The Independent Police Oversight Authority (Ipoa) and the National Police Service Commission (NPSC) cannot end the extrajudicial killings in the country due to external influence, a human rights lobby has said. The Human Rights Watch, an international non-governmental organization that conducts research and advocacy on human rights claimed that the two institutions have failed in their mandate to end unwanted police killings because they are being controlled by the executive. “The two instructions lack political goodwill from the executive and have been ineffective in tackling the extrajudicial killings in the country,” said Executive Director of the Human Rights Watch Kenneth Roth.
