Cabinet to hold special meeting over payments P
resident Uhuru Kenyatta will tomorrow chair a special cabinet meeting as the government moves to ensure payments are made to all state suppliers. Most government suppliers have not been paid for close to a year with the debts now threatening to ground operations of most companies run by youths, women and persons with disabilities, who often have limited access to capital. President Kenyatta came to power with a clear assurance to the special groups that he would open up government businesses for them. In fact, he gave a directive that 30 percent of all state tenders be given to the youth, women and persons with disabilities. From Page 1 In its Thursday meeting, the cabinet is said to have agreed to prioritise the disbursement of all payments to youth, women and persons with disabilities. And in his address to the media yesterday, State House spokesman Manoah Esipisu said the President fully supports the Cabinet’s decision. “In recognition of this, the President will hold a special Cabinet meeting on Tuesday to specifically deal with this matter, and to make certain that youth, women and persons with disabilities receive the utmost consideration and protection for their services to government,” Esipisu said. He noted that Access to Government Procurement Opportunities (AGPO) formed to help marginalised groups get state tenders has improved the people’s access to the opportunities. “AGPO was established to help marginalised groups, but delayed payments have become more detrimental than helpful to these groups, who often have limited access to capital,” he said. According to Esipisu, President Kenyatta has asked all state departments to present to the meeting their progress as regards their payment plans at tomorrow’s meeting. On the Banking Act (Amendment) Bill 2015 which was passed by parliament last week and which seeks to regulate interest rates, Mr Esipisu said the President will spend time consulting once it is formally transmitted to him. You have no legal mandate to investigate us, Hassan tells joint committee The Independent Electoral and Boundaries Commission has told the joint parliamentary select committee on IEBC reforms that it has no legal mandate to continue with their sitting because they are ‘acting without any petition from the public.’ Appearing before the committee this morning, IEBC chairman Issack Hassan said termed the sitting of the committee as illegal and against Article 251 of the Constitution. “Article 251 states the grounds on the removal of electoral commissioners, but now the committee has turned out to play all the roles…it is the petitioner and at the same time will make the final determination, “Hassan said Hassan told the Orengo-Kiraitu chaired committee that electoral commissioners can only be removed through a public petition as stipulated in article 251 of the Constitution. He said what the committee is doing is a violation of Article 50 of the Constitution on fair hearing. He said as things stand now, the joint select committee has turned out to be the petitioner, collecting views from members of the public and will then make a determination. “It is therefore our presentation that the committee rules on the objection we have made before we make any further presentation,” he said. “These are fundamental issues in law and the committee must provide a way forward,” commissioner Thomas @samf_x254 Letangule added.
Anti-reformist officials linked to unrests as more schools burn From Page 1 Infighting at the Education Ministry and non-adherence to the ministry’s guidelines have been cited as the root causes of the latest cases of students unrests. Ministry officials who have been compromised by the old system are said to be uncomfortable with the reforms being undertaken by the education cabinet secretary and are eager to frustrate his efforts. Speaking after a close-door meeting with Cabinet Secretary Fred Matiang’I today, civil societies under the Elimu Yetu Coalition have revealed that some the anti-reforms officials are on a go slow as a way of expressing their displeasure. “Some of the old guards in the ministry are unhappy with the CS for the reforms he has introduced. They are on a go slow and also using other means to frustrate him. He has closed all the taps they have been enjoying from,” said Janet Ouko, the Elimu Yetu Coalition national coordinator. Ouko observed that the Basic Education Act has not been implemented leading to several loopholes that have precipitated the unrests.
She cited the continued issuance of mock exams that were abolished in the Act and a cosmetic participation of students and parents in crucial decision making. “The guidelines abolished mock exams but up to now school heads are still offering them. Students and parents are no longer accommodated while decisions are made abd especially those that affect them,” said Ouko. This comes in wake of continued wave of arson attacks in public schools. after four more dormitories were set on fire Sunday night. Police and the Kenya Red Cross said injuries were reported in one of the arson attacks. The incidents occurred at Baringo High School in Baringo County, St Augustine Boarding Primary School in Mombasa and Gachika Secondary School in Kiganjo. Similar incidents were reported earlier in the day at Ngaru Girl’s High School, Kirinyaga County, and St Mary’s High School in Narok and Lelwak High School in Nandi County. Already detectives are investigating if the fire at St Augustine Primary School in Tudor Mombasa was related to the
wave of unrest in secondary schools countrywide. More than 100 schools have in the last months experience arson cases with different stakeholders shifting blame to various factors. IEBC: No technical hitches in 2017 polls The Independent Electoral and Boundaries Commission has assured the country that the technology set to be used in the 2017 polls will not develop any hitch during transmission of results from counties. Information Communication and Technology director at the commission James Muhati said all systems are in place and the commission will carry out a number of tests with the equipment before August. “I know a number of things happened with electronic devices in the 2013 General Elections but right now everything is set and we continue to upgrade our systems, so nobody should be worried about any technological failure or hitch,” he said. Muhati who joined the commission in May last year as the ICT Director has a vast of experience having worked in a number of institutions including Kenya Airways for 15 years as ICT and Technical Director. He said no technical failure will be experienced under his reign. Speaking on Saturday in Naivasha during a workshop with political reporters, Muhati said all security and technological testing of the electronic equipment to be used in the 2017 elections will be tested six months before the polls to rectify any hitch that may occur in 2017. “A number of tests including internal

Deacons has today announced that it will be listing on the Nairobi Securities Exchange (NSE) tomorrow and that it will sell its stock at Sh15 per share valuing the clothing retailer at Sh1.85 billion. Speaking at a Nairobi hotel early today, Chief Executive Officer of Deacons East Africa Muchiri Wahome the said that listing will be of great value to the company as the profile of the firm will go up. “By listing our company to NSE, shareholders will have an opportunity to see the value of their shares and also be able to buy and sell their shares by making an independent solution,” said Wahome. Wahome added that the listing will help the company grow its business to the next level. Uber defends prices cut, says it will up demand for taxi services
A recent move by Uber to lower its prices 35 per cent will increase demand for the multinational taxi company’s services, the firm has said. The firm’s Kenyan subsidiary has stated that while the price cuts kick in, Uber will have minimum earnings guarantees in place to encourage drivers to test the impact for themselves. “We believe these changes will help, but while the city adjusts to the new prices, we are putting in place minimum payment guarantees for drivers to ensure they don’t lose out. And if the amount they make on the road isn’t what we expect, we’ll reassess this price change,” a spokesperson on behalf of the company said. “Price cuts are designed to help drivers. A driver who is logged into the Uber app is doing one of three things: sitting idle while waiting for a trip, on their way to pick up a rider, or carrying a rider to their destination. The third scenario is the only time a driver is earning a fare,” Uber said in a recent statement. “Price cuts boost demand so more people are requesting more rides with Uber, meaning drivers will spend more time with riders in the backseat and less time sitting idly waiting for a request,” the statement added. Boosting competition in African markets can eradicate, poverty says World Bank
Boosting competition in consumer markets and key input sectors can help African countries grow faster and alleviate poverty, a recent report by the World Bank Group and the African Competition Forum (ACF) says. Dubbed ‘Breaking Down Barriers’, the report finds that reducing the prices of basic food staples by just 10 per cent, as a result of tackling cartels and improving regulations that limit competition in food markets, could lift nearly half a million people in Kenya, South Africa and Zambia out of poverty saving households in these countries over $700 million (Sh71 billion) a year. The reports states that fundamental market reforms to increase competition in key sectors is critical for competitiveness and economic growth. “Strengthened competition policy in Africa not only encourages sustainable economic growth and competitiveness across the continent by creating firms and industries that are more
productive, it directly impacts poverty by encouraging firms to deliver the best deals to consumers, particularly the poor thus protecting them from paying higher prices for essential goods and services,” said Anabel Gonzalez, Senior Director of the World Bank Group’s Trade & Competitiveness Global Practice. Sub-Saharan and North African countries have relatively low levels of competition where more than 70 per cent of African countries rank in the bottom half of countries globally on the perceived intensity of local competition and on the existence of fundamentals for market-based competition. The report states that lack of competition hurts consumer welfare in the region especially for the poorest. “In many African cities the prices of staple foods including white rice, white sugar, frozen chicken, bread, butter, flour, milk, potatoes and eggs are at least 24 per cent higher than in the
rest of the world, even after taking into account demand and transport costs,” reads the report. Input markets in Africa also face barriers to competition, according to the report, curbing Africa’s competitiveness. In the telecommunications sector for instance, in the 27 African countries studied in Breaking Down Barriers, more than 50 per cent of the mobile market is held by a single firm. Research from Africa has shown that entry of an additional telecom operator leads to a 57 per cent increase in mobile subscriptions, which can have knock-on effects on the economy’s productivity. The report provides a special focus on competition enforcement and effective market regulatory environments in cement, fertilizer and telecommunications, sectors that are key to construction and agriculture competitiveness. @enock_x254

An MOU signed between Amref and the Council of Governors (CoG) establishes a framework of formal cooperation between the COG and Amref Health Africa in training in health; Consultancy services in health; Support healthcare service delivery; Support governance in health; Support commodities and technology in health, including electronic and mobile solutions; and Community engagement. “This MOU is important because it mandates Amref Health Africa to continue serving Kenyans as it has for the past six decades. Over 93,000 families to benefit from Sh19 drought, animal diseases World Bank pro MONDAY, AUGUST 1, 2016
More than 93,000 households whose livelihoods rely mainly on pastoral activities are set to benefit from a $197 million (Sh19.97 billion) initiative dubbed the Regional Pastoral Livelihoods Resilience Project (RPLRP). The project will directly assist 14 Counties participating in pastoralism. The RPLRP initiative, supported by the World Bank Group, is designed to help beneficiaries manage climate risks as well as develop coping mechanisms against drought and animal diseases that are frequently the bane of African pastoralists. World Bank Country Director for Kenya Diarietou Gaye said their main focus is on livestock since it is the single most important asset and the key source of food and income for pastoralists. “Pastoralists face unique challenges because they also live in the most underresourced areas in Kenya, and this project will help mitigate some of them,” she said in a recent address. The project aims to reduce the death rate of cattle by 30 per cent, increase the value of livestock traded in selected project markets by 10 per cent and reduce the number of livestock traded in drought years by about 8 per cent. The project is also aimed at increasing the number of livestock traded in standard non-drought affected years by about 6 per
cent. A vaccination campaign in line with the drive saw over 15,000 heads of cattle, 10,000 sheep and goats vaccinated during the launch which took place at Muwarak/ Posta (PND) in Laikipia County over the weekend. The area is said to be highly prone to livestock disease outbreaks. “The focus on livestock corridors like in Laikipia is based on the reality that seasonal and cross-border movements are a crucial feature of pastoralist livelihoods and coping mechanisms against droughts and conflicts,” said Philip Jespersen, Senior Social Development Specialist and Co-Task Team Leader for the project. “The ecosystems from which pastoralist derive their livelihoods often go beyond national borders and counties as do the market networks,” he added. The World Bank’s International Development Association (IDA) is contributing $77 million (Sh7.8 billion) for the Kenya component. Besides Kenya, Uganda and Ethiopia are participating, and 267,000 households are expected to benefit directly from the project in the three countries. Reaching the pastoral population and improving their livelihood resilience is key to achieving Kenya’s Vision 2030 and realizing the World Bank’s twin goals of eliminating extreme poverty and boosting shared prosperity. @Dennis_x254
Generation Kenya graduates to secure jobs from partner firms More than 1,000 young Kenyans who graduated from a youth employment program dubbed Generation Kenya last week will get employment opportunities from firms that are part of the mentorship program. Graduates were guaranteed interviews with Generation Kenya’s more than 60 employer partners, including Liberty Insurance, Britam, Barclays, Java House, Bidco, Carrefour, Woolworths and Old Mutual, to name a few. The graduation took place at Kenyatta International Convention Centre in the presence of President Uhuru Kenyatta and United States Deputy Chief of Mission, Paul Sutphin. Launched just over a year ago, Generation Kenya has already given 1,600 young people the skills they need to succeed in the private sector. Funded by McKinsey & Company and the United States Agency for International Development (USAID), 98% of graduates have already been placed in jobs in one of three careers: banking and insurance sales representatives, retail store assistants and fast-moving consumer goods sales representatives. GOtv Kenya has announced a reduction in subscription prices for its Lite and Value bouquets scheduled for August 20, 2016. The company will reduced the monthly subscriptions fee for the GOtv Value bouquet by 28 per cent from Sh650 to Sh470 per month. On the other hand, customers on GOtv Lite bouquet will now pay Sh160 per month, Sh375 per quarter or Sh840 per annum down from Sh1800. “This change in price is a show of increased commitment by GOtv to deliver the most affordable digital family entertainment

Sony has seen its revenue rise the most in three weeks after its resurgent games division helped the Japanese conglomerate blow past quarterly results expectations, vindicating Chief Executive Officer Kazuo Hirai’s growing focus on media and entertainment. Shares jumped as much as 3.5 per cent to 3,397 yen (Sh3,347), the biggest jump on an intraday basis since July 11. Sony, which in years past has scaled back in businesses from phones to TVs, posted a surprise profit for the June quarter, Bloomberg reports. It more than doubled operating income from the sale of its PlayStation game consoles and software. Sony is looking to cement its lead over Microsoft Corp. and Nintendo Co. by launching a virtual-reality headset in October in the U.S., as well as a souped-up version of the Playstation 4 (PS4), its latest console, potentially before the end of the year. The twin gadgets mark Hirai’s longterm effort to dominate the industry with the PlayStation division, which he helped launch in 1994 before being tapped as CEO. “Nothing short of fantastic, especially given that the market has been expecting a loss,” Amir Anvarzadeh, Singapore-based Head of Japanese Equity Sales at BGC Partners Inc., wrote in an e-mail. “The big takeaway was the games business. Global oil prices will continue to fall, experts say
Global oil prices will continue to fall as an overabundance of stocks shakes up the fuel market. The excess supply hammered the second-quarter earnings of fuel distributors, including Exxon Mobil Corp. and Chevron Corp. Inventories are near the 97-year high reached in April as oil drillers boosted rigs for a fifth consecutive week, Bloomberg reports. “The rise in supplies will add more downward pressure,” said Michael Corcelli, chief investment officer at Alexander Alternative Capital LLC, a Miami-based hedge fund. “It will be a long time before we can drain the excess.” These developments come just two weeks after Kenya’s Energy Regulatory Committee (ERC) increased fuel prices Pump prices in Nairobi currently stand Sh83.24 per litre for diesel and Sh92.93 per litre of Super Petrol. A litre of kerosene was increased by Sh3.41 to Sh61.45. The
jump in prices seeks to cover Kenya’s recently-introduced road levy. Based on the country’s new regulations, for every litre of petrol, Sh18 will go to the fuel levy, which is managed by the Kenya Roads Board. Sh19.89 will be excise duty. The petroleum development levy will get Sh0.40, and Sh0.12 will go to the petroleum regulatory levy. In his budget policy, Kenya’s Treasury Cabinet Secretary Henry Rotich on June 9, gave into pressure from the Roads Board to increase the levy by Sh6 per litre of super petrol and diesel. The ERC said the purpose of the fuel pricing regulations is to cap the pump prices of the products which are already in the country so that the importation and other prudently incurred costs are recovered, while ensuring reasonable prices to consumers. Following the slump in global prices, however, the price of West Texas Intermediate (WTI) crude dropped 3.9
per cent to $42.92 (Sh4,329) a barrel in the report week, and traded at $41.75 (Sh4,211). WTI, also known as Texas light sweet, is a grade of crude oil used as a benchmark in oil pricing. WTI fell by 14 per cent in July, the biggest monthly decline in a year. It’s down by 19 per cent since early June, bringing it close to the 20 per cent drop that would characterize a bear market. U.S. crude supplies rose by 1.67 million barrels to 521.1 million in the week ended July 22, according to U.S. Energy Information Administration data. Stockpiles reached 543.4 million barrels in the week ended April 29, the highest since 1929. Fuel inventories expanded for a third week to 241.5 million barrels, the most since April. Oil distributors, Exxon and Chevron missed profit and production estimates last quarter, earnings data showed July 29. The biggest U.S. energy companies followed Royal Dutch Shell Plc and
BP Plc in posting lower profits as crude’s collapse continued to weigh on the industry. U.S. oil explorers have boosted the number of active rigs by 58 since the start of June to 374, with three added last week, Baker Hughes Inc. said July 29. American producers have expanded drilling in recent weeks after idling more than 1,000 oil rigs since the start of last year. Refineries typically slow down their operations during September and October to perform maintenance. Over the past five years, their demand for oil has dropped an average of 1.2 million barrels a day from July to October. “ Money managers are net short gasoline by a record amount,” Tim Evans, an Energy Analyst at Citi Futures Perspective in New York said. “I wouldn’t be surprised if the net shorts increased for another week, but on an intermediate perspective, you have to watch out. ell us about your sound I am an afro pop artist. My music has a touch of jazz and soul that comes from the influence of being a guitarist. How did you get your start in the industry? I took music and music business professionally just after graduation from Sauti Academy’s artist development program. While I was there I got to discover my style, my brand, my strategy, mastering my craft and my art. So when I entered the industry I had already known which stones to step on; met the right people, the right producers and the like. I started off as a live performer, I gigged a lot. Met my crowds one on one therefore I got first hand feedback for my music and brand. What would you say is the message of your music? My music is more of sharing stories. African stories in particular. I love to be entertained, so I want to entertain. I have always felt our audience is being starved from good music that has actually been crafted with authenticity, passion and art; something that has actually gone through a process and packaged well for listeners. the gap I want to fill. Not only tell our stories, but also pass that message through the instrumentation; the shakers, the kayambas, the jembes. An African sound for African stories. he Laugh Festival: Africa Edition sought to bring the crème of the crop of African comedians on one stage to show that African stories are some of the most original if not the funniest in the world. The show kicked off with a strange skit performed by Churchill and his ‘bride-to-be.’ Depicting a marriage that’s about to be sealed which he then continually interrupts. Apart from that odd but funny start it seemed that no topic was too raunchy or taboo for the comedians as they touched on religion, sex and ethnicity. Daliso Chaponda of Malawi started and ended his set on a high note as he joked about race, his family and relationships. Arthur Nkusi of Rwanda did a great feat as he made a joke out of a medley of Sauti Sol songs. Sleepy David was a fire cracker and Professor Hamo might have had a flashy entrance but was a little slow on the payoff. The dethroning of the beauty queen according to Miss World Kenya franchise Director Terry Mungai, has been occasioned by a personal life situation that amounts to breach of Miss World Kenya Code of Conduct and the contract with Roshanara. ‘We uphold a strict code of conduct that expects Beauty Queens to manage their public and private life,’ Terry said. “It is with great sadness that I accept the decision of Miss World Kenya office to relinquish me of my duties as Miss World Kenya 2016. I urge aspiring beauty queens to ensure their personal life does not affect their role as Miss World Kenya. I wish my successor the best as we look to clinching top position in the Miss World competition later in the year,” said Roshanara. Roshanara’s successor is expected to be announced in due course.

Rooney expects return of ‘old Man United’ Wayne Rooney predicts the “old Manchester United” will be on show again this season under Jose Mourinho. Mourinho has replaced Louis van Gaal as manager at Old Trafford and has begun a recruitment drive that has seen Eric Bailly, Zlatan Ibrahimovic and Henrikh Mkhitaryan come on board. “We’re in a very good spot now, we think we can challenge for the Premier League,” said 30-year-old Rooney. “I think the players feel this is more like the old Manchester United.” He added in an interview with the Daily Mail: “It’s not just the new signings, we’ve got Anthony Martial and Marcus Rashford from last season who made such an impact.” United, FA Cup winners in Van Gaal’s last game in May, kick off the new domestic season in next weekend’s Community Shield against Premier League champions Leicester. Akida shines as Starlets beat Benfica 3-0 Spedag forward Esse Mbeyu Akida scored a hatrick as Harambee Starlets began their campaign at the COTIF invitational football tournament in Spain on a roll, beating reigning Portuguese champions Benfica 3-0 in their opening match. The pint-sized forward with 13 goals in six Premier League matches was in red hot form as Starlets showed maturity especially building on towards their debut in the African Cup of Nations in November. Akida who had promised to translate her league form to the national team had started in a front three that also had deputy skipper Mary Kinuthia and debutant Mary Achieng who started in the absence of the injured Neddy Atieno. First choice custodian Samantha Akinyi also sat out of the match as she was yet to recover and in her place Vivian Akinyi started, marking her competitive debut in national colors. Akida gave her team the lead on the half hour mark, shocking the two-time Portuguese champions who had played second fiddle in most of the opening exchanges. Benfica were awakened from their sleep with the early goal and they started attacking in impulse, but Kenya managed to hold on to the lead until half time. The second half was even better with Akida showing her imperious form with two more goals, completing a hatrick and a huge morale boosting win for head coach David Ouma and
his team. They will now shift their attention to their second match of the round robin tournament and they will be playing against home side Espanyol. Other teams in the tournament are Elche, Real Betis and the Venezuelan national team. Speaking to Capital Sport from Valencia, Spain, team manager Doreen Nabwire lauded the girls for the performance, saying they had to overcome high temperatures and nervousness to wade into an opening day win. “The weather was an obstacle to both teams as it was 42 degrees when we started. However, it affected them the most since I think for us we are kind of used to extreme heat. They appeared exhausted and so it worked to our advantage,” Nabwire said. She adds; “We were a bit tensed at the beginning. They appeared stronger and more experienced. Plus they are this year’s Portuguese League and Cup champions. They were tactically and technically good. But as you know most of our players are equally technically good. We were able to contain them the first half, got a few chances but we’re unable to utilize. In the second half we played better.” The former Kenyan international is optimistic the team will play better in the second match, though she concedes it will not be a walk in the park against a better Espanyol side. “The win is a huge motivation. Tomorrow Espanyol will play Benfica so we have a chance to go watch them as we prepare to face them,” Nabwire adds.
