Expect tough battle in Nairobi, Kidero warns his opponents MONDAY, AUGUST 15, 2016

Nairobi Governor Evans Kidero has warned those seeking to oust him to expect a tough battle for the city’s top job in next year’s General Election. A couple of aspirants including Water and Irrigation Cabinet Secretary Eugene Wamalwa have declared interest in becoming the city Governor in 2017. But Dr Kidero who currently occupies the seat has warned that he will not relinquish it easily. While he has welcomed his challengers to the race, Dr Kidero insists that they must be ready for a tough battle. “Our Constitution allows anyone who meets the required qualifications to run for any office anywhere in this country. And those who want to run for Nairobi Governorship are welcome but they must be ready for a tough battle,” he said. He made the remarks when he toured Kibagare area of Westlands yesterday. Earlier, Dr Kidero had called for the cleaning of the voter register claiming it contains ‘illegally registered’ people. Kidero claimed that ‘some people’ were illegally brought to register in Nairobi as voters and therefore the voters register should be thoroughly audited to ensure those in the list were legally registered. “You saw the other day many people were brought to register in Nairobi as voters maybe this is why they also want an outsider to contest the gubernatorial seat. I therefore support the calls by joint select committee to conduct an audit of the register,” Kidero said at the Divine Mercy Catholic in Kariobangi where he had attended a service. “Some youths as you know were even

Zambia opposition demands vote recount

Zambia’s main opposition party has alleged fraud in Thursday’s presidential vote and called for a recount of votes in the capital Lusaka. The UPND party, led by Hakainde Hichilema, has withdrawn from the ballot verification process. President Edgar Lungu, of the governing PF party, holds a slim lead over his rival Mr Hichilema, with votes counted in more than 80% of constituencies. The Patriotic Front party has rejected the allegations. Mr Lungu has called for calm and for the will of the people to be respected. For the first time, a presidential candidate must win more than 50% of the vote to avoid a run-off. Mr Lungu won the last election by less than 28,000 votes. The UPND accused the Electoral Commission of Zambia (ECZ) of bias in favour of the PF. Election officials denied this, saying the slow publication of the results was because there were five different votes on Thursday - for president, parliament, mayors, local councillors and an amendment to the constitution on changes to the bill of rights. With votes counted in 132 out of 156 constituencies, Mr Lungu has 50.1% of the vote against 47.7% for Mr Hichilema, according to the ECZ. =Turnout was 56%.

Reduce cost of drugs, state tells stores The government has urged pharmaceutical stakeholders to reduce the cost of essential medicines to improve their accessibility to needy Kenyans. Health Cabinet Secretary Cleopa Mailu has urged the players in the industry to come up with ways that would ensure that the cost of essential drugs come down to manageable levels so that most citizens can access them. Mailu observed that cervical, breast and esophagus cancers have the highest incidence amongst women and prostate, esophagus and colorectal are leading

He also noted that the high morbidity of the disease in the region is characterised by high proportions of advanced cases owing to late presentation at health facilities, delays in diagnosis and treatment, besides the acute shortage of specialised cancer clinicians. “In Kenya, we have about 10 oncologists serving a population of about 45 million people, which is far below compared to the recommended capacity per population,’’ he argued. ‘’I am happy the fellowship programme will be instrumental in raising the number of paediatric and adult neurologists who will be spread out evenly across the country as opposed to the current situation whereby all of them are based in the urban cities of Nairobi, Mombasa, Kisumu and Mombasa,’’ added CS. In the first three years of the project, the programme will conduct a series of East Africa based residential 5-day training courses in neurology and oncology. These will be delivered by a mixed faculty from the United Kingdom ad East Africa. The countries that stand to benefit from the programme include Kenya, Uganda, Tanzania and Rwanda. At the end of the four years programme, 600 cancer specialists will have been trained.

Youths issue ultimatum over ‘stolen funds’

The National Youth Council has given individuals who have looted money from coffers meant to benefit the young people a 14-day ultimatum to return the cash. It has threatened to stage a nationwide protest upon the lapse of the deadline. Council chairman Dishon Atemo has said the council will mobilize the youth countrywide to have those who looted from Kazi Kwa Vijana, Youth Enterprise Fund and the infamous National Youth Service apprehended and made to return the loot. He said they will also move to court to seek legal action if no action is taken by the relevant investigative authorities with the 14-day ultimatum. “It is heart-breaking to see some of the individuals who were caught red-handed are still roaming free and even issuing conditions on how they can return monies allegedly stolen from the youth of Kenya. We are giving them two weeks to return the monies,” Atemo warned during a press briefing at his Chester House office. Atemo specifically called on political analyst Mutahi Ngunyi to refund Sh12 million that was allegedly deposited in his account from NYS. Ngunyi’s firm is said to have illegaly received Sh12.5 million from NYS for payment claimed to have been made at the time of the loss of Sh790 million from the department. The political consultant has agreed to return Sh11.8 million which he admits was erroneously received from NYS last year. According to Ngunyi, an audit of books at “The Consulting House” found that the firm received the amount on 23rd of April 2015 without raising an invoice. The council further said that some individuals have grabbed land belong to NYS and asked the land commission to investigate and repossess the parcels to the youth for their

Uhuru to formally receive Bill on cheap loans today President Uhuru Kenyatta is today expected to receive the Banking (Amendment) Bill 2015 seeking to cap interest rates in the Banking Sector. The Bill if signed into law will ensure that Kenyans get cheaper credit from banks. President Kenyatta will then have 14-days within which to either sign or reject it by sending it back to Parliament. The Bill provides that banks cap their interest on loans at no more than four per cent of Central Bank of Kenya base rates. The banks are lobbying against the Bill, which seeks to cap their lending rates and put a floor to interest they pay on deposits. The Bill, passed by Parliament almost two weeks ago, also ignores the role of the Treasury in the high interest rate regime and puts the burden on the banks. President Kenyatta has come under pressure from various groups, including the opposition, to sign it into law. However, bankers want him to reject the proposed law, saying market forces should be allowed to determine interest rates. The Bill was sponsored by Kiambu Town MP Jude Njomo.

‘Ghost pensioners’ minting billions as Treasury moves in

The National Treasury has announced plans to crack down on crooked civil servants following revelations that ghost workers are costing taxpayers an estimated Sh100 million every month. The Treasury says it will soon kick-start biometric registration by taking the finger prints and verifying vital records of retired civil servants as part of plans to seal loop holes relating to these malpractices. “The department is planning to conduct a biometric registration of pensioners and dependents in the near future as part of data and payroll cleansing,” said Shem Nyakutu, Acting Pension Secretary at the Treasury. The move follows fresh reports from the Auditor General, which revealed that taxpayers could be losing billions of shillings paying pensions for deceased workers. The AG said that the number of people aged above 70 years continues to double despite the fact that people are kicking the bucket on a daily basis. Last month, Auditor-General Edward Ouko exposed gaps in the IT-based pension payment system. “The Pension Management Information System (PMIS) is able to capture, save and process pension payments with incomplete data, paving way for dead people to be paid retirement benefits,” said Ouko. Data revealed that 69,715 pensioners’ files with dummy identification numbers were identified during a systems audit of the PMIS. The audit

Kenya listed on Virtuoso’s top luxury destinations

Kenya has been listed among Virtuoso’s Top Luxury Destinations for Fall 2016 beating other African destinations including South Africa, and Tanzania. Virtuoso, the travel industry’s leading luxury network, states that Kenya recorded the largest percentage of growth in year-over-year booking hitting 59 per cent followed by Iceland at 56 per cent whereas Saint Martin become third at 39 per cent. Others included China at 35 per cent, Ecuador at 34 per cent, Japan at 32 per cent, South Africa 28 per cent, Tanzania 27 per cent, Croatia 25 per cent and Jamaica came 10th at 23 per cent. “Africa continues to surge in popularity, a continuation of the trend Virtuoso noted for summer travel. With sales up 28 per cent year-over-year, Africa is the only continent to post such an increase. Kenya, Tanzania and South Africa, all strong safari destinations, will benefit from a projected 17 per cent increase,” said a report from industry leader, Luxury Travel Advisor. The ranking saw only three countries from the Africa emerged in the top ten. Virtuoso’s travel advisors stated that safaris are particularly appealing for multigenerational family trips with plenty to see and enjoy for travellers of all ages. Iceland has been a growing favourite in recent years, and its prominent showing on the Hot 10 proves that its popularity is extending into the fall. @enock_x254

Delay in delivery of cheaper products pushes up price of petrol by Sh2.20

Consumers will be forced to dig dipper into their pockets for the next one month following an extra surge in the latest fuel price review by the Energy Regulatory Commission (ERC). The new rates, which came into effect at midnight on Sunday, have seen the price of super petrol go up by Sh2.20, diesel Sh1.27 while kerosene is up by Sh 1.03. The Commission attributed the increase to a delay in the delivery of cheaper petroleum products. “Taking into account the weighted average cost of imported refined petroleum products, the maximum allowed petroleum pump prices in Nairobi are as follows: super petrol increases by Sh2.2 per litre, diesel increases by Sh1.27 per litre while kerosene increases by Sh1.03 per litre,” ERC said in a statement. ERC Director General Joseph Ng’ang’a further attributed the surge in prices to an increase in imported petroleum

products during the month of July where super petrol increased by 3.31 per cent, diesel by 3.18 per cent whereas the price of kerosene jumped by 2.86 per cent. “The changes in this month’s prices are a consequence of the average landed cost of imported super petrol which increased by 3.31 per cent in July 2016, diesel increased by 3.18 per cent and kerosene increased by 2.86 per cent,” said Ng’ang’a. In Mombasa, a litre of super petrol will retail at Sh 91.72, diesel at Sh 81.12 and kerosene at Sh 59.64 while in Nakuru a litre of super petrol will retail at Sh 95.89 while that of diesel will retail at Sh85.45 and kerosene will retail at Sh63.36. In Eldoret, a litre of super petrol will retail at Sh 97.07, diesel at Sh 86.63 and kerosene at Sh 64.43, while in Kisumu a litre of super petrol will retail at Sh97.14 while that of diesel will retail at Sh 86.70. Kerosene will retail at Sh64.43.

The statistics reveal that Nyanza region has been hit hard. Motorists have been also hit hard in this latest price review. In July, the government introduced an additional road maintenance levy into fuel products of Sh6 per litre that saw super petrol go up by Sh 6.67, diesel Sh 9.53 while kerosene went up by Sh3.41. The move is part of the government’s plans to raise Sh60 billion annually from the levy, up from Sh40 billion in order to maintain the country’s roads. @enock_x254

Kenya beats South Africa, ranked first in global financial inclusion index MONDAY, AUGUST 15, 2016

Kenya has been ranked first in the 2016 Brookings Financial and Digital Inclusion Project (FDIP), an indicator evaluates access to and usage of affordable financial services by underserved people across 26 geographically, politically, and economically diverse countries. Kenya, South Africa, Uganda, Rwanda and Nigeria ranked among the top ten in the list of countries surveyed. Kenya secured the top spot due to the government’s support for branchless banking activities through modifications introduced into the Finance Act. This allowed third-party entities, based in places as varied as supermarkets, gas stations and post offices, to act as agents for the banks. Formal arrangements between banks and mobile phone networks in Nigeria have also drawn millions of people into the formal financial system. In terms of ‘country commitment’, ‘mobile capacity’, ‘regulatory environment’ and ‘adoption’, Kenya had an overall score of 86 per cent. Columbia came second with a score of 79 per cent, followed by Brazil, South Africa and Uganda, which all scored 78 per cent, rounding up the top 5. The Brookings Institution looked at 26 countries across Africa, Asia and Latin America and assessed those countries’ commitments in devising national financial strategies, penetration of

The government has today confirmed that it is investing in a modern fish facility in Nairobi to help curb illegal fish farming in the country. Speaking at State house early today during an Agriculture Summit, Willy Bett, Cabinet Secretary Agriculture, Livestock and Fisheries said that the government has invested Sh3.6 billion to buy vessels that will patrol waters. “We are undertaking research in the sea, we have realised that there is much in deep sea fishing that is why the government is putting more effort on deep sea fishing, so far we have invested Sh3.6 billion to buy vessels to patrol our waters so as to curb illegal fishing,” said Bett. Kenya’s agriculture sector is the key driver of the country’s economy as it accounts for 25 to 26 per cent of the nation’s Gross Domestic Product (GDP). “We have improved our fish quantity from 33,000 metric tonnes to 44,000 metric tonnes,” Bett said. The CS added that the government has is currently looking for markets for local farmers. “We have the EU market for our farmed fish and we are still trying to

find more for our fish farmers,” he said. Bett assured farmers that the government is investing in deep sea research. “We are investing in deep sea research to enable us to diversify the fisheries sub sector. We are investing in E-markets too to eliminate middlemen in the fisheries sub sector,” the Cabinet Secretary explained. Bett reiterated that the cost of production has been high but as a government, his Ministry is working on bringing it down. He explained that the government has also invested in insurance for both livestock and crop farmers. “We’ve been helping farmers access credit, to help them turn Agriculture into a business,” said Bett. “We want to make agriculture cool.” The CS noted that there is now more fish in Central than in Nyanza because Central has embraced fish farming. Wamalwa highlights success of irrigation project at State House A project to provide much-needed water to some of the country’s most at risk arid areas is picking up steam, Cabinet Secretary for the Ministry of Water and Irrigation, Eugene Wamalwa has confirmed. Along with Devolution Cabinet Secretary Mwangi Kiunjuri, Wamalwa last week began a two-day tour to commission water and irrigation projects in Turkana, West Pokot and Baringo Counties.

“We have managed to put 483,000 acres of land under irrigation,” said Wamalwa said this morning. The CS was speaking at today’s State House Summit, which is being attended by various stakeholders in the sector and senior government officials. The affair seeks to address ways of using technology in farming and involvement of the youth, considering the average age in the sector is 63 years.

New gold rush could have alarming impact on marine ecosystem

Ongoing moves by mining companies from across the globe to cash in on mineral deposits hidden in the world’s seas could have an alarming effect on both the environment and the world’s fishing industry. Next year, a group of Japanese companies and government agencies will start mining minerals at a site 1,000 miles southwest of Tokyo -and one mile beneath the ocean’s surface, Bloomberg reports. It will be the first large-scale test of whether mineral deposits can be mined commercially from the seafloor. The seafloor is home to priceless deposits of minerals such as gold, copper and cobalt. Though these developments bode well for miners and commodity speculators, experts warn that they pose some alarming challenges for the marine environment -- and the economies that depend on it. Scientists have known that rich deposits of minerals could be found in metallic nodules strewn like stones across the deep seabed since the 1960s. In 1977, researchers discovered hydrothermal vents on the ocean floor, along with some of the richest ore bodies in the world. In both cases, though, slumping commodity prices and high extraction costs doomed exploitation efforts. And as China’s economy picked up earlier this decade, and demand for commodities surged, the search for alternative sources of raw materials gained steam. Resource-poor Japan resuscitated its interest in seabed mining. China started building its own underwater mining capabilities, including a proposed partnership with India. . The deep sea also plays a crucial role in regulating the climate by serving as a giant carbon sink.

Maersk, a Danish conglomerate that owns the world’s largest container shipping company, is voicing concern as a potential shift in U.S. policy threatens to reduce global trade. While Maersk (officially known as A.P. Moeller-Maersk A/S) assumes that no matter how the U.S. presidential election ends, it probably “won’t have an effect on the contracts we have and the employment exposure we have in the U.S.,” Trond Westlie, its Chief Financial Officer, said any steps in a more protectionist direction would clearly hurt global economic growth. “In general, trade barriers weaken global growth,” Westlie said in a phone interview on Friday. “Low trade barriers not only help trade growth, but also economic growth.” With real-estate-magnate-turned-

Trump has gone so far as to call the pact a “ disaster” for the U.S. The World Bank has identified trade as a key means to fight poverty. But since the global financial crisis, cross-border commerce has slowed, and in a report this year, the World Trade Organization (WTO) estimated that trade grew less than 3 percent for a fifth consecutive

year. It cited the “threat of creeping protectionism as many governments continue to apply trade restrictions,” in an April 7 report. Trade growth will reach 3.6 per cent next year, compared with a 5 per cent average since 1990, according to the WTO. Maersk transports about 15 percent of the manufactured goods that are sent across the globe each year, making it the world’s biggest container shipping line. “Trade barriers should be reduced as much as possible,” Westlie said. “That opinion stands whether we’re talking about Brexit or the U.S., but also for tariffs in Africa or South America, for example. South Africa’s governing party urges state to focus budget on jobs as support drops after election

South Africa’s African National Congress (ANC), the nation’s governing social democratic political party, will press the government to prioritize creating jobs and alleviating poverty in the national budget, Gwede Mantashe, the ruling party’s Secretary-General has said. “It can’t be business as usual,’’ Mantashe told reporters in the country’s capital of Pretoria, on Sunday after a national executive committee meeting to discuss the ANC’s weaker performance in municipal elections this month. ‘‘To effectively deal with the triple challenge of unemployment, poverty and inequality, government in the coming cabinet lekgotla must reprioritize the budget’’ to ensure National Development Plan (NDP) programs are funded, he said. The ANC is seeking ways to reverse a

decline in support after this months recording its worst performance in an election since Nelson Mandela led the party to power to end apartheid in 1994. It won 54.5 per cent of the popular vote in the August 3 municipal ballot, down from 62.2 per cent in a national election two years ago. It also gave up outright majorities in four of the country’s eight major cities, Bloomberg reports. The NDP is the government’s 20-year plan to boost economic growth and slash a 27 percent unemployment rate. The poor performance in the election was a ‘‘serious setback’’ for social transformation and the party’s leadership agreed to take collective responsibility for the drop in support, Mantashe said. The party “resolved to take immediate and bold actions to address the weaknesses and shortcomings that led to the decline of

our electoral support,” he added. The NDP was released in 2012 as the government’s proposals to accelerate economic growth, create jobs and attract investment. The central bank projects growth will be flat this year. President Jacob Zuma’s cabinet will hold a fourday meeting, known as a lekgotla, this week to discuss the economy and other national issues. “For a long time we have been talking about the lax attitude toward the implementation of the NDP, but now there are consequences where they’ve lost municipalities, now they want to talk to Treasury to finance the NDP,” Ralph Mathekga, a political analyst at the Johannesburg-based Mapungubwe Institute for Strategic Reflection, said by phone. “That is why this budget rhetoric is coming out and with a very populist posture.”

ell us about yourself I’m Davie Karr, a musician from Nairobi. The foundations of my sound are Hip Hop and Afrobeats but my music is out of the box. How did you get your start in the industry? The first time I went to studio & recorded a song was for a class project. Nothing had ever felt so right so I asked myself, “Why not do this full time?” What would you say is the message of your music? Basically, open mindedness when approaching life experiences and having a good time. Who inspires you? Inspiration is everywhere but majorly I’d say my lifelong friend and genius

Singer Mya was a real stand out and should have even received top billing for the night. Which is not to say the other performers did not do a great job, but she deserves props. She put an all-out

show. She sang, she danced, she covered songs, she used a Kenyan guitarist, her DJ and dancers were in top form; it was a sensuous exciting set. She even performed on of her new singles and it was great. Ginuwine did ‘Pony’ which of course was what everyone was waiting for but his set was more interesting for the fact that he interacted with the female members of the audience. Flinging his sweaty towel and a couple of roses their way. 112, although were pretty great, were of the night. Daron Jones carried the group, granted Michael Keith seemed to also received complaints from the crowd for having the sound turned up too high. Mixing and matching bright prints with solid colours, the line served up some fierce looks and some of the most statuesque beauties of the entire show, Street fashion just gave high fashion a run for its money.

Chinese diver He Zi had just received a silver medal for the women’s three-metre springboard at the Rio Olympics on Sunday. But she ended up with another prize when her boyfriend Qin Kai, in front of a global TV audience, went down on one knee. South Africa’s Niekerk breaks 400m record South Africa’s Wayde van Niekerk broke Michael Johnson’s 17-year-old 400m world record to sensationally win Olympic gold at Rio 2016. The 24-year-old finished in 43.03 seconds, 0.15 quicker than the time Johnson clocked in Seville in 1999. Grenada’s Kirani James, the London 2012 champion, finished 0.73 behind to take the silver medal, with American LaShawn Merritt in bronze. “It was a massacre,” said Johnson, who won two Olympic 400m titles. “Van Niekerk is so young, what else can he do? Can he go under 43 seconds? It is something I thought I could do, but never did. “Usain Bolt will be retiring soon, this could be the next star.” Van Niekerk, who won South Africa’s first gold medal of the Games, said: “I have dreamed of this since I was a kid. “I believed it was possible. I am just glad things went my way. I thank Michael Johnson for setting such a great example for us. I just did my best.” Van Niekerk’s earlier runs in Rio gave little indication of what was to come. He beat James and Merritt at the World

Championships in Beijing last year, with all three going under 44 seconds, but qualified fifth fastest for the final. James set off fast at the start of the race, but Van Niekerk, in lane eight, powered around the final bend to beat his previous personal best by 0.45. Not only was it his first Olympic medal, he also became the first man to win an Olympic 400m title from lane eight. Van Niekerk was still trackside doing interviews when Usain Bolt won 100m gold for the third straight Games half an hour later. Bolt interrupted his own victory celebration to seek out the South African, who spent time in Jamaica working with Bolt and his coach, Glen Mills. “He’s very fast and keeps on going,” said Bolt, who claimed he had predicted Van Niekerk would break the world record. “I wasn’t really surprised he got it.’’ Silver medallist James added: “I’m happy to be part of a race that made history. Kenya goes for second gold at Rio today MONDAY, AUGUST 15, 2016

World champion, Hyvin Kiyeng will lead compatriots Beatrice Chepkemoi and Lydia Chebet in the final of the women 3000m this evening as Kenya eyes its second gold at the Rio Olympic Games. But Bahrain’s Ruth Jebet stands in the way of the trio, having served an ominous warning by exploding in her preliminary round. The race set for 5:15pm Kenyan time will have Kiyeng seeking to add an Olympic tittle as the favourite but she will have to negotiate past the rest but most importantly Jebet who was outstanding from Saturday’s preliminary rounds. In the first heat, Bahrain’s Jebet, the second fastest female steeplechaser of all time wasted little time to hit the front and pulled away from the competition, covering the opening kilometer in 3:06.84. Running a honest race for a preliminary, Jebet, 19 continued stretching her legs as she pulled the field along, arriving at 2000m in 6:08.30, strong running for a heat and at the bell she was all clear. By the time she was done, the clock read 9:12.63 after making the race look like a training job, with her time being faster than the personal best of most of the field competitors in what was viewed as sending a salvo to her rivals. Rudisha, who has this season’s world lead, kept to his tact of running upfront to finish first ahead of American Clayton Murphy who ran a personal best of 1:44.30. Kipketer on the other hand waded off the challenge of American Boris Berian in the home stretch to automatically qualify in a time of 1:44.38. Rotich had to wait until the end to know if he qualified, having finished fourth in the first semi-final after running out of gas in the final 100m of the race.
