The Independent Police Oversight Authority (Ipoa) and the National Police Service Commission (NPSC) cannot end the extrajudicial killings in the country due to external influence, a human rights lobby has said. The Human Rights Watch, an international non-governmental organization that conducts research and advocacy on human rights claimed that the two institutions have failed in their mandate to end unwanted police killings because they are being controlled by the executive. “The two instructions lack political goodwill from the executive and have been ineffective in tackling the extrajudicial killings in the country,” said Executive Director of the Human Rights Watch Kenneth Roth. The Multi-sectoral Forum on Election Reforms has asked the select committee on IEBC to give the current electoral commissioners a sendoff package to pave way for their exit. The forum that brings together religious organizations, civil societies, youths, non-governmental organizations, Council of Governors among others, said the matter on electoral reforms should be approached with caution based on the previous experience the country has had on elections. Rev Canon Peter Karanja, the General Secretary of the National Council of Churches of Kenya said no matter the culpability of the commissioners, confidence of the public matters a lot and should be given priority. “We maintain that considering the history of Kenya and the polls on the credibility crisis of the IEBC, even if they are not found culpable through an investigation, it is important for the current commissioners to give way,” Rev Karanja said at Ufungamano House yesterday. “We are aware that in 2007, Kenya was pushed to the brink of the precipice because of a disputed presidential election outcome that was largely blamed on perceived inefficiencies of the defunct Electoral Commission of Kenya (ECK),” Karanja added The religious organizations will make their final submission to the select parliamentary committee today. Party of National Unity (PNU) leader Jeremiah Kioni has opposed Attorney General Prof. Githu Muigai’s proposal to push back the August 2017 date to allow adequate preparation for elections to be done by Independent Electoral and Boundaries Commission. Kioni termed the AG’s proposal ‘unconstitutional’, saying ‘it lacks a legal basis, is expensive and, to say the least, very dangerous for our nascent democracy’. “First of all, it will require a referendum to postpone the election as the AG is proposing because, in essence, it involves the extension of the President’s term of office,” Kioni said in a statement to newsrooms yesterday evening. He observed: “Now if we can hold a referendum, why not just hold an election? Who will preside over the referendum?” In his proposal to Parliament yesterday, Githu told MPs to push back the election date to facilitate IEBC re-organisation and adequate preparations for the polls. But Kioni queried the AG’s proposal, saying the process of replacing the commissioners will precipitate a constitutional crisis, what will happen, God forbid, if the commissioners died on the eve of the election? He said that regardless of the challenges facing the electoral body, it must endeavour to do its work. In addition, he noted that the IEBC secretariat should be empowered to carry out some of the electoral tasks without the any fear. Kioni, a former MP for Ndaragwa alleged some people have been pushing for the postponement of the election and, with the AG’s seal of approval, they seem to have achieved their aim through the back door. “This is dangerous for the country. The anti-graft body on Tuesday exonerated IEBC chairman Issack Hassan from corruption allegations in the Chickengate scandal.
However, the anti-graft body recommended criminal charges against former IEBC Chief Executive Officer James Oswago, Trevy Oyombra the alleged mastermind of the scandal, Hamida Ali Kibwana and Kenneth Karani. The EACC said it found evidence of criminal culpability on the part of the four persons. Director of Public Prosecutions Keriako Tobiko said his office would independently review the EACC report and make a decision based on the facts, evidence and
the law. Nicholas Charles Smith, 43, who was Smith & Ouzman Sales and Marketing Director, was jailed for three years by a British Court for bribing IIEC and KNEC officials to win printing contracts. Smith’s father, Christopher John Smith, 71, the chairman of the company, got an 18-month suspended term for his role in the scandal in which top electoral commission and KNEC officials pocketed millions. Former bank boss links his woes to CBK chief Former National Bank of Kenya chief executive Munir Ahmed has blamed the Central Bank of Kenya (CBK) governor Patrick Njoroge for his arrest at the Jomo Kenyatta International Airport (JKIA) while allegedly fleeing the country. Through his lawyer Paul Muite, Munir has termed his detention illegal and unconstitutional and a reaction to instructions from the CBK chief whom he said was working with Banking Fraud Investigation Department boss Boniface Ngatia. “The one refrain my client and I kept getting was that they had orders from above, the above being the governor of CBK,” the protest letter reads. The former banker now wants Independent Policing Oversight Authority (Ipoa) to investigate Ngatia among other police officers behind his detention. Mr Ahmed was pulled out of an aircraft on Thursday night last week after police claimed he wanted to flee the country. He spent the night at Kileleshwa Police Station and more than three hours in the Milimani Law Courts basement cells on Friday before he was released on a police bail. “I accompanied my client to DCI, Kiambu Road, on April 11, 2016 where he recorded a statement. He was requested to leave his passport with DCI which he duly did,” continued the letter.

Cancer patients’ feeding program launched at KNH The Kenya Cancer Association (KENCASA) has launched a patients feeding program for cancer out-patients receiving treatment at the Kenyatta National Hospital (KNH) Cancer Centre Oncology Ward GFC. The feeding program which is a partnership with Kenyatta National Hospital was launched by KENCASA Board chairperson Ann Korir and it targets more than 500 patients every month. Speaking at the event Korir emphasized the need to have government support and other stakeholders coming on board in the fight against cancer. “Cancer is a major problem in our country, as KENCASA we are committed to supporting this program. Cancer is affecting all age groups now, we need a consolidated effort, and work together with many stakeholders if we are going to overcome the problem of cancer,” she said. She said Program will provide hot lunch meals to chemotherapy out-patients receiving treatment at the cancer centre at an estimated budget of more than Sh1 million per year reaching over 500 patients each month. “While undergoing chemotherapy, patients need the energy from food in order for them to stand strong medicines and this feeding program will help them because most of them are here till later in the day,” she said. The initiative comes after KENCASA realized the suffering of most cancer patients. The patients would wait in long queues and many times skip meals as they await treatment with the fear of having another patient go ahead of them.
“Sometimes in June my client requested to have back his passport to enable him to travel out of the country after notifying the DCI,” the letter reads. The bank sacked Mr Ahmed in April over claims of financial malpractices. He and five other managers were fired in the wake of huge financial losses at the bank. On April 11, Mr Ahmed presented himself at the Department of Criminal Investigations to record a statement on the happenings at the NBK. Mr Muite says his client’s rights under Article 39 to leave and re-enter Kenya has been violated as “only a court of law has the mandate to limit these rights by temporarily ordering surrender of one’s passport.” The former NBK managing director was on July 14 booked on an Emirates flight schedule to depart JKIA at 4.45pm with his wife and three children for a family holiday, but after being cleared at Immigration and their passports stamped, the plane’s departure was delayed when they were offloaded and prevented from travelling. Mr Muite says the police had returned Mr Munir’s passport to enable him travel and is now demanding an explanation why the former CEO and his family were subjected to arbitrary @wilson_x254 arrest.

Addressing the press yesterday in Nairobi during the launch of a report titled: ‘Deaths and disappearances; ‘Abuses in counterterrorism operations in Nairobi and Northeastern Kenya, Roth said it is only an independent commission of inquiry that can bring out the magnitude of extrajudicial killings in the country. He said as much as most of the commissions of inquiry have not yielded much in the country, it still remains the best option in unearthing the truth especially on extrajudicial killings by the police. “Commission of inquiry is supposed to get to the bottom of a matter and tell the truth of what exactly happened, it is not a prosecution agency. It is important to know the truth so that we see which organ is failing to act on the truth,” Roth said. Speaking at the same event, Kenyan researcher Otsieno Namwaya also said Ipoa cannot adequately address the problem of extrajudicial killings in the country. He said Ipoa and the NPSC are not independent as had been envisioned by the Constitution. “Whenever these two institutions try to do their work, senior government officials come out and condemn them making

them not to work independently and do their work effectively as required by the law,” Namwaya said. He said the two instutions also fear being denied funds by the executive if they effectively play their role. “These institutions are funded by the government and some of the cases on extrajudicial killings touch on senior government officials. It would therefore be naïve to expect
IPOA or NPSC to carry out and independent investigations in such circumstances,” Namwaya said. He asked the government to direct relevant officers and prosecutors to take all necessary steps to investigate claims of abuse and hold those responsible to account. Executive Director Muslims for Human Rights (Muhuri) Hassan Abdille urged the government to
always follow the law when dealing with suspects of any criminal natures. “We are a country governed by law which should be used to deal with every Kenyan equally. Forced disappearance of persons and killings should have no place in our society,” Abdille said. @sam_x254
Rio 2016 Olympics Games: Russia athletes lose quest to overturn ban Russia has failed in its quest to have a ban on its track and field athletes at the Rio 2016 Olympic Games overturned. The Court for the Arbitration of Sport rejected the appeal
made by the Russian Olympic Committee and 68 athletes Thursday. Russia was suspended from track and field events by the International Association
of Athletics Federations (IAAF). That came after an independent World AntiDoping Agency report which uncovered a culture of statesponsored doping.
“Today’s judgment has created a level playing field for athletes,” said the IAAF in a statement Thursday. “The CAS award upholds the rights of the IAAF to use its
rules for the protection of the sport, to protect clean athletes and support the credibility and integrity of competition.”

Mugabe will rule ‘until he dies’ Zimbabwe’s President Robert Mugabe, 92, will die in office, the youth leader of the ruling Zanu-PF party has said. Kudzai Chipanga made the comments while addressing about 5,000 people at a rally in the capital, Harare, in what appeared to be an attempt to counter oppositionorganised protests. “Mr Mugabe will die in office. It was written in the Bible that he won’t just rule the country, but would die in office,” he said. Mr Mugabe was not in attendance, but the ruling Zanu-PF party›s youth wing - which organised the march - announced that he had donated 1,000 hectares of residential stands for the building of homes. Chipanga said that by the 2018 election, young people would own homes and be landlords, not lodgers.
Zambia police teargas opposition leader’s home
Zambian police have fired tear gas and made 28 arrests during a raid on the home of opposition vice-presidential candidate Geoffrey Bwalya Mwamba. Officers were looking for people they allege had vandalised election posters and fled to the property. A police spokesman said petrol bombs were also found, but Mr Mwamba’s party has said they were planted. There have been growing concerns over political violence in Zambia ahead of next month’s general election. The raid comes just two days after a ban on political campaigning in parts of the country had been lifted. Mr Mwamba, who was not in the house in Kasama in the country’s Northern Province at the time, said his grandchildren were injured during the raid
French soldiers killed in Libya helicopter crash Three French soldiers have died in Libya after their helicopter was shot down, President Francois Hollande says. The soldiers were killed while carrying out “dangerous intelligence operations”, Mr Hollande said. Libya’s UN-backed government responded by saying that their presence was a “violation” of the nation’s sovereignty. It said in a statement that it was “displeased with the French government’s announcement”. Earlier on Wednesday, French defence ministry spokesman Stephane Le Foll confirmed for the first time that its special forces were in Libya. On Tuesday, Associated Press quoted Libyan officials as saying an Islamist militia shot down a French helicopter. The attack on Sunday happened near the city of Benghazi, and left no survivors, AP reported.
US Election: Senator Ted Cruz booed for failing to endorse Donald Trump
Texas Senator Ted Cruz was booed as he failed to endorse Donald Trump as the US Republican nominee, during a speech at the party convention in Cleveland. Mr Cruz only went as far as congratulating the man who had been his bitter rival in the primary contests. Angry chants of “We want Trump!” and “Endorse Trump!” grew louder as the senator came to the end of his speech. Indiana Governor Mike Pence then took centre stage to give his vicepresidential acceptance speech. Mr Pence praised Mr Trump’s record as a businessman and said the country had “but one choice” in November. “It’s change versus the status quo, and when Donald Trump is president, the change will be huge,” he said. But Mr Cruz is likely to steal the headlines after stoking the rage of the convention, to such an extent that his wife Heidi had to be escorted from the floor. Analysts say one unforgivable sin in the Texas senator’s mind is to insult or demean Rafael Cruz, Ted Cruz’s father. Donald Trump did that towards the end of the presidential primary campaign, questioning whether the elder Cruz had ties to John Kennedy’s assassination. And on Wednesday night, before a national audience on the Republican Party’s biggest stage, the Texas senator got his revenge. In his speech, Mr Cruz told supporters to “vote with their conscience” and not to stay at home for the general election. He finished second to Mr Trump in the delegate count during

Turkey coup sparks state of emergency Turkey’s president has declared a state of emergency for three months following Friday night’s failed army coup. The emergency allows the president and cabinet to bypass parliament when drafting new laws and to restrict or suspend rights and freedoms. Speaking at the presidential palace in Ankara, Recep Tayyip Erdogan vowed that “all the viruses within the armed forces will be cleansed”. Thousands of people have been arrested or sacked since the failed coup. More than 600 schools have also been closed and thousands of state workers sacked in a crackdown by the president. “This measure is in no way against democracy, the law and freedoms,” said Mr Erdogan after announcing the state of emergency.
Correspondents say that the government will be allowed to rule by decree, with the powers of regional governors increased. Our correspondent says a reorganisation of the police, intelligence services and the command structure of the armed forces is also expected. Mr Erdogan praised those who were killed fighting against the coup as “martyrs”. Some 246 people were killed resisting the attempted coup, according to the government. He was speaking after holding meetings of Turkey’s national security council and the cabinet in the capital. German Foreign Minister FrankWalter Steinmeier responded to the president’s speech by urging the Turkish government to maintain both the rule of law and a sense of proportionality in its response to the coup attempt.
The president has blamed the coup attempt on US-based cleric Fethullah Gulen, a former ally whose followers run a worldwide network of schools. He has called for Mr Gulen to be extradited to Turkey, but US Secretary of State John Kerry said on Wednesday that Turkey must
provide hard evidence the cleric was behind the coup attempt for any extradition to take place. Earlier, Mr Erdogan warned of further arrests and suspensions to come as Turkish authorities continued to pursue those they believed responsible for the thwarted putsch.

Start exporting finished products, regional stakeholders tell Kenya Kenya, among other intra-Africa traders, has been urged to adopt the practice of exporting finished products. Stakeholders have encouraged African countries to cash in on the sector since finished goods are known for their high quality and rising demand when compared to raw materials. Although Intra-Africa trade has grown from 11-15 per cent, many traders in the region still survive on commodity trade, which translates to only 18 per cent of the trade in the region. Speaking in Nairobi yesterday during a forum on Agricultural Trade Policy touching on a proposed regional deal dubbed the Tripartite Free Trade Agreement (TFTA), Age Nchula the Chief Executive Officer Common Market for East and Southern Africa (COMESA) said that Africa trades more on raw materials to the world than it trades to itself. “We need to have 80 per cent IntraAfrica trade that is moving freely, we need to domesticate what the policy makers are saying and translate it to help in tackling regional challenges,” said Nchula. Intra Africa trade has been facing a number of challenges that has hindered free movement of goods and services in the region. The challenges range from documentation, tax issues, , storage concerns, production issues, standards and access to information. “There is still a very big challenge of

important and barriers to trade needs an agent action,” he reiterated. Africa has over one billion people with only 26 countries out of 54 being part of TFTA. TFTA was launched in 2015 and is expected to strengthen trade linkages between member states and facilitate greater cooperation amongst member states. Peter Kiguta Director General of Customs and Trade for the East African Community (EAC) said that his
organisation has embarked on building a database that will be applied to all member states of the TFTA in tackling these barriers. NGO partners with ministry to launch fish consumption campaign Cultural Video Foundation, a regional fisheries programme funded by the European Union and managed by the Indian Ocean Commission and co-implemented by the Food and Agricultural Organization of United Nations (FAO) has announced the final step of the IOC-SmartFish programme in Kenya. The campaign is in collaboration with the Ministry of Agriculture, Livestock & Fisheries, as well as the State Department of Fisheries. On July 18 and 19, the NGO held workshops at Wagamana Fish Factory and will continue with public events, cooking demonstrations and mobile cinema through to the 25th. The two day workshop kicked off in Nyeri County at the Wagamana Fish Factory. The workshop seeks to promote fish safety and consumption by portraying the product as a healthy and beneficial source of food for the local population. Fish farmers and government officials have since been trained on fish processing techniques. Participatory methodologies were used in order to involve the farmers who will become the trainers in their own communities. Imperial Bank depositors ACCA, Deloitte and StanChart root for Shared Services Centers to enhance business efficiency to access up to Sh1.5m next week, says KDIC Imperial Bank depositors will be able to access their cash next Tuesday as THE Kenya Deposit Insurance Corporation (KDIC) has confirmed. In an effort to speed up the process, NIC Bank is today (Thursday 21) set to commence the issuance of claim forms to Imperial Bank clients for the payment of up to Sh1.5 million following the lifting of two orders that had clogged the payment process. “KDIC and NIC Bank have agreed on a process to speed up access to funds,’’ said the Corporation in an earlier statement. All Imperial Bank depositors will be able to access a claims form from all NIC Bank outlets countrywide where they will be told how to open new accounts to access their deposits. Customers unable to access the selected Imperial Bank and NIC outlets will be allowed to access the forms through the
KDIC and NIC online portal. “Depositors will need to complete the KDIC/NIC bank claim forms, which will be available online at the KDIC and NIC websites from today, and at any NIC Bank branches and select IBL (IR) branches,” the statement reads. The Central Bank of Kenya last month appointed NIC Bank to take over management of the closed lender’s assets in preparation for reimbursements to the bank’s clients. Imperial Bank was put in receivership in October 13 2015 over alleged deceitful disbursement of more than Sh30 billion in unsecured loans. However, only 1,000 of the lender’s 50,000-plus depositors will be able to access their deposits since regular clients will be paid a maximum of Sh 100,000 each. @enock_x254

KQ extends tax loss to Sh26.2bn as turnaround map soldiers on

National carrier Kenya Airways Ltd (KQ) has posted a loss (after taxes) of Sh26.2 billion for the year ended March 31, up from Sh25.7 billion the previous year. KQ also posted a pre-tax loss of Sh29.71 billion for 2015, brought on by the high cost of renewing its fleet as well as a fall in tourist numbers, which took a nose dive during the last financial year. KQ, however, managed to narrow its pre-tax loss by 12.2 per cent in the year to March, CEO Mbuvi Nguze said this morning. “Our operating loss has gone down by 75 per cent from Sh16.3 billion to Sh4.1 billion,” Nguze noted. Speaking in Nairobi during a press briefing, he added that gross profit for the FY 2015/2016 went up by 42 per cent while operating margins improved by 11.3 per cent during the 2015/2016 Financial Year. The company’s revenues grew by 5 per cent to Sh116 billion. Despite its slow recovery, the flagship carrier, which is partly-owned by Air France KLM, has seen a significant jump in its passenger numbers. “Our passenger numbers increased to 4.23 million,” Ngunze said as he provided the highlights for the FY 2015/2016 results. “We thank our stakeholders for supporting us through trying times. We are growing even during these tough times,” Mr Ngunze added. In March this year, the carrier launched an initiative dubbed ‘Operation Pride’. “It is committed to being 100 per cent sustainable by driving savings and generating revenue,” KQ said in a statement released earlier today.

The Eastern Africa Grain Council (EAGC) in conjunction with the UK funded Food Trade East and Southern Africa (Food Trade ESA) have launched a platform known as the G-Soko Grain Trade Business Directory that will link buyers and sellers to achieve staple foods in Eastern Africa.The platform will also unlock access to finance by allowing farmers to use warehouse receipts and collateral. It is estimated that developing nations are losing as much as Sh2.3 trillion annually to non-tariff barriers compared to G20 member countries. Statistics released by UNCTAD revealed that losses are equivalent to 10 per cent of developing countries’ total exports. “The common understanding from the discussions is that tariff liberalisation alone has generally proven unsuccessful in providing genuine market access drawing further attention to non-tariff measures as major determinants in
restricting market access,” CS Amina explained. On his part, UNCTAD Deputy Secretary General Joakim Reiter said the non-tariff barriers may not go away soon, but there needs to be a system that will stop hindering trade in developing countries. “Non-tariff measures are the frontier in our quest for greater global trade,” he said, noting that better information would reduce the costs of non-tariffs measures. “It’s all about transparency and harmonising regulations.” Non-tariff measures cover a broad range of legitimate and important policy instruments, including measures to protect the health of a country’s citizens and its environments. Two conmen responsible for the construction of illegal electricity lines within Kisumu and its environs have been arrested as part of energy provider Kenya Power’s efforts to clamp down on illegal connections. Zacheus Okoth Ogonji and Robert Ouko Magati were arrested at the Kombewa area within Kisumu County. They appeared before the Kisumu High Court yesterday where they were charged with stealing, obtaining money by false pretence and construction of illegal lines and were released on a bond of Sh100, 000 each. The arrests come shortly after two other suspects responsible for vandalizing ten transformers in Ravine area of Baringo County were sized in an operation carried out by Kenya Power officials.

Investment promotion agencies (IPAs) from India, South Africa, and Lesotho received UNCTAD Investment Promotion Awards in recognition of their success in attracting investment, a critical ingredient for achievement of the new Sustainable Development Goals. UNCTAD has estimated that the Sustainable Development Goals (SDGs) will need $2.5 trillion (Sh254 trillion), a funding gap that is unlikely to be filled by government spending or foreign aid alone. The data revealed that in light of these challenges, private sector funding for development-related projects will be critical. t has been said that Kenya’s problems at independence could be summed up into three major categories; poverty, ignorance and disease. Over 50 years on these three might still be what ails us as a nation. Reuters reports that Kenya’s burgeoning drug trade could set back all the progress the country has made fighting HIV/ AIDS in the recent past. During an interview with an addict in treatment, now suffering from the disease, he stated that he had no clue about the connection between intravenous drug use and HIV saying, “I didn’t think that when you inject, or share the same injection with your friend, it may cause HIV.” Because health campaigns in the country have emphasized a great deal on safe sex and it still remains the primary way through which new HIV infections are reported, the threat posed by drug use has slowly made its way into the Kenyan public. A number of reports by United Nations Office on Drugs and Crime (UNODC) have highlighted East Africa’s increasing significance as a transit point for Afghan heroin, in what is being termed as the ‘southern route’, an expanse stretching from the Middle East all the way to East Africa. This new status for East Arica comes as result of the unease and heightened security measures being experienced in the older routes. Alliance Girls’ student clinches mathlete contest scholarship
Lynn Akoth a student from Alliance Girls High School came out on top at this year’s Brookside Mathlete contest. The maths whiz walked away with a scholarship worth Sh1.6 million at Strathmore University. Akoth, spoke about her win saying, “I am so much delighted to be the winner of this year’s contest, and I will pursue a Maths-related course at Strathmore University.” This win goes a long way in showing that maths is not a subject delegated to just boys but is a universal language. Brookside Marketing Director Oliver Mary touched on the outlook that students generally have about maths, “This annual event has helped to debunk the perception that mathematics is hard among students and as you can see the number of participants keeps rising.” The event took place in 13 venues across the country with 24,000 participants in total.

Google’s Unicode Emoji Subcommittee released a new crop of emoji meant to represent working women and other female professionals and the best news is that they come in a variety of skin tones and colours. The new emoji are a step towards not only gender equality and gender representation but also racial equality. On the official Google blog it states that, ‘In May, we proposed a set of new emoji to the Unicode Technical Committee that represent a wider range of professions for women (as well as men), and reflect the pivotal roles
that women play in the world.’ The total brings 100 new emoji at our disposal. Users also have the opportunity to choose either male or female options from the existing 33 emoji. ‘These new emoji are one of several efforts we’re making to better represent women in technology, and to connect girls with the education and resources they need to pursue careers in STEM (Science, Technology, Engineering and Mathematics),’ was part of the statement on the blog. The new feature will be available on Android and other platforms. This is a great sign in the geek world for female empowerment especially since it was announced earlier in the month that the new Iron Man would be a 15-year old girl named Riri Williams. Pep Guardiola’s first game in charge of Manchester City ended in defeat at his old club Bayern Munich as a goal from Erdal Ozturk gave Carlo Ancelotti’s side victory. Both sides were missing many first-team players after Euro 2016 and the Copa America, and Guardiola had 12 academy players in his squad. New signing Oleksandr Zinchenko played in the first half but Ilkay Gundogan and Nolito were not involved. The only goal came when 20-year-old Ozturk hit a deflected shot past City’s substitute goalkeeper Angus Gunn. Bayern had many of their regulars in the squad will all of Captain Philip Lahm, Frank Ribery, Xabi Alonso, Juan Bernart, David Alaba, Rafinha and Javi Martinez starting. City Captain Vincent Kompany, who missed Euro 2016 with a groin injury, was an unused substitute while midfielder Yaya Toure who worked with Guardiola at Barcelona came on in the 55th minute to replace Fernando. City now head to China, with Guardiola’s side playing rivals Manchester United on Monday. The travelling squad will be bolstered by Sergio Aguero, David Silva, Nolito, Raheem Sterling and Joe Hart. Meanwhile Premier League returnees Middlesbrough have agreed a deal to sign former Manchester City striker Alvaro Negredo on a season-long loan from Valencia. They will however not sign injured Borussia Dortmund defender Neven Subotic.
Negredo won the Premier League during a spell at City, scoring 23 goals in 48 appearances in 201314. Subotic will stay with Dortmund after a medical at Boro picked up a rib injury which has ruled him out until 2017. Boro are also close to re-signing Gaston Ramirez from Southampton. Ramirez, 25, scored seven goals in 18 games on loan at Boro last season as they won promotion back to the Premier League and is set to sign a three-year deal. Negredo, 30, has spent the past two seasons at Valencia, scoring 18 goals in 76 appearances for the Spanish club. He has played 21 times for Spain and was part of their 2012 European Championship-winning squad. Elsewhere, Stoke City have made a bid in the region of £13m for Liverpool’s Wales midfielder Joe Allen. The 26-year-old, who has one year remaining on his contract, is also a target for the Potters’ Premier League rivals Swansea City, whom he left to move to Anfield in 2012. Despite starting only eight league games last season, Allen was named in the Euro 2016 team of the tournament after helping Wales reach the semifinals in France. Allen, who is on holiday, wants his future resolved this summer. Speaking after a 2-0 friendly win at Huddersfield last night, Liverpool manager Jurgen Klopp said he would not comment on any bid.
Allardyce to be named new England manager Sam Allardyce will be named as the new England manager, with confirmation expected today. Allardyce will leave Sunderland after nine months at the Premier League club. The 61-year-old replaces Roy Hodgson, who resigned in June after the surprise defeat by Iceland in the last 16 of Euro 2016 in France. Allardyce, a former West Ham, Newcastle and Bolton boss, spoke to the Football Association last week and has been chosen ahead of Hull’s Steve Bruce. The only remaining issue to be settled is compensation to Sunderland, with Allardyce having a year left on his contract at the Stadium of Light. The club issued a statement on Wednesday, saying it was “aware of the intense media speculation”, but that Allardyce remained in charge “at the present time”. Allardyce was present as Sunderland beat Hartlepool 3-0 in a pre-season friendly last night but left before full-time. The FA board meets today, when it is expected Allardyce’s appointment will be officially confirmed. Both Sunderland and Hull had urged the FA to act quickly, with the new season less than a month away.

Plans designed to reduce “intolerable behaviour” by players and managers in English football have been announced.

levels”. Starting this season, red cards will be issued to players who confront match officials and use offensive language or make gestures towards them. Behaviour within the technical areas will also be more rigorously enforced. Not one player has been sent off in the Premier League for insulting or abusive language towards a match official in the past five seasons. But Premier League chairman Richard Scudamore said there has been concern “for some time” that players have been “overstepping the mark”. “It is our collective position that these types of behaviour should no longer be tolerated,” he added. “Things happen in the heat of the moment during fast and highly competitive football. We still want to see the passion fans enjoy and demand, but players and managers have to be aware there are lines that should not be crossed.”
Any Visibly disrespectful behaviour to any match official, an aggressive response to decisions and confronting an official face to face are among new offences which could earn players a yellow card. Others are running towards an official to contest a decision and offensive, insulting or abusive language and/or gestures towards match officials, spectacles that have since become common in the Premier League. Any physical contact with any match official in a non-aggressive manner will also be punished and a yellow card issued for at least one player when two or more from a team surround a match official. If a player confronts match officials and uses offensive, insulting or abusive language and/or gestures towards them, the referee will be at liberty to send such a player off while any physical contact with match officials in an aggressive or confrontational manner will also attract the same penalty.

Five points is nothing, says Gor’s Ze Maria Despite a five point buffer existing between his side and Kenyan Premier League leaders Tusker FC, defending champions Gor Mahia head coach Jose Marcelo ‘Ze Maria’ is unperturbed and believes his side is still in line to retain the title. The record 15-time champions have dropped points twice consecutively, being held to a 1-1 draw by Kakamega Homeboyz in Kisumu before playing to a barren draw against Ushuru FC last weekend. Gor would have bridged the gap to a mere two points had they beaten the Ken Kenyatta’s side and ‘Ze Maria’ was equally irked with the result saying; “I am disappointed. We should have capitalized on Tusker’s slip and reduced the gap.” With 12 matches to go before the season closes, the Brazilian tactician beams with confidence the team has what it takes to get back to the top of the standings. “We have 12 games to play. Five points is nothing. When I arrived here, Gor Mahia were behind with seven points but at the end of the first leg, we were on same points with Tusker. So, all is not lost. We still have time and will fight,” ‘Ze Maria’ said. Gor have been unconvincing in their last three matches and the absence of

anchester United have all but sealed the return of Paul Pogba after agreeing a world-record £105 million deal with Juventus for the highly rated French midfielder. Reports in England say United agreed to pay Juventus the massive fee for their France superstar and will hand Pogba a five-year contract worth £210,000-a-week, net. Manchester United executive vice-chairman Ed Woodward agreed the deal with Juve directors Giuseppe Marotta and Fabio Paratici, as well as the Pogba’s agent Mino Raiola. The price was set by Italian champions Juventus several weeks ago and the prospect of smashing the world record had not deterred United from their bid to take the player. Woodward has missed the first leg of his club’s pre-season tour in China in order to conduct negotiations. Jose Mourinho, the new United boss, has been keen to ensure Pogba returns to pre-season training - after helping France reach the final of Euro 2016 - with his Reds and not Juve. United had previously offered a £100m package, including around £14m in add-ons. The clinching deal is understood to have been secured at £105m with around £8m in performance-related bonuses. It eclipses the £86m Real Madrid paid Tottenham for Gareth Bale in 2013. Raiola has convinced his client to rejoin the club he left in 2012 after two seasons because of a lack of first-team opportunities under thenboss Sir Alex Ferguson.

Paul Pogba featured in midfield just ahead of Carrick in what suggested Mourinho’s confidence of clinching the services of the Juventus star. Respected French newspaper L’Equipe claims all that is left before the move is finalised is for Pogba to agree personal terms. Asked about United earlier this month during an interview with ESPN in Spanish, Pogba replied: “It was my first family.”
