Agencies mull new laws to rein in hate mongers

ersons accused of utterances that are deemed to be hateful could soon be denied bail if recommendations by various government agencies are adopted. The Inspector General of Police, the Office of the Director of Public Prosecutions (DPP), National Cohesion and Integration Commission (NCIC), Independent Electoral and Boundaries Commission, the Directorate of Criminal Investigations (DCI), the National Police Service Commission (NPSC) and the

Registrar of Political Parties are some of the public offices which are uneasy with bail conditions spelled out to hatemongers which they term as ‘too lenient’.

The heads of the security agencies warned that such utterances by politicians could go out of hand especially with the 2017 General Elections scheduled to take place in almost a year’s time. In a meeting with Cabinet Secretaries for Interior

Jubilee is planning to rig the next next year’s general election by infiltrating its party systems in to the Independent Boundaries and Electoral Commission (IEBC), the Amani National Congress has said. The Mudavadi led party claimed that the proposal by President Uhuru Kenyatta to have IEBC conduct Jubilee Party primaries is a scheme to compromise the independence of the electoral body. Mr Mudavadi has asked the commission to ignore such a move terming it ‘mischievous’. Only yesterday, while welcoming the leaders of the parties folding to join the Jubilee party, President Kenyatta dispelled fears of unfair party primaries saying they will be conducted by the electoral commission to ensure fairness. “IEBC cannot preside over party primaries of a party that controls state institutions ahead of the General Election. This is a strategy by Jubilee to infiltrate the commission and build relationships to facilitate rigging,” Mudavadi said. He questioned on what grounds the electoral body would conduct such primaries noting that they are already overstretched and are yet to fully satisfy the people on their readiness to conduct next year’s polls. Additionally, Mudavadi observed that IEBC was a tax payer funded institution and thus could in any way handle the primaries.

Just a day after the meeting, National Cohesion and Integration Commission (NCIC) chairman Francis Kaparo has once again warned that hate speech risks plunging the country into chaos again. Speaking when he appeared before the joint parliamentary committee on equal opportunity, Kaparo said he needs to be taken seriously when he makes certain statements. He said untamed and run away hate speech spewed by political leaders will lead to serious consequences if not dealt with early enough. “Take hate speech comments seriously, it can take this country down the drain again,” Kaparo warns. Kaparo told Boinnet, Tobiko, Mucheru and Muhoro who also jointly appeared before the committee that his remarks needs to be acted upon by those in authority. “The reports and remarks that I always release to the country ought to be taken seriously and acted upon, otherwise we risk witnessing chaos again in this country,” Kaparo said. Muhoro said dealing with leaders who make hate speech remarks has been made difficult by the political class. “Whenever we arrest a leader from one political coalition, we are forced to do the same to another leader from another coalition even if there is no evidence so that we can be seen as fair, these

Gethi’s mother now removed from NYS assets recovery case A Nairobi Court has allowed the removal of Charity Wangui Gethi from the proceedings filed by the Assets Recovery Agency (ARA) in the Sh791mn NYS probe. Justice Lydia Achode upheld the application filed by Gethi’s lawyer Edward Oonge, that she was not party to the proceedings before the court and that the alleged property in question was not registered under her name. Wangui was further awarded costs for being dragged into the scandal, even after making it clear that the properties which the agency claimed were purchased using her money and “were not in any way proceeds of crime.” She is the mother of businessman Ben Gethi, who investigators claim is one of the key suspects in the multi-million shilling case. The agency had sought to freeze both her property and that of her son. “By consent of parties Ms Charity Gethi is removed from these proceedings as it has been established that she was not part of the proceedings as alleged by the agency,” the judge ruled. “Whereas it is true that I engaged John Kago, a known land agent, to find, negotiate and finalize the transactions relating to the properties using funds provided by me, it is preposterous to suggest that he bought and registered them in my name using funds embezzled from the NYS,” an affidavit sworn reads. ARA had sued Gethi, his mother, sister and 11 other individuals believed to have received proceeds of the Sh791 million stolen from the NYS.

Mandago who has been appointed to the World Council of Renewable Energy lauded JKUAT for the renewable energy technologies which he said could be harnessed to help counties increase access to affordable, sustainable and reliable energy supply. Vice Chancellor, Prof. Mabel Imbuga said JKUAT engineers had pioneered innovative research that digests water hyacinth into biogas. ‘’The technology can be deployed to create jobs to our counties along the Lake while providing a source of clean energy for the residents and Kenyans at large,’’ Prof. Imbuga said.

Chinese in Maasai Mara stabbing saga detained for 10 days A Chinese tour guide accused of stabbing a female tourist to death and wounding her husband in the Maasai Mara has been arraigned in court. Lee Changqin was presented before the Narok Law Courts where he was ordered detained for 10 days for police to complete investigations. Police had told journalists that he was also a tourist but have since confirmed that he is a tour guide who has been coordinating visits by Chinese tourists to the Mara for more than 10 years. Police say they relied on information the assailant provided to them on the night he was arrested. The incident occurred on Monday night at the luxurious Keekorok Lodge during a disagreement at a dinner table. Energy Cabinet Secretary Charles Keter (pictured) has asked MPs to shoot down a Bill requiring Kenya Power to compensate customers that suffer power outages for more than three hours. He said the Bill is ambiguous because it fails to specify the circumstances under which Kenya Power should compensate customers on outage. The proposed law was sponsored by Mvita MP Abdulswamad Nassir in the wake of frequent blackouts that have forced businesses to install standby diesel-run generators. “We have given our reservations to the National Assembly and the Senate about the Bill. There are many factors that can cause power blackouts and so there is a need for clarity on what qualifies for compensation,” CS Keter said yesterday at press briefing in his office yesterday. The country, for instance, was on Saturday hit by a five-hour blackout that crippled businesses and inconvenienced homes. A similar outage happened in June. The Bill is now set to go to mediation process that may or may not rescue Kenya Power from liability. The proposed law is intended to spur a faster response from the power utility in the event of outages. “A licensee shall be liable to compensate a consumer due to power outages or surges that exceed a cumulative three hours within a 24-hour period,” reads part of the Bill. “Where a consumer incurs financial loss, the licensee shall compensate the consumer by incorporating the compensation into the

consumer’s bill by way of a subsidy which shall, be an equivalent amount to the loss incurred as presented by the consumer and agreed by the licensee,” it adds. According to the bill, those who suffer physical injuries will be offered compensation determined by the court. The International Energy Agency (IEA) last year said that Kenyan households and factories are plunged into darkness for an average of 25 days every year due to blackouts. Kenyan homes and industries experience more than 600 hours of outages per annum compared to 120 hours or five days per year in South Africa, according to IEA’s report titled Africa Energy Outlook 2014.

Kenya Power plans is spending billions of shillings to upgrade its transmission network and curb the blackouts as the country prepares to add 5,000 megawatts (MW) to the existing 2, 298 MW of generation capacity by 2017. The Energy ministry expects the SuswaIsinya-Embakasi transmission line to be complete by November to reinforce the system and transport cheaper geothermal energy from Olkaria fields in Naivasha. The line will be connected to Mombasa-Nairobi line set for completion by December. This is expected to rid the Coast of expensive diesel-fired power. @wilson_x254

The Kenya Bankers Association (KBA), has said that banks are committed to working with the CBK, the National Treasury and Parliament to anchor interventions that drive down the cost of banking. “We agree high loan interest rates are a serious issue for Kenyans, especially SMEs with good credit track records,” the Association said in a statement this morning. “There is more that can be done to better serve the banking public in partnership with the Central Bank,” the regulator added. The move comes just as banks, under the ambit of the Kenya Bankers Association, are working to develop a Green Bond Market and have partnered with Nairobi Securities Exchange (NSE) towards raising the country’s first bank-supported climate changealigned corporate debt instruments in the next six to eight months. The KBA said on Monday that the drive will pave the way for Kenya to join its peers in the Continent in tapping the growing investor demand for green investments. The Climate Bonds Initiative -- a drive that seeks to combat global warming -indicates that the climate-aligned global bond market stands at $696 billion (Sh70.64 trillion) with green bonds making up 17 per cent or $118 billion

(Sh11.98 trillion). The collaboration is in line with NSE’s commitment to develop sustainable capital markets through the United Nations-led Sustainable Stock Exchanges (SSE) Initiative, which provides a framework for innovation within the capital markets, and is reinforced by the Sustainable Finance Initiative championed by KBA on behalf of the banking industry and broader financial services sector. The Kenya effort will be supported by, among other stakeholders, the Central Bank of Kenya, the Capital Markets Authority and the National Treasury and underpins Vision

Banking industry pre-tax profit falls 5pc to Sh134bn Kenya’s banking sector has seen its pre-tax profits fall 5 per cent to Sh134 billion in 2015 from Sh141.1 billion the previous year A new report from the Central Bank of Kenya (CBK) has attributed the decline in profitability to higher growth in expenses as compared to growth in income. The survey, dubbed the ‘CBK 2015 Bank Supervision Annual Report’, indicates that the banks’ income increased by 9.1 per cent in the period ended December 2015, though expenses increased by a higher margin of 16.3 per cent. “The banks income declined as a result of slower growth in credit in 2015, which grew by 11.6 per cent compared to 22.9 per cent in 2014. However, the lower growth in credit was neutralised by increasing yields on earning assets and advances in 2015,” said the report. The data found that total income for the banking sector grew by 9.1 per cent to Sh456.8 billion in December 2015, from Sh418.7 billion in December 2014. The increase in income was largely attributed to a jump in interest on advances, which rose by Sh32.2 billion occasioned by the growth in loans and advances in 2015. The reports states that interest income on government securities also increased by Sh5.5 billion to Sh67.8 billion in December 2015 down from Sh62.3 billion in December 2014. The sector’s expenses rose by 16.3 per cent from Sh277.6 billion in December 2014 to Sh322.8 billion in December 2015. The increase in total expenses was largely attributed to a rise in loan loss provisions and interest expenses. @enock_x254

69 per cent of banks hold interest rates steady, Central Bank survey reveals Sixty-nine per cent of Kenyan banks held their interest rates steady during the first quarter of the year, a survey from the Central Bank of Kenya (CBK) has revealed. The Credit Officer Survey showed that only 23 per cent of banks decreased their interest rates, with 8 per cent increasing their rates. “Those whose rates remained constant attributed their decision to a stable economic environment while those that increased faulted increased cost of funding,” read the survey in part. The survey however excluded Charterhouse Bank Limited, Imperial Bank Limited and Chase Bank Limited, which were put under receivership last year. The drive to carry out the survey was based on the fact that credit risk is the single largest factor affecting the soundness of financial institutions and the financial system as a whole. During the period under review, there was also a significant increase in non-

Personal/household loans grew at 35 per cent where CBK attributed the rise to self-employed borrowers’ inability to service debt due to low business activity. “Increase in NPLs in the Building and Construction sector would be due to delays in payment of contractors mainly by the national and county government.” Overall, the demand for credit remained constant in six economic sectors while it increased in four. CBK attributes the increase in the demand to favourable macroeconomic environment and reduced cost of inputs. On the other hand, the growth in the building and construction sector was linked to the ongoing Standard Gauge Railway construction works and construction of roads. The ratio for total loans to total assets for the quarter was 65.54 per cent which was a slight increase. @enock_x254

Hill Education, an agency for students pursuing higher learning in foreign institutions, has rebranded to Unipass as part of the consultancy’s strategy to tap into a growing number of students seeking to study abroad. A recent survey by leading global research company, Synovate indicated that a majority of Kenyans prefer studying or sending their children abroad for higher education over local universities due to a perception of high quality standards, status, and exposure to life overseas. The data implies that public universities in Kenya have been plagued by lack of resources due to an over reliance on government funding, which -- in many cases -- is inadequate to meet the institutions’ demands. As a result, parallel degree programmes have been rolled out to supplement state funding, but issues of overcrowding, shortage of teaching staff and inadequate facilities have emerged, resulting in poor quality education. State defends SGR project in spite of World Bank criticism

President Uhuru Kenyatta has defended the government’s implementation of the Standard Gauge Railway project, which was criticised by World Bank economists and termed as a wasteful investment. The Head of State has said that African countries have the capacity to determine their infrastructure needs. He said African countries understand the priorities of their people and should not be dictated upon on what infrastructure projects to implement. “We know what we need, we know what we must do. We are no longer going to be the dumping ground for products and goods while our people have no jobs, while our people suffer in poverty,” President Kenyatta said. The President was responding to the World Bank’s criticism of the Standard Gauge Railway as uneconomical. He noted that Kenya is better placed to know the projects that will have a direct impact on its people. The President was speaking during

the recently-concluded State House infrastructure summit in Nairobi. The Summit was organised by the President’s Communications team, the Ministry of Transport and Infrastructure and the Presidential Delivery Unit and follows on similar meeting on Energy that was held two weeks ago. President Kenyatta pointed out that similar criticism was directed to the so-called Asian Tigers but they ignored it and now they are amongst the fastest growing nations in the world. “I just want to pose a question to those who challenge us as a country and as a continent where are those nations today,” President Kenyatta said. “The now fully grown Asian Tigers are probably among the most prosperous nations in the world. Yet they ignored the World Bank and ignored the IMF. Today they actually have their own development bank,” he added. The Head of State said Kenya is keen to move to the next level and this can only be achieved if the country

makes appropriate investments in infrastructure. President Kenyatta welcomed the summit, saying it provided a platform for positive engagement between Government, private sector and the people of Kenya on what is happening in the infrastructure sector. “This is part and parcel of being transparent, being open and allowing Kenyans an opportunity to engage with their Government and various agencies on what is being done with their money,” President Kenyatta said. “The only way we can know we are doing the right thing or not is through an engagement such as this.” On his part, Infrastructure Cabinet Secretary James Macharia assured that the Government’s road annuity program is on course. Renault has launched the Renault Kwid, its most-affordable car in Kenya. The new Renault Kwid is priced from Sh1,234,567 in Kenya and is the company’s only A-segment car currently

available in the country. The move is part of Renault’s ongoing strategy aimed at expanding its footprint in the low-cost passenger car segment. The Renault Kwid was launched in India

last year and has now become the fifth best-selling car in the country. Since its launch, Renault has registered monthly sales of about 8,000 units. With sales in India growing steadily, Renault has started exporting the Kwid to other markets around the world. Renault Kenya is yet to reveal complete details about the equipment grades of the Renault Kwid, but has confirmed that a 799 cc petrol engine will be standard. Five exterior colours are available to choose from, including: Outback Bronze (metallic), Planet Grey (metallic), Moonlight Silver (metallic),

Ice Cool White (solid) and Fiery Red (metallic). Interior upholstery choices include Moon Grey, Intense Red and Champion Red. Brazil will also be listed among the new markets for the Renault Kwid this year, where the car will reportedly debut at the 2016 Sao Paulo Auto Show in November. The Brazilianspec Renault Kwid will be modified for improved safety and better quality. It will likely be ethanol compatible as well. e are lucky living in Africa in some ways. The image of a mother breastfeeding is not a sexual image but a fact of life. Babies feel hungry, babies cry, babies need to eat; whipping out a breast to get that done is no big deal. It’s not too long ago that women walked around without shirts on and in some parts of the continent they still do. Unlike in the West where things might be much more modest and simultaneously not-so-modest all at once. Facebook has gotten into the practice of habitually banning or deleting pictures that mothers choose to share of themselves breastfeeding their children. Although their policies state that breastfeeding photos are allowed as long as they don’t show nipples. Which is still a strange requirement considering it is attached to the breast, but no matter. The topic of women breastfeeding in public seems to court a lot of discomfort especially from the male gaze. Granted it would not be a wild assumption to suppose that it is generally men who would sexualise a perfectly normal act like feeding your child, so it makes sense that they would have a problem with something that has nothing to do with them. In June of this year a man verbally lashed out against a woman trying to feed her one-month-old child in a chain store in Connecticut, USA. After calling the woman ‘disgusting’ he then demanded a refund for his purchsases for having witnessed the act, before being forcefully evicted from the store. British mother Louise Burns was coerced into covering up her infant with a napkin while breastfeeding her then-12-week-old baby at the swanky Claridge’s Hotel so as to ‘not

cause offense’. The great thing to come out of this incident, apart from her mentioning that she would never go back to the hotel, is that mothers from the area staged a ‘mass breastfeeding’ on site in protest. Former British Prime Minister David Cameron even showed solidarity with the mothers saying it was totally unacceptable for mothers to be made to feel uncomfortable while breastfeeding. Although all this is true, is this extra pressure to prove a point being put on mothers unfairly? Some women might just feel uncomfortable with breastfeeding in public, some might even choose to bottle-feed their children and this #Brelfie movement might be leaving them out altogether. Brelfie’s might help normalise breastfeeding in public but that does not mean some individuals might not twist the process into an act of exhibitionism. At the end of the day feeding your baby is a requirement and your baby definitely won’t care where or whom you are with. @christine_x254

Turn an old wine bottle into a tumbler

A

lthough it is possible to make a tumbler from any type of bottle, wine bottles are the best for this project given their thickness compared to other bottles. Beer bottles are very thin and likely to break and might cause severe cuts to the body while working on them. The first and most demanding step is cutting the wine bottle into two along a designated horizontal line. You can get a welder to assist you with this using specialized cutters, since glass cannot be cut using regular saws at room temperature. Remember to wear protective eye glasses during this phase.

Once the glass has been cut, throw away the lower bottom half, since it’s the upper part bearing the bottle neck that you are interested in. Use the cork screw used to seal the wine in the original bottle to block the mouth of the bottle neck so that there will be no leakage once you pour in your drink. Next, using a chisel, soften out the edges of the new glass’ brim so that you don’t cut your lips and tongue while taking drinks from and finally, clean and dry it thoroughly then pour in your drink-bottoms up! @mercy_x254

HEAT RASH

eat rash can be a pain to deal with when working out. Not only does it make the exercising process more uncomfortable, it can be difficult to clear up. Heat rash occurs when sweat glands on the surface of the skin become blocked due to excessive perspiration. Sweating is the body’s natural mechanism for cooling itself and when this cannot happen, the skin reacts by getting inflamed and a rash eventually appears. It is usually common in hot and humid places but can appear on anyone’s skin. In a situation where the skin is not allowed to breathe, particularly where there is skin on skin contact like an armpit or under the crease of the breast, a rash can occur and it can be hard to get rid of unless measures are taken to prevent the problem from appearing again. The number one thing to do would be to exercise in breathable material. Light fabrics that can help absorb sweat or let sweat evaporate naturally from the body would be an optimal choice. Wear loose-fitting clothing that will not exacerbate the inflammation and will make minimal contact with problem areas. It would also be advisable to exercise in areas that have free flow of air like outdoors or an area of the gym with air conditioning. Most of the time the rash will go away on its own if the skin is left to cool down but excesive discomfort can be treated with calamine lotion.

Injera rallies Kenyans as Rugby hopes fade

Kenya Sevens star player Collins Injera has urged his teammates to go all out against Japan in their final pool game this evening as their chances of reaching the Main Cup quarters remain hanging in the balance. Kenya lost its first two matches in the rugby sevens at the Rio Olympics 37-7 and 21-19 to Great Britain and New Zealand respectively. They now face Japan in their last game today. The Asian giants have proved a hard nut to crack after shocking New Zealand 14-12 in the second match of Group C that now leaves Kenya trailing the pool on two points. Injera, now says the team might need to adjust their expectations while considering that they might not progress to the main cup quarters as

they had anticipated. “Realistically we have wasted our chances of reaching the main cup quarters, our minimum target coming here. That is because we started badly in the opening two matches. Now we have to go out and play for a good result against Japan, which no doubt will be a tough match,” he said. The match against Japan is scheduled to kick off at 5:30pm. Kenya will need a good margin win, over a side that narrowly went down 21-19 to Great Britain in their second game, to be considered as one of the two best-placed teams into the quarters. After the third round of matches, four teams

will drop out of medal quarters and contest the ninth-place semifinal while the top two in each group will qualify for the quarter-finals, plus the two best third-placed teams, based on competition points and then point’s difference. South Africa, Great Britain, and Fiji have already sealed their places in the quarters after bagging two pool match wins. The Blitzbokkes saw off Spain and France 24-0 and 26-0 respectively. Britain on their side beat Japan 21-19 in their second game to add on to the Kenya win earlier on. Fiji followed up on their opening 40-12 win over hosts Brazil to edge out Argentina 2114 in the second game for a place in the knockouts. @amos_x254

Stones thrown at Olympic press bus A bus carrying journalists between Olympic venues in Rio de Janeiro has had two windows smashed, after stones were thrown at it on Tuesday evening. There was initial alarm when it was thought the damage was caused by gunfire. A few of the dozen people on board suffered minor cuts. The bus was travelling between the Deodoro hockey venue and the main press centre at Barra da Tijuca. “There was a popping, cracking noise,” said a photographer from the UK’s Press Association. “The bus didn’t come to a stop but paused. Everyone was on the floor so I got on the floor as well.” A police escort quickly arrived and accompanied the bus back to the press centre. “The two windows did not shatter immediately but one of them shattered as we drove along the motorway,” the photographer added. It is unknown who threw the stones at the bus.

Syrian refugee Rami Anis says earning a standing ovation at Rio 2016 after setting a personal best in the men’s 100m freestyle is a “dream come true”. Anis clocked 54.25 seconds to finish 56th out of 59 swimmers in the heats. The 25-year-old fled war-torn Syria in 2015, travelling by boat across the Mediterranean Sea to Turkey before continuing to Belgium. “It’s a wonderful feeling to compete in the Olympics,” he said. “I don’t want to wake up from this dream.” Anis is one of 10 athletes competing as part of a Refugee Olympic Team, including fellow Syrian swimmer Yusra Mardini.

Canadian diver Meghan Benfeito has suggested the colour change of the normally azure pool water to a swampy green for the women’s synchronised 10m platform final may have actually helped the divers as it makes it easier to differentiate between water and sky as they go through their flips on the way down. Majestic Phelps win 20th and 21st golds as Serena Williams is knocked out Record-breaking Michael Phelps extended his tally to 21 Olympic gold medals as he won individual and team titles on day four at Rio 2016. The American, 31, comprehensively beat defending champion Chad le Clos in the 200m butterfly before he helped the US win the men’s 4x200m freestyle relay. “That’s a lot of medals,” said Phelps. “It’s just insane. It’s mind-blowing.” British quartet Stephen Milne, Duncan Scott, Dan Wallace and James Guy won the silver in the relay. Phelps began the evening by avenging 24-year-old Le Clos’ victory over him at London 2012. “I wanted that one back. I came into the pool tonight with a mission and the mission was accomplished,” added Phelps. He cruised to victory in one minute 53.36 seconds as the South African only managed to finish fourth. Japan’s Masato Sakai and Hungary’s Tamas Kenderesi overtook Le Clos in the final 50 metres to take the silver and bronze medals respectively. Phelps and Le Clos meet again in another latest instalment of their duel when they

compete in the 100m butterfly later this week. The American will also be trying to add to his gold tally when he goes in the 4x100m medley relay and 200m individual medley, also later this week. “Looking forward to the rest of the week and I’m not even halfway done yet,” he said. In tennis, defending champion Serena Williams is out of the Olympics after losing to Ukrainian Elina Svitolina in the third round of the women’s singles. Williams lost 6-4 6-3 to Svitolina, ranked 20th in the world. The world number one’s struggles were highlighted by five double faults in the seventh game of the second set. “It didn’t work out the way I wanted it to but at least I was able to make it to Rio that was one of my goals,” Williams said. “The better player today won but I know next time is going to be a really good match and I look forward to it.” Williams and sister Venus were knocked out of the women’s doubles on Sunday by Czech Republic pair Lucie Safarova and Barbora Strycova. Real beat Sevilla to lift Super Cup

Defender Dani Carvajal scored a fine solo goal a minute from the end of extra time as Real Madrid beat Spanish rivals Sevilla in a dramatic Super Cup. Champions League winners Real took the lead when Marco Anensio scored with a thunderous long-range strike. But Europa League winners Sevilla levelled through Franco Vazquez and Yevhen Konoplyanka’s penalty gave them the lead after Sergio Ramos fouled Vitolo inside the area. Ramos made it 2-2 in the last minute of added time to force extra time before Carvajal won it late for Real.
