he Recce squad soldier who was killed in a rescue mission in Kapenguria yesterday has left behind a widow whom he wedded just last month. Mr Dennis Momanyi was among 20 Recce commandos flown from Nairobi to neutralize a rogue police officer who had attacked the Kapenguria Police Station in West Pokot County yesterday. The Recce Company (Ruiru) where he was based is now mourning one of their members. Dennis had just wedded his wife last month and was still in honeymoon mood when he was flown to Kapenguria for the rescue mission. He unfortunately died during the two-hour operation. “Rest In Peace (RIP) officer Dennis Momanyi of Recce Coy Ruiru. It was just the other month that you got married and now you are no more. You have left us too soon but may your soul rest in peace. Our condolences to your wife and family, we will never forget you and the ultimate sacrifice you made, read a post on Facebook by Recce Squad. The group littered their page with pictures of the slain officer and his wife during their wedding ceremony. Officers who had earlier responded to the attack were unable to neutralise the attacker hence the need to send the elite Recce commandos. CONTINUED ON PAGE 2

8 officers killed in Kapenguria siege Eight police officers were killed in the nine-hour siege at the Kapenguria Police Station on Thursday, including a General Service Unit commando who was in the rescue team sent from Nairobi. The rest were the station commander, four police officers and their rogue colleague who stormed the station at 5.30am and started shooting indiscriminately until 2.30pm when the hold-up was brought to an end. Inspector General of Police Joseph Boinnet had earlier sent out a statement saying it was a terror suspect in custody who grabbed a gun from a police officer and started shooting. But details emerging from Kapenguria later painted a different picture of the situation at the end of the siege. “It is an off-duty policeman who walked into the station and took the gun from a colleague whom he shot dead alongside others, before taking over the station,” one senior police officer briefed on the situation said. Police earlier said a terror suspect had been killed ending the siege but later clarified that the dead man thought to be the terrorist was still in the cells at the station. Ex-bank CEO released after overnight detention
Former National Bank of Kenya (NBK) chief executive Munir Ahmed has been released on police bond after he was arrested last night at the Jomo Kenyatta International Airport (JKIA) while allegedly fleeing the country. Munir was today morning arraigned at the Milimani law courts to face fraud charges but failed to take plea as the prosecution requested for more time to investigate his alleged attempts to leave the country. Munir and other five NBK senior managers were sacked in April this year over claims of financial malpractices aimed at robbing the bank. Police who arrested him yesterday said they had been informed he was fleeing the country and would not return but he told them he was flying to Dubai to visit his family. Munir said police had even returned his passport to him that enabled him to arrange for the trip and wondered why they were arresting him. He spent the night in the cells at Kilimani police station as his friends tried to have him released in vain. He and five other managers were sacked after the bank made bad losses. Police say charges against the other managers are also ready and they would soon appear in court. The arraignment comes a day after eight managers of collapsed Dubai bank were charged over various financial offences. Other to be charged alongside Munir include former Executive Director Boniface Biko, suspended Chief Credit Officer George Jaba, former ICT Director Mohammed Abdalla, acting Chief Finance Officer Wycliffe Kivunira and Chris Kisire who was the Chief Finance Officer. Inspector General of Police Joseph Boinnet had ordered the arrest of the culprits over their unethical conduct including issuance of illegal loans, high staff turnover and audit-related issues.

At about 1:15pm, two loud blasts were heard at the station followed by a fierce exchange of fire in which the slain commando is believed to have been killed. The attacker, also a police officer stationed in Kapenguria, was also shot dead and the operation declared ended at about 2pm. In total, seven policemen including Officer Commanding Kapenguria Police Station Vitalis Ochido, three corporals and two constables were killed in the early morning attack. Kiambu’s Kabogo to face charges over circumcision remarks A Nairobi court has summoned Kiambu Governor William Kabogo to plead to the charge of ethnic contempt for utterances made against Opposition leader Raila Odinga. Chief Magistrate Daniel Ogembo has directed that Kabogo appear before him on August 5 to answer to the charge. According to court documents, Kabogo is suspected to have made the criminal statement on November 25, 2015. “Which words according to police were intended to incite feelings of contempt against persons and communities in Kenya that do not ethnically embrace male circumcision,” the court papers read. Kabogo is the latest politician to face charges on claims of having made inflammatory statements in a crackdown aimed at putting a stop to careless political statements that could inflame tensions in a country with a history of post-election violence. A month ago eight politicians were held, on the courts orders, for four days to keep them from interfering with investigations into inflammatory statements they were suspected of making. They were later charged and released with two suspected repeat offenders, Gatundu South MP Moses Kuria and Kabete MP Ferdinand Waititu, being released on hefty bail terms. “It is a matter of grave concern to this court that both accused have pending cases before this court almost of a similar nature,” Ogembo said in his ruling at the time. President Uhuru Kenyatta who was away in Brussels at the time said he would do everything in his power to keep Kenyans from slipping back down the slippery slope of ethnic violence regardless of who was behind it. “We cannot allow an issue which ultimately can blow up to be a major issue to go ignored. It can explode and burn our country. We have to be able
to nip this in the bud. It is true and I will say it. We all know that the problems that we had in 2007 was a result of inciteful statements by politicians that led to clashes between communities, people who lived together as neighbours. Statements that incite Kenyans against each other, instill fear will not be allowed should they come for CORD or Jubilee and those that choose to walk that path will face the full face of the law and that’s the way it’ll be so long as I am President,” he vowed. Self-sponsored varsity students to be vetted All self-sponsored students set to join higher learning instutions will be vetted by the Council of University Education (CUE). Education Cabinet Secretary Fred Matiang’i (pictured), has issued the directive amid concerns that leaners with poor grades are being admitted to professional courses like Law and Engineering. “It’s the mandate of the commission to carry out the audit annually. The audit will help reveal entry qualifications of university students. Such audits are the global practice,” Matiang’i said. Upon completion of the vetting process, Matiang’i said CUE will be required to publish the student enrolment data, including their qualifications in a bid to boost the quality of university education. The Cabinet Secretary said the move has been occasioned by a number of concerns raised by professional bodies over the quality of students enrolled in courses like engineering and law. “Professional organisations have spoken to me, the Council of Legal Education and Engineer Board of Kenya, among others, have raised concerns. Matiang’i said even employers through the Federation of Kenya Employers (FKE) have
raised concerns over the quality of graduates, arguing that entry-level workers lack workplace skills. The Cabinet Secretary asked universities to confront cheating like plagiarism that hurt quality and relevance of research. “Universities must set up new standards of excellence for graduate programmes to safeguard the quality higher education,” he added. Matiang’i made the remarks during the official opening of a two-day symposium on managing university research and publications at the Kenya School of Government (KSG) in Nairobi. State-sponsored students are admitted by the Kenya Universities and Colleges Central Placement Service (KUCCPS) while universities admit the self-sponsored students on their own. The minister asked universities to confront cheating like plagiarism that hurt quality and relevance of research. “Universities must set up new standards of excellence for graduate programmes to safeguard the quality higher education,” he added. On research, the CS urged university managers to apply for the National Research Fund (NRF) Sh3 billion that the government has allocated for research to expand research and innovation programs among local universities.
Matiang’i said the Government is in the process of consolidating research programs from local universities to fund viable research programs the country can use as leverage in seeking practical and sustainable solutions to Kenya`s social and economic focal problems. The fund seeks
to engage universities as centres of academic excellence in scientific innovations that will alleviate poverty and disease through models with multiple wealth creation opportunities for citizens. @wilson_x254

Cord warns it might resume street protests The Coalition for Reforms and Democracy (Cord) has warned that it will resume weekly protests if the Parliamentary committee on Justice and Legal Affairs does not let the select committee handle the fate of IEBC and its reforms. The Orange Democratic Movement (ODM) one of the affiliate parties in Cord after its National Executive Council (NEC) meeting yesterday expressed their displeasure with the activities currently being spearheaded by the Chepkonga led-committee. The Orange party claims that the move by the committee to discuss IEBC issues is a deliberate attempt by the Jubilee administration to frustrate the work of the joint parliamentary team. “The work of the Joint parliamentary select committee on IEBC reforms could be sabotaged by the parallel activities of the Justice and Legal Affairs Committee of the National Assembly which we believe is a deliberate move by Jubilee administration to frustrate the work of the joint parliamentary team,” said ODM acting Secretary General Agnes Zani “We demand that Samuel Chepkonga led committee suspends with immediate effect its deliberations or else we revert to the street protests until a genuine process is realized,” the nominated senator warned. Cord leaders are pushing for the removal of the Independent Electoral and Boundaries Commission (IEBC) chiefs and have since suspended protests to allow for dialogue through the joint parliamentary
select committee. The select committee is co-chaired by Meru Senator Kiraitu Murungi and his Siaya counterpart James Orengo. The opposition accuses IEBC of corruption, incompetence and rigging of by-elections. It has also emerged that the select committee which had its first meeting this week is uncomfortable with the mandate of Justice and Legal Affairs Committee which is also handling the IEBC issue. Chairman Justice and Legal Affairs Committee Samuel Chepkonga has however maintained that they draw their mandate from the constitution and the standing orders of parliament and therefore is not interfering with the work of any other commission or committee. “We are within our mandate as a parliamentary committee, we are backed by the constitution and the House standing orders and therefore we will continue to discharge our mandate,” Chepkonga maintained. The committee has so far listened to petitioner Barasa Kundu Nyukuri who is seeking to have the Independent Electoral and Boundaries Commissioners sent home over incompetence and lack of integrity. The Electoral Commissioners have also appeared before the committee to defend themselves against the accusations levelled against them by the petitioner and are set to appear again next week Tuesday. @sam_x254

Commission warns next Parliament ‘might not be’ over Gender rule flop
Cotu’s Atwoli slams Western politicians over defections
The next parliament risks being declared unconstitutional over the two thirds rule. The National Gender and Equality Commission (NGEC) has said it will move to the Supreme Court to declare parliament illegal for failing to pass the two-thirds gender rule within the required timeline. The Bill christened the Gender Rule Bill suffered a major setback in parliament after it failed to gunner the constitution threshold despite being introduced twice in the house. Chairperson of the Gender Commission Winfred Lichuma vowed that they will not allow a non-constitutional organs to run the affairs of the government. “The current National Assembly and the Senate are operational courtesy of the Supreme Court. After the next general election, we shall not allow both Houses to operate if they do not meet the two-thirds gender rule,” Lichuma warned. Lichuma made the remarks in in Nairobi during a forum that brought together women innovators where she observed that no effort has been made parliament to provide for an alternative on the two gender rule principle can be achieved after the motion failed in May this year. “The current members of parliament must come up with new alternatives to ensure the bill sails through all forces that are against it. We must not remain in the mud because we failed once,” Lichuma said. She now wants the current parliament to draft an alternative framework to help achieve the contested two third rule before they leave office. The two-thirds gender rule proposes that no gender should comprise more than two-thirds of members in any state job or institution. “The current members of parliament must come up with new alternatives to ensure the bill sails through all forces that are against it. All the political decisions they make are only meant to enrich them and not to help people,” Atwoli said yesterday while in Western. Atwoli said the people should be extremely be careful with those they listen to as politicians are not ready to help them. “People from Western should be ready to chat their own political path this time round, we should not allow a few individuals to make decisions on behalf of the whole region yet only a few benefit, we will not allow that this time,” he said. @sam_x254

France mourns again after 84 are killed in Bastille Day atrocity in southern city Nice
At least 84 people have been confirmed dead following a truck massacre in the French Southern city of Nice last night. Among the dead are several children while 18 people remain in critical condition in hospital. A truck loaded with weapons and grenades ploughed through a crowd killing people just as fireworks were about to end as residents marked the Bastille Day, French Public Holiday. The driver of the truck was carrying a handgun and several fake rifles and fake grenades, French police have said. The 7.65 caliber handgun found on the attacker was known to authorities for weapons possession crimes, but nothing terror related, they said. French President Francois Hollande has said there is all to believe the attack is of terrorist nature. “We cannot deny that it was terrorist attack,” he said in a live television address to the nation. He has already travelled to Nice following a meeting of the country’s Security and Defense Council. “Together with the Prime Minister, I will got to Nice ... to support the city and its elected members in this hardship,” he said before leaving the capital Paris. The country’s state of emergency which was set to end on July 26th has consequently been extended by three months following the attack. A bill will be put forward in Parliament next week, Hollande said. The attacker has been identified as Mohamed Lahouaiej Bouhlel, who lived locally according to French media. A source close to the investigation told CNN that the attacker was known to police for petty crime, but “was not on the radar” with regard to jihadism or Islamist extremism. French authorities had not opened a “fiche S” counter-terrorism surveillance file on him, the source added. Speaking today on the steps of the Elysee
Palace, French Prime Minister Manuel Valls addressed the media following an emergency Cabinet meeting, announcing three days of mourning in France to pay respect to the victims of the Nice attack. He said that flags will be placed at half-mast in public places from today. “France has been struck once again in her flesh on the 14th of July, the day of our national celebration. They wanted to harm the very idea of national unity and the only response is dignity and unity, a united France joined around her values and we need to unite as one bloc,” he said World leaders including US president Barack Obama, China’s Xi Jinping, Germany’s Angela Merkel have all called President Hollande to convey their condolences. Xi Jinping strongly condemned the “barbaric act” in Nice overnight, according to China’s state-run news agency Xinhua. U.S. President Barack Obama condemned what he said appeared to be a “horrific terrorist attack” in Nice, France. Newly sworn-in British Prime Minister Theresa May said she is «shocked and saddened» by the «horrifying attack» in Nice and that the UK will stand «shoulder to shoulder» with France. President Uhuru Kenyatta also sent out his condolences to Hollande and the people of France blaming the attack on an ‘evil ideology.’ “The thoughts and prayers of Kenyans go out to all the victims of last night’s attacks in Nice, to their loved ones, and to France. May they find the strength to bear this loss. These attacks appear to have been motivated by the same evil ideology that has inspired equally vile attacks in Kenya,” he added. Two US citizens who were on holiday in the city were killed. A Ukranian has also been confirmed to have died while

another remains critically injured. Also dead is a Russian national with three others unaccounted for. Tony Molina, a homicide detective from Southern California, had returned to his room on the seventh floor of a building along the
promenade. “I saw the truck right below us and it had already driven down the boardwalk for a half a mile,” he told CNN’s Artemis Moshtaghian. “You could see the truck going by and going over people.” He said the truck was zigzagging, going about 25 mph.
“My initial thought was that this was a drunk driver but the fact that it was zigzagging and not slowing, then I starting thinking that this probably isn’t an accident,” he said. Molina thinks he heard between 30 and 40 gunshots.

Mathare host Leoprads in highlight fixtur WEEKEND EDITION, JULY 15-17, 2016
Coach Francis Kimanzi’s Mathare United will take on AFC Leopards at the Nyayo National Stadium from 4:15pm tomorrow in the biggest match of this weekend’s Sportpesa Premier League action. All the 18 teams in the competition will be in action with Nairobi-based City Stars scheduled to host Ulinzi Stars at the same venue to pave way for the match of the weekend. Both games will be aired live on Supersport. AFC come into the match on the back of a morale boosting 4-0 win over Thika United last weekend, putting an end to their eight match winless run. Coach Ivan Minnaert is without any major injury concerns and expects his troops to build on last week’s results and possibly usher in a series of good performances starting with the immediate clash against second placed Mathare. The slum boys lost 1-0 away to Western Stima in Kisumu in their last fixture and came down to third on the log with 30 points. “I don’t have any pressure. I know we have a good team but we need to work on it and gel it. Saturday was not a perfect result but it was good especially for us to break the bad spell. We played better, like Paul Kiongera was better compared to his first match because we trained together for longer,” a buoyant coach Minnaert
said ahead of the clash. His opposite number, Kimanzi, also remains optimistic his club will have a realistic chance of reclaiming league glory for the first time since 2008. “I think we have had a good run. The difference with the top is only five points, a gap which we can narrow as the league progresses. Going to the weekend, our target remains to play well and take the match to our opponents,” he said. In the earlier fixtures, City Stars will miss the services of Ugandan forward Jimmy Bageya against the soldiers. Bageya, one of the three league players suspended for this round, is ineligible after accumulating five yellow cards. Ulinzi have lost two of their last games, losing to Mathare and Tusker FC coming to this match and subsequently dropping from second to fourth on the log with 27 points. Table topping Tusker will be looking to extend their five-point lead at the summit when they take on Chemelil Sugar in home while Champions Gor Mahia will be aiming to truncate that gap when they face Ushuru on Sunday. Tusker’s match is scheduled to kick off at 2pm at the Kenyatta Stadium in Machakos. It will also be aired live on Supersport before the cameras turn to the action at Nyayo between Ushuru and Gor Mahia. Paul Nkata charges are

Our target remains taking a match at a time,” he said. Tusker FC have no injury concerns going into the clash. They will also be boosted by the services of returning striker Allan Wanga who hit the headlines with a comeback to

Kenya wins big in latest Fifa rankings
K
enya has climbed up 43 places in the latest Fifa World Rankings making it one of the countries to reap big on the results released on Thursday. Harambee Stars are now at position 87 in the world, better than African football heavyweights Zambia (88) and Gabon (98). Stars were ranked 129th in June but has risen by 110.21 points to 386.21, 0.18 less of Central Africa Republic which is at position 86. The big rise comes as a result of the 2-1 defeat of Congo in the 2017 Africa Cup of Nations Group E clash that was played at the Kasarani Stadium on June 5 this year. Stars were only behind best movers New Zealand and Puerto Rico who moved 54 and 46 places up respectively. In Africa, Stanley Okumbi’s side are 22nd, six places behind Uganda who are the bestplaced East African nation. The Cranes scaled up three spots to be ranked 69th in the world. Congo just about maintained their top 10 status in Africa but dropped down 7 places to 9th while eighth-placed Morocco replaced Cape Verde (11th) in the top 10 in Africa.
The top five teams remained the same, with Argentina ranked first ahead of Belgium who were knocked out of the Euro 2016 at the quarterfinal stage by debutants Wales. Copa America Centario semi-finalists Colombia remain third with World Champions Germany fourth. Joachim Low’s side were knocked out of the Euro 2016 championships by hosts France at the semifinal stage in a 2-0 defeat, the first by the French against the Germans in 58 years. Copa America winners Chile are fifth. The first five ranked teams have 1585, 1401, 1331, 1319 and 1316 points respectively. Euro 2016 winners Portugal and defeated finalists France moved up two and 10 places respectively to sit sixth and seventh, with Spain, Brazil and Italy copleting the top 10. Wales, after their run to the semi-finals of Euro 2016 have moved above England and up to 11th in the rankings. Chris Coleman’s men have jumped 15 places and are two above manager less England, who dropped two spots after losing to Iceland in the last 16 at the Euro

finals. Northern Ireland fell two spots to 28th despite an impressive Euros campaign, while Scotland fell to 50th after failing to qualify. Republic of Ireland moved up to 31st. Martin O’Neill’s side beat Italy during the tournament before los-
ing to France in the last 16. Wales’ campaign was their best performance at a major international tournament, although they actually reached a higher position in the rankings - eighth - in October 2015, as they edged closer to Euro 2016
qualification. Fellow Euro 2016 surprise package Iceland rise to their highest ranking after reaching the quarter-finals of Euro 2016, moving up 12 places to 22nd.
Skirtel leaves Liverpool as West Ham slaps £50m price tag on Payet West Ham have put a £50m price tag on playmaker Dimitri Payet amid interests from many suiters seeking the services of the French star. Club co-chairman David Gold has confirmed that the Hammers “won’t listen to offers less than £50m”, and is adamant the club “need to keep their best players” and “don’t welcome any offers” for French Euro 2016 star Payet. This comes even as Leicester City try to commit Payet French teammate N’Golo Kante to a longterm deal. Leicester manager Claudio Ranieri says Kante’s future is “in his hands” after he was offered a new contract. Kante, 25, starred as the Foxes won the Premier League last season, and represented France at Euro 2016. However, the defensive midfielder has been heavily tipped to leave the King Power Stadium, with Chelsea reported to have made a £27m bid. Ranieri said: “We offered Kante a new deal before the Euros. Now I know there are a lot of big teams interested.” Kante was named on the six-man shortlist for the PFA Players’ Player of the Year award last season - which was won by team-mate Riyad Mahrez. Leicester kept striker Jamie Vardy earlier this summer after he rejected a move to Arsenal and signed a new deal. In other transfer news, Manchester City are facing a race against time to agree to deals to sign Germany star Leroy Sane and Everton defender
John Stones before heading to China for their preseason tour next week. The Manchester Evening News says manager Pep Guardiola has been given the green light to complete a sensationa l £100m double

And across the city, reports indicate Manchester United are exploring ways to get Bastian Schweinsteiger off their wage bill. But the31-year-old Germany international, who still has two years on his United contract is said to prefer to stay at Old Trafford and fight for a place in Jose Mourinho’s team despite interest from French champions Paris Saint-Germain. Meanwhile, Liverpool Martin Skrtel has completed his move to Turkish side Fenerbahce for a reported £5m. The Slovakia captain, 31, played 319 games for the Anfield club since signing in 2008 and completed a medical with Fenerbahce on Wednesday. Skrtel apologised recently after appearing to
support an insult of manager Jurgen Klopp on social media. Another player likely to leave Anfield is striker Mario Balotelli, who Klopp has told to find a new club. Also leaving the Reds is winger Jordon Ibe who has joined Bournemouth on a four-year deal for a club record fee of £15m. Ibe, 20, made 58 appearances for Liverpool after joining them from Wycombe Wanderers in 2011. The England Under-21 winger was not a regular starter under Jurgen Klopp and was given permission to speak to the Cherries at the start of July. “We’re looking forward to seeing him to grow, he’s a huge prospect,” said chief executive Neil Blake. Transfer news also suggest Arsenal could miss out on Napoli’s Gonzalo Higuain for a second time with the Argentine striker reportedly lined up to sign for Juventus since the Italian champions met his £78 million release clause. Multiple reports in Italy indicate that Higuain, who scored 36 goals for Napoli last season, will get a four-year deal with Juve, leaving Arsenal to rue another wasted opportunity after their failure to land Jamie Vardy from Leicester earlier this summer. Higuain’s potential move to Turin has led to speculation that the Bianconeri could recoup their outlay on the Argentina international by sanctioning the sale of Paul Pogba to Manchester United for a world-record £100m fee.

Supermarket chain growth shakes up retail sector The arrival of new supermarket chains in Kenya does not bode well for small businesses operating within the country’s retail sector, a new report from the Oxford Business Group (OBG) has revealed. Though the arrival highlights the potential of the country’s retail sector, it also comes through a congested project pipeline – concentrated largely in Nairobi – and could result in a slowdown in retail rentals in the medium term. Nairobi, one of the largest markets in sub-Saharan Africa in terms of shopping centre floor space, has seen a number of dedicated retail properties open up in the past decade, with more than 390,000 square metres of gross leasable area (GLA) already available, and a further 470,000 square metres in the development pipeline. OBG’s report shows that the dramatic rise in formal retail space has helped attract new foreign investors in the sector. In mid-May, Carrefour, the world’s second-largest retailer, opened its first outlet in Kenya, its first in sub-Saharan Africa. The French chain, through its franchise-holder, Dubai-based Majid Al Futtaim Retail – occupies 5000 square metres as the anchor tenant in the new Hub Karen in Nairobi. Carrefour has plans to open a second outlet at the Two Rivers Mall, also in the capital, set to launch by the last quarter of this year. Another significant international entry in the Kenyan market is Botswanabased supermarket chain Choppies. In early May, Choppies announced it had
taken over eight Ukwala Supermarket outlets in Nairobi, Kisumu and Bungoma, according to press reports. In addition to the growing supply of retail property, rising levels of disposable income and an expanding middle class have contributed to Kenya’s appeal among overseas retailers. The data indicates that this transition has been underpinned by the country’s middle class, which represents around 45 per cent of the 47 million-person population, according to the African Development Bank, although this figure includes individuals with a consumption level of between $2 and $4 per day and those at risk of falling below the $2 poverty line. This means that formal retailers still tend to focus on the higher-income segments of the market. Global retailers are being drawn specifically into the upper end of the sector, according to Peter Kang’ethe, Managing Director of Tiger Haco Brands. “The high-end segment is attracting foreign brands as it is growing with new developments such as Garden City and other mega retail space,” he told OBG. “While these developments are primarily in Nairobi, we expect this to spread to other areas.” “Beyond the Two Rivers Mall expected to open by the end of this year, no further retail space will be required in Nairobi, as there will be oversupply,” Kenneth Kaniu, CEO of Britam Asset Managers, told local media. In light of the increased investment outside of the Kenyan capital following
iWayAfrica, Avanti in plan to improve download speeds across East Africa
iWayAfrica, a Pan-African broadband provider and Avanti Communications, a leading provider of satellite data communications services, have announced a satellite connectivity upgrading service that will see customers in Kenya get increased downlink connectivity speeds of up to 15Mbps. “Providing increased value to customers is core to our service offering and the Avanti downlink speeds increase will greatly assist customers to become more productive and save time,” said Kenneth Munyi, Managing Director for iWayAfrica Kenya. The move comes at a time when major ICT companies are working to tap into the growing demand for data connectivity across the business market. Their offer will benefit customers in Kenya and Tanzania for both existing and new service providers. Last month iWayAfrica, renewed its contract with Avanti Communications, who were appointed the Corporate Broadband Provider partner until 2018. Mr. Munyi said that the strong relationship between the two companies has enabled significant growth for iWayAfrica over the last 18 months. iWayAfrica, is part of Gondwana International Networks which also includes AfricaOnline, is a leading African ISP,
offering solutions over satellite, fibre optic and wireless networks. With over 10 years’ experience of deploying VSAT services, iWayAfrica’s expertise lies in designing, installing and operating networks to suit customers’ requirements. “The contract extension will enable provision of fast, affordable satellite broadband in an effort to assist in bridging the digital divide. “Said Munyi. The Group currently services over 67,000 corporate subscribers and over 20,000 consumer subscribers across SubSaharan Africa. The consistently award winning Group has a physical presence in 10 countries on the continent and offers services in an additional 34 countries via its distributor channel partners. Available from July 1, 2016, iWayAfrica expects the East African market to respond positively to the improved satellite connectivity. “Africa is the world’s second fastest economic growth region; and it is common knowledge that connectivity is crucial to its continued growth. By improving the technology implemented, we are working towards improved services overall within several sectors including healthcare, education and social services as examples,” concluded Mr.Munyi. @kevin _x254

The Kenya Revenue Authority (KRA) has said it will review tax incentives before the 2016/17 fiscal year as the commission seeks to seal all loop holes thus increasing its tax base. The commission says the move was reached due to the fact that current tax incentives have not met their goals resulting in huge losses in revenue collection. “The tax exemptions on the Export Processing Zones have not translated to anything meaningful. We have seen firms who have been given these incentives for a certain period transform their business into other institutions to avoid paying taxes,” KRA Deputy Commissioner Strategy Innovation and Risk Management, Maurice Ojee said. He added that the Authority is working on a new structure that could see existing tax bands widened to reflect current income trends and cost of living levels. “We also need to harmonise our incentives with the East African Community states. We are asking ourselves: ‘How have these incentives impacted on our economic growth? How have they impacted our revenue?’” he stated. To further broaden tax collection, Ojee said the Authority has started tracking landlords who have been evading tax in a bid to force them to declare their rental income. Key measures theat the Authority has taken include reviewing tax exemptions on persons with disabilities as well as churches and trusts. “We have seen churches venturing into commercial activities, they need to be on the tax bracket,” he added. @kevin _x254
Kenya Power seeks pole suppliers for second phase of Last Mile Connectivity Project Kenya Power has commenced procurement of 195,299 wooden poles in preparation to implement the second phase of the Last Mile Connectivity Project. Spearheaded by Government, under National Electrification Programme (NEP), this phase of the Last Mile Project is financed by the World Bank to a tune of Sh15 billion and seeks to connect 312,500 households to the national grid. A total of 44,701 concrete poles will also be procured under this phase, said Kenya Power’s Managing Director and CEO, Dr Ben Chumo. “Implementation of this phase is expected to start later this financial year. We aim to connect over a million new customers every year going forward in order to achieve the targeted milestones,” said Dr Chumo, indicating that the Company’s demand for poles will rise in the short term. Under this phase, Kenya Power will procure prepaid meters, poles, cables, conductors and 1,000 transformers for grid extension, on behalf of contractors as per the World Bank’s procurement guidelines. The first phase of Last Mile Connectivity Project is ongoing with contractors already
mobilized and on the ground. It is financed by the Government and the African Development Bank a cost of Sh13.5 billion targeting 314,000 households. “The works under this phase is being implemented in all the 47 counties by 10 contractors. This initial phase of the project, earmarked for completion by June 2017, is projected to use a total of 319,203 poles,” Dr Chumo said. Last year, Kenya Power procured 377,000 poles locally, both wooden and concrete, in support of “Buy Kenya Build Kenya Initiative”. The Company’s spend on poles in the last three years stands at Sh7.9 billion. “We are now buying all our poles locally unlike in the past where we used to import from as far as Brazil, Congo and south Africa”, Dr Chumo said. “Currently we have a total of 35 manufacturers and suppliers,” he added. The Company’s demand for poles has been growing over the years due to undertaking of network upgrade programmes that involve replacement of wooden poles with concrete ones and extension of low and medium voltage lines. @enock _x254

China Wu Yi secures contract to construct A8 Highway
China Wu Yi, a construction and engineering company that carries out international projects as the overseas arm of the Fujian Construction Engineering Group, has been awarded the contract for reconstruction and capacity enhancement of James Gichuru Junction Road to Rironi, a section of the A8 Highway. The Kenya National Highway Authority (KeNHA) says the contract entails reconstruction of the 25 kilometres section at a cost of Sh16.4 billion aimed at easing traffic flow into and out of the Kenyan capital. The plan is to reconstruct the 25-kilometer dual carriage highway with three lanes of each carriageway, expanding the highway to six lanes.
Nairobi gears up for Social Media Week Nairobi is set to host an event dubbed Social Media Week independent (SMWi) from September 12 to September 16. Kenya’s capital will be among five other cities from across the globe that will run the affair that seeks to create a buzz on Digital and Social Media Advertising. This is the first time the globallyacclaimed conference will take place in Kenya. Other cities that will be running SMWi include London, Rome, Sao Paulo, Miami and Mumbai. There are four editions of the conference happening globally in February, June, September and November. This is the second time it is happening in Africa, following a similar affair in Lagos.
National Treasury Cabinet Secretary Henry Rotich. The CS recently raised the country’s road maintenance levy from Sh12 to Sh18, resulting in a hike in fuel prices.
The Energy Regulatory Commission’s (ERC) move to raise pump prices in its latest review has taken effect today, marking the highest increase since prices dropped last year. Pump prices have risen despite the fact that crude oil prices dropped almost by half per barrel worldwide raising anxiety among local motorists. The price of diesel shot up by the highest margin in the review, with the ERC announcing it will retail at Sh9.37 more a litre. This increase has seen a litre of diesel retail at Sh83.24 in Nairobi. In the latest review, the price for a litre of kerosene has gone up by Sh3.41 and will retail at Sh61.45 following Treasury Cabinet Secretary Henry Rotich’s introduction of a higher excise duty on kerosene at Sh7, 205 per 1,000 litres in an effort to reduce the level of fuel adulteration. “ERC has factored Sh6 per litre in additional Road Maintenance Levy for both super petrol and diesel in line with the Road Maintenance Levy Fund (Imposition of Levy) (Amendment) Order, 2016,” the regulator said in a statement to newsrooms. Fuel prices have been on the rise over the last two months as super petrol rose by Sh1.92 in the last review while the cost of a litre diesel rose by Sh3.34 during the last review. The latest increase that took effect just after midnight today has been brought about by Treasury Cabinet Secretary Rotich, raising the country’s road maintenance levy from Sh12 to Sh18 during the 2016/17 budget. “With the cost of crude oil going down, we expected a review that depicts the true reflection of the current crude prices globally, this however has come as a shocker and the government needs to rethink its tax strategies,” commented a motorist in Nairobi. The increase in fuel prices comes at a time when consumers are struggling with the rising cost of living. June inflation shot up to 5.8 per cent from May’s per cent on the back of higher food costs. Such upward reviews have in the past, led to a rise in the prices of consumer goods and transport costs as the consumer is left to shoulder the burden. @kevin_x254
Card payments out-pace mobile transactions Kenya’s travel and hospitality sector has seen an uptick in cashless transactions as more consumers begin to adopt card payments. While mobile money continues its steady rise as the most convenient model, card payments seem to be the most popular with ‘Jumia Travelers’, an affiliate under the Jumia umbrella. According to a recent survey by the diversified services provider, 55 per cent of customers booking hotels use card payments The data has revealed that hotels are seen to generally favour pre-paid bookings at 60 per cent as compared to current 40 per cent who allow guests to ‘pay later’ There are about 2000 Kenyan hotels live on travel.jumia.com; a leading online hotel booking platform that gives hotel guests the option to “pay later” (at the hotel upon check in) or “pay now” (at the time of booking). While 60 per cent of these hotels offer guests the flexibility to choose, 40 per cent of the listed properties prefer to receive their money ahead of the check in date, with some reserving the bookings only after the payment. Both policies apply across different kinds of accommodation, with hotel owners entire making the decision on what
works best for respective parties. A common denominator, however, is the refund and cancellation policy; hotels are exhibiting more customercentric approach that seek to protect the guest, without putting the hotel’s revenue at jeopardy, says Yared Kifle, Head of Revenue Management for Jumia Travel East Africa. “More hotels now have consistent and precise rules to guide guests on no-show and cancelled bookings as opposed to grey zone fine print that seemed to haunt the industry,” Kifle explains. Although traditionally associated with a higher risk of fraud and scam, consumers find more comfort and convenience in keying in their card identity as opposed to other traditional (bank related) modes of payments. Card payments work best for a diverse range of customers due to the unmatched global penetration. Mobile-based payments come at a not so close 40 per cent. The new wave of digital wallets is however not quite so popular despite the undeniable rise of the digital consumer; a major fraction of guests prefer to complete their transactions via telco-based platforms such as Mpesa and Tigopesa. Cyrus Onyiego, the Country Manager for Jumia Travel Kenya attributes this
growing trend to the convenience accorded to both guests and operators by mobile money payments. “Typically, the payment period is immediate. For hotels and other providers, the transaction and payment processing fee is kept minimal, the risk is lowered
and the speed of money transfer is immediate, thereby guaranteeing instant gratification,” he said. Yared explains, however, that cash remains an enduring and integral part of the hospitality industry. @Dennis_x254

NGO urges state to remove trade barriers WEEKEND EDITION, JULY 15-17, 2016
A Non-Governmental Organization (NGO) has urged the government to remove trade barriers that are imposed on coffee cooperatives to ease trade across the region. Speaking in Nairobi today, James Mwai, Director for Policy, Research and Advocacy Fairtrade Africa (FTA) said that the government must create an enabling environment to reduce barriers that hinder the organization from achieving its goals of giving farmers premiums on their export goods. “We are holding the government into task to remove the barriers such as the Legal Notice on coffee cooperatives that is going to kill more than 80 per cent of coffee cooperatives,” said Mwai. Fairtrade Africa is the independent nonprofit umbrella organization representing all Fairtrade certified producers in Africa. It is owned by its members, who are African producer organizations certified against international Fairtrade standards producing traditional export commodities such as coffee, cocoa, tea, cotton, bananas, mango and nontraditional commodities including shea butter and rooibos tea. Currently, the organization represents over 932,000
producers across 32 countries in Africa. So far the trade has helped many cooperatives in Kenya with premiums on top of their export money which they have used to build schools, hospitals and rehabilitated primary schools. The organization is also working with brands like Nestle to give back 7-10 per cent of Fairtrade premiums. “We have noticed that it is only the rich who are getting richer and the poor becoming poorer. Through this initiative, we believe that our famers and producers are going to benefit themselves in future,” said Charbel Fakhri, Chairman of the FTA. He added that the government must take responsibility of creating an enabling environment for its people by allocating resources and ensuring that transparency is attained. They applauded the government’s initiative of building a fertilizer factory in Eldoret, saying that it will enable farmers to get a fair price for fertilizer. “We are partnering with the government to ensure that our country achieves Vision 2030,” added Mwai. @lenah_x254

Oxford published the results just as Kenyan students fly to South Africa to compete in the first-ever African Spelling Bee final and shortly after the launch of the 9th edition of the Oxford Advanced Learner’s Dictionary (OALD). The research, conducted in May this year, saw 363 secondary school students around Kenya complete a standard spelling test. The words were taken from the Oxford 3,000 – a list of the most commonly used words for English learners. Across all the students, the average
score was 78 per cent, with more than four-fifths (81 per cent) of the students reporting that they owned home dictionaries. However, the average score was significantly higher, at 82 per cent, for students with a home dictionary who reported using it more than once a day. The survey also found that 36 per cent of the form 2 students had access to a smartphone, 12 per cent to a computer, and another 13 per cent to both a smartphone and a computer, meaning that almost two-thirds of public sector students now have access to technology as part of their learning. “The priority given to education by Kenyan parents comes through powerfully in our research, said John Mwazemba, General Manager of Oxford University Press East Africa. “It is a testament to Kenyans’ commitment to education to see four-fifths of school
students reporting that they have a dictionary at home, and scoring A grades.” The strong results tie in with research from Financial Sector Deepening, which shows that up to a third of Kenyans consider education a higher priority in spending than food. This emphasis is resulting in clear educational leadership, with Kenya’s youth literacy rate now standing at 85.9 per cent, compared with the average youth literacy rate for subSaharan Africa of 70.5 per cent. The educational community in Kenya hopes this educational prowess will shine through at the pan-African Spelling Bee, which will take place in Johannesburg, South Africa, on July16th. Three students will represent Kenya, after winning the Kenyan Spelling Bee earlier this year. @lenah_x254

The announcement comes at a time when the African Union (AU) is pushing forward with plans to boost free movement on the continent. Last month, the AU announced that it would be seeking greater regional integration through the introduction of a common e-passport that would grant visa-free access to passport holders from all 54 member states. The passports were unveiled at the 27th AU Summit in Kigali, Rwanda,
with heads of state, foreign ministers and permanent representatives of AU member states as the first to pilot the project, which, according to an AU press release, is slated to come into full effect by 2020. Only 13 countries on the African continent currently allow Africans entry without advanced visas, and millions of Africans are unable to secure legal identification, a precondition for obtaining a passport. @kevin_x254

I DO A BIT OF GUITAR AND BASS. I AM BIT OF A STRINGS FANATIC
Nelfrey Ongeri INSPIRED BY SCOTT THE VIOLINIST
H
ow did it all start for you? I was in Upper Hill School. That’s where it all started for me. I got to meet some of the greatest artistes while I was there and that inspired me to pursue a career in music. Funny thing I got to hold my first violin less than two years ago a little while after I had cleared. Why did you choose the violin? With the inspiration I got from Scott the Violinist and Philip Tuju. I did it. I picked it, learnt it and mastered it. Was it an easy instrument to learn? [Laughs] No way! All I can say is practice and practice! No giving up. I used to play 6hrs a

day minimum for half a year. Even right now I still have do that. Are there any other instruments you can play? I do a bit of guitar and bass. I am bit of a strings fanatic What are the greatest orchestral pieces of music you have ever heard? Well I am not classically trained or anything of the sort but the greatest pieces have to be Canon in D Major by Pachelbel and Für Elise by Beethoven. These two give me the chills, it’s hard to even put into words. Do you have a favourite composer? Ludwig Van Beethoven definitely. The
man was partially deaf. But his music was exquisite and that is an inspiration Which is the most memorable stage you’ve played at? The ‘It’s Big’ launch recently alongside Stella Mwangi and Tha Movement (a musical collective). Both of them were quite an experience. Is there a dream artiste you would love to work with? Rapper J Cole! Everything that he says in his music, I can relate to. He is so lyrically talented. Also Ashanti Floyd aka “The Mad Violinist” is another artiste I would love to work with.
Dream stage you would love to play at The Grammy’s. I wouldn’t mind snatching up an award while I’m there too. Which movie do you think has the greatest music composition you have ever heard? Whiplash. I like groovy and jazzy pieces. Plus the drummer in the movie (Miles Teller), he was slaying. Are there any challenges specific to the type of artiste that you are that you have experienced while in the industry? Definitely. More so being a violinist, trying to find the right kind of sound is quite challenging. But I found mine in Tha Movement’.

France fell victim to another horrifying tragedy yesterday when a truck plowed through a crowd of people celebrating Bastille Day in Nice, injuring hundreds. According to French news reports, at least 75 people were killed, including the driver, who was fatally shot by police. In the wake of the attack, which is currently being treated as an act of terror, President Barack Obama issued a statement of support and unity. “Our thoughts and prayers are with the families and other loved ones of those killed, and we wish a full recovery for the many wounded,” Obama said. Celebrities from across the world have taken to social media to echo Obama’s message of solidarity and to share their condolences with those who lost loved ones in the tragedy. “Heartsick over Nice. Horrified,” wrote Hamilton creator Lin-Manuel Miranda, who recently released a benefit song with Jennifer Lopez promoting peace and love in the wake of the Pulse Nightclub mass shooting in Orlando, Florida last month.”Pray for Nice. Pray for France. Pray for our world,” Modern Family actress Ariel Winter tweeted. “My heart is broken.”

Antonio Conte: I will ‘tailor’ Chelsea back to Champions League
C
helsea manager Antonio Conte says he is a “tailor” who will make the “best dress” for Chelsea to get them back into the Champions League. He also confirmed that John Terry will continue as captain at Stamford Bridge after signing a new deal in May. Conte was speaking at his first news conference since being unveiled as Chelsea manager. “Chelsea belongs in the Champions League and we must stay there,” he said. “I know only the road to take the club back to competing and winning the title - work, work, work. “The coach is a tailor who must make the best dress for the team. Last season in 10th was a bad season, but we must think to the present.” Conte, who took his first training session at the club on Wednesday, said the “right spirit” was vital for Chelsea as they push to get back into the Champions League. The former Italy national team manager also said he would call on another Italian for tips about the Premier League - Leicester City’s former Chelsea boss Claudio Ranieri: “He is a lovely man and I will ask him for a bit of advice.” Conte said that he and the club “took the decision together” to offer captain John Terry a one-year contract extension after the Italian was appointed one month before Terry’s contract expired. “I repeat, John Terry is an important player for me, the club and the fans,” he said. “He signed a new contract in May and we took the decision together. We were very pleased and very happy he signed a new deal. “I spoke to him at different times and he was very happy to sign.” Conte denied that there was pressure on him ahead of his debut season in the Premier
League, stating he was “born with pressure.” “I suffer during the game and I won’t let my players see this, or the fans see this,” he said. “I hope there is a small flame flickering that can eventually grow into a blazing inferno. ‘The pressure for me is not important. I was born with pressure. It’s the norm when you are a player or manager of a great club. “We must fight for the title, we belong in the Champions League and we must stay there. Every manager has his own idea of football and I want to transfer my ideas to the players.” Conte made his first signing at the start of July when Belgium striker Michy Batshuayi joined on a five-year contract for £33m. “He’s a young player but very strong with good technique. He uses two feet, a great talent. I am very happy that Batshuayi stays with us,” Conte said. “You don’t need to take just the champions, you need to take those who can adapt to our football and our philosophy.” He waved off an invitation to give himself a Jose Mourinho-esque nickname, but emphasised his hard work ethic that he wanted to bring to Stamford Bridge. “I don’t know if this is a good thing or a bad thing but I have a great passion for football, for my team, for my work,” he added. “I like to stay with my players in training - to play with them, to lose with them. I have great passion and I want to transfer that to my players and fans. “In this tournament it is not a challenge between managers. It is between great teams and great players. These are the most important things.”
