More than 80 schools have experienced cases of arson attacks that have left several dormitories burnt and property destroyed. Head teachers are holding a crisis meeting today with the Ministry of Education over the spate of school unrest even as they seek the closure of the institutions to address the matter. The talks involve the Kenya Secondary Schools Head teachers Association, the teachers service commission and ministry officials at the Kenya Institute of Curriculum Development (KICD). Nairobi school closed as CS Matiang’i blames exam cheats for arson attacks

Only last night, dormitories in five schools across the country were razed down in the latest cases which have seen some students held in police cells. St Patrick’s School Iten in Elgeyo Marakwet County was among the latest schools to report fires in the last couple of months with one of its timber-walled dormitory housing 88 students going up in flames last evening. Others fires were reported at Merti Muslim Girls Secondary in Isiolo, Giakaibii High School in Nyeri, Adega Mixed Secondary in Homa Bay and at St Stephen Secondary in Narok. In Nairobi, Highway School Principal Patrick Maritim said they noted early signs of a strike building up and decided to release the students to avoid any danger. Form four students who had been sitting an examination boycotted the test and instead chose to play in the school field. “The lower classes were also like they were not ready to continue, with the feeling that they are in school while others of their colleagues are at home,” he told Citizen TV. The decision came amid increasing calls from other stakeholders for Education Cabinet Secretary Fred

The CS while quoting preliminary findings of police investigations into the arson cases in schools said it is

students who paid for exam leaks but are unable to get the same that are angry and scared that they will fail and as such have resorted to torching schools in frustration. “Students who have been arrested and are facing charges have told police that they were protesting because they had paid for the papers but they have not received them,” he said adding that 45 per cent of schools that have experienced the arson cases are serial offenders when it comes to cheating in examinations. A total of 29 students, 13 from Langata High School in Nairobi, have been charged with burning down dormitories. The 13 from Langata were yesterday ordered to stay at the Kamiti children remand as police wrap up their investigations. The developments came even as the government roped in the national intelligence service and other security arms in the latest efforts to stem the wave of arson attacks in schools across the country. The security agencies have been tasked with monitoring criminal activities and collusion leading to the attacks with a view to apprehending suspects and preventing schools unrest. @peter_x254

And with the plan to go into the 2017 elections under one party, Jubilee bigwigs are putting in place measures that will ensure no one jumps ship after losing in the primaries. In meeting held on Monday at the Deputy President William Ruto’s official residence in Karen and attended by the 52 members of the committee working on the Jubilee merger, a raft of measures were proposed to ensure the party holds together even after the often competitive nominations. Sources have told X-news that the steering committee led by Jubilee merger co-chair Noah Wekesa endorsed a proposal to have the law amended to tame party hoping after the 2017 nominations elections. Proponents of the scheme claim that the strategy will help fortify the party and avoid any fallouts in case of a party disagreement. The move which now has the blessings of President Uhuru Kenyatta and his Deputy William, has also garnered support from the opposition coalition CORD. Kigumo MP Jamleck Kamau who is a member of the steering committee applauded the move saying it was a

right move in the right direction. “If you agree and make a conscious decision to run for nomination through the Jubilee party, then you will have to sign a document that blocks you from running on any other party were you to lose,” said Kamau who has already expressed his ambitions to unseat Muranga governor Mwangi Wa Iria. A fierce battle is expected between him and governor Mwangi Wa Iria to secure the Jubilee party ticket. Dadaab camp closure may delay to 2018 Underfunding and repatriation technicalities may push the Dadaab refugee camp closure to 2018 against the government’s deadline of November 2016, the United Nation High Commission on Refugees has said. In a report released yesterday, the commission said it has only received $7.2 million out of the targeted $110 million that it had sought last year to help finance the return of Somali refugees to their homeland. Kenyan officials have subsequently modified their position on the closure in consultations with the United Nations and the Somalia government, agreeing to the gradual phase-out cited by the refugee agency. “The repatriation process shall be conducted on a gradual process as the commission seeks more donor funding and negotiating with the Somalia authorities on the best modalities to resettle the refugees in a human manner,” read part of the report. The government had in May called for a complete shutdown of the Dadaab complex by November, saying it presented a threat to the country’s security. The agency further claims that an estimated 42,000 Kenyans are falsely seeking asylum in the camp awaiting to possibly benefit from the relocation process. “We are aware of Kenyans falsely registering as refugees in order to get free services and food,” UN refugee agency spokesman Duke Mwancha said. @wilson_x254

The Central Organization of Trade Unions (COTU) in its presentation to the joint parliamentary select committee on electoral reforms yesterday said the current electoral commissioners cannot be trusted to deliver a credible elections in 2017. In their presentation yesterday, COTU Secretary General Francis Atwoli (pictured) said the country cannot risk to go to the polls with the current commissioners in office saying doing so might plunge the country into chaos similar to that of 2007/08 “Kenyans have spoken and expressed their displeasure with the current commissioners in office, it is my submission to this committee that the commissioners be sent home if we want a credible election,” Atwoli said when he appeared before the joint select committee. “Fact is Hon members, Kenyans don’t trust the current IEBC commissioners and therefore we should not have a long debate on how they should go home. We should find a quick way of sending them home for the sake of the country,” added Atwoli. “This committee should move with

speed so that the country can have a new team to oversee next elections in time,” Atwoli said. Atwoli also suggested that commissioners of IEBC should serve for five years term renewable. The COTU Secretary General said the country should not focus more on the election date scheduled for August 7, 2017 to do things in a hurry but should take time and have a credible team to prevent even future problems. “Time of election should not be a hindrance of having a credible team in place, we can consider even extending election date by one year

so that we have a lasting solution on this electoral commissioner’s menace,” Atwoli said. The Kenya Law Review Commission (KLRC) in their proposal wants the recruitment of electoral commissioners begin at least six months before the expiry date of those in office. Chairman Kenya Law Review Commission Mbage Ng’ang’a said the move would help to avoid last minute rush in recruiting new commissioners while elections. The commission also wants the Supreme Court to give reasons for dismissal of a case should there be a presidential petition. The Institute

of Certified Public Accountants of Kenya (ICPAK) also supported calls on sending the current commissioners home and a new team be recruited to serve for a nonrenewable term of seven years. In their submission to the committee yesterday, ICPAK also wants the number of electoral commissioners to be reduced to five and they should serve on part time basis and there should be a clear definition of roles of commissioners and the secretariat so as to avoid conflict within the commission. @wilson_x254

Corruption racketeers sinking Kenya Airways, pilots warn National carrier Kenya Airways will sink further into losses if corruption rackets are not immediately eliminated, the Kenya Airline Pilots Association (Kalpa) has warned. The pilots say that despite a forensic audit that unmasked deep rooted corruption rackets in the airline, the top management has deliberately failed to take action against those that were found culpable. At a press conference today at the Panafric in Nairobi, the association’s Secretary General Paul Gichinga revealed that billions have been lost through fuel hedging, ticketing rackets, air craft leasing among other areas of business operations. The pilots also pointed out at the joint venture between KLM and the national carrier that has prompted the increasingly shrinking Europe routes as further reasons for the dwindling the fortunes of KQ. “If there are no deliberate actions taken by the government, KQ will continue to post historic loses in the coming financial years,” Captain Gichinga warned. South Sudan’s Machar wanted ‘dead or alive’ South Sudan President Salva Kiir has ordered his army to hunt for rebel leader Riek Machar and surrender him dead or alive in what could escalate the civil war in the world’s youngest nation. In a statement signed by Sudan People’s Liberation Army (SPLA) Chief of General Staff Paul Malong, Salva Kiir has ordered the army carry out aerial bombardment against the hideout of the former first Vice President whom he has accused of trying to stage a coup against his government early this month. “As per the commander in Chief directives, I am hereby directing you to immediately attack and carry out aerial bombardment against the hideout of Dr. Riek Machar, the former first Vice President. You must bring him dead or alive to answer to all charges against,” reads the statement by General Malong. “You must also make sure that our forces are deployed along South Sudan DRC Congo border to lay point ambushes against Machar and his forces because he is headed towards DR Congo,” the statement added. Street lighting tariff down by 64pc in Last Mile Project to light up counties The Government has reduced the country’s street lighting tariffs by 63.6 per cent as the state moves to provide electricity to all of Kenya’s 47 Counties. The move is in line with the establishment’s Last Mile Connectivity Project (LMCP), an initiative that aims to ensure increased electricity access to all Kenyans. “The Government has reduced the street lighting tariff for County Governments from Sh11 to Sh4,” Energy Ministry Principal Secretary Joseph Njoroge has said. Speaking this morning at the State House Energy Summit in Nairobi, the PS added that there is a positive relationship between power consumption and a country’s GDP. Ministry of Energy Cabinet Secretary Charles Keter said the connectivity fee for Kenyans living within a 600 metre radius of a transformer will remain at Sh15,000. He noted that the cost may increase depending on the distance between the unit being connected and a transformer. Keter was also speaking during the ongoing State House Energy Summit. He said the Government plans to connect all Kenyans to the national grid is on course under the last mile connectivity programme, with a pledge to reduce power charges. As many as 14,000 primary schools have already been connected to the power line with Keter saying the Government has done an extra 794 kilometers of transmission lines, which has enhanced

reliability of power. Over 23,000 youth to benefit from Sh1 billion CAP YEI funding programme

Close to 23,000 Kenyan youth are set to benefit directly from a Sh1 billion facility from the CAP Youth Empowerment Institute (CAP YEI) in partnership with the MasterCard Foundation over the next five years. The kitty seeks to provide economicallydisadvantaged young people with technical skills. It also seeks to provide them with access to job opportunities, while equipping them with the skills to start their own businesses. CAP YEI officials have confirmed that the program will reach an additional 39,000 youth through partnerships with 100 vocational training centres that will be supported to deliver market-based, demand-driven skills training across the country. The program will also support over 4,000 of the targeted youth by helping them establish or grow micro-enterprises. MasterCard Foundation Programme Manager Karen Moore says the success of the initiative shows that there is need to form innovative partnerships that will help “create opportunities for all.” “We want to help young people to earn and save, utilise peer networking and enterprise development support. KRA, NTSA incorporate new ICT system to register vehicles in new measures The Kenya Revenue Authority (KRA) in partnership with the National Transport and Safety Authority (NTSA), have incorporated a new ICT system seeking to secure motor-vehicle registration. The two Authorities say the electronic system is aimed at registering vehicles to enhance their validation and security. The system also seeks to reduce the burden on vehicle owners who would usually register their automobiles manually. KRA Commissioner General Mr John Njiraini said the move would help the Authority with their ongoing crack down on all unregistered vehicles. “The habit of transiting stolen vehicles out of the country is rampant and we are working with global authorities to curb the vice to help us expand seal loop holes as well as expanding our tax base,” said Commissioner Njiraini. Africa risks fresh debt crisis as levels of debt rise sharply: Kituyi

Africa’s heavy lending, triggered by bold efforts to combat inequality and poverty, could spell the return of a difficult era experienced in the late 80s and early 90s, a UN trade body has said. The warning comes in the wake of the African continent’s need to tap new streams of funding to implement an ambitious blueprint to end inequality and poverty. The analysis comes just as UNCTAD Secretary General Mukhisa Kituyi confirmed that borrowing could play an important part in improving the lives of African citizens. “But we must find a balance between the present and the future, because debt is dangerous when unsustainable,” he warned. In a report assessing debt levels against the backdrop of fragile global financial markets, the recent UN Conference on Trade and Development (UNCTAD) held in Nairobi recognised that traditional aid is not going to cover the estimated $600 billion - $1.2 trillion (Sh61 trillion to Sh122 trillion) cost of implementing the sustainable development goals in Africa, but warned that plugging the gap with debt was risky. “While Africa’s … external debt ratios currently appear manageable, their rapid growth in several countries is a concern and requires action if a recurrence of the African debt crisis of the late 1980s and the 1990s is to be avoided,” said UNCTAD report. financing options available to African governments. Some borrow from private lenders, some take syndicated loans, and some have issued Eurobonds on international markets. Diaspora remittances increase 6.3pc as Kenyans living abroad send home Sh15.8 billion in June Kenyans living abroad sent home $156 million (Sh15.8 billion) in June, further contributing to the country’s growth and development, the Central Bank of Kenya (CBK) has confirmed. Remittance inflows to Kenya increased by 6.3 per cent in June 2016 compared with 2.3 per cent growth registered in May 2016, CBK said in a statement released just hours ago. “The increase in June 2016 is reflected in inflows from North America and the rest of the world. Cumulative inflows in the 12 months to June 2016 increased by 11 per cent,” said CBK. The 12 month average flow therefore increased to $138 million (Sh14 billion) from $124.3 million (Sh13 billion) over the same period. The sustained upward trend in part reflects the entry of additional money remittance providers into the market. Remittance inflows from North America increased by 11.9 per cent and accounted for 49.3 per cent of total inflows in June 2016. Inflows from Europe decreased by 6.3 percent and accounted for 28 percent of total inflows

while inflows from the rest of the world increased by 13 percent and accounted for 22.8 per cent of total inflows. A remittance is money sent by a person in a foreign land to his or her home country. Due to the huge sums involved, remittances are now being recognized as an important contributor to the country’s growth and development. The Central Bank of Kenya conducts a survey on remittance inflows every

month through the formal channels that include commercial banks and other authorised international remittances service providers in Kenya. Since the beginning of 2016, Kenyans living abroad have sent home a total of $861.9 million (Sh87.4 billion). Broken down, the overall inflation rose to 5.8 percent in June from May’s 5.0 per cent. Food’s inflation on one hand rose to 8.9 per cent up from 6.6 per cent. On the other hand, nonfood-non-fuel (NFNF) dropped from May’s 5.4 percent to June’s 5 percent. Sidian Bank, Medical Credit Fund ink Sh4b private health deal The Sidian Bank and Medical Credit Fund (MCF) has announced a Sh4billion medical financing deal targeting the private health care service providers. Sidian bank has committed Sh2billion financing to the fund while the remaining will be provided by MCF, which is part of PharmAccess Group a social impact based fund aimed at supporting Health SMEs in Africa. Speaking during the launch ceremony in Nairobi, Sidian Bank’s CEO, Titus Karanja said the agreement will see at least 2,500 private medical services providers in Kenya, receive loans of between Sh100,000 to Sh250 million to purchase or maintain their medical equipment. Karanja added that the program will run for three years. a process that will be conducted by MFC.

European Union-EAC economic agreement to be signed in October

An Economic Partnership Agreement (EPA) between the European Union and the East African Community (EAC) will be signed no later than October 1 this year, Kenya’s Government has confirmed. Industrialization Cabinet Secretary Adan Mohamed has refuted claims that some of the East African member states have refused to sign the deal which was hoped to be signed on July 18 during the United Nations Conference on Trade and Development (UNCTAD) in Nairobi. Speaking in Nairobi yesterday, he said the deals have been negotiated and agreed upon on both sides.

CMC Motors Group has encouraged the Government to offer favourable tax breaks to promote the country’s local assembly sector as a means of spurring innovation, youth employment, and skills transfer. CMC Holding CEO James Kass has urged the Government to review the country’s tax regime in a bid to to whet the appetite of locally assembled car manufacturers also known as Completely Knocked Down Unit (CKD). Kass, who was speaking at a breakfast

meeting in Nairobi just days ago, has called on the government through the Kenya Revenue Authority, Ministry of Trade & Industrialization, and other business leaders, to lobby together and find ways of how they can fuel the growth of Kenya’s local assembly industry. “With 20 per cent tax excise duty breaks on large trucks and buses imposed by the Government, I don’t think it will be possible for people who bring in fully assembled vehicles especially the large trucks and buses to survive. What this

move will do is to bring prosperity, employment, trust, and encourage Kenyans to buy Kenyan,” said Kass. The group seeks to up their investment in a 3-acre assembly plant situated in Thika at the Kenya Vehicle Manufacturers (KVM) plant. The group has plans that will see 75 per cent of all their sales of heavy commercial vehicles in the next 3 years assembled locally. “With the population of Kenya standing at 45M, majority of them under 35 years, the Government must look at ways to create local employment by encouraging

local assembly plants. We want KVM to be the powerhouse assembly plant in sub-Saharan Africa,” added Kass. He, however, decried the revised tax regime for second-hand cars by the Treasury during the June 8th budget reading. The CS for finance revised the earlier tax regime which would have reduced the number of second-hands imported vehicles and encouraged the local assembly market. However, the cost of purchasing new cars by the middle class has proven to be inhibitive.

Kross emphasized the need for partnership between buyers, insurance companies and bankers so that the pain of purchasing a new car is knocked down. “When I got my driving license, I was excited that I was going to be able to drive my new car. Everybody wants to drive a new car. But it’s just too expensive here. We can bring the importation rule to maybe 3 years. Sanders did his best to calm the crowd down as they chanted and booed and though he gave Hillary Clinton his endorsement it was not exactly the rousing success that was hoped for. Michelle Obama on the other hand was the clear winner on the day. Giving the most heartfelt and powerful speech of the night. Her words even drew praise from both conservatives and liberals as the President congratulated his wife on the same, tweeting “Incredible speech by an incredible woman. Couldn’t be more proud & our country has been blessed to have her as FLOTUS. I love you, Michelle.” Hilary Clinton broke down barriers for women at the DNC and this was

Congolese artiste Olomide’s lawyers are set to appeal against a Kinshasa court ruling that the musician be sentenced to 18 months in or bail for prison without the option of a allegedly assaulting a member of his band in Kenya. The artiste who denied the claims was found guilty following a look at the visual evidence presented before the court. His lawyers have however vowed to appeal as they say the artiste was sorry and had apologized for his actions. They also argue that there was no complainant in the case and that the allegedly assaulted dancer was not willing to press charges. The offence, the lawyers say, is bail able and they have this morning, initiated a process to get the artiste out on bail.

Kenya team for the future sent packing

Kenya U17 team were unsympathetically bundled out of the 2016 Cosafa U17 championship after they suffered a 5-0 hammering at the hands of Malawi, the biggest winning margin of the tournament so far. This even comes as football Kenya Federation president Nick Mwendwa said there is nothing to worry about observing that the country is building a team for the future. “This is a gradual process. We shall not be discouraged but rather work toward mentoring this team to great heights. This is the team to take us to world Cup 2020,” said Mwendwa. The Young Flames’ striker, Peter Banda, had a field day against the Kenyan defence, grabbing himself a second half hat-trick. Kenya, who had won their second match beating Madagascar 2-1 this past Sunday, held against their own in the opening half but went into the break trailing to a 19th minute Frank Chizuze header. Clinton Machaka came close to canceling the goal but his header came off the bar. Things fell apart for the Cosafa guests in the second half. Malawi doubled their advantage as Banda beat two defenders and the keeper George Ouma to score the first of his three in the 52nd minute. Eric Muriithi netted for Kenya two minutes later but the goal was ruled offside. Banda grabbed his brace at the hour mark and Francisco Madinga ensured the match will have a riotous result with the fourth four minutes later. There was still time for Banda to complete his hat-trick in the 89th minute as Malawi qualified for the semifinals as the second-placed team in Group B behind Zambia who had a 100% winning record. Andre Spiers’ Kenya return home having conceded 10 goals in three matches. They lost 4-0 to Zambia in the opening match before beating Madagascar 2-1, Kenneth Mukuria scoring both goals. The team will now turn their attention to their 2017 Africa U17 Cup of Nations second round qualifier match away to Cameroon. The match will be played on the weekend of 6-7 August. FKF President Nick Mwendwa, asking fans to be patient while giving the federation time to build a strong team for the future. The u-17 national team received athumping in the on going Cosafa championships.

Kenya’s gold medalists from the recently concluded World U20 Athletics Championships will pocket Kshs. 1 million each, the government has pledged. Kenya finished second to the USA in the medal standings for a second consecutive championship, winning 5 gold, 2 silver and 2 bronze during the sixday event held in Bydgoszcz, Northern Poland. The four gold medalists will each pocket Kshs. 1 million for their efforts, silver medalists will earn Kshs. 750,000 while bronze medalists will take half a million shillings. All the participating athletes will each be awarded Kshs. 150,000 with the team’s officials getting Kshs. 200,000 each. Africa will get an additional two World Cup finals places should the tournament be expanded to 40 teams from 2026, says Fifa president Gianni Infantino. Infantino proposed the expansion from 32 teams before he was elected by world football’s governing body in February. Africa is currently allocated five places at World Cups. “My proposal has been 40 teams and if that happens then my proposal has been to have at least two extra places for African teams,” said Infantino. The move would not come into effect until 2026 with the format of 32 teams already

Swiss tennis great Roger Federer will miss the Olympics and the rest of the season with a knee injury. The 17-time Grand Slam champion said he needs “more extensive rehabilitation” if he wants to prolong his career. We can win gold, confident Ayimba says A confident Benjamin Ayimba is optimistic Kenya will win gold when Rugby Sevens makes its maiden appearance at the 2016 Olympic Games in Rio de Janeiro. Despite being in a tough group that has multiple world champions New Zealand, Great Britain and Japan, the national team head coach believes the squad is in the right frame physically and mentally to challenge for the top most medal in the Olympics. “We are going for the gold. We said over the last eight months that this is something we are looking to do. Like I said when I came back, the series was going to be our training ground for the Olympics. We picked at the right time going into the end of the season and we hope to go to Rio with the same momentum,” Ayimba said. uventus have signed Argentina striker Gonzalo Higuain from Napoli for £75.3m with the argentine becoming the third most expensive player in history. The 28-year-old has signed a five-year deal at Juventus after the club met his buy-out clause of 90m euros, which will be paid in two instalments. The fee for the France-born forward is the third most expensive in history and the biggest domestic deal of all time. Higuain, who joined Napoli from Real Madrid in 2013 for £34.5m, was linked with a move to the Premier League with Arsenal earlier this month. The £75.3m fee for Higuain, who began his career with River Plate in Argentina, is dwarfed only by those paid by Real Madrid for Cristiano Ronaldo(£80m)

and Gareth Bale (£85m). The previous highest domestic transfer was the £50m deal that took Spain striker Fernando Torres from Liverpool to Chelsea in January 2011. Higuain won the Capocannoniere - Serie A’s golden boot - last season after scoring a league record-equalling 36 goals as Napoli finished runners-up to his new club. It was only the second time this century a player had scored more than 30 goals in a Serie A season, following Luca Toni’s tally of 31 for Fiorentina in 2005-06. The transfer could have a bearing on Manchester United’s move for Juventus midfielder Paul Pogba, with the 23-year-old reportedly the subject of a £100m bid from the Premier League club.
