Agencies mull new laws to rein in hate mongers

ersons accused of utterances that are deemed to be hateful could soon be denied bail if recommendations by various government agencies are adopted. The Inspector General of Police, the Office of the Director of Public Prosecutions (DPP), National Cohesion and Integration Commission (NCIC), Independent Electoral and Boundaries Commission, the Directorate of Criminal Investigations (DCI), the National Police Service Commission (NPSC) and the

Registrar of Political Parties are some of the public offices which are uneasy with bail conditions spelled out to hatemongers which they term as ‘too lenient’.

The heads of the security agencies warned that such utterances by politicians could go out of hand especially with the 2017 General Elections scheduled to take place in almost a year’s time. In a meeting with Cabinet Secretaries for Interior

Joseph Nkaissery and his counterpart for Information and Communications Technology Joe Mucheru at the Parliament Buildings in Nairobi yesterday, the security chiefs warned that more needed to be done to ensure that hatemongers don’t get away with sayings that could plunge the country to violence.

Mudavadi: Jubilee planning to rig 2017 elections

Jubilee is planning to rig the next next year’s general election by infiltrating its party systems in to the Independent Boundaries and Electoral Commission (IEBC), the Amani National Congress has said. The Mudavadi led party claimed that the proposal by President Uhuru Kenyatta to have IEBC conduct Jubilee Party primaries is a scheme to compromise the independence of the electoral body. Mr Mudavadi has asked the commission to ignore such a move terming it ‘mischievous’. Only yesterday, while welcoming the leaders of the parties folding to join the Jubilee party, President Kenyatta dispelled fears of unfair party primaries saying they will be conducted by the electoral commission to ensure fairness. “IEBC cannot preside over party primaries of a party that controls state institutions ahead of the General Election. This is a strategy by Jubilee to infiltrate the commission and build relationships to facilitate rigging,” Mudavadi said. He questioned on what grounds the electoral body would conduct such primaries noting that they are already overstretched and are yet to fully satisfy the people on their readiness to conduct next year’s polls. Additionally, Mudavadi observed that IEBC was a tax payer funded institution and thus could in any way handle the primaries.
