enator Paul Njoroge has hit out at Deputy President William Ruto in yet another tirade that could rock the Jubilee boat with just months to next year’s general election. The Jubilee nominated senator today criticized Ruto over his remarks purporting that the 2017 race has been concluded. The Deputy President has always maintained that the 2017 race is done and dusted arguing that there is no unity from the opposition to trouble the ruling coalition’s quest to retain power.

Why NTSA wants WhatsApp groups closed The National Transport and Safety Authority (NTSA) now wants popular social media platform, WhatsApp, closed accusing users of contributing to the high road carnage in the country. NTSA Director General Francis Meja said some WhatsApp groups have been created by motorists to warn each other of the location of the NTSA officers to avoid being arrested for driving while drunk. “These groups endanger the lives of the drivers and the passengers, they are conveniently used to escape the dragnet of the officers,” Meja said. ODM in plans to disrupt House business

A major standoff is looming in the National Assembly over the suspension of Ugunja MP Opiyo Wandayi. Opposition MPs have threatened to disrupt house proceedings tomorrow if the lawmaker is not allowed to resume his parliamentary duties. Speaking in Ugunja yesterday, ODM chairman John Mbadi said he will lead Cord MMs in disrupting tomorrow’s session if Wandayi is not allowed back in parliament as was directed by the court. He said the remarks are dangerous as they will discourage voters from President Uhuru Kenyatta’s backyard from registering and eventually casting their ballot. “His remarks were very dangerous and aimed at locking out the other communities from supporting President Uhuru Kenyatta in 2017. This is marginalizing the community against the rest of the country,” said Senator Njoroge. NTSA wants WhatsApp closed for road safety From Page 1

He said NTSA faces a major challenge on how best to deal with the social media platform that has greatly affected their work in arresting drunk drivers. Meja said that for major progress to be realised in curbing road carnage in the country, such groups should be closed. “Let drivers caught on the wrong side of the law face consequences, it’s only through this that we can make significant progress in reducing road carnage in the country,” he argued. His remarks came on a weekend that saw over 20 people killed in various accidents across the country. Sixteen people died on Friday night alone in two separate road crashes in Maai Mahiu and Salgaa, both in Nakuru County. The dead include seven members of the same family, who died in the road crash at Salgaa trading centre on the busy Nakuru-Eldoret highway at about 2:30am as they drove to Kitale. Their salon car was trying to overtake a Greenline bus when it collided head-on with an oncoming trucktrailer. In the other accident at Maai Mahiu, nine passengers died after a Nairobibound Transline matatu burst into flames following a crash with a lorry transporting sand. Meja blamed the two accidents on driver’s misjudgments. He said the salon car driver might have been too fatigued to be on the road after driving from Kitale to

Nyahuru when he was making the return journey in just under 24 hours. And in Maai Mahiu, he blamed the matatu driver for negligence saying he disregarded all warnings before crashing into the lorry. He says his authority will soon launch a major campaign awareness that will mainly focus on public education on road safety, laws enforcement, engineering and emergency response. The Director pointed out the campaign will help the public to understand that NTSA officers are not out to punish anyone but are only interested in safeguarding the lives people. “None of our officers is sent to punish an innocent driver. We are just discouraging drivers who hit the road while drunk, it’s illegal and we must do our role as NTSA,” he said adding that a “majority of people in this country lack integrity and only follow the law when they see either a traffic police officer around or NTSA officers.” Statistics from the agency indicate that over 1600 people have died in road accidents this year alone, some 10 percent increase from a similar period last year. Most of those who have died are pedestrians. Meja said both public and private service vehicles were to blame for the high fatalities on the roads. He admitted that NTSA had not handled public education appropriately, but said measures are being put in place to tackle the issue. @sam_x254

South Sudan leaders disappointing the world As President Uhuru Kenyatta received United Nations Secretary General Ban Ki-Moon in Nairobi on Sunday, concern on the new wave of violence that erupted in South Sudan last week was a top priority. In strongly worded declarations, the two called on President Salva Kiir and Vice President Riek Machar to restrain their forces against war by calling for a permanent ceasefire and implementing the peace agreement. “They must immediately commit to the complete implementation of the peace agreement, including the permanent ceasefire and redeployment of military forces from Juba,” President Kenyatta urged. Ban was dismayed that South Sudan leaders had failed to honor a world call for peace in the young democracy. “The two leaders are now disappointing the whole world and I have been urging them that they should listen and hear the voices of the region and the world.”

Sudan, Ban called on Kiir and Machar to implement the peace agreement intended to stablise the country. He pledged the UN’s commitment to continue supporting the peace process which Kenya and other African states have been pushing under the

Intergovernmental Authority on Development. President Kenyatta urged Africa and the rest of the international community to continue supporting South Sudan and ensure peace is restored. “We have all watched events in South Sudan with sorrow. Our youngest brother in the region and the world has fallen yet again into division and violence,” he regretted. Whereas the rest of the world will stand to support South Sudan, President Kenyatta urged Kiir and Machar to also play their role of implementing the peace accord of integrating the police units to patrol Juba. “Equally, all parties to the conflict had better direct their energies to empowering and directing the Joint Military Ceasefire Commission to operate continuously so as to address issues as and when they arise.” The Head of State appealed to Ban to ensure that the UN gives support to programmes intended to fight

New regulations to weed out fake hiring agencies The government has moved in to stem the growing number of fake employment bureaus that have been exploiting desperate job seekers, especially to the Arab countries. In a legal notice by Labor Cabinet Secretary Phyllis Kandie (pictured), the hiring bureaus will be required to have at least Sh5 million in share capital, a fully equipped office covering at least 225 square feet and sign bonds with government guaranteeing that workers will be hired under the terms described in the job advertisement. The new regulations also demands that only business graduates run the agencies with its directors having at least form four level of education and a certificate of good conduct. The hiring agencies also will be forced to offer a Sh1.5 million guarantee that will cater for compensation of workers whose contracts have been defaulted. “These regulations may be cited as the labor institutions Private Employment Agencies regulations 2016. At least Sh5 million in share capital and at least Sh1.5 million guarantee to act as compensation in case of a defaulted contract,” reads the legal notice. “An agency may be registered by director of employment to carry out business as a private employment agency if it complies with all these conditions,” it adds. The laws come in the wake of complaints that bogus agencies exploit the high levels of employment in the country to lure Kenyans with the promise of well-paying jobs overseas only to end up either fleecing them

of cash or placing them in low quality jobs. Some agencies have been accused of confiscating travel documents of people lured with high-paying jobs before dumping them in countries such as Lebanon, Saudi Arabia, Jordan and Kuwait to serve as house helps. The national security agencies have also accused some of private employment firms of helping recruit Kenyans to join terrorist groups. In 2015, the ministry had revoked the licenses of 930 agencies and banned its citizens from seeking work in the Middle East after a string of cases detailing abuse, especially of domestic workers. The ban was, however, lifted in March for people with professional qualification even as prohibition on export of menial workers to Middle East was retained, pending the drafting of a legal framework. More than 200 unsuspecting Kenyans have lost up to Sh4 million in the past one year alone to these suspicious recruitment agencies. @wilson_x254

Obama calls for calm after shootings President Obama has called for restraint after three police officers were shot dead in the city of Baton Rouge in Louisiana. The gunman, Gavin Long, an AfricanAmerican who had served for five years in the Marines, was also killed. He had posted videos on the internet complaining about police treatment of African-Americans. Tensions in Baton Rouge have been high since a black man Alton Sterling was shot dead by police two weeks ago. That death - and a second police shooting in Minnesota - sparked protests across the United States and triggered a revenge attack by a black army veteran who shot dead five officers in the city of Dallas. In one video, posted on YouTube, Long said that should “anything happen” to him, he was “not affiliated” with any group. “I’m affiliated with the spirit of justice, nothing more nothing less. I thought my own thoughts, I made my own decisions,” he said. In a live broadcast from the White House, President Obama called upon all

Americans to unite and refrain from divisive language. “Regardless of motive, the death of these three brave officers underscores the danger that police across the country confront every single day, and we as a nation have to be loud and clear that nothing justifies violence against law enforcement,” he said. “Everyone right now focus on words and actions that can unite this country rather than divide it further,” he added, as the US begins two weeks of political conventions with Republicans meeting in Cleveland later on Monday. “We need to temper our words and open our hearts... all of us,” said the president. A vigil was attended by police officers and members of the public on Sunday evening at Saint John the Baptist Church in Zachary, just north of Baton Rouge. The incident began on Sunday morning with shots being fired at a petrol station on Airline Highway in Baton Rouge. Police received reports of a man with an assault rifle. Witness Brady Vancel told WAFB TV he saw what may have been gang members shooting at each other before police arrived. Another witness said she saw a gunman wearing a black mask and military-style clothing. Shots were exchanged over a period of more than 15 minutes, leaving three police officers and the suspect dead, with three other officers wounded, one in a critical condition. The dead officers were named as Montrell Jackson, 32, and Matthew Gerald, 41, of the Baton Rouge police

Morocco now wants to rejoin African Union Morocco has formally announced its wish to rejoin the African Union, 32 years after leaving the organisation. In a message to the AU summit in Rwanda, the Moroccan King Mohammed VI said the time had come for his country to retake its place within its institutional family. Morocco left the AU in 1984, after the organisation recognised the independence of Western Sahara. Moroccans describe Western Sahara as their country’s “southern provinces”. For more than three decades, Morocco has refused to be part of the organisation. In March, it threatened to pull its soldiers out of UN global

peacekeeping missions because of the dispute. Now, the Moroccan authorities seem to have concluded their absence hasn’t helped them diplomatically over Western Sahara and many other issues, says the BBC’s Africa Reporter James Copnall. They sent a special envoy to lobby African leaders at their summit in the Rwandan capital Kigali this weekend. The AU has said that it will continue pushing for the rights of the people of Western Sahara to hold a selfdetermination referendum. Morocco is the only African country which is not an AU member.

More than 100 of those were participating in the coup. Security forces are reported to have met resistance from some coup plotters who were being arrested. Warning shots were fired at Istanbul’s second largest airport, and also at a military base in central Konya province, unnamed officials said. “We will continue to cleanse the virus from all state institutions, because this virus has spread. Unfortunately like a cancer, this virus has enveloped the state,” Recep Tayyip Erdogan told mourners at a funeral in Istanbul for victims of the coup.

Mr Erdogan broke down in tears while speaking at the funeral of a close political ally, his campaign manager Erol Olcak, and his teenage son. He said he would take the country forward in “unity and solidarity”. The president repeated an accusation that cleric Fethullah Gulen was behind the plot, and called for him to be extradited from the US. Mr Gulen strongly denies any involvement. Emotions are running high as funerals for those killed during the coup plot are held. Motorists to experience heavy traffic as UN conference kicks off

Motorists in Nairobi will experience heavy traffic during the course of the week as the United Nations Conference on Trade and Development (UNCTAD) conference kicks off and authorities move to beef up security. Roads leading to the conference venue have been closed with both local and international security officers stationed at strategic locations to vet delegates at the Kenyatta International Convention Centre (KICC) where the event is taking place. The roads include; Parliament Road, Taifa road, Harambee Avenue, City Hall Way, Standard, Mama Ngina and Wabera streets will be closed for UNCTAD conference. Thousands of delegates drawn from 194 member countries of UNCTAD are attending the week-long conference that seeks to discuss key economic issues, including a fall in commodity prices, globalization, economic partnerships and sustainable development. Leaders, including UN Secretary General Ban Ki-moon and over 80 ministers, are expected to attend the conference aimed at shaping policy debates to ensure that domestic policies and international actions in trade contribute to sustainable development. “Motorists in Nairobi should find an alternative way of reaching their workplaces,” said Nairobi Traffic Police Commander Leonard Katana in an interview with Citizen TV early today. He further added that the police are

under firm instructions not to allow any security lapses during the conference. “We are here to ensure all bad characters do not gain access to the meeting venue and ensure all delegates are safe,” he said. KRA seeks Sh1.4 trillion in revenue collection

The Kenya Revenue Authority (KRA) has said it plans to collect over Sh1.4 trillion in this current financial year to fund the 2016/2017 budget. According to Mr James Ojee, KRA Deputy Commissioner in charge of Strategy, Innovation and Risk Management, the Authority has already lined up a raft of measures to ensure it achieves its set goals of raising the said revenue. Some of the measures Ojee highlighted include tax amnesty and filing of returns on the KRA’s iTax platform to widen the Authority’s tax base. Ojee added that stakeholder sensitisation through the media was critical in meeting compliance across the country. Mr Ojee noted that tax amnesty for income and assets held overseas in the 2016 Finance Bill has been done in good faith to encourage compliance, but warned that the Authority will be closing in on tax evaders once the period elapses. “There are many treaties and if we find that some Kenyans with bank accounts abroad did not declared their taxes in their filings, that will be an offence,” he warned. He noted that the law on tax amnesty was meant to attract foreign investment to Kenya, enhance tax information exchange and transparency. The Authority is further seeking to build trust among Kenyans and companies with legal reforms and tax policies intended to promote revenue growth and target attainability. @enock_x254

UNCTAD 14 set to narrow global inequality gap

The United Nation’s Conference on Trade and Development which kicked off yesterday, is expected among other agendas to forge a way forward to narrow the global inequality gap that has over the years hindered trade and development. UN urges leaders to boost economic growth

United Nations Secretary General Mr. Ban Ki-Moon has urged African Nations to work towards stabilizing their economies. Speaking in Nairobi, the UN boss urged participants at the ongoing United Nations Conference on Trade and Development (UNCTAD) to focus on strong collaboration, equality and inclusion in trade, finance and investment in order to better align action with agreed-upon sustainable development targets and help restore trust in the global economy. “The successful actions we will need over the next 15 years – especially in the area of trade, investment, technology and finance – require that we tap the full potential of all actors, promote innovation and correct unsustainable trends,” Mr. Ban said at the 14th session of the UN Conference on Trade and Development. “We must work together – across sectors and industries – in broader and deeper partnerships,” he added. He noted that the vulnerability of developing countries to volatile commodity markets was a main focus at UNCTAD IV, and that, with a global trade slowdown and declines in commodity prices, the issue is again a “hot button,” along with other complex questions challenging the international community. Used wisely, they can ensure that we leave no one behind,” Mr. Ban said, noting that engagement must involve Heads of State and Government; parliamentarians; leaders from business and civil society; young entrepreneurs and philanthropists. President Uhuru Kenyatta has called for the establishment of a Continental Free Trade Area (CFTA) to promote intra-African trade. According to the Head of State, boosting intra-African trade will accelerate continental integration, develop larger markets and foster greater competition which will help in poverty reduction, growth and sustainable development. “Equally, pooling economies and markets through regional integration will provide a sufficiently wide economic and market space to make new economies of scale,” the President said. The Head of State told the summit -- also addressed by AU Chairperson, President Idriss Deby Itno of Chad -- that a free trade area promised economic independence for the continent. He cited job creation in the public and private sectors, increased food security and competitiveness of Africa’s industrial products as some of the benefits that would accrue to African countries from the establishment of the CFTA. Other benefits of a continental free trade area according to the president include increased rate of diversification and transformation of Africa’s economy and its ability to meet its import needs

from within, better allocation of resources, improved competition and reduced price differentials among African countries. The President said the CFTA would also boost the growth of intra-industry trade and the development of geographically based specialization in Africa, reduce vulnerability to external trade shocks and enhance the continent’s participation in global trade to reduce dependency on aid and external borrowing. Kenyatta expressed concern over the fact that while 40 per cent of North American trade is with other North American countries and 63 per cent of trade by countries in Western Europe is with other Western European nations, only about 12 per cent of African trade is with other African nations. The African Union has agreed to use some cash paid to import goods to help raise $1.2 billion (Sh121.58 billion) starting next year, reducing its reliance on donors such as the World Bank that provide about three-quarters of funding for its programs. The AU’s heads of state on July 16 decided that 0.2 per cent of a country’s eligible imports will go toward funding the AU Commission’s programs, Rwandan Finance Minister Claver Gatete told reporters in the country’s capital, Kigali, where the AU Summit is taking place. Eligible imports exclude products such as medicines, fertilizers and baby food, he said. The money will be collected by local revenue authorities and held in central bank accounts, from which the cash will be automatically disbursed, Bloomberg reports. The 54 member states last year resolved to find a way to fund three-quarters of its programs and 25 percent of its peace-support missions itself. Donor include the European Commission, World Bank, developed countries and other partners. The commission’s budget this year is $447 million, Gatete said. “We should not be a burden to the donor communities, we should be able to finance our own activities, and this is the beginning,” Gatete said. States will be punished for violating their obligations, he said, without providing more information. Value of Turkish currency jumps 2 per cent following failed coup The Turkish lira, the Middle Eastern country’s currency gained 2 per cent to 2.9568 per dollar as of 8:12 a.m. in Istanbul this morning, trimming a 4.6 per cent plunge on Friday night, when tanks rolled through the streets of Ankara and Istanbul as a breakaway faction of army officers said they had assumed control of the country. The currency’s gain balanced almost half the loss triggered by the thwarted coup attempt that broke out in the final hours of trading last week. The uprising was quashed and Turkey’s President Recep Tayyip Erdogan has vowed that there will be retaliations from his end. The short-lived coup erupted about two hours before trade in the Turkish currency stopped for the weekend and sent the lira tumbling by the most in eight years, Bloomberg reports. Investors will probably buy the slump before assessing any longer-term damage to the economy, according to

Global crude oil prices fall by over 10pc as Kenya moves to export reserves The average global price of crude oil has declined more than 10 per cent since hitting a 2016 peak in early June, stoking fears of another second-half slump, new data has revealed. According to a Bloomberg analysis, it was July that “broke the back” of last year’s bull-run, with oil plummeting 21 per cent. The fall comes just as Kenya, East Africa’s economic powerhouse is gearing up to begin exporting its own oil. The country has given the reigns of its oil exploration drive to foreign investors including international driller, Tullow Oil. Last month, Deputy Chief of Staff in the Executive Office of the President, Nzioka Waita said Kenya will begin exporting 2,000 barrels of crude oil per day from July 2017. Meanwhile, the global crude oil market remains in a state of volatility.

“The prospect of a repeat has drillers doing everything they can to raise cash, from selling stocks and bonds to adding fresh hedges,” states the analysis. “The producers have sold the hell out of this rally,” said Stephen Schork, president of Schork Group Inc., a consulting firm in Villanova, Pennsylvania. Hedging has become a critical cash lifeline for companies that have so far survived a bust that has claimed dozens of their competitors. Since the start of 2015, 85 North American oil and gas producers have gone bankrupt, according to law firm Haynes and Boone. Producers increased bets on falling prices for a third consecutive week in the seven days ended July 12, according to data from the Commodity Futures Trading Commission. Short wagers rose by 8,566 futures and

options combined, or 1.6 percent. Drillers are also taking advantage of the rally to tap the capital markets. U.S. oil and gas producers have been selling shares at record speed, using the cash to repay debt or buy oil and gas prospects, bolstering the asset side of the balance sheet. So far this year, companies have raised more than $16 billion in equity, according to data compiled by Bloomberg. “They’re trying to generate cash to stay alive and fight another day,” said John Kilduff, partner at Again Capital LLC, a New York hedge fund focused on energy. “If this year is anything like the last two, producers may be grateful they shored up their finances. Oil plummeted 38 per cent in the second half of 2015 and 49 per cent in 2014,” said the analysis.

There are already signs that an oil supply glut may back up into the crude markets, damping demand. Currently, fuel inventories are so swollen that at least five sea tankers hauling the fuel to New York were turned away over the past few weeks, according to traders and ship-tracking data compiled by Bloomberg. U.S fuel inventories rose 0.5 per cent to 240.1 million barrels, an all-time seasonal high, in the week ended July 8, the Energy Information Administration reported last week. The peak-driving season in the U.S. has so far failed to erode those stockpiles, which may send crude tumbling below $40 (Sh4,050) a barrel again, said Schork. “Demand is strong, but supply is even stronger,” he said. Manchester United defender Luke Shaw returned from a 10-month injury lay-off in Jose Mourinho’s first game in charge of the club in a friendly at Wigan. Chelsea’s Conte wants Cuadrado to stay at the Bridge New Chelsea manager Antonio Conte says Colombia winger Juan Cuadrado is part of his plans at Stamford Bridge. Cuadrado, 28, shone in Serie A and the 2014 World Cup before joining the Blues for £23.3m from Fiorentina in February 2015, but failed to score in 13 games. He was loaned to Juventus last season, scoring four goals in 28 appearances to help them to the league and cup double. “I wanted him when I was Juventus coach. Sundowns stun Zamalek in Egypt, Zesco win South Africa’s Mamelodi Sundowns beat Egypt’s Zamalek 2-1 in Cairo on Sunday to close in on a place in the semi-finals of the African Champions League. The win means Sundowns are just a point from a place in the last four with two games remaining. They only reached the group phase after the disqualification of DR Congo’s Vita Club, for using an ineligible player. In Saturday’s matches in the other group, Zesco United beat ASEC Mimosas and Al Ahly and Wydad Casablanca drew. Sundowns’ victory came thanks to goals from Tiyani Mabunda and Khama Billiat. They lead their group with six points from two games so far - ahead of Zamalek with three, and Nigeria’s Enyimba - who have yet to register a point. Keeper Oluoch stand out in Gor’s 0-0 draw Boniface Oluoch pulled a man of the match performance, making crucial saves as Kenyan Premier League defending champions Gor Mahia settled for a goalless draw against Ushuru at Nyayo Stadium last evening. The record 15-time league champions failed to take advantage of league leaders Tusker FC’s slip to close down the gap at the top after the Brewers were held to a 2-2 draw at home against Chemelil in the early kick off. The results mean there are no changes at the top with all four teams picking just a point each from their league outings last weekend. In last evening’s encounter, Oluoch was the busiest of the two keepers in the opening half and he solely kept Gor in the game at a time when Luke Ochieng had one of the games to forget in his career. The former KCB man had been called up to replace the absent Harun Shakava partnering Musa Mohammed at the heart of defense, but the pace of the Ushuru forward men proved too much for him to handle most of the time. In the 17th minute, former AFC Leopards forward Lamin Dialo, who has already scored against Gor Mahia this season, powered through the right past Ochieng but the final decision to try and dink the ball over Oluoch from a tight angle failed to tick when he had better options begging for the ball inside the six yard box. A minute later, Oluoch was called into his first save of the match, going down well to keep out a shot from Kennedy Oduor inside the box

Tuyisenge was put through by George ‘Blackberry’ Odhiambo with a superb through ball in the 33rd minute, but the Ushuru defense managed to close him down quick enough before he had the ball on his feet, forcing him to set up Nondi. The youngster though saw his goal bound effort blocked by the defense though keeper Shabaan Odhoji had it covered. Ushuru would have ended the half on a high but Aziz Okaka wasted a glorious opportunity after shooting straight at Oluoch with the keeper down having had a soft palm on a Rogers Ochieng cross, the ball landing on Okaka.
