ommissioners of the Independent Electoral and Boundaries Commission (IEBC) have spelt out the conditions they want to be met before they can voluntarily vacate office. Pressure has been mounting on the electoral agency’s chiefs to quit following widespread accusations of biases and incompetence by the opposition, calls that have since been backed by among others the clergy and workers. Many believe the commission with its current bosses cannot deliver a credible poll in 2017 given that public confidence in the team has waned. And yesterday, religious leaders who have taken up the mediation role in seeing a smooth replacement of the team yesterday told a joint parliamentary select committee deliberating on reforms at the electoral body that the commissioners are ready to leave office voluntarily.

Bad blood between teachers to blame for rising arson cases in schools: CS TUESDAY, JULY 19, 2016
Clannism, politics, entrenched impunity and lack of proper management are major causes of school unrests in the country. Education Cabinet Secretary Fred Matiang’i said the increased school unrests has been fuelled by lack of prosecution of previous perpetrators of the culture. So far, the Cabinet Secretary said 68 schools have been burnt out of which only two are national schools with the rest being county and extra county schools. “Preliminary investigations indicate that some head teachers are not in good working relationships with their deputies and other teachers further fuelling the school unrests,” CS Matiang’i revealed. The CS said the Teachers Service Commission is investigating 15 head teachers and deputies for having been directly involved in the burning of school. He said upon completion of the investigations, appropriate action will be taken on the head teachers. Appearing before the Senate Education committee today, Matiang’i said clan politics is majorly to blame for the school unrest in Kisii which has experienced high number of school unrest.
“Clan politics especially in Kisii is the major cause for the school unrest, it’s sad but the truth,” Dr. Matiang’i said. The Cabinet Secretary also pointed out that most of the schools which have experienced the unrest, head teachers and their deputies have stayed there for over 10 years pointing out of the entrenched impunity and lack of good management. Matiang’i noted that 45 per cent of school unrests are repeat cases meaning those who committed the offence last year were never punished and therefore have the confidence to repeat the same thing. “Most of these cases also involve students transferred from other schools where they had committed the same offence,” Matiang’i said. “As long as people are not punished, we will sit here again next year discussing the same things. We must take action and be honest with ourselves if we want to tackle this problem. Arson is a criminal offence and must be punished,” he added. Matiang’i accused some head teachers of entrenching ethnicity in schools where he alleged that students have been divided on tribal lines.
Among the proposals, Matiang’i said delocalizing schools and that head teachers should not be allowed to serve in schools located within their locality. “Our schools must be delocalized, head teachers are civil servants and must be ready to serve in any part of the country,” Matiang’i added. The ministry of Education will also train head teachers to be better managers and counselors so that they can do more than being a teachers. Matiang’i ruled out the change of term dates as the major cause of school unrests, saying most people have used it as an excuse. “Last year, 98 schools were burnt and the term, dates had not been changed, therefore the change on term dates has nothing to do with this,” Matiang’i said. He denied reports that he made the changes unilaterally without consulting education stakeholders. The CS said that he consulted all the education stakeholders and even gave them two weeks to communicate the changes to parents and the students before he officially made the announcement. @sam_x254

All they want at the moment is an assurance that they will not be held liable of anything and we must consider that as we are all Kenyans,” he added. He however warned the team not to derail the process of the discussion of electoral reforms as members of the public have worked hard to get to where they are. “I want to urge parliament not derail this process of reforms at IEBC, Kenyans have worked hard to make this process a success and all parties have agreed to dialogue as the way forward,” Karanja said. His warning came even as the committee is locked up in a tussle with a parliamentary committee on Justice and Legal Affairs which also claims to have the sole mandate of spearheading any talks on IEBC. Mr Murungi urged the religious leaders to present to the committee a memorandum signed by the electoral commissioners on stepping down voluntarily as part of the evidence. He said the joint committee will not rush to make any conclusion
over the fate of the electoral commissioners. Anglican Archbishop Jackson Ole Sapit urged all political players to embrace as the discussion on the IEBC goes on. “The hero of this country will be an individual who will uphold peace and unity and that is the person Kenyans are looking for,” Sapit said. Meanwhile the Justice and Legal Affairs Committee has thrown out a petition seeking the removal of the IEBC chiefs. The Samuel Chepkonga led committee said they found no sufficient grounds for the commissioners to be sent home. Petitioner Barasa Nyukuri had sought to have the commissioners sent home for incompetence. Mr Chepkonga is expected to table their findings before the House today. @sam_x254

It is corruption fighting back, says EACC boss Kinisu in defense of family firm in graft claims Chairman of the Ethics and Anti-Corruption Corruption Commission (EACC) Phillip Kinisu has today defended himself from allegations that have roped him into the heart of new investigations against graft in the country. Mr Kinisu’s family firm Esaki Limited is said to have received millions of shillings from the national Youth Service which has been riddled with corruption allegations while the anti-graft czar also faces accusations of illegal dealings involving with a non-governmental organization accused of money laundering, non-compliance with government regulations and not accounting for close to Sh5 billion from donors. But in a fierce defence today, Kinisu has distanced himself with the claims and dismissed his accusers of members of the corrupt cartels who are fighting back. He said that the matters in question which were raised by a civil Society Organisation, Bunge la Mwananchi, are a fabrication of information out to malign his character and whose aim is to oust him from his position as the head of EACC. He poked holes into the legitimacy of the said civil society and the validity of the information that they used to implicate him and the family owned company, Esaki Limited, in the alleged Sh35 million NYS payments. “The allegations made against the company and I are unsubstantiated in the manner the matters have been framed and orchestrated. Anti-Trump floor vote fails at convention Anti-Trump delegates have failed in their final push to block Donald Trump’s nomination at the party’s convention in Cleveland. A vote that would allow delegates to back a candidate of their choice was quashed when three states reportedly backed out. Some said the RNC sabotaged their efforts on purpose. The push was the last gasp for those who hope to see a different Republican candidate get the nomination. The nomination of Mr Trump has been a source of conflict in the party. And the long-simmering tensions between Trump and anti-Trump factions in the party broke into open warfare earlier on Monday. Former House Speaker Newt Gingrich told ABC News “the Republican party has been awfully good to the Bushes and they’re showing remarkably little gratitude”. The two former presidents, George HW Bush and George W Bush, have refused to endorse Mr Trump. Mr Trump has criticised the younger Bush over the Iraq War and the 9/11 attacks, and constantly mocked Florida Governor Jeb Bush during his unsuccessful candidacy. His top aide Paul Manafort launched a stinging attack on the governor of the state hosting the convention, the popular John Kasich, describing his decision to stay away as an “embarrassment”.
Former nominee Mitt Romney has also refused to attend, voicing concerns over Mr Trump’s tone and extreme stance on immigration. Among the speakers who addressed the gathering last night are Mr Trump’s wife Melania and Iowa Senator Joni Ernst, on a theme of Make America Safe Again. She delivered a solid speech, telling the convention that her husband represents all the people and not just some of the people, in her first big foray into the first lady role for Americans. There are 2,472 delegates attending, selected at state and congressional district conventions, and representing each US state and territory. House Speaker Paul Ryan and New Jersey Governor Chris Christie are among those scheduled to address the convention today. VP nominee Mike Pence will take to the stage tomorrow before the man of the moment Donald Trump speaks on Thursday. He is scheduled to be introduced by daughter Ivanka. The convention began amid high tensions, a day after a man killed three police officers in Baton Rouge, prompting Mr Trump to say the country was falling apart - a claim strongly disputed by President Barack Obama. People are not allowed to take
guns into Cleveland’s Quicken Loans Arena, which is hosting the four-day event, or within a secure zone outside. But some people were photographed openly wearing guns nearby. Cleveland police have asked Ohio’s governor to suspend open-carry gun rights during the convention but he said he did not have the power to. Thousands of federal and state law enforcement officers have
descended on the city over the past week in preparation for the convention, ramping up security protocols as delegates, attendees and demonstrators pour into Cleveland. About 50,000 people are expected to travel to Cleveland during the fourday event, with protests and rallies expected to take place throughout the week.

Embrace accountability, good governance, cooperatives told Cooperatives in Kenya have been urged to embrace accountability and good governance as poor governance and weak reporting often lead to corporate failure. Speaking yesterday during the launch of 2016 Financial Reporting (FiRe) Awards in Nairobi, Geoffrey Odundo CEO for the Nairobi Securities Exchange (NSE) said that stakeholders are particularly keen on issues about accountability and governance as these elements provide more assurance to investors. “We would like to assure the market and investors that we are committed to seeing proper evaluation and proper accountability to cooperates. We have experienced a lot of governance issues not only in the financial sector but all other sectors,” said Odundo. The FiRe Awards, launched on Monday, are an annual financial reporting fete aimed at raising financial reporting standards and increasing investors’ confidence in the country’s contesting firms. They also seek to improve service delivery in public institutions. in 2015, besides the 120 entries from the financial services sector, industrial, commercial and services sectors, public benefits organizations, pension schemes and learning institutions, bringing the total entries to 354 in 2015 compared to 125 in 2014. Kenya losing billions to invoice fraud
Kenya, along with a number of other developing countries, is losing as much as 67 per cent of its exports worth “billions of dollars” to invoice fraud, a report from the UN Conference on Trade and Development (UNCTAD) has revealed. Invoice fraud or “trade misinvoicing” is the deliberate misreporting of the value of a commercial transaction on an invoice submitted to customs. These commodity-dependent countries lose valuable foreign exchange earnings, taxes and income that might otherwise be spent on development, the agency says. United Nations research analyst Jocelyne Sambira reports that trade misinvoicing is thought to be one of the largest drivers of illicit financial flows from developing countries. The findings were released on Saturday during a Global Commodities Forum organized by UNCTAD in Nairobi, Kenya. The study uses up to two decades’ worth of data covering exports of commodities such as cocoa, copper, gold and oil from Chile, Côte d’Ivoire, Nigeria, South Africa and Zambia. The under-invoicing of gold exports from South Africa amounted to a little over $78 billion (Sh7.9 trillion) or 67 per cent of total gold exports between 2000 and 2014. And in Nigeria, underinvoicing of oil exports to the United States was worth US$69 billion between 1996 and 2014. Commodity exports may account for up to 90 per cent of a developing country’s total export earnings, the agency says. @enock_x254
Standard Chartered allocates Sh7m unsecured loans to promote cards Standard Chartered Bank has set aside Sh7 million to be used for unsecured loans, a move that seeks to improve uptake and usage of credit cards following the introduction of Chip and PIN technology. In a statement sent to media houses, Lamin Manjang, Standard Chartered CEO said the move would further increase credit amount as well as improve turnaround periods where customers will enjoy competitive interest rates ranging from as low as 17 per cent during the campaign period, which ends on September 7, 2016. “This year, in addition to customers winning their salaries back and other instant prizes, we’ve ensured the product propositions to support the needs of the customers, higher loan amounts, improved turnaround time and superior product offering,” Manjang said. The offer was unveiled during the bank’s annual grand dale campaign which was launched Monday and runs for 45 days. As part of the campaign, 90 customers

Kenya seeks possible MoU with Greece to bolster tourism
Kenya may soon sign a Memorandum of Understanding with Greece as the government moves to bolster the country’s tourism sector. Ministry of Tourism Principal Secretary, Fatuma Hirsi met with Greek Delegates yesterday on the backdrop of the ongoing United Nations Conference on Trade and Development (UNCTAD) meeting. She discussed possible a Tourism MoU between Kenya and Greece. Greece and Kenya already have a number of pre-existing bilateral treaties. Greece has an embassy in Nairobi and an Honorary Consulate in Mombasa. Kenya is represented in Greece through its embassy in Rome, Italy Relations between both countries date back to as early as 2003, when Greece held the Presidency of the European Union and was subsequently elected as a non-permanent member of the UN Security Council. This created a favourable framework for promoting Greece’s relations with Africa, especially Kenya, which plays an active role in Central Africa, as seen in her intervention within the framework of IGAD, on the issue of Southern Sudan. The Athens Chamber of Trade and Industry undertook an exploratory visit in 2001 to identify areas for promoting trade relations with Kenya, especially in the foodstuffs, pharmaceuticals and cosmetics sectors. It is expected that the negotiations between the European Union and the ACP countries to establish a new trade regime by the end of 2007 will contribute substantially to

Players in the tourism sector and business owners have said they will reap big from the ongoing United Nations Conference on Trade and Development (UNCTAD) being held in Nairobi. According to Kenya Tourism Federation Chairperson Lucy Karume, the meeting is a massive endorsement for the sector given the fact that there are two back-to-back conferences being held in Kenya. “UNCTAD being held in Nairobi affirms that the country has taken each and every measure to secure the presence of every person coming to this country be it an investor, visitor or anyone coming for a conference,” she said. She has confirmed that hotels in Nairobi, especially five star establishments, are experiencing booming business as there are over 7,000 delegates currently visiting the country. For the coastal region to benefit from such conferences, Karume has urged the Tourism Ministry to hasten the process of opening a convention centre in Mombasa. “Mombasa has been having challenges in the tourism sector and having a convention
centre running there will help Mombasa benefit in the same way Nairobi is benefiting,” she said. The Capital Markets Authority (CMA) has published draft Capital Markets Licensing Requirements for Online Forex (foreign exchange) Brokers and Conduct of Online Forex Business Regulations 2016, to provide the requisite regulatory framework to safeguard effective and secure online forex trading in Kenya. In the new draft regulations, online forex brokers will be required to have a minimum capital of Sh50 million. Brokers will also be expected to maintain the minimum capital at all times and to ensure that Sh40million or 80 percent of its capital is in form of cash and cash equivalents in financial instruments at all times. The new measures are intended to foster investor protection, integrity, and fairness.
Global brewers bank on low-cost beer to drive up profits
International brewers in Africa are expanding their production of beers based on local ingredients, snapping up craft brewers and introducing more brands as low-cost beers gain popularity on the fast-growing continent. Brewing company Diageo acquired a South African rival specialising in local beer last year, while SABMiller is opening new production lines in markets such as Zimbabwe where cheap competitors and illicit brews often out-sell more globally recognised competitors. The Ministry of Health has issued a warning over increasing cases of mouth cancer and other oral-related diseases just as the government is making plans to produce more medical experts within this field. According to the Ministry, more than 90 per cent of children below the age of five have gum bleeding problems, and 46.3 per cent of the same age bracket has decayed teeth. According to Dr. Cosmas Mugambi Gitobu, a dental specialist for the Ministry of Health, the problem is more severe in adults with an estimated 98 per cent of Kenyans suffering from gum bleeding problems. He says health behaviors that can lead to poor oral health include tobacco use, excessive alcohol use, poor dietary choices, genetic make-up and unsafe water among others. “Most of the children and even adults do not know the proper use of toothbrush. When they brush their teeth food remnants are left in the
mouth, triggering a host of bacterial activities resulting to teeth decay,” Dr. Mugambi observes. He reveals that cases of fluorosis are on the increase in the country because many people are using unsafe borehole water that has excess salt, which ends up harming their teeth. Cases of cancer of the mouth have also increased due to chewing drugs such as ‘kuber’, smoking shisha and smokeless tobacco. “I am urging Kenyans to see dental specialists for checkups twice a year, and also change their toothbrush once a month or as soon as the bristles flare up,’’ he advised. Currently the country is producing about 70 dental technologists and 70 community oral health officers to provide preventive and rehabilitative oral health services. The Ministry through the Managed Equipment Services project is currently in the process of installing 49 digital OPG x-ray machines across the country.

Over 30 per cent of the populations aged 65 to 74 years have no natural teeth and oral diseases are higher among the poor and disadvantaged population groups. The risk factors for oral disease include unhealthy diet, tobacco use, harmful alcohol use and poor oral hygiene. Tech company Nintendo Co.’s mobile game ‘Pokemon Go’, which has sparked a worldwide frenzy, still isn’t available in Japan where the franchise’s cartoon series was first created. “Investors are flocking to Pokemonrelated stocks and McDonald’s Japan is one of those benefiting from the boom,” said Mitsushige Akino, a Tokyo-based executive officer at Ichiyoshi Asset Management Co. “The boom came at a time when McDonald’s business has already started recovering and there’s expectation that the Pokemon toy offering will further increase customer traffic to their shops,” Mitsushige added. ‘Takata engineers manipulated results, leading to 15 deaths’ Takata Corp. an air-bag supplier behind the industry’s largest ever recall, routinely manipulated results of air-bag inflator tests reported to Honda Motor Co., according to an ongoing audit commissioned by the parts maker. As many as 15 deaths, including 10 in the U.S., have been linked to defective Takata air-bag inflators that rupture and spray plastic and metal shards at drivers and passengers, Bloomberg reports. Ruptures have also resulted in more than 100 serious injuries, according to the National Highway Traffic Safety Administration. Takata’s airbags have been used in a number of automobile models across the globe, including Toyota and Nissan vehicles. Takata engineers removed some test results to artificially reduce variability in air-bag inflator performance, Brian O’Neill, a former Insurance Institute for Highway Safety president, said in a phone interview. Takata and Honda jointly hired O’Neill to begin the audit in late October, days before Honda

Takata needs its customers’ backing to help weather costs of recalls that may exceed 100 million air bags worldwide. “Takata has previously acknowledged and deeply regrets issues related to the integrity of Takata’s inflator validation testing and reporting of test results to its customers,” said Jared Levy, a
spokesman for the company. “These issues are totally incompatible with Takata’s engineering standards and protocols and entirely inexcusable.” Takata’s shares fell 3.8 per cent as of 10:07 a.m. in Tokyo trading, headed for the biggest decline in two weeks. In one instance, Takata’s manipulation of air-bag inflator test results in 2000 emerged last year as part of a lawsuit against the company on behalf of Patricia Mincey, a Florida woman who became a ventilator-dependent quadriplegic following a low-speed collision in her 2001 Honda Civic. Honda recalled the vehicle four days after the incident in June 2014. Mincey died earlier this year. The audit O’Neill is conducting on behalf of Honda and Takata initially focused on air-bag inflators the company validated in North American for vehicles in the region, he said. China to create country’s first immigration office to lure overseas talent China is setting up its first immigration office as the country’s President, Xi Jinping seeks overseas talent to help drive the transition of the nation’s economy, which has been sustained by consumer spending and innovation. China’s Public Security Minister Guo Shengkun, who doubles as a state Councillor, disclosed the move earlier this year at an internal meeting about a wider overhaul of domestic security services, Bloomberg reports. The office would be created by merging and expanding the ministry’s border control and exit-entry administration bureaus and could be set up before yearend, they said. According to a Bloomberg analysis, the move is the latest sign that China sees recruitment of foreign workers as a way to help shake its dependency
on manufacturing and investment and avoid the “middle-income trap” that has stalled developing economies from Asia to South America. Almost four decades after the country’s late statesman and revolutionary Deng Xiaoping began opening China to the world, about 600,000 foreigners live in the Communist-led country, a tiny fraction of its almost 1.4 billion population. Japan, by comparison, has 2.17 million foreigners. “China didn’t need to do that over past decades because it had doubledigit growth simply by enjoying the demographic dividend,” said Wang Huiyao, president of the Center for China and Globalization, a research center that advises the government. “But now it needs a new dividend of foreign talent to help support economic
growth.” China’s Ministry of Public Security on Monday announced 16 measures to streamline permanent residency applications and other skilled foreign worker approvals in the free trade zone in China’s southern manufacturing powerhouse of Guangdong, which borders Hong Kong, the official Xinhua News Agency reported. Besides needing expertise, the country is facing a long-term demographic squeeze as the population ages. The government replaced its one-child policy with a two-child limit last year after the working-age population shrank for the first time in two decades. It’s unclear exactly who the new Chinese immigration office would seek to attract. While Xi has urged a general increase in international talent exchanges,
his public remarks have focused on overseas Chinese, particularly those who left the country for an education and never came back. “You are warmly welcomed if you return to China,” Xi told a meeting of the Western Returned Scholars Association in October 2013. “If you stay abroad, we support you in serving the country in various ways.” Strict visa rules, heavy pollution and weak rule of law are among the factors complicating any efforts by China to lure overseas workers. Less than half of the 2.6 million students sent abroad between 1978 and 2012 returned, the official Xinhua News Agency said at the time of Xi’s remarks. ock art has existed for thousands of years. The images were generally created through rituals and therefore held religious significance. The fact that rock art predates many other forms of record keeping, makes the art form an important aspect of preserving history. It shows the way ancient man lived, his values and his beliefs. Inadvertently, rock art also shows the level of technology that ancient man possessed at the time of making the markings. Rock art was created out of natural rock formations or naturally occurring rock. The etchings were made by the action of scratching one hard or chiselled rock against another smoother wider surface to create an image. Turkana County, which has preserved a fair amount of details about prehistoric man in its geography, has rock art that is over 2000 years old located in the Namoratunga and Kang’itit sites. Believed to have been made by the Twa people who lived in central and southern Africa. At Lewa Downs Wildlife Conservancy on the slopes of Mt. Kenya, there exists rock gongs, which are small cup-shaped depressions carved out of rock. They made a variety of tones when struck, much like a musical instrument. These rock gongs were used in a ritual and spiritual capacity by ancient man. Rock or cave paintings also fall into this category. The pigments used in the process would be naturally occurring compounds and tended to be red, black and white.

The over-arching desire might be that the pact will only come to fruition if nobody worthwhile comes along the way in the meantime. And that the pact is the last resort. Marriage pacts might seemingly suck the romance out of matrimonial bliss but that does not mean that the do not work. Schmeichel: Leicester City hungry for more success Leicester City will defend the Premier League title with the same determination it took to become champions last season, says Foxes goalkeeper Kasper Schmeichel. The unlikely title win by a team who were 5000-1 outsiders was described as one of the great sporting stories. Schmeichel, 29, told BBC East Midlands Today: “I can assure you the hunger is 100% still there. “We have to go again, do exactly the same again and see where it takes us.” Schmeichel was an ever-present for the Foxes in the Premier League last season. South African rally driver Gugu Zulu has died while attempting to climb Mount Kilimanjaro in Tanzania. Mr Zulu, 38, was on a Nelson Mandelalinked charity trip to raise funds to buy sanitary towels for girls. Mr Zulu and his wife Letshego both descended Mount Kilimanjaro when he experienced breathing problems on Sunday, according to local reports. In his last Facebook post, the threetimes national rally champion posted he had flu-like symptoms. Mr Zulu won the hearts of many South Africans with his warm spirit as a motorsport television presenter and was well-loved even by those who did not follow racing, correspondents say. “Made it though (stet) day2. Russia could face total Rio 2016 ban Russia should be banned from this summer’s Olympics and Paralympics after evidence was found of a four-year, state-sponsored doping programme, says the World Anti-Doping Agency. A Wada-commissioned report found urine samples of Russian competitors were manipulated across the “vast majority” of summer and winter Olympic sports from late 2011 to August 2015. The International Olympic Committee (IOC) will decide on Tuesday whether to provisionally ban Russia from the Rio Olympics, which start on 5 August. IOC president Thomas Bach will host a telephone conference call to decide on “provisional measures and sanctions”. He has promised the “toughest sanctions available” and said the findings are a “shocking and unprecedented attack on the integrity of sport and on the Olympic Games”. Dr Richard McLaren’s report found 580 positive tests were covered up across 30 different sports, including in the build-up to London 2012, and at the 2014 Winter Olympics in the Russian city of Sochi. McLaren said he had “only skimmed the surface” in his 57-day investigation, and Wada wants the Canadian to “complete his mandate” by identifying athletes who benefited from the programme. The IOC should “decline entries, for Rio 2016, of all athletes” submitted by the Russian Olympic Committee and the Russian Paralympic Committee, says Wada. Its president, Sir Craig Reedie, described the “scope and scale” of the findings as a “real horror story”. “There are lots of potential samples to examine and that work will continue. We
will almost certainly extend McLaren’s mandate for him to do that.” Russia’s track and field athletes are already barred from competing in Rio after the International Association of Athletics Federations voted in June to maintain a global competition ban on the All-Russia Athletic Federation (Araf). Araf hopes to overturn the suspension and will find out by Thursday if its appeal to the Court of Arbitration for Sport has been successful. President Vladimir Putin has said he would suspend officials named in the McLaren report, and the Tass news agency reported deputy sports minister Yuri Nagornykh was the first to go. He knew of “every positive analytical finding” and decided which athletes to protect, according to McLaren’s report. The Kremlin asked Wada to provide “more complete, objective, evidence-based information” to Russian investigators. Russia’s sports ministry, supported by the security service FSB, the Russian Anti-Doping Agency (Rusada) and the Center of Sports Preparation of National Teams of Russia (CSP), made sure positive urine samples disappeared from late 2011 to 2015 to improve the country’s international sporting performance. McLaren called this the “Disappearing Positive Methodology”. When this was not enough to hide doping such as at an international event like Sochi 2014 - positive urine samples were switched with clean ones from a freezer through a “mouse hole”, with FSB agents on hand in the Sochi laboratory disguised as maintenance workers.
