen its pre-tax profit rise 23 per cent to Sh10.9 billion in the year to the end of March 2016, helped by rising investment income. The company, which invests in listed and private firms and real estate, said in a statement said on Wednesday that its investment income more than doubled to Sh24.17 billion from Sh11.83 billion during the same period in 2015. In April, the firm announced plans to raise its stake in Longhorn Publishers to over 50 per cent from its current 31.25 per cent during a Rights Issue. At the time, Centum planned to spend Sh390milliom and take up 51 per cent of the publisher’s shareholding. During the same month, Longhorn announced it had received approval from the Capital Markets Authority (CMA) to raise Sh530 million through the cash call.

Government to borrow Sh150bn from external sources

The government is planning to borrow Sh150 billion ($1.48 billion) from external sources, the Finance Ministry has confirmed. According to Finance Minister and Treasury Cabinet Secretary Henry Rotich, the state is considering tapping sovereign bond markets among other options to raise the money. Speaking at a press conference in Nairobi, Rotich added that the government is still looking at accessing capital markets by way of sovereign bonds “We are looking at export credit arrangements and also bilateral and syndicated loans. Those are some of the options that we have,” Rotich said.

Kenya Power pumps in Sh720m to reduce blackout frequency THURSDAY, JUNE 9, 2016

Kenya Power has deployed a programme dubbed ‘Live-Line Maintenance’ to improve its electricity network in an effort to minimize power interruption, enhance supply and generate revenue. The programme, according to Managing Director and Chief Executive Officer Dr. Ben Chumo, will see the maintenance of the electricity distribution network without switching it off. “This is a new initiative we are deploying to ensure we minimize and eventually eliminate the need to switch off our customers to undertake repair works, routine maintenance, system reinforcement and connection of new customers,” said Dr. Chumo. “We are the second utility company in Sub- Saharan Africa after Eskom of after South Africa to deploy this technology” he added. Kenya Power will invest Sh720 million in the first phase of the project while the World Bank has will inject an additional $2 million (Sh202 million) towards implementation of the second phase. The first phase involves training of 72 technicians to operate distribution lines. The technicians will mainly operate on 11kV, 33kV and 66kV distribution lines. “The trained Live Line teams will be able to change rotten poles, repair broken jumpers, undertake routine maintenance work and connect new customers without interrupting power supply to current users,” explained Dr Chumo.

“This is expected to enhance our revenues as every time we switch off customers we lose sales,” he said. The Live Line Maintenance project is expected to boost efficiency in power supply and increase customer satisfaction. “We are focused on bringing down energy losses in our network to a single digit figure. Live Line Maintenance is key in achieving this because every time we switch off a line for maintenance we lose on efficiency,” Kenya Power

Government to increase Telkom Kenya stake to 40 per cent The government has announced plans to increase shareholding of its stake at Telkom Kenya from the current 30 per cent to 40 per cent. Treasury Cabinet Secretary Henry Rotich says this is part of the government plans to rehabilitate struggling parastatals. Speaking during the presentation of the 2016/2017 Budget estimates in Parliament, Rotich said the move is aimed at turning around the company to profitability. In November last year, private equity firm Helios Investment Partners sealed a deal with Orange Group for finalising the purchase of 70 per cent stake at Telkom Kenya. “We expect the new investor to turnaround the fortunes of the company so that it will be a sustainable business capable of competing effectively in the communication sector,” Rotich said. Telkom Kenya’s partnership with Orange Group (formerly France Telecom Group), saw the launch of the Orange brand in Kenya in 2008. Orange Group started with a 51 percent stake which was topped up to 70 percent in January 2013. Its departure from the Kenyan market marks its exodus out of

violence and unexpected twists and turns this show takes always has us at the edge of our seats. This how has become a cultural phenomenon with parents even going as far as naming their children characters from this show. Let’s not forget its biggest selling point, Jon Snow’s beard.

Leaving out how its prequel Fear the Walking Dead, viewership on the show might have waned in the past couple of years but that in no way is an indication of the quality of the show. Blood, guts and so many feelings, this show this something for everybody. About a group of people trying to survive a post-apocalyptic world, always fun to watch.

Sort of a newbie compared to the other shows, Fargo is one of those shows that stays with you days after you finish watching it. Insightful, sometimes horrifying but still fascinating. This show beats out the other anthology series True Detective, because it is never pretentious, which is something the second season of True Detective was in spades.

The real darkness of sharapova scandal March, tennis star Maria Sharapova announced that she had tested positive for meldonium, a recently outlawed substance. On Thursday, a panel appointed by the International Tennis Federation announced her punishment: a two-year ban from competition. In its report, the three-member panel acknowledged that Sharapova’s violation was not deliberate: she was unaware that the World Anti-Doping Agency, or W.A.D.A., had added meldonium, a heart medication that increases blood flow and can thus help boost athletic performance, to its list of prohibited substances effective January 1 of this year. But the tribunal said she was at “very significant fault” because she had failed to disclose her use of meldonium, which dated back to 2006, to anti-doping officials, to members of her team apart from her longtime agent, Max Eisenbud, and to her doctors. “She is the sole author of her own misfortune,” the report concluded. In a statement released on her Facebook page, Sharapova denounced the two-year ban as “unfairly harsh” and said she would appeal the decision to the Court of Arbitration for Sport. Sharapova, who is 29, had hoped to compete for Russia at the Rio Olympic Games; that is no longer a possibility, and if the verdict is upheld, the five-time major winner will not be allowed to return to competition until January 25, 2018, which could effectively mark the end of her career. While tennis players are enjoying unprecedented longevity these days—Serena Williams and Roger Federer will both turn 35 later this year and remain at the top of the rankings, and 51 of the 128 men in this year’s French Open main draw were over 30, a record— Sharapova’s game was already beginning to decline when she disclosed her positive meldonium result. “She is the sole author of her own misfortune.” As motivated as she presumably will be to end her career on a less ignominious note, it is going to be tough for her to get back to where she was if she is sidelined for the next two years. As a former grand slam champion, she will be entitled to receive wild-card entries to tournaments, so

After Sharapova announced the positive drug test, Tag Heuer said it would not be renewing its sponsorship deal with her, and both Nike and Porsche suspended their deals with her. In recent years, with her Sugarpova brand and other ventures, Sharapova had been setting herself up for a second career as an entrepreneur. However, her marketability has taken an enormous hit as a result of the meldonium scandal, and the two-year ban may well have dashed her hopes of building a business empire. Call it irony, call it poetic justice, call it what you will, but just two days ago, Forbes released its annual list of theworld’s highest-paid athletes, and after 11 consecutive years as the world’s most richly compensated female performer, she has only now been supplanted by Serena Williams, perhaps the greatest player of all time. Even if her appeal is successful, it’s very unlikely now that Sharapova will ever reclaim that status, which perhaps Williams deserved all along.

Gor’s Brazilian player not eligible to play New Gor Mahia player from Brazil Thiago Da Silva will not feature for the team at least for this weekend against Tusker FC in a KPL Top 8 clash at Nyayo National Stadium. Gor goalkeeper Oluoch cleared ahead of Top 8 semis Gor Mahia goalkeeper Boniface Oluoch has been cleared by the Independent Disciplinary and Complaints committee to take part in the upcoming match in the Kenya Premier League Top 8 semi-final first leg clash against his former team Tusker on Sunday in Machakos at 4 pm. The custodian was handed a one match ban by IDCC after assaulting the second referee where Tusker won 1-0. This was part of Independent Disciplinary and Complaints Committee (IDCC) sanctions handed to Gor Mahia where they were docked three points for the troubled in the Sportpesa premier league match against Tusker on April 16. The decision was made after the committee found out that Gor Mahia FC failed to control its fans and supporters during a league match, thereby causing disruptions of KPL Match Number 65 and the assault of the 2nd assistant referee following the conclusion of the said match, contrary to Rule 3.4(a) of the Rules of Kenyan Football.” However, the Kenya Premier league confirmed that the ban is only applicable for the league matches. “Boniface Oluoch will be available for selection on Sunday. The one-match ban imposed by the IDCC will only be effected on league matches. It must however be noted that Gor Mahia have already made an appeal on that decision,” a statement from the KPL noted. Gor Mahia will be hosted by Tusker Fc at Kenyatta stadium in Machakos in the first leg. The last time both sides mate in this competition was in 2015 at the semis where Gor Mahia won 4-3 on aggregate score. Gor Mahia are the current champions after

beating S o n y Sugar 2-1 in Kisumu last year. Tusker are leading the league table standing with 29 points while Gor Mahia are third with 26 points as the league took a break until July 2. The newly signed k’ogallo defender Wellington ochieng from Muhoroni will also not be featured in the semis according to the league rules where a player cannot feature for two teams and having participated in the same competition in the same year. “The tournament rules are clear that a player cannot feature for two teams in the same year. So even if Wellington is registered in time, he will still be ineligible having played for Muhoroni Youth in the previous stage of the tournament,” said KPL CEO Jack Oguda. Ochieng scored in the quarter-finals against Sofapaka. Meanwhile, five players on yellow cards heading to the semis will be suspended for the second legs should they get further bookings. The players are Ernest Wendo (Gor Mahia), Moses Arita, Faruk Shikhalo, Paul Muchika (Muhoroni Youth), and Geoffrey Kokoyo (Ulinzi Stars). In other match Ulinzi will travel to Muhoroni to face Muhoroni youth on Sunday afternoon. Bobby Ogolla will have his first match with Muhoroni Youth.

Following a lackluster draw with Ecuador on Saturday to open the Copa America Centenario, Brazil rebounded with a comfortable 7-1 win over Haiti at Camping World Stadium in Orlando, Florida. Manchester United have completed the signing of Eric Bailly from Villarreal for a disclosed fee of £30m, subject to a work permit. The Ivory Coast international, who has signed a four-year contract, is the first player to join United since Jose Mourinho was appointed manager last month. Bailly, 22, said “I am really happy to be here at the biggest club in the world,” he told MUTV, the club’s official television channel. “It’s a dream come true for me. I am very happy to be here in Manchester. It’s a real joyful moment for me. I’ve always dreamt of playing in English football. When Manchester United was mentioned I didn’t have to think twice.” Mourinho said “Eric is a young central defender with great natural talent. He has progressed well to date and has the potential to become one of the best around. We look forward to working with him to help nurture that raw talent and fulfil his potential. Eric is at the right club to continue his development.’’ Bailly has played 40 times in La Liga, the first five games being for Espanyol. He joined Espanyol at 17 and after work permit delays and a season playing for the club’s B-team in Spain’s

third tier, he made his debut for the senior side in October 2014. After only four starts including a 5-1 defeat to Barcelona he joined Villarreal in a £4.3m deal in January 2015. The young ambitious player helped Ivory Coast to win the Africa Cup of Nation. He says it is a confidence boost that a manager with so much experience of English football has trusted in me by making me his first signing. ‘’English football has a different style to Spanish football. It’s more physical and more direct as well. I have always thought it would suit my style of football.” The Red Devils are also tipped to complete the acquisition of Paris St-Germain striker Zlatan Ibrahimović. Terry Gibson, former United forward and sky Sports La Liga expert says it is an interesting signing. “Bailly is a fast, tall, athletic and strong central defender, who is particularly good when faced with oneon-one situations. When in possession he likes to run out from the back with the ball and has even looked comfortable in these situations when he has played as a right-back for Villarreal, venturing forward and not looking out of place in attacking play,’’ he said.
